NOTICE
OF PROJECT COMMENCEMENT
Notice of Application to the National Energy Board
NOVA Chemicals (Canada) Ltd.'s Kimball Pipeline Replacement Project
NOVA Chemicals (Canada) Ltd. (“NOVA Chemicals”) and its affiliates own and operate manufacturing plants and pipelines in the Sarnia,
Ontario area. NOVA Chemicals' Corunna petrochemical facility has been in operation since 1977 and recently transitioned to natural
gas liquids (NGLs) as its primary feedstock. In support of this transition, NOVA Chemicals is proposing to establish a second pipeline
system to deliver NGLs to the Corunna facility, which is known as the “Kimball Pipeline Replacement Project” (the “Project”). The Project
will replace a dormant 4” NGL pipeline with a 12” pipeline approximately 4 kilometres in length in an existing right-of-way (RoW). The
replacement pipeline will be connected to Plains Midstream's Windsor-Sarnia Pipeline at an existing valve site near Kimball Road. Also,
a dormant 8” pipeline will be removed from the RoW as part of the Project. The general location of the proposed replacement NGL
pipeline is illustrated on the following map.
As part of the planning process, NOVA
Chemicals
has
retained
Stantec
Consulting Ltd. (“Stantec”) to undertake an
environmental study of the construction
and operation of the replacement pipeline
(the
“Environmental
Study”).
The
Environmental Study will fulfill the
requirements of the Ontario Energy
Board's (OEB) “Environmental Guidelines
for the Location, Construction and
Operation of Hydrocarbon Pipelines and
Facilities in Ontario (2011)”.
The current schedule provides for
completing
the
report
for
the
Environmental Study in the spring of 2015,
after which NOVA Chemicals will file an
application for the proposed pipeline with
the OEB. Under Section 90 of the Ontario
Energy Board Act, the OEB's review and
approval is required before the Project can
proceed. If approved, construction of the
replacement pipeline is currently expected
to begin no earlier than the summer of
2016.
The Environmental Study process will
include consultation and engagement with
landowners, Aboriginal communities,
government agencies and other interested
persons. Public consultation will be an integral component of the Environmental Study and related report. An Information Session
regarding the Project is being planned for January 2015. Notice of the session will be mailed to those on the Project mailing list, and
advertised in the following local newspapers: Sarnia Observer, Sarnia & Lambton County This Week, Wallaceburg Courier Press and
The Independent.
Representatives from NOVA Chemicals and Stantec will be available to explain the Project and answer questions regarding routing,
design and scheduling. Input received will be used to confirm both the existing environmental conditions and the preliminary preferred
pipeline route and to develop site specific protection or mitigation measures for the Project.
