Continue Enjoying the Rights
of a Private Organization!

Recently, the Vermont Supreme Court issued an opinion on a case involving the Elks fraternal organization. The language
of the decision describes what private lodge facilities such as theirs – and those of the Moose - must do to ensure a “private” club
status. Although this is a Vermont case, the decision is illustrative of the current direction of many, if not all, state and federal appellate courts.
The Vermont Supreme Court has established criteria to determine whether an organization such as the Elks, or the Moose,
qualifies as a “private” club. They are as follows:*
Is the group’s membership genuinely selective?
What is the amount of control the existing members have over the club’s operation?
What is the history of the organization?
What is the use of club facilities by non-members?
Does the club advertise or direct its publicity to anyone other than members?
What is the organization’s purpose?
Does the organization have any profit motive?
The Vermont Supreme Court stated that the principal factor in determining whether a club is “private” or “public” is the
selectivity of its membership selection process--and that factor alone may be determinative.
The Court stressed that a club’s “procedures” and a club’s “criteria” for membership may look as if they are “selective”, but
that will not protect them if, as a matter of practice, they do not act with true limits on admission to the facility. The Court also
noted that one Elks lodge had a 96 percent acceptance rate of applicants over the preceding ten years. Obviously, this made it difficult to argue that the lodge is “genuinely selective”.
A Moose facility must be vigilant if it desires to maintain its status as a “private” club and enjoy the
constitutional protections afforded private membership organizations. Based on court decisions, the easiest
way to lose that status is by not being sufficiently selective in choosing new members. Use of the facility by
non-members, advertising to non-members, and a focus on making a profit from its operations, especially from
the public, will all weigh against the Lodge and Chapter in a determination of whether it is “private” and can
thereby be selective in its membership process.
Membership promotion and retention are important, indeed essential, to all private membership organizations. However,
the need for membership does not mean you should allow “just anyone” to become a member. It is imperative that all applications
for membership be properly completed and investigated by an Application Review Committee, to ensure that the applicant meets the
current membership qualifications contained in the General Laws of our fraternity.
Consequently, the Application Review Committee is an extremely important committee to the Moose facility, and the fraternity overall. This committee consists of three members appointed by the Lodge Governor. The committee must exercise due diligence in the investigation of applicants for membership. A majority vote of the committee either approves or rejects an application.
The decision of the Application Review Committee regarding an application is reported to the Board of Officers.
The Board of Officers does not vote on applications for membership, but merely receives the report of the Application Review Committee and notes the receipt of the report in the board’s meeting minutes.
If the committee has reported favorably on an application, it is submitted to the Lodge membership for
balloting at a regular general membership meeting.

To emphasize: The laws of the Order require a separate Application Review Committee. It is contrary to the laws of the
Order for the Board of Officers to fulfill this function. To do so violates established checks and balances. The Application Review
Committee is a separate functioning committee from the leadership of the lodge to ensure selectivity and objectivity in the
membership application process.

Illinois Shines in 2007-2008
Our plates are full so what do we do. We celebrate in the fact that Illinois is leading the way in fraternalism. Gene Huggins, a Moose member from Batavia. A Past
Governor, a great Ritualist, A Pilgrim and dedicated fraternalist, is now our Supreme Governor. He will be nominated to a full 1 year term at our International
Convention, and we in Illinois will celebrate this grand occasion with a parade.
Additional celebration will continue at our State Convention when on Friday evening August 17 th from 5:00 PM to 6:30 PM all Illinois conventioneers are invited to a reception honoring Gene and Diane. Mark your busy schedules so you won’t miss out. Be there to support Gene as
the highest elected official in our fraternity.
Many of our members in the southern part of the state miss out visiting with a Supreme Governor year
after year. But not this year, Gene and Diane will begin a tour of the South on July 19 th. First stop is
Tuscola lodge #729 for lunch. On to Charleston # 1388 and then to Mattoon #803 where a special enrolment of new candidates will take place. Friday starts with a visit to lodges on his way to Anna #
1346 where another special enrollment will take place. Saturday moving across the state to the east
where he will participate in a golf scramble hosted by Lawrenceville # 779, with an evening banquet at
the lodge. Sunday a final special enrollment proceeded by a 9:00 AM breakfast at Lawrenceville
lodge. Make sure your part of this Supreme Governors year by attending the visits, the enrollments,
and supporting the fund raising efforts helping to make Gene and Diane’s coming year a rousing success.
Allow me to mention another shinning effort that we are supporting. Flight 93 fund raising for the memorial to be built. $93.00 for flight 93 have been great from lodges and chapters. The 10 Moose Legions are 100% participating in this donation. Flight 93 Ties and Scarf’s have been moving very well.
As the end of May approached an all out effort was made to have Lodges, Chapters, Moose Legion,
and Higher Degrees participate in selling, giving, awarding these items. 100% of money collected will
be donated towards the flight 93 memorial that is being built to honor those Americans who perished
so we may continue a free and prosperous life.

send into the lives of others, comes back into our own. Full measured, pressed down, and running
over.”
The pride in Illinois is coming back. This pride is making Illinois shine. I am extremely proud to be a
part of this great Association. Share your pride with your neighbors.
This will truly be a Shinning year for all Illinois Moose.
Thanks for all you do, and all you will do. Our kids, their home called Mooseheart, right in our back
yard, are very grateful and thankful. Go see for your self, just a short drive for any one of us.

Let’s continue to Pass It On
Like New Years Day every year we have a chance to start a new year. Well it’s

the same way in our Moose fraternity. May 1 is the start of the new Moose year.
The “Pass It On” campaign officially ended on April 30th and I know that each of
us made a conscious effort to report every new or former member application that
was turned in to make the 2006-2007 campaign year one of the best. Thru your
hard work and dedication I am sure that the International Enrollment Week was a
huge success in Illinois, even though all the numbers aren’t in yet Illinois again
showed the way. I am sure that each of you received your lodge and chapter
quota for the year. Let’s not make this a sore spot within your lodge and chapter officer meetings. Let us all
work to make the Moose fraternity the best by continuing to tell the story of our fantastic organization and the
good works we continue to do. Working together we can raise the awareness of the Moose thru our Community
Service programs, our sports programs and our being the friendliest place in town. Pass that on to everyone and
we will continue to make Illinois the best association in the fraternity.
Summer is finally here! And the Moose plate is full again. June will be a busy and exciting month. June

2 in Kankakee, It all starts out with Diabetes Community Service Golf Event, Dinner and Raffle in honor of
Lewanda Gallion, PDGR and International College of Regents Board member from Illinois. This a very important project and diabetes affects many in our family. Please help by purchasing a corporate sponsorship, sponsor
a golf hole, purchase raffle tickets or attend the dinner. Proceeds from this event will benefit Diabetes research
and the Diabetes Foundation thru out the whole state of Illinois. Now’s the time to show what the Moose can do
when we work together. We can make a difference in the lives of many people that we don’t even know.
In late June a special honor for the IMA will happen at the International Convention in Orlando. Illinois’
own Gene Huggins hopefully will be installed as Supreme Governor for the 2007-2008 year. I know that we in
Illinois are very proud to have Gene and Diane in our lives and he will make a great Supreme Governor. We are
asking you, the proud members of Illinois, to help show our fraternity what Gene and Diane mean to us. At the
convention we will have a parade second to none to show the delegates in attendance that Illinois, the sleeping
giant , is awakening and is not going to be stopped. Please plan on being in attendance that special day when
Gene’s name is placed in nomination and we parade into the convention arena and show Gene and Diane and the
rest of the Supreme Council that Illinois is behind them and will do what it takes to make Illinois #1. To make
sure that Gene’s year is special, please help us help him as he travels thru out the fraternity. Plan a special fundraiser to raise funds for Gene’s travel and when he is guest speaker to talk about the great things the IMA lodges
and chapters do for Mooseheart, Moose Haven and the fraternity. Also this convention promises to be informative and entertaining so make your plans to attend this most special International Convention.
In July we have the IMA State Golf Tournament in Wood River and lodges thru out the association will
be having picnics, golf and sports tournament and just plain fun. That is what we need to do, have fun while we
work to make the fraternity grow.
Before you know it the state convention will be here. This year it will again be at the Airport Marriott is
St. Louis. Make your plans to attend the state convention and see what we have in store for you this year.
The Executive Board, District Presidents and their boards and State Chairmen continue to work hard to make
this association #1. We appreciate everything you do as members of this great association and want to THANK
YOU for all you do. I still believe that Illinois is the best association in the fraternity and there is nobody that is
going to stop us. Working together, the LOOM and WOTM, we can achieve great things and we cannot be
stopped.

The “Pass It On” Campaign year has come to a close and the Membership Committee
should continue to have a short-term campaign in place while we await the announcement of the new campaign at the International Convention. It is so important that a
Lodge recognize their sponsors for their efforts. The Lodge should begin now to advertise their Preferred Members party for next year. Proper orientation is mandatory for the
new candidates. You must tell them of the activities of your Lodge and tell them why
they should join your Lodge. Now is the time to set your enrollment dates and plan your
short-term campaigns.
Brother Jr. Past Governor, at this writing I have received one Moose of the year résumé.
It is hoped that by month end, May 31, 2007, that we will have 100% participation. Submit the résumé portion to my office, the other portion of the form goes to Moose International and must be received by
the deadline on the form in order for your committee’s selection to be considered for International Moose of the Year. I
urge you to complete this form as soon as possible for, the longer you take, the greater the possibility of the form getting
misplaced. Every Lodge has a member who is deserving of this honor and every Lodge should participate.
Two important deadlines will soon be here, the R. Robert Dale Scholarship for the Class of 2008, and the Paul P.
Powell Scholarship for the Class of 2007. Both these programs are open to Lodge and Chapter member students. There
should be 100% participation in these programs. Contact your Lodge Administrator or Chapter Recorder for eligibility
requirements.
The date for the 76th annual Convention of the Illinois Moose Association is August 16-19, 2007 in St. Louis,
Missouri at the St. Louis Airport Marriott Hotel located at 10600 Pear Tree Lane off of Exit 236 of Intestate 70. Our special guests for this convention are, Gene Huggins Supreme Governor, Gene is a member of Batavia, IL Lodge 682 and
resides in Aurora, IL. The special guest of for the women will be the new Grand Regent to be named at the International
Convention in Chicago.
As set forth by the General Governor it is the policy that only “registered” good standing members and their
qualified guests are entitled to be admitted into hospitality rooms (lodge, district, or association) at association and international conventions and conferences. (Remember - You are either a member or a guest.) Therefore, spouses who are
also members must be registered to attend association social functions and enter hospitality rooms. Member spouses
who are not registered may not attend association social functions or enter hospitality rooms as the guest of their member
spouse who is registered.
You will find a pre-registration form elsewhere in this magazine. Everyone is encouraged to pre-register and
purchase your tickets early. Members must pre-register in order to purchase tickets for Illini Star dinner. Women
of the Moose must also purchase Illini Star dinner tickets in advance, as they will not be available at the Convention. Deadline is August 1, 2006.
Elsewhere in this publication is a donation form to be used at the Money Marches on Friday and Saturday.
Please fill them out, as this will help us to insure that you get proper recognition for your contributions. Checks for Illinois Day, Youth Awareness, High School Prom, and Illinois Girls should be made payable to the Illinois Moose Association. Checks for the Endowment Fund Yellowstone, and Cemetery Restoration should be made payable to Moose
Charities. Make a check for each project and indicate in the note portion the project the funds are to be used for.
If you desire to make a donation to the Community Service project please make checks payable to the IMA Diabetes Fund.
The following forms are available on the Illinois Moose Association website www.illinoismoose.org: Robert
Dale, Paul Powell, and IMA Community Service Scholarships, and Convention donations form and Pre-registration/
dinner reservation form.
The Illinois Moose Association “5 & 25 Club” party will be held on Friday evening, August 17, 2007. A gala
event is being planned to honor our top sponsors. Those who qualify must sign and return their reservation card by
August 1, 2007. This party is by invitation only. Please pick up your tickets in the registration area.
Lodges who received the Merit Award at the 2005 International Convention will be recognized. There will be a
march of Lodges at our State Convention. Lodges are welcome to bring their Merit Award banners so that they may be
displayed on the convention floor.

To all our Illinois Moose friends:
This letter is to say “Thanks” for supporting the Illinois Home at Mooseheart, the young ladies residing there
and the Family Teachers who care for them.
Also to share some news: As many of you know, after seven challenging and rewarding years, Jamie, Anna,
Hunter, Wesley and I have moved from Illinois Home out to our own home in DeKalb. We have been at our
new house (the Circle J) for a couple months now and the kids are getting settled in to their new school (which
is two blocks away and the same school Jamie’s dad attended). Jamie has been busy playing “soccer Mom,”
walking the kids to school, driving them to baseball, and helping them with homework. It’s amazing how
much more time there is in the day with only three kids instead of thirteen!! I am still working at Mooseheart,
half time as a Family Teacher and half time as Special Accounts Supervisor.
Moving away from Mooseheart was difficult, but it really was time. We have been buying rental units in
DeKalb since last year. We are up to three properties now, and this is demanding more of our energy. Also the
kids are older now and we owe it to them to make sure we can focus on their needs. Illinois Home and its residents were such a huge part of our lives for so long, it is a big change to move out. Nonetheless, we are excited
for what the future holds.
We are confident that you will continue to look after the new staff and youth in Illinois Home and we will keep
you all in our prayers. Thanks again for everything you have done for us professionally and personally over the
past many years.

HELLO, C0-Workers,
The chapter year for 2006-07 has ended and I hope all of your chapter earned the
Award Of Achievement. With the start of a new year and new officers, lets give
them our support and let them know we are here to make this is a better year.
Lets sponsor as many new member we can and keep the ones we have. We all
know that membership is the backbone of our chapter an the very foundation of
The Women Of The Moose. Have your P.E.P. Committer work on the drop list
each and ever month so your member don’t come in one door and out the other.
I would like to thank all of the co-workers for all you have done for your chapter, our fraternity and myself. Thanks to the co-workers that have done so much for me this year you know
who you are you have been great to me . Thanks to the chapters that I’ve been to guest speak your hospitality
has been outstanding. Thanks to the Centralia W.O.T.M and the L.O.O.M. for their continue- support you were
there anytime I needed something what a good group of men and women to work with. Thanks to my husband
and family for their support and understanding for the time that I was away from home. Thanks to the Illinois

The August convention is right a round the corner our O.V. will be the new Grand Regent who will be announce in June at the International Convention. Kankakee will be our hostess chapter. I know they will do a
great job for the State Convention. Thank you Kankakee you are a great bunch of ladies.

History of the Mooseheart Yearbook
Lodge – Jurisdiction – State wide program
It was in the 1960’s that the Moose Legionnaires of the Downers Grove Lodge 1535 came together to rekindle the funding of a year book for our Mooseheart students that had been dropped earlier, during the depression years. For many years this Moose Legion Unit carried the load.
Eventually, as costs went up, it became difficult to properly fund the book. It was then that Frank Brand
PGNM & PSG, who served as Herder of Mecca #9 at the time, offered the idea that perhaps the jurisdiction
might take an active roll in the funding. This plan meant those lodge members who started it could continue
to be involved in it.
Then, in 1984 when the Illinois jurisdictions hosted the International Moose Legion Ritual Competition, again with Frank
Brand at the helm as General Chairman, it was decided to take the profits from that competition (some $14,000.00), and start a fund
to perpetuate the Yearbook for years to come.
It was then that all the Illinois Moose Legion jurisdictions came on board to help raise the funds for this project for our kids.
The “Buck for the Book” campaign was designed so that each jurisdiction would ask the members to contribute one dollar each year
when they paid their dues to go into this fund. At that time, this was an amount that would actually “build” the fund.
Several of the jurisdictions simply incorporated an additional dollar into the dues structure to assure 100% participation.
The hope was that we would build a fund that one day would be self supporting through interest gained on the accumulated money.
The fund started to build. Today we have around $43,500.00 built up in our fund.
That is after paying $10,191.53 for the 2006 books. Yes the price has gone up considerably over the years! When I started
as Chairman after Frank’s death, the book cost about $2500.00 per year. A lot has changed in a dozen years. With around 4,000
Moose Legion members in the state – at $1 each – you can see where this fund is headed.
Each jurisdiction Secretary collects funds from the dues and other donations from members or from fundraisers at the jurisdiction or Moose Legion committees at the lodges and forwards them to the state Chairman (Bob Neff, 108 North Avenue, Lockport,
IL 60441) for deposit.
The accounts are still in the Downers Grove Bank, where they have always been. Once an invoice is received, Bob then
makes out a check and presents it to three of the four registered signatories on the account for their endorsement, and sends in the
payment.
The yearbook is just one of many worthwhile causes our dues go to support. But, we also need to implement some fund
raisers to assure the continuation of providing a quality yearbook. It is a remembrance of the years at Mooseheart, for our foster sons
and daughters there. We need the entire state membership to participate.

There are 218 Students in our care at Mooseheart. Of this total there are 97 girls and 121 boys.
93 students on campus were sponsored by Illinois Lodges.
The graduation exercise was held in the Field House on May 26 at 9:00 am.
At Moose Haven there is a total of 289 residents. Of that total there are 169 Women and 120 Men. The oldest resident
is 101 years old.
One couple living there has been married for 66 years.

Cruising Around the City

This tour includes an overview of downtown St. Louis with views of the Old Courthouse, Old Cathedral, Gateway Arch,
Busch Stadium and Laclede’s Landing. A stop at Gateway Arch Riverboat for sightseeing cruise.
Tonight you will experience the “Mighty” Mississippi first-hand during a Gateway Riverboat sightseeing cruise.
During the one-hour cruise enjoy views of the dramatic St. Louis skyline while listening to the Captain’s narration of this
historical area of the city. Whether the river takes you north or south, it will be an opportunity to see St. Louis like never
before. You may take in the sights from one of the outdoor seating areas on deck or stay inside and watch the city lights
float by. Before boarding the authentic paddle wheeler guest will have the chance to have a souvenir photo taken that
will be waiting for them upon their return to the dock. Guests may purchase the photographs on their own.
En route to the riverboat dock, your Destination St. Louis tour guide will familiarize you with the history of
downtown St. Louis. It will include views of Keiner Plaza, Busch Stadium, the International Bowling Hall of Fame, the
Old Courthouse and many other significant buildings in St. Louis. Enjoy the history of the famous Gateway Arch, the
Nation’s tallest monument, which commemorates the gateway to the west for thousands of 19th century pioneers. Your
tour guide will share the amazing story of the building of the Arch and what it symbolized for Westward expansion.
The tour will conclude with a drive through the city’s original settlement, Laclede’s Landing. It is now a nineblock historic district filled with renovated turn-of-the-century buildings housing shops, eateries and offices.

Tour #2: St. Louis: The Spooky and the
Supernatural

This tour is a haunted history tour of St. Louis with stops at the Lemp Mansion, Lafayette Park & Square and St. Louis
Mid-Town.
Boo! Tonight you will visit some of the spookiest sights in St. Louis. Your tour guide will include haunted
history and spine tingling stories including the fascinating history of the amazing cave systems beneath St. Louis enroute to your first stop, the Lemp Mansion. Built in the 1860’s, it was the home of William J. Lemp, one of the bestknown beer barons of the city. In 1980, the 33-room mansion was featured in LIFE magazine as one of the most
haunted places in America. A brief historical overview is included while guests stay on motorcoach.
Explore Lafayette Park & Square, the location of several sightings. Among the most discussed is the sighting
of three Civil War soldiers in the park, gathered around a fire, to be warming themselves before they quietly disappear.
Your next spooky sight will be a stop in Mid-Town. Enjoy a view of Powell Hall, home of the St. Louis Symphony,
where it is said that a spirit nicknamed “George” has been seen wearing a white suit and hat. Employees have reported
hearing George making noises, playing with the lights, and that he seems to haunt many of the back rooms of the
building.
Stand on the green where the rectory of St. Francis Xavier College Church once stood. In 1949 an exorcism
took place at Alexian Brothers Hospital in South St. Louis and at the rectory which was located between the church
and DuBourg Hall on Grand Avenue. These events were the basis for the famous movie “The Exorcism.” The area is
now a green space. To complete your visit to Mid-Town you will also see the Cupples House, a mansion built on what
is now the campus of Saint Louis University by Samuel Cupples. It was reported by the St. Louis Globe Democrat that
the ghost of Samuel Cupples has been seen roaming Cupples House. Cupples was a wood-product manufacturer who
did not want his home to become a part of Saint Louis University. He was angry with the University because when
they built DuBourg Hall it blocked his view of downtown St. Louis.

horseshoe league, in season and a washer league during the

Mooseheart Blessing of the Bikes
Nearly Triples Previous-Best Turnout
160 Motorcycles, 215 riders turn out for annual event
in which bikers are given a blessing for a safe riding season
Mooseheart’s fourth annual Blessing of the Bikes on May 6 was a resounding success as 160 motorcycles participated. In the process, nearly $3,700 was raised. That money will be evenly-split between the Mooseheart
Lodge and St. Jude Children’s Hospital. Bikers began gathering around 9 a.m., which gave plenty of time to sign
in, eat breakfast and mingle with other riders before the ride officially began at 11:30 a.m. The weather was near perfect for the fourth annual Mooseheart Blessing of the Bikes, and the Child City campus was in mid-spring
beauty.
At the conclusion of the
Blessing of the Bikes ride,
Mooseheart chaplain Rev.
Tom Riemenschneider delivered blessing to the assembled bikers, wishing on them
God’s protection during the
coming riding season.

CAMP ROSS
Mooseheart Camp Ross, a woodland paradise located near Mount Morris in northwestern Illinois, provides
summer camping and recreation facilities for more than 250 Mooseheart children during each summer vacation.
The 150-acre woodland, traversed by Pine Creek, provides an ideal setting for a summer camp. It was
made possible when 86 acres were donated to the Moose for a summer camp by Past Supreme Governor Harold
Ross and his wife, Dorothy. Additional acreage was later acquired in several purchases.
Children are housed in six rustic wooden cabins, each with a capacity for eight campers. In addition, there
is a swimming pool with shower house, director's cabin, recreation building, a winter-summer cabin and four
utility buildings.

Anna Moose Riders Brave the Cold to help the Easter Bunny
On Saturday, April 7, the Anna Moose Riders got together for a motorcycle ride to the Murphysboro Masonic Children's
Home. eleven motorcycles and several cars full of Moose members attended the event.
Easter baskets were given to the children, and the Moose Riders sponsored an Easter Egg Hunt with 200 eggs. The children
of all ages greatly enjoyed the motorcycles, egg hunt and the baskets of goodies.
The Moose Riders are grateful to the Anna Moose Lodge, Cobden Masonic Lodge, Oasis Shrine Club, the Mary Martha Sunday School class at Pleasant Ridge Church, McDonald's, and several individuals for the donation of candy, money, baskets, and
Easter Eggs.
Also, club President Gene Thieke of Jonesboro wishes to express a big "Thank You to all of the men and women of the
Moose Riders who endured the cold to help make this a happy Easter for twenty children.
