On Thursday, March 17, 2016, the Alpena Community College Board of Trustees gathered for a lab tour
and their regular meeting. The lab tour started at 6:00 p.m. in the Welding Lab, where trustees heard
Welding Instructor Tim Ratz talk about and demonstrate the robotic welding cell; they then proceed to
the Marine Tech Lab, where student Ken McQuarrie discussed the newly donated Oceaneering workclass ROV and a video he helped create. The trustees then moved to the Board Room and began their
regular meeting.
Chairman Briggs called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance.
Present: John Briggs, Teresa Duncan, Joseph Gentry II, Lisa Hilberg, Florence Stibitz, and Tom
Townsend. Absent: Marc Ferguson.
Seated at the Board Table: President Don MacMaster and Board Secretary Jay Walterreit.
Approval of Agenda
Moved by Trustee Townsend that the agenda be approved; seconded by Trustee Stibitz. Ayes: 6. Nays:
0. Motion carried.
Approval of Minutes from the February 18, 2016, Regular Board Meeting
Trustee Townsend moved to accept the draft minutes from the February 18, 2016, regular board
meeting. Trustee Duncan seconded the motion. Ayes: 6. Nays: 0. Motion carried.
Introduction of Guests and Public Comment
Guests attending the regular meeting included: Ben Stevens, WATZ News; Nicole Grulke, Alpena
News; Richard Sutherland, ACC administration; Kathy Marsh, ACC administration; Nancy Seguin,
ACC administration; Dawn Stone, ACC administration; Jon Fox, ACC faculty; Jackie Witter, ACC
staff; Jenna Kasubowski, ACC student; Neil Uwanag, WBKB TV-11; Keith Becker; LouAnn Becker;
Brianne Becker, ACC student; Derek Bozzi, ACC student; and Paul Wolne.
Wellington Township resident Paul Wolne distributed two handouts, one on the Michigan Design
Council First Annual Michigan Design Prize, and a copy of a legal opinion from Bill Schuette, Michigan
Attorney General, addressing the question of whether audits of a local assessing district is subject to the
Open Meetings Act. Wolne also mentioned that Hillman Community Radio is still looking for on-air
content. Secretary Walterreit received the handouts and will circulate them to the trustees upon request.

Chairman Briggs read a note from the family of Trustee Marc Ferguson thanking the Board of Trustees
for their donations to the family’s scholarship fund in honor of the passing of Ferguson’s father.

None.
Student Report
Student Derek Bossi talked about his academic career at ACC and the award he received at the
Governor’s 2016 Economic and Educational Summit on March 15 in Grand Rapids.
Faculty Report
New faculty member Jon Fox introduced himself to the trustees, detailed some of his background which
has led up to his taking his position at ACC, and outlined the new educational opportunities at the Huron
Shores Campus, including the new equipment lab.

Cross Country Scholars — All America Team
From ACC Cross Country Coach Mark Jacobs:
“The 2015 Alpena Community College Cross Country team is the first athletic team in ACC history to
be named an Academic All-American team! Additionally, we had four members named Academic AllAmerican. They are Alec Firack, John Nevin McHarg, Connor Wright, and Colin Wright. Some pretty
cool stats are below:

There are over 200 cross country teams in the NJCAA. Sixteen of these teams qualified for
Academic All-American. ACC finished in the top five with a cumulative GPA of 3.67.
There are over 2,000 cross country runners in the NJCAA. Of these runners, only 25 received a
4.0 GPA. ACC had two of them: John Nevin McHarg and Connor Wright.
Alec Firack is the first two-time Academic All-American in ACC history.
Great stuff here, of which I am extremely proud! Becoming Academic All-American was our number
one goal and we nailed it!!”

Aspen Prize Submission
The Aspen Prize Round 2 application was submitted on Friday, March 4. An interesting development
related to the data part of the Prize happened mid-week prior to submission. For the first time since a
court ruling in 1978, five Michigan community colleges were given access to employment and wage
records data on their graduates by the Unemployment Insurance system. In terms of institutional
research this is a significant accomplishment and gave ACC the opportunity to be more competitive in
the Prize competition against community colleges from states that provide access to wage records
data. Kudos to Vicky Kropp and Lisa Snyder for their prompt and comprehensive work on this project.
Enrollment Report
Recruitment activities are well underway in preparation for fall semester 2016. Public Information and
Marketing Director Jay Walterreit has gathered current enrollment statistics for Trustee review.
Senate Appropriations Sub-Committee Testimony
Kathy Marsh, Vice President of Instruction, ACC student Mary Myers, and I will be providing
testimony tomorrow afternoon to the Senate appropriations sub-committee on community colleges at
Kirtland Community College in Roscommon. The three state senators in attendance will be Sen.
Darwin Booher, Sen. Tonya Schuitmaker, and Sen. David Knezek. Senators Booher and Schuitmaker
are also members of the Joint Capital Outlay Subcommittee.

(During the President’s Report, Trustee Stibitz shared a comment she heard at the recent MCCA
directors meeting at Washtenaw Community College, which is that there will be one million STEM jobs
unfilled in the near future.)
Committee for Citizen Awareness — Where We Stand Video
This 35-minute video has been sent to all 140 K-12 schools in the 1st Congressional District with
positive feedback coming back to ACC for its role in the production. After an introduction by ABC
news anchor George Stephanopoulos, interview footage of four ACC students aligned with b-roll video
footage of the College comes next. National experts then share tips on health and well-being with final
words from United States Representative Dr. Dan Benishek, who references his positive regard for
ACC. The video is being shown in K-12 social science and health classrooms across the 1st
Congressional District and will be shared with K-12 schools in ACC’s service district that are not part of
the 1st District, such as schools in Iosco, Oscoda, and Ogemaw counties.

2.647 Resolution of Congratulations for Brianne Becker, 2016 PTK All-Michigan Academic Team
Member
Trustee Hilberg made the motion and Trustee Gentry seconded the motion which reads as follows:
The Board of Trustees adopts the following resolution of congratulations for Brianne
Becker and congratulates her on her distinguished academic success.
RESOLUTION OF CONGRATULATIONS
Brianne M. Becker
WHEREAS, the encouragement of scholarly achievement is a major purpose of Alpena
Community College;
WHEREAS, scholarly achievement manifests itself in a person who excels in the
classroom, who has the intellectual curiosity to pursue academic, career, and cultural
enrichment outside the traditional classroom, who shows evidence of substantial
development of talents in academic and/or technical education, and who has
demonstrated an ability to share this development with others;
WHEREAS, Brianne M. Becker has aptly demonstrated such notable scholarly
achievements throughout her academic career at Alpena Community College and was
appropriately recognized as a member of the Phi Theta Kappa 2016 All-Michigan
Academic Team;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of Alpena
Community College unanimously extends its sincerest congratulations to Brianne M.
Becker for her numerous contributions to increasing the quality of life at the College and
for her outstanding scholarly accomplishments throughout her enrollment at the College.

2.648 In-District Tuition Rate for Early/Middle College Programs
Trustee Townsend made the motion and Trustee Hilberg seconded the motion which reads as follows:
The ACC Board of Trustees sets the Early/Middle College tuition rate the same as the InDistrict rate beginning July 1, 2016. ACC will collect fees based on current policies and
procedures. The Board further directs ACC personnel to promote this change to school
districts and the public.

2.649 Mobile UAV Control Van Bids
Trustee Stibitz made the motion and Trustee Hilberg seconded the motion which reads as follows:
The Alpena Community College Board of Trustees approves the purchase of a Mobile
Ground Control Van from LDV, Inc., of Burlington, Wisconsin, for a cost not to exceed
$151,530.00. This purchase shall be made from grant funds.
Ayes: 6. Nays: 0. Motion passed.
Information Items
Vice President for Administration and Finance Richard Sutherland stated that the financials are tracking
as expected. Chairman Briggs suggested the Board of Trustees conduct a budget workshop prior to the
April Board meeting with the goal of setting tuition rates for Fiscal Year 2017 as soon as possible.
There were no personnel changes for the February 9 to March 12 time period.
The Gifts and Grants Report showed 48 donors gave gifts or pledges totaling $9,274.00.
Board Discussion
Trustee Hilberg offered condolences on behalf of the Board of Trustees to Cary Rapin on the passing of
her husband Jim Rapin.

Secretary Walterreit and President MacMaster will discuss arrangements for conducting a budget
workshop session prior to the April meeting.
