Mimi DeLeon will be going
to university in the fall!
DeLeon is reaping the
financial rewards of a 3.9
grade point average and
becoming district goalkeeper
of the year for the second time
after a standout soccer career
at Dickinson high school.
She even earned state
team honors even though
Dickinson’s ladies’ team
never made it to the playoffs
during her high-school
years, a feat almost unheard
of in University Interscholastic League annals.
Her prowess between the
posts has been such that
Houston’s University Of St
Thomas has signed her up
despite the fact that it’s ladies’
soccer program already has
three goalies on its roster.
Nikola Barjaktarevic, the
university’s head coach, first
saw her play when her father,
John, took her to train with
his squad in her junior year.
He said: “On Nikola’s
request, I took Mimi one
more time to train with his
team. He told me that, right
now, Mimi would be his
number-two keeper challenging his number one to play in
every game!”
His daughter’s achievement is all the more remarkable because, until her early
teens, she was an outfield
player, having played soccer
since age four as either a
forward or midfielder.
But all that changed when
she went to junior high school,
where soccer coach Lisa Manis
suggested she switch roles.
The suggestion paid off and,
in her freshman year at high
school, Mimi played under
the watchful eye of assistant
coach Melissa Sauceda for the
school’s junior varsity A team,
becoming its most valuable
player of the year.
She followed up in her
sophomore year by making
the district 24-6A second
team and being named DHS
defensive player of the year.
And in her junior year her
sporting talents brought her
the 2015 district 24-6A goalkeeper-of-the-year title, as
well as being named to the
second teams for the county
and the all-region class 6A.
Meanwhile, her classwork
also earned her all-academic
all-district honors.

381 days in the county jail
on felony charges a visiting
judge dismissed as “overbroad” on Monday.

Dupuy’s applications for a writ
of habeas corpus in each of
two third-degree felony cases
in which the League City
resident was accused of online
harassment of women with
whom he had either had or had
sought a personal relationship.
Patrick’s three-line handwritten orders said he had dismissed the indictments “as to
33.07 being overbroad”.
That was a reference to a
section of Texas’ penal code
regarding online impersonation, the law invoked by prosecutors who laid the charges
against Dupuy, above, in court
in early summer last year.
The former Galveston
county-court-three judge had
been in the county jail on the
charges for slightly more than
a year, having been charged
while on probation in a 2013
case in which he was accused
of abuse of official capacity,
a class A misdemeanor for
which the maximum jail
sentence is 365 days.
Patrick, a Harris County
judge and former prosecutor
whose personal website boasts
of his hard line on DWI
cases, released Dupuy on his
personal recognizance in that
case but said in his order that
the bond conditions from
the dismissed felony cases
were “to be carried over and
applied to this case”.
That was a reference to
another order in which Patrick
granted Dupuy the right to
defend himself in the case,
which The Post understands is
now set for an adjudication of
guilt on a date believed to be
in early August.
That decision came just six
days after Houston’s 14th court
of appeals had affirmed the
trial court’s action in setting
Dupuy’s bond at $200,000 in
each of the online-harassment
cases, in which he was accused
of posting internet advertisements offering sex for sale by
the victims and including their
phone numbers.
After Patrick’s rulings, a
legal source close to the case
told The Post that Dupuy
could have paid as little as
three per cent of the bond
figures, ensuring his freedom
on Monday afternoon for a
total of $12,000.
His
freedom
brought
shivers to several people who
know him of old, among
them friends of attorney Lori
Laird, who represented his
wife in divorce proceedings.
One of her legal companions told The Post that she is
out of state at present and has
been advised not to return.

assault weapons and high-capacity ammunition magazines
in the wake of the mass shooting at Sandy Hook elementary
school in Newtown in December 2012, when 20 students and

Anyone know of foldaway trees for sale?
T
hings are fixing
to get hectic
around our home
pretty soon.
It all started with my
husband deciding we should
have the trees in our yard
trimmed before a tropical
storm – or worse – takes aim
at Galveston County.
No problem – I completely agreed. The time
to cut branches off trees is
before force-three winds
toss them all over. We both
remember Hurricane Alicia
in 1983.
For anyone reading this
who was fortunate enough
to miss that event, let me fill
you in.
Alicia was not a wet
storm. She was a highwind hurricane. The day
after she struck, trees
were down and branches
blocked roads and yards
all over the county.
For weeks afterward,
stacks of branches six feet
high were piled along curbs
in every town in the area.
What made it worse was
that the stacks extended out
from the curbs about six
feet into the streets.
It took the cities a long
time to deal with all that
wood. Meanwhile, there
wasn’t room enough for two
vehicles to pass each other on
most residential streets.
Did I mention that there
was almost no electrical
service in most of Texas City
for one to two weeks? I still
remember people spotting
a Texas-New Mexico Power
Company truck and chasing
it through their neighbor-

power would be back on.
Ours was off for 11 days.
This was in August, with
temperatures and humidity
soaring. Eleven days is a
lo-o-o-o-ng time.
And that’s why, this year,
I agreed with my husband
that it was time to have our
trees trimmed.
But you know how it goes.
Once you decide to upgrade
your property, the project
escalates. Now we are about
to begin fixing up the
flower beds.
We’re not talking simple
weeding here. Oh, no – we’re
going to put in those bricklike edgers, dig out all sorts
of overgrown undergrowth,
put in roses bushes ... The
list goes on and on. Which
would also be a good idea if
it weren’t above 90 degrees
every day, not to mention the
high humidity.
Then there’s the upkeep.
Someone has to maintain
all the flowers, shrubbery,
new weeds and – in the
fall – rake leaves out of the
flower beds.
Both my husband and
I are best described as
fair-weather gardeners.
Raking, weeding, pruning
etc is only bearable on
cool autumn days. Flower
planting is fun for a while
in the spring, assuming
it doesn’t rain much.
Dragging around 40lb
sacks of potting soil is
work, no two ways about it.
The more I think about
these ambitious landscaping plans, the more I think
that there’s nothing wrong
with fake flowers. They’re
colorful and don’t need
any maintenance. When
they start looking tacky,
just toss them into a trash
bag and replace them with
something different.
As for weeds, why not
just have someone pour
green cement all over the
yard. Then you can just
sweep or blow it clean
every so often. Add a
concrete patio set, some big
f lower pots filled with fake
ivy or rubber tree plants
and voila! Instant yard.
Who knows? You might
win yard of the month. Just
don’t try this if you belong
to a neighborhood with a
homeowners’ association.
They don’t seem to have
much of a sense of humor.
And neither will I by the
time we finish this landscaping project ...

DPS asks Texans to report suspicious behavior
THE STATE’S public-safety
director is out to put the public
on alert for people who stick
out for all the wrong reasons.
Speaking in the wake of
the June 12 mass shooting in
Orlando, Florida, on Friday,
public safety department boss
Steven McCraw called on
Texans to pay close attention
to what’s happening in their
own communities and report
suspicious activity either to
the nearest law-enforcement
agency or on a state website.
He said: “Amid today’s
ever-present threat of terrorism and crime, we are
reminded that members of
the public can be law enforcement’s greatest resource.
“When law enforcement and
communities work together to
combat crime, we are inherently more successful.”

DPS-maintained
iWATCH website provides
Texans with a place to report
tips related to criminal activity.
Examples of information
the DPS considers reportable include:
• Strangers asking questions about building-security
features and procedures;
• Briefcase, suitcase, backpack
or package left unattended;
• Cars or trucks left in
no-parking zones at important buildings;
• Chemical smells or fumes that
are unusual for the location;
• People requesting sensitive
information, such as blueprints, security plans or VIP
travel schedules, without a need
to know;
•
Someone
purchasing
supplies that could be used to
make bombs or weapons or
purchasing uniforms without
having the proper credentials; and
• Someone taking photographs
or videos of security features
such as surveillance cameras
or checkpoints.
State stays in the black
FOR THE second year
running, Texas will not
have to borrow money to
meet its cash-f low needs
in 2017, according to state
public-accounts comptroller
Glenn Hegar.
He claimed that sound fiscal
management, conservative
budgeting and responsible
stewardship of the state’s $9.66
billion “rainy day” economic
stabilization fund will allow
the state to manage cash-flow
challenges without issuing tax
and revenue anticipation notes
for the fiscal year, which will
start on October 1 this year.
Until fiscal 2016, which
began last October, such notes
had been used to deal with
“anticipated mismatches” in
funding that came primarily
from the state’s provision of
nearly 50 per cent of its annual
payments to public school districts in the first three months
of each fiscal year.
Speaking on June 14, Hegar
hinted that another factor
in the state’s current good
fortune has been its economic
resistance to the effects of the
fall in the prices of oil and
natural gas.
“Texas’ diverse and
dynamic economy has weathered this downturn in energy
prices significantly better
than other energy-producing
states, meaning we still have
the ability to do the fiscally
responsible thing and
avoid unnecessary borrowing,” he said.
THE ADDITION of just
200 non-farm jobs in Texas
last month left the state’s
headline unemployment rate
unchanged, the state’s jobs
agency said on Friday.
But, although the rate
remained at 4.4 per cent, it
is still below the national
average, according to figures
released by federal statisticians.
According to the US labor
statistics department’s latest
published data, the national
unemployment rate average
currently stands at 4.7 per
cent. Texas’ workforce commission reported that the
state has added an estimated
171,800 seasonally adjusted
jobs over the past year and
has added jobs in 13 of the
past 14 months.

hat happened
in Orlando
in the early-morning
hours of Sunday, June 12, was
a tragic act of terror. In the
following days, we learned
quite a few things. Islamic
State claimed responsibility for
the attack. The terrorist’s name
is Omar Mateen, a 29-year-old
from Fort Pierce, Florida.
Before Mateen murdered 49
innocent lives, he called the
police pledging allegiance to
IS and mentioned the Boston
bombers as his brothers.
This is the worst terror
attack since 9/11. Since
Barack Obama took office as
president, 10 terror attacks
on United States soil have
claimed the lives of 91
innocent Americans.
Now is the time for Americans to band together in
unity against terror and take
time to mourn our loss, rather
than racing towards restricting law-abiding citizens’
second-amendment constitutional rights.
Once again, the location
of the terror attack was a
gun-free zone. At what point
do we ask whether or not
law-abiding citizens carrying
guns could have stopped
the terrorist for claiming so
many lives?

I understand that right
now Americans across the
country are feeling angry
and scared. I recognize that
many are looking to find a
solution. However, disarming law-abiding citizens and
infringing upon our second-amendment rights is not
the answer.
Mateen was a terrorist. If
he did not have access to a
gun, he might have chosen
to construct a slow-cooker
bomb like the Boston-bombing brothers. Are we going to
outlaw slow-cookers?
The enemy is not a lifeless
object. The enemy is the
person behind said object. The
real enemy is radical Islam.
Unfortunately, the Obama
administration will not even
utter the words.
President Obama said in
a press briefing that he did
not understand how using
the term “radical Islam”
would help. I will tell you,
Mr President. It would define
our enemy.
The president does not want
his last months in office to
be defined by radical Islam.
However, if we never define
the enemy, we will never defeat
the enemy.
We must take action.
There are steps we can take.
Congress must address the
issue of American-born
citizens traveling overseas
who return radicalized with
hate in their heart. We should
be more cautious of who is
coming into our country and
from where they come, which
is why placing a pause on the
refugee program would be in
our nation’s best interest.
There is much to be done
by congress but we face an
uphill battle with a president
and administration who are
fighting tooth and nail to
avoid the realities we face
against radical Islam.

Friendship’s wings
H
aving just celebrated Father’s day,
I was surprised at the onslaught
of emotions that it brought to
me this year. I was surrounded
by a host of memories of my dad and of my
husband, who has been gone now almost 18 months.
When I felt myself sinking deeper and deeper into a depressed state that day, I also found out how thankful I am for my
very good friends. They seem to know how to make me smile
and laugh, even in the midst of my sadness.
A friend can be a lifeline, an anchor and a gentle encouraging support who seems to know when you need them the
most. My friends have carried me on the wings of love and
prayer so often during this time of transition and I’m so
thankful for them.
Always take your role of friend seriously in life. You might be
just what someone needs by simply reaching out and letting
them know that you are there and that you understand what
they are going through.
Friends are special. Friends are necessary and needed.
Friends are a blessing. Be a good friend whenever you can.

Avoid estate mistakes
ADULTHOOD brings certain
financial responsibilities like
the building of budgets, bank
accounts and proper insurance.
It’s surprising how few consider
a proper estate plan part of that
essential mix.
In fact, a recent ABC News
poll found that only about 50 per
cent of Americans have created a
will and significantly fewer have
created the supporting estate
documents like a living will or a
power of attorney.
Preparing now for the end
of your life or for illness might
not sound like fun but it is necessary. Having a plan for the
future can help bring you peace
and even put you on the road to
stronger financial security.
It can also help those you care
most about. We’ve all heard
cautionary tales about relatives
or friends who did not have a
will and of family members
who were left with difficult but
avoidable situations.
So, how do you start an estate
plan? It has a lot to do with
carefully drawn documents but
it’s the planning behind them
that really counts. Work with
a qualified financial, estate or
tax professional in your home
state at the earliest opportunity to make sure your plans
fit your needs and those of the
loved ones to whom you will
bequeath your estate.
A will, also called a testament, is the starting point.
The will is generally seen as the
umbrella document that drives
the rest of an individual’s estate
process. Generally, it accomplishes these objectives:
• It details how you want to
leave your property to specific
people or institutions after
you die;
• If you have minor children,
it allows you to name a guardian
to care for them after you die
or become incapacitated and

A living will – a separate
document also known as an
advance directive – allows you
to define how you want to be
treated medically under specific
situations, including irreversible
injury or terminal illness.
Depending on your state
laws, living wills allow you to
express your exact wishes about
feeding, breathing assistance
and other life-sustaining procedures in addition to how you
want them carried out at certain
decision points in your care.
A living will may also provide
information on pain or infection
medications you either want or
don’t want administered as well
as specific instructions about
your remains, including release
to your family or donation for
medical research.
A power of attorney is a legal
document that allows you to
name a specific person to take
care of your money or healthcare wishes if you are incapacitated. It is particularly wise to
seek professional counsel from
an attorney qualified in trusts
and estates in writing these
documents. The person you
designate as healthcare power
of attorney will be speaking
with doctors and executing
your wishes on various forms of
treatment; your financial power
of attorney will be in charge of
paying your bills and, depending on the range of responsibilities you outline for that person,
handling your investment and
business affairs.
Both powers of attorney are
extremely important jobs that
should be carried out by people
you trust and that’s why they
need to be people in the know.
Make their preparation part of
your estate planning so they
know how to step in and carry
out the assignments you’ve
given them efficiently.
Bottom line: Estate planning
is the final responsible step in
all good financial planning.
While it might be unpleasant
to perform, it is essential in
taking care of family and loved
ones and causes you support
after you’re gone.

Preventing crime
is cost effective
HOW MANY times have
you heard the old expression
“An ounce of prevention is
worth a pound of cure”?
We know it works with
vehicle maintenance. Regular
oil changes, correcting tires’
pressure and checking the
fluid systems all pay off in
the long run by preventing
more costly issues. It is not
unusual for a well-maintained car to last for far
more than 100,000 miles.
Just think of all those miles
without major problems and
no car payments!
Crime is expensive. It
costs a fortune in lost goods,
damaged
property
and
personal injury. Shoplifting
alone can drive prices up.
If, like some grocery stores,
a retailer operates on a oneper-cent profit margin, it will
take $70 worth of sales to
make up for a 70-cent theft.
A store operating on a
10-per-cent profit margin
will have to sell $200 worth
of merchandise to make up
for a $20 theft. Experience
a lot of thefts and you will
never recoup your losses
without raising prices.
The same concept seems
to hold true for any business
that operates for a profit.
With that in mind, it seems
that it would be a no-brainer
to purchase or lease whatever
anti-theft, anti-crime equipment is needed. Wrong,
wrong, wrong!
We still operate under
the assumption that “it will
never happen to me” or “it
won’t be that bad”. Spending

money for extra security
lighting or cameras needs to
be weighed against what you
could potentially experience
in losses and damages.
Whether you pay for it
out of pocket or through an
insurance policy, smashed
doors, windows, stolen televisions, jewelry, computers and
so on will still cost you.
Stores who are aggressive
in anti-theft policies and
procedures – using security
cameras, filing charges –
experience a decrease in
crime. Mall operators who
invest in lighting, patrols,
vigorous prosecution and a
high command presence also
experience a decrease.
Perhaps the best benefit of
such heightened security procedures lies in the mental state
of the customers who see and
appreciate such tight security.
The better they feel the more
they will shop – and that
makes good financial sense.
Investment in crime pre-
vention isn’t always measured
through dollars. It can also
be seen through the effort
and volunteer hours of the
community.
Neighborhood Watches, Citizens On
Patrol groups, anti-litter,
anti-dumping and anti-graffiti programs all contribute
to keeping costs related to
crimes down. In addition,
there is the added value of
keeping property values high.
Governments and cities are
always looking for ways to be
more cost-efficient; funding
crime-prevention
initiatives yields some of the best
returns for their investments.
Schools also benefit from
tough truancy policies
and a strong community
backing. When students are
in school learning – sometimes despite themselves
– and not committing acts
of vandalism, burglaries or
gang-associated
criminal
acts, society – you and I –
doesn’t have to fund their
existence as they spend time
incarcerated learning more
of the wrong type of skills.
So, when it comes to
cutting the cost of crime
against you, spend a little –
save a lot!
Remember: Think, plan
and execute crime-prevention
design. Don’t be a crime victim.

A vibrant Barbados fiesta for Gulf Coast
SOME tropical-looking plants
in one of the flower beds at
the entrance to Carbide Park
in La Marque have been
putting on an eye-catching
display. The flowers appear
in clusters and range in color
from yellow to red.
Question: What is the name
of this plant? Can I grow it on
Galveston Island?
Answer: This plant is impossible to ignore when in full
bloom. I know because I drive
by it every workday as I enter
Carbide Park on my way to
my office. Its name is pride of
Barbados and it has long been a
favorite accent plant for tropical
landscapes, where it provides a
fiesta of vibrant color from late
spring to early autumn.
Even botanists recognized
this plant’s beauty as the word
“pulcherrima” in its scientific
name, caesalpinia pulcherrima,
means “very pretty”.
This Caribbean native celebrates the warm summer
season, hitting its stride in
flowering during the toughest
part of summer, when many
of our colorful plants are languishing in the dog-day sun.
Pride of Barbados is also
known by several other
common names that refer its
showy nature. Such names
include flame tree, peacock
flower and red bird of paradise.
Botanists refer to the plant
as a small flowering tree, or
treelet, as it can grow to 15
feet or higher. Its flowers are

slightly fragrant and range in
color from all yellow or red to a
combination of both colors and
shades of pink.
Individual flowers are two
or more inches wide with five
wrinkled, cup-shaped petals.
Each flower – technically called
a floret – has 10 long protruding
stamens. Pride of Barbados plants
come with or without spines.
The plant is a legume.
After its flowers have faded,
lima-bean-shaped pods are
produced. The pods start out
green, become a flushing red
and eventually turn shiny
brown. Mature pods are three
to six inches long.
Pride of Barbados is easy to
start from seeds. Germination will be speeded up if the
seeds are nicked with a file
before planting. Under good
growing conditions, the plant
will self-sow and might even
become weedy.
Pride of Barbados is very
easy to grow in either alkaline
or acid soils provided they are
well drained. It is moderately
tolerant of salty conditions and
will perform well on Galveston
Island. Its flowers benefit from
pruning and can be shaped to
tree or shrubby bush form.
The plant will grow well
under full sun to partial shade.
However, its flowers bloom best
in full sun. It is also drought
tolerant once established.
Question: My avocado tree
has been growing well since I
transplanted it four years ago.
It set a decent crop of fruit this
spring. However, the plant
dropped all its fruit a few days
ago. What is the likely cause of
this sudden fruit drop?
Answer: We have two
avocado trees – Mexicola and
Fantastic varieties –that have
come into production at the
Demonstration Garden in
Carbide Park. The Mexicola
avocado set only a few fruits four
years after being transplanted.
In the following year, 2015, it
set a heavier crop and 50lb of
avocados were harvested.
The Fantastic avocado is
one year younger than the

Mexicola. It followed a similar
production trend by setting a
light crop in its fourth year of
growth. However, it dropped
its entire crop load.
Both varieties have set an
even heavier crop this year
and, thus far, are continuing to
carry good crop loads.
So what have we learned
about growing avocados in
Galveston County? Avocado
trees produce an overabundance of blooms in spring but
only a small fraction of those
flowers remain to produce fruit
– which is a similar case for
citrus trees. And, after fruit set,
some premature fruit drop will
occur, which is a natural and
normal thinning process.
However, any stress occurring during young fruit development will cause additional
fruit drop. These stresses
include too much water, not

YOUNG PLAYERS in three
sports can hone their skills
during the summer school
vacation, thanks to a camp
program being run by a midcounty high school.
Texas City high school will
host a baseball basics camp at
Robinson stadium from 9:00am
to noon tomorrow, Monday, and
Tuesday and a camp for pitchers
and catchers from 10:00am to
noon on Wednesday.
The camps are open to students
about to start in grades three to
nine. Cost will be $70 for both
enough water, nutrient deficiencies and a few days of
sudden high temperatures.
With good management,
mature trees can produce two,
three or more bushels of avocados,

As your tree is still relatively
young, fruit drop at this point
is not cause for alarm, albeit a
bit disappointing. Allow the

game of the month when they close out a
three-game series versus American League
West foes Los Angeles Angels with a
1:10pm contest.
Houston entered the week still hovering
below 0.500 with a 34-36 record, having
gone 17-8 since their 17-28 start, leaving
them 11 games behind first-place Texas
Rangers, who now own the second-best
record in the majors at 45-25.
Fox Sports baseball insider Ken
Rosenthal has said the Astros will be seeking to add assets before the July 31 trade
deadline. If they do make a move, it would
probably be for a first baseman, a position
that has posed a problem for the team
throughout the early season.
Elsewhere on the field, the improved
bats of catcher Evan Gattis and outfielder
Carlos Gomez, along with better pitching
in the back of the rotation, has put them
in position to compete for one of the two
wild-card spots.
Tomorrow, Thursday:
While LeBron James and the city of
Cleveland, Ohio, basks in the glow of the
Cavaliers winning their first NBA championship, the other 29 association teams will
begin the process of finding the young talent capable of perhaps a title celebration
in their own cities when baseball’s annual
draft commences at 6:00pm.
