There is something almost magical about the start of a new calendar year. It is a gift from Creator God that provides us with an opportunity to review our past and anticipate our future. Someone said to me recently: “It has been a rough year for me.” I replied: “You are about to get a new one; I hope it is better for you.” I have been thinking about how we can make next year better than last year. A lot depends on how we define “better” and what it is about the past that caused us to feel that it was not a good year. A variety of challenges and blessings contribute to By JoLinn Kampstra, Publisher, The Northwest Connection S ome may ask, what is the Fourth Estate and what does it have to do with our freedom? We want to remember our days with joy and feel a sense of accomplishment. No one chooses to fail, but it can be easy to fall into a pattern of dwelling on our failures. We hear it often and probably have said it ourselves: “I started out so well, but things did not go according to my plan.” When our founding fathers created the constitution and established the three branches of government (Executive, Legislative and Judicial) they recognized that freedom of the speech, including the press was an important factor in keeping the government in check and the people informed. Popeye always solved the problems with Bluto with the help of spinach, which gives him enormous power. Some of us are even disliked Popeye a bit, because as children we had to eat spinach to be "big and strong like Popeye. " and Wishing You And Your Family A Very Happy New Year! After his initial adventure, he was written out of the strip, but due to reader reaction, he was quickly brought back. Though initial strips presented Olive as being less than impressed with Popeye, she eventually became Popeye's girlfriend. Reviewing the struggling history of Damascus Reviewing the news articles and W historical record of Damascus leads us to METRO, the layer of government that encompasses most of the residents of Clackamas, Multnomah and Washington Counties. In 2002 METRO proudly added thousands of acres to the Urban Growth Boundary, an action that should have been administered by Clackamas County. Unfortunately METRO was in control, and unreasonable expectations for Damascus became the order of the day. The expansion of the growth boundary led to a 2005 approval vote in favor of incorporation, and the expectation that local control would be assured. The planning process began in 2006 as work began on a “Concept Plan,” described as a “broad brush” document that would be the basis continues on pg. 8 To Metro, Or Not To Metro? By Steve Bates, Candidate for Clackams County Commissioner Part Two in Series A dditional information has become available concerning Metro, the City of Portland and Multnomah County and the subject of the Portland Convention Hotel. It was reported on September 16, 2013 that an Intergovernmental Agreement must be modified between the City and the County and Metro in order to facilitate the sale of $60 million dollars of Metro Bonds for the Hotel project. The total cost of this bond sale will be in excess of $120 million dollars when interest and expenses are factored in. Further reports state that the City of Portland and Metro have each identified $4 million dollars to complete the financing package. This means that almost $130 million in public funds will be gambled on this project. No matter what happens, the taxpayers have been committed to pay this money. No vote and no say for the taxpayers. It is easy to interpret that this financing package means that Metro takes on bonded indebtedness that encumbers all properties on the tax rolls within the Metro boundaries. This includes all properties in Clackamas and Washington counties that are within Metro’s boundaries. In other words, the taxpayers are the stop gap if this project fails. It is easy to perceive that this bonded indebtedness reduces the available bonding for both Clackamas and Washington Counties. Believe it or not, governments do have a credit limit. Because Metro is borrowing this money, the credit limit for the whole of the Portland area is reduced by that much. Therefore, in the event of a major disaster, these counties would not be able to borrow the maximum amount for infrastructure replacement. In addition, KOIN 6 news reported on September 16th that at least one expert stated that the proposed bonding plan was risky. Other reports advised that the revised Intergovernmental Agreement will give the City of Portland $500,000 the first year from Metro for tourism promotion. Another report stated on September 17th that Multnomah County also will receive a similar stipend. Both Portland and Multnomah County will receive millions of dollars over the term under the new Agreement. Where are the tourism dollars for Clackamas County and Washington County? Metro has taken on Regional Debt and invested Regional Dollars for this project, and the Metro taxpayers are forced to help pay the bill without a vote on the project No benefits are afforded the Metro constituents who are outside of the City of Portland and Multnomah County. The Portland Convention Hotel Project is another example that shows Metro is taking from Washington and Clackamas Counties and giving to the City of Portland and Multnomah County. The Northwest Connection | 5 January 2014 Public Forum LCDC And Metro To Damascus: Beatings Shall Continue Until Morale Is Improved By Bill Wehr, Damascus City Councilor "If you see the teeth of the lion, do not think that the lion is smiling at you.” Al-Mutanabbi, circa 935 A.D P atience is a virtue. At least that’s what I’ve been told. But, the Land Conservation Department Commission (LCDC) has decided there is greater virtue by vigorously wielding its authoritative powers to punish the City of Damascus. LCDC, at a meeting on November 15, 2013, voted to start enforcement proceedings against the City of Damascus. The reason given was because of the City’s failure to adopt its Comprehensive Plan and land use regulations. There is now a hearings process that started on December 20, 2013. A decision by LCDC on what to do will be handed down within several months. In the letter by LCDC it expressed its “sadness“ at taking its harsh action. But a government structure cannot feel sadness. It makes its decisions by enforcing its rules and timelines that it imposes on the citizenry. The Comprehensive Plan failed to pass Council last July. Since then, the Council has been working on two plans to present to the voters in May 2014. All indications are that we will meet the target dates along the way to get that done. We are doing this in the immediate aftermath of surviving a disincorporation vote. Not wishing to miss the opportunity to have a voice in the conversation, Metro weighed in with its own shot across the bow. Metro’s web site had these statements in a Dec 6th article “It's time for Damascus to step up” The writer observes that “Working together for the past 10 years, Metro and the State of Oregon have provided significant financial support and thousands of hours of technical assistance at the request of Damascus elected officials to help them fulfill their obligation.“ So far so good, but then "The people who live, work and own property in Damascus deserve to know what the rules are in their community. We have worked for more than a decade to avoid enforcement, but the stakes are too high to wait for agreement inside Damascus.” Indeed. That sounds like we are going to find out even more rules Metro has for us in addition to the boatload of Metro rules we are aware of already. Only these rules, now unspecified, sound ominous. Many times Damascus has been told that LCDC can force a plan on Damascus and this has been used as a political bludgeon until it was revealed that LCDC in fact, has no such authority. A study by a University of Oregon professor and published in a college text book (Planning Paradise) concluded with this observation: Junkie Yoshida Withdraws Proposal For New Troutdale City Hall Mayor Doug Daoust Responds To Open Letter Questions By The Inspector out on competitive bid? L DD: There is no project yet that could go to a competitive bid. It is far too early in the process. The developer is presenting a public-private partnership. We are researching whether state law allows the City to accept the proposal without a competitive bid in circumstances where the developer is fully financing construction, and if public contracting laws permit this. ast month,The Northwest Connection published an open letter to the Troutdale City Council. This topic was Junkie Yoshida’s proposal to fund the building of a new City Hall. Several community members had expressed concern on this process, and wanted the following questions answered. NWC: What were the names of the other developers who were considered to bid for this project? Doug Daoust (DD): The City has been approached by developers; we have not sought out contractors or developers for a new City Hall. The other developer who approached us is the group that purchased the Discovery Block. NWC: Did this project go NWC: How did you arrive at the cost of $3.2 million for the project? DD: We didn’t. The numbers on the table are the developer’s current estimate. NWC: Do you have any blue prints or plans for the building? DD: No. This is a design- build project that wouldn’t have plans at this stage in the process. In a design-build project, the City would have the ability to work with the developer during design to make sure the plans meet our needs. NWC: Do you have renderings showing all 4 elevations of the proposed City Hall? DD: No. This is a designbuild project that wouldn’t have any renderings at this stage in the process. NWC: How are the taxpayers paying for this? DD: We are working on this project specifically because it will not require a bond levy for construction. We are considering various scenarios under the existing budget. NWC: Did you seek other private lending sources? DD: The developer is proposing self-financing that we will compare to other continues to pg. 9 Answers Answers onon page page 1616 .“When Metro headed into Damascus, where were the voices willing to say that, law or no law, bad policy is bad policy. Where were the voices demanding – in Tom McCall fashion – a true conversation with ordinary citizens? After Damascus (not to mention Measures 7 and 37) how many near-death experiences will it take for Oregon's planning community to accept that the Senate Bill 100 model needs updating.” It appears that LCDC and Metro are the problems here, hence Damascus must be punished for illuminating the failure of Oregon's central planning. LCDC and Metro are not renewing their “patience resolutions” for Damascus in the New Year. These government agencies need to allow the local voters to pick a high quality plan to build the City’s future without interference. Private Sector Compensation Conundrum C Sleight Of Hand! By Steve Buckstein Founderand Senior Policy Analyst, Cascade Policy Institute S alem Statesman Journal editor Dick Hughes just published a lengthy column asking whether public or private sector employees are better compensated. He cites studies that reach contradictory conclusions, depending on their assumptions, and then answers his question by stating, “Who knows?” That answer must be challenged because he somewhat dismisses the apparent fact that “public employees make a whopping 45 percent more” by saying “One common finding… is that government has a larger proportion of highereducated workers.” While higher education may be a big determinant of government compensation, especially in unionized fields such as public school teaching, it means less in the private sector. In the private sector competence can trump credentials. For example, many tradespeople are compensated well above some of their college-educated counterparts because they can fix your plumbing when the pipes freeze, or correctly wire your house so it doesn’t burn down. Finally, in your opinion, which highly degreed politicians and public employees are worth what we pay them? The list may change depending on whether you’re Democrat, Republican, or whatever, but you get my point. When we freely purchase services from private sector employees, they earn roughly what they produce. Before the state takeover, some districts and schools succeeded far better than other districts, but on average American students were better educated relative to today’s American students and relative to students in other countries. We know this because our students were and are tested with national and international standardized tests in core subjects. school operators around the country are now defining and implementing their own curricula, and many, but not all, have done it well. If local districts believe they cannot create their own curriculum, then a local school board should encourage and even solicit proposals from local and national charter school operators such as Uncommon Schools, KIPP Academies, Arthur Academy, and others who do know how to do this. The great advantage of local curricula is that they are made by the people who have the responsibility to see to it that Can we return to local control? their choices work successfully. Table 4: Coolidge Mellon US Unemployment Rate- 72% Decrease What if Obama had managed to decrease unemployment by 72%? For all the years of his presidency Coolidge’s policies set the stage for unprecedented economic growth. Manufacturing output went up by a third, iron and steel production doubled, Americans wired their homes for electricity, Calvin Coolidge bought their first cars and flew in their first commercial airplanes. What if business and invention had prospered under Obama instead of being driven off shore? People think of the roaring twenties as a period of flappers and speak-easies. Coolidge was not a flapper. In his life Coolidge exemplified the old American virtues and he restored Americans to prosperity. Like Ronald Reagan he brought a new morning to America. Even according the left wing historian David Greenberg, “When Coolidge retired in 1929 he was “Every bit as much an icon of his age as Charles Lindbergh, Babe Ruth, Charlie Chaplin." Why? Because of what he had accomplished to return America to prosperity built on individual freedom and constitutionally limited government. Who was Calvin Coolidge and how did he pull this off? Dr. Chana Cox and Debra Mervyn, U-Choose Education Forum, will explain in their four part series starting in February “Coolidge/ MellonBlueprint for Leadership”. Chana Cox and Debra Mervyn, U-Choose Education Forum, spoke on Coolidge and Mellon success at Oregon Taxpayers Coalition and Tillamook County Republicans. Any attempt at feed-back is met with the identical response, “This is not our decision; it is mandated from the state or the national government.” When standards are imposed from above, local administrators and teachers bear no responsibility if those standards are unworkable, incomprehensible, or wrong. Finally, no one can honestly say the Common Core is better than local control because the Common Core Standards are totally untried. No school anywhere has implemented these standards and achieved anything with them yet. The states bought into the Common Core as an idea, accompanied by funding years before that idea had taken any concrete form. We still only have examples from two subjects and almost no sample tests. Without the tests, the standards, as written, are meaningless and lack substance. Meanwhile, many billions of dollars are being spent to implement a new and untried system, when a great deal of time and energy has already produced a great variety of curricula that are known to work. Let’s give local educators a chance to choose a path that makes sense to them, that they can implement successfully, and that they will stand behind. Let’s restore local control of education. Those residents, who are admittedly less-than-supportive of the current city’s council’s decision-making process, hope that more transparency about that process is forthcoming, and they are now curious as to how that same city council will respond to possible overtures from a business that a plurality of Tualatin voters are pleased to see go. Wilsonville’s civic leaders can probably move to deny the club a liquor license, but here’s the rub: Jiggles has allegedly found a niche catering to the under 21 crowd, one of the few “Gentlemen’s Clubs” in PDX to hold that distinction. One aspect of the story is not in doubt. Wilsonville, its current city council notwithstanding, is definitely more suburban and very likely more traditionalist/ conservative than Tualatin. 18 | The Northwest Connection January 2014 Family Health Make It Better By Victoria Larson, N.D. M y grandson came screaming in with nose streaming blood, lips swollen, cheek and nose abraded, and a cut under his chin. More scared than hurt, all he wanted was for me to "make it better." Hugs and kisses and Dr. Victoria's Salve took care of it but it got me to thinking. Aren't we all scared and hurting and longing to "make it better"? Would that it would be so easy to heal the hurts of our Earth, our society, ourselves. Many feel overwhelmed after the hustle and bustle of the holidays, most of it of our own insistance. Feeling overwhelmed leads to feeling of "burnout" and depression. What we need at the beginning of a new year are some concrete, do-able steps to dispel that burnout and depression. Research shows that just five hours over a forty-hour work week leads to a 5% increase in burnout. Few really have jobs that require longer hours assessment of your health. at work. To "make it better" why not forgo that fast food, manicure, unneccessary trip to the store. Eat better food at home, spend less money, use less fuel. Feel better about yourself as you've made one small decision for the Earth as well. Burnout leads to feelings of cynicism, frustration, and ultimately the feeling that the only way to deal with those feelings is to shove others out of the way. Is this why some end up shooting up the mall, the movie theatre, or the school? This has to stop. We have to get a grip. The opposite of burnout is connection. Gratitude is an antidote for burnout. Say "thank you" to everyone you can - the checkout person, the gas station attendant, the schoolbus driver. They are all doing something for you. Appreciate! Avoiding help is a surefire way to make things worse for yourself and ultimately others. Find people to connect with - a church, a quilting group, a lonely senior citizen. If none are near you, start a group. There are days when I'm brain dead and think that doing the crossword puzzles in a group would be a great idea! If little steps don't work, consider seeing a doctor or counselor for an Check Us Out On-Line www.nw-connection.com Practice caring for yourself when feeling particularly "blue." This does NOT mean an extra glass of wine, but might be accomplished with a bubble bath, a cup of herbal tea, or a phone call or letter to a relative or friend. Maybe it's time to heal old hurts. I have a cousin from whom I did not hear for a very long time though I continued to write personal holiday greetings every year. Fifteen years later she finally responded with belated gratitude and we've been sharing our memories of our childhood together since then. Focus on nurturing yourself with comfort foods. After the mashed potatoes and gravy (or whatever your comfort food) remember that oranges were once considered to be a treat. And they still can be. The scent of citrus is uplifting and the spritely flavor will boost your mood as well as elevate your physical wellbeing. Soups are comforting, particularly if home made, and they take so little work. Get out the crockpot and just put a bunch of leftover vegetables in some broth and you've got comfort food par excellence. Freeze the leftovers or take some to a neighbor…a good way to make friends. Eat seasonal foods that are warming. Put cinnamon, cloves, or ginger in your tea. Not only will they warm you but may just stave off the illnesses that often come with feelings of depression as well. Roast cruciferous vegetables and squash in the oven. Simmer soups or stews on the stove and it will provide you and your family the anticipation of something good to eat. Avoid simple carbs and sugars as much as possible. This means that cookies, crackers, potato chips, and pretzels become only occasional treats and not daily indulgences. Don't eat out more than once a week. While it's nice to have someone to serve you, it is more expensive than eating at home, uses fuel resources, and invariably is higher in calories and fewer in nutrients than something you have made for yourself and your family or neighbors. In our sped up lives, Spring comes very soon. Caring for ourselves makes us better able to care for others and that's what we all need to be doing. Remember that connecting with others is the best way to dispel burnout and depression so that lighter days will return. To nurture yourself, try and get some fresh air every day. The stagnant air in our super-insulated homes can make you just plain tired. If weather permits take a walk or a bike ride. Forget getting into the car. We don't need any more depressing pollution. Put up a birdfeeder and get a book to identify the birds that visit. This occupies the mind with something to dispel depression and keeps your cognitive function going. Create something for yourself or for someone else. Anything - a drawing, muffins, or learn a new skill. Do a craft with a child and both of you will be rewarded with connectedness, the antidote to burnout and depression. Eat well, sleep well, stay well. Time in His Word and prayer is never wasted. It sets our compass needle to true north, and brings a quality to all the rest of our time. “O God, you are my God, earnestly I seek you…” (Psalm 63:1). Looking to make a New Year’s resolution? A great place to start is with what Colossians 3:16 says: “Let the Word of Christ dwell in you richly.” Holy habits such as meditation, prayer, and church should be determined commitments. Submitted by Lynne Page, AAMS Financial Advisor W hen you’re working to achieve your financial objectives, you will encounter obstacles. Some of these can be anticipated — for example, you won’t be able to invest as much as you want for retirement because you have to pay for your mortgage. Other challenges can’t be easily anticipated, but you can still plan for them — and you should. Obviously, the word “unexpected,” by definition, implies an unlimited number of possibilities. However, at different stages of your life, you may want to watch for some “expected” unexpected developments. For example, during your working years, be prepared for the following: • Emergency expenses — If you needed a major car or home repair, could you handle it? What about a temporary job loss? These events are costly — especially if you are forced to dip into your long-term investments to pay for them. To help guard against these threats, try to build an emergency fund containing six to 12 months’ Churches don't need... continued from pg. 20 to share their faith with each other. By doing so it would be a court martial offense! Why is Obama trying to minimize Faith when applied to the military ? It is obvious as to his intent. There was a person in history that has summed it up in a statement made many years ago. ”It is always more difficult to fight against faith than against knowledge.” The person who made this statement was the dictator, Adolf Hitler! This is a true statement of fact because faith is enduring and knowledge is fleeting. If a nation’s faith can be destroyed they will be conquered! This totally invalidates the fact that Obama claims to be a Christian! However, it is not surprising, as this author has stated ever since September of 2008, that Obama is a devout Muslim! Even Obama has stated this fact by saying he is loyal to the Muslim • Investment risk and market volatility — Extreme price swings are unpredictable, and they can have an effect upon your investment success. To defend yourself against wild gyrations in the market, build a diversified portfolio containing quality investments. While diversification, by itself, can’t protect against loss or guarantee profits, it can help reduce the effect of volatility on your portfolio. Here’s one more thing you can do to cope with the ups and downs of investing: Maintain a long-term perspective. By doing so, you won’t be tempted to overreact to short-term downturns. • Long-term disability — Onethird of all people between the ages of 30 and 64 will become disabled at some point, according to the Health Insurance Association of America. Disabilities can be economically devastating. As part of your benefits package, your employer may offer some disability insurance, but you may need to supplement it with private coverage. • Premature death — None of us can really predict our longevity. If something happens to you, would your family be able to stay in your home? Could your children still attend college? To protect these goals, you agenda. The Muslim agenda is for world dominance. The agenda further states that the destruction of Christianity, America, and Israel are necessary. need adequate life insurance. As you approach retirement, and during your retirement years, you may want to focus on these challenges: Living longer than expected — You probably don’t think that “living longer than expected” is necessarily a bad thing. However, a longerthan-anticipated life span also carries with it the risk of outliving your money. Consequently, you may want to consider investment solutions that can provide you with an income stream that you can’t outlive. Also, you’ll need to be careful about how much you withdraw each year from your various retirement and investment accounts. Need for long-term care — If you had to stay a few years in a nursing home, the cost could mount to hundreds of thousands of dollars. These expenses could jeopardize your financial security, so you’ll need to protect yourself. You could “self-insure,” but as that would be extremely costly, you may want to “transfer the risk” to an insurance company. A financial professional can help explain your choices. None of us can foresee all the events in our lives. But in your role as an investor, you can at least take positive steps to prepare for the unexpected — and those steps should lead you in the right direction as you move toward your important goals. “Let no one claim to be a true American if they ever take religion out of politics.” Since Jesus gave his life for us, the least we can do is to live for Him. Churches in the United States Hebrews 10:38-39 of America need to speak out and speak up to lead this John 3:16 country in a Godly direction. If the pastors are not strong enough, that means that they do not have the wisdom, understanding, knowledge, or insight to defend their faith! If they can’t defend their faith, how are they going to lead their church in a Godly manner! If that is the case, will God say to them “Well done good and faithful servant.” The church is the place that should emphasize political movement for its congregation. After all, it is not illegal to combine God’s Word with politics! Hillary Clinton did just that at several church services. George Washington in his 1796 Farewell Address stated, Hope Lives...cont. from pg 20 trees and the list goes on. However, a closer look at news reports throughout the year show that, again, the tide is turning. Christians are standing up and telling the secularist bullies “NO.” Valedictorians, explicitly told to not mention God in their commencement addresses, do so anyway and receive standing ovations. Athletes openly thank God for their success on the playing field even after being admonished not to do so. is never ending. I know that can be a discouraging thing to hear – you are Christ’s warriors and as such you cannot tire, you cannot give up because against all odds and contrary to what the pop culture media would have you believe, Christ remains the Light and Hope of the world. He will triumph and He is always with you even as you “walk through the valley of the shadow of death, you should fear no evil.” The battle, the war, against evil Check Us Out On-Line www.nw-connection.com Affordable Advertising Rates!
