Introduction
Introduction
Welcome to Parks, Sports, and Recreation in the City of Manassas!
The City of Manassas has 11 parks to choose from for outdoor entertainment and exercise. Many
of these parks have tennis and basketball courts that can be enjoyed all year long. The City also
offers recreational fields that accommodate softball, baseball, soccer, football, and many other
activities.
There are bike and walking paths in the City where visitors can enjoy a refreshing scenic walk or
a ride.
Looking for a cool down? Stonewall Park Pool is a great place for summer fun, swim teams and
swim lessons. There are pavilions and picnic areas at many of the parks for birthday parties,
picnics and sporting events. For more information on reserving a park or field, visit

Mission Statement
The mission of Neighborhood Services is to improve the quality of life in Manassas by
supporting and enabling neighborhoods to initiate and maintain improvements in communities
through compliance with city code and proactive partnership with local government. The
purpose of recreation in Manassas is to enhance the quality of life in the City by providing the
best possible recreational facilities and open, natural spaces for its citizens.

Introduction
Background
The City of Manassas was first established in 1973 and at that time the City set aside 259 acres
of exiting park and recreation land. The City had proposed three neighborhood parks, four
school parks, two linear parks, and four community parks. As of today, the City of Manassas has
established eight school parks, 18 community/neighborhood/historic parks, two walking trails, a
public swimming pool, and two established partnerships with large recreational facilities. The
City of Manassas calculates the overall total of park acreage and green space by combining all
available resources. However, as seen below in the graph, the eleven active parks make up just
175.5 park acres.

Introduction
City of Manassas Parks and Fields are maintained by the department of Public Works, Buildings
and Grounds. The maintenance includes trash removal, grass cutting, snow removal, repairing
equipment and fields, and inspecting the safety of the amenities. The graph below shows the
hours spent maintaining the parks from FY10 – FY13.

Planning & Standards
In July of 2013 the City of Manassas adopted a new Comprehensive Plan. This plan is the
primary guide to future planning initiatives for parks, open space, and recreational facilities. The
Comprehensive Plan acknowledges that parks and recreational facilities contribute to the quality
of life of citizens and are an attractive selling feature to new families relocating into the City.
This plan employs several strategies to ensure that the current and projected recreation needs of
the City are met through quality, well maintained facilities. Foremost, the Comprehensive Plan
calls for the creation of a Parks Plan that will account for the long-term improvement of City
open space, parks, and recreation facilities. Compliance with the Virginia Outdoors Plan
recommended guidelines for parks and open space will provide a baseline for the development of
new parks and recreational facilities. This document, a parks and facilities inventory is the first
step in developing a Parks Plan which is proposed for FY16 in the recently adopted CIP.
The Virginia Outdoors Plan recommends that localities should strive to meet the National
Recreation and Park Association (NRPA) standards for parkland. NRPA recommends a locality
to provide a minimum of 10 acres of parkland per 1,000 citizens. The City of Manassas, with an
estimated population of 38,076 (ACS, 2011), needs a minimum of 380.76 acres of parkland. The
City currently falls short of this standard with 227.5 acres of parkland and recreational amenities.
Of this total 175.5 acres are devoted to more traditional stand-alone city parks and 52 acres are
included through non-traditional park facilities found in City schools and museum properties.
There are several privately held parks and recreational facilities located in residential
neighborhoods that are only accessible to residents holding membership to specific homeowner
and community associations.
NRPA classifies parks into four categories: neighborhood, community, district and regional
parks, which are prescribed depending on the proximity and minimum acreage parameters.
Neighborhood parks are smaller in size and typically serve a single neighborhood. At
least three acres should be provided for every 1,000 citizens.
Community parks may contain game fields and court complexes with a service area
including two to three neighborhoods or a 15 minute drive of the client population.
District parks require a minimum of four acres per 1,000 citizens or a minimum of 50
acres. District parks should be accessible within a 15 to 20 minute travel shed.
Regional parks serve several localities and have a recommended service radius of 25
miles and should contain a minimum size of 100 acres.
The City of Manassas has eight community and four neighborhood parks in its inventory. The
City does not have any district or regional parks. There are several Regional Parks located within
Prince William and Fairfax Counties that are within a five mile radius of the City. These include
Bull Run Regional Park, Ben Lomond Regional Park, Manassas National Battlefield Park,
Hemlock Overlook Regional Park, Fountainhead Regional Park and Signal Hill Park.

Next Steps
The City of Manassas dissolved its Parks and Recreation department in FY10. During the fiscal
years 2010 and 2011 the parks and fields did not see improvements in the CIP due to budget
constraints. After this time frame in FY12 the parks and fields have slowly received funding to
upgrade and repair necessary issues. The following next steps are for consideration in the future
Parks Plan:
 Continue to implement approved FY 14 CIP park projects
 Indentify necessary park improvements for FY15 to keep existing parks open. Immediate
assessment highlights:

Methodology
The park and field inspections consisted of collecting information and identifying the condition
of available public space. Information included in the inspection is the type of amenity, NRPA
classification, activity level, signage, rating of excellent/good/fair, CIP budgeted
upgrades/replacements, and recommendations.
Signs of deterioration were noted as well as areas that have been improved in the last several
years. A visual inspection was made, looking for evidence of problems that may suggest
hazards, i.e. tripping, collapsing, rusting, overuse, or decreased structural integrity. Also,
recommendations were noted to alter, repair, replace, install, or remove equipment to ensure the
safety of the public.

Baldwin Park – Established 1987
This little park is nestled among the tall tress behind the Manassas Museum. This is a great
place for a child’s birthday party or just a quiet gathering for friends. The park is 40,000 sq. ft.
(0.9 acres) of green space. In addition, the Manassas Museum lawn is calculated into the total
quantity of public amenity green space adding 431,820 sq. ft. (9.5 acres) as it serves as the open
space for the downtown Manassas area.

Assessment:
Byrd Park is approved project # R-31 in the FY14 CIP budget noted to receive various park
improvements. The assessment revealed field # 3 is closed to rentals due to the safety hazards in
the outfield. As seen in the aerial photo the outfield has a large area of missing grass due to
pooling water. The change from the grass spots to the dirt is approximately three to six inches
resulting in a safety hazard to citizens. Additionally, Byrd Park is in the process of receiving
new restrooms and a concession stand per approval project # R-23 in the FY13 CIP budget. This
new upgrade will meet the demand of the Manassas Blaze Girls Softball League. Lastly, the
assessment revealed the playground equipment for ages 2-5 is showing age and weather damage.

Cavalry Run Park is bright with sunshine and green space surrounded by the Haydon
community. Amenities include a small parking lot, playground, tennis, pickle ball, basketball

Assessment:
Dean Park has received upgrades to the dugouts from approved project # R-31 in FY12 CIP
budget. The upgrades provide teams a place to sit and prepare for games. The fields are highly
demanded by area teams and some have named Dean Park their home field. Additionally,
project # R-17 to add fitness equipment along Winters Branch Trail in the FY13 CIP lost funding
and has been listed as inactive. Approved project # R-31 to improve the park system lists Dean
Park as one of the potential locations in the FY14 CIP budget. Lastly, it is known that Dean Park
will be the future home to the E.G. Smith baseball complex.

Winters Branch Trail
Established: 2000
Winters Branch Trail is a staple within the community providing a paved path for strollers,
bicyclists, roller blading, and walking through the beauty of nature surrounded by trees. The trail
is 0.9 miles long connecting from Godwin Drive to Wellington Road. This scenic path is highly
utilized by residents throughout the year. The newest upgrade has been an interactive map on the
City website providing slope data, pictures, directions, and amenities for residents to view from
the comfort of their home.

Assessment:
Greater Manassas Baseball League (GMBL) annual contract renews each year by consent of the
City of Manassas Council. In this contract GMBL assumes the responsibilities to maintain the
complex. However, over the years the complex has aged with normal weathering and use.
Additionally, the assessment revealed the parking lot has several potholes and large trucks
parking in the lot overnight. Field # 6 has received new fencing per approval of project # R-31
in the FY12 CIP budget.

Harris Pavilion

Established: Land purchased in 1977
Harris Pavilion is a central location to ice skating, festivals, dances, music, and art. The facility
provides a wide range of recreational activities to the City of Manassas residents. Due to the
various functions of the facility it adds to the recreational public amenities with a 54,886 sq. ft.
(1.23 acres) to the overall total of green space in the City.

Nelson Park
Assessment:
Nelson Park is one of the popular locations for City residents to tie the knot. The gazebo and
fountain is the main attraction that brings couples to this treasure. However, the fountain at time
of inspection was not operational and routinely couples experience the disappointment of this
issue. The project # R-22 to relocate and rebuild a new fountain and gazebo has been listed for
future years in the CIP budget. Lastly, this park has been adopted by an anonymous donor who
mows the grass free of charge on a regular basis during the operational season.

Stonewall Park Pool
Assessment:
Stonewall Park Pool is approaching 30 years old and is showing signs of age due to weathering.
First, the white coating in the main pool is in need of repair as the dive well over the past three
years has received patches but the repairs are not holding. Additionally, in the 2013 season the
swim lanes needed patching along with tiles popping up needing to be replaced. Although this is
a costly repair, it is necessary and will extend the life of this amenity for another 15-30 years. As
research shows the white coat has not been replaced since the pool was built in 1982. Secondly,
the pump room is showing age from normal weathering and exposure to pool chemicals. A
possible upgrade to the system would replace the rusted equipment and provide a more energy
efficient system to reduce the quantity of chemicals used. Lastly, the whale water feature has
received annual repairs over the last three years, such as, new paint and new fittings. However,
to mitigate this annual repair an option would be to replace the whale with a more permanent
spray feature or an amenity comparable.

Assessment:
The soccer/football field is showing signs of overuse and weather damage. The field has large
exposed dirt patches under each goal post and down the middle of the field. To mitigate future
damage the potential of controlling access to the field will reduce future field damage. Under the
project # R-27 to renovate the Jennie Dean football field was cancelled in the FY12 or prior year
CIP budget. Also, under project # R-7 the school is receiving new playground equipment
scheduled for install in October 2013 through the FY12 CIP budget.

Assessment:
Assessment revealed the fields are in good condition. However, the fields do not have lighting
for evening practice to meet the demand of the public. Additionally, the football turf field and
the surrounding track are programmed by the school only. The entire outdoor amenity is fully
fenced in and locked on a regular basis to prevent further vandalism as this has been a problem in
the past.
