CEO Message
Since its foundation, TTA has been leading domestic IT standardization, testing & certification
activities, and has endeavored to strengthen the competitive power of IT standardization for 20
years, and to give testing and certification services that meet global standards.
In 2008, TTA established and revised 1,073 domestic standards and submitted various
contributions on security and IPTV middleware to international standardization organizations, thus
receiving recognition for our technology in new service areas. In particular, TTA has enhanced the
quality of life for the visually disabled through the establishment of two standards for‘Barcode for
the People with Visual Disabilities,’and contributed to the commercialization of IPTV through the
establishment of four standards on‘IPTV Middleware.’
Despite success in the international standardization of WiBro and DMB, TTA is still not satisfied
with its accomplishments and so is continuing to pour its efforts into developing core standards
such as AT-DMB with higher transmission efficiency, WiBro evolution technology, and LTEAdvanced, and have them reflected in international standards. TTA is also reacting actively to the
era of convergence by organizing and operating Joint Working Group for convergence technology
standardization between industries within the IT Standardization Committee.
In 2008, TTA celebrated the 20th anniversay. As part of our ongoing growth, we are now giving
consultancy program for developing countries in the Asian-Pacific region with its 20 years of
cumulated standardization know-hows. TTA has also recently been designated as a Co-operation
Organization for Standards Development (COSD) that is being propelled by the Ministry of
Knowledge Economy (MKE), establishing its position as the sole leading standardization
organization in the area of information and communications technology.
Despite fierce competition at home and abroad, TTA has given 2,100 testing & certification
services in the fields of Bluetooth, package SW, DMB, and GSM.
TTA has also acquired qualifications as an authorized international USB testing laboratory from
USB-IF, which oversees the technology development and certifications for USB, and has fostered
WiMAX International Certification Examiner and Bluetooth Qualification Expert. TTA has also
poured every effort into acquiring international testing & certification capacity through developing
automated testing tools such as the Bluetooth profile tester. Also, TTA has opened the
Software Quality Evaluation Center Sangam Software Testing Laboratory in January
2008, resolving the pileup of Good Software (GS) testing & certification and
contributing to the vitalization of market distribution of domestic software.
Nations around the world are promoting technologically concentrated projects
amid the global financial crisis in order to overcome economic difficulties and
emerge as technological leaders. All are waging a fierce competition for
standardization of core technology. For this reason TTA is planning to develop
TTA standards in 2009 focusing on the fields of convergence, which have the
most competitive effects, and to submit core standards for international
standards. Also, TTA will concentrate on establishing an environment for
domestic IT companies to advance early into developing global markets by
acquiring qualifications as an internationally authorized testing organization
in core technologies.
We sincerely hope for the triumph of all IT industry leaders who have
quietly worked hard to advance the IT sector despite the challenging
environment characterized by instability in the domestic and global
financial markets.

Purpose of Foundation
TTA seeks to strengthen mutual cooperation and collaboration among all IT industry participants such as communications service
providers, industry entities, academia, research laboratories, and organizations, and to contribute to the advancement of
technology and the promotion of IT services and the industry as well as the development of the national economy by effectively
driving tasks related to IT standardization. This goal shall be met through the provision/utilization of information
collected/investigated/researched on the latest technologies and standards in the domestic and International IT sectors.

Establishment and Revision of TTA Standards
Aiming to respond promptly to environmental changes due to the rapidly evolving and converging IT technologies, TTA develops
standards in all areas of IT in a timely manner to provide convenience to users. Particularly, TTA is continuing its efforts for
standardization in areas such as WiBro, DMB, RFID, and Home Networks to meet the needs of a variety of industries. At the same
time, standardization efforts are also being concentrated to increase public benefits in areas such as PPDR Communication and
Broadcasting standards, as well as standardization of other leading technologies such as IPTV, IMT Technology Evaluation, and
Green IT.

The Technical Assembly reviews and resolves issues regarding the establishment, revision
and abolition of TTAS. The Coordination Committee facilitates smooth coordination of
Technical Committee (under the Technical Assembly) operations and efficient
implementation of standardization. Based on the above tasks, the Technical Assembly
held 4 meetings in 2008 to establish and revise 402 TTA standards and abolish 31
standards (671 3GPPs technical specifications were adopted separately in the IMTAdvanced PG). Also, to strengthen the professionalism of Technical Committee activities
in response to technological advancement trends, the 7 Technical Committee
organizations that were reorganized in 2007 commenced their activities in 2008.
Maintenance was performed on matters of the TA resolutions that have already been
reflected in the operation guidelines and those that have expired, and a new resolution
was adopted in order to manage the TA resolutions. The Coordination Committee held 4
meetings to adopt 345 new standardization work items and delegated their execution to
the Standardization Committee, and abolished 31 invalid standardization work items. Also,
IMT Evaluation Project Group (PG) required for new standardization activities was
established and S/W Component Project Groups with low activity were merged. Changes
in committee organization and operational environments were reflected to revise the IT
standardization operation guidelines and standards preparation guidelines as well.

Telecommunication Technical Committee (TC2)
TC2 has a total of 16 Project Groups in charge of standardization in the areas of Optical
Transmission, Optical Internet, Network Management, NGN, Signaling, VoIP, Charging and
Interconnection, IPv6, IAR, LAN, Digital Home, Service Quality, Grounding, Outside Plant,
Ethernet, and IPTV. In particular, TC2 is in charge of standardization of technologies for
broadcasting & communication convergence technology such as IPTV, NGN, VoIP, IPv6,
and Digital Home Services. In 2008, a total of 144 standards related to transmission
communications, including IPTV Terminal and Services Requirement and WDM-PON were
established or revised. Through collaboration with the TCs of the TTA standardization
committee that handles issues regarding SG2, SG3, SG4, SG6, SG11, SG12, SG13,
SG15, SG16 of ITU-T, the major standardization organization in the field of
communications, TC2 reflects domestic standards on international standards, and
accommodates the major international standards at the time of propelling domestic
standardization work items. TC2 also performs maintenance for previously established
standards related to communication networks.

Radio Communications Technical Committee (TC3)
TC3 is responsible for driving standardization in the field of radio communications that use
wireless communication. TC3 consists of 7 Project Groups each handling WPAN, LBS,
Radio Resources, Telematics/ITS, RFID/USN, PPDR(Public Protection & Disaster Relief),
and WBAN. In 2008, a Joint Working Group for the implementation of standardization in
convergence technologies among industries was organized to actively respond to the
trend of convergence standardization, which contributed to the vitalization of radio
communication industries through the development of 14 technology reports and a total
of 60 standards, including‘HAL API for Mobile RFID Readers,’and‘Vehicle Gateway
Framework.’Radio communications technologies are the core infrastructure technology
for the knowledge and information society, and strengthen the competitiveness of major
industries such as the vehicle, shipbuilding, construction, healthcare, national defense and
public protection & disaster relief industries while enhancing social services and creating
new knowledge services. In future, TC3 plans to reduce the time required for
standardization through intimate relationships with domestic standardization forums, and
to get a collaborative footing in relevant international standardization organizations such
as ITU-R, ITU-T, ISO/IEC JTC1, IEEE, and IETF.

IT Application Technical Committee (TC4)
TC4 is responsible for IT Applications and the Next Generation Service areas. The
committee consists of 12 Project Groups handling Multimedia, Electronic Commerce,
Public Information, NGIS, Grid, Intelligent Service Robot, Distributed Resource Information
Management, Post PC, Welfare Communications, SoC, SOA, and u-Health. Study results
in 2008 included the development and revision of 80 standards such as‘Basic
Configuration of LED Interface for Illumination and Visible Light Communication’and
‘HPC Basic Profile v1.0.’To vitalize standardization in Korea, TC4 develops
standardization plan, prepares and reviews draft standards, develops its own standards,
and quickly accommodates information technology related standards developed by
international standardization organizations to incorporate them into its own standards.

Information Security Technical Committee (TC5)
TC5 propels standardization activities and responses inside and outside of Korea
regarding Information Protection technologies used in connection with various
technologies such as Telecommunication, Radio Communication, IT Application and
Mobile Communications. The major achievements in standardization activities in 2008
included the development and revision of 48 standards and 1 technical report, including
‘Traceable Anonymous Certificate Technique,’and‘Security Requiremint for Personal
Information DB Management Technologies’,‘Guideline for Forensic Marking
Certification’TC5 also reviewed a total of 12 standards as part of its maintenance task.

Infra S/W Technical Committee (TC6)
TC6 is a Technical Committee that was organized in 2008 as a result of combining
several Software-related Project Groups with the purpose of responding to the
increased importance of software. The committee consists of 5 Project Groups:
Embedded S/W, Open Software, Software Quality Evaluation, Web, and Metadata. In
2008, it developed 68 standards, and in 2009, the committee plans to execute
standardization focusing on important technologies applied to the actual industries.

IMT(4G) Technical Committee (TC7)

TC7 began its activities in 2008 with the restructuring of the Standardization Committee
at the end of 2007. It has been reorganized to drive standardization efficiently in the
areas of home and abroad mobile communications such as IMT-Advanced and WiBro.
TC7 consists of a total of 7 Project Groups, each addressing a field of technology,
which are IMT-Advanced, IMT WiBro, Mobile Platform & Service, WLAN, CR (Cognitive
Radio), VHO, and IMT Evaluation.
In 2008, it adopted a total of 671 3GPPs technical specifications, completed the
development and revision of 4 TTA standards, and approved 1 technical report. Among
these, smooth harmonization has been achieved with the IEEE 802.16 standard
through a revision of the WiBro standard, which is an IMT-2000 technology. Active
standardization is underway with the completion of mutual authentication standardization
of ID/password method in addition to the PISIM based WiBro mutual authentication
method revised in June 2006.
In 2009 as well, domestic and international standardization of IMT-Advanced candidate
technologies such as 3GPP LTE-Advanced and WiBro evolution technology IEEE
802.16m will be actively promoted, and proactive effort will be made to acquire an early
preemptive position of standardization in mobile communications through the evaluation
of IMT-Advanced candidate technologies. In addition, international standardization is
scheduled to be driven through cooperation with related organizations and international
standardization organizations for such fields as CR and VHO, (which have become
major issues recently) WLAN (which is becoming ever more high-speed) and platforms
required for mobile communication services.

TC8 is in charge of driving domestic and international standardization and technical
standards in broadcasting and broadcasting communication convergence areas. TC8 has
analyzed industry trends and prepared responses to international standardization
organizations such as the ITU-R through maintenance of standards related to broadcasting
and development of standards for Conformance, Interoperability, Performance and Testing
for Broadcasting Technologies and Issues. TC8 consists of 5 Project Groups : DMB, Digital
TV, Digital Cable, Data Broadcasting and Satellite Broadcasting.
In 2008, TC8 developed 19 standards (including technical reports), most notably for
DMB. The‘Conformance Test for Terrestrial Digital Multimedia Broadcasting (DMB)
Video-Associated BIFS Data Service’standard was defined to verify whether a domestic
DMB BIFS technology has been implemented in compliance with domestic standards.
This representative standard is expected to contribute to the vitalization of the domestic
DMB market through realization of product reliability in the market through verification of
standards conformance and interoperability support. TC8 was separated from the Radio
Communications Technical Committee starting in 2008 with the aim of enabling a more
efficient and aggressive standardization in the fields of broadcasting standardization.
Since its organization, the committee has developed standards that have affected the
broadcasting industry greatly, such as DMB. Starting in 2009, TC8 is planning to get a
collaborative footing in international standardization organizations such as ITU, ETSI, the
WorldDMB Forum and ATSC, and propelled domestic standardizations in broadcasting,
such as DMB, DTV, DCATV, Satellite Broadcasting, and Data Broadcasting, which are
critically applied to the real industry.
Standardization
International Standardization Activities
In 2008, TTA actively participated in China/Japan/Korea (CJK) IT Standards Meetings and Global Standards Collaboration (GSC) Meetings,
contributing greatly to harmonious adoption of local and international standardizations. Korea’s TTA, China’s CCSA, Japan’s ARIB, and
TTC participate in the CJK IT Standards Meetings in which participants discuss harmonious cooperation in standardization issues and upto-date technologies such as Beyond 3G (B3G), Next Generation Networks (NGN), and Network aspects of IDs (N-ID). The 8th CJK
Meeting was held from 31 March to 2 April 2008, in Osaka, Japan. The Beyond 3G Working Group (CJK B3G WG) approved of the
common understanding of the minimal requirements for IMT-Advanced system and prepared the ITU joint contributions. The N-ID
standard collaboration Working Group (CJK N-ID WG) implemented a unified standard that integrates Korean and Japanese code and
resolution protocols and agreed upon submission of Korea-Japan ITU joint contributions on Object Identifier (OID). Meanwhile, the NGN
standard collaboration Working Group (CJK NGN WG) developed the NGN 3-stage test bed and detailed test specifications while also
producing the CJK joint NGN white paper. 14-17 July 2008, TTA attended the 13th Global Standards Collaboration (GSC) Meeting held in
Boston, USA, and discussed technical cooperation in High Interest Subjects (HIS) such as NGN and Next-Generation Mobile
Communication with major standardization organizations around the world.
Simultaneously Hosted 9 Conferences, including ITU-T SG11, SG13,
SG19, and IPTV-GSI
14-25 January 2008, 9 international conferences were held at the Seoul Walkerhill Hotel, with 431
participants from 26 countries. The conferences comprised the ITU-T SG11, SG13, SG19, NGNGSI, IPTV-GSI, IdM-GSI, JCA-IdM, JCA-NID, and SG16 Rapporteur Group. In this conference, 6
NGN related recommendations were developed, and 22 draft recommendations were approved.
Also, 21 work items from the activities of the IPTV PG were allocated to related Study Groups.
Korea led the development of 4 recommendations and approval of 8 draft recommendations.
Korea also prepared an agreement with Japan regarding the recommendation on international
standards for mobile RFID, which Korea commercialized for the first time in the world. International
standardization for USN Middleware was also commenced. In addition, the‘Future Network’
proposed by Korea was selected as a new question for the next Study Group. Its name was
reflected as the new name for SG13 (Future Networks including Mobile and NGN) as the result of
restructuring the Study Groups at the WTSA-08 (Oct. 2008, South Africa) Conference.

Fostering of International IT Standardization Experts
Activity Status of
International IT Standardization Experts
The international IT standardization expert fostering project began in 2001 with the
purpose of acquiring and providing the latest information on standards and early
adoption of domestic technologies as international standards. The project started with
100 experts which has since increased to 306 by 2008. They form a pool of experts
that, among other purposes, has been endeavoring to have standards native to korea
adopted as international standards. Through this project, the number of seats in the
leadership group of international standardization meetings increased from 16 in 2001 to
149 in 2008, amounting to a total of 112 persons. The number of contributions
increased greatly from 31 in 2001 to 382 in 2008.

Continuing from 2007, TTA concentrated on stabilization of
the Korea ITU Committee in 2008 to actively foster

Korea all with the goal of contributing to the acquirement of Korea's leadership in the
field of standardization. In addition, TTA sent a reply to 378 ITU circulars, which further
reinforced ITU administration support role.

Standardization Planning and Infrastructure Preparing
ICT Standardization Strategy and Mid-Term Plan
With the purpose of providing reference materials for establishing a standardization plan at
the national level and a guideline for civil standardization activities, TTA has prepared its“ICT
Standardization Roadmap Ver.2009.”In Ver.2009, 36 key technologies were selected,
including new convergence areas such as UHDTV, Future Internet, u-Environment, and eNavigation. Also, The technology standardization planning task force was organized
comprising 350 participants from industry/academia/research labs to prepare strategic
goals and detailed strategies for international standardization through analysis of home and
abroad environments for each key technology. Meanwhile, the Strategy Planning Committee
under the Coordination Committee has established an implementation strategy and midterm 3 year work plan (2009 ~ 2011) for the TTA Standardization Committee.
Analysis of ICT Standardization Scheme and Policy of Standardization
Organizations
To respond to changes in the international standardization environment in a timely manner,
TTA analyzed the trends of international standards, standardization scheme and strategies
of major countries to devise counterplan for issues concerning trade and commerce and IPR
that have been caused by the new standards. Thanks to these efforts, the‘Analysis Report
to ICT Standardization Scheme and Policy of Standardization Organizations’that lists an
overview of ICT standards, the scheme of major standardization organizations, and the
strategies of each country has been published, along with the‘IPR Guidelines of Major
Standardization Organizations' that contains the IPR policies and regulations of
standardization organizations all over the world. These findings have contributed to the
promotion of understanding of standardization. In addition, TTA published the ‘ICT
Standardization Handbook’which contains implementation cases of major standardization
organizations and bound the previously published handbooks(separate volume) together in
one volume.

IT Standardization Strategy Forum
Since 2000, TTA has assisted the IT Standardization Strategy Forum to strategically
respond to de-facto international standardizations, to revitalize domestic standardization
in the private sector, and to provide opportunities for information exchange among
standardization experts in industries, academia, and research laboratories.
In 2008, a total of 43 Strategy Forums were organized through a first-half/second-half
standardization strategy forum selection meeting in order to respond to the rapid
development of new IT technologies. Approximately 4,300 corporate members and over
10,000 experts actively engaged in activities, resulting in 210 forum standards and
submission of 590 international contributions.
In September, the IT Forum Korea 2008 was successfully held which consisted of 38
Strategy Forums. TTA also distributed‘Analysis Report to IT Standardization Scheme
(Forums/Consortia), 2008 Edition’, and presented what it deemed the direction of home
and abroad de-facto standardization activities.
Co-operation Organization for Standards Development (COSD)
Activities
On November 11, 2008, TTA was selected as the COSD of the Korean Agency for
Technology and Standards, and commenced the development of standards for
domestic diffusion of international IT standards for ISO in addition to ITU
recommendations. With the designation as a COSD, TTA is now performing
standardization for X series of Korean industrial Standards (KS) as well as TTA
standards (TTAS) and Korean Information and Communication Standards (KICS), and
has thereby established its position as a full-scale leading standardization organization
for information and communications technology.
Recently designated fields are ISO/IEC JTC1 SC6 (information and communications
technology) and SC27 (information security). TTA will develop draft industrial standards
as well as managerial tasks for 348 KS. In the first half of 2009, the primary national
standards research and development sector plans to develop 8 new draft industrial
standards from the international standards developed in JTC1 SC6 and SC27 that need
to be introduced urgently as national standards. Additionally, TTA plans to submit a
proposal to revise 10 KS that have already been established, and also plans to
continuously develop draft industrial standards and submit a proposal to revise to reflect
standards requirements based on demand surveys.

National Defense Information Technology Architecture (DITA)

TTA has progressed research on maintenance for the National Defense Information
Technology Architecture (DITA). Through this research, the classification system of key
national defense standards among national defense information technology standards
have been divided into 5 categories based on national defense interoperability, resulting
in a definite and systematic reestablishment. Also, 843 key national defense standards
among existing national defense information technology standards have been integrated
into a single national defense information standards template according to changes in
technology to provide maintenance. Also, 30 new draft standards were submitted to
meet the requirements for key DITA. Through this research, a more systematic
management of DITA is being anticipated.
Standardization
Standardization of IT Terminology
TTA not only identifies new IT terms to arrange/standardize them, but also provides
refined technical terms to facilitate communication and understanding within the Korean
language to help the general public better understand IT and contribute to the
development of IT technology in the future. In 2008, TTA published its IT Terms
Dictionary CD-ROM (ver 3.2), and selected 106 standard terms.
IT Standardization Education
To raise the public’s awareness of IT standardization and encourage users of standards
to utilize IT standards more often, TTA held a total of 11 technical seminars and
workshops that attracted 817 attendees. TTA also held two training seminars for IT
international standardization expert that attracted 76 attendees. Those seminars were
intended to teach not only theoretical background but also to help attendees acquire a
working-level knowledge necessary to participate in the international standardization
meetings. Additionally, two presentations on IT intellectual property rights drew 181
attendees and three special lectures on IT standardization for university students drew
292 attendees.
IT Standardization Thesis Contest
For the purpose of promoting a standardization research environment among the public
and university students, and to possibly discover excellent draft standards, TTA hosted
the 4th‘IT Standardization Thesis Contest, 2008.’A total of 18 papers were reviewed,
which were regarding subjects such as‘IT (convergence) Field Standardization
Activities, Strategy and Policy Directions,’
‘Research on New Technical Standards of IT
(Convergence) Field,’
‘ Methodology for the Implementation of IPR-connected IT
Standardization Plan,’
‘Methodology for Integrating IT Standardization with Testing &
Certification,’and other themes contributing to the vitalization of IT standardization. The
award-winners will be actively reflected in domestic and international standardization
activities and establish a footing in the development of IT technology in Korea.

Standardization Support Activities
IT Technical Standard Consulting Services
To encourage international standardization activities and R&D among small/medium
business and venture companies in Korea, a pool of 306 IT international standardization
experts was commissioned. The pool of experts is responsible for providing their
expertise to implement TTA technical standards and explain how to respond to trends in
IT international standardization. A total of 239 experts have participated in this service for
the past 8 years and consulting services were provided to 376 small IT firms free of
charge. In 2008, free consulting and seminars were offered to help small/medium
business companies cope with their technological challenges, thus helping to bridge the
digital divide as well as to enhance competitiveness.

Standardization Consultancy Program for Developing Countries
Most countries in the Asian-Pacific region, with the exception of Korea, Japan, and
China, are facing difficulties in their standardization activities due to a lack of technology,
human resource and capital. For this reason TTA started the consultancy program for
developing countries in the Asian-Pacific region with its 20 years of cumulated
standardization know-hows since 2008 to assist them in improving their standardization
capabilities. The target country was selected through APT, and TTA provided service on
standardization R&D, policies, strategies, procedures, forums and ITU/APT response
systems. Technology fields were selected according to the needs of the country and
technical workshop and focus group meeting were also held in the country. Through
continuous implementation of this project, TTA expects to bridge the standardization
gap.

Provision of Technological Information

TTA collected about 3,100 volumes regarding domestic and international IT standards,
and IT technology and market trends, and has offered them for public viewing. In
particular, TTA has enhanced and added to its collection and utilized its full-text home
and abroad databases to provide information with increased speed and convenience.
TTA has also focused on promoting and distributing 30 major publications such as‘IT
Terminology in Your Hand’and various IT standards technology education materials
such as‘IPTV Standard Technology,’which contribute to the popular diffusion of
standardization. TTA is also actively participating in IT information sharing collaboration
projects with related organizations to lead IT informatization in Korea as well.

Activities of Testing & Certification Services
Since its operations in December 2001, TTA Testing & Certification Laboratories have been issuing various certification marks for a variety
of Networks, SW, Digital Broadcasting, and Mobile Communications Equipment and Products of small & medium business / venture
companies in the IT sector. Meanwhile, TTA also performs various testing & certification activities such as reinforcing IT industrial
competitive power through testing & certification services in key areas of IT, leading the performance and quality levels of products through
the establishment and operation of large scale testbeds for the convenient testing of up-to-date products developed by small & medium
business / venture companies, and technical consulting and support for small & medium business / venture companies.
In 2008, TTA performed a total of 2,162 tests and certifications (1,647 tests and 515 certifications) in key IT technology areas such as
Bluetooth, Package SW, Data Broadcasting (ACAP & OCAP), DMB, GSM/WCDMA, and Mobile WiMAX in order to establish a footing in
testing & certification on the major information & communications technologies by establishing testbeds for new technologies such as
USB, IPTV, and Mobile WiMAX.

TTA 2008 Annual Report
Testing and certification services are provided for Bluetooth,
LAN/MAN, MMoIP, IPv6, ZigBee, DSRC, Home Networking, and
RFID. In order to pioneer new areas, the CTIA BT testing center
Network
was prepared to support the testing and certification services for
Bluetooth products exported to North America. The authorized
WiMedia testing center was also prepared to give testing and
certification services for local area wireless communication
products. As a result, a total of 570 testing & certification services (410 tests and 160
certifications) were performed. BMT was performed for public bodies and
communications operators in the wired network area, and TTA established a firm
foundation as a leader of quality verification for the national network infrastructure such
as measurement of the quality of the government communications network and Internet
phones. Also, TTA was approved by USB-IF as an authorized testing center with
regards to the provision of testing & certification services in the local area wireless
communications field, and began giving testing services for USB 2.0. In May 2008,
researcher Lee, Jeong-Ku acquired the Bluetooth Qualification Expert (BQE, formerly
BQB). To date a total of 2 BQEs have performed certification examination for Bluetooth
products. With the preparation of a certification system for home network devices, the
provision of testing services for home network products and services is also on the rise
and testing & certification services in the areas of ZigBee related to USN and u-City
projects are also expanding. In 2009, existing testing & certification services will be
expanded and reinforced, while providing a wider breadth in testing & certification
services through the acquirement of CTIA BT and WiMedia Alliance international
authorized testing & certification center qualification.

As the first government-authorized SW quality certification
laboratory in Korea, established under Article 13 of the SW Industry
Promotion Act, TTA is providing testing & certification services for all
SW
areas of SW, including package SW, mobile SW, SI SW, GIS SW,
contents SW, and embedded SW.
In 2008, a total of 1,095 testing & certification services were
provided, including 821 tests and 274 certifications, such as GS
certification tests for various domestic and imported SW, DBMS BMT, etc. TTA provided
SW quality consulting services to domestic small & medium SW companies on 850
occasions, and held breakfast meetings and seminars to present its plans to strengthen
competitiveness through SW quality certification. Also, TTA participated in WIS (World IT
Show) 2008 and manned the GS certification booth to promote the GS certification
system and its certified products.
This provided an opportunity for domestic companies with GS certification to export GS
certified products to countries such as Ireland, India, Saudi Arabia, and Japan, etc.
In addition, TTA cooperated with local agencies in Daegu, Daejeon, Chungcheong-bukdo,
Gwangju, Jeju, Incheon, Jeonju, Anyang, and Busan, etc. to support the cost of acquiring
GS certification, thereby helping local companies better appreciate the significance of
quality, and provide them with an opportunity to improve the quality of their products.
Also, the Software Quality Evaluation Center Sangam Software Testing Laboratory which
was established toward the end of 2007 and located within Nurikum Square in Sangamdong, Seoul, commenced full-scale testing services in January 2008. It has been
contributing greatly to relieving the congestion for GS certification tests. SW companies
located in adjacent areas of northwestern Seoul and Incheon are taking advantage of the
convenient location and smoothly operated services of the testing facility.
Testing &Certification
In the field of digital broadcasting, TTA is Korea's only testing &
certification organization that gives testing & certification services

for DTV broadcasting, which includes terrestrial and cable

broadcasting, data broadcasting (ACAP), mobile broadcasting
(DMB), HDMI interfaces. In 2008, a total of 213 tests &
certifications were performed (39 certifications and 174 testing
services including development support, function and
performance tests, and interoperability tests.)
In 2008, a total of 3 ION testing events were held to check standards conformance of
DMB receivers and to examine for any errors in operation of the receiver due to the
establishment and revision of the standards. Testing environments for digital cable data
broadcasting and terrestrial data broadcasting were also expanded, as well as the
testing environments for ACAP-J based IPTV middleware and DMB TPEG, BIFS, and
BWS. TTA signed an MoU with the Terrestrial DMB Special Committee for mutual
cooperation regarding testing & certification of DMB, and also signed a contract for
mutual cooperation regarding DVB-H field tests with the Jeju Knowledge Industry
Promotion Agency. Also, new logos for DMB and data broadcasting were introduced in
order to promote consumer recognition of the certifications as a way of strengthening
testing & certification. TTA also advanced active standardization activities through
establishing testing standards and revising existing standards in the area of digital cable
broadcasting, DMB, IPTV, and data broadcasting.
TTA has been providing testing & certification services for CDMA,
GSM, WCDMA, WiMAX mobile phones and handsets, and in
Mobile
2008, TTA provided a total of 248 tests and certifications, of which
Communication 242 were tests and 6 were certifications. For CDMA, although TTA
has been providing CTIA and CCF certification testing services
since acquiring qualifications to be an authorized CATL (CTIA
Authorized Test Lab) and CCF (CDMA Certification Forum) testing
organization in 2003, TTA plans to support only development support tests beginning in
2009 due to the sudden drop in demand for testing since 2007. In the future, equipment
upgrades and labor mobilization will be made in consideration with the market situation
and demand forecasts. With regards to GSM/WCDMA, TTA acquired qualifications as an
authorized testing organization for GSM and WCDMA from GCF (Global Certification
Forum) and PTCRB (PCS Type Certification Review Board), and has been giving global
certification and testing services for such mobile phones. For 2009, TTA plans to expand
its area of testing of HSDPA and HSUPA that have already been established in the areas
of WCDMA testing services.
In 2006 TTA became the second organization in the world to acquire international
authorized testing center status for WiMAX (WFDCL: WiMAX Forum Designated
Certification Lab) and completed the world's first Mobile WiMAX authorized certification
test series in September 2008. In May of that year, researcher Choi, Du-Jeong acquired
the WiMAX international certification examiner (WiMAX Certification Body, WCB)
qualification and performed certification examinations for a total of 5 WiMAX products.
Full-scale WiMAX authorized certification tests will become possible for 2.5GHz and
3.5GHz certification profiles beginning in June, which is anticipated to be a large
motivating force in pioneering new overseas export routes for domestic WiMAX
manufacturers in the future.
With regards to the testing & certification for mobile phone battery chargers, 20 new
models of mobile phones have been released beginning in June 2008 that use the new
integrated I/O connection interface standard (20-pin) for mobile phone that was finalized
in 2007. A total of 228 standard recharger models have acquired certification up to
2008, including 11 20-pin rechargers. TTA has now established a comprehensive
implementation system for providing a one-stop service from establishing the basic
policies for efficient implementation of mobile phone external interface standardization, to
establishing and revising standards, to testing and certification of the rechargers. These
movements have contributed to distributing standard rechargers that are superior in
technology and have shown proven compatibility for consumers.

International and Domestic Cooperation in Testing & Certification
TTA entered into a technical cooperation partnership agreement and MoU on testing & certification with key
international and domestic IT-related organizations aiming at expanding the scope of TTA testing &
certification, creating stable market demand through increased credibility, and enhancing public awareness of
TTA certification.

Research on Quality Criteria and Evaluation
IT Service Quality Evaluation
Through execution of competitive communications market promotion projects, the quality
evaluation of IT services such as WCDMA, VoIP and WiBro initiated a quality competition
among service providers to improve their service quality voluntarily. The projects also guided
efficient and adequate facility investments and promoted the expansion and provision of
service coverage of communication service providers.
For the quality evaluation of CDMA mobile phones, each service provider voluntarily
measures its quality for voice communications and wireless data, and TTA analyzes the
measurements to evaluate the level of quality. For measuring 3G mobile phone service
quality for WCDMA, voice communication, wireless data, and video telephony are measured
in all areas of the 8 provinces nationwide, especially Seoul and metropolitan areas. As for
VoIP telephony, TTA measured Internet phone quality of 8 service providers within the
metropolitan area and the 6 major cities. For WiBro service quality measurement, TTA
performed quality measurements in the metropolitan areas and 5 major cities in which KT
and SKT have installed WiBro services. In addition, TTA evaluated the quality of mobile
communication services for each mobile service provider through surveys in order to
perform a subjective quality evaluation for mobile phones that are actually experienced by
consumers.
URC Robot Certification System Development
As part of the network robot pilot project, TTA established and operated the certification
system for network robots in a bid to verify the reliability of robot quality, and thus
established a footing in commercialization leading to revitalization of the robot industry. Also,
by integrating the robot related certification system that was spread across different
sections into a single source, TTA played an important role in reducing confusion with
regards to the direction of robot development.
TTA’s accomplishments regarding the network robot pilot project in 2008 included the
issuance of 2 certificates and the provision of testing and certification services for 2 robots
from 2 robot companies that had been manufactured for pilot projects.

Research on Preparing Testing Infrastructure
Establishment of RFID/USN Testing & Certification Infrastructure
Based on the testing & certification system for the 900MHz bandwidth passive RFID
reader and tag that have already been established, TTA has begun providing full-scale
certification services in 2008. The RFID reader and tag applied to the RFID/USN
diffusion projects have also been certified by TTA.
Certification criteria for RFID tag, reader and tag printer used for management of
Government-owned property were established at the request of the public procurement
service. In addition, TTA has provided mobile RFID certification & testing, and
certification & testing services for RFID parking management systems and traffic
performance tests for the toll road system for local government organizations such as
Seoul City and Gyeonggi-do.
SW Test Infrastructure Support Project
To expand the field of SW quality testing & certification, TTA has developed SW quality
evaluation models for 5 areas including DRM, SMS, mobile Web 2.0, and intelligent
robot SW. Also, TTA has continuously researched vitalization methods for the GS
certification system through studying success cases of GS certification and collecting
various statistical data regarding home and abroad SW quality.
TTA also expanded and established 7 types of testing equipment for small & medium
business / venture companies that have difficulties with implementing testing
environments, and provided testing equipment and technicians for 84 companies to
enable them to self-test their products. To distribute and disseminate professional SW
testing techniques through the fostering of SW experts, TTA has produced 1 textbook,
and provided training for 204 SW testing experts through 4 training programs, held
quarterly. A textbook for fostering embedded SW testing experts has also been
produced, and 55 embedded SW testing experts received training through 2 training
programs.
In addition, TTA developed performance testing tools based on TPC-C/TPC-H in order
to acquire fundamental performance testing technology and to perform DBMS
performance tests. In order to acquire advanced testing technologies, personnel
received training from II ST, SQE, and APIS, etc. in the U.S., and responded to
international trends regarding SW testing technology.

Benchmark Test (BMT) Project

In order to perform a BMT according to a separate order policy for public sector SW,
TTA developed evaluation models such as compression solutions, Internet security SW,
portal solutions, authority management SW, and X-Internet SW, and performed
benchmark tests on 48 products in 22 cases. TTA has also provided objective
comparative information on SW products to organizations such as the Postal Business
Information Center, the Korean Intellectual Property Office, and the Ministry of Defense.
Also, to expand benchmark test performance services, TTA has developed an
evaluation model for an intrusion prevention system SW and Unified Threat
Management (UTM) solutions, and also partially improved existing evaluation models. In
addition, TTA has expanded and established benchmark testbeds by purchasing 3
types of testing equipment and 1 testing tool in order to meet increased demands for
benchmark tests. Meanwhile, TTA has promoted its benchmark tests by presenting
successful benchmark test cases to procurement officials in the public sector such as
the Government Informatization Council and the Public Sector Procurement Council.
