The Monarch Institute for Neurological Differences is dedicated to empowering individuals with neurological differences to move from dependence
to interdependence and make more meaningful contributions in life.
Through a unique, research-based methodology, we deliver a comprehensive experience that makes success possible for learners and clients
with neurological differences - - those associated with autism spectrum disorder, attention deficit (hyperactivity) disorder, learning disabilities,
Tourette syndrome, mood disorders, anxiety disorders, traumatic brain injury and seizure disorders.
The Monarch School is the cornerstone program of the Monarch Institute for Neurological Differences. The Monarch Institute has five additional
programs that include the Monarch Diagnostic Clinic, Monarch Therapy Services, Monarch Training Center, Monarch Transition Services, and

The Monarch Institute for Neurological
Differences hosted a private dedication
for major donors at the Monarch Institute
John M. O’Quinn Campus on Tuesday,
February 18, 2014.
The growth of the programs have led to the
organization of the Monarch Institute for
Neurological Differences which consists of the
cornerstone program, The Monarch School,
Training Center, Replication, Transition Services,
Therapy Services and the Diagnostic Clinic.

Data from the CDC shows that over the last
12 years, the Prevalence of Developmental
Disabilities (DDs) has increased 17.1%.
The data shows developmental disabilities (DDs) are common in about 1 in 6
children in the U.S.— that’s about 1.8 million more children with DDs in 2006–
2008 compared to a decade earlier; Prevalence of autism increased 289.5%;
and the Prevalence of ADHD increased 33.0%; making the work of the Institute
even more vital to the community.

John Elder Robison.
Our school has increased enrollment and the Institute’s Employability and
Transition Services program now has a 5,000 square foot Life Academy
program that includes culinary, production, business math, and technology
training spaces.
We have come a long way from being a school that served 28 students in
portable buildings just a few years ago to the newly dedicated Monarch
Institute, John M. O’Quinn Campus.
The Board remains committed to making sure the $390,734 left remaining in
the Capital Campaign is obtained and that the viability of the Institute is secure.

Every year brings exciting challenges and accomplishments at
the Monarch Institute and the 2013-2014 year was certainly no
different. In February of 2014, founder Dr. Marty Webb’s vision
that began in her garage came to fruition as we dedicated the
Monarch Institute, John M. O’Quinn Campus.
Dr. Webb opened her remarks with a rousing “Yes!” for what
the day represented, punctuated by all the ‘yeses’ she heard
over the years, as the school grew into an Institute.
Honorary dedication chair Barbara Bush joked that she was
only included because she “married up” before introducing
John Elder Robison, honorary Monarch graduate and author
of The New York Times bestselling book, Look Me In The Eye.
With this dedication Dr. Webb’s determination to start a
therapeutic day school in Houston to serve children with
neurological differences who require a program that provides
cognitive, emotional and social development components was
more than realized.
Monarch serves as a laboratory for innovative educators and
mental health professionals to develop unique treatment
programs for individuals with neurological differences.
Her vision of the school has led to the development of the
Monarch Institute for Neurological Differences which consists
of a Training Center, Replication, Transition, and Therapeutic
Services and the Diagnostic Clinic. With the completion of this
campus the school has increased enrollment and the capacity
to serve even more learners with neurological differences, ages
3-33. The Institute’s Life Academy, where we are teaching our
students the “life of business”, now has the space, technology
and training spaces to support Employability and Transition
Services programs.

Mission/Values
In order to provide life-changing opportunities for individuals
with neurological differences, the Monarch Institute for
Neurological Differences, offers a comprehensive range
of services that drive dramatic emotional, social and
academic development.
Monarch Program and Services Summary
The Monarch School, established in 1997, is dedicated
to providing an innovative, therapeutic education for
individuals with neurological differences.
The Monarch Diagnostic Clinic, established in 2003, is
dedicated to providing psychological and educational
assessments for clients of all ages.
Monarch Training Center, established in 2004, is dedicated
to sharing The Monarch Institute philosophy and methodology
with parents, educators and mental health professionals.
Monarch Therapy Services, established in 2005, is
dedicated to providing transformational DIR®, Brain
Gym®, Occupational and Neurologic Music Therapy
for The Monarch School and the community.
Monarch Replication established in 2006, is dedicated
to training teams of professionals to establish schools and
other programs, based on the Monarch Institute model,
throughout the world.
Monarch Transition Services established in 2007, is
dedicated to providing transitional residential and career
opportunities for Monarch graduates and other young
adults in the community.
Accommodating a Growing Need
The 2013-2014 school year at The Monarch School started
the year with 130 students and finished the year with 140
students. When we reach capacity, we will be able to
accommodate 220 students across the Levels.
Butterfly Program
In August 2013, students working on Apprentice, Challenger
and Voyager Level objectives moved into the Butterfly building.
Chrysalis Program
The expansion of our campus has allowed added enrollment
in our programs. Learners working on Novice and Apprentice
Levels now occupy the first and second floors of the Chrysalis
building.
Therapy Services
Renovations to the Therapy Services space has allowed for
expansion of services.
Monarch Center
In October 2013, students, administration and faculty moved
into The Monarch Center, home to the Life Academy, Training
Center and Diagnostic Clinic.

A Unique Approach:
Our programs are learner-centered. This is consistent with the
psychological research and the framework for school design and
reform in the American Psychological Association’s 14 LearnerCentered Principles.
In effect, we have shaped our program so that it focuses on the
critical cognitive, motivational and affective factors that research
suggests determine success in school and in life.
We also believe that growth takes place within a developmental
context. We are committed to helping students progress in Four

Our
Challenger and Voyager objectives within the Four Core Goal
areas. As objectives are mastered, new ones are chosen.
Roles for professional educators, questions for students, parent
training priorities, social grouping and curriculum selections all
vary according to the student’s individual objectives.
Customized Learning: With an exceptionally low faculty-student
ratio, The Monarch School studies each student’s style of learning
and executive functioning level—as well as their unique approach
to organizing relational, personal and cognitive tasks and functions.
Guided Coaching: Our students’ neurological differences have
marginalized them in typical educational settings, depriving them
of the many practices necessary to regulate themselves in
response to a challenging world. It is our responsibility to provide
each student opportunities and a safe environment in which to
experience these practices while guiding, counseling and
mentoring the student.
Experienced Specialists: The Monarch School’s integrated
learning teams of psychologists, social workers, counselors
and therapists work with professional educators to develop
behavioral and cognitive plans, as well as design tracking
and reflection systems that support the student’s work through
our objectives.
Academics: An academic plan is developed providing the
amount of rigor relevant to the learner. Our academic tracks
will lead to four year college programs, vocational programs
or employment externships.

Tuition Assistance

With the start of the 2013-2014 school-year students saw
the completion of two new environmentally green buildings
on campus, the Butterfly Building and Monarch Center.
Since the Scholarship Fund was established in 1998,
more than 2.5 million dollars in financial assistance has
been made available to help Monarch families in need.
Each year tuition assistance needs far exceeds tuition
assistance that is available, so some families that need
our assistance don’t receive it.
Both buildings received LEED® Gold Level certification
in June 2014.
With the completion of the campus, The Monarch School
had been able to increase enrollment.
The Monarch School started the school year with 130 students,
which included 33 new students. In the Chrysalis Program
there were 29 students enrolled. In the Butterfly Program,
55 students enrolled and Transition Services had 24 enrolled.
Throughout the year, students were continually processed for
admission and students were added.
The Monarch School ended the school year with 140 enrolled
students and a class of seven graduating seniors.
Our student population represents individuals from eleven
countries and fifteen states.
More than 400 people contacted the school for information
and we provided tours for 150 interested people.
Our admissions process continued during the summer
programming in June and July.
We want to make our Scholarship Fund available to as
many families as possible each year, so we appreciate
contributions from those who are able to donate to make
that possible.

The Monarch School’s Chrysalis Building was the first building to open
its doors to students as part of the new Monarch Institute for Neurological
Differences, John M. O’Quinn Campus.
The Chrysalis Program is an intensive 45-week intervention program,
including a five-week summer program, which is geared to the practice
of Novice and Apprentice objectives in the Monarch Four Core Goal
areas in order to address delays in the development of regulation,
sensory motor coordination, language, relationships, and academics.
A Humble Start
Highly structured self-contained classroom environments feature
Professional Educators in fixed ratio practice zones of either 2:1
or 4:1 student: faculty ratios.
In August, 2009 with the completion of the
Chrysalis Building, all of Monarch’s programs
moved to the new John M. O’Quinn Campus.
A multidisciplinary team of intervention specialists and mental health
professionals provide regular interaction times with students, as well
as specific liaison with parents, caregivers, and other mental health
professionals.
In 2013, Phase II of the construction of the
Butterfly Building and Monarch Center was
complete. Now, The Chrysalis Building hosts
our Novice and Apprentice levels.
The Monarch School began in 1998 with 23
students at our campus behind the Houston
Mennonite Church.
Comprehensive treatment plans and individualized home plans
are developed and monitored to create seamless and frequent
communication between home and school.
Regular sessions of music therapy are part of the student’s
treatment plan. Additional interventionist services may be
recommended and can be added to the enrollment contract.
Monarch is honored to be the recipient of several collaborations
that allow the students to create their own unique performance in
the classroom, which are accompanied by artists and performers.
Fine Arts is an integral part of the students experience. Through
collaborations with performers from Da Camera, Diavolo, Society
for the Performing Arts (SPA), Generation One, Core Performance
Company, Houston Ballet and Theatre Under the Stars (TUTS),
students experience opportunities to create and participate in
enriched experiences.
Students at The Monarch School enjoy an
exceptionally low faculty-student ratio.
The Butterfly Building was completed in September 2013 in time for the
2013-2014 school year. The Butterfly Building hosts the Butterfly Program
and Transition Services.
The Butterfly Program is a 40-week program with the option of a five
week summer component that includes specialized practices in all
curriculum areas.
The Butterfly Program offers a safe environment where students can
practice the skills they need to develop in the areas of Self-Regulation
and Self-Awareness, Executive Functions, Relationship Development,
and Academic Competence/Professional Competence.
A full assessment of the student’s strengths and learning styles is
completed and incorporated in their educational plans. Fine arts,
drama, technology and environmental education offer opportunities to
enrich their experience.
A STEAM program that offers an array of problem based learning
opportunities in science, technology, engineering, art and math enhances
the learning experience. Students are able to apply what they have
learned to hands-on projects using computers, woodworking, modeling
and 3-D printers.
Growing and Expanding
In 2000, The Craig and Lee Williams
Challenger Campus was home to 54 of our
97 students.
In August, 2009, after the completion of
the Chrysalis Building, all of Monarch’s
programs moved to the John M. O’Quinn
Campus.
Phase II of the construction of the Butterfly
Building and Monarch Center began in July
2012 and was completed in September
2013.
The Get-Out program enables students to enjoy outdoor education
that enriches the curriculum by allowing the process of learning to
take place outside.
Students have the opportunity to be on the leading edge of green
initiatives such as the Living Building Challenge Studio Classroom,
where students learn to use interactive decision making to achieve
net zero energy and water performance. Students also plant, grow and
harvest marsh grass for the Galveston Bay Foundation Restoration
Program and the campus hosts an official Monarch Butterfly Waystation.
Psychological support is provided through coaching groups, through
specific liaison with parents and ancillary professionals, and through
targeted therapy groups as well as in the Integrated Learning Practice
(ILP) schedule of group meetings.
Students apply what they have learned through
academics to hands-on projects that creatively
illustrate these concepts using technology such
3-D printers.
Life Academy students share examples of recycled stationary paper and art, one
of the many items that are available for sale at the Wings Life Academy store.
Students in The Monarch School’s Life Academy are “Learning the
Life of Business” through the creation and operation of small student
businesses, production, accounting and culinary practices.
Through our Life Academy, The Monarch School offers studentoperated, revenue-generating entrepreneurial experiences for our
students—so they can translate academic learning into meaningful,
functional skills, develop an understanding of operating a business
and learn to work as a team to build business success.
Opportunities include operating one of the many successful schoolbased businesses, meeting with local professionals, interning at
corporations and enrolling in college, technical and vocational
courses. The Life Academy store gives Monarch School students
an opportunity to create products while learning valuable business
and life skills.
Learning the Life of Business
The Monarch School’s Life Academy has
been helping Monarch students “learn the
life of business”, since 2003, at Monarch’s
original Challenger Campus.
With the move to the Monarch Center in
2013 the Life Academy has increased its
ability to serve students. The Life Academy
includes a space that helps students learn,
and be creative while utilizing the added
amenities such as workstations, classrooms, a student operated store and full
culinary kitchen.
Some Life Academy experiences are revenue generating (jewelry,
clothing, travel, meal preparation, gift baskets), some are revenue
saving (operating the school store, purchasing school supplies
and furniture, researching car fleet purchases), and some are
community service projects that make a contribution to the
community (food gardens and volunteer service projects).
Students create handmade jewelry featuring
beaded and renewed pieces including necklaces,
earrings and pendants.
Young adults and Monarch graduates benefit by taking part in
transitional residential and career opportunities through Monarch’s
Transition Services.
Monarch Transition Services is dedicated to
providing transitional residential and career
opportunities for Monarch graduates and
other young adults in the community.
MONARCH
TRANSITION SERVICES
Transition Services guides students toward increased capacity for employment,
education and life outside their family home. Each Transition Services
resident is expected to have a day-time schedule of employment, on or
off campus internship, vocational or ongoing academic training. Staffed by
the Monarch Institute faculty, Transition Services bridges the gap between
school and adult life and sustains the teaching and core focus of our mission.
Residences within walking distance of the campus are home to three
young adults, each with their own personal room. Residents enjoy an
individualized program to support growth and competence in living apart
from their parents. Local apartments also provide living space opportunities
for learners who are ready for more independent self-management. The
Monarch Institute provides case management and coaching for these
learners in transition.
Transition Services Employability Program is progressive; all learners
begin with on-campus internships to engage in on-the-job skills training.
As students gain skills, they move to either off-campus externships for
additional skills training or paid employment. The ultimate goal for
Transition Services learners, who are on the Employment Track, is to
acquire a paid position with a company that matches the learner’s skills.
Careful consideration is given to ensure the learners are placed in
appropriate employment positions. In addition, some learners attend
college, either at Houston Community College or Lone Star College.
Some learners manage both college and work, and continue to access
support from Monarch faculty.
Part of the Fabric of the Community
Since 2007, Monarch Transition Services has served
65 Monarch graduates and young adults with
transitional residential and career opportunities.
In 2013 and 2014, Transition Services served
30 young adults. Transition Services enhanced
Employability Program provided support to
more than two dozen enthusiastic adults with
neurological differences. Their accomplishments
resulted in 10 wage earning positions and 17 off
campus externships. In all, 26 students participated
in campus internships.
Of the 2013-2014 graduates, three are in Monarch
Transition Services and are working, going to
community college, working in an externship or
participating in an internship. The remaining four
graduates are either working full-time or are
working and attending community college.
Young adults in Transition Services enjoy the camaraderie
of living in residences within walking distance of the
Monarch campus.

with students, families, and the community in the Monarch Diagnostic
Clinic, located inside the new Monarch Center.
In October 2013, faculty of the Monarch Diagnostic
Clinic moved into its beautiful new space in the
Monarch Center building.

DIAGNOSTIC CLINIC
The new Clinic facility contains a reception area,
waiting room, office space for two full-time faculty, two dedicated testing
rooms with an observation and records storage space between them,
and direct access to a shared administrative conference room.
“This new space will allow us to expand our services to include more
families and clients. We’ve made our assessment rooms multi-purpose
so that they can be used by our postdoctoral fellows and interns when
not in use, and this will help us meet our projected training goals as
well. The space is ideal in terms of its sense of privacy and its low
noise levels.” said Dr. Bryant Shaw, Clinic Director.
By 2014, Clinic faculty had evaluated a very diverse group of children
and adults – including individuals from 15 countries across the globe.
A Community Resource
Since 2003, The Monarch Diagnostic
Clinic has served the assessment and
support planning needs for students
and families of The Monarch School.
In 2005, The Diagnostic Clinic began to
extend its reach by providing diagnostic
services for families all across the
greater Houston community.
Now with its expanded capacity the
Diagnostic Clinic is a global community
resource.
Each individual seen in the Clinic returns to their home environment
with a support plan that mirrors those that our school faculty put
together for our students. In this way, people from around the world
are given access to the wealth of information our school faculty has
amassed about working with individuals with neurological differences.
Clinic faculty are also in the community regularly teaching professionals
and parents about innovative therapeutic education. They are working
to increase access and understanding of what we have learned about
supporting growth in the key areas of Self-Awareness/Self-Regulation,
Executive Functions, Relationship Development, and Academic/
Professional Competence.

Monarch Therapy Services has expanded its offerings
and faculty to meet student and community needs.
Expanded Therapeutic Offerings
Therapy Services options include DIR® or

Developmental Individual-Difference, Relationship- THERAPY SERVICES
Based Therapy, Speech/Language Therapy,
Occupational Therapy, and Music Therapy.
Therapy Service was established for
students at Monarch in 2005.
DIR® Developmental, Individual-Difference, Relationship-Based Therapy,
also known as DIR/Floortime™, is a model of assessment and intervention
that addresses a child’s developmental challenges by identifying his/her
unique processing differences, level of functional emotional, social and
intellectual capacities, and typical and necessary interaction patterns.
Speech/Language Therapy helps individuals to improve receptive and
expressive language processing; improve articulation skills and speech
fluency. It also helps individuals develop functional communication
skills using a variety of augmentative communication techniques.

to meet student and community needs in
2007 and again in 2013.
Therapy Services options include DIR®
or Developmental, Individual-Difference,
Relationship-Based Therapy, Music
Therapy, Speech/Language Therapy
and Occupational Therapy.
Occupational Therapy helps children gain independence through
the development of fine motor skills, sensory motor skills, and visual
motor skills that are necessary to function and socialize in their daily
environments.
Music Therapy is the clinical and evidence-based use of music
interventions to accomplish individualized goals within a therapeutic
relationship. Music Therapy supports Monarch’s Four Core Goals
by providing activities that are motivating, success-oriented, and
present concrete, multi-sensory stimulation in a systematic way.

Monarch Training Center inside of the Monarch Center hosts The Monarch School
graduations, The Monarch Speakers Series, Tuesday Tours and is one of the venues
for the annual ReelAbilities: Houston Disabilities Film Festival.
Monarch Training Center
Designed to share our knowledge and extend
the Monarch Institute methodology on a local,

national and international level, our dedicated TRAINING CENTER
Monarch Training Center educates parents,
professional educators, therapists, medical and
mental health professionals, administrators,
superintendents and professors.
The Monarch Training Center offers unique and dynamic workshops
that are available to parents, teachers, professionals and the community.
In addition to Teacher and Professional trainings in the Monarch
Methodology, the Monarch Institute now offers parent and teacher
trainings in The Circle of Security which is a relationship based early
intervention program designed to enhance attachment security
between parents and children. Decades of university-based research
has confirmed that secure children exhibit increased empathy,
greater self-esteem, better relationships with parents and peers,
enhanced school readiness, and an increased capacity to handle
emotions more effectively when compared with children who are
not secure.
Also the Monarch Training Center hosts the Monarch Institute’s
Speaker Series. The Monarch Speaker Series includes speaking
engagements on an array of topics. Topics include evaluation and
treatment, special needs services, special needs planning, estate
planning and guardianship as well as internet safety.
In 2004 the Monarch Training Center was
established to share the Monarch Institute
philosophy and methodology.
In October 2013, the Monarch Center
opened. The main auditorium of Monarch
Center is home to the Monarch Training
Center. Since opening the Monarch Training
Center has hosted Monarch graduations,
the Monarch Speakers Series and is a
venue for the ReelAbilities: Houston
Disabilities Film Festival.
The Monarch Training Center host speakers
from the Monarch Speakers Series.

start a school like Monarch, or replicate other aspects of the
program such as the Life Academy.
In addition for those entering into a formal agreement for
replication we are able to offer support through the David
Weekley Scholarship for Monarch Replication.

Miracle Makers Morning 2013
The morning began with a moving and heartfelt invocation by one of our parents,
The Rev. Canon James M. L. Grace of Christ Church Cathedral, Episcopal.
Our Mistress of Ceremonies and Board of Trustees member, Ms. Vita Como,
welcomed guests and introduced Head of School and Institute, Dr. Debrah Hall.
After a compelling introduction and video, Dr. Hall was followed by former
Monarch graduate and current student at Sam Houston State University, Cory
Todd. Cory shared his moving story of how Monarch helped him overcome his
personal difficulties and become the individual he is today. Following Cory was
parent Kara Schmidt who gave her inspirational and motivating testimony of
how Monarch has helped her son and family manage his neurological
differences, and how moving to Houston from Michigan has been challenging,
but rewarding, as she sees the changes in her son. Our Board Chairman, David
Matthiesen graciously reviewed the pledge cards and discussed the various
giving levels for our guests.
An Annual Event
Each fall Monarch holds our annual fundraiser,
Miracle Makers Morning.
This event is our only fundraiser for operating
and scholarship funds each year. Thanks to
an extraordinary group of dedicated Monarch
supporters, 2013 Miracle Makers Morning
was one of our most successful breakfasts
in Monarch’s history.
We were overwhelmed by both donations
and attendance numbers of more than 1,000.
Because of these individuals, and our wonderful Table Captains and guests,
we are delighted to report that our Miracle Makers Morning Breakfast raised
more than $400,000! This is tremendously important for our operations and
scholarships. We would like to give special thanks to our sponsors: Amegy
