VILLAGE OF ISLAND LAKE
Fall 2016 NEWSLETTER & RECREATION GUIDE
Sept-Oct-Nov
From the Mayor’s Desk
In my conversations with many residents, the condition of our roads usually comes up. This makes it a good topic
for this edition of our newsletter.
How many miles of road do we have in the Village? About 38. Not all of them are in bad repair—although if the
rough roads are in your neighborhood, it probably feels like it to you. Public Works Director Brian Bartnick is
working on a plan to prioritize road work in the Village, putting the roads in the worst condition first.
Last year we resurfaced 1.6 miles of streets in the Fox River Shores
subdivision. The cost for that project—repairing and resurfacing Hale
Lane and Newport Court—was $336,000. Brian estimates that grinding
and paving costs approximately $250,000 per mile. As you can see,
repairing and resurfacing roads is expensive.
A section of East Burnett was resurfaced this year and a section of West
Burnett will be resurfaced due to a water main project. The Village
purchased a new piece of equipment to grind out the rough sections of
the roads that will allow us to do better quality patching of bad spots.
Our Public Works Department, with the generous help of neighboring townships, has been able to do some
repaving at a big savings. This year we will be resurfacing Northern, Elm, Poplar and Park—made possible by
a grant from the Lake County Community Development Block Grant (CDBG). We have applied for a McHenry
County CDBG for next year.
How do we pay for road work? We receive about $205,000 per year from the State in the form of Motor Fuel Tax
(MFT) and the grants I mentioned. The rest of the money for road work comes from the Village’s general fund
budget.
Some of you have suggested a special road fund assessment. But I don’t feel it is needed at this time because I
believe we have a good plan to bring our roads up to par. It won’t happen overnight. Please bear with us through
the process. We will continue to pursue grants to lessen the burden on you as taxpayers and on the Village
funds.
A few notes on other subjects… First, the children are back in school. Please look out for them as they wait for
buses. Next, thank you to all of you who came to our 4th of July parade and picnic, concerts in the Park and
Lakefest. It was a shame that the fireworks were rained out on the regular Saturday night but the display on the
rain date the next day was great.
Finally, I encourage you to attend Village Board meetings on the 2 nd and 4th Thursday of the month at 7:30 p.m. to
ask questions and provide feedback. We have a public comment sessions early in the meeting and near the end.
Have a great Fall!

School is back in session! When you leave for work in the morning, watch for children out waiting for
school buses. When Daylight Savings Time ends on Sunday, November 6, please be extra vigilant as it will be dark when children are out
at bus stops.
A special thank you to Connie Mascillino who coordinated Island Lake’s
first National Night Out, held on August 2, and thanks to everyone
who participated including Mayor Amrich, Clerk Georgine Cooper, Mike
Mascillino and Trustees Mark Beeson, John Burke, Sandy Hartogh. Public Works Director Brian Bartnick
brought his ice cream machine for everyone’s enjoyment. Public Works employee Larry Loos and his wife Tina
from the Recreation Department assisted Sergeant Dickerson, Lake County Deputy Vincent Sciarrone,
members of the Wauconda Fire Department and myself in distributing coloring books, glow sticks and National
Child Identification I.D. kits. These kits are used to assist Law Enforcement in locating a missing family
member. National Statistics show over 800,000 children go missing every year; 450,000 are runaways, 300,000
are abducted by a family member and 50,000 are abducted by non-family members. Additional I.D. kits can be
picked up at the Village Hall or Police Department.
Halloween this year is on a week night. Trick or treating hours are Monday, October 31st from 4:00 pm –
8:00 p.m. Reminder: please inspect all candy your children bring home before they eat it.
Thanksgiving is usually the most traveled holiday (November 24 this year). Buckle up and drive safely
over the long weekend. If you would like the Police Department to check your home periodically while you are
away, call Dispatch (847-526-2100, option 0) and ask for a House Watch.
Lastly, the Men and Women of the Police Department would like to thank all the residents who brought cookies,
pizzas, cupcakes, etc. to the station to show your support. It is most sincerely appreciated!
Free Concert in the Park Friday September 9, 7:00 p.m.
Off the Record, a rock ‘n roll cover band that plays music from Led Zeppelin
to the Eagles, and more!
Venetian Night 2016
All Island Lake boaters are welcome to join in the annual “boat parade”
September 10 as we celebrate another great boating season on Island Lake.
This year’s theme is “Down on the Farm” and boats of all kinds can
decorate a lot, a little or not at all. Just come out and join in.
Boats will line up by the dam at 6:30 p.m. From there we will parade around
the lake and tie up at Eastway Park for a picnic. Hot dogs and chips will be
provided and anyone can bring a goodie to pass around if they wish.
The Island Lake Chamber of Commerce will present a trophy to the boat
owner best conveying the 2016 theme. For more information call 224-656-2822

Water Main Replacement Update
2015 Water Main Hillside Dr. and Ralph Ct. A large “thank
you” goes out to those who have completed the water service
hookups and for the patience displayed by all during the
inconveniences of construction. November 16, 2016 is the
deadline for all remaining residents who have not yet hooked
up to the new water main to do so.
Jeff Jackson, Rick Beaudoin,
Pat Stewart, Matt Billings
2016 Water Main Addition Burnett Road Currently,
Berger Construction is adding approximately 1000 lineal feet of
new water main on Burnett Rd. between Midway Dr. and
Spruce Terr. We would like to thank all residents being affected
by the construction zone for their patience and understanding.
Thank You to Resident Volunteers!
Twice a month, our staff collects samples from residents’ homes for the purpose of bacteriological
analysis. The samples are collected from sites throughout town that are approved by the Illinois
Environmental Protection Agency. Thank you to all of our residents that have volunteered.
Perfect Compliance
The Island Lake Water Department was recognized by the Illinois Department of Health and the
Environmental Protection Agency for maintaining optimal fluoride levels again this year. This is the
21st year in a row that we have received a certificate of commendation. My hat goes off to our water
supply operators: Rick Beaudoin, Jeff Jackson and Matt Billings.
Winter is Coming!
As summer begins to wind down we are all reminded of what is to come…Snow, snow and more
snow. With that being said we at the water department cannot stress enough how important it is to
keep the fire hydrants in our town exposed. We do our very best at the end of each snow fall to make
sure all fire hydrants are cleared and ready for use but sometimes timing becomes an issue. We ask
all of our residents, for their safety and the safety of their neighbors: Please do not bury the fire
hydrants and do your best in keeping them clear in case of an emergency.
As always, we encourage any questions or concerns regarding the water system and water quality
that we provide. Please feel free to call us at any time, 847-526-1954.
Bring Your Own Bag (BYOBag) Month: September 2016
Has a flimsy plastic bag ever ripped and spilled your groceries in your driveway?
Are you tired of seeing tattered, windblown plastic bags hanging from trees and
shrubs around town? You can be part of the solution!
The Mayor and Village Board have proclaimed September as Bring Your
Own Bag (BYOBag) Month in the Village of Island Lake.
Bring your own bag/s as you shop around town this September and make it a lifelong habit.
3
Please contact us at 847-526-8767 with any questions or comments.
Public Works staff will be more than happy to address your concerns.

Building Department – Wayne Schnell, Commissioner
Fall Yard Cleanup: We had our fair share of hot weather this summer and now fall is right around the
corner. Leaves will start falling and each homeowner is reminded to do their part in picking up and proper disposal of leaves. Note: Burning of leaves is never allowed. The last yard waste pickup of the season is Monday,
November 28. Call Prairie Land (847-381-9300) or the Village Hall for more information on the program. Never
blow leaves on neighboring properties, village roads or waterways; you will be issued a citation for noncompliance.
Property Maintenance: This is also a good time of year to do some outside maintenance before it gets
too cold and the first snowfall comes. I’d like to suggest taking a walk across the street and turn around. This is
what other residents see when they pass your home.
Permit Questions: If you are doing a project and unsure if it requires a permit please check our website
or give us a call at 847-526-8764.
Enjoy the season and be safe on Halloween.
Emergency Management – Calvin Clay, Coordinator
Hello Residents and Friends,
I hope everyone enjoyed the hot weather and beautiful sunny days we had over the summer, along with a few
showers that made the lawns look very healthy.
The Concert's in the Park, Fireworks, Lakefest and the other events were the best!
Now we have to start thinking about fall, the leaves changing colors, the kids now back in school (please keep
an extra eye out for kids walking to and from the bus and obey the bus signals). Let’s make every day count
even more now that the days are getting shorter and we know what's to come...yes, Thanksgiving!!
With that said, let’s start planning for fall yard work: raking leaves, pruning trees and hedges, maybe some
painting. Please remember "safety" and plan ahead; this always make the job easier with less time and effort
on our part.
The Emergency Management Team supported our Police, Fire, Public Works and Parks and Recreation
Departments and the Chamber of Commerce. The EMA Team provides within our specific training protocol. Our mission is safety and having the proper training to support our village.
I would like to thank my team for all their support and dedication. Community Safety is our commitment and oath we took to keep our village safe. Remember: Keep an Emergency Preparedness Kit on-hand
(bottle water, non- perishable foods/canned foods, first-aid kit, a good flashlight, blankets, matches or lighter,
and a tool-kit).
Reminder: Emergency Management Meetings are held the fourth Wednesday of the month at the Village Hall
at 7:00pm. Volunteers are welcome, we ask that you commit and remain active as a member by taking part in
training exercises and support our Village functions.
I would like to thank you for reading this article and the safety tips.
* Keep your Smoke Detectors and Carbon Monoxide Detectors with new fresh batteries.
* Remember to Drive Safely.

Economic Development/Grants-Sandy Hartogh
The summer of 2016 was very busy for the Village of Island Lake in terms of economic development.
Following are some highlights of new and future businesses that will be calling Island Lake “home.”
El Norteño restaurant opened its doors at 206 E. State Road on July 8, with a full menu of Mexican
favorites, including tacos, fajitas, chimichangas and oversized burritos. An outdoor patio offers customers the
option of dining al fresco. Owner Janet Lopez says that her family brings over 30 years of restaurant
experience, including Tacos El Norte recipes that belong to her husband and brother-in-law. After some glitches
on opening day, due to the unanticipated large volume of customers, the
family and staff quickly adjusted their daily routine.
A groundbreaking ceremony for the future home of Lake Immediate
Care & Clinic took place on July 22. Dr. Eberechukwu O. Ibe and
Dr. Reginald Ibirim were joined by Mayor Amrich and village trustees as
they broke ground at 521 Kora Lane next to the Fifth/Third Bank.
The doctors, who are associated with Advocate Medical Group, have
outgrown their current 1,300- square-foot storefront location at 452 W.
State Road and are constructing a 3,500-square-foot, free standing
medical facility to better serve the residents of Island Lake. The new clinic is scheduled to open this November
with more medical services including onsite X-rays.
Construction continues on a new car dealership at Route 176 and Bassler Drive. Owner Mike Johnson
purchased the property after a fire destroyed the Temple in November 2014. Johnson (also owner of Mike’s
Towing with locations in Island Lake and Wauconda) hopes to be open for business before the year’s end.
Thornton’s gas station at Route 176 and Darrell had its Grand Re-opening in July, and is sporting a new look
inside and out due to a total renovation project. Lakes Sports Bar at 213 E State Rd will be opening soon. Owner
Sam Desai initially intends to serve hamburgers and hotdogs with plans to add Indian cuisine to his menu in the
future. Plans have been proposed for a dental office to be located in the former Leather Tree building at
106 E. State Rd. Interior demolition, which will lead to a complete renovation, has already begun.
A Planned Unit Development (PUD) is proposed for the former Sheltering Oak property on Beech Street.
A zoning petition for annexation of the property into the Village of Island Lake is pending. The proposal includes
78 rental units (13 one-story buildings of six units each) and a community clubhouse. Of the 78 units, 64 are
one-bedroom and 14 are two-bedroom. Priority would be given to Island Lake residents who are interested in
living in the new development. An onsite manager will oversee the property.
The Grants Committee is proud to announce that the Village of Island
Lake was awarded a $10,000 ComEd Green Region Program (CEGRP)
grant for development of Hyde’s Lakeview Park. The money is targeted
for improvements to the newly acquired property on Route 176 next to the
spillway. Future enhancements include a stone seawall, limestone foot path,
native plantings and benches. Island Lake is honored to be the only McHenry
County municipality awarded a CEGRP grant this year.
Rendition of future Hyde Park
provided by local artist
Christine Beeson
Hyde’s Lakeview Park is highly visible from its location on Route 176. With the
exception of our public beaches, this park is the primary viewpoint of the main
portion of Island Lake, and one which we envision as a tranquil, natural setting
in contrast to a busy state highway. This grant will help to ensure that Hyde’s
Lakeview Park remains a passive recreation area for the health and well-being
of the public and for the preservation of local plant and wildlife.
The Grants Committee and Village staff is also researching other grant opportunities for improvements
within the village that include additional road resurfacing; a proposed dog park in Converse Park; the digitalization
and preservation of Island Lake historical records (a proposed joint effort with the Island Lake Historical Society);
and the planting of irises throughout the village via the Irises of Island Lake project.
Please make every effort to visit our current, new and future economic partners… SHOP ISLAND LAKE and
together we’ll GROW!

SPECIAL EVENTS - Tina Loos, Trustee Beeson
Concerts Let’s start off with the moving of the concerts to Veterans; it was the best location ever.
From the stage we could look out at the crowd coming in—some even coming over by boat—and taking their
spots from the berm to all the tables. Very special thanks to Deidre Loos for helping with all the concerts and
the 50/50 raffles.
Concert 1, June 10: Brass from the Past was able to stay longer with an additional donation from the 50/50 raffle,
which brought in $350.
Concert 2, July 8: Pirates Over 40 is not only a great band, but also very funny people. Thanks to Julie Ann’s
Custard in Crystal Lake for sponsoring this concert 100% and to Larry and Karen Keating for selling paracord
bracelets and donating back $61.00. Our 50/50 raffle generated $549.00.
Concert 3, August 12: Ghost Ryder, a country rock band new to our concert series, played great music to the
crowd who turned out despite the storm forecast. The 50/50 brought in $255. Thanks to winner Brian Bartnick
who donated his $125 back.
Concert 4, Coming Friday September 9: Off the Record, a rock ‘n roll cover band that plays Led Zeppelin to
the Eagles, and more—also new to our concert series

4th of July Picnic and Parade The Parade route
was packed! Thank you to all of those who participated and in
making our parade a safe and fun event. Thank you to Connie and the
Chamber for putting it together and EMA for keeping our roads safe as
the parade went by.
Without these people we would not be able to pull this huge event
together.
And then the picnic… Let’s start out by saying we served 1300 hot dogs. A huge thank you to Greg and Debra
Jenkins for donating all of that food; the main grillers of those dogs, Larry Loos and Rich Padula; and the Boy
Scouts and leaders for keeping that line flowing for both the dogs and the drinks.
Thanks also to Dr. Kate Lindsey (Lindsey ChiroPlus); Eileen Day (St. John’s Church); the Padula Family; Arlene
Andrew for filling the water balloons; Larry and Karen Keating for paracord bracelets; Deidre Loos; Island Lake
Jewelry and Loan; McDonalds; Culvers; Julianne’s Custard (Crystal Lake); Andy and Drew Chapman (the

And—as always—DJ Wayne Ewing for coming out and emceeing the whole event!
Again, with Brian Bartnick’s and Deidre Loos’ help, the golf ball drop was a huge success. We were able to generate more money to fund Special Events. Finally, if we missed anyone who came out and helped THANK YOU.
We sure hope that all the residents and out-of-towners enjoyed themselves again this year. See you all next year
at another fun 4th of July event.

Lake Management Committee –Ken Wick (LMC)
Two more Seawalls installed! Have you seen the new stone seawalls on our Little Island
and Highland Drive property in Little Island Bay? We think they look great! Over the years, our
namesake little island has been eroding away (literally). We were finally able to budget for a
natural stone seawall that will protect these shorelines for many years to come! As a
commitment to erosion prevention, the LMC will continue to focus on other erosion control
issues and seawall maintenance.
The LMC and the Island Lake Police Dept. have obtained a new Patrol Boat for our lake.
This patrol boat was long overdue and will allow us to monitor, patrol and assist in rescue if
ever needed. You will sometimes see the patrol boat traveling at higher speeds on the lake.
This is in order to maintain the break in period as well as proper maintenance of the motor
on the patrol boat. As a commitment to safety, the LMC and Island Lake Police Dept. also
require U.S. Coast Guard Certified personnel to control the patrol boat. We encourage all
boaters to read the Lake handbook provided by the village. Handbooks are given out to
everyone who purchases a required lake use sticker from our village hall. If you have not
received a lake handbook, you can pick one up at the village hall. Please remember, Lake use
stickers are required for ALL BOATS.
An excellent Investment! Last year, the Village of Island Lake had purchased a used
duckweed harvesting boat called a “Wee-Doo”. Over 100,000 lbs. of duckweed were
harvested! As of August 2016, the Wee-Doo has not been used to collect duckweed
because it was so well controlled last year! This is a milestone accomplishment that again deserves recognition and kudos for all the hard work to everyone involved: the volunteers, Lake
Management (LMC) and of course our Public Works Dept. The Wee-Doo is still being utilized
to conduct surface treatments, keeping chemical use to a minimum in our lake.
Algae is our enemy this year! Most often, algae is a green slime or mat type substance
found in most waters across the country, and—in most cases—it is good for the water
quality. Another algae (that is not good) called Blue Green Algae has also made its way
across the United States to many lakes, ponds, rivers and streams—Island Lake being one of
the victims. Blue Green Algae is considered by the Environmental Protection Agency (EPA)
as a “Harmful Algae Bloom” (HAB). These HAB’s occur when water temperatures rise in the
heat of the summer. Island Lake is monitored bi-weekly by our Volunteer Lake Monitoring
Program (VLMP) and the EPA. Test samples are taken from areas of our lake, measured, and
in most cases—sent down state to an EPA lab. You may have seen the posted safety
warnings at our beaches and parks in the past few months. This comes as we get information
back from the EPA about dangerous levels of HAB’s within our waters. Although the Blue
Green Algae can affect people and pets differently, EDUCATION IS KEY!
In order to learn more about Blue Green Algae, please go to the Village of Island Lake
website (www.VillageofIslandLake.com) and click on the “Lake News” tab. Immediately you
will find more information and links about Blue Green Algae.

ISLAND LAKE WOMAN'S CLUB
As many of you are aware, the Island Lake Woman’s Club has been an important presence in the Village of
Island Lake for many years. As an affiliated member of the General Federation of Women’s Clubs, we actively support and work for the local schools and libraries, the Lake County Pet Food Pantry, and many other charities, national and international; including the USO, the Veterans Administration, the Heart Fund, Smile Train, Heifer International, and the American Indian Center in Chicago.
The Island Lake Woman’s Club is also proud of the work we do in planting and maintaining two of the entrance gates to the Village. We are grateful to Jenny NebgenMonday, who continues to maintain the garden at Gate 1 in memory of her mother,
Patricia Nebgen, a long-time member of the Island Lake Woman’s Club. Dona Willard,
who maintains Gate 2, recently did a little painting on the sign, and mentioned to Connie Mascillino that it
would be nice if the old timbers on the Gate could be replaced by the Village. A few days after I received a
call from Connie asking if I had driven by the Gate and noticed the renovation!
Historical Society of Island Lake
The Historical Society is hoping to top off their 10th anniversary year by reaching the 50 members mark. Much of the
success of the 10 years is due to the dedication of officers and
members.
Dona Willard is the secretary and the quarterly newsletter
editor, which receives rave reviews with every issue. Barb Dale is
our treasurer and a constant source for Island Lake history. Along
with Dona, she attends the Historical Alliance meetings which are
essential in promoting our group.
Cindy Graf has been a huge part of our growth since she joined using her association with other
historical groups to come up with some great events and ideas for our group. Cindy and Elizabeth Gorsline do
an incredible job with our Facebook page. They have generated a great deal of interest in our group, updating
pictures and facts posts about Island Lake history.
Donna and Bob Carpenter, 2 of our original members, have taken the lead in preserving several
important artifacts that required lots of time and manual labor. Jenny Monday, Betty Reckwerdt and Cressley
Anderson regularly share invaluable recollections from longtime residents. Liz Nelson has spent a great
deal of time and effort arranging for historic boats tours of Island Lake which have been very well received. Loyal
members support us with their dues, others contribute historical materials, and the Village of Island Lake recognizes us as the “keeper of history” for the village enabling us to amass a sizeable library of Island Lake History.
Join us on September 17, 2016 for our “Back to School, Remembering Island Lake Grade School” from
1–4 p.m. at the Island Lake Village Hall. The building holds so many memories for those who spent their
grade school years there. We’d love to hear those memories as we all take a walk back in time.

The Joy of Gardening at Victory Garden
by Mary Schuman
While the fun of watching seedlings grow is nearing an end (even for
second crops), the joy of harvesting is very rewarding. The National
Gardening Association estimates that a $70.00 investment can yield up
to $600 worth of fruits and veggies. It even suggests crop planning and
land sharing to get the most variety of produce.
Thinking ahead, be sure to reserve your plot/s for next year when the gardeners do final cleanup and close on Saturday, October 22nd from 9:00 am to noon. This is an
annual work day to return the Victory Garden to nature and to rejuvenate itself. All plant material must
be removed and the soil tilled. To make that day easier on all, gardeners should be cleaning out from
now on. All dead or diseased plants and plants that have gone to seed, as well as fallen fruits and
veggies must be removed. It is BROWN BAG time. Just a reminder: do not overfill brown bags. If
the bag contains diseased plant material, it is and should be marked “garbage”. Diseased material
is NOT fit for recycling. If you start your maintenance now, Victory Garden will look in tip top shape
by the time Fall Fest takes place. Fall Fest, is October 8th.
Victory Garden has given many beautiful gifts to families this year: from 20 feet tall sunflowers to
bright pink zinnias, from carrots to cabbage, from kale to bok choy, and corn, pumpkins, beans,
eggplant, and a variety of squash and peppers and herbs. We are truly grateful to Mother Nature
and Public Works for keeping the water tank filled.
See you on October 22nd with clippers, rakes and shovels! Bring your brown bags. Coffee will
be provided.
