(King Ferdinand I) What purpose does the university serve if not to pave the way for the society of wisdom? (Paolo Blasi) THE RECTOR'S ADDRESS As I am about to embark on this new mission, as the newly elected Rector of Transilvania University of Brasov, my first thoughts are dedicated to the academic community, whom I wish to thank for their vote of confidence. I would also like to extend my thanks to the previous management team for their efforts to develop and promote our University as a landmark institution of higher education nationally and internationally, as well as an active partner in social, economic and cultural ventures with a local, regional and national impact. Capitalizing on a tradition which started more than six decades ago, our University has become a comprehensive type of academia, with a wide range of study programmes from a variety of fields - engineering, exact sciences, humanities, business and administration, medicine, and arts. There are eighteen faculties which coordinate the efforts of around 21,000 students and 800 members of the teaching staff, all assisted by over 600 people who make up the support and administrative staff of our University. The recent investments in areas such as industry, medicine, tourism or sports have added to the complexity of the local context; this opens new avenues for the continued development of Transilvania University of Brasov. Owing to our city's current position as a spearhead of economic growth in the central region of Romania, the expectations are that the number of employment opportunities for our graduates will increase and so will the number of internship programmes available to our students. The active involvement of academics and students in local and regional development projects can create new opportunities for cooperation in science and technology, technological transfer and continuing education. At the same time, the slump in the population figures, the lower numbers of highschool graduates, the increasing competition between universities, the legal constraints on the salaries and public procurement are issues which will be addressed by taking a pragmatic approach. The recent changes in the law of national education represent as many challenges facing the academic community today; coping with these challenges requires diligence and rigorism in our professional conduct and projects. I therefore urge you to stand by the new management team so that the main goals of this mandate may be attained: overall, they relate to the selection, professional development and increase in the motivation of the teaching staff and students; strengthening the links with the social, economic and cultural context by taking on a more active integrative role and promoting those features which make us stand out from among other universities: true scholars, strong study programmes and modules, and the Research Institute of Transilvania University. I do hope that this newsletter may become an effective tool enabling us all to partake in the most important events which shape the life of our academic community while also allowing our national and international partners to keep current with the new developments at our University. Converging top quality resources, the RTD (RTD) Institute Institute provides the ideal framework for the 27 research departments within Transilvania University to perform their activities in a state-of-the-art at Transilvania University of Braşov infrastructure, completed primarily through the RD Institute project PRO-DD. Eleven dedicated laboratory buildings have already been constructed and work is still in progress for the 68 integrated lines of complex equipment targeted for advanced scientific research, with a high degree of uniqueness nationwide and eligible to compete with similar research products worldwide. This equipment further supports the already existing infrastructure generated through internationally financed grants and contracts secured by all research departments. Assisted by specialized software managed by a Data-Center system, these integrated lines will ensure the accomplishment of the main research target within the PRO-DD project, namely that of the Institute being instrumental in the increase of economic competitiveness, both regionally and nationally, mainly in areas specific to sustainable development. Hence, a focal point of the activity within the RTD Institute is to perpetuate the collaboration with research institutions and beneficiaries from the economic sector. The launch of the Institute on the 1st of March was attended by over 400 invited participants, ranging from representatives of the academic community or from other national scientific research bodies, as well as representatives of Romanian or European companies with which the RTD Institute has an ongoing collaboration in the field of fundamentally-applicative and applicative research. The design and execution of the RTD Institute project is the result of the combined efforts of the entire academic community at Transilvania University of Braşov, constantly supported by the local, regional, and national bodies. Therefore, the inaugural moment was the ideal opportunity to single out particular contributions by personalities such as Academician Dr. Eng. Cristian Hera (Vice-president of the Romanian Academy), Prof. Dr. Eng. Dragoş Ciuparu (President of the National Authority for Scientific Research), Prof. Dr. Eng. Ecaterina Andronescu (President of the Education Committee within the Romanian Parliament and former Minister of Education), Cristian Adomniţei (former Minister of Education), Prof. Dr. Eng. Ioan Curtu (President of the Romanian Agency for Quality Assurance in Higher Education), Nicolae Ţucunel (President of the Chamber of Commerce and Industry of Braşov) and His Eminence Metropolitan of Ardeal Laurenţiu Streza. The hosts of this noteworthy event – the Rector of Transilvania University of Braşov, Prof. Dr. Eng. Ioan Vasile Abrudan, and the Director of the RTD Institute, Prof. Dr. Eng. Ion Vişa, emphasized the role of the Institute in capitalizing the research resources and promoting a highly innovative research model nationwide, a model designed as a competitive interface between research providers and beneficiaries, in accordance with the European priorities stipulated within the complex research programme Horizon 2000. This edition focused on presentations and debates centred around the topic ''Education for Economic Development'' as currently promoted by IBM in partnership with the academic community. This year's topics for debate have been important for current societies, relating both to the reconstruction of the academic education process with a view to preparing specialists for the labour market assuring progress in technologies and services, as well as to approaching new scientific research areas useful to economy, which need to be assumed by the teaching staff and students alike. The debates taking place during the two days of the forum related to the following subjects: Ÿ A greater importance paid to student training and providing graduates with up-to-date professional competences thus enabling them to rapidly integrate on the labour market while using such competences in fields requiring a high degree of creativity. Ÿ Aspects related to modernizing the academic educational system by means of using new information technologies for flexible educational services on request. Ÿ IBM solutions for educational, collaborative and social platforms enabling partitioned access to knowledge, for cooperation development and efficient information exchange. Ÿ The promotion of modern solutions for the instrumentation, interconnection and optimization of the technical and economic process development by means of architectures oriented towards services based on standard communication. Ÿ The presentation of the IBM initiative called "Smarter Computing", which focuses on the field of Cloud Computing. Other presentation topics have been the scientific research and infrastructure projects carried out by universities – individually or in consortia – together with IBM Romania in national and international competitions during the year 2011. The strategic research and development directions planned to be followed by IBM in 2012 have also been presented. PROF. DR. ENG. IOAN ABRUDAN Rector of Transilvania University of Braşov "An important aspect in relation with IBM Romania is the cooperation in matters of research and innovation, due to which Transilvania University of Braşov benefits from high performance computing equipment for research in the field of computer-assisted design and resource management. The software and hardware platforms offered by IBM enable the development of applications relying on virtualized services, thus opening up new vistas for top research and innovative technological transfer towards the real economy. Last but not least, this cooperation enhances and diversifies the curricular offer and implicitly the graduates' competence level." On the occasion of the forum, IBM specialists from Romania and from abroad, as well as university professors delivered presentations on: projects undertaken by IBM having as purpose the transformation of universities, hardware products and IBM avanced software technologies along with their applications, IBM's cooperation with the academic environment in educational and scientific research matters. These partnerships will be further supported through IBM's effort to promote the participation of groups of professors and students in competitions and scientific programmes at national level, within the EMEA region and throughout the world. During the ongoing structural reform of the academic educational system, IBM Romania will support the modernization process of the MA and PhD programmes, -stages at which the practical and research-development activities with students –are of utmost importance. Daniel Munteanu Universitatea TRANSILVANIA din Braşov 3 contact: [email protected] FIDES ET EXCELLENTIA OPENING OF THE CONFUCIUS INSTITUTE AT TRANSILVANIA UNIVERSITY On the 26th of March a large audience consisting of students and academics from Transilvania University, as well as of general public with an interest in the Chinese language and culture attended the opening ceremony of the Confucius Institute at Transilvania University of Brasov. A number of distinguished guests honoured this event: Her Excellency Ms. Huo Yuzhen, Ambassador of the People's Republic of China to Romania accompanied by a large delegation and Mr. Wang Jun, Head of Jinazhu University of Shenyang, our partner institution and co-founder of the Confucius Institute at Transilvania University. The opening ceremony was attended by the most important local officials: Mr. Ion Gontea, the Prefect of Brasov County, dr. Aristotel Căncescu, President of the County Council, and Mr. George Scripcaru, Mayor of Brasov City. On behalf of Transilvania University, the organizers welcomed the Rector, dr. Ioan Vasile Abrudan and the former Rector, dr. Ion Visa. During the proceedings, Mr. Wang Jun and Mr. Tiemao Shi, representatives of Jinazhu University of Shenyang were awarded the title of Honorary Professors at Transilvania University. Similarly, dr. Ioan Vasile Abrudan, dr. Ion Visa, and dr. Andrei Bodiu received the titles of Invited Professors at Jinazhu University of Shenyang. Credit for the success of this landmark event is due to its organizers, the most important of whom are professor Yang Zhaoyu, Vice-dean of the Confucius Institute, Ms. Adriana Florescu, Administrative Director, as well as the Romanian and Chinese volunteers.
