ore and more fellow European citizens travel abroad each year or move to another Member State. This
freedom of movement is one of the founding principles and one of the best achievements of the
European Union. The European Commission plays an essential role in making this freedom a reality.
The good management of driving licences is central to guaranteeing the freedom of movement. Mutual recognition
of driving licences between the Member States of the European Union, without any formalities, has been in full force
since 1 July 1996. From that date all administrative obstacles have been eliminated for licence holders who go to or
establish themselves in another Member State.
At present, the European Union has 110 models of driving licences in circulation. It is important both for citizens and
for the authorities responsible for checks to have a tool available. This is the objective of this manual: it enables
licence holders to be aware of their rights and national authorities to know the validity and extent of the rights
associated with each model of licence.
In future, the most practical solution for citizens, and the most legally secure, will be the establishment of a single
model driving licence for all the European Union. This is the objective set by the Commission in its proposal for a
directive, currently before the Council and Parliament, which I hope will be rapidly adopted.

INTRODUCTION

n 29 July 1991, the Council of Transport
Ministers adopted Directive 91/439/EEC on
driving licences (‘the directive’) (1). The directive entered into force on 1 July 1996 and constitutes a major step to harmonising and facilitating the
complex field of driver licensing. At the same time, free
movement of licence holders is guaranteed by the progressive abolition of administrative obstacles.
Article 1(2) of the directive lays down the principle of
mutual recognition of driving licences issued in
Member States, a key provision of the directive. Thus the
previous obligation of exchanging a driving licence
within one year after change of normal residence to another Member State was removed. The principle of mutual recognition applies without any formality (2) and
excludes mandatory registration of licences whose
holders change normal residence. In addition, Annexes I
and Ia of the directive harmonise the driving licence
models, prescribing either a paper or a plastic card driving licence.
The principle of mutual recognition guarantees full recognition of all driving licences valid and in circulation in
the countries of the European Economic Area (EEA). This
includes those issued before entry into force of the directive which therefore may not be in compliance with
the models described in the above annexes. Today there
are more than 100 different driving licence models valid
and in circulation throughout the EEA. This large
number of licence models, which differ in size, layout,
colour and, most importantly, in entitlements (acquired
rights), vehicle category definitions and restrictions, entails significant problems with regard to their recognition both for authorities and citizens.
Article 10 of Directive 91/439/EEC creates a general obligation on Member States to establish equivalences between the categories of licences issued before implementation of the directive and those defined in Article
3. According to Article 10 the Commission has to agree
with the equivalences established. After a consultation
process between the Member States and the
Commission, Commission Decision 2000/275/EC (3) established tables of legally binding equivalences for all
licence models valid and in circulation in the Member
States. This decision will be subject to further revision
and adaptation.
However, the publication of a mere list of tables of
equivalences lacks clarity despite its legally binding
character. The Commission therefore decided, in 2000,
to publish a first edition of a book on driving licence
models in order to establish a clear overall view of all
licence models valid and in circulation, including their
colour facsimiles. In view of EU enlargement on 1 May
2004, which added some 30 models for the new
Member States, and the required update of information
for EU-15, the Commission has now decided to publish
the second edition of the book in hand. It is primarily
addressed to administrative authorities in Member
States but also to other interested parties (citizens, car
rental agencies, etc.). The two primary purposes of the
book continue to be safeguarding the principle of mutual recognition of all licences issued by Member States,
and thus the free movement of licence holders and explaining the various models for control and enforcement authorities.
Structure of the book
∑ Cover: it consists of two folding pages: the left folding page contains a template describing the symbols
used in the tables of equivalences on the left hand pages facing the models; on the right, the page explains the
numbering on the licence models, which are to be
found on the right hand pages in the ‘licence models’
section.
∑ Contact addresses: after this introduction, two lists
of addresses are included: one contains addresses in
Member States for individual reference in case of remaining uncertainties. The second list enumerates national authorities to whom exchanged licences shall be
returned.
∑ Explanations (‘&’): following the above lists, an
explanation section contains cross-references further
describing individual licence models wherever a model
requires detailed explanation beyond what may be indicated with the symbols used in the ‘licence models’ section. The text also contains descriptions of security features wherever this information was made available.
∑ Licence models: this section contains explanations
of the models including tables of equivalences on the
left page and a facsimile of the corresponding model on
the right. The models have been designated in accordance with the country abbreviation and are newly numbered for each country (e.g. D1 after DK4).

EXPLANATIONS TO THE LICENCE MODELS
& BELGIË — BELGIQUE (B)
& 1.
Models B1, B2, B3. All three models may appear in one of the three Belgian national languages: French,
Dutch and German. Colour and printing differences may appear for models B1 and B2.
& 2.
Model B1. An arrow indicates the validation of categories A, B, C and D on the licence as follows: ‘Ò’. This arrow indicates that the holder has the right to drive vehicles included in all the categories above and beside
the arrow. If for example the arrow were indicated beside category C, the holder has the right to drive vehicles of categories A, B, B+E, C and C+E.
Apart from category F (see & 3. hereafter), a model B1 containing two or more arrows is likely to be a forgery.
& 3.
Model B1. The right to drive vehicles of category F was indicated as follows: to be entitled to drive a vehicle
of category AF and/or BF, the validation of category A and/or B, as well as of category F were required, as well
as the indication of the number of the registration plate on the licence.
& 4.
Model B1. A list of the additional information and/or restrictions, which may be recorded on the licence, does
not exist for this model.
Driving disqualifications (for example withdrawal of the right to drive due to an accident) are indicated on
the document.
‘+P.T.M.S.’ indicates that the holder has to pass a practical, theory, medical and psychological examination of
reintegration in the right to drive, or one of these examinations.

Model B2. The description of additional information and restrictions is non-exhaustive. Variations of the text
may appear. Recordings are either in Dutch, French or German.
Until 30 September 1998, driving disqualifications are also indicated on the document;
The French indication ‘valable jusqu’à…’ and ‘Validité prorogée jusqu’au…’, as well as the Dutch indication
‘Geldig tot…’ and ‘Geldigheidsduur verlengd ot…’ indicate the end of validity of the licence.

Description: Heavy banknote quality paper (pink). The photograph (35 mm x 45mm) is tagged to the frame space on
the front with an official stamp including the name of the issuing authority and the state coat of arms.
Security features: The paper is overprinted with a security pattern.
Model CZ3.
Description: Banknote quality paper (pink) enclosed in plastic laminate. The photograph (35 mm x 45 mm) is tagged
to the frame space on the front with an official stamp including the name of the issuing authority and the state coat
of arms.
Model CZ4.
Description: Banknote quality paper (pink) enclosed in plastic laminate. The document may have a faint coat. The
photograph (35 mm x 45 mm) is tagged to the frame space on the front with an official stamp including the name of
the issuing authority and the state coat of arms.
Model CZ5.
Description: Banknote quality paper (pink and blue) enclosed in security stamped plastic cover. The photograph (35
mm x 45 mm) is tagged to the frame space on the front with an official stamp including the name of the issuing authority and the state coat of arms.
Security features: Circular holographic image (with the letters ‘CZ’ in the centre) on the cover overlaps the photograph
at lower left.
Model CZ6.
Description: Multicoloured banknote paper (pink, blue, green), enclosed in plastic cover. The photograph (35 mm x 45
mm) is tagged to the frame space on the front side with an official stamp including the name of the issuing authority
and the state coat of arms.
Security features: Circular holographic image (with the letters ‘CZ’ in the centre) on the cover overlaps the photograph
at lower left.
Model CZ7.
Description: Pink-blue plastic card model. Material: Polycarbonate plastic card, size ID1 — 54 mm x 86 mm (credit-card
style) with the words ‘ŘIDIČSKÝ PRŮKAZ’ and the country name ‘ČESKÁ REPUBLIKA’ at the top. The words ‘MODEL
EVROPSKÝCH SPOLEČENSTVÍ’ and ‘DRIVING LICENCE’ in EU languages appear at the right side of the card. The distinguishing sign of the Member State issuing the licence (‘CZ’), printed in negative in a blue rectangle and encircled by
12 yellow stars appears at the left upper corner of the card. Laser engraved personal data including photo and signature of the holder. Positive high relief embossing with guilloshes and letters ‘CZ’ on both sides of the card. Logo with
letters ‘CZ’ at the right upper corner of the front side in optically variable ink changing between gold and green colour.
Changeable image at the bottom right corner of the front side displays a photo of the holder and licence number (the
same as in field 5).
& DANMARK (DK)
& 1.
Model DK1. This model is not valid for driving in Denmark. Nevertheless, this licence can be renewed by exchanging it for a new driving licence issued by DK or another Member State until 30 April 2038 at the latest.
& 2.
Models DK1, DK2. In this context category A1 means motorcycle without a sidecar and does not correspond
with subcategory A1 as defined in Directive 91/439/EEC. Category A2 means motorcycles with a sidecar. The
entitlement to drive A1 and A vehicles with the Danish category A1 is restricted to motorcycles without a
sidecar. However, holders of Danish categories A1 and A2 are entitled to obtain full category A1 and A in
other Member States.

Models DK1, DK2, DK3. This restriction only applies to category A.
& 4.
Model DK4. The date of first issue of driving licence categories that were issued before 1 May 1986 cannot be
traced back. In such cases, the symbol ‘<’ or ‘≤’ may appear in column 10 on the licence, accompanied by a
certain year, indicating that the category was issued before or in that year.
DK: Description and security features
Models DK2, DK3.
Security features: Watermarks in the paper (design: *police glove with an eye*). The watermarks are situated in two
vertical and unbroken lines across the paper. Relief printing in the plastic laminate on the page containing personal
data of the licence holder. The relief printing is designed as a wave shaped pattern.
Model DK4.
Security features: The design of the background printing of the driving licence. In particular, the graduation of the fine
lines of the pattern and the delimitation of the colours of these lines.
& DEUTSCHLAND (D)
& 1.
Models D1–D5. For all German models issued before 1 January 1999, further entitlements of a very specific
and limited kind, which are not displayed in the tables, may emerge. For example: remarks 9 and 10 also apply to model D4, if models D2 or D3 have been exchanged for a model D4. Since the date of issue of each
particular category is not recorded on model D4 and thus is not visible on the document, this circumstance
has not been foreseen for model D4. In the rare circumstance that such a case does occur, German issuing
authorities will have to be contacted in case of doubt about the scope of a particular entitlement.
& 2.
Model D1. This model has been issued for over 40 years. Therefore a variety of differences with respect to
colour and form of the model may appear in practice. Models issued in Saarland may have a different size and
are bilingual.

Models D1, D5. German legislation provides that the entitlement of a holder of a ‘Klasse 2’ entitlement ceased
to be valid on 31 December 2000 in case the holder had his 50th birthday before 31 December 1999. In case
the licence holder exchanged his licence for a new model before or on 31 December 2000 the period of validity and the periodicity of medical examination for the new model applies.
If a holder turns 50 after 31 December 1999, he has to exchange his licence for a new model on his 50th birthday and thereafter a period of validity of five years applies.
In case such a licence holder establishes his normal residence in another Member State without being in
compliance with the above rules, his ‘Klasse 2’ entitlement should not be recognised (unless he has changed
his normal residence before the above rules apply to him).
This also applies to
Model D2:
• if issued before 31 March 1957 for ‘Klasse 2’;
• if issued after 1 April 1957: for ‘Klasse 5’;
Model D3: for ‘Klasse 5’ and

exchanging the licence, the model entitles a holder to drive A 79 (≤ 250 cm³) only.

Description: Pink plastic photo card (Fortas type) model, size 85.4 mm x 54 mm (ID Format), issued in 2001, in conformity with 91/439/EEC.
Counterpart: On the front part, this document contains the serial number, personal details, licence number, scanned
signature of licensee, licence category entitlement and validity (from/to), information codes, record of penalty points
and licence validity dates of licensees over 70. The bottom part serves as the receipt of the licence. On the back part,
the counterpart licence contains the address of the issuing licensing authority, description of the licence categories in
Maltese and English and description of the main EU and national information codes.
Security features: Consists of very durable and flexible ‘Fortas’ plastic card; sensitive to Ultraviolet light, showing five

Model FIN1. The model may appear in two different layouts (description of categories in two columns or in
one), but there are no substantial differences.
& 2.
Model FIN1, FIN2. A licence of categories CE, D and DE may be renewed under specific circumstances after
the holder’s 70th birthday, in this case an exceptional permit is issued to the holder (rare in practice). These
permits are the prerequisite for the issue of a driving licence after the age of 70. A licence, which is issued on
the basis of an exceptional permit, is valid for a maximum period of five years.

Model FIN3. The probation validity of two years applies to categories BE and C as well, in case they are issued
during the two-year probation period of a category B licence.

Model FIN3. Licence categories CE, D1, D1E and DE may be renewed after the holder’s 70th birthday. For this
purpose, an exceptional permit has to be issued (see remark 2.).

Model FIN3. This code, printed at the bottom of the front page of the plastic card licence, indicates the restriction of a category A entitlement in accordance with Article 6(1)(b) second indent of Directive 91/439/
EEC. At the end, the date of expiry of the restriction is indicated.

Model FIN3. This code/digit combination indicates that the relevant licence was issued in exchange for another licence. The combination consists of a code number, the nationality code of the issuing state of the exchanged licence and finally the number of the exchanged licence (see Article 8(6) of Directive 91/439/EEC).

Model FIN4. The limited period of validity of two years that applies to B, applies to licence categories BE, C1,
C1E, C and CE as well, in this case they are issued during the two-year probation period of a category B licence. In these cases the expiry date is always the same as for the category B entitlement which has been
initially granted. The above entitlements may thus be granted for a period, which is less than two years. Bus
licences cannot be issued during this period.
A renewal of categories C1E, CE, D1, D1E, D and DE after the age of 70 is possible only if an exceptional
permit is issued. A licence issued on the basis of an exceptional permit is valid for a maximum period of five
years.

Model FIN4. National category M is issued since 1 January 2000.
& 9.
Model FIN5 — Åland. The competent authorities could only produce a copy of this model but no physical
specimen.
& 10. Model FIN7 — Åland. National category M has been issued since 1 June 2004.

& 1.
Model S1. The difference between the model which was issued before 1 January 1993 and the one which was
issued after that date only concerns the layout of the licence (the stamp of the issuing authority and the colour of the licence changed).
& 2.
Model S1. Licence holders who obtained a category B licence before 1 July 1996 are entitled to drive private
cars with a maximum authorised mass exceeding 3.5 tons, as long as the vehicle is registered as a private car
and not as a light lorry. This right remains until the driving licence expires. Upon issue of a new driving licence
after withdrawal, the holder is only entitled to drive B vehicles according to Directive 91/439/EEC. Ordinary
exchange every 10 years does not affect the validity of the licence, which means that the above entitlement can be maintained after such an exchange.
& 3.
Model S1. Licence holders who obtained their category A entitlement with the restriction to light motorcycles before 1 July 1996 are entitled to drive motor vehicles with a cubic capacity not exceeding 125 cm³,
without a power (kW) limitation. This right remains until the driving licence expires. Upon issue of a new driving licence after withdrawal, the holder is only entitled to drive A1 vehicles according to Directive 91/439/
EEC. Ordinary exchange every 10 years does not affect the validity of the licence.

Model S1. This restriction obliges the holder to hold an additional document on which driving conditions,

Model S2. There are four different variations of this model, but no substantial change has been made since
introduction of the first variation on 1 July 1996. The changes rather concern the layout and the physical
characteristics.

Model S2. The national category ‘Taxi’ was abolished as of 1 October 1998.
& UNITED KINGDOM (UK)
& 1.
Models UK1, 2, 3, 6. Holders of group A of models UK1, UK2 and UK6 and of category B of model UK3 are
entitled to drive D1 and D1E vehicles not for hire and reward (not for professional use, no paying passengers
whether directly or indirectly) and C1E vehicles provided the combined weight of the trailer and the towing
vehicle does not exceed 8.25 tonnes.
Holders of category B licences of those models have the same entitlements as holders of category A, restricted to vehicles with automatic transmission only.
& 2.
Models UK1, 2. Miscellaneous medical restrictions may be recorded on the licence, the EC equivalent for
those being ‘codes 01–45’.
& 3.
Models UK2, 3, 4. Only a part of these models is the actual driving licence. The remainder of the paper is a
counterpart, on which traffic convictions are recorded and which contains definitions of categories, etc.
& 4.
Model UK5. This model consists of a Community model plastic card licence and a separate counterpart on
which convictions for traffic infringements are recorded.
& 5.
Model UK4, 5. The period of issue of models 4 and 5 is overlapping.
& 6.
Models UK6, 7. — Northern Ireland. These licence models issued in Northern Ireland consist of a paper driving licence with additional space for endorsements plus a photographic plastic counterpart. On both the licence and the counterpart the details of the holder are recorded.
The model issued from January 1985 to January 1986 is no longer valid.
& 7.
Model UK8. — Northern Ireland. This model consists of a Community model plastic card licence and a separate counterpart on which traffic infringements are recorded.

Model UK9. — Gibraltar. All categories of all licence models that have been issued before 1990 were valid for
three years only. Thus all models which have been issued before model UK9 are no longer valid.

Model UK9. — Gibraltar. The equivalent entitlement ‘B1 79’ refers to tricycles only; the equivalent entitlement ‘B1’ refers to quadriycles only.

visible when held up to light); the ‘licence’ part of the document is characterised by a wavy pattern of alternating light
and dark pink waves; in the box at the top left hand corner of the document containing the GB and the translations of
‘Driving Licence’ in the language of the various Member States, the translations are within a spirographic pattern; at
the lower right of the box referred to above is a box with the four corners defined, within which are the words ‘driver
and vehicle licensing centre’ in small capitals from continuous lines throughout; the ‘This is your Driver Number’ and
‘Issue No’ boxes above this just-mentioned box have a similar pattern.
Model UK3.
Security features: A watermark styled ‘DVLA’ is repeated in rows throughout the length of the licence (best seen when
held up to light); on the lower part of the counterpart portion, the letters ‘DVLA’ in capitals, separated by a space
equivalent to one character between each set of ‘DVLA’, forming wavy lines in the middle half.
After March 1994, the lower part of the counterpart portion, throughout the area to the right and left of the central
part with the wavy lines made up of the letters ‘DVLA’ has embossed impressions of a saloon car, on the left side facing
right and on the right side facing left.

of language have equal status. The words ‘førerkort’ and ‘Norge’ show that the text is in ‘bokmål’; ‘førarkort’
and ‘Noreg’ indicate the form of ‘nynorsk’.

Model N1. If the licence was valid on 2 April 1982, this model is valid until the holder’s 100th birthday, irrespective of the date of expiry recorded on the licence document. This only applies if the initial validity of
the document was 10 years.
& 3.
Models N1–N4. In case the holder of such a licence is older than 70 years, he has to carry a medical certificate
with him. The certificate has to be renewed after one, two, three, four or five years.
& 4.
Model N1. If any restrictive entry had been recorded on this driving licence model, the licence was exempt
from the regulation on lifelong validity for models valid on 2 April 1982. In case of doubts because of entries
on the document, the accompanying translation for the document or Norwegian issuing authorities should
be consulted.
& 5.
Model N2. The stamp with the restricting text is on the reverse side of the licence.
& 6.
Model N2. Driving licences of category B+E, which were first issued before 1 April 1979 and were subsequently exchanged for model N2, entitle the holder to drive category A1 in addition.
& 7.
Models N2, N3. The entitlement to drive C1 (and C1E) vehicles becomes void if the holder does not exchange
the licence for model N4 prior to 1 January 2002.
& 8.
Model N3. If the following entitlement is stamped on the reverse side of the driving licence: ‘Gjelder også bil
med tillatt totalvekt ikke over 7 500 kg og høyst 8 passasjerplasser’ (Valid for motor car with maximum authorised weight less than 7 500 kilograms and maximum eight passenger seats), the holder is additionally
entitled to drive C1 vehicles. To keep this entitlement, he has to exchange his licence for model N4 prior to 1
January 2002.

Model N3. Driving licences of category BE, which were first issued before 1 April 1979, were subsequently
exchanged for model N3 and which bear the following stamp:

indicates the equivalent category(ies) as defined in Article 3 of Directive 91/439/EEC. If a category is mentioned
in brackets in the left column and a line (‘—’) is inserted in the right column, it is a national category of no
relevance for other Member States. The symbol & refers to a specific point in the text explanations (if an
entitlement is in italic, the explanations refer only to this entitlement).
