Bright Beginnings is a nationally accredited child and family development
center dedicated to homeless infants, toddlers, preschoolers, and their
families living in the District of Columbia.
The effects on young children, who bear the brunt of homelessness, are
particularly harsh. By providing early learning experiences and comprehensive
case management, Bright Beginnings allows parents to focus on the family’s
crises. We mitigate the effect of homelessness on young children by providing
nutritious meals, a safe haven, stability, routine, and loving care.
Extreme poverty increases the likelihood that a child will fail academically and
can pose huge setbacks to early childhood development. By providing the
appropriate services and resources, Bright Beginnings addresses the complex
needs of homeless children and helps them overcome the array of economic and
developmental barriers they face.

The President
Dear Friends,
With the increasing number of homeless families living in the District of
Columbia, Bright Beginnings’ ability to serve more children remains a number
one priority. Our key goals are to continue to build the Evening Care Program
and open a second center in Ward 7 or 8, where the unmet needs of young
children and underserved families are greatest.
With the opening of a second center, Bright Beginnings will take a major step
toward fulfilling our goal of serving 25 percent of all homeless children ages
six weeks to five years of age in the District of Columbia. Bright Beginnings
has taken major steps in facilitating the success of its current strategic plan.
Expansion efforts and securing the necessary funding for this endeavor have
been at the forefront of our agenda.
As I consider what Bright Beginnings has accomplished during this past year,
I realize it would not have been possible without the tireless efforts of Bright
Beginnings staff, board of directors, volunteers, and friends. This past year,
support for Bright Beginnings has increased
exponentially, including support from
foundations, the government, and community
entities. This is a true testament to the
validity of the work of Bright Beginnings.
Thank you to all who have made this growth a
reality.
We look forward to continued success in the
upcoming year. With the continued vision and
leadership of the staff and board of
directors, and with the support of our
generous supporters, I feel confident that
Bright Beginnings will remain on very stable
footing and will realize our future goals for
homeless children and families in the District
of Columbia.

Executive Director
Dear Friends,
For the past 17 years Bright Beginnings has been a leader in providing
quality early learning experiences and services for homeless children and their
families in the District of Columbia. As we continue to reach our goals and
fulfill our mission, we strive to maintain excellence in our field and offer
integrity in our work.
Over the past year, the staff at Bright Beginnings has consistently overcome
barriers and continues to strive for excellence in the workplace. I would like to
thank the Board of Directors and staff for all that they do and for being the
staple of this organization. I truly appreciate your dedication and commitment
to the mission and to the families whom we serve.
I would also like to take this opportunity to thank the community and all of our
sponsors. Bright Beginnings would not be here without your loyalty and
generous support. It is only through creative collaborations and innovative
strategies that we can find ways to break the cycle of poverty and help end
the mindless suffering of so many.
This is such an exciting time for Bright
Beginnings. As we look to expand into the
Southeast section of our city, we find that
the commitment and solidarity of our

BBI Friends
Dear Friends:
In a very real way, the success of this
wonderful organization we affectionately
call “BBI” is a testament to its dedicated
volunteer leadership — both past and
present.
Bright Beginnings Friends was created to
keep that dedicated volunteer leadership
engaged and involved in BBI long after their
board leadership has ended. A volunteer-run
group consisting of former BBI board
members, BBI Friends took shape almost
18 months ago during a casual conversation in which active BBI members
enthusiastically explained BBI’s latest accomplishments to a few members
from BBI’s very early years. That grew into an ad hoc advisory group, a few
informal update gatherings, and a “re-welcome” event hosted by Carter and
Melissa Cafritz that brought together former and current BBI board
presidents and members to socialize, learn about BBI’s strategic plan and
programs, and discuss a framework for this little gem of an institution.
Looking forward, we’re hoping to make BBI Friends a home where all former
board members feel welcome and informed about BBI. Each year BBI Friends
will collaborate with the active board to identify an essential “niche” that we
can play in continuing to contribute to BBI’s success.
If you haven’t yet had the chance to re-engage through BBI Friends — now is
the time! We look forward to reconnecting with all “old” board members and
re-introducing the organization to the community. There is a Friends’ listserv
you can join, and we are delighted at the enthusiasm and commitment within
BBI Friends as it works to enhance BBI’s mission.
Thank you for helping to make so much happen at BBI. There’s a lot to
celebrate and a lot more exciting work on the horizon! You can help make it
happen for BBI — yet again — through BBI Friends.

2007 Highlights
At A Glance
 Numbers Served. Bright Beginnings served 181 young homeless children
from 120 families (many siblings attended).
 Average Demographics. In 2007, the average Bright Beginnings parent
was a 31-year-old, African-American single mother with three children,
living in an emergency shelter. The average monthly income was only $751
(food stamps included). Ninety percent of parents were single mothers and
only 41 percent had their high school diploma or GED.
 Plans for Expansion Continue. Bright Beginnings is in the initial phases of
expanding to Southeast D.C. The second center will serve an additional
100 children.
 Tracking Project Begins. Bright Beginnings has contracted with Child
Trends to conduct a tracking project of our graduating children.The
results will provide statistical information to illustrate the long asked
question: How do Bright Beginnings students fare academically compared
to their peers once they enter the D.C. public school system?

Program
Bright Beginnings’ Educational Program* establishes the proper foundation for
children to overcome the learning barriers inflicted by homelessness. With
seven classrooms, trained teachers, and a research-proven curriculum, children
are exposed to positive learning environments that encourage them to reach
milestones and emphasize literacy development.
2007 Highlights

 Bright Beginnings provided a nurturing and educational environment to
181 young homeless children.
 The entire Pre-K Incentive Classroom graduated. All children entered their
new school with file folders explaining how they best learn and describing
any delays or disabilities that need support.
 Social workers held the first annual Transition Open House where parents
of graduating children learned of neighborhood schools, questions to ask
the new teachers, what to look for when touring schools, scholarship
opportunities for private schools, and a detailed checklist of application
deadlines and all paperwork necessary for enrollment.
 The results of Bright
Beginnings’ participation in the
2007 Head Start National
Reporting System showed
improvement in every area:
90 percent to 96 percent in
Understanding Spoken English,
47 percent to 67 percent in
Vocabulary Skills, 16 percent to
42 percent in Letter Recognition
and 37 percent to 67 percent in
Early Math Skills.
 Curriculum enrichment was
provided by Wolf Trap Institute
for Early Learning Through the
Arts, Center for Inspired
Teaching, JumpStart, Inner City
Inner Child and the Junior League
of Washington.

Therapeutic Services
Services
The health services offered by Bright Beginnings ensure all children have upto-date medical examinations, physicals, immunizations and screenings,
including hearing, vision, dental and lead. Therapeutic services detect a child’s
possible learning delay and/or disability. All children are screened by the
therapeutic service team within 45 days of enrollment. The team consists of
two social workers, a child psychologist, a speech pathologist, and an occupational therapist.

 Through collaborations with
community partners, all
181 children received free
hearing, vision, dental and
lead screenings.
 Bright Beginnings provided
therapeutic services for
23 children detected as having
developmental delays.
 All 23 children are progressing toward age-appropriate developmental
milestones.
 Bright Beginnings launched a play therapy program for children with social,
emotional, and behavioral problems. Through play with dolls, sand, and art,
young children are able to express their emotions and feelings, which
better enables Bright Beginnings’ licensed professionals to create
therapy plans that best support the child.
 Community partners include: Healthy Babies Project, Women’s Center,
Gallaudet University, AmeriGroup Mobile Outreach Unit, Dr. Bear’s
Express Mobile Immunizations Unit, D.C. Rape Crisis Center, Prevention of
Blindness Society, Department of Health DC Hears, D.C. Lead Poisoning
Program, and Capitol Hill Dental Associates.

Services
Bright Beginnings’ on-site social service
team addresses the root causes of
homelessness through comprehensive
counseling and case management.
After addressing a family’s basic needs of
food, shelter and clothing, the family service
staff assesses the personal, environmental
and societal causes of the family’s
homelessness. The social service team
consists of two social workers, a family
health specialist, a child psychologist,
a speech pathologist, and an
occupational therapist.
2007 Highlights
 25 families attained permanent
housing.
 23 families moved out of shelters
and into transitional housing.
 102 back-to-work/job readiness referrals were made.
 10 parents enrolled in GED courses.
 58 parents found employment.
 Parents volunteered more than 1,000 hours toward their child’s
educational activities held at the center.
 The Parent Policy Committee, comprised of three elected parents,
played an active role in BBI’s policies regarding programs and
budgets.
 Community partners include: CosmoCares, Perry School Community Service
Center; Martin Luther King, Jr. Library; Washington Area Women in the
Trades; Hyatt Regency Washington Hotel; Suited for Change; and Strive DC.

Evening Care
Program
Bright Beginnings is entering the third year of its evening care program, which
was established in November 2005. Evening care operates from 3 to 11:30 p.m.
and primarily accommodates single mothers working nontraditional hours,
taking night courses, or participating in evening training classes. This program
is staffed by an evening care program manager and three evening teachers.
2007 Highlights
 40 children were provided with an educational,
safe, loving environment from 3:00 – 11:30 p.m.
 29 parents were able to work in the evening or
attend school — bettering their family’s living
circumstances.
 Four families paid for services on
a sliding scale, while the other
25 received scholarships and paid
no fees.
 All children received a warm dinner,
an evening snack and a safe, peaceful
place to rest.
 All of the high-quality day programs
were successfully replicated to fit
the needs of the evening care
families. Programs include education,
health and therapeutic services and parent support services.
 Recruitment partners for the evening care program include: Union
Coordinators for D.C., Verizon, U.S. government offices, area universities,
Career Blazers, emergency shelters, and transitional housing units.
 Employers of parents enrolled in the evening care program include: CVS,
Giant Foods, Whole Foods, Safeway, Verizon, and Children’s National
Medical Hospital. Other parents are employed as waitresses, retail
workers, security guards, janitors, and medical assistants.

Contributions
Bright Beginnings relies heavily upon volunteer support to provide critical
program support. Volunteers contribute their time by providing extra hands in
the classrooms, reading to children, hosting book drives, hosting family
literacy dinners, and offering their professional expertise in the fields of
financial literacy, accessing legal support, nutrition and exercise, and improving
self-esteem.
Bright Beginnings provides more than 24 hours of professional staff
development to ensure that all staff are incorporating best practices.
Bright Beginnings has been able to expand professional development to all of
the executive staff. Through a contract with ISIS Associates, group and oneon-one professional development meetings occurred throughout the year on a
monthly basis.

Bright Beginnings received support from 35 new sources this fiscal year and
more than 150 new individuals in the community. Together with renewed
support from the community, Bright Beginnings had one of its most successful
years yet. We are also pleased to report that 88 percent of funds donated to
Bright Beginnings went directly to program services!

Looking Ahead To
Our Second Site
Four years ago Bright Beginnings
embarked on a new set of
strategic directions that included
expanding our services to the
community. Our first major
expansion was establishing the
evening care program in 2005.
Our next step is even more
exciting: Based on the
demonstrated need, our Board of
Directors approved an expansion
to East of the River, where we are
planning a new center that will serve 100 more infants and toddlers! With this
move, we take a major step toward fulfilling our five-year goal of serving
25 percent of all homeless children ages six weeks to five years old in the
District of Columbia.
You’ll hear more about this expansion in the coming months, but our new center
will provide all the services that are at the core of Bright Beginnings, including:
 Our Education Program centered on the High/Scope approach to learning,
which we have found to be effective in helping children who struggle with
traumatic and challenging personal issues.
 Our Therapeutic Program to provide on-site therapeutic services for
developmental delays.
 Our Family Services Program to assist homeless parents in identifying
personal challenges, setting goals to overcome them, and working toward
self-sufficiency.
 Our Evening Care Program to offer parents affordable child care during
the evening while they explore a wider range of job opportunities.

the bigger and better things Bright Beginnings has in store looking forward.
