The FORCE Board is requesting a mailing be sent to all retirees, who are not already members of FORCE, regarding the membership drive. We wou ld provide you with the forms (membership application, Dues Deduction Form, Release of Name and Address, return envelope, and mailing envelope) to be sent out, and FORCE would pay for the mailing. We would appreciate this service being extended to our organization. As previously done in the past, we would have our FORCE Officers and Board members come down to the Retirement Office to "stuff' the envelopes, and the labels would be placed on each with your staff's assistance. FORCE is requesting this information be mailed out to all retirees no later than January 31, 2014. If you have any questions please ca ll me at 439-3225. Again, thank you for your assistance. FORCE is a voluntary organization founded by City retirees in 1984 with the primary purpose of keeping retirees informed about events, issues and changes in the retirement system protecting and enhancing the retirees benefits, and providing an organized means by which retirees can socialize and share their concerns and experiences with other retirees. Members and officers must be retirees who are drawing a check from the retirement system. Spouses are welcome as associate members. In 1998, our retirees filled the Council Chambers to show their support for the passage of the "Post Retirement Supplemental Benefit Program", better known as PRSB. Although the benefit amount varies annually, we are still receiving this benefit. In 2003, FORCE filed a class action suit requesting that the retirement system recalculate pensions to include benefits that were deemed pensionable by the Ventura Law Suit. To this end, the Retirement Boards established this Joint Board Policy for the control and administration of requests for third party mailings. POLICY It is the policy of the Retirement Boards that all third party mailings be retirement related communications. The Boards have determined that it is generally inappropriate to provide third parties with access to mailing labels. In particular, such access will not be provided to commercial enterprises or entities whose mailings are not retirement related. The Boards will not under any circumstances release the names and addresses of retirees and beneficiaries to third parties. PROCEDURES 1. A third party who requests that communications be forwarded to retirees and beneficiaries must complete such application forms as are required by the Board(s). The third party shall submit to the Boards such information as is necessary to determine the authenticity of the organization. The third party shall bear all costs of the mailing. The third party shall provide to the Boards a copy of the material to be mailed and shall provide stamped envelopes containing the material to the Boards. Retirement staff shall add the labels and deposit the envelopes in the U.S. mail. 2. Included with the application shall be the final version of the communication to be distributed. The communication shall not thereafter be changed, altered, or modified. The Boards reserve the right to review and reject any proposed communication. Such action by the Boards shall not constitute any sponsorship or endorsement of any communication forwarded. RETIREMENT BOARD POLICY SECTION 2-20 PAGE 2 of 3 3. An authorized representative of the third party must execute a written agreement in which the third party agrees to indemnify the Boards from any claim, loss, or liability resulting from the mailing. 4. The Boards shall periodically review this policy and reserve the right to rescind or modify it. 5.
