Call to Order of the Bicyle/Pedestrian and Trails Advisory Committee Chairman Hann called the meeting to order at 5:33 p.m. Item 2. Approval of Minutes – August 20, 2012 Motion by Siegman, second by Gulliver to approve the August 20, 2012 meeting minutes. Hearing no objections the motion passed unanimously. Item 3a.Bicycle and Pedestrian Mobility Plan - RPG Mr. Blanton, from Renaissance Planning Group, provided an overview presentation of the Bicycle and Pedestrian Mobility Plan. Mr. Swearengen, from Renaissance Planning Group, presented the Mobility Plan status report and facility maps. He asked for members to review the maps and provide feedback by November 5, 2012. Mr. Hann asked if there was a minimum size for trails to be included on the maps. Mr. Swearengen responded there were no minimum trail sizes. Mr. Woolwich asked if different layers of maps would be provided for the various trails. Mr. Swearengen replied yes, overlay map layers would be provided. Mr. Hann commented the EELS trails were not indicated on the maps. Mr. Blanton asked for members to review the maps and provide feedback to correct any missing or incomplete data such as the missing EELS trails. Ms. Twigg inquired what type of cycling groups this information is being provided for. Mr. Swearengen responded the goal was to appeal to all bicyclists. Mr. Woolwich asked that connections with surrounding counties be indicated on the maps. Ms. Carter stated FDOT is planning US Bicycle Route 1. Mr. Swearengen replied US Bicycle Route 1 is included in the vision plan. Ms. Carter stated identifying every bridge is essential information for bicyclists. Ms. Twigg asked why Tropical Trail wasn’t identified on the maps. Ms. Gillette responded the trail must meet FDOT trail guidelines to be included on the map. BPTAC January 28, 2013 Page 2 Mr. Woolwich inquired if kayak and boat routes that synchronize with cycling trails would be indicated on the maps. Mr. Blanton replied yes those could be included if the local governments provided the information to RPG. Mr. Siegman inquired if national or state standards exist for bike path signage. Mr. Blanton responded yes, Florida has uniform standards, but some flexibility is allowed. Ms. Gillette asked that all map corrections, questions, and comments be sent to her and she will forward to RPG. Mr. Swearengen provided a summary of the plan steps and stated getting the maps absolutely correct is the critical first step. He asked for map feedback by November 5, 2012. The BPTAC Steering Committee will meet in early December to identify gaps and facility needs, with the system plan being presented in early December. A public workshop is anticipated in late January which will provide feedback on projects for the system map and help guide project prioritization. A BPTAC meeting to discuss project prioritization will be scheduled for February or March, 2013, with the TPO Board presentation in April, 2013. Item 4. Staff Report Ms. Smith reported the BPTAC Education Award was changed to the Valerie Harville Education Award with a presentation to Ms. Harville at the October TPO meeting. The EELS program organized a very successful group trail ride in September. They plan to provide more organized group rides in the future. The Brevard Mountain Bike Association helped with the EELS group ride and intends to participate in BPTAC meetings in the near future. The International Walk to School Day event was held on October 3, 2012, with Brevard County representing 42 of the 83 participating schools in District 5. The Commit to be Fit program kicked off on October 3, 2012 with 10 schools participating. Tropical Elementary in Merritt Island is seeking a grant for a Safe Routes to School project. Joan Carter is hosting a Walking School Bus program workshop in December in Volusia County. Ms. Smith advised members that painting arrows on public roads for bicycling events is not allowed by State Statute. The County Traffic Engineering Department will work with us to see what can be done for bicycling event markings. Ms. Gillette reported FDOT and Kimley Horn provided a workshop on the A1A multimodal project on October 17, 2012. The workshop provided a corridor study presentation, including information on the Complete Streets project, intersection improvements and access management. The Pineda Bicycle Access Pilot Program construction project was put out for bid in September, but received no response. FDOT is addressing the issue by clarifying the bid and resubmitting the advertisement. A consulting firm has been hired to provide public outreach and flyers for the Pineda Pilot Program project. Ms. Holt reported Brevard County Parks and Recreation is starting construction of the Zoo Trail segment from Wickham Road to the southern border of the Brevard Zoo. FDOT Secretary Prasad met BPTAC January 28, 2013 Page 3 with Commissioner Fisher, Mayor Tulley and Bob Kamm on October 10th to discuss the Space Coast Loop Trail which includes the Rail Trail and the KSC Loop Trail. New DOT applications have been submitted for future funding of all segments of the 55 mile Space Coast Loop Trail which is almost entirely in Brevard County. Item 5. Public Comment Mr. Chamberlain stated he would like to set up a meeting with the County and TPO staff regarding two concerns: 1. Right of way issues on Hacienda Road 2. The bridge over I-95 at Fox Lake Road is hazardous for bicyclists Mr. Hann suggested taking pictures of both sites prior to the meeting. Ms. Gillette replied the County is aware of the Fox Lake Road bridge situation. A pedestrian bridge is needed but the funds are not available at this time. Ms. Twigg stated she would like to host a Bicycle Savvy Course and asked for contact information. Ms. Smith responded she could provide that information. Item 6.
