President’s Message

Spring is a season of renewal and it’s a joy to see the daffodils in
bloom, the songbirds returning, and trees budding. As we start
preparing for all those spring chores at home, OAMR is likewise
preparing for the Mid-Year Academy session on April 1, and
upcoming Board meeting on March 31!
We have held three Board e-meetings since the winter newsletter.
Two of those meetings were in response to issues going on in the
Oregon Legislature that our membership was concerned about.
December 10 Board E-Meeting: Attorney General’s Public Records Law Reform Task Force
On December 10, the Board approved a letter that was sent requesting that the Oregon
Attorney General appoint Karin Johnson, MMC, as a member of the Task Force. After Task
Force Chairperson Michael Kron contacted me, and I told him of OAMR’s dedication and
knowledge in regards to public records, he admitted that they would likely have members that
would leave the Task Force in the future, and thereby provide an opening. He added both
Karin Johnson and me to the distribution list. Thank you to OAMR members Amber
Mathiesen, Sue Ryan, and Linda Galeazzi, who have attended Task Force meetings.

The Task Force is currently in the process of reviewing the specific exemptions in public
records law. Please watch for Karin’s emails asking for comments from our membership. It’s
vitally important that we provide feedback on this committee. I’ve sent a second letter to the
Attorney General and Michael Kron, thanking them for their consideration of our
appointment, and reminding them that we’d like the opportunity to be appointed in the future
if openings become available. I’d like to thank Scott Stauffer and the Records Management
Committee (RMC) for providing the letter to be sent to the Attorney General, and for
following the progress of the Task Force.
February 2 Board E-Meeting: House Bill 4130 Testimony in Opposition Letter
The RMC members also discovered HB4130, in relation to public records requests. They
provided a letter which was approved by the Board to be sent as testimony in opposition to
this House Bill. (You can find a copy of the letter in the next Board packet, in the RMC
report.) I also asked our membership and their respective agencies to submit testimony in
opposition to this House Bill. The Bill had extremely negative connotations to municipalities,
including fines to cities for not responding within specific timeframes, a change to public
records retention timeframes to a minimum of two years for all one-year or less records, and
reducing our abilities to recoup all the costs for a public records requests, amongst others.
Karin Johnson, Sue Ryan, Linda Galeazzi, Carla Holzworth, and I all made trips to monitor the
bill’s progress through the House Committee on Rules.

There were a total of 10 amendments to this bill, and while the two years retention timeframe,
and the more onerous of fines (up to $100 a day to cities who did not respond within a specific
timeframe), were removed, there are still elements to this bill that are not favorable to
municipalities. The bill was adopted, and has now progressed to the Joint Committee on Ways
and Means; we will continue to monitor its progress. Thank you to all of you who submitted
letters in testimony, or who encouraged their Mayors and City Managers to submit letters….and
again, thank you to Scott and the members of the RMC!
February 23 Board E-Meeting: IIMC Region IX Director Nomination for Alaska’s Association of
Municipal Clerks (AAMC) Candidate
It is currently AAMC’s turn in the rotation schedule for nominating a candidate for the IIMC
Region IX Director position that comes open when Alice Atwood’s term ends. They had a great
candidate, who instead had an incredible opportunity to become city administrator in the town
that she and her husband had decided to retire to in the future. AAMC was able to nominate
another candidate for Region IX Director. OAMR had no objections to the nomination, because
the other Region IX Director is our own Tracy Davis, MMC. The Board agreed with sending a
letter in support of candidate Sheri Pierce, MMC. Sheri has previously been a Region IX
Director; some of you will likely remember her from serving in the past. A letter was sent in
support of her candidacy to AAMC.
We cancelled the Board meeting that had been tentatively scheduled for February and our next
meeting will be held on March 31, in the beautiful Ashland Hills Hotel & Suites Conference
Center.
On February 9, our IIMC Region IX Director Tracy Davis and I visited the City of Waterloo in
order to award the Harris-Davis Scholarship to City Recorder Cathy Nelson. Seven other city
recorders had applied for the scholarship and all were deserving! Committee members Tracy
Davis, Julie Krueger, Denise Carey, and Dema Harris, had a tough job in determining who should
receive the award. We surprised Cathy at her City Council meeting, and awarded her
scholarship during the opening part of their Council meeting. This was a fully paid scholarship for
tuition, room, board, and travel to the Northwest Clerks Institute for three years.

I also sent a letter to Seaside on behalf of OAMR to give them condolences for their loss of
Police Sergeant Jason Goodding, who was lost in the line of duty in February. Those of us there
in September had met Mayor Larson, and many of us had said hello to the police who were on
duty in Seaside as we were exploring the community. Our thoughts and prayers continue to be
with Sergeant Goodding’s family, the Seaside Police Department, and the Seaside community as
they grieve.
At the end of February, I left the Citycounty Insurance Services (CIS) Conference in order to
attend the League of Oregon Cities (LOC) Board meeting, which was also held in Salem. There
were classes earlier, so I arrived in the late morning. The LOC Board approved the financial
report and FY 2014-2015 financial audit, introduced the new Local Government Personnel
Institute (LGPI) Executive Director Robb Van Cleave, approved a fund balance transfer
resolution, appointed Don Hudson as City Financial Official on the 2016-2017 Budget Committee,

approved the Western Municipal Association dues rate, worked on the Strategic Plan, viewed the
Legislative Webinar, viewed a few new resources for members, updated the Board on legal
advocacy, appointed a new City representative to the CIS Board of Trustees, and viewed an
update by staff that focuses on social media in relation to the LOC Strategic Plan.
Be sure to watch for the updates, and in particular the one in regards to “serial public meetings,”
a legal case that the LOC is still participating in (Handy v. Lane County). Sean O’Day, LOC General
Counsel, is strongly advising cities to contact their own attorneys to see what the ramifications
are to cities. The 2016 Legislative Session Webinar is also available for members to view. You
can find the link to the LOC website here: LOC Website; Legislative Webinar. It’s a very good
source of information on what the Legislature was working on during the short session and, of
course, focuses on issues that affect municipalities.
I also attended the OAMR Region III meeting in February, which was held in Lincoln City at The
Eventuary. Region Director Phyllis Bolman planned a very fun event, and we all had a great time
creating art, entitled “Starry Nights in Oregon.”
I headed to Spokane for the Washington Municipal Clerks Association Conference from March
14-18. I always enjoy representing OAMR, and informing our partners in Washington about all
the fun we are having with the Oregon Legislature.
I hope to see many of you soon at the Mid-Year Academy and OAMR Board meeting in Ashland!

To My Wonderful OAMR Family –
I wanted to thank Past President Amy Sowa for selecting me as the 2015 recipient of the Recorder of
the Year Award. It was an amazing honor to receive the award, and to be among so many deserving
applicants. It was humbling to read the application submitted by my Mayor, and the supporting letters
from my peers, as it is gratifying to have the support of my colleagues. While I most certainly love what
I do for the City of Ontario, as City Recorder and currently the Interim City Manager, it’s always nice
to learn that your colleagues and co-workers also think you’re doing a pretty good job. I work hard to
do the best job possible for my Council and my community, but I know I would not have been able to
accomplish so many projects, or tackle so many issues, without the support and help from colleagues,
and the amazing organization of OAMR. Many of you have been my sounding board over these past
years, and I have no words to adequately express my gratitude, and my appreciation, for every call you
answered and every email you responded to. I would be lost without you all.
Also, a special thank you to Stacie and Amy for working together to get my daughter to Seaside to see
the presentation. That was truly the icing to a most amazing cake. Another great memory, courtesy of
OAMR. I am truly blessed.

Halsey
April 23, 2016 | Book-It 5K Run/Walk | The Halsey City Library is having a “Book-it!
5K Run/Walk” as a fundraiser to help support the Library. There will be prizes for the
first three finishers, shirts if you sign up and register before April 2, and lots of low-key
fun for the rest of us. Plus you will be helping to support the Library!
The 5K will start from the Halsey City Library at 9:00 a.m. It will be an out-and-back on

Harris-Davis Scholarship Award
Tracy Davis, MMC, City Recorder, Keizer
Last September, I had the honor of announcing a very special opportunity for an OAMR member to
receive a full scholarship to attend the Professional Development courses at the Northwest Clerks
Institute. This scholarship was created to honor two individuals near and dear to my heart. The
first…my best friend and husband of 34 years, Guy. In order to do what all Recorders do, each of us
has someone behind the scenes picking up the pieces at home, offering never-ending encouragement,
and supporting us on every step of our professional journey. Guy was my supporter, always
encouraging me to follow my dreams, and understood the passion I had for my professional
organization. His passing last March made me realize how extremely blessed I was to be his partner.
The other… our dear friend and past Northwest Clerks Institute Director Dema Harris. When
Dema took over the Institute Director position in 2003, I don’t think she had an inkling of the impact
she would make in the lives of so many Recorders/Clerks. Over the years, she has held many hands,
taking us down paths we might not have been brave enough to tackle on our own. Dema’s devotion
to the personal and professional development of Municipal Recorders/Clerks has raised the bar so we
can promote ourselves among other municipal management positions.
With these two very special people in mind, along with the generous donations of many of you, this
scholarship valued at approximately $3,800 was announced at the OAMR conference banquet in
Seaside last year. We received seven very well written applications. Everyone who submitted an
application was very deserving and showed a true yearning for professional development. I wish we
would have had funding for everyone, however that not being the case, a final decision was made.
I am overjoyed to announce the winner of the Harris-Davis Scholarship is Cathy Nelson from the
City of Waterloo! OAMR President Michele Eldridge and I surprised Cathy with the announcement
at her City Council meeting on Tuesday, February 9. Cathy was overwhelmed and very appreciative
of the opportunity. After recovering from the initial shock of our visit, Cathy emailed us the next day
thanking us again for the award. In her remarks, she stated, “Thank you for acknowledging that the
little cities matter, too. That is what OAMR is all about. Giving every Recorder an equal opportunity
regardless of population or budget, and for that I applaud our organization and I cry Thank You from
the rooftops.” Congratulations, Cathy!!!
Again, I’d like to take this opportunity to thank all of my
OAMR family for your generous contributions to the
scholarship as well as all the cards and special thoughts you
sent my way last year. OAMR is not only a fantastic
professional association but also a great group of caring
people who are there to support each of us during difficult
times. As always…

Region I News
Kathy Payne, CMC, City Recorder, St. Helens, Region 1 Director
Region I was hit pretty hard by the weather this winter. Many communities suffered severe
flooding. But being the resilient communities that we are, we are recovering.
We tried to have our annual holiday lunch in Tillamook but the weather and flooding did not
cooperate. We ended up having it at Camp 18 in Elsie just outside of Seaside. It was a pretty wet
day but we sure enjoyed the ornament exchange and the comradery with our peers. We will be
getting together this spring in Tillamook for a meeting.
For years, Scappoose has been trying to fund a new roof on the
Watts House and, thanks to staff getting a grant, the new roof is complete. James Grant
Watts, who was one of Scappoose’s founding fathers, is the namesake of the Watts
House Pioneer Museum which is a 1902 Victorian Home. The museum is open all year
on Saturdays from 10:00 a.m. to 2:00 p.m. with extended hours during the holiday
season. It is located at 52432 SE First Street, Scappoose. Come visit some local history!

Region II News
Margaret Reh, City Recorder, North Plains, Region II Director
Sue Ryan has informed us that the City of Newberg is currently recruiting for a City
Manager. The Council will be reviewing applications in March and conducting
interviews in April. A selection is expected to be made by June 2016.
Margaret Reh has notified us that the City of North Plains is having their annual City
Wide Garage Sale on Saturday, May 7, 2016 – You can hit 30+ garage sales within a
one mile radius! Come and check it out! You can make it a day trip and head on out
to Seaside afterward!
The City of Milwaukie has some exciting events coming up this spring. The Dogwood Dash 5K & 1K will be
held on Saturday, April 2 beginning at 9:00 a.m. For more information check out this link: http://

Then on Saturday, April 23 come participate in the Milwaukie Earth Day Volunteer Event from 9:00 a.m. to
noon. Details are still being worked on, but it will take place near the new pedestrian bridge over Kellogg
Creek. The dedication of the new bridge will also be part of the event. More details for this event can be

Region III News
Phyllis Bolman, CMC, City Recorder, Monmouth, Region III Director
On Saturday, February 20, Region III members, met for our
annual “meeting.” Instead of meeting in December, we opted
to meet in February. We met at the coast so that it was
easier for our coast members to attend. We met at The
Eventuary in Lincoln City for a Party and Paint! We definitely
had a lot of fun, made some new friends and created art! In
attendance from front to back & left to right: Peggy Hawker,
Lisa Figueroa, Ruth Post, Karin Johnson, Miki Valentine, Phyllis
Bolman, Judy Smith, Michele Eldridge, Carla Holzworth, and
Cathy Steere. We decided we would not quit our jobs to
become artists!
Several OAMR members have been in the Ford Institute Leadership Program. Judy Smith, Sodaville, is in the East Linn
Cohort. They are asking for help with their project. The East Linn Ford Institute Leadership Cohort has selected to install a
Multi-Use Sport Court in the new Soda Springs Community Center Park in the City of Sodaville as their Community Project.
This project will be completed in two phases. The first phase will be the construction of a functional concrete sport court
including nets and hoops. The second phase will be the purchase and placement of the rubberized tiles that will provide
safety for those using the sport court. The Sport Court will substantially help to meet such a widespread need for healthy
exercise, socialization and community bonding. Volunteers, materials and monetary donations are needed. $14,000 is the
current budget for the first phase of the project, which must be completed before tiles are placed. The information regarding

Hilary Norton from Halsey reports that the City of Halsey is honored to be a recipient of a $28,515 grant from the Oregon
Parks and Recreation Department Veterans & War Memorials Grant program. The City of Halsey is grateful for the
partnership of the American Legion Post 184. We also thank the Brownsville Community Foundation, the Central Linn Lions
Club, DLF Pickseed USA, Georgia Pacific, Grace Bible Community Church, the Halsey Shedd Rural Fire Protection District,
and the Spirit of the Valley United Methodist Church for their support for the project. The proposed project budget of
$36,145 also includes volunteer hours, community donations, in-kind donations, City contribution of labor, equipment and
funds, and a $500 grant from the Brownsville Community Foundation. The proposed project will involve removing the maple
tree from the park, installing a new circular seating area with benches, a new flag pole and lighting, and a new monument in
the center of the park. The unhealthy trees in the planting strip on the south end of the park will be replaced, and new
plantings will be added to the park. The goal for the new monument is to honor the service of veterans from the Central
Linn Community: Halsey, Brownsville, and Shedd, and the surrounding rural area. The proposed timeline would have the
monument complete in July 2017.
Tracy Davis has some exciting news to share… She has a new granddaughter! She is a leapling – born
on leap year day – February 29! Her name is Emerick Hadsall Johnson and her mom and dad are Brian
and Minda Johnson. This is the first baby for Tracy’s daughter and her husband.

Mary Dibble is also a proud new grandma! Grandson Judah, born
February 15 . He joins big brother Emmett, who is four years old,
and adjusting to no longer being the center of the universe with
varied success depending on the day and whether or not he is
hungry.

Region IV News
Carolyn Shields, CMC, City Recorder, Myrtle Creek, Region IV Director
Spring is around the corner and if you’re like me I want to say, “Good riddance winter and
hello spring!”
We are beginning to host our annual spring
clean up event in Myrtle Creek. This is
comprised of the residents throwing out old
appliances and furniture. The city crew comes
by and puts everything in a dump truck and
takes those discarded items to the county
landfill for no charge to the city residents. Here in Myrtle
Creek we have an excellent workforce that cares for one
another like family and it is a pleasure to work with each and
everyone.
OAMR Region IV will host an elections training in Roseburg on
April 22 at 1:30 p.m. The training will be presented by Douglas
County Clerk Patti Hitt and Douglas County Counsel Paul
Meyer. We will hold the training at the Roseburg Public Safety
Center located at 700 SE Douglas Avenue, Roseburg. All are invited and we will be hosting some of the
recorders from the coastal region. Some of us are new to overseeing city referrals during our election and this
will give us a chance to learn about the process before the November general election.
If you have a chance to work with Rural Development Initiatives, I would highly recommend their services to
your city. For a nominal fee, they will come in and evaluate your business community and come up with a road
map of vitality for a path to success. For small cities like Myrtle Creek, Riddle, Canyonville, and Glendale they
are a great resource tool to have in your toolbox.

Region V News
Deanna Casey, MMC, City Recorder, Central Point, Region V Director
I would like to welcome Winnie Shepard from Medford. Winnie has worked at the City of Medford
since June of 2005. She was promoted to Deputy City Recorder in June of 2015 when Karen
Spoonts took the position of City Recorder. She has enrolled in the
CMC program, become a notary and is learning the “ins and outs”
of her new position. Winnie has lived in Southern Oregon since she
was four years old. She has three children, four grandchildren, four
dogs, and four chickens. She enjoys traveling, reading and visiting
with friends and family. Everyone please give her a warm welcome at
Mid-Year and in September.
Region V is busy getting things lined up for the Annual Conference.
We can’t wait to showcase Ashland and the surrounding area while you are all here.
We have an elections training scheduled in March. I think there should be a good
attendance with the County Elections Official invited and several of the surrounding
districts. We all have items going before the voters in November so this should be a
good opportunity for all of us to learn a little more about elections before the big day
arrives.
Winnie Shepard
Central Point has a Planning Commission appeal going before the City Council in March. We are confident that the
Planning Commission made a sound decision regarding a Costco Conditional Use Permit. We are proceeding and
getting prepared for the appellant to take the decision to the Land Use Board of Appeals.
June will be a busy month in our area with the Rogue River Rooster Crow, and the Medford Beer Week.
Unfortunately, there will not be a Battle of the Bones in Central Point but we will have our big 4th of July Parade and
festivities.
I look forward to seeing everyone in Ashland in April and September for Conference.

There are not any significant items to report except that Julie Krueger, MMC in
The Dalles has taken the position of City Manager. I would like to take this
opportunity to thank her for everything she has done for OAMR over these
many years and for being such a valuable member of OAMR. I know for myself,
the couple of times I needed quick information or direction, she was always
right there, as I am sure she has been for many of you. I encourage everyone to
reach out and congratulate Julie and wish her well in her career.
With Julie’s new role as City Manager, we have another new face to welcome to
OAMR. Izetta Grossman has assumed the role of City Clerk and Administrative Assistant to the City
Manager. Izetta and I have communicated and she is really looking forward to meeting all of us at the
Annual Conference in September.
I hope that many Region VI members can traverse the miles and meet for an annual luncheon in May.
I am looking forward to seeing some of you at the end of the month in Ashland!
Region VII News

The sun is shining (sometimes), flowers are starting to bud and bloom, the grass is
growing and baby animals are arriving – HAPPY SPRING!!
There is not a lot of news to report for Region VII. We are organizing an elections
training in late April and have scheduled another training on July 27 in Island City
facilitated by Oregon State Social Security on wage garnishments, employer classification
and W2 filing using the state’s iWire program.
On a personal note, I am taking my two daughters to Puerto Vallarta, Mexico for a week the first part of
April. I’m so excited to spend time alone with my girls, and can’t wait to soak up some sun and just
relax.
I’m looking forward to seeing many of you at Mid-Year!

City Recorder Stephanie Borst from City of Vernonia joins us from Region 1!
Region II
Welcome to Aubrey Minear, Deputy City Recorder for the City of Hillsboro! Aubrey has been in her
current position since December 2015, and worked as a Support Specialist for the City Manager’s Office since
June 2015. Prior to that she worked for Marriott for nine years. A Marriott co-worker went to work for the
City of Hillsboro and could not say enough great things about it. Eventually, Aubrey says, she jumped ship to
figure out for herself why the co-worker thought the City of Hillsboro was so great. Aubrey says she was right!
Aubrey learned about OAMR from Amber Ames and Debbie Werner and is an IIMC member. When asked
what she needs most help with, she said she feels as though she is slowly learning what she needs and, although
she is not responding much to the listserv, she is watching and learning from it.
Aubrey was born in Colorado and moved to Oregon with her family (three brothers, no sisters) when she was
nine. She is married to her best friend from high school, and together they have a spoiled-rotten minidachshund puppy (he’s actually two, but he will always be her baby) named Dudley. She was just about to get a
Rottweiler in December, but none of her friends will watch a Rottweiler puppy and a mini-dachshund while she
goes to the OAMR and IIMC conferences! One day, she says, she will have a Rottweiler! Aubrey likes
anything outdoors – camping, hiking, target shooting, fishing (she got married on a deep sea fishing boat), wine
tasting, taking Dudley on walks, and making her husband grill dinner on the back porch while she watches. She
is very interested in anatomy/physiology and likes to work out and be healthy, although she says she LOVES
food (bacon).
Region III
Welcome to City Recorder Micki Valentine, City of Lyons!
Region IV
City Clerk Joyce Donnell from Lowell joined OAMR in February. She has been in her current position of
City Clerk since July 2015, when the position was created. Joyce was hired as the Utility Billing Clerk for the
City of Lowell in September 2010 and before that worked as a Registered Nurse for 20 years. When she
moved to Oregon, she started volunteering at Toketee Falls School on the North Umpqua and became an
Educational Assistant and later an Educational Assistant/Office Clerk.
Joyce learned about OAMR by looking at our website at the suggestion of her new City Administrator. When
asked what she needs help with most in her new position, Joyce said she wants to learn what she can do to
help her new City Attorney and learn the government requirements that are her responsibility. Joyce was
born and raised in North Dakota and lived in Wyoming prior to moving to Oregon in 2004. She is married
and has three beautiful girls. Her oldest is in the Air Force, stationed in Texas. Her second daughter died in a
four-wheeler accident when she was 14 years old, in 2005. Her youngest is 14 years old and a freshman at
Lowell High School.

Joyce enjoys being with her family, theatre, “fun” 5k runs, and going on adventures. She likes to volunteer, is a
Lowell School Board Member, the Coordinator for “Kidz Korner” at the annual Blackberry Jam Festival, a
Sparks Leader for a youth church program (AWANA), and the Coffee Connection Hostess at her church on
Sundays. Joyce recently went to Taiwan on a mission trip for 10 days in January, which she says was an
amazing experience.
Region V
Welcome to Winnie Shepard, City of Medford Deputy City Recorder/Assistant to the Mayor and City
Council. Winnie has worked for Medford for 10 years. In June of 2015, she was appointed to her new
position. Prior to working for Medford Winnie worked in the legal field.
Winnie learned about OAMR through Karen Spoonts. Karen has earned her Master Municipal Clerk
Certification and spent many hours teaching Winnie the ropes. Winnie said, “Who knew City Recorders did
so much? I don’t really know what I’ve needed the most help with; I’ve needed help with so much!”
Winnie has lived in southern Oregon since she was four years old. She has three children, four grandchildren,
four dogs and four chickens. She enjoys visiting with friends and family, reading, hiking, and traveling.
Region VI
Welcome to City Clerk Izetta Grossman from The Dalles and Administrative Assistant April Ott from City
of Bend!
Region VII
Administrative Assistant Bonnie Pickett, City of Shady Cove, became a member in February 2016. Bonnie
started with Shady Cove in September 2014. Prior to that, she worked in the health insurance industry for
seven years in customer service. She also helped her husband with their air-cooled-only Volkswagen auto
shop. She says she didn’t mind getting her hands dirty with him.
Bonnie learned about OAMR through City Administrator Aaron Prunty. Bonnie is a native Oregonian and loves
it here. She met her wonderful husband while on the job at an electronics company. They have been married
for 14 years and have a very spoiled cat.
Bonnie loves to read books, cross stitch, scrapbook, and occasionally make holiday greeting cards. She enjoys
camping at the beach. She and her husband are part of the Southern Oregon Philatelic Society, collecting
mainly US stamps. The only foreign stamps in their stamp collection have Volkswagens on them.

Records Management Committee Report
Scott Stauffer, Administrative Specialist II, Milwaukie
Since our winter report, the RMC met twice in Wilsonville and took up topics ranging from social media to the
ongoing review of the Records Management Manual (a.k.a. the Information Management Manual, or IMM). We look
forward to wrapping up the IMM review this summer and submitting it to the Board at Conference.
We’ve been busy tracking House Bill 4130 (HB4130) and proposed changes to Division 17 of the Oregon
Administrative Rules (OARs). As introduced before the Short Session convened, HB4130 would have set time limits
on record requests, established a daily fine of $100 for requests that exceeded 30 days, and capped what agencies
could charge; we are pleased to report that HB4130 has been amended and will not likely move much further in 2016.
The proposed changes to Division 17 of the OARs come from the State Archives and would allow electronic storage
of permanent records; this would be a major change and we will be sure to notify OAMR members should it be
approved – click on the links above for more information and… watch the listserv!

their diligence in tracking HB4130 and attending hearings in Salem!

We hope you’ve been selling the raffle tickets for the Region IV and
Region V basket that will be raffled off at Mid-Year. You don’t want to

Legislative Committee Report

The League of Oregon Cities provided a very good summary found in the March 4, 2016 LOC Bulletin for this short
whirlwind session, that I would recommend reading. As seems true for many previous sessions, public records came up
again. As the Legislative Committee Chair, I would like to thank the hard work of Scott Stauffer, Michele Eldridge, CMC,
Amber Mathiesen, CMC, Carla Holzworth, Karin Johnson, MMC, Linda Galeazzi, CMC, Shelia Cox, MMC, and Sue Ryan,
CMC. Between these passionate OAMR members in this outstanding group, HB4130 had several amendments introduced
on this bill that made it somewhat reasonable for cities in responding to public records requests. This bill as originally
introduced would have been a nightmare to cities.
This also leads me to encourage more members to join the OAMR Legislative Committee. With only two people originally
(Karin Johnson, MMC, and myself), and so many moving pieces in these sessions, it is virtually impossible for a two-person
committee to track what’s happening. We are now up to three members thanks to Linda Galeazzi, CMC, joining us. Please
consider joining, so we don’t let something slip through.
Another item I would like to bring your attention to watch this November is known right now as IP28. The group A Better
Oregon is confident that they will get enough signatures to get on the ballot for November. In a recent presentation by the
Tax Foundation, they had determined that this will cause Oregon to drop significantly in rating as a good economic
environment for development. They expect if this passes, that many businesses will be faced with laying people off, and
worse, have companies find other states in which to run their businesses. Their analysis should be available at their website
any time, so if it isn’t on there yet, keep checking. In the meantime, the websites provide some good background
information on these groups.
