It’s never too
late to learn
2012
Hello and welcome to the 2012 edition of our
Stockton-on-Tees guide – as always it’s full to
bursting with information and contacts from
around the Borough and beyond.
Not everyone had a great experience with learning in
their early years. Even if you did, you may find there are
some subjects you’d like to explore further later in life.
That’s why we’re open to all, whatever your age,
background or previous qualifications. Whether you’re keen
to build your confidence, prove something to yourself or
learn simply for enjoyment, we’ll help you get there.
In times of continuing financial uncertainty it seemed
appropriate to give extra space to topics in our Money Matters
section. So there is more information than ever on financial issues
and consumer advice which we hope you will find useful – see
how to stop those unwanted telephone calls on page 77.
Community Partnerships
As usual we have also been scouting out activities and services
to give you advice and help you stay in touch. And to keep you
on your toes check out the special over 50s offers at the Leisure
Centres – see page 15.
We work with organisations that are interested in
education and learning, whether in the workplace or
community environment. We can support groups of
learners, so for example, if you are a parent, carer
or volunteer why not get together and study a course.
Many groups have already chosen to study together
from places like Children’s Centres, Health Centres
and Voluntary/Community organisations. We are
also interested in hearing from individuals who
want to learn something new so contact us now for
further information.

Golden Guide
For Older People
Heather Alabaster
Editor
This year we have been asked for copies in quite a few extra
places, so as well as our regular outlets the Golden Guide will
be spreading further afield. We hope this makes it easier for
more people to track down. We expect they will disappear quickly,
so if you still need one get hold of it whilst you can! See overleaf
for a list of where the copies are going.
Finally a very big thank you to all those who have generously
supported the Golden Guide by sponsoring pages in it. Take a
minute to check out the services they offer, then if you make
contact with them, please mention that you saw them in the
Golden Guide – it definitely helps!
Quite a few of our sponsors will be giving out Golden
Guides too – even more reason to get in touch.
As always we welcome any feedback or suggestions for
inclusion. Please contact me at the address overleaf if you
would like to comment.
3
Our sponsors Without our generous sponsors and
advertisers we would not be able to
bring the Golden Guide out for free
every year. So do have a look at their
pages, and where you can, please
tell them you found them in the
Golden Guide. This will help keep the
information coming, and keep it free
and independent for all.

groups and places to socialise. Whilst we don’t
cover everything – we think it’s representative of
the variety of activities to be found in Stockton

correct at the time of writing, but arrangements do
change sometimes, so try to check before a visit.
Community Centres, VIllage halls
and church halls
The centres offer a good range of regular activities or
occasional events which they run themselves or else
hire out rooms to others. Centres usually have internet
access; some have a café and most have disabled access

facilities available. Examples include:

Bingo
Bowls

Credit Union, Health Visitors, Housing Associations,
Church services. Some can even arrange transport
if necessary.
To find out what is on offer call in to the centre when it is
open. Bear in mind that many centres are not manned at

with Help
Adult Social Care Service,
First Contact team
01642 527764
www.stockton.gov.uk
Stockton Borough Council, through
its Adult Social Care service, can help
people who need short term help
following a health crisis or accident,
and also people who need longer term
support.
Short term support
Short term support after a crisis aims
to help you recover your independence
as quickly as possible – many people
only need short-term support which is
provided through our reablement and
intermediate care teams.
54 www.alabasterpublishing.co.uk
Self-Directed Support
AND PERSONAL BUDGETS
If you need longer-term support,
new self-directed support
arrangements are designed to make
sure that you stay in control. If you
are assessed as needing it, you will
be offered a personal budget which
you can use to make arrangements
in the way that best suits you.
You can either manage the money
yourself or ask an organisation to
handle the administration for you.
Or you can opt to have Adult Social
Care arrange more traditional forms
of support, such as help from a home
care agency, attendance at a day
centre, or short breaks in a care home.
Even if you are not entitled to a
personal budget, you can still receive
advice and information about social
care services from the First Contact
Team, 01642 527764. See page 31 for
home adaptations and aids.
Costs for Support at Home
Most people will have to contribute at
least part of the cost of all these forms
of support. The contribution depends
on your income and savings.
Equipment and Adaptations for
Independent Living
Occupational therapists and social
workers in Adult Social Care can
arrange equipment and adaptations to
help with independent living at home.
They can help with applications for the
Disabled Facilities Grant, and provide
advice and support for carers. Contact
First Contact team as above for more
information and to arrange to have an
assessment. See page 31 for Disabled

Money matters
If you are close to retiring or have already
retired, you will be keeping an eye on your
financial position. A bit of planning and the
right contacts will help you achieve the best
income you can. Our suggestions here can
find you the best place to get advice.
Help with Pensions
The State Pension age is currently 65 for men and between
60 and 65 for women, depending on their date of birth. From
December 2018 State Pension age for both men and women
will increase to 66 by 2020.
What you get depends on the number of years of National
Insurance contributions paid during your working life – 30
years for a full basic State Pension. If eligible, you may also
buy missing years of NI contributions to boost the pension
total. Or you may qualify for NI credits if you have been
unable to pay regular contributions e.g. whilst raising a family,
or as a carer.
You may have other entitlements too and perhaps an
occupational or personal pension. Even with these extra
amounts you may still qualify for Pension Credit – a top up
benefit for those with modest pensions and savings. If you
only receive basic State Retirement Pension you should
always ask about Pension Credit even if you have savings.

Workplace Pensions
(or Occupational pensions)
From October 2012, employers are

Paid Work
after Retirement
After retirement many people wish
to continue working, sometimes
to make a change of direction and
retrain, to start a business, or simply
to improve their finances. You can
carry on working while still taking
your State Pension, or if you defer
claiming your pension you’ll be paid
a larger weekly amount later on, or
may be able to have the deferred
amount as a lump sum. Once you
reach pension age you pay no
National Insurance, and you are
likely to pay less income tax when
you are over 65.
However State Pension does count,
along with earnings, as taxable income,
and earnings after pension age may
affect benefits such as Pension Credit,
Housing Benefit or Council Tax Benefit.
Consult the Pension Service if this
may be a problem.

Difficulty managing the size of your property?
Are you a Tristar Homes tenant currently under-occupying your property?
Have you considered a move to a smaller property?
Why not speak to Tristar’s newly appointed Home Choice Welfare & Customer
Support Officer who can advise you of what support is available to you.
Adapting your home
In order to adapt your home, an assessment of your
needs will need to be undertaken by a member of
Stockton Borough Council’s Occupational Therapy
Team. If you have a disability or medical need and
are assessed as needing adaptations to your home,
a recommendation will be forwarded to the Adaptation
Team at Tristar Homes.
Following assessment, Tristar Homes will work with you

home is appropriate or whether a move to alternative
suitable accommodation would be beneficial.
