many people evaluate the
past and set goals for the
future. There is something
almost magical about the
start of a new calendar year.
It is a gift from Creator God
that provides us with an
opportunity to review our past
and anticipate our future.
Someone said to me recently:
“It has been a rough year for
me.” I replied: “You are about
to get a new one; I hope it is
better for you.” I have been
thinking about how we can
make next year better than last
year. A lot depends on how we
define “better” and what it is
about the past that caused us
to feel that it was not a good
year. A variety of challenges

To Metro, Or Not To Metro?

of Portland and Multnomah
County and the subject of the
Portland Convention Hotel.
It was reported on
September 16, 2013 that
an Intergovernmental
Agreement must be modified
between the City and the
County and Metro in order
to facilitate the sale of $60
million dollars of Metro
Bonds for the Hotel project.
The total cost of this bond
sale will be in excess of $120
million dollars when interest
and expenses are factored in.
Further reports state that the
City of Portland and Metro
have each identified $4
million dollars to complete
the financing package. This
means that almost $130
million in public funds will
be gambled on this project.
No matter what happens, the
taxpayers have been committed
to pay this money. No vote
and no say for the taxpayers.
It is easy to interpret that
this financing package means
that Metro takes on bonded
indebtedness that encumbers
all properties on the tax rolls
within the Metro boundaries.
This includes all properties in
Clackamas and Washington
counties that are within
Metro’s boundaries. In other
words, the taxpayers are the
stop gap if this project fails.
It is easy to perceive that this
bonded indebtedness reduces
the available bonding for both
Clackamas and Washington
Counties. Believe it or not,
governments do have a
credit limit. Because Metro
is borrowing this money, the
credit limit for the whole of
the Portland area is reduced by
that much. Therefore, in the
event of a major disaster, these
counties would not be able to
borrow the maximum amount
for infrastructure replacement.
In addition, KOIN 6 news
reported on September
16th that at least one expert
stated that the proposed
bonding plan was risky.
Other reports advised that
the revised Intergovernmental
Agreement will give the City
of Portland $500,000 the first
year from Metro for tourism
promotion. Another report
stated on September 17th
that Multnomah County also
will receive a similar stipend.
Both Portland and Multnomah
County will receive millions
of dollars over the term
under the new Agreement.
Where are the tourism dollars
for Clackamas County and
Washington County?
Metro has taken on Regional
Debt and invested Regional
Dollars for this project, and
the Metro taxpayers are
forced to help pay the bill
without a vote on the project
No benefits are afforded the
Metro constituents who are
outside of the City of Portland
and Multnomah County.
The Portland Convention

example that shows Metro
is taking from Washington
and Clackamas Counties and

and Multnomah County.

atience is a virtue. At
least that’s what I’ve
been told. But, the Land
Conservation Department
Commission (LCDC) has
decided there is greater virtue
by vigorously wielding its
authoritative powers to punish
the City of Damascus.
LCDC, at a meeting on
November 15, 2013, voted to
start enforcement proceedings
against the City of Damascus.
The reason given was because
of the City’s failure to adopt
its Comprehensive Plan and
land use regulations. There is
now a hearings process that
started on December 20,
2013. A decision by LCDC
on what to do will be handed
down within several months.
In the letter by LCDC it
expressed its “sadness“ at
taking its harsh action. But
a government structure
cannot feel sadness. It makes
its decisions by enforcing its
rules and timelines that it
imposes on the citizenry.
The Comprehensive Plan
failed to pass Council last
July. Since then, the Council
has been working on two
plans to present to the voters
in May 2014. All indications
are that we will meet the
target dates along the way
to get that done. We are
doing this in the immediate
aftermath of surviving a
disincorporation vote.
Not wishing to miss the
opportunity to have a voice
in the conversation, Metro
weighed in with its own shot
across the bow. Metro’s web
site had these statements in
a Dec 6th article “It's time
for Damascus to step up”
The writer observes that
“Working together for the
past 10 years, Metro and the
State of Oregon have provided
significant financial support
and thousands of hours of
technical assistance at the
request of Damascus elected
officials to help them fulfill
their obligation.“ So far so
good, but then "The people
who live, work and own
property in Damascus deserve
to know what the rules are
in their community. We have
worked for more than a decade
to avoid enforcement, but the
stakes are too high to wait for
agreement inside Damascus.”
Indeed. That sounds like we
are going to find out even
more rules Metro has for us
in addition to the boatload of
Metro rules we are aware of
already. Only these rules, now
unspecified, sound ominous.
Many times Damascus has
been told that LCDC can
force a plan on Damascus
and this has been used as a
political bludgeon until it was
revealed that LCDC in fact,
has no such authority. A study
by a University of Oregon
professor and published in a
college text book (Planning
Paradise) concluded
with this observation:

is the group that purchased
the Discovery Block.

DD: We didn’t. The
numbers on the table are the
developer’s current estimate.
NWC: Do you have
any blue prints or plans
for the building?
DD: No. This is a design-
build project that wouldn’t
have plans at this stage in the
process. In a design-build
project, the City would
have the ability to work
with the developer during
design to make sure the
plans meet our needs.
NWC: Do you have renderings
showing all 4 elevations of
the proposed City Hall?
DD: No. This is a designbuild project that wouldn’t
have any renderings at this
stage in the process.
NWC: How are the
taxpayers paying for this?
DD: We are working on this
project specifically because
it will not require a bond
levy for construction. We are
considering various scenarios
under the existing budget.
NWC: Did you seek other

asking whether public or
private sector employees are
better compensated. He cites
studies that reach contradictory
conclusions, depending
on their assumptions, and
then answers his question
by stating, “Who knows?”
That answer must be
challenged because he
somewhat dismisses the
apparent fact that “public
employees make a whopping
45 percent more” by saying
“One common finding…
is that government has a
larger proportion of highereducated workers.”
While higher education
may be a big determinant of
government compensation,
especially in unionized
fields such as public school
teaching, it means less in the
private sector. In the private
sector competence can trump
credentials. For example, many
tradespeople are compensated
well above some of their
college-educated counterparts
because they can fix your
plumbing when the pipes
freeze, or correctly wire your
house so it doesn’t burn down.
Finally, in your opinion, which
highly degreed politicians and
public employees are worth
what we pay them? The list
may change depending on
whether you’re Democrat,
Republican, or whatever,
but you get my point.
When we freely purchase
services from private sector
employees, they earn roughly
what they produce. When
politics and union bargaining
determine pay levels, public
sector employees are often paid
more than their private sector
counterparts. Case closed.

Finally, no one can honestly
say the Common Core is
better than local control
because the Common Core
Standards are totally untried.
No school anywhere has
implemented these standards
and achieved anything with
them yet. The states bought
into the Common Core as
an idea, accompanied by
funding years before that idea
had taken any concrete form.
We still only have examples
from two subjects and almost
no sample tests. Without
the tests, the standards, as
written, are meaningless and
lack substance. Meanwhile,
many billions of dollars are
being spent to implement
a new and untried system,
when a great deal of time and
energy has already produced
a great variety of curricula
that are known to work.
Let’s give local educators
a chance to choose a path
that makes sense to them,
that they can implement
successfully, and that they will
stand behind. Let’s restore
local control of education.

notwithstanding, is definitely
more suburban and very
likely more traditionalist/
conservative than Tualatin.

Make It Better

y grandson came
screaming in with
nose streaming blood, lips
swollen, cheek and nose
abraded, and a cut under
his chin. More scared than
hurt, all he wanted was for
me to "make it better." Hugs
and kisses and Dr. Victoria's

got me to thinking. Aren't
we all scared and hurting and
longing to "make it better"?
Would that it would be so
easy to heal the hurts of our
Earth, our society, ourselves.
Many feel overwhelmed
after the hustle and bustle
of the holidays, most of
it of our own insistance.
Feeling overwhelmed leads
to feeling of "burnout" and
depression. What we need
at the beginning of a new
year are some concrete,
do-able steps to dispel that
burnout and depression.
Research shows that just five
hours over a forty-hour work
week leads to a 5% increase
in burnout. Few really have
jobs that require longer hours

to the store. Eat better food
at home, spend less money,
use less fuel. Feel better
about yourself as you've
made one small decision

Burnout leads to feelings of

feelings is to shove others
out of the way. Is this why
some end up shooting up
the mall, the movie theatre,
or the school? This has to
stop. We have to get a grip.
The opposite of burnout is
connection. Gratitude is an
antidote for burnout. Say
"thank you" to everyone you
can - the checkout person,
the gas station attendant,
the schoolbus driver. They
are all doing something
for you. Appreciate!
Avoiding help is a surefire
way to make things worse
for yourself and ultimately
others. Find people to connect
with - a church, a quilting
group, a lonely senior citizen.
If none are near you, start a
group. There are days when
I'm brain dead and think
that doing the crossword
puzzles in a group would
be a great idea! If little steps
don't work, consider seeing
a doctor or counselor for an

with a bubble bath, a cup of
herbal tea, or a phone call or

Fifteen years later she finally
responded with belated
gratitude and we've been
sharing our memories of our
childhood together since then.
Focus on nurturing yourself
with comfort foods. After the
mashed potatoes and gravy
(or whatever your comfort
food) remember that oranges
were once considered to be a
treat. And they still can be.
The scent of citrus is uplifting
and the spritely flavor will
boost your mood as well as
elevate your physical wellbeing. Soups are comforting,
particularly if home made,
and they take so little work.
Get out the crockpot and
just put a bunch of leftover
vegetables in some broth and
you've got comfort food par
excellence. Freeze the leftovers
or take some to a neighbor…a
good way to make friends.
Eat seasonal foods that are
warming. Put cinnamon,
cloves, or ginger in your tea.
Not only will they warm
you but may just stave off
the illnesses that often come
with feelings of depression
as well. Roast cruciferous
vegetables and squash in
the oven. Simmer soups or
stews on the stove and it will
provide you and your family
the anticipation of something
good to eat. Avoid simple
carbs and sugars as much
as possible. This means that
cookies, crackers, potato
chips, and pretzels become
only occasional treats and
not daily indulgences.
Don't eat out more than once
a week. While it's nice to
have someone to serve you,
it is more expensive than
eating at home, uses fuel
resources, and invariably is
higher in calories and fewer
in nutrients than something
you have made for yourself
and your family or neighbors.
In our sped up lives, Spring
comes very soon. Caring for
ourselves makes us better able
to care for others and that's
what we all need to be doing.
Remember that connecting
with others is the best way to
dispel burnout and depression
so that lighter days will return.
To nurture yourself, try
and get some fresh air every
day. The stagnant air in our
super-insulated homes can
make you just plain tired. If
weather permits take a walk
or a bike ride. Forget getting
into the car. We don't need
any more depressing pollution.
Put up a birdfeeder and get
a book to identify the birds
that visit. This occupies the
mind with something to dispel
depression and keeps your
cognitive function going.
Create something for yourself
or for someone else. Anything
- a drawing, muffins, or

2 (15 1/2-ounce) cans pinto
beans
2 (15 1/2-ounce) cans pink
kidney beans
1 (15 1/4-ounce) can whole
kernel corn, drained
1 (14 1/2-ounce) can
Mexican-style stewed
tomatoes
1 (14 1/2-ounce) can diced tomatoes
1 (14 1/2-ounce) can tomatoes with chiles
2 (4 1/2-ounce) cansdiced green chiles
1 (4.6-ounce) can black olives, drained and sliced, optional
1/2 cup green olives, sliced, optional
1 (1 1/4-ounce) package taco seasoning mix
1 (1-ounce) package ranch salad dressing mix
Corn chips, for serving
Sour cream, for garnish
Grated cheese, for garish
Chopped green onions, for garnish
Pickled jalapenos, for garnish
Directions:
Brown the ground beef and onions in a
large skillet; drain the excess fat, then
transfer the browned beef and onions to a
large slow cooker or a stockpot. Add the
beans, corn, tomatoes, green shiles, black
olives, green olives, taco seasoning, and
ranch dressing mix, and cook in a slow
cooker on low for 6 to 8 hours or simmer
over low heat for about 1 hour in a pot on
the stove. To serve, place a few corn chips
in each bowl and ladle souple over them.
Top with sour cream, shredded longhorn
cheddar cheese, green onions and jalpenos.
