On behalf of the Fire Chiefs’ Association of Broward County; welcome to the Nineteenth
Annual "First There, First Care" EMS Conference and Chief Michael Haygood Advanced
Life Support EMS Competition. I commend every one of you for attending and taking the
opportunity to advance your training and education. Each year, our emergency medical
services face new and more challenging situations which remind us that your skills must
remain sharp, focused and innovative.
As we are all aware the first and for many, the only contact your department may ever
have with a citizen or family member is you. It is imperative you continue to deliver the
highest level of competent and compassionate customer service. Your presence here today is
indicative of your commitment to that goal.
I want to thank the EMS conference committee for their many hours of work organizing this
conference. The committee has done another outstanding job putting together an innovative
program for all to enjoy.

Dear EMS Participants,
On behalf of the Broward Regional Emergency Medical (EMS) Council and community, I
would like to extend an earnest welcome to all of you who are attending this Nineteenth
Annual "First There - First Care" Emergency Medical Services Conference in Broward
County. Every day in Broward County, you are often "First There" to provide "First Care"
to citizens and visitors who are sick or injured. For that, you deserve the sincere praises
of the Broward County Community. My compliments go to each of you for increasing your
knowledge and training at conferences such as this.
The program for this year’s conference is again extraordinary: providing a valuable
learning experience in our own backyard. Four leading professionals in their respective
fields will address how the care provided to our patients has progressed over time. The
Achievement Awards presented during the conference are a wonderful way to recognize
those who have provided exemplary service in delivering pre-hospital emergency medical
care, and making Broward County “EMS Strong.”
The conference planning committee, comprised of persons from each component of
emergency medical care in Broward County, has accomplished an onerous task in
developing the program for this conference.
Best wishes to you and I look forward to seeing all of you again at the Twentieth
Anniversary of the “First There, First Care Conference,” May 25 and 26, 2016!

Edward M. Racht, MD
Dr. Racht is the Chief Medical Officer of American Medical Response, the largest EMS provider in the nation. He
has been involved in Emergency Medical Services and
healthcare systems for over 25 years. Most recently, he
served as the Chief Medical Officer and Vice President of
Medical Affairs for Piedmont Newnan Hospital in Metro
Atlanta. Prior to this, Racht was the first full-time Medical
Director for the Austin/Travis County Emergency Medical
Services System, where he spent 13 years. The System
was nationally recognized in the Institute of Medicine’s
Report on the state of emergency care for its collaborative approach to challenging
healthcare integration issues. Racht helped develop a community-based approach to
dramatically decreasing time intervals to STEMI and Stroke treatment, integrate a
separate pediatric trauma facility into the community (the first such effort to delineate
care in Texas), eliminate Emergency Department diversion in collaboration with the
leadership of all hospitals in the region.
E. Reed Smith, MD, FACEP
Dr. Smith is a co-founder and the co-chairman of the
Committee for Tactical Emergency Casualty Care, Operational Medical Director of the Arlington County, Virginia
Fire Department, Attending Physician at Virginia Hospital Center, and Associate Professor of Emergency Medicine at the George Washington University. Reed has also served as the Medical Director & Co-Team Leader of
the National Medical Response Team- National Capital
Region, Program & Medical Director of the GW University Emergency Health Services Program, and has served
as Medical Director for several large scale events including the 2011 U.S. Open. Dr.
Smith is recognized nationally for his work in developing the Rescue Task Force concept, and frequently presents at domestic & international conferences, publishes, and
delivers training to many groups including special operations forces. Reed is a former
EMS provider, FEMA USAR (VATF-1) member, and U.S. Navy NEC8404 Combat
Corpsman.
Speakers for May 21st Sessions
Paul Banerjee, DO
Dr. Banerjee received his degree in Osteopathic Medicine
in 2000; he has been board certified in Emergency Medicine since 2004, and is the present Medical Director for
Polk County Fire Rescue. Dr. Banerjee was voted as the
2012 State of Florida EMS Medical Director of the Year.
He has received awards in Public Safety as well as the
AHA Stroke Award and the Emergency Medicine Award
for Stroke Care. Dr. Banerjee has sat on numerous
Stroke Care Advisory and Leadership Boards and has
also been a guest speaker at EMS World and had the privilege of being the head
physician for Super Bowls 35 and 43.
Dr. Banerjee has had the honor of having several abstracts presented at the
International Stroke Conference 2012-2014.
Danny Griffin
Danny Griffin has been a Paramedic for more than 35
years. He has worked his entire career in Florida. He retired as a Captain from Alachua County Fire Rescue and
started his own business in 2008 providing EMS continuing education throughout Florida. He is currently the
EMS Education Representative and Vice chair on the
State of Florida EMS Advisory Council. Danny has served
as the President of the Florida Association of EMS Educators was named Florida's EMS Educator of the Year in
2008 and 2011 by the State of Florida Department of Health. Danny is a dynamic
speaker with a great sense of humor. He has taught in large conferences, Community Colleges, Teaching Hospitals and rural EMS departments.

We will start the discussion by describing the principles of change, and the changing
clinical environment of EMS. In particular, this talk will delve into the details of the
changing operational environment of EMS. We will also discuss future directions of
change (traditional & non-traditional) the EMS system faces.

All Hazards Means All Hazards: The need for coordinated response to
Complex Coordinated Attacks
Terrorists, both national and international-based, are utilizing low tech, readily available weapons and explosive materials to maximize the death and destruction and to
complicate the respective Law Enforcement and medical response. Referred to as
complex coordinated attacks (CCA), these events involve any combination of active
killing, use of IEDs and explosives, use of fire as a weapon, mobile coordinated
teams, and attacks on first responders. Given this new operational threat, high threat
integrated Law Enforcement/Fire/EMS operational and medical response is required
to initiate threat mitigation activities and to provide for medical care and life rescue by
first responder agencies. In order to maximize survivability for the wounded as well as
safety and effectiveness of the operational response, a comprehensive program
needs to be developed. This program needs to focus on developing unique LE/Fire/
EMS coordinated response capabilities to address the unique operational aspects of
complex coordinated terror incidents utilizing weapons, fire, explosives and any combination therein. This lecture will focus on the history and need for coordinated response operations, provide information to develop a more thorough understanding of
coordinated police and fire department capabilities and operations, and will provide
best practices for the development and operations of a High Threat Response team.

Sports related pediatric concussions have been recognized as a national health issue
in the United States over the last few years. Unfortunately, there is very little educational information available to for EMS providers about concussion management. In addition, many Fire and EMS Departments provide medical personnel to stand-by at local
public school sports events and EMS providers are often the first medical contact for
the concussed patient. The goal is to help providers of emergency care recognize, assess and treat the young victims of sports related concussion in our communities
throughout Florida.

Cardiac arrest is the abrupt loss of heart function in a person who may or may not have
diagnosed heart disease. Each year, more than 420,000 emergency medical servicesassessed out-of-hospital cardiac arrests occur in the United States. With fast, appropriate medical care, survival is possible. Administering cardiopulmonary resuscitation
(CPR) — or even just compressions to the chest — can improve the chances of survival until emergency personnel arrival.

adult, pediatric & traumatic arrest; and describe the non-clinical elements of managing
