SUE KNAPP RPA STAFF DISCUSSION Ms. Sue Knapp said that the Request for Proposals was announced for the Job Access and Reverse Commute (JARC) grants which help low income individuals to receive public transportation not otherwise provided, and the New Freedom (NF) grant which assists individuals with disabilities with transportation needs. Three proposals were received (one JARC and two NF), which were reviewed by a Selection Committee (John Naylor representing the TPO Executive Board, Tommy Parsons representing the Human Services Coordinating Committee, and Karen Rennich, TPO Staff). The JARC application, submitted jointly by the Chattanooga Area Regional Transportation Authority (CARTA) and Southeast Tennessee Human Resource Agency (SETHRA) is for three programs: (1) to extend public transportation to communities which are not on the main lines for the CARTA bus service including Alton Park, Golden Gateway, North Brainerd, Eastdale and East Brainerd; (2) continuation of transporting children for child care when it would be real financial and time burdens for the parents to do so; and (3) travel training services for people with disabilities teaching them how to access the different modes of transportation. New Freedom applications include: (1) a joint application by CARTA, SETHRA and Special Transit Services (STS) to provide personnel for the Mobility Management Services; and (2) application by STS to provide travel vouchers for individuals who do not qualify for any other assistance for transportation. The combined cost of the three proposals equals the amount of the grant, and the three proposals are recommended by the Selection Committee. KAREN RENNICH RPA STAFF DISCUSSION Ms. Karen Rennich said that this is a continuation of the existing Memorandum of Understanding (MOU) between the Chattanooga-Hamilton County/North Georgia TPO and the Greater Dalton Metropolitan Planning Organization. This is regarding Catoosa County where the majority of the Urbanized Area is in the Chattanooga TN-GA Urbanized Area. When the 2000 Urbanized Area boundary was released (Census Bureau), a portion of the Dalton-Whitfield GA urbanized boundary extended into Catoosa County. With the 2010 census release of the Urbanized Area boundary (Spring 2012), there is still an extension of the Dalton-Whitfield GA urbanized boundary in Catoosa County. Ms. Rennich said that she has had discussions with representatives of both the Greater Dalton Metropolitan Planning Organization (representatives have signed a reaffirmation of the MOU) and Catoosa County (Mr. Mike Helton, Catoosa County Manager), and they have both agreed to continue the agreement whereby transportation planning for that urbanized area (portion of Catoosa County which is in the Chattanooga TN-GA Urbanized Area) to continue being done by the Chattanooga-Hamilton County/North Georgia TPO as it has for the past ten years. MELISSA TAYLOR RPA STAFF DISCUSSION Ms. Melissa Taylor said that the Strategic/Long Range Planning Division (SLRP) is handling the Chattanooga Area Green Trips grant. This is an encouragement and education program that will also track trips by people who are using forms of transportation other than a single-occupancy vehicle, and encourage other types of work-related options (e.g. telecommuting). The $600,000 grant was awarded by TDOT in Fall 2011 and the “Notice to Proceed” for a funding obligation was received in June 2012. A Selection Committee evaluated and scored the two proposals received (see meeting packet for Selection Committee members and Selection Process table), and chose RideShark as the preferred vendor who met all of the requirements of the RFP and is able to carry out the project as requested and comply with the requirements for Federal Congestion Mitigation Air Quality (CMAC) funds (which pass through the State of Tennessee). Ms. Taylor said that the proposals were previously emailed to TPO members, that they are available on the RPA/TPO website (see meeting packet for web link), and copies were available at the meeting or by request. Ms. Taylor said that the TCC was being asked for a recommendation to approve a contractual agreement with RideShark to be presented to the TPO Executive Board on December 18, 2012. Responding to questions, Ms. Taylor said that the City of Knoxville has been running a similar program for six-eight years, that several other MPOs have similar programs, and that CMAC funding identifies these types of programs to be very beneficial in getting people to think about transportation choices. She said that the funding was awarded for three years, and this is a full implementation three-year pilot program with completion expected in Nov/Dec 2015. Ms. Taylor said that the Chattanooga Green Trips grant allows for the hiring of a full-time Green Trips Coordinator and she introduced Ms. Jenny Park who is assuming that position. Ms. Betsy Evans, SLRP Senior Transportation and Air Quality Planner, will have oversight responsibility for the project. MELISSA TAYLOR RPA STAFF DISCUSSION Ms. Taylor said that TDOT provides the TPO with a list of projects for local prioritization at the end of every year. She referred to the following sheets in the meeting packet and requested TCC action: (1) List Provided by TDOT (Blue Heading). Ms. Taylor said that this list provided by TDOT (each section divided by fiscal year) was for a “recommended ranking” by TCC members (by section), and that “Projects Totally Funded” did not need to be ranked. Ms. Taylor requested, if more than one representative was in attendance at the meeting from a jurisdiction/agency, that the representatives work together and offer only one ranking. Ms. Taylor said that it would be helpful for everyone to write the jurisdiction/agency name at the top of the sheet, and the deadline was at the end of the day (November 13, 2012). Responding to a question, Mr. Scott Medlin (TDOT) said that the Chattanooga SmartWay ITS Expansion project is an extension of the existing ITS with additional cameras and other infrastructure for monitoring roadways and detecting when and where congestion occurs. (2) 2025 Tier of the 2035 LRTP (Red Heading). Ms. Taylor said that a “write-in” page was offered to TDOT in the past (but not ranked) because projects were discussed that were not on TDOT’s list. However, some of the projects could not be considered to move forward because they were not in the Long Range Transportation Plan (LRTP). This year, projects are being provided to the TCC which are not on TDOT’s list, but are in the 2025 Tier of the 2035 LRTP. Ms. Taylor said that these projects did not need to be ranked, but the TCC members were being asked to highlight any (or all) of the projects which they considered to be a priority. These desired priority preferences will be sent to the TPO Executive Board to consider for submittal to TDOT (December 18, 2012). Responding to a question, Ms. Taylor said that the first step for a “new” project is to get it into the new 2040 Regional Transportation Plan. ITEM #6. 2040 REGIONAL TRANSPORTATION PLAN December 18, 2012 MS. MELISSA TAYLOR RPA STAFF DISCUSSION Referring to an updated Project Sheet in the packet, Ms. Taylor said that the “Call for Projects” for the 2040 Regional Transportation Plan (RTP) is an important key part of the process to develop the “needs” and fiscally constrained projects lists. She said that the October 31, 2012 deadline for submitting potential projects for consideration into Survey Monkey was extended until 12:00 p.m. (Eastern) on November 14, 2012 to accommodate some TPO members, and an Excel sheet will be created which can be shared with TPO members in the future to assist with this process. Ms. Taylor said that a summary of all of the public input activities which have been held to date was included in the meeting packet. The final Performance-Based Measurements (Goals and Objectives) information was included in the packet (with the TCC’s recommendations), and it was approved by the TPO Executive Board on October 16, 2012. A Performance-Based Measurements workshop is planned for January 29, 2013, and invitations will be sent by the Staff. TPO members will be provided with a web link to review the 2040 RTP draft chapters as they are developed. This is in lieu of sharing draft chapters in TPO meetings, because it has proven difficult for the chapters to be written when some of the analyses have not been completed. Minutes Prepared by Chattanooga-Hamilton County Regional Planning Agency Page 6 An updated 2040 RTP “schedule” was included in the packet reflecting that the review of some chapters has been moved out to January 2013, some public meetings have been moved out to later dates, and the ending point of the plan has not change. Regarding the Travel Demand Model, Ms. Yuen Lee said that the Consultants, Kimberly-Horn and Associates, Inc., have done an excellent job in a short six months, and she is currently awaiting approval from TDOT. Mr. John Bridger said that the development of the 2040 RTP is a complex process and thanked everyone for their participation and continued support. He said that, in addition to posting the plan chapters on the RPA/TPO website, key factors will be reviewed with the TPO members by the Staff during chapter development to ensure that questions are answered along the way. Mr. Bridger inquired whether or not there were any questions or concerns at this point in the process, and there were none. OFFICIAL NOTICE OF 2012 ANNUAL OBLIGATED LIST OF PROJECTS FOR LOCAL AND STATE GOVERNMENTS WITHIN THE TPO AREA (TENNESSEE, GEORGIA, AND CHATTANOOGA AREA REGIONAL TRANSPORTATION AUTHORITY [CARTA]) Ms. Melissa Taylor MS. BETSY EVANS RPA STAFF DISCUSSION Ms. Betsy Evans reviewed details of the document in the meeting packet containing a brief introduction and the actual Annual Obligated List of Projects for Fiscal Year 2012. She said that federal legislation requires the TPO to share and publically advertise this list every year, which includes Tennessee, Georgia and Chattanooga Area Regional Transportation Authority (CARTA) projects. The list includes local, state and transit projects obligated in FY 2012 (October 1, 2011 through September 30, 2012). The term “obligated” means that the federal agency (FHWA or FTA) has authorized the project (or portion of the project) and funds have been approved for reimbursement. There were no questions or comments. ITEM #8. SPECIAL PRESENTATION STATE ROUTE 8 (US-127): FROM STATE ROUTE 27 TO PALISADES DRIVE December 31, 2012 MR. STEVE ALLEN TDOT DISCUSSION Mr. John Bridger invited Mr. Steve Allen, Director, TDOT Project Planning Division, to introduce the TDOT representatives who were present at the meeting, and thanked them for their attendance and participation. Mr. Allen said that he was pleased to see that the TPO is going through the ranking process for the 2012 Priority List of Projects, and that TDOT Commissioner John Schroer believes in partnerships between local officials and agencies. He said that the TPO’s ranking will be used by TDOT as part of their overall project prioritization, and TDOT is currently in the process of prioritizing all of the projects for consideration in TDOT’s three-year program (looking at projects and rankings for eleven MPOs and RPOs). Mr. Allen said that TDOT was requested to look at State Route 8 / Signal Mountain Boulevard, and that ARCADIS (a local engineering firm represented by Mr. Clint Butler at the meeting) was hired. Mr. Allen said that he would be presenting the resulting Technical Report (copy attached), which differs from a typical Transportation Planning Report (TPR), and looks at the actual options which might be considered. Recapping the statistics, Mr. Allen said that the route (SR 27-Suck Creek to Palisades Drive) is not expected to have much growth in traffic by 2031 (2011=12,000/day; 2031=12,460/day). The Level of Service (LOS) D (measure of driver comfort) is acceptable in an urban area, and is expected to remain at LOS D. The calculated Crash Rate of 2.166 is lower than the statewide average Crash Rate of 2.419 for any facility with the same characteristics (2-lane roadway with this classification). The Crash Rate is based on a complex calculation involving the number of crashes/year per million vehicles, and the study area does not have an overall Crash Rate issue. Minutes Prepared by Chattanooga-Hamilton County Regional Planning Agency Page 8 Mr. Allen reviewed options shown in the Technical Report for the project (reconstructing the existing roadway, new route utilizing the W Road, and spot improvements [right-sizing project]). He gave positive and negative impacts for each option (including photographs), invited input and responded to questions. Mr. Allen said that environmental issues were identified and would need to be addressed. He said that some endangered species could possibly be threatened, Shoal Creek is on the Tennessee Department of Environment and Conservation (TDEC) List of Impaired Waters and Exceptional Tennessee Waters List, pyritic rock (hazardous material) could be an issue, but no impact is expected on historic property, wetlands, floodplain, or superfund sites. Mr. Allen said that it is his recommendation to the TPO TCC that they recommend to the TPO Executive Board that the spot improvements be done, but said that this option may not be desired by the community or the TPO. He recommended that the project be added to the Long Range Transportation Plan, and Ms. Melissa Taylor said that this project is currently in the Long Range Transportation Plan. Responding to questions regarding the possibility of a totally new road, Mr. Allen said that the road exists where it does today because of drainage and that the W Road is the alternate route. Mr. Allen said that he would look at an alternative route to get up the mountain from US 127 which was suggested at the meeting, but that building a new (additional) road at an estimated cost of $100M (in addition to the $75M cost of widening the existing road) would basically double the cost to keep both roads, and be very difficult in today’s budget scenario given the issues. Mr. Allen said that TDOT’s maintenance budget is typically cut every year, and that these issues are pretty big for the regular maintenance forces. However, he said that TDOT will be available to address issues should future events occur. CONCLUSIONS Mr. Bridger thanked Mr. Allen for the presentation and everyone for their input. She said that Project Fact Sheets are a new way for Staff to better convey information on individual projects, and they will be included in the future. Ms. Karen Rennich said that the staff report item for the Georgia Adjusted Urbanized Boundary (Catoosa, Dade and Walker Counties in Georgia) was added to today’s TCC agenda at the last minute and was not advertised as a TPO TCC action item for today. Ms. Rennich said that she would be happy to receive any questions or input before the Resolution goes to the TPO Executive Board with request for approval in December 2012 (the draft Resolution was contained in the meeting packet). Ms. Rennich said that there is the opportunity to smooth (adjust) the Urbanized Boundary that was released in Spring 2012 (Census Bureau) which had a GDOT deadline the first of November 2012. Adjustments might include items which are identified by a local jurisdiction or elected representative which are not coming from the census (e.g., irregularities in picking up bridges or looking at interchanges), and these are minor adjustments being made for Dade County (maps included in packet). Ms. Rennich said that she spoke with Dade County Executive Ted Rumley and two other Dade County Commissioners during the week prior to the TCC meeting, and she believed that they found the proposal to be acceptable. Ms. Rennich spoke with Mr. Mike Helton, Catoosa County Manager, and he found the adjustments to be acceptable with the understanding they do not change the TPO reimbursement from Georgia counties. Ms. Rennich received one question from a representative of Walker County and responded. She said that these adjustments have been sent to GDOT, a Resolution will be presented to the TPO Executive Board with request for approval on December 18, 2012 and then sent to GDOT, and that Ms. Krystal Harris (GDOT) was available at the meeting to answer any questions. Ms. Rennich said that the TCC had just recommended approval by Resolution for the Catoosa County related MOU (Agenda Item #3), there will be further discussion regarding the Urbanized Area boundary for Tennessee and its jurisdictions, and there have been discussions regarding the possible extension of the Planning Boundary for Dade County (Staff will provide additional information about this matter to Dade County Executive Ted Rumley and Dade County Commissioners). This agenda item is for the smoothing (adjustment) portion of the Urbanized Area boundary change, and Staff hopes to address the Planning Boundary portion in late winter/early spring (2013). Dade County Executive Ted Rumley said that he did not have any questions but, although Ms. Rennich stated that representatives of Dade County agree (with the above), he would like the record to show that he and the Dade County Commissioners do not agree with the Census Bureau numbers. County Executive Rumley said that, although this may be the way it is, the Dade County Commissioners are in discussion with the Governor (of Georgia) regarding this matter. Ms. Rennich said that she is aware that County Executive Rumley and the Dade County Commissioners do not agree with the Urbanized Area extension (boundary) put out by the Census Bureau. Ms. Rennich said that, although it does not look as though there is an opportunity to rebut the proposal, Staff has delayed the Planning Boundary to give Dade County elected officials the opportunity to further review this matter. Mr. John Bridger said that Staff has a job to do in order to meet TPO objectives and the record will be noted with the comments made by County Executive Rumley.
