Walter Jenkins Retires
There is a new product out from Armor
Screen Corp that can be used in lieu of shutters. As of right now, we have not had any
local contractor feedback on the product.
Following is a description of the product per
their website:
“Armor screen is a flexible transparent membrane designed to withstand even the strongest hurricane winds without rupture and deflect large or small missiles.
It is constructed of a technologically advanced,
lightweight fabric which is 95% solid and 5%
porous, allowing natural light and visibility

This product is passed and approved by Monroe
County and has been used in the Lower Keys
area. To obtain the N.O.A.’s on the screening,
you can go to the Miami Dade website at:

2007 Update to the Florida Building Code
Tracking charts containing the proposed code changes to the 2006 International Code as the foundation to the 2007 Florida Building Code, and
the Florida specific requirements currently existing within the 2004 Florida Building Code [FBC] along with agendas for the Technical Advisory
Committee meetings March 11-16,2007 in St. Augustine, to consider the
proposed modifications, have been placed online at

FEMA List
If your property is on the FEMA list and has been
issued a permit but your lender has sent you a
letter denying your mortgage due to inability to
obtain flood insurance you may have some reprieve.
Upon request, Monroe County will keep your
permit active until the Fema issue is resolved.
If your property was erroneously included on the
list, following are instructions on how to get your
property removed.
You will need to send 2 copies each of the following:
- Any aerials, biological surveys or other evidence
the owner may have as to the history and condition of the parcel.
- A statement as to whether the parcel contains any wetlands.
- If any clearing has been done on the parcel
since January 2005, a copy of all permits obtained for the clearing.
- A check for $100 for each parcel or block of
contiguous parcels to be reviewed made out to
Curtis Kruer, Consulting Biologist, to cover the
cost of the review.
-Owner’s name, property address and legal description, including real estate numbers
- A plat showing the location of the parcel
- A zoomed – out map of the island the parcel is
on, showing the parcels location.

Next Meeting of Contractors’ Examining Board
The Contractors’ Examining Board hearing scheduled for Tuesday, March 27, was
cancelled due to lack of a quorum.
The next meeting is scheduled for Tuesday, May 22.

New Members Welcome
We welcome all new members into our organization by
acknowledging them in our newsletter with a brief description of what services and products they offer.
This month we have two new members to welcome:
Chris Gratton and Paver Dave.
Chris Gratton, President, Keys Contracting Services, Inc. Chris has lived in Marathon for 23
years with his wife, Laura.
Keys Contracting Services began in late 2005. In
the construction industry since 1978 and have
been involved in the wastewater industry for 6
years.
Licensed General Contractor and Septic Tank
Contractor; specializing in Fla. Keys wastewater
systems.
Remodeling, docks, seawalls, concrete work, carpentry and finish work. We have designed
and installed residential, commercial, engineered
high performance designs, and cluster systems.
We perform the permitting and final approval
release from the Dept. of Health for our wastewater systems. Our crews perform in a neat,
clean, timely, and professional manner. That is
our specialty.
Paver Dave Inc. is a family owned and operated
business that covers the entire Keys from Ocean
Reef to Key West. They install brick pavers for
driveways, pool decks, patios, sidewalks, and
docks. In addition they also provide cleaning, sealing, and repair of all of the above. The business is
run by two brothers with Dave handling work
from the 7 mile bridge to Key West and John
handling the work from the 7 mile bridge to
Ocean Reef in Key Largo.

FKCA Dinner Dance
The annual FKCA Dinner Dance will be held June
16, 2007 at Sombrero Country Club.
In the past this has been a huge success. With
fabulous food, a live band, door prizes and limited
open bar it’s sure to be a great time for all who
attend. We will notify the members when tickets
are available for purchase.
Due to the overwhelming success we had with
the Golf Tournament in February, we have decided to plan another one for later this year.
We are hoping to have it sometime in October.
We will begin advertising once a date has been
set with the Golf Course.

Next Meeting
As a reminder the next members meeting will be Tuesday,
April 10, 2007 at noon in Key Colony Beach at the
Cabana Breezes Restaurant, 401 East Ocean Drive
Our guest speaker will be Bob Welch, Building Official for the City of Marathon.
The May 8th meeting in the Upper Keys has been cancelled.

Downstairs Enclosures
Recently the court’s past uphold of the statute of limitations
regarding downstairs enclosures has been Overruled.
Now the 4 year statute of limitations does not apply to any
issue regarding FEMA ( ie: downstairs enclosures) or to any
construction that can be deemed to be life threatening. The 4
year statute of limitations is still in effect for any other items.

Notification of Policy or Code Changes
The FKCA is currently working with Monroe County Building Official, Joe Paskalik to have a system in
place that gives us prior notice on policy or code changes or when changes in interpretation of codes
takes place. It is imperative that we are all kept informed and notified as soon as something new is imposed so we have time to prepare for these changes and avoid being penalized. Of course as new information is presented to the FKCA we will pass it on in future newsletters.
