INVESTMENT CLIMATE 3. THE ECONOMY Botswana’s economy has been regarded and is often remembered as Africa’s shining example to the world in terms of economic growth and governance. From the poverty that positioned the country among the poorest in the world at independence, Botswana managed to display an unprecedented growth rate for a period of over three decades. The discovery and the mining of diamonds, which have maintained Botswana as the number one producer of diamonds in value terms the world over, availed the country the much needed revenues. Mining contributes about 40% of Botswana’s GDP and accounts for around 75% of her export earnings. This over dependence on one sector has ensured and maintained the undying effort by the government to create a conducive investment environment in trying to diversify the economy. The overall size of the economy of Botswana both at current and constant prices increased in 2007/08 although at a slower rate compared to 2006/07. The central Statistics Office (CSO) estimates GDP at current prices to have increased by 12.5% from P71.2b in 2006/07 to P80.1b in 2007/08. At constant prices the expansion was much slower at a rate of 3.3% in 2007/08 compared to 5.3% in 2006/07 which was revised from the initial estimate of 6.2% in the year 2006/07. The slow growth in 2007/08 is mainly as a result of the poor performance by mining sectors, which registered a decline of 3.5% in real value added compared to 4.7% recorded for 2006/07. The non-mining sector on the contrary experienced some encouraging real growth from an annual increase of 5.7%1 in 2006/07 to 8% in 2007/08. This indicates some success towards economic diversification. Challenges have been faced emanating from the world economic crisis just as the whole world also witnessed them, however Botswana’s investment climate continues to remain enviable to investors across the world. Botswana operates a free economy with no exchange controls, a tax system that provides up to as little as 15% corporate tax or up to a maximum of 25% income tax, trade agreements that provide a huge market as well as competitive economic indicators to mention but a few. Botswana’s democracy, political stability, zero tolerance for corruption and the continued great performance as measured by organizations that take stock of these and other competitiveness indicators make her the right destination. 18 Botswana fact file 3. INVESTMENT INCENTIVES 1. No foreign exchange controls. 2. The Africa Growth & Opportunity Act of the United States allows new opportunities for duty free and quota free access to U.S markets. 3. Corporate tax is only 15 % for manufacturing companies and IFSC companies. 4. Duty free and quota free access to EU market. 5. Duty free access to South Africa, Namibia, Lesotho and Swaziland. 6. Preferential access to markets of 14 Southern African countries. 7. Botswana is the most transparent country in Africa, according to Transparency International. There is an official policy of zero tolerance for corruption. 8. Low personal income tax, the highest bracket being only 25%. 9. Zero corporate tax under Development Approval Order. 10. Industrial relations are good and trade unions are not militant. 7. BEDIA’S PRIORITY SECTORS Leather Products Setting up of a modern tannery to process raw hides to finished leather; this would lead to the creation of downstream leather industries such as the manufacture of leather shoes, bags, belts, etc. Raw hides are available in Botswana. Glass Products Raw materials for glass manufacture are available in abundance; silica sand, quartz, quartzite, limestone and soda ash. Information Technology Opportunities are available in call centres, software development, data capture and processing systems. Jewellery With the introduction of polishing companies in Botswana, there is a great opportunity for the jewelery sector to thrive. Tourism Diversification into ecotourism, cultural and educational development on other untouched and unspoiled areas. Pharmaceuticals Education Cargo and Logistics 8. BOTSWANA IFSC Established in 2003, the Botswana IFSC aims to establish and develop Botswana as a world class hub for cross border financial and business services into Africa and the region. Positioned in a solid and growing economy, the Botswana IFSC is a transparent, open business location with high standards of regulation and rigorous screening and project approval process. To date the Botswana IFSC has attracted world repute companies regionally and internationally. In addition to the overall benefits of basing a company in Botswana, the Botswana IFSC offers a specific purposedesigned package of incentives upon being accredited and these include the following: 24 1. BOTSWANA HUBS Innovation Hub When fully developed, the Botswana Innovation Hub (BIH) will consist of world class facilities including state-of-the-art telecommunications infrastructure with high capacity international connectivity and secured power, professional business services, and business development services. The business services will allow companies to concentrate on their core business and outsource the rest. The development programmes, together with the support for R&D and the promotion of innovation and entrepreneurship, will make BIH an ideal place for business development. The image and the branding of the Botswana Innovation Hub is also an essential part of the concept. BIH Focus Sectors and Tenant Criteria Botswana Innovation Hub welcomes local and foreign businesses, research infrustructure to set up in the hub. Botswana fact file Diamond Hub The diamond hub represents Botswana's ambitious plan to chart its own course in the diamond industry. The key aspects of the diamond hub will eventually see the Botswana government developing a separate diamond marketing process. Not only is the diamond hub about marketing and selling diamonds by aspiring to be a world diamond centre, the diamond hub also aims to attract the best diamond technology companies. Four core activities will form the key features of the diamond centre, namely: • Rough and polished trading centre • Cutting and polishing centre • Jewellery manufacturing centre • Retail and diamond ancillary business. Transport Hub The Transport Hub was established to ensure that major infrastructure projects provide optimal benefits to the economy through synergy in the air, road, and rail sectors. The Hub’s anticipated benefits further include increased employment and revenue from tourism and hospitality, as well as transport sectors. Agriculture Hub The Agricultural Hub is being established to encourage and support greater commercialization and sustainable diversification of the sector, as well as improve food security. Amongst its key projects is the second phase of the National Agricultural Master Plan for Arable Agriculture and Diary Development (or NAMPAADD). During the initial phases of this programme, four production and training farms were established, one for rain-fed farming, two for horticulture production and one for dairy farming. These farms are used for training in various aspects of commercial agricultural production, resulting in technology transfer to participating farmers. In addition yield potentials of various crops under improved management practices have been established. The Hub operates in conjunction with the Ministry of Agriculture and is in a position to fully interact with the other Hubs, Ministries, Parastatals, the private sector and other organisations. The Hub has been empowered to - recommend, negotiate, intervene and where needed cut red tape - to enable the timely implementation of the projects and initiatives that it is responsible for. Health Hub This hub was established to identify projects and programmes that will make Botswana a centre of excellence in the provision of healthcare services. Amongst its primary projects is the outsourcing of the freight and logistics function of the Central Medical Stores. This project should end the current problems being experienced by the institution, where ineffective structures and processes have created opportunities for fraud, while causing drug shortages and wastage of expired drugs that had gone undelivered Education Hub Education Hub was established to promote quality education, training and research into such fields as Science and Technology, Business Management, Mining, Hospitality and Tourism, where Botswana can compete favorably at the regional and global level, thus creating business and 25 employment opportunities. Like the health sector, the intention is to provide most areas of learning in-country, reducing the need for external placement. Our Objectives The main objectives of BEDIA are: • To promote inward investment into the country by encouraging; - The establishment of manufacturing enterprises with special emphasis on export orientated manufacture and in the import replacement sector; - Investment in selected services, for example information technology. • To organise and participate in trade exhibitions and contact promotion missions to other countries, in order to expose manufacturers to the international market and identify market o u t l e t s f o r g o o d s m a n u f a c t u re d i n B o t s w a n a . qualitative and quantitative manner to assist investors in making sound investment decisions. Beef Botswana is the exporter of lean quality beef which features prominently in markets throughout the world particularly the European Union. Health The health sector remains a prime area for investment as the country is committed to providing quality health professionals and pharmaceuticals nationwide. Botswana imports both raw materials and pharmaceutical medicaments thereby increasing the investment opportunities. • To promote the establishment of joint ventures between local citizens and foreign investors. • To encourage the transfer of technology and the building up of the skills of citizens working in the manufacturing sector. • To construct factory buildings and deal with the property market for investors to utilise. • To provide a one-stop service facility to ensure that all clearances, residence permits, work permits, factory space, land, etc, are obtained with minimal delays by existing and new enterprises. Investment Opportunities Some of the priority sectors that BEDIA is actively selling are; glass manufacturing; beef and beef by-products, leather manufacturing and Information Communication Technology. Through the research analysis, investment opportunities are profiled and packaged in a Leather and leather products A large number of finished leather products are imported from the region and overseas markets, although there are manufacturers who produce for both local and export market. Energy Currently, Botswana has relatively limited primary energy resources 29 and largely relies on imports. There is substantial potential in renewable energy sources like solar, which is the most abundant in the country. Investment opportunities lie in the energy sector through the supply of related products, solar panels, energy generating equipment and applicators. Agribusiness Agriculture continues to be the main sector sustaining the lives of most Batswana and is considered as the t o u c h s t o n e o f t h e society. Cargo Hub, Gabcon Freight Village and the Mining supplies and logistics hub. As a whole, the sector is responsible for exporting perishables, the import and export of pharmaceuticals and vaccines (Air Cargo Hub); local and regional consolidation and movement of general cargo (Gabcon Freight Village); as well as providing warehouses for rent, the consolidation and distribution of consumables, capital equipment and spares (Mining Supplies and Logistics Hub). The sector is expected to create up to 237 jobs by the year 2022. BEDIA One Stop Service Information Communication Technology (ICT) Since its aggressive embarkation on ICT development, Botswana has since rapidly progressed, developing world leaders in the application of ICT who ranked third in Africa, in the Global Information Technology Report 2008-09. Manufacturing This sector has the most growth potential due to Botswana’s access to larger markets through regional integration and international trade agreements. Over the years major manufacturing exports included textiles and polishing of diamonds and semi precious stones. Now there is a wide range of goods the country manufactures for both the domestic and export markets. Tourism Travel and tourism have a strong future potential and are regarded as an engine for economic growth. Diversification into ecotourism is the tool that has been identified as a key contributor to a rapid growth niche in the travel industry. Education Botswana has invested a lot of effort and resources in the development and growth of the education system. The result; a literacy rate of over 80%, which is more than most SADC countries. The system is constantly improved and developed through a number of education initiatives. Bedia promotes a customer-centric approach in dealing with investors. Through its One Stop Shop, all investors are assisted in securing necessary permits and approvals including land and property. The process of acquiring work and residence permits, visas, licences and other approvals is fast tracked through this system. Mining Mining accounts for a large portion of Botswana’s national foreign exchange earnings and the largest single source of GDP propelling the high economic growth. Botswana was ranked 18th in the world at the 2009 Fraser Institute Survey of Mining Companies and foremost preferred destination for mining and mineral investment in Africa. Two bodies were set up to guide the process, namely the Brand Leadership Team (BLT) and the Brand Development Team (BDT). The BLT played a visionary role in the brand development process, by giving strategic guidance to the BDT. The BDT was involved in the development of the creative deliverables of the brand namely the logo and strap line which included the initial conceptualization, development and final production of the brand strategy. The brand development process was highly consultative and engaged representatives of the public in order to ensure that all stakeholder inputs were taken on board. strapline. It was therefore, reviewed and re-launched in April 2010 to read “Our pride, your destination”. Following the launch, in 2009 there was a request that the nation brand be re-examined as it was thought that it did not speak to the aspirations of Batswana. Comments made by the public, the media and other bodies centred around the fact that the tag-line was complicated, long-winded and therefore difficult for audiences to interpret and internalize. Appreciating that the brand development process is dynamic, Government through the High Level Consultative Council (HLCC) chaired by His Excellency the President heeded the public call to make amendments to the visual identity of the country. The team therefore concentrated their efforts on revising the specific area which was identified as presenting the most challenge for target groups - the OBJECTIVES 36 The single purpose of our nation brand is to galvanise Batswana around a single identity to stimulate stronger communities, culture and heritage, and instil a greater sense of pride and community engagement in our country. Botswana was, in early 2010 awarded the Tourism for Tomorrow Award, with Botswana Tourism Organization crowned the winners of the Destination Stewardship Award for their successful work in advancing sustainable tourism best practices.
