Webinars for the 2014 Series
Sessions are being scheduled for the Fall. Part 2 on Medical Device Cybersecurity is set for September 19th. Tentative topics also include the new CMBES CE Standards of Practice and also
CMBES Peer Review, 3D Printing, Quality Management, and the latest in Epilepsy Monitoring
and Cardiology.
CMBES Peer Review Update
Based on the CMBES Clinical Engineering Standards of Practice (CESOP), the CMBES Peer Review
is an excellent way for biomedical/clinical engineering centres to obtain recognition for their work and
accomplishments. This on-site multi-discipline review focuses on clinical engineering programs specifically. If you think you are ready to be surveyed, please contact me ([email protected]) or the secretariat ([email protected]).
The CMBES Peer Review Committee continues to meet and is currently working on improving the audit process and on the surveyor guidance document. Requests for peer review continue to come in form
various organizations.

A message from new president, Martin Poulin!
Greetings/Salut CMBES Members,
The new executive for 2014-2016 have been transitioning over the last few months and settling into their new or changed
roles. We will be working shortly on this year’s goals and objectives. These goals and objectives will draw from the Strategic Plan initiatives established in 2010. One of the primary objectives achieved by the previous executive was to set up an
electronic platform to more effectively manage our membership including automated communication, online payments and
structured report generation. I wish to extend a big thanks to Murat Firat and Michael Hamilton for their work choosing and
setting up our new membership communication platform. It has had some bumps, but we continue to affect repairs when
required.
The other big change this past AGM was the creation of the new Associate Member category. After much consultation
with CMBES members on how to reach out to the non-managerial /non-supervisory Biomedical Engineering community,
we have created this new Associate Member category. This new membership category is being offered at the low rate of
$45 to encourage Biomedical Engineering Technologists in the hospital environment or medical device support industry to
become members. The CMBES vision is to be the national Society and professional home for medical and biological engineering in Canada and we cannot do that effectively without the participation of frontline technologists. So, if you are a
manager/supervisor, please encourage your staff to become members and get involved. This membership category is also
open to individuals living outside of Canada or those members who are unemployed or who are on unpaid leave from their
regular employment or studies (e.g. family leave). Associate members shall retain voting privileges, but shall not hold office in the Executive.
The other news is that we now have an International Outreach committee that is doing work with our Ghana biomedical
engineering colleagues, which may be of interest to some of you thinking to apply your skills overseas in a philanthropic
role.
This newsletter expands on some of the initiatives and activities of the society, so please enjoy the read. If you would
like to get more involved with the society, please feel free to contact any of the executive for opportunities.

New Membership Category:
It’s time to open things up!

After several years of basically static CMBES membership numbers and limited representation from the clinical
engineering community, the CMBES Executive have approved
a new membership category to attract potential members that
occupy largely non-leadership roles. The category comes with a
significantly reduced annual membership fee of $45 (from
$130). This is expected to draw interest from those who, historically, were not able to obtain employer support for the cost
of joining CMBES. With this new rate, employer support or
paying for it personally becomes much more feasible. The new
category rate will be trialed for 3 years in order to determine the
effects and/or benefits of this strategy.
The new category (Associate Member) comes after
several years of consideration and, more recently, a similar action taken by AAMI to create a new category which allows non
-leadership candidates a less expensive option to join.
The Associate Member rate will also apply to all
members outside of Canada (international rate). We hope this
will attract additional membership as well. The CMBES feels
that by increasing membership, we hope to increase the knowl-
edge pool and foster new ideas. Attracting more volunteers for
committees and various initiatives is also anticipated.
There are potentially hundreds of individuals that work
in biomedical engineering as BMETS including those working
for several vendors and/or manufacturers in Canada. With bigger numbers comes a stronger voice. We encourage those who
have considered joining CMBES previously to now reconsider.
Those who are just learning about us, your timing is perfect,;
consider joining the CMBES as an Associate Member.
Benefits to Associate Members are the same as with
full membership. They include reduced rates for conferences
and webinars, special access to the CMBES Website (bylaws,
newsletter, membership directory, etc), and discounts on job
postings, CMBES publications, and CMBES store items.
Associate Members will also have voting privileges.
By this we hope to increase interest in the society and its future
direction.

New Edition of the Clinical Engineering
Standards of Practice (CESOP)
Now Available
Literally years went into the making of this highly anticipated
document which includes dozens of updates and revisions to
the 2007 edition CESOP. The CMBES wishes to thank all of
the members of the development committee as follows: Bill
Gentles (Chair), Anthony Chan, Marc d'Entremont, Tim
Rode, Bob Dony, Glen Hughes, John Inch , Kelly Kobe, Darrel Nilsson, Mario R. Ramirez, Chris Rouire, Gurpreet Saini,
and Gnahoua Zoabli. The new standards now feature over 70
standards of which contain numerous updates. Although
some modernization and realignment has occurred based on
new developments in healthcare, the release continues to
maintain a direct focus on Clinical engineering programs and
their objectives. The original Clinical Engineering Standards
of Practice for Canada was published in 1998. It was recognized that for this Standards of Practice document to remain
relevant to Canadian Clinical Engineers, it must undergo periodic reviews and updating. A second edition was published in
2007. The work on the 2014 edition began in February of
2013. A working draft was presented at the CMBES conference in Ottawa on May 24, 2013. Input from the conference
was used to revise the working draft. It
was then circulated to the full membership for another round of comments.
The final document was presented to
the membership for approval by electronic ballot after being presented at a
workshop at the CMBES conference in
Vancouver on May 23, 2014. The resulting votes were Yes=24 and No=0.
This third edition cancels and replaces
previous editions. The revised Standards of Practice document is available to members at no
charge. The cost for non-members remains unchanged from
the previous document. All organizations considering peer
review would require a copy of this document. To order a
copy of the Standards in PDF format, go to the CMBES web
site at www.cmbes.ca.

Peer Review Certificate Awarded
at ACCES19 in Charletown
CMBES Peer Review continues to be an objective for clinical
engineering centres in Canada. The team was invited to review the Health Technology and Data Management program at Eastern Health in St. John’s in October of 2013.
Eastern Health operates all health care facilities on the Avalon, Burin and Bonavista Peninsulas. They have 925 acute
care beds, including 87 critical care beds, in 17 facilities. The
peer review focused on 3 sites, Health Sciences Centre (St.
John’s), St. Clare’s Mercy Hospital (St. John’s), and Carbonear General (Carbonear). The Biomed program consists of
over 25 staff. The CMBES Certificate of Peer Review was
presented at the ACCES19 conference in Charletown which
took place in June of 2014. ACCES is the Atlantic Canada
Clinical Engineering Society.

named a Fellow of The Engineering Institute of Canada (EIC)
(15 March, 2014)
The Engineering Institute of Canada (EIC), of
which the CMBES is a member, includes as its goals
to promote awareness of the history of engineering in
Canada; enhance the recording of engineers’ contributions to the nation's development; develop and
promote continuing education; initiate and facilitate
interdisciplinary activities and services; lead member
societies in defining and building the future of engineering; and to advocate the values and benefits of
engineering.
On 15 March, 2014, five senior medals recipients, including Commander Chris Hadfield, were
presented at the 2014 Awards Gala in recognition of
their outstanding achievement or service to the engineering profession.
Eighteen engineers, including Ottawa resident Leon Katz, O.C., O. Ont., were inducted as
Fellows of EIC for their exceptional contributions
to engineering in Canada.
A Biomedical engineer, Leon Katz devoted
his career to improving patient care and safety.
One of the first to specialize in clinical medicine, Katz invented, innovated, and hand-built a wide
range of hospital instruments: Canada’s first heartlung pump for open heart surgeries; first fetal heart
monitor; infant incubator; scanner-printer to detect
radioactive iodine uptake in thyroid disease; highspeed contrast injector for angiography. Then, he
frequently operated these new devices during clinical
procedures!
Operating his own original heart-lung bypass
machine, Katz was the Perfusionist for Canada's first
successful open-heart surgery, and for thousands of
subsequent surgeries.
At Health Canada, he established new legislation for medical devices.
One outstanding contribution, affecting millions worldwide, was his discovery and correction of
the backflow hazard from evacuated blood collection
tubes used to gather blood samples.
Leon Katz is an Officer of the Order of Canada. He has been honoured with the Order of Ontario,
the Living Legend Award from the World Society of
Cardio-Thoracic Surgeons, and as “Member Emeritus” of the Canadian Medical and Biological Engineering Society, of which he was a founder and is now
the first EIC Fellow.

The CMBES Award Categories are:
Outstanding Canadian Biomedical Engineer
This CMBES Award was established in 1989 and is presented to a Canadian biomedical engineer who has made outstanding contributions in the field of biomedical engineering. Such achievements can be in the form of scientific or technical developments as well as a broad-spectrum of areas such as leadership, service and organizational skills that contributed
to the improvement of health care delivery in Canada, or prominence in organizations concerned with biomedical engineering at the national or international level. Achievements for consideration shall have taken place during the three years immediately preceding the award year.
A potential candidate must be a professional engineer who is a member in good standing of CMBES and actively engaged
in biomedical engineering activity in Canada. The award will be presented annually at the CMBES Conference. This award
will be made only if a worthy candidate is proposed.
Outstanding Canadian BMET
This CMBES Award was established in 1982 and is presented to a Canadian BMET to recognize excellence in the field of
biomedical engineering technology. This award is presented to a technician or technologist who has distinguished him or
herself in one or more of the following areas:
scientific or technical abilities
exceptional service and/or technical skills
outstanding contributions to the improvement of health care technology
notoriety in the profession of biomedical engineering technology at the national and/or international level.
A nominee must be a certified BMET or eligible for certification as a BMET and must be a member in good standing of
CMBES. The nominee must be actively engaged in some form of biomedical engineering technology in Canada. Achievements for consideration shall have taken place during the three years immediately preceding the award year. The award
will be made only if a worthy candidate is proposed and will be presented annually at the CMBES Conference.
Early Career Achievement Award
This CMBES Award, established in 2007, is intended to recognize young professionals who have demonstrated outstanding performance and achievement in the early stages of their career. To be eligible for this award a candidate must be
a member in good standing of CMBES, who graduated from a College or University program related to biomedical engineering in the broadest sense and has been working in the field for a maximum of 5 years. This award will be presented to
an individual who has consistently demonstrated exceptional skills in such areas as: client services, technical performance,
sophisticated scientific or technology development. The award will be made only if a worthy candidate is proposed and
will be presented annually at the CMBES Conference

Special Membership Recognition/Honours
Special Membership status is awarded only to distinguished individuals who have made significant contributions to the profession of biomedical engineering and to CMBES in particular. Special Membership status are awarded in the following
three categories:
Fellow
A fellowship may be conferred by the CMBES Executive, upon recommendation of the Awards Committee, to a member of
the CMBES with an exceptional record of accomplishments and service to biomedical engineering whether in practice, development or research. The accomplishments shall have contributed to the advancement or application of engineering, science and technology, and in so doing, bringing significant value to CMBES and the profession. The candidate shall have
been a full member of the CMBES for a minimum of 10 Years. Fellows, upon retirement are exempt from paying fees and
retain their privileges in CMBES.
Emeritus
Emeritus status is conferred by the Executive, upon recommendation of the Awards Committee, to an experienced and distinguished member of CMBES, who has substantially retired, for outstanding achievement and contributions throughout his
or her career. This honour recognizes individual excellence and years of exceptional dedication, leadership, loyalty and
service to the profession. Society Emeritus members are exempt from paying membership fees, but are no longer voting
members.
Honorary Member
Honorary membership is a significant honour bestowed by the Executive, upon recommendation of the Awards Committee
to an extraordinary individual, who is not a member of CMBES, but has distinguished him or herself by contributing to the
objectives of the Society or has performed meritorious service on behalf of the Society. Honorary Members do not pay dues
nor do they have voting rights in the Society.
We are also perusing the possibility of new award categories. If you have any suggestions for any additional
awards please contact me.
The Awards Committee is also looking for volunteers, as we have a couple of vacancies. We typically meet
monthly on-line via Go To Meeting. Meetings can last from 30 to 60 minutes.

Treasurer Update

Dear Colleagues,
I hope you all had an enjoyable summer and were able to spend time outdoors with family and friends. My summer was incredible. Lots of weekend getaways all across the province, weddings, cottages, biking, camping, climbing, swimming. Manitoba has lots to offer. I hope we will have an opportunity in the near future to host a conference in Winnipeg so we
can show you first hand how much the prairies have to offer.
From the Treasury side of things, the draft 2013 audited financial statements have been voted on. For the first time in over a
decade CMBES has a new auditor, KHM Chartered Accountants, an accounting firm. There were many changes to how our
statements were audited. It was a learning curve for me. They helped us eliminate a longstanding liability on our books
(RESNA) and updated the petty cash account. They also are taking a different approach reporting annual revenue. Income received for conferences in the next fiscal year is being deferred to that year where it was not in the past. These
new processes caused delays in finalizing the audited statements and prevented membership from voting on the statements at
CMBEC 37 in Vancouver.
Onto CMBEC 37, although the conference was a tremendous success from an education and networking perspective, I am
sad to report that the conference fell short of its income targets. The cause was similar to last years missed target. Overall registration numbers met their targets but there were fewer full conference registrations than predicted. Daily registrations dominated
conference attendance for the second year in a row. I will be investigating the root cause of this with the Executive this fall in an
attempt to create a more financially viable conference in 2016.
A final note on CMBEC 37, I took many pictures at the event and have posted them onto the web. Please feel free to have a

For our next conference, The World Congress, the Finance Committee has been on break for July and August. Before we
went on break we presented a budget to the conference chairs and host sponsors. With the budget approved, meetings will resume shortly as we prepare for registration to open later this fall. I will have more updates for you in the next newsletter. As an

A Word from CADTH...
CADTH — A Source of Evidence for Biomedical Engineers
When assessing biological and medical systems, CMBES members may find themselves asking where they can go for the
latest evidence-based information and resources on medical device technologies to inform their work.
It may come as a surprise to many that this information exists close by — at the Canadian Agency for Drugs and Technologies in Health (CADTH). As an independent, not-for-profit organization, CADTH produces credible, impartial advice and provides evidence-based information about the effectiveness and efficiency of health technologies (devices and
equipment, medical and surgical procedures, drug and vaccines).
Some CMBES members may already be familiar with CADTH by having attended past workshops, stopping by CADTH
information booths at CMBES conferences, or having connected with CADTH Liaison Officers at the local level for support on specific projects.
Through the CADTH website, visitors can access CADTH’s findings, recommendations, and intervention tools, many of
which would be of interest to biomedical engineers.

Update on 2015 World Congress in Medical Physics and Biomedical Engineering, Toronto June 7 to 12, 2015.
Congress organizing activities for WC2015 are well under way. The Conference Organizing
Committee (COC) has met every single week since October and continues to coordinate
hundreds of aspects leading up to the Congress date of June 7, 2015. These include 2 live
meetings in Toronto at the Metro Toronto Convention Centre so far. Subcommittees are also
working hard to bring success to this significant event. These include the Scientific Program,
, International Advisory, Publicity, Continuing Education, Sponsorship, and Finance committees. These include members from around the world. Checking out the website is a must
(www.wc2015.org). Try your hand at submitting a ‘velfie.’ You could win your own free registration to the Congress or a $200 or $100 credit towards registration. WC2015 will have
hundreds of sessions, keynotes, and workshops presented by scientists and engineers from
around the globe. Attendance is expected to be over 2000. Awarded by the IUPESM
(International Union for Physical and Engineering Sciences in Medicine), the CMBES and
COMP (Canadian Organization of Medical physicists) have partnered to organize this spectacular event.
