CHAIRMAN’S REPORT
I am particularly pleased to be in a position to make this report in my third term as Chairman of the QRL Referees’ Board.
It has been a remarkably successful year. In my view, the game and refereeing in the State is in better shape than at any
time in recent years.
This year, our Board was committed to working more hands-on with the Regions and Local Referees’ Associations
around the State to recruit and develop referees. We wanted to maximise and enhance the benefits that flow from
working collaboratively, and at the same time, be mindful that we do not get viewed as “operational”. We need to ensure
that “governance” is distinguished from “management”. Management is concerned with the day-to-day operation of an
organisation, whilst governance focuses on the systems and structures by which an organisation is strategically placed
and directed. Sometimes, some of us get caught up with the day to day operations.
The QRL Referees’ Board recognises that there are always many challenges facing the officiating of a game that
continues to grow from strength to strength, and is committed to looking to the future, and making the tough decisions
that are required for the long term benefit of the game in Queensland.
Over the year we funded many initiatives, however, we do so with finite resources and the compelling proviso that we
must all do this work within our means. I can assure you that the Queensland Referees’ Board seeks to grow and
strengthen officiating using every resource available to it, but we will not live beyond our means.
The QRL Referees’ Board utilized the ARLD’s Recruit-A-Ref funding for the “Give it a Try’ campaign by reimbursing
Associations for members who joined for the first time.
The Board would like to thank the NRL/ARL Partnership and the QRL for the substantial financial support that they afford
us annually.
The support of good sponsors is essential to the successful running of any sport, and as we all know, developing referees
is a time consuming and expensive exercise. We were excited to partner with a new major sponsor, The Legends Club.
Our long term sponsors Stradacon Penna, Triple Play, Esanda Finance and Coastfast Transport have also continued
their fantastic financial contribution. Without their dedication and support we could not deliver the successful outcomes
this year.
Congratulations to all who officiated at State and National Carnivals, especially to Michael Gordon and Alex Dreger, who
refereed the National Open Schoolboy Final and the Under 12 Schoolboy Exchange respectively. The competition for the
Intrust Super Cup Grand Final was quite fierce, with Justin Davis finally winning the prestigious Nick Euclid Medal and
refereeing his first Queensland Cup Grand Final, a significant achievement and well deserved.
As I moved around the State, I was heartened by the number of promising, young referees. One referee who clearly
deserves a mention is Brandon Burgess from the Sunshine Coast, who won the Barry Gomersall Award for most
promising referee. Brandon is a keen, talented and enthusiastic referee who is truly deserving of the award.
On behalf of the Board I acknowledge the tireless work of the people on the ground. Referees Operations’ Officer, John
Topp, has contributed enormously to the smooth and efficient running of referee operations around the State. Our
Referee Development Officers, without fail, carried out their tasks enthusiastically, competently and diligently, establishing
themselves as benchmarks for the development and advancement of officiating in the country.
This year, our Academy Manager Eddie Ward brokered a successful strategy with NRL Head Coach Robert Finch where
we were able to give opportunities to four part-time referees – Clayton Sharpe, Michael Wise, Chris Butler and Peter
Gough – to demonstrate their skills at the National Level. The belief from talking to a number of people was that the
initiative was a huge success. The programme has created the momentum for more change. We need to vigorously
pursue our referees not having to move to Sydney to officiate fulltime. I am confident when sectional interests can be set
aside, the benefits for refereeing in Australia will be enormous.
As we draw the curtain on the 2010 season, I’d like to thank my Board members who have tirelessly supported the growth
and quality of refereeing of our great game, and also recognise the efforts of all our volunteers in all Associations around
the State. Your dedication, energy and hard work is to be commended. My sincere thanks to our QRL Education and
Development Manager, David Bannister and his staff for their hard work and continued support.
Also, in difficult times, and for different reasons, John McDonald and Ross Livermore and the Directors of the QRL Board
continue to lead the way for all in Queensland Rugby League. Your support and enthusiasm of rugby league throughout
Queensland continues to underwrite the success of our great game. I know the unrelenting drive to achieve the highest
possible standards will hold the game in our State in good stead as we move towards the establishment of the
Commission.
Finally, my thanks and best wishes for a safe and enjoyable off-season, and I look forward to season 2011. Your
dedication to refereeing the game we all love will ensure a vibrant future.

NORTHERN DIVISION REPORT
Introduction:
2010 has been a big year for the Northern Division with the biggest growth in the state with 93.5%. Cairns have been the
success story this year with the great increase of 107.7%. This is largely to do with the change of committee and the large
focus on the juniors. Having a part time employee funded by Cairns Local Leagues in the coaching and development role
has also played a big part. This role was also a great help to Dave Isaacs with the far north area.
Townsville also saw an increase of 82.5%. Mackay followed the trend with 70.3%.

Cairns had another thing to celebrate with Robbie Dalziel achieving his 400 ‘A’ Grade local games over his 26 years of
refereeing. Michael Inman achieved his 300 ‘A’ Grade games 2 weeks later. These milestones are few and far between.
There would be others in the division that would be close to these as well, we just need the associations to do the
research for these long serving members.
Mackay also saw one of their members, Chris Anderson, referee the FOGS Cup grand final. Things are looking good for
Chris and hopefully he can improve on this next year and be a consistent member of the Q-Cup referees.
Townsville is also looking good for the future with young Taylor Worth excelling and receiving his first senior grand final in
the Under 18’s. His turn around this year is a credit to him.
Townsville – Report by Peter Worth.
I have seen the Townsville & District Referee’s Association go through some major changes over my 10 years with the
association. Senior and junior association into one association was a great change you just had to be present at the finals
this year with Chris, Dean and Taylor at Kern Brothers supporting our younger members in their games and cooking the
BBQ at lunch time, at the Sports Reserve on Sunday some of the younger members running water for the older members.
You just have to look at our “Mission Statement” To provide an environment and experience that will allow our members
to grow and develop. I believe this to be true as this year we had a referee at every Queensland carnival looking back five
years that total was zero. Objective 3 of our Operational Plan was to improve the Knowledge, Education and Skill level of
all match officials and that is a goal we achieve throughout the year and one we hope to build on for next year.
We dropped the ball on attending the seminar due to the Goldfield Ashes weekend being on the same weekend. We do
support the change in venue for next year’s seminar to Mackay and Cairns the following year. We did conducted regular
review of the DVD from the seminar and conducted a level one and level 2 referee’s course. There was a CMO’s course
completed by some of our members this year. We increased our training session from one a week to 2 a week this year
with more skill base training sessions throughout the season.
Objective 2 Develop and Implement Recruitment and Retention Strategies. We have not got the recruitment process right
at this stage but the retention is looking good, you just have to look back over the last 10 years we have more young
members running around now just look at the 14 and 15 year old referee’s the numbers are high but we need to target ex
player between the ages of 20 to 30 years old but this is a problem throughout all association around Australia.
Early in the season it was difficult to fulfil appointments in the Under 18’s competition but we promoted two of our young
members who had only done up to Under 15’s both members were outstanding throughout the season and also stepped
up at training and became leaders of men it was great to see this transformation and to be part of it.
Dave Penna did a lot of work creating our new web page, which has been very successful, and user friendly with a high
number of hits each week. Also throughout the season we had a number of team building activities starting off with a
Trivia night which was a great night and many thanks to Brian Hawke and I’m looking forward to the next Trivia night. Also
we had a number of BBQ’s at Kern Brothers which was very successful and a big thanks to Dean for cooking.
Again over the 10 years that I have been involved with this association we have a very close working relationship with
Cairns & Mackay Referees Associations.
Mackay – Report by Lou Bartley
Introduction
While this has been a difficult year for me being diagnosed with esophagus cancer, there have been some positives now
that it has been cured following chemotherapy and surgery followed up with precautionary chemo. While I have not been
too active this year I have been kept in the loop by Clinton Begg, Shane Culling, David Isaacs and Stu Cantoni and have
been in constant contact with them. I would like to thank them for their help through these trying times. I would also like to
thank all the members of my association, the Northern Division referees and those from the QRL board for their support

and well wishes. It is the role that I have working with the referees that has kept me going, and looking forward to being
more active in that role next year that has kept me positive.
Courses
I conducted two courses this year one at Mercy College where 40 students attended and the other for the Mackay and
District for 12 participants. Next year I have committed to conducting courses at Mirani State High, Sarina High and Mercy
College. The main purpose of these courses is to provide qualified referees and touch judges to the primary school
competition and touch judges to the high school competition, some of the school referees will also referee at Junior
fixtures. I will be running three courses for the association next year one at Moranbah, one at Proserpine and one
(possibly two) at Mackay.
Recruitment and Retention.
We have recruited well this year with our numbers increasing particularly at a junior level, some of our juniors are now
running touch lines and interchange at senior level. There was a 53% increase in membership with a retention rate of 74
%, these are great stats.
Participation.
This to me is the most important aspect of recruitment and retention. This year we had the highest attendance at the
seminar in our history. Numbers attending the skill training with Col McPherson and fitness training with Rod Finney have
been exceptional. Three of our referees attended the Foley Shield Carnival with Chris Anderson refereeing the Grand
Final, Clinton Begg the second final and Zane Wright the third Final. Zane Wright also refereed the Northern Final of the
Cocoa Cola cup. While we had two referees accepted for state carnivals, they failed to attend, in the past I have been
proactive in this area. In the future I would ask that details of travel and participation be cc to the supervisor so that they
can be pro-active in assuring attendance at these carnivals. Chris Anderson is refereeing at FOGS and is looking good for
Q Cup.
Cairns – Report by Michael Inman
Introduction
The year 2010 could be seen as a watershed in the Cairns District Rugby League Referee’s Association however, the
work can be undone as quickly as it was started. The delivery of over 100 new referee’s and retention mark of around
50% for the first time in years has seen the CDRLRA being able to supply referee’s for all grades in all competitions on a
regular basis.
Retention has become the key focus area for next year along with some key Recruitment to top our existing levels of
referees.
The Supervisors Role
This year the Supervisor’s role was replaced by the Referee’s Development Officer for the time being, until this year’s
AGM. The role was initially voted to Michael Inman, who when appointed the Referee’s Development Officers job, was
passed onto Adam Puet. Unfortunately due to work issues and board requirements, Adam gave up the role and became
a board member again of the Cairns District Referee’s Association.
The Members
The general growth of the association has been with the juniors within the organisation. The average age of the
association dropped from 46 in 2009 to 19 in 2010. The junior clubs in the Cairns District area have helped with ongoing
recruitment of referee’s for the game. This has enabled us to put in place a 5 year strategy to rebuild the referee’s
association from the ground up.
The strength of the junior base was evident during the final series in Cairns/Eacham/Innisfail areas, where there was
junior (U18) referee’s appointed to semi and grand finals.
At the other end of the scale, the senior members of the association have also blossomed with being to do their duties
without the hassle of backing up every day during the weekend.
Courses
During the year, nine (9) level one courses, one (1) level 2 courses were conducted in the Cairns area. At this stage,
there are plans for another 6 courses next year, one of those is to be a level 2 course to update all referee’s who are
doing Senior games as per QRL stipulation.
Also during the year, David Isaacs ran a Mentoring course, which was attended by nine (9) participants. This is a
stepping stone to Level 1 coach of match officials, and a handy step for some club volunteers who help out every
weekend of coaching and supporting junior referee’s.
The referee’s were also treated to individual club visits with an update run to help and encourage referees. This program
designed by David Isaacs was run in the three (3) areas to help promote referees with the simple plan – CPR saves lives.

The Junior Development Squad
In late November this year, the Junior Development Squad will be formed and asked to meet here in Cairns for a training
session. The idea behind this is to keep the junior referees interested and prepared for the following season. We have
identified that this is the traditional drop off time, so every step must be taken to ensure that we maintain a good working
relationship with the younger referees.
The squad will be given law quizzes, on-field drills; DVD’s to watch along with every week having a guest to speak to
them. The idea is not just to become a better match official, but a better person overall.
Obstacles yet to be addressed
While 2010 could be marked down as a watershed moment for the CDRLRA, it can be easily undone without the
continued support of all junior and senior clubs, the 3 local junior leagues and of course the CDRL.
The CDRLRA executive must also be aware that all grades of referees are their responsibility, not palmed off to the Junior
League executives as per the past. If we are to continue to grow and prosper we must move as a group, not relying on a
few to do the work.
The role of the Referee’s Development Officer has also been a welcomed success, but failure to put the position more
than 12 months guaranteed at a time could lead to stability problems. While yes there are smaller numbers than
Toowoomba and Sunshine Coast combined, there are also more referees in the Cairns area than Townsville and Mackay
and Rockhampton combined. The need to have someone service the area fulltime is now apparent, as without this
support network the referee development will be somewhat thwarted before it has actually started.
Training while having improved dramatically this year, still needs to have some more adjustments made to it. Training
this year was a reflection of our year, as towards the back end of the year we were having to find ways to freshen up for
the remainder of the year.
The BIG Picture
Overall, 2010 can be seen as a success. The programs placed into action have reaped many rewards for the CDRLRA.
Now with the combined effort of the Cairns RDO and the NQ RDO, the implementation of the micro-carnivals have been
established to help the referees who may be thinking of going to carnivals as a stepping stone. This cannot have been
done without the help of the NQ office and David Isaacs. Thanks.
Having the enjoyed the role of the Development Officer, I hope that funding will be available next year for the position to
continue, and will be reapplying if required to, for the position.
My thanks goes to David Isaacs, Stuart Cantoni, Lou Bartley, Dave Penna, John Topp and all the Cairns District
Referee’s Executive, as without your help this year, we would not of achieved what has been created here in Cairns.
Summary:
Peter, Lou, Michael and Dave all excelled again this year with their tireless number of hours spent at the footy at both
junior and senior giving their professional feed back to all members. Thanks guys.
2011 will be other big year with the Foley Shield competition looking to expand. Junior carnivals will also be full on and
will see the junior members getting the chance to officiate and the older members getting a chance to again do interchange with other associations.
I wish all members the very best for season 2011.

SOUTH EAST QLD DIVISION REPORT
Chairman and Board Members,
This is my third year as the Independent Director aligned to Referees for the South East Division.
This season has been full of challenges and incidents that I hope can be resolved so we may all move forward with a
positive outlook for the 2011 season.
The Associations within our Division have grown over this past twelve months.
The Gold Coast Association has continued some tremendous growth in 2010 to ensure that it could provide match
officials to both the junior and senior competitions. By the end of this season Gold Coast Referees’ through recruitment
strategies have increased their membership by 41% - one of the largest increases in the State. This remarkable increase
ensured that a quality match officials for all Grand Final fixtures in both the junior and senior competitions. The work done
in this area by the Association Executive and Development Officer Lloyd Evans has been remarkable. The assistance
and support from both the Senior and Junior leagues in this district has also seen the Association grow stronger and
places it in good stead for the upcoming 2011 season. This Association continues to recruit and develop some young
members who have some amazing natural ability and talent. The next challenge is to ensure that these members
continue into the senior ranks and provide an adequate basis for the future of the Association. The dynamic growth of the
Senior League in this area is an area of challenge for the immediate future in this region.
The Ipswich Association is in the initial phases of developing a new three year plan that will continue the terrific work that
has taken place in the last three seasons. They have had another successful season with another increase in 2010 of
11.5%. I anticipate that the success that has been achieved in recent seasons will continue with the support of the South
East Division Board and QRL Referee’s Board. They have had a season of restructuring with a relatively new Executive.
The major goals for the upcoming season if the re election of this new Executive and the consolidation of the growth of
referees into the Association and subsequently into the Senior rugby league ranks. Support from both the Leagues in this
area is paramount to this success. The Association is preparing to run a program to entice new members back in the
2011 season through effective communication and consultation.
The Brisbane Association has also had a good year under President Ian Irwin. Ian has indicated this will be his final year
as Chairman, on behalf of all people within our Division and the Board I would acknowledge the work that Ian has done in
the past 6 years at Chairman. We wish his well in his future endeavors. The utilisation of David Manson as the
Association Development and Coaching Officer has seen the Association grow. The Association has a large number of
club referees which are the life line for the future of the Association. It would be great to see a larger number of these
come across into the senior Association. There has been a decrease in Brisbane membership in 2010 of 2.5% this
season. This is a concern as player, team and Club numbers continue to swell in Brisbane and there is a drain of the
Association members to the Academy for higher appointments. This burden does create weekly challenges for the
Association to ensure match officials are provided to each match scheduled. In 2010 the Association created a part time
resource to assist in the management of some duties and tasks placed on the Association. Peter McPhee was appointed
and has done an admirable job across the season. The Association has reported some great successes through this
appointment. The Association has conducted a survey of members in preparation for effective planning for the upcoming
2011 season.
I am pleased to report that all Association Executives have strived to improve the game and their membership this
season. Their efforts have proved beneficial to the Division with the number and quality of the match officials that have
taken the field this season. The volunteer members of these Executives have done a great job in 2010. This year has
seen an average increase of 6.8% of match officials within the Division.
I would like to take this opportunity to acknowledge all of the Association office bearers and members. Congratulations on
your participation in 2010 both at your local level and for those fortunate to represent at State, National or Queensland
Rugby League levels. It never ceases to amaze me the talents and volunteer workers we have amidst our ranks - these
people are very valuable and must be retained to ensure growth and future infrastructure for all Associations’ throughout
our Division. Your silent, but most appreciated contribution is valued by the South East Division and the QRL Referee’s
Board.
In 2010 the QRL Referee’s Board introduced the “Volunteer of the Year Award”. The South East Division recognized Ian
Irwin (Brisbane RLRA), Tracey Doherty (Ipswich RLRA) and Ross Bennett (Gold Coast RLRA) as our 2010 nominees for
this Award. In 2010 I am pleased to acknowledge that Ross Bennett from the Gold Coast Association is the inaugural
winner of this prestigious Award.
In 2010 the Division nominated both Ben Watts (Brisbane RLRA) and Toby Campbell (Gold Coast RLRA) for the QRL
Referee’s Board nominees for the “Barry Gomersall Encouragement Award”. Unfortunately a winner came from another

Division; however, the nomination of these two young men demonstrates the depth and talent that is prevalent across our
Division.
Congratulations to all referees throughout the State who received awards, at Association or other levels in 2010.
Congratulations also to those who may have been bestowed Life Membership in our Associations and/or Division in 2010.
Congratulations to members who in 2010 have received 15 years and/or 25 year service awards to the QRL Referee’s
Board. This is a small token to acknowledge the appreciation and recognition of this outstanding service to our Game.
Congratulations to Justin Davis for being appointed to his first Queensland Cup Grand Final in 2010. It goes to show that
persistence and determination can result in success.
Congratulations to Nick Morel for being the first referee outside of NSW to be appointed to the National Schoolboys Cup
Grand Final.
The South East Division was fortunate in 2010 to have a large number of members attend State and National Carnivals.
These members have benefited from their local leagues and education provided at their local level by our large number of
volunteers.
I suppose the real challenges for us all in 2011 and beyond are:
• to ensure the three Associations within the Division remain viable and grow,
• to investigate ways in which we can reduce the burden placed on our volunteers within our Referee’s
Associations,
• look at streamlining our processes and creating web based tools for our members and administrators across the
Division,
• ensure that an effective career path for all match officials is negotiated and validated so our match officials are
given the opportunity to develop within their Association unit and are not pressured into seeking higher
opportunities before their skills and knowledge equip them,
• assisting with professional demands in the workplace and a balance with the training and officiating requirements
placed on our members,
• ensuring family units remain as families and that we do not denigrate or impinge on their effective functioning,
• acquiring more contracts for Queensland based match officials within the NRL – this I believe is a relevant key
performance measure to the structure the QRL – which the NRL have heavily invested over recent years.
Strategies to address these challenges to ensure retention and recruitment of members are vital for all of us across this
Division and indeed the entire State.
Our Board must focus our efforts in developing initiatives and programs to support the Associations who are responsible
for the recruitment and retention of match officials that ultimately flow onto the Academy as part of their development.
Ensuring this unique development program continues is vital to the success of the State in gaining NRL match official
contracts. Once this flow is interrupted for any reason the achievement and realization of some of these talented match
officials may be impeded. A unique balance in development and talent identification must be maintained to ensure match
officials are not “fast tracked” and then pessimistic by the lack of experience and opportunities provided to them.
I would like to take this opportunity and acknowledge the work that Paul Oliver our Division Referee’s Development
Officer has conducted across our Division in 2010. Whilst he may not face the challenges of distances that other officers
may face in other areas he faces the daunting task of servicing over 40% of total referees in the State found in this
Division.
To all the QRL Referee’s Board members, thank you for your valuable assistance and support throughout the year. In a
quite demanding season, your friendship and advice has been warmly received and respected.
Finally, I wish to thank all members and their families for their support during the season and it has been a pleasure to
serve you as South East Division Referee’s Co-Ordinator for this season.



CENTRAL DIVISION REPORT
My delivery of Annual Report 2010 for QRL Central Division is given with a great deal of satisfaction and pleasure.
Twelve months have elapsed since the formation of this united Division incorporating the former Divisions of Central
Queensland, Wide Bay and South West Queensland following the adoption of the Canavan Report which recommended,
among other things, the reduction of five Divisions in Queensland to three. It has certainly not been an easy initial period
with the complexities of managing such a vast area with so many varied Associations and members within each of the
member Regions.
All have differing problems to overcome and challenges to meet head-on. In this regard, I must acknowledge the
contribution made by each of the Regional Chairmen of Referees who have made my task easier. The men who
nominated for the respective positions and were accepted are Capricornia - Dean Cranston, South West - Peter Tozer
and Wide Bay - David Jenkinson. Of the three Regions, Dave Jenkinson had the most trying time, especially in a region
of such growth and with the mandatory clashes of personalities therein. We have liaised on a variety of issues in this
reporting period and have both increased our knowledge on many subjects.
QRL has provided 2 full-time Referee Development Officers to manage this Division. Stephen Hamilton is based in
Rockhampton and is doing a tremendous job with his Associations. He is very much a "hands-on" person and has built a
wonderful rapport with all with whom he has dealings. His drive and enthusiasm in tackling a new career is particularly
praise-worthy. I hope some of his planned innovations for 2011 come to fruition. I will support him totally especially in
regard to education and development of the younger match officials. Vince Lawson was based in Toowoomba until his
sudden resignation effective 8 October, 2010. He has returned to Raymond Terrace for family reasons. Vince admits that
he struggled for some time in a role which was foreign to him but he was determined to perform at a higher than expected
level during the coming year. Some of the planning he had commenced attests to that. The growth area of Wide Bay and
its large number of young match officials will be particularly looking forward to development by the incoming Referees
Development Officer.
In review, the season proper began with each Region hosting their own Professional Development Seminar. Attendances
were generally better than expected and in some aspects the reception by the participants was very pleasing. For a
variety of reasons, the Wide Bay Seminar was poor. However, steps have been taken to remedy this for future events.
The feedback from attending Associations has been noted and short-comings addressed.
I must mention the dedication of Tony Kingsford to Rugby League and refereeing in particular. Although seriously ill, he
insisted on releasing himself from hospital so that he could attend the South West Seminar. He confided in me that it was
probably not the best decision he ever made - but he did not miss a session. Upon his return to Roma a week later, he
passed away. His work throughout the Far West was always going to be hard to continue. He will be sorely missed.
Phil Harbort, as Chairman of Roma & District Referees' Association, is endeavouring to fill the void and the Association
has progressed very soundly under his leadership. In fact, 15 ex-players participated in accreditation courses and
became new members this year, and the Association gained the services of Bill Harrigan to address members on aspects
relating to their professional development and career pathways in conjunction with his visit to attend the Terry Charles
Memorial Trophy day. Phil was the QRL nomination for the NRL One Community Award 2010, and was also a nomination
for the QRL Referees' Board Volunteer of the Year Award.
On the subject of awards, this Division's nomination for the Barry Gomersall Encouragement Award, Brandon Burgess of
Wide Bay was considered the most worthy recipient in a highly credentialed field. Congratulations, Brandon - a very
talented prospect! I presented Ian McGill, the current Secretary of Toowoomba Association with a QRL service pin
denoting 25 years of active service throughout the Division.
The Recruit-A-Ref and Association Recruitment Plans have proved very worthwhile, and actively pursued, give each
Association direction and purpose as well as much needed financial incentive and assistance to achieve membership
growth and targets. Continuation of both initiatives in 2011 should be supported by all Associations.
The attendance of Division match officials at State and National carnivals is very pleasing and our appointment rate
reflects very favourably with that of previous years. For details, refer to schedule in this Annual Report. Not shown is
reference to 47th Battalion Trophy conducted over May Day weekend with teams and match officials attending from all
over the Division. This event is the Division's showpiece and plans are in place to extend and improve the format. An
event surely to rival North Queensland's Foley Shield. This year, Bundaberg defeated Toowoomba in the final and
Bundaberg referee Rod Tolley was appointed to control the game.
The inaugural year of the Wide Bay Talent Squad under the leadership of Richard Johnston has proved an outstanding
success with regular mentoring, quizzes, newsletters, fitness testing and distinctive apparel. Some members will
"graduate" and will be replaced by a larger number of young officials eager to participate. Similar programs are being

considered throughout the Division and Toowoomba & South West have identified participants for a development squad
to form before the end of November, 2010.
Youth is the future of all Associations and I encourage all Associations to promote, show faith in and assist their younger
members wherever possible. Your efforts will repay you with quality officials and will prove beneficial to recruitment and
retention.
In closing, I must pay tribute to all volunteer workers in all Associations throughout the Division, and their families who
support them, for it is the volunteers who keep the game progressing at grass roots level and upwards. In demanding
times, your efforts are highly valued and appreciated.

INDEPENDENT MEMBERS - Bernie Pramberg’s Report
I am pleased to provide this report after my second year as an independent member of the QRLRB.
My main role was to conduct and furnish a report on the structure and operations of the Academy as part of the on-going
process to enhance the career paths of Queensland match officials. The report was a progression from a number of
reports and surveys conducted in 2009 with a view to achieving a more realistic and practical path for Queensland
officials to the NRL.
Prior to embarking on an independent assessment of the Academy, surveys were conducted this year across the
Presidents of all Queensland Referees Associations to ascertain their views on a broad range of issues. This was
followed by a survey of CMOs involved in the assessment and coaching of match officials under the auspices of the QRL
(Primarily QLD Cup, FOGS Cup and FOGS Colts).
Members of the Academy were subsequently all issued with a survey sheet and also invited to contact me confidentially if
they wished to discuss aspects of the operation. The response rate to the surveys exceeded expectations and a number
of face-to-face and telephone interviews with individual members also transpired. A cross-section of stakeholders in
Academy operations were interviewed and observed as well as QRL managing director Ross Livermore.
I believe it is important that the findings of this report, together with previous reports comparing the rugby league model
with other codes, should now be “moved forward’’ to strengthen the case for Queensland referees to be selected for NRL
appointments while domiciled in their home state.
Although my practical involvement this year focused mainly on the “top end” of the refereeing ranks, it was gratifying to
observe the quality of young officials emerging across the state. Reports coming back to the QRLRB were extremely
positive and referees at carnivals acquitted themselves very well.
A real positive has been the good standard of referees from regional areas who often face issues not encountered by
their counterparts in the south-east corner of the state.
While development or emerging officials is paramount, I also recognised those who form the genuine backbone of
refereeing…..the unobtrusive, reliable and efficient officials who are always available to officiate in any grade. They
should never be taken for granted.
Unfortunately, I was absent from a couple of Board meetings because of an extended overseas trip. But thanks to all
members of the Board for their efforts and to chairman Tony Maksoud and executive officer John Topp who work
tirelessly for the cause.

Achievements - 2010
• Our association had the best season on record for selections at QRL Referees appointed Carnivals. Five of our
members were selected to officiate at carnivals this season.
o U12 – Alex Dreger. Alex officiated at and refereed the National U12’s Schoolboys in Adelaide. He also
refereed the State Final of the ARL Development Cup u12 Schoolboys in Rockhampton.
o U13/14 – Mark Staib. Mark also ran a line at the U16 Qld v NSWCRL at Bundaberg
o Outback Carnival – Mark Jocumsen and Damian Lindeberg
o U11 – Ethan Collins – Ethan unfortunately could not attend the carnival due to an injury the week before
the carnival.
• The recruitment & retention funding we received was a great success. It allowed us the opportunity to release
members to really focus on these two initiatives. The outcome is that all members have indicated that they will
return to officiate next season. Our new 2010 recruits are selling our association to their peers and potential
recruits are coming forward.
Challenges – 2010
• Due to the way the local competitions were structured this season it was difficult to find games to challenge some
of our members. If the competition structure is the same next season we will need to work with neighbouring
associations to be able to offer our members a pathway to officiate in games were they’re abilities are best suited.
These members need to be tested so as they can develop their skill or we face a situation where they will get
bored and resign. Our association can’t afford to lose these experienced referees.
• Competition draws – this was an on-going issue most of the season. Venues/fields/times and in some cases
games? Decisions need to be made at the start of the season – agree on the draw and publish it. Failing a team
or club folding that draw remains as is!

• Our association has one sponsor – Handy Hire Fraser Coast. 2010 was the fourth season we have been
fortunate enough to have their support.
2010 interchanges Two of our members had the opportunity to travel to Gladstone to officiate in the Rockhampton/Gladstone extended
senior league competition. This opportunity gave two of our members a chance to officiate in another league and resulted
in increased motivation for the remainder of their seasons. We received very positive feedback on their conduct and
officiating from the Gladstone executive and they have asked for us to consider visiting them again next season.

We plan to upgrade a number of Level 1 referees to their Level 2.
We have a nomination for a new Level 1 CMO. We are working on one member to upgrade to their Level 2 CMO.
Our latest intake of recruits has also turned out to be our best marketers to their peers. Three new junior referees
have indicated their interest for 2011.
One recently retired player has also indicated their interest in joining next season on the fast track program
through the U13-U16 ranks.

GOLD COAST ASSOCIATION
What a year 2010 has been for the Gold Coast Referees Association. We have seen the addition of a new senior second
division competition, our numbers increasing significantly, and many of our members being chosen to represent our
association at National Carnivals, State Carnivals, Schoolboy Competitions, Queensland Cup, Exchange Programs,
NRL, and our local Junior and Senior competitions. This is due to the hard work being done at ground level. Without the
support of my hard working committee Gavin, Eddie, Bob, Lloyd, Tom, and Ross the opportunities would not be their for
our members. Thank you from myself and the members.
Behind every successful association, is the support of our sponsors. The Gold Coast Referees are very fortunate to have
the backing of Nerang RSL, Rix Developments, Archers Smash Repairs and Premier Flooring .These sponsors have
seen us expand over the years into one of the most successful associations in Queensland, if not Australia this is due to
the working relationship we have with them. I would also like to acknowledge the support of the South East Queensland

I would personally like to thank all my members for their hard work throughout the year. When you took on the
responsibility of refereeing the greatest game on earth, I am sure you do not know what to expect. Rain, hail, shine, and
parents you took them on each weekend to the best of your ability, Well Done! To all the wives, girlfriends, boyfriends,
and husbands a huge thank you, for being patient and offering support when they come home after a hard day’s work. I
have thoroughly enjoyed myself this year watching young and old performing their duties, the comradeship has been

IPSWICH ASSOCIATION
This year has had its challenges and its highlights, a true test for the new management team. I must say that the team
has performed well.
We started the year with a lot of reports eg retention, recruitment, strategic plans, and SWAT analysis. Add in president’s
conference and administration conference and referees conference all before a game had started, one must wonder if we
will ever get to watch a game.
The association had to battle from the start to get the club referees to commit to the referee’s conferences or the makeup
courses that we ran throughout the season, a lot of the club referees would not be cohersed into the makeup courses and
simply dropped out. We were able to rebuild the numbers with new recruits. We finished last year’s season with about
100 members and we will have a small increase this year to about 110 members. The average age of are association is
17. That might sound good but it makes it very difficult to handle a tuff senior competition.
Ipswich is very proud of our referees who officiated in all age carnivals and representative games e.g. Damian Brady,
Shannon Kelly, Jake Beaver, Jessie Parton, Kyle Doherty, Liam Doherty, Belinda Sleeman and Daniel Gigliotti. It is part
of our mission statement to actively promote referees to age carnivals and to encourage referees to look for places in the
referee’s academy. To all those referees, thank you for showing your devotion to the game
Referees appointments this year were made by the appointment board headed by Barry Kelly, Barry has done a great job
and I look forward to working with him again next year. Barry has worked with the referee’s academy all season to share
our academy referees with the academy appointments, it has worked well.
Ipswich referees association has a proud tradition of developing top level match officials; it is the aim of this management
team to keep this tradition going.

ACADEMY MANAGER’S REPORT
Season 2010 has come and gone and the QRL Referees’ Academy again provided many opportunities for our match officials.
The submission put forward to Robert Finch last year became a reality with 4 part time multi skillers training in Sydney with the NRL
squad became a reality. The selected referees to take up this opportunity were:
• Clayton Sharpe (Brisbane)
Chris Butler (Brisbane)
• Michael Wise (Brisbane)
Peter Gough (Sunshine Coast).
It was pleasing to see both Michael Wise and Clayton Sharpe appointed to NRL lines through the season. This is a small step forward
and given 4 Queensland based match officials a chance that they did not have before.
The QRL U16 Cyril Connell and U18 Mal Meninga Cup Competitions kicked off in the second week of February and gave us a
chance to look at some referees that might be viewed running lines in the Academy. We did an interchange with NSWRA in the U16
& U18 age group with Liam Kennedy (Brisbane) U16 and Michael Gordon (Gold Coast) U18 were the two selected to go to Sydney.
Clayton Sharpe refereed his 100th QLD Cup game on 19 June and Nick Kalpakidis his 50th QLD Cup game on 17 April.
Peter Gough (Sunshine Coast) and Chris Anderson (Mackay) made their debuts in QLD Cup on 23 May and 3 July respectively.

Jason McManus (Rockhampton) was also given an opportunity to referee a number of games in the FOGS Colts Competition.
It was pleasing to see Gavin Morris appointed to referee his first NRL game.
Several ARL Schoolboys Cup games were played in QLD and replayed on Channel 9 these included ARL Schoolboys Cup National
Semi Final and for the first time the National Grand Final which Nick Morel (Brisbane) refereed both.
Congratulations must go to Justin Davis (Brisbane) who refereed the Intrust Super Cup Grand Final. Also to Chris Anderson
(Mackay) who refereed the FOGS Cup and Jon Kennedy (Brisbane) the FOGS Colts Grand Final. To all Academy members thank
you for your efforts and participation this year. It is felt we are producing and developing a strong and talented group who represented
their Associations and themselves with distinction, of course there are highs and lows along with the rewards and evitable
disappointments.
My thanks go to the Crushers Leagues Club for allowing the Academy to hold debriefs sessions on Monday nights. To Fitnance and
in particular Joseph Spelta for the work he did on the Tuesday nights as a trainer, the weekly programs and for conducting the fitness
elevation that were carried out in four regional areas and the South East Corner twice this year. To Dennis Regan our Sports Trainer
for his time and effort he put in with the Academy squad on Tuesday and Thursday nights. Neil Wharton’s involvement with the
Academy this year was welcomed, which hopefully provided match officials with more insight and better understanding of this great
game of ours.
To the following coaches of match officials, sincere thanks for the weekends match reviews and Monday night debriefs that they were
involved in for the year Tony Maksoud, John Topp, Bob Morton, Harry Dearness, Reg Banush, Alan Beeby, Glenn MacGregor, Ian
Smith, Brian Diezmann, Jim Ward. Adrian Steele, Lloyd Evans, Brad Adams, Damian Breen, Keith Hinchliffe, Peter Worth, Lionel
Morrish and Dennis Swenson.
Sincere thanks to Tony Maksoud for conducting the Thursday night skill sessions and for being the video referee again this year. A
big thank you to John Topp for his effort and commitment.

respective areas as Referee Development Officers.
