As I know everyone is busy, please make sure to take time to enjoy our sport on the public lands that are open to you. Also while out on the trail, if you see someone doing something you know is wrong or dangerous please take the time to approach the person to help better educate them or save them from injury. An educated wheeler is a safe wheeler. VA4WDA Members, It is that time again to dust off your rigs, make repairs you have been putting off for the winter and get them ready for the upcoming wheeling season. There are several groups that have continued to wheel through the winter as I have seen posts and pictures from their trips. See you at the Annual Meeting, then in the woods or on the beach, Jesse Letter from Phil Wolf VA4WDA Land Use It is also getting to be that time when we hold our VA4WDA Annual Meeting in March. Again this year Starr Motors has invited us to come out to wheel on their off road vehicle trial grounds and hold the meeting in their facility. I would like to thank the White family and Joe Bonnie for opening up Starr Motors for our use. Please see the Annual Meeting registration in the newsletter for more details. Along with the Annual Meeting, comes election of officers. Nominations can be accepted either by mail or e-mail to [email protected]. There will also be nominations taken at the Annual Meeting. Once the meeting is adjourned the nomination process is closed. With-in a month a ballot will be mailed to all VA4WDA members in good standing. So it would also be a good time to verify that your address is correct on our roster. So if you have moved in the last year please shoot the secretary an e-mail with your new mailing address. The following positions are up for election: • President • Member at Large #1 • Member at Large #2 • Member at Large #3 We are also pleased to announce a new membership referral program. When a VA4WDA member refers three new members in a calendar year, (not to include previous members) they will receive a certificate for a VA4WDA tshirt of their choice. As someone signs up to be a member of VA4WDA, on the form there is a spot to enter the person referring the new member. Once you have referred three new members, you need to contact the VA4WDA Secretary to verify and a certificate will be sent to you. From the Land Use desk Property owners on Shoe Creek trail have indicated they continue to suffer trespass via branch trails to places like Slick Rock. The Glenwood-Pedlar District Ranger states they do in fact own property in the middle of the main trail through which it passes, and they are legally entitled to close it off if they chose. Unbelievably to me, many videos posted on Youtube in the past year document offroad trespass complete with license plates. The Forest Service has received a grant to make improvements to the Bald Mountain/Big Levels trails. They welcome volunteer labor to place signs, construct fences, pour concrete, etc. There should be many small projects and great opportunities for member Clubs to give back to the trails. I should have details at the VA4WDA Annual Meeting. I have arranged cleanup of a dump site in the GWNF outside Harrisonburg in conjunction with Earth Day. I hope to make this an annual event making it easy to remember and also an early kick-off to the wheeling season. Summer months start to get very crowded with other events. I could definitely use an on-site survey before the cleanup - please contact me if you will be near Second Mountain before April 17th. We are also planning a trail clean-up in the George Washington National Forrest around Earth Day. I would like to see as many of you attend as possible. The GW is a great place to do some mild wheeling, plus it is free to do so. So if you haven’t ever been to the GW, now is your Phil chance. Box 722 Mechanicsville, Virginia 23111 Letter from Sandy Schneirla, VA4WDA Vice President U.S. House passes bill to overturn ORV plan for Outer Banks On Feb 6, the U.S. House of Representatives voted to pass HR 2954, a package of bills called the Public Access and Lands Improvement Act that includes U.S. Rep. Walter Jones’ proposal to overturn the Park Service’s ORV plan on the Cape Hatteras National Seashore. The vote was 220-194 along party lines in the Republicancontrolled House. Six Republicans voted against the bill, and six Democrats voted in favor. Jones said that the ORV plan and final rules puts “excessive restrictions on public access to Cape Hatteras National Seashore, which he said has damaged the economy in the area. He urged a return to the Park Service’s 2007 The Interim Management Strategy that was supported by a 113-page Biological Opinion issued by the U.S. Fish and Wildlife Service, which found that it would not jeopardize piping plover, sea turtles, or other species of concern. “The last thing we need in Eastern North Carolina is unnecessary government regulation stifling job creation and economic growth,” said Congressman Jones in a news release after the vote. “I am grateful to my colleagues in the House for voting to approve this common-sense measure, which strikes the appropriate balance between protecting the species that live in the Cape Hatteras area and protecting the taxpayers’ right to access the recreational areas that they own. Now it is time for the Senate to act.” This is the second time that the House has approved Congressman Jones’ Cape Hatteras access proposal. It first passed the House in 2012 as part of H.R. 2578, but the Senate took no action on that bill. In this Congress, a Senate committee has favorably reported an amended version the bill, but no floor vote has been scheduled. The bill is likely to have much more opposition in the Democrat-controlled Senate. Also, the Obama administration has issued a statement that it opposes the package of measures passed today in the House. VA4WDA will provide equipment, facilities, and a cookout afterward. We invite you to supply the labor and good-natured fellowship. Unfortunately, due to human nature and the fact many landfills now charge for appliances, tires, and other debris, there continue to be active dumpsites in our National Forests. Eyesores that steal from our enjoyment of the great outdoors. The U.S. Forest Service Ranger has asked us to focus on a site near Second Mountain Trail. For those who may like to make this a weekend outing with camping and time to explore other trails, we have reserved a pavilion at a fine Augusta County Park, Natural Chimneys. We will stage out of the Campground on Friday, April 18th and depart for the cleanup locations at 9:00am Saturday, April 19th. You will be responsible for your own camp fees and reservations ($20-$30 per site) which include showers, water, electrical, and RV sewer hook-ups.
