Scoping For Winter Travel In
The Selkirk Mountain Range
Is
Out-Comment
Period
Extended Until April 27, 2007
The Idaho Panhandle National
Forests (IPNF) is conducting
an environmental analysis in
order to evaluate appropriate
winter motorized use within
the Selkirk Mountain Range.
As an important part of the
analysis, the Forest Service
(FS) is asking for your input
regarding this proposal.

On March 24th SB5544 “Abating Environmental Noise
“– found itself officially in
the X Files. The House and
the Senate both produce an
X Files Calendar. This is a
list of bills which the Rules
Committee members agree
will not be sent on to the floor
of the House or the Senate for
further consideration.
Hum-m-m, I wonder if a certain
email response from Senator
Kline (D – 37th District) and
the March 9th Rally on Olympia
had anything to do with the bill
going into the “round file” for
this session? Don’t hold your
breath – the bill will more than
likely be back – however, so
will we!
I would like to thank
Washington OHV Alliance
for taking the lead and
coordinating the Rally – it was
awesome seeing the thousand
ORV users ban together in the
name of motorized recreation.

4 – Jeeping Nomads, has
accepted the appointment
to represent the PNW at the
DNR Ahtanum Land Exchange
meetings along with other land
issues on the east side of the
state. It is noted there is a
proposal by the Department
of Natural Resources (DNR)
to establish a User Group
Committee that will address
the land exchange; trail routes;
etc., which will affect our form
of recreation. Thanks Ron for
volunteering – it makes the
load a little easier for all of us.

Network, Wildlands Center for
Preventing Roads, and other
Environmentalists
UFWDA and its recreation
partners
intervened
on
behalf of the National Park
Service (NPS) in a 2005
lawsuit brought by Bluewater
Network, Wildlands Center for
Preventing Roads (Wildlands
CPR), and National Parks
Conservation
Association
(NPCA) against the NPS.
The purpose of the suit was
to prohibit ORV use in parks
across the country.

partners
Cape
Hatteras
Access
Preservation
Alliance (CHAPA), American
Sportfishing
Association
(ASA), Dare and Hyde
Counties, North Carolina, and
United Mobile Sportfishermen
(UMS) asked the court
to dismiss all 8 issues in
the case, arguing that the
environmental groups lacked
standing and failed to properly
state their claim. The other
intervenors in the case filed
similar claims as UFWDA and
included the Specialty Vehicle
Institute of America (SVIA), the
Motorcycle Industry Council
(MIC), and the BlueRibbon
Coalition (BRC).
“The case will move forward
but is restricted to a very
narrow set of issues”, stated
Carla Boucher, nationallyrecognized
attorney
for
United Four Wheel Drive
Associations.
“The
court
ruled on March 21, 2007
that Bluewater did not have
standing on any of the issues
and granted our request to
dismiss them from the case
entirely. The court found in our
favor on all but 2 of the issues
and limited another issue to
just 3 of the 18 park units
cited”, commented Boucher.

travel on the Bonners Ferry,
Priest Lake and Sandpoint
Ranger Districts. The public is
encouraged to participate and
provide comments.
Your comments will help in
identifying significant issues
for analysis and a range of
alternatives to be considered.
Please remember that this
proposal is just the starting
point. Once the significant
issues and alternatives to
be considered have been
determined, an environmental
analysis will be conducted to
evaluate the potential benefits

VOTE IN WASHINGTON
STATE HOUSE!

Washington State. A bill in the
Washington State Legislature
known as SB 5544, if adopted
as written, could all but
eliminate motorcycle and ATV
use on public and private
property throughout much of
the state. It includes a never
before seen standard against
“clearly audible” sound levels
for all OHV noise, something
that is simply impossible to
meet.
This bill which had been stalled
in the consumer protection
committee
was
recently
passed (on Friday the 23rd)
and is headed to the senate
rules committee. Go to http://

The latest version included some
reasonable
modifications,
including a limitation on pipe
dB’s of 96 using the J-1287
test procedure, something
supported by BRC and AMA,
but kept the “clearly audible”
standard in place, along with
a cost recovery provision
for lawsuits, something that
cannot be allowed to stand.

PROTECT YOUR RIGHT TO
RIDE YOUR ORV
The
Washington
State
Legislature
is
currently
considering drastic changes to
the offroad vehicle noise laws.
The proposed changes would
include creating maximum
sound levels for riding near
any residence, regardless
of where that residence is
located or how it is zoned. It
would become illegal to ride
if your bike is either plainly
audible or exceeds 45 decibels
from inside of, or with 10 feet
of any residence. This would
even include residences that
are on farm land, forest land or
in an industrial area. It would
also be illegal to ride if your
bike exceeds 55 decibels at
the property line. The fine for
this new crime would be a
minimum of $100, going up to
a maximum of $800.
These new limits would only
apply to your dirtbike or
quad. It would not apply to
other, more common sources
of residential noise such as
lawnmowers,
chainsaws,
cars, trucks, boats, airplanes,
stereos, playgrounds, ball
fields, etc. It is just plain
discrimination against ORV
use and has nothing to do with
keeping neighborhoods quiet.
If this becomes law, forget
about riding any track in the
State of Washington. Also, you
can count on the vast majority
of riding areas shutting down.

House Bill 0187-Unconventional
Vehicles
I wanted to take a minute and
update everyone on the status
of HB 0187. My apologies this
is somewhat late in coming,
but I didn’t want to send
anything out until we actually
had a bill to review. There has
been a lot of speculation about
this bill recently, and I didn’t
think it was in anybody’s best
interest to send something
along that wasn’t accurate, as
there has been plenty of that
already.
For those of you that attended
the public meetings, you will
see the bill has gone through
several changes since the
first draft that was discussed
with the users in November. I
am including a link to the bill
for your review, but since it’s
in amendment form and a bit
difficult to digest, I though I
would highlight the essence
of the bill and include a list of
what the bill does and doesn’t
do.
ATVs
NEW
*It eliminates the previous >
“motorcycle“ plate issued to
ATVs.
This is the same type of
plate that one would find on
a Honda Goldwing or similar
type of street legal motorcycle.
Although
many
people
believed the“motorcycle“ plate
allowed ATVs to travel on any
roads one might take a car or
truck (or Goldwing type bike),
that was not the case as they
did not meet Federal Motor
Vehicle Safety Standards
(FMVSS).
*It replaces the previously
issued “motorcycle“ plate with
an ATV/UTV specific license
plate that will allow travel on
all unpaved county, state,
and federal roads. The only
exception to this would be if
one of those entities took a
formal action to prohibit such
use. This new plate would
not allow travel on controlled
access highways such as
Hwy. 55, Hwy 95, or I-84.
*This plate would allow for
travel on paved county or city
roads, if the county/city took
action to allow them through
the form of an ordinance or
rule.
*The definition of an ATV
has been changed to reflect
that of the USFS definition.
Specifically , the allowable
width of an ATV has been
increased from 48 to 50
inches.

Wilderness
Study Area
Lawsuit
MISSOULA - More than
a decade after its filing,
a lawsuit seeking to
restrict motorized vehicle
access to Forest Service
Wilderness Study Areas
(WSAs) in Montana is
on the verge of dismissal
following the submission
of a stipulation by the
parties.
The case, filed in 1996 by
the Montana Wilderness
Association,
Friends
of the Bitterroot and
other
environmentalist
organizations, would be
dismissed according to
the stipulation, which
requires that the Forest
Service
complete
decisions regarding the
WSAs in the context of
broader planning efforts.
The result is applauded by
pro-access recreational
interests who intervened
in the case, including the
Montana Trail Vehicle
Riders
Association,
Montana
Snowmobile
Association, and Blue
Ribbon Coalition.
“Not an acre of land nor
a foot of trail has been
closed as a direct result
of this suit, which was
filed when Mike Dombeck
was the Chief of the
Forest Service” observed
Paul Turcke, the Boise
attorney who represented
the recreational groups in
the case. “There’s no
doubt in my mind that
without our intervention
motorized access to
these WSAs would have
been
banned
years
ago,”
stated
Adena
Cook, who was Public
Lands Director for the
BlueRibbon
Coalition
when the suit was filed.
The case has run a
long and tortuous path
through the legal system.
The case purported to
challenge the Forest
Service’s “failure to act”
on broad policies in the
Montana
Wilderness
Study Act of 1977. The
recreational
groups
challenged the court’s
jurisdiction
to
hear
these claims, but those
arguments, which were
not joined at the time by
the Federal Defendants,
were rejected by both
the U.S. District Court
in Montana as well as
the Ninth Circuit Court
of Appeals. However,
the U.S. Supreme Court
ultimately reversed, in
conjunction with a similar
case arising in Utah. The
case was therefore sent

ORV RALLY IN OLYMPIA
The scheduled rally in Olympia on March 9th was a huge success considering it was held at noon and on a Friday afternoon. Either the 1000 that attended used up
vacation time; asked the boss for time off without pay; or it was a day off anyway; or just closed the doors to the business and figured it was a great opportunity to
exercise your constitutional rights.
The surrounding area around the Capitol soon heard voices expressing their views on SB 5544 – “abating environmental noise” a piece of legislation that was
directed solely at OHV users.
It was encouraging to see some members of the legislature joining the motorized community with speeches on the Capitol steps, and later on, on the Senate floor,
to have it announced that the piece of legislation was dead for this session. It will probably be back – however, so will we!!

Merging Traffic
What happened to courtesy,
common sense and
citizenship?

Here’s the scene.
You’re
driving your rig hauling your
toys in the slow lane of a
freeway. You’re at the speed
limit plus six so you won’t get
a ticket, but can sort of keep
up with the flow of traffic.
Several merge lanes are
part of the picture and folks
are jumping on the freeway,
changing lanes, and rushing
to somewhere. And no one
is giving you a break, let alone
the time of day or a bit of
courtesy.
You are cut off, nearly sideswiped and forced to brake
often. You can see dip-wads
merging into your lane totally
oblivious to traffic – especially
to you. And when you honk
or show your displeasure for
someone endangering you
and your family, you get a
single-digit salute for your
trouble. What happened to
blending in with the flow of
traffic?
What happened to courtesy,
common
sense
and
citizenship?
Now scene two: motorized
recreation.
Do you notice
dirt bikers routinely pulling
over for horses? How about
four-wheelers yielding to uphill
traffic on narrow mountain
roads?
Do you see folks
staying on the trail when
they have to sit in line while
someone is broken down
for an extended time? Do
snowmobilers give way to
cross country skiers?
Or, are we all starting to act
like merging traffic on our
crowded freeways? Are we no
longer blending in with other
forms of recreation? Have we
forgotten the basic premise of
sharing trails? Have we lost
sight of courtesy, common
sense and citizenship – the
“Three C’s”? I don’t think so;
but you might know someone
who may get a touch impatient
now and then.
☺ So I want to offer some
reminders on sharing our trails
and recreation areas so we
can share our sport with our
children and grand children.
Let’s look at the Three C’s:
Courtesy is defined as a polite,
helpful, or considerate act or
remark – as having manners.
The courteous recreationist
gives way to others and blends
in with the flow of traffic with
politeness and maybe even a
big smile.
Common sense means having
sound practical judgment
and a sense of what’s right
and wrong. The recreationist
with common sense learns
to observe the surroundings,
stay alert to things that might
cause an accident, and tune

into the needs and rights of
other recreationists so that
we can all blend together and
enjoy our great outdoors.
Citizenship is about the
duties, rights and privileges
of enjoying the freedoms we
have in this great country,
and about doing what’s right.
The recreationist with good
citizenship reads and obeys
the rules and laws knowing
that our future opportunities
depend on all of us doing our
part, the right way. It’s also
about helping and teaching
others the rights and privileges
we enjoy.
Every recreational club and
organization should have a
code of ethics that embodies
courtesy, common sense
and good citizenship.

The days of outlaws and idiots
who do not seem to have any
of the three C’s, are over.
They have to get off our trails
and riding areas. The days of
the uninformed are numbered
if you do your part to help them
get involved the right way and
learn the Three C’s.
Merging traffic in motorized
recreation is what we face
every day. Our sports are
growing and we are sharing
recreational areas. Our need
for courtesy, common sense
and citizenship has never
been stronger. If you have not
already done so, adopt your
own code of ethics. Teach
younger people that code.
Get involved in clubs/groups
that are working to save our
sports. Refer to my article on

recreationists already practice

our dander up and refuses

The meeting was called to
order by Angie Holm at 7:30,
followed by the flag salute
and a moment of silence for
the ill and departed. There
were 12 delegates present,
representing 7 clubs.
Secretary Report: Motion
was made by Tom Peters
to approve the minutes as
written in the Tri-Power, Dan
Cole second.
Directors Report:
Board Meeting; Angie went
over what happened during
the meeting. The SOP’s are
being reviewed and will be on
the webpage once they have
been updated. We need to
have clubs turn in their Club
Power/We Did It/Quill Power.
These forms are used to
keep track of what we’ve
been doing. Jamboree was
sold out very quickly and now
they are looking into possibly
having a second Jamboree
in the Naches Forest. In
order to do this we’ll need
to have an EIS done. If a
second Jamboree is going to
be held we’ll need people to
coordinate and run the second
Jamboree. Ways N Means is
looking for new items to sell
and get rid of old inventory.
Membership is looking into
getting the forms online and
to possibly pay for dues online
with Pay Pal.

for advanced and it’ll be open

Thanks to Go 4 All’s for hosting
tonight. This is there 30th
Anniversary, when the club
formed they had 9 families,
went to 15 families and now
currently has 4 families.
At one time they have all
been officers on the board.
Currently one 1 family is still
into racing and the rest have
trail jeeps. They all had jeeps
and after going to the Bronco
Busters event they decided to
form a club
Angie is working on some
incentive ideas to get the
region more involved. She’ll

were 1,000 people at the
rally and it was covered by
channels 4, 5 and 7 news.

has met all requirements for
membership. MMSC to wave
the 3 meeting requirement for

scavenger hunt at Summer
Convention.

will need lots of help both
at the clean up and during
the event. Matching man
hours are needed to meet
the grant requirements.

second Trail Jamboree.

... up north. Automatically,
ya can figure out that ... in
February that is going to be
a snow run. And as the date
of the 18th approached, one
by one, those scheduled for
the run figured out that the
early evening of the same day
was scheduled the Region
meeting. We all wanted to
make the meeting to hear of
Winter Convention.
NO PROBLEM... We will all
meet in the vicinity of the trail
and head out for the trailhead
at 9:00 a.m. SHARP. We will
then head up as far as we
can, by then it will be lunch
time ... especially since we
have a couple rigs that are
newcomers to snow runs so
we can’t get in near as much
trouble as we diehards might,
‘er ... I mean would.
There won’t be that ... air
‘em down a little more, to get
better traction .... or lets just
winch over the hill then it will
all be downhill from there ...
or it’s just one drift, once we
get through it ... we have to
continue up the trail cause
there is no place to turn
around ... hang close to the
uphill bank cause ya can’t get
stuck there ... or even ... better
try closer to the downhill bank
for better traction
And after lunch we will head
back down the mountain ...
everybody knows you can
go downhill easier and faster
than up ... and be able to get
to the meeting on time. That’s
it, a simple foolproof plan; who
said we can’t do it all on the
same day!
On the agreed meeting
location and date, I was
mentally checking off what ...
WHAT ELSE DO YOU NEED
ON THE TRAIL? ... So, I
could figure out what I had
forgotten? Water, rain gear,
tools, flashlight ... when the
first indication of trouble ...
what time is it? ... I thought
WE WERE HEADING OUT AT
9:00 A.M. SHARP? ...
Hey, WHAT ELSE DO YOU
NEED ON THE TRAIL? Here
is what I have learned for my
list.
First on my list is water ...
water, ... ya can’t do with out
it. Even out on a snow run, ya
gotta have water. Especially if
there is gonna be any physical
activity ... and on a 4x4 run
count on it, there is gonna be
physical activity.
Sufficient
water is your first defense
against dehydration and heat
stroke, even in the Winter.
Bring water enough for all in
your rig, including pets and
extra for your rig or others.
A rig boil over or radiator
problem, cause you never
know when that stick may
find the radiator & is going

to require a water refill. You
need some kind of container
to haul water and the Forest
Service agrees. I also like
to have a container that can
be put over a fire for melting
snow and boiling water. Even
though we boil water in such
things as styrofoam cups as a
novelty, I like good ole metal.
The Forest Service also
requires a shovel. Shovels
are handy on the trail. They
can be used to dig a rig out,
control fire, even dig a six inch
to one foot hole and bury all
of it including toilet paper that
everyone hates to see on or
near the trail. They can even
be used to lean on when you
need a break.
Tools are high on my list. To
fix it, even make temporary
repairs, ya gotta have tools.
Even an adjustment requires
tools. I consider duck(t) tape
and WD-40 as tools.
Even
brush around a wheel can
cause rig stopping problems
and require tools for a quick
fix.
The Forest Service
recommends having an axe
on the trail. Also, real handy
for that firewood thing. Blades
are also tools. Carry a pocket
knife for all those jobs that
fingernails won’t cut it.
Ya won’t catch me out without
a hat and sunglasses. Naw,
not for that trench coat look,
but to keep my eyes and
head tempered; remember the
head looses and gains heat
disproportionally and contains
the brain, ya can’t do without it
which is kinda temperamental
when the temperature isn’t ok.
A hat protects you from excess
loss of heat in cold weather
and absorbing to much heat
in hot weather. Those folks
hanging out in the desert
aren’t wearing head gear for
the look of it. Remember
that dehydration and heat
stroke thing.
Likewise,
sunglasses
protect
your
eyes from snow blindness in
Winter and prevent ultraviolet
rays or excess brightness
from damaging your eyes in
Summer, Winter, Spring or
Fall. Sunscreen and lip cream
are also favored for hanging
out in the outdoors.
critters; but keep in mind if you
use that smell good stuff, bugs
usually like the smell too.
Bring extra clothing. Weather
conditions change quickly
whether in the mountains, on
the desert or even along the
coast. Depending on the time
of year, an extra waterproof
jacket or hooded parka can
come in real handy when all
looks glam. Don’t forget that
sock hat, good for hot or cold
and can keep the head warm
while sleeping or even be used
for a pillow. A rain poncho
proves very handy, especially
when the rain persists; wet
clothes soon become no
fun. Large garbage bags can
serve more than for hauling
garbage; a hole at the top for
your head and a couple arm
holes will provide a improvised
rain poncho for protection
keeping you dry and warm
(dark colored absorb heat).
The orange garbage bags
will also provide high visibility,
especially from the air, if rescue
becomes necessary. You can
get an extra one at the next
clean up, I bet. By the way,
don’t forget to bring a whistle
for emergency communication
and rescue.
When you head out in the
backcountry
you
never
know, for sure, if you will be
spending the night, or at least
a part of it, so always carry a
good flashlight and backup.
All would agree a fire is nice,
especially at night. It can keep
you warm, provide some light
and keep wild animals at bay
and in Winter melts snow for
water, but the piece of mind it
allows just can’t be described.
You may be proficient at the
rubbing two sticks together
method of fire making, but I
subscribe to the old adage that
one of them must be a match
and I make sure both mine are
matches or lighter kept dry
and waterproof. I have found
a candle and even duck(t)
tape can come in handy and in
extremely wet conditions there
is nothing like a road flare to
dry the damp kindling and
help convince the damp wood
to give up its treasure of light
and heat.
As you may be spending the
night, it also makes sense
(does it not?) to bring extra
food beyond the lunch you
planned on the trail. Energy
bars and trail mix (is that a
hint) can hit the spot and even
MRE’s (meals ready to eat)
are now readily available even
to us civis and last for years.
Such things as peanuts,
oranges and apples give us
comfort, so we try to have
extra.
And Alan will share with you
that you likely won’t get lost
or at least not as lost if you
simply check out the trail you
are to traverse on the map
and refer to it at each juncture
while on the trail. A compass
comes in handy for aligning
the map and making sense
of the landscape. Thus, a
map and compass are a must.
Another great aid is GPS, and
along with your cell phone, but
always keep in mind they are
electronic device and subject
to the frailties of low battery,
does not compute, and this
damn thing just quit working.
Of course, others not directly
involved with your adventure
need be advised of your
cellular carrier and telephone
number, departure and arrival
back home times and plans,
and the trail(s) and activities
you plan and with whom and
their “others” in the event you
do not return as planned.
IT WAS THEN, a little after 9:
00 a.m. that I could hear where
they come and we fell in line to
the trail. On the trail, the snow
seemed good and the sun was
mostly shinning interrupted by
a few clouds blowing by. The
trail was a little on the slick
side as it was nice out and the
snow melting.
AND THEN, just when that
great feeling of being out
on the trail occurred, more
indications of trouble at the
air down point ... Hey this
automatic deflator isn’t working
...What’s wrong with this seat
belt?... I don’t think your CB is
working? ... Geez, better wait
for the snowmobiler’s to get
out of the way ... no... I am
not in their way ... It doesn’t
feel like 4 wheel drive, are you
sure you locked the hubs in?
... What’s ... what is ... is that
smell, like burning ... wiring ...
Oh crap, my jeep just lost all
electrical power? And ... that
... was ... just ... some ... of
the conversation ... in ... my
... jeep! IT WAS GOING TO
BE A GOOD DAY ... I COULD
TELL.

Epilogue: Well, it was a good
day for a snow run and it
was great fun ... but ... either
the Region meeting was
scheduled a little too early or
we were a little too late. Who
said we can’t do it all on the
same day!

It is usually too late to try to
improvise medical supplies
when a medical emergency
rears its ugly head. Bring
your medical kit. Assure that
your kit contains bandaids,
adhesive tape, antibiotics,
gauze,
sanitary
napkins
for laceration or abrasion
compress, painkiller, aspirin
for heart attack, antihistamines
and yes even duck(t) tape;
so handy for splints, slings,
wound
protection,
etc.
Don’t forget your health
practitioner’s advice for any
special conditions and any
prescription medicines for
your family and pets. Insect
repellant can be handy for
helping fight those little

Don Jensen suggested that
we go ahead and vote on the
new club, Piston’s Wild. Darrel
Crowder and Bill Manbeck
were introduced. They stated

that they are working on new
members for their club. After
they left the room, discussion
was held. Kyle Wiebold made
the motion, seconded by
Karen Fisher, that we accept
Pistons Wild into membership.

PUBLIC RELATIONS

Josh stated that he had no
report at this time. His V9
was discussed. He stated that
his truck is again a V10. He
asked that clubs notify him of
any events they will be hosting
or anything a interest.

Richard is working in Seattle

trail patrols, Adopt a Trail, and
camp hosts. Darryl reminded
the membership that there

Region 6 area including the
Ground Hawg.

John was also absent this
evening. Darryl stated that
they helped the DNR out with
some vehicle removal. Quite
an exciting project we heard.

Rick stated that there have
been no meetings.
ODF
has gotten hold of all past
members and stated that
they will be having meetings

WORK PARTIES –

Work parties will be listed on
the ODF website. They usually
are the second Saturday of
each month. Some trails have
been tore up. Some sections
have been closed. The mud
is deep and gooey. ODF is
waiting for sections to dry up
before working on them.

TRASK WORK PARTIES
Kurt Amundson stated that it
has been a rough winter. A lot
of trees came down. Hunters
left a lot of garbage and that
will have to be cleaned up.
OLD BUSINESS
Linda Jessen gave a report on
the ATV and Off Road Expo
May 5 and 6. Kyle Wiebold
has offered his truck for the
display vehicle in our booth.
Thanks Kyle!
Linda also gave a report on
the July 18th OHV display in
Longview, Washington. She
will be measuring the street
tomorrow and discussing the
city permit required for the
Region informational display.
NEW BUSINESS
Darryl
Maunu
answered
questions about the Region
3 event June 29, 30, and
July l. It will be a weekend of
wheelin and story telling. Kurt
Amundson has been talking
with some Unimog owners
who might be interesting in
attending. It will be $5 for
camping and the dinner tickets
will probably be $10 each. The
only cost should be the honey
buckets.
Karen Fisher talked with
Kurt Amundson before the
meeting and found out his 8year-old daughter, Kennedy,
has leukemia. Karen made
the motion, seconded by
Kyle Wiebold, that the Region
sends her a balloon bouquet
immediately. Motion carried.

Father’s Day weekend, in
Woodland. A lot of things go
on, come and join the fun.
Tom Fisher stated that June
9th we would again be working
Rose Festival.
It is their
centennial year so there will
be more floats. He will need
more drivers and towers this
year. He was sending a list
around for volunteers.

The Swap trail was still its
notorious self with plenty of
water to constitute the name
swamp. A few wind fall trees
had to be cut back to pass the
trail. We all passed with minor
difficulties.
Winter Crawl
Members of the Thunder
Trucks gathered to enjoy a
camping and Jeeping weekend
at Elbe Hills in January, 2007.

hosted this run. They decided
to make the run a bit different,
including games and questions
to be answered for various
prizes.
A few days prior to the event
it had snowed quite a few
inches. Then the temperatures
started to drop. This makes for
quite a slippery time when
attempting to pass the roads
with a camper or an RV. For
this reason it was decided to
stay at the Horse camp, which
is at a lower elevation. “The
weather and road conditions

Saturday morning started out
with a good breakfast. Eggs
on the griddle, sausage gravy
over biscuits, washing it all
down with a cup of coffee and
juice seemed to do the trick.
Once everyone’s bellies were
full, we loaded up for a fun day
in the woods.
The six rigs headed out.
Surprisingly, there were many
other users in the area, as
well. With talking to folks and
the use of the radio, we all
decided to take the Gotcha
Trail. The trail was in pretty
good shape considering the
winter conditions. There was
snow and ice present on the
trail which made it slick in
some areas.

Members gathered on Friday
afternoon at the camp to
set up a large shelter to
accommodate the group. Table
clothes were laid on picnic
tables. Mind you, these were
dried with a propane heater,
so that they could be sat on
without getting’ your britches
wet! Firewood was gathered,
the area was complete with
BBQ and all.
Despite the freezing, cold,
wet weather six families total,
all from the Thunder Trucks
attended. One by one the
families arrived and set up
camp cheerfully. A lot of
people couldn’t understand
this as being “fun”. It must
be a Jeeping thing and we do
understand.

Lunch break was taken at the
top in the bowl. The kids and
some adults enjoyed a friendly
snowball fight.
Meanwhile
some of the adult kids played
around with climbing the sides
of the bowl in their Jeeps.
During this time, Kelly was
asking another question. He
asked for proof of insurance
and a drinking straw. The
members went nuts trying to
find a straw somewhere in their
possession. Even though they
didn’t have a clue what they
were going to win. This made
it so much fun. One member,
Tim Hostetler, had several
straws and was wondering if
he could sell to the highest
bidder. It was agreed that he
could, but nobody took him up
on his offer!
After lunch the group went
down the Rainier Vista trail.
This is a fairly easy trail, a
great start after the break.
The snow and ice on the trails
made even the easiest trails
somewhat difficult.
But at
the same time it can change
the whole outlook of the trail

system which makes it new
and vibrantly interesting again
to frequent users such as
ourselves.
When the group returned back
to camp a game of skill was
played. A cone was placed
on the passenger’s side of
the rig for each driver to get
as close to without touching
it. If the participant did tap

the cone they received an
automatic zero. The crowd had
a good laugh during this activity
watching the driving skills of the
other participants.
When the games and questions
were all done the prizes were
handed out. The first place
winner, Gary Gilara received
a Coleman cooking set.
All
members did receive a gift of
some sort. The game playing
is a great way to create bonding
amongst the members, and it
gives them a topic to razz each
other about. This is all in fun, of
course.
A hot fire was made and the
hamburgers were placed on the
sizzling grill. Everyone donated a
side dish of some sort. There was
an abundant amount of food, like
always at a Thunder Trucks event.
The evening ended up with telling
a few jokes and a few lies. Or

One is not sure with this
crazy, fun group of people
who call themselves the
Thunder Trucks!

previous Treasurer and what
was happening because the
deadline to make everything
good was Dec. 1.
Luke
reported that neither he nor
the lawyer had been contacted
by Kathy. Luke said he has
tried to file a theft report but
keeps getting the run-around
about where the report should
be filed. Don will find out what
Luke has to do and where
he has to do it at. The Board
determined what the total
owed, including expenses for
the Board to meet at the end
of September was.
We went back to the Treasurer’s
report after the committee
reports were complete. The
Board
discussed
some
of the information.
Dave
was directed to send out to
the information out to the
member clubs before Winter

Convention. It was suggested
that a committee of volunteers
to come over to Dave’s and
review the books and then the
committee would report all that
detail. Dave and the President
will talk about putting this
team in place for this year.
Karon made the motion ‘We
approve the Proposed Budget
as presented’. Art seconded
the motion. Motion passed.
Arlene would like to know
more about the land and
legislative funds.
Secretary’s Report.
Revised SOPs were handed
out that include the changes
for Treasurer.
The Secretary was requested
to put the Duties of each
Board Member in a word
document and have it printed
in Tri Power, in preparation for
the meeting.
Next on the list was the review
of all the bylaw proposals.
As we talked, Don requested
that we capture the thoughts
of the Board in the minutes.
They were reviewed in Article
order as much as possible.
Arlene recommended that all
authors of the bylaw proposals
be in attendance at Winter
Convention to speak about
their proposals. Art spoke
to the two proposals that he
presented. He has originally
presented them to be voted
on as one unit. After some
discussion, Art agreed to split
them.
We then welcomed
Beth Ayer to talk about her
proposals. After discussion,
Beth was asked to bundle
her proposals because they
crossed many roles of the
Board of Directors – Beth
agreed. The floor was open
to discussion from the visitors,
even though this is not normal
protocol.
Article IV Section 1 –
Meetings. This would delete
the Fall Delegates Meeting.
This was presented because
of low participation of the
Association at this meeting/
.
Nominations of officers
would have to be moved to
either the current or past
Winter Convention, including
the Competition Chairman.

that have been with one officer

with multiple use on his mind.

Jerry can’t get stars any
more so he was looking for
input on what he can use to
replace them. It came down
to a discussion of what people
will or will not do to there club
coats. The suggestions were
– rockers instead of stars;
have a drawing at the end of
the year; keep patches for first
timers but go with incentives
after that; have a volunteer
appreciation
party
with
special awards. A committee
was put together to come
up with a new approach and
have it presented at Winter
Convention, with finalized
version available at the March
Board of Directors Meeting.

Straddleline ORV Park is

is putting on the mud bogs
there. The park is operating
in the black.
Neil has worked up a
document on what we have
done for the penninsulal area.
SUV Event – Darryl Maunu
Darryl has asked the
region to come up with ideas
to promote the event but he
may not be able to do it next
year. He is reserving that
weekend and he is planning a
region run up there and people
can join in. He had only 10
people last year and had a
problem getting volunteers.
So, this position is OPEN
but Darryl can be a contact.
Dorothy is going to talk it back
to Region II.
Region 3 – Rick Smith

Trail Jamboree – Merrick and
Kim Graves
Merrick reported that
they made a very good profit.
The event was filled in just 2
weeks. He also reported that
the Hillwillys had dropped out
of the event but the Shindig
Wheelers took over.
Mike
Hawks,
who
represents
BF
Goodrich
- chose Naches Trail to be
part of their outstanding trails
program. They were looking
Region 4 – Earl Nettnin
Earl has a written report.
A grant was awarded for
the Naches Ranger District for
M&O. Also feasibility study for
a Rock Crawl in Coal Creek.
Naches agreement is
stalled. Tire sizes may be
limited to 33”. Everyone was
in total agreement, it isn’t the
tire, it’s the nut behind the

for a way to do a dedications
ceremony to honor the trail.
This fit the Jamboree perfectly.
Merrick worked with them
and they put in a sign at the
bottom of the trail showing BF
Goodrich’s effort to support
the Naches Trail. Goodrich
gave $3,500 plus tires plus
favorable
new
coverage.
This money was dedicated to
maintaining and improving the
Naches Trail.
Saturday night, Kim and
Merrick got married at the
event.
The group who owns the
camping area has raised our
costs, camping is raised by $1
per unit, so this will affect our
prices for 2007.
There is a work party
scheduled for Apr. 21-22.

McMains
Frogg has purchased new
coats that are Carhart-type.
Merrick said that at Jamboree
he put out used kids books
with Frogg and they went so
that he had to convince the
buyers to leave them there
for display so they could take
orders. He is going out and
buy more for next year.
Web Master – Rob Soloman
Rob needs direction about
what to save and/or what to
remove.
Merrick will get with Rob
on how the Trail Jamboree
coordinates with the website
for signup, etc.
People have requested
that Tri Power be put on the
website. Because it is a benefit
of membership, the concern
was we would be loosing that
benefit. But because we put it
out in the Associate Members
shops and we hand them out
at events, lots of people see
them already. A lot of the
information is already on the
website, like officers so we
would be adding the region
reports and officer reports.
We still want the paper version
because not everyone has
internet.
No one had any
objections if Luke talked to
Ron to see how easy it is to
get the information to Rob
(electronically).

videos but we lost 3 and only
1 got replaced.
Merrick has some videos
that have PNW members on it,
which he will get to Don.

unit holds lots of obsolete
equipment – this is held over

Jim reported that we only

Insurance – Carol Jensen
She is hoping to have
about a 5% decrease in our
premiums this year. She must
have events list by March. 1.
There will be no adding of
events after this time. If you
cancel, you will still have to
pay for it. The clubs must go
thru Carol. Carol must have
signed contract. One club had
an event in July and still hasn’t
paid - Timber Runners (was
Shackle Crackers). What do
we do? The Board must take
a stand. Jim made the motion
‘Insurance must be prepaid’.

it on the website would show

Biggest Looser Competition
– Steve Russell
This is a weight-loss
campaign. Steve explained
how it works. It is based on
% of weight loss compared
to body weight. He will take
the scale to Regions 1, 2
and 3 meetings and at Winter
Convention. All information
will be kept in confidence.

PM. The Pledge of Allegiance

that we remember Smoky
Hamilton, a former PNW Past
President, who had passed
away.

that he appreciated all the
efforts Region 4 members
have been putting out for
the Region by attending the
numerous meetings above and
beyond the region meetings,
the work parties and all the not
so fun things that make our
region work. Thank you all, it
is very much appreciated.
TREASURER’S
REPORT
was given. No outstanding
bills at this time.
COMP REPORT:
The Richland City Council
asked the city staff to continue
negotiating a lease with Ray
Coffman and Steve Baze to
operate Horn Rapids ORV
Park.
The council wanted
to see provisions included in
the contract about the fees
Coffman and Baze will charge
park users and for council
review of those fees. They
also want nonprofit citizen
groups, which have offered
to donate time toward helping
operate and maintain the park
to participate in the talks.
A list of COMP activities was
passed around and it can also
be found on the PNW web
site. The tryouts for Region 4
relay teams will be held at the
Outdoor 4X4’s race at Horn
Rapids ORV Park on May 26
& 27.

LAND MATTERS:
Earl reported on the TWIG
meeting March 6. Earl handed
out a flyer called “Forestland
Risk/Resource Guide to Illegal
Drug Activity” The best advice
they could give is when you
find something like that leave
the area immediately and
notify them what and where
you found it. Other flyers
passed out were Washington
State Patrol RCW’s, OffRoad Vehicles in our National
Forests, Welcome to Yakima
County, Off-Road Vehicles on
lands administered by DNR,
and Off-Road Vehicles in
Yakima County. These are all
available through the Yakima
County Sheriff’s office also.
The next TWIG meeting is
April 3 and they will discuss
Spring Burning Plans.
JUNIPER DUNES: Several
of us have written letters to
FHWA administrator Rick
Capka in support of the grant
request for Juniper Dunes
Wilderness access phase 1
to acquire right of way and
start paving Peterson Road.
Doug received a letter back
today telling him that four
phases should be complete
by 2011. Doug also reported
that he had heard from a guy
who was planning to ride out
there that someone had put up
a wilderness sign on a grazing
area.
Doug notified Kevin
Devitt of the BLM who said
he would check on it within
the week. A RAC meeting
to discuss issues will be
announced soon.
MOSES LAKE SAND DUNES:
Dave McMains reported that
the Dunes cleanup would
be Saturday, April 28. The
Sandcommandos plan to
attend the NRTP workshop to
apply for a grant to put up out
houses in the dunes.
DNR Land Exchange – Green
Dot meeting was held in
Ellensburg on February 22 Western Pacific seems to be
on the fast track and hopes to
be completed by July of 2007.
Watch for public hearings
on this, they will be held in
Yakima.
Ron Rutherford
continues to meet with the
Ahtanum Irrigation District
(AID) in connection with the
land swaps; they have stated
they are not in the recreation
business. We hope to keep the
trails we have in that area. The
WENAS user group will have
a meeting April 5 at the Selah
Fire Station. Sid Hagemeier
is our representative on this
group. Wild Sky is alive and
well and will probably pass the
senate this time. The Chinook
Pass Lions Club has applied
for a permit to sponsor a oneday ATV poker ride in the Bear
Lake area located north of
Highway 12 near Oak Creek.
Our off-road rally in Olympia
March 9, 2007 was a huge
success. Over 1000 people
were present and later that
day an announcement was
made that the bill on the floor
regarding 45 decibels was
dropped. WE CAN MAKE A
DIFFERENCE. THANKS TO
ALL WHO PARTICIPATED IN
THE RALLY.

great clubs & volunteers
behind them. Last year we
were chosen for our Naches
Trail.
FUTURE MEETINGS:
DNR meeting in Ellensburg at
DNR Southeast Headquarters,
713 Bowers Road April 18 from
6 – 8 PM. This meeting is on
the land exchange. They are
trying to get a user committee
organized.
Winter Convention will be held
in Region 6 and probably will
be the 3rd week in February.
OLD BUSINESS: Region 4
will once again host a “Hobo
Stew” at the Jamboree
Cleanup.
The region will
supply meat, and some
vegetables etc for the stew;
also bowls, spoons, napkins
also vanilla ice cream for an
afternoon snack. Nettnins will
provide raspberries to go on
the ice cream like last year.
We ask that you bring your
items to the stew pot by 7 AM
Saturday, April 21.
CLUB REPORTS:
Lower Valley Canyon Crawlers
had a run to Marcella’s; six
club members went – lots of
snow.
Sandcommandos have a
former member returning
also a couple of prospective
members so they are growing.
They plan to attend the Moses
Lake Cleanup and have had a
meeting about their Haunted
House. They are still working
on rigs.
Hurtin’ Units are going to the
Cabin Fever run March 31 with
the North Idaho Trail Blazers.
The event is held in Pine
Hurst, ID. They are working
on rigs too and getting ready
for the Liberty work parties.
They had a booth at the
Moonshiners Swap meet and
sold some things however,
somehow they brought back
more than they took. But all
had a good time.
Roamin’ Chariots are talking
about some camping trips they
are planning to take.
Shindig Wheelers worked on
getting the Forest Service
trailer road ready.
They
had a good turn out for it
but were unable to finish so
another work party will be
held Saturday, March 17
to finish things up. Thanks

lights and reflectors. TRUX
Accessories is putting on a
rock crawl June 23 – 24 at the
Yakima County Fair Grounds
and is looking for lots of help.
Sid attended the Moonshiners
Swap meet in Puyallup.
Desert Rats discussed their
participation in Cool Desert
Nights. A snow run is planned
to Tollgate for April 1 with the
Blue Mountain 4-Wheelers.
The club decided on yellow
hats and T-shirts for our
official club clothing and
will wear them when we do
volunteer work. We are having
our annual Poker Run on April
14, more information will be
coming. When we know all
the particulars we will send an

Oregon State Director’s
Report – Beth Ayers, Oregon
State Director, reported on
her attendance at the Board
of Director’s meeting since
her election. Beth has sent
a letter to all clubs in Oregon
outlining what she would like
to see accomplished this
coming year.
Committee Reports:
Land Issues – Central
Oregon: Randy Drake had
copies of the publication their
club put together (OHV Class
II 4x4 Trails Inventory & Report
on the Deschutes and Ochoco
National Forests) that has
been updated. He feels they
are looking at 300-400 miles of
trails when the management
plan has been completed.
They are looking at 35-43
miles of trails at Edison when
it has been completed. Edison
has yet to be signed due to the
snow. Although USFS and
BLM people come to meetings
stating that there will be an
increase in trails for Class
II we won’t know until after
the plan. It seems that from

the time projects have been
recommended through the
ATV-AAC and the money gets
to the management agencies
too much time elapses before
any results are realized.
Land Issues – Southeast
Oregon:
Tom
Harris
reported that about 30% of
the GPSing of trails on the
Winema-Fremont have been
completed. USFS roads are
on the maps and do not have
to be inventoried. It is the
trails that are most important.
Seven minute quads are the
most workable maps for this
process and should contain
many of the trails that are
being used.
BLM and USFS have started
meeting
every
Monday
morning at 7 a.m. Tom just
recently found out about these
meeting and will be attending.
A sub-committee of the
Southeastern RAC and the
John Day Snake RAC have
met five times to consider the
values of both BLM and USFS
as it pertains to trails and to
meld those values so that they
are somewhat similar at the
end of the process. Some of
those values will be used to
apply to the West Side under
the auspices of the Western
Oregon Plan Revisions.
BLM’s North Lake Recreation
Plan is in limbo at this point
due to the death of Gretchen
Burris. It was thought that
perhaps Trish Lindiman would
step into her position but she
is transferring to the Medford
BLM office.
There was discussion about
Gretchen’s husband, Joel,
and her son, Sam. Pat Harris
stated that she would have an
update at the next meeting
before a donation is decided
upon. The poster program that
Region 6 has been involved in
for the last 10 years or so will
continue.
Oregon Recreation Coalition
(ORC) was discussed. It was
felt that this could be a more
productive program if there
were more people involved, a
cross-section if you will, of the
people. Alan asked for a list of
those who first attended and
Pat will see that is forwarded
to him. The next meeting for
ORC is scheduled for April 15th
in Bend. Place of meeting has
not yet been decided.
Pat Harris spoke about the
problems with BLM in Eugene
when it comes to Class II
trails. The ATV-AAC will be
meeting in Eugene in April and
will go on a tour of the Shotgun
Area. There is 1.33 miles of
Class II in Shotgun. We have
been told that there is an area
called McGowan Drainage that
may be workable for Class II
trails. At the meeting in April a
date will be set and Pat Harris
will let the clubs interested in
attending know when it will
happen.
Land Issues – Southwest
Area: Alan Paulson stated they
have been trying to get legal
easements from local timber
companies to access BLM
land. As of Friday one of the
timber companies has decided
they are not interested in
working toward this. Alan will
be meeting with the reps from
Lone Rock Timber and hope
they can change their minds.
USFS land is still under
snow in their area and they
will be waiting for a break in
the weather to continue their
negotiations. He did mention
areas that they are working on
and will be back at it as soon
as the weather cooperates.
Land Issues – Land Issues
West Side: Art Waugh we
are still waiting to get the
Santiam Pass Draft EA from
the McKenzie Ranger District.
We were supposed to have it
in December and the date was
moved to February and we still
do not have it.
Art Waugh and Beth Ayers
stated they had received a
questionnaire from the Green
Mountain College in Vermont
asking for participation in
completing the form (others
present had also received it)
and it was not geared to our
use.
Ochoco National Forest is
starting work on their forest
plan revisions. There should
be input from our users on
this.
Art gave the dates for the
meeting to be held on the
John Day Basin Management
Plan. Meetings are scheduled
in Salem and Bend in addition
to others.

new members are taken into
a club it is the sponsor’s duty
to see that the new member
is advised of club rules, etc.
and see that they are at club
meetings and runs.
By doing this the member will
know what the club does and
why.

April Report
One of the things I enjoy most
about our Region 6 meetings
is, the fact that we usually
incorporate a run, and social,
together with our meeting. I
believe this can, and does give
us a certain camaraderie, and
it makes us understand each
others wants and needs, as
four wheelers. We also get to
visit trails, and scenery that we
would never get to see, if we
didn’t have local clubs be our
guides. I would like to remind
our members that you don’t
have to be the delegate to
attend thes functions, we
welcome ALL members to
join in the fun.
I would like to remind
everyone that if you have
a land issue that you are
concerned about, Please
give the details, and contact
information to both myself,
and our state director, Beth
Ayer. Don’t just assume that
your favorite trail or area will
remain open for your use.
Become involeved with your
local land managers, and
government officials.
We have many events
happening this summer so
mark your calanders for
events such as the 26th
Annual
Oregon
Creekn-Trail, the Lookingglass
Playday, Deschutes County’s
Groundhog Rock Crawl, The
Timber Cruisers Swapmeet,
Junction City’s Poker Run at
Florence, just to name a few.
That doesn’t even include
things like the SOLV beach
clean-ups, local clean-ups
and various club camp outs,
so stay informed and I hope
to see people at many of
thes fine events.

been very sick. You will get a

Carol said she got some

Lightly. What should she do

She is going to order new

kids at Trail Jamboree but she

report.
The
BOD
discussed
the reports.
Some of the
questions happened because
the data was put in wrong in
the computer.
Luke discussed the 110%
pins. One batch was lost in
transit. They wanted us to pay
for both orders. Luke talked
them into paying half and we
would pay half.
The Scholarship fund were
discussed, it didn’t show up on
the report. She has questions
for Dave and Frogg, so they
will get together during lunch
to clear up. If Scholarship is
won, they get the full grant and
they then return the receipts
and what they don’t have to
use. The recipient can have
it sent to the scholarship
manager, if they choose.

Idaho – open
Oregon – Karen Fisher.
Karen had a written
report.
She is looking for direction
for how she should be doing
the report, format, etc. Luke
would like the high spots.
Also, it is good to know what
laws are coming up. Region
III is putting up a website – so
that can also be used for the
State stuff also.
Washington – Arlene Brooks.
Arlene had a written
report.
She itemized a list of what
she has been involved with
over the last 5 or 6 years.
Operation shore patrol
– she showed the layout of the
pins – for the 35th anniversary.
She is looking for approval to
buy the pins – 700 pins. The
money will be reimbursed
out of the sale of them. Rick
made the motion ‘We approve
the purchase of 700 pins, to
be taken out of the awards
program and reimbursed back
into the awards program’.
Dorothy seconded the motion.
Motion passed.
Don and
Dorothy feel that the Regions
could buy them and then make
the extra dollar per pin. Arlene
will come up with a division
of the pins between Regions
I, II and III based on past
attendance.
Arlene received a letter
about something she posted.
It was a very positive response
saying that she is representing
us in a very professional
manner and it is being posted
in the Tri Power.
Arlene has received an
invitation that goes out to
all PNW members.

to earn money (on her own)
to buy T-shirts for all her
volunteers in the Cle Elum
district.
Carol made the

District, for purchasing T-shirts
or Jerseys’. Karen seconded

The BBQ is June 24th.

a position paper drafted on
Wilderness.

IAD Reports – Don & Carol

An issue they want to
bring up the United Meeting,
which is on the East Coast
(Tennessee).
They think
they should go to the
NAMRC meeting but they are
concerned with the expense
of going to United.
Right
now, it would cost a minimum
of $3,000. with flights going
up daily. They are looking
for direction.
We had an
informational straw vote as to
whether we should send them
or not. Most said they felt that
this should be bypassed this
year.
Jim made the motion ‘Don
and Carol attend the NAMRC
Meeting and not the United
Meeting’. Dorothy seconded
the motion. Motion passed,
unanimously.

Season is in full swing.
But the Webfooter’s event got
cancelled because of a little
flower that doesn’t’ exist in the
area.

Membership Chairman
Report – Jim Putman
Mary has planned to write
a manual on how to use the
software.
Jim reported that there
were 1297 paid members in
APRIL 2007
103 clubs.
We have currently 15 paid
associated members.
The
Associated Members haven’t
been receiving the notice to
sign up again, which he plans
on doing. The problem is that
the Associates pay on different
anniversary dates – by giving
‘by months’ and billing them at
the first of the year. It will still
show their anniversary date,
that won’t be lost. Tri Power
will remove the obsolete
associate members.
Jim has Tri Folds and
inserts to hand out.
Jim brought up the
website stuff that is going on…
One question was where does
the $35 go that they pay. Jim
asks if Carol or someone can
put together that shows the
breakdown of the money. The
people on those boards think
we are like the Sierra Club but
we aren’t. Carol will give Alan
the definition of 501C and she
will find the pie chart she did in
the past.
Region Directors Reports:
Region 1 – Larry Britting
They have been working
on Walker and Reiter. Reiter
has been approved for ORV
status but it hasn’t been
pushed forward. There are 7+
land owners there and no one
knows where the bounderies
are. There are a lot of clubs
very active at Reiter, including
the Timber Tamers. They have
a new land manager who is
working with us but the others
are going right over her head.
They are planning to put in a
sherlter. They had 230 people
signed up and showed for the
Reiter clean-up. RTW (Reiter
Trail Watch) is putting on a
second clean-up.
Walker, there are applying
for 2 grants that they have
going on and the region has
commited to 1,500 hours for
the next 2 years. NOVA has
already put $500,000 into
Walker and they are going to
have to improve a lot bfeore
they get any more.
Larry then gave a status
on Lettle Rattlesnake, Kaner
Flats, Evan’s Creek.
Region 2 – Dorothy Churchill
Dorothy has a written
report.
WOHVA has decided
on their membership prices.
Organization
is
$100,
individuals are $20.
They
need more 4x4 members.
Trying to work with the
new DNR person at Elbe Hills.
Evan’s
Creek
–
enforcement officer is working.
Doors and fender with are
some of the big points. They
are typing to educate him.
There is an Elbe Hills
opinion poll on the Website.
When a request comes before
the NOVA committee, the first
thing that comes out is – ‘Is
it for everybody ?’. If it’s for
only hard-core 4-wheelers,
they won’t get funding. More
discussion on people trying
to limit access by all. This
is becoming a real problem
and we all will loose if this
continues. Every time they
widen a trail or they go around
an obstacle, they ruin it for all
of the people – to the point of
loose the trail again. At this
point, DNR and the forest
service will probably put limits
on the trail – width and wheel
size.
Region 3 – Rick Smith
Rick has a written report.
They were invited to ATV
show at the Expo. One of the
members of Flat Broke and 4
Wheelin’ brought in his vehicle
(Navaho) for the show.
He also reported that in
the Tillamook St. Forest has
closed 90% of the 4x4 trails
because of the weather.
Region III is working the
Tillamook to get some of the
trails reopen thru work parties.
They are working a cleanup in the Jones Creek area,
along with the motorcycle
people.
Region 4 – Dave McMains
Earl has a written report.
Dave attended BLM RAC
meeting about Juniper Dunes.
The gate has been removed
by the Land Owner.
The
owner is looking to do a land
swap so that he can close in
his property. He’s had people
out in the middle of his crop
– camping, stealing corn,
etc. Dave said that they are
working to have people enter
the area thru a safe area.
Liberty Trail Maintenance
– did a lot of maintenance and
reestablish 2 miles of trails that
had been lost – they rerouted
trail that was too close to the
water.
Region 5 – Steve Reeves
– No report.
Region 6 – Dick Leever
Dick reported that there
was a work party at Ground
Hog Quarry. There will be a
work party this next week to
work/play on the Rock Crawl
area June 11-17.
They are working with the
Forest Service and BLM, they
want the region to get more
trails and to work with them on
the transportation plans.
BLM got a grant and
bought 2 dune buggies (4seaters) and trailers and they
are dedicted to Christmas
Valley dunes enforcement.
There are alot of changes at
Christmas Valley so come and
see.
Creek and Trail will be on
June 17th and 18th. At this
time they have
Working hard the OHV
rules with BLM and Forestry to
get the trails designated.
Arlene suggested that
they make sure they have as
many people as they can on
the different RAC committees
to get our point out on every
discussion.
Looking Glass has moved
their playday date to Fathers
Day weekend.
Region 7 – Alan Dragoo
Does anyone want to go
out to the ORV area at 7mile Park tomorrow morning?
Some of the board chose to
go.
Alan had a printed report.
Forrest plans are being
built. BLM just finished their
rework of their master plan.
Forrest and BLM are looking
for input.
Several members of the
region have been collaborating
in the Forrest planning meeting
for Colville area. Participation
in those meetings was heavy
on the environmental side so
there is an uphill battle.
They are working on the
Forrest Travel Plans for the
Coeur D’ Alain district. They

PNW join WOHVA at the $100
Association Dues’.

Arlene
brought
up
the
discussion about the ‘PR
image’ issue and that in the
past, Stan Humann sat on the
Jeep Corp. advisory board and
reviewed the advertisements
before they went live. Carol
said that the advisory board
was cancelled. If we can’t
get on an advisory board with
Jeep, Toyota, or whatever, and
we have a problem with the
images we see, we need to
draft a letter as an Association
to the companies.
Carol
indicated that Colorado 4x4
is having the same issue so
Carol will contact them to see
if we should join forces.
Everyone was wondering
what is happening to Steve
and Linda. We would like to
know if they are still alive and
okay. Maybe we can get him
some help over there. Gene
Whitman is there – maybe he
can be available.
Insurance – Carol Jensen
The club that didn’t pay
up last year has done so. We
are now able to offer $2m
in insurance. If you need
insurance for a motorized
event, it’s $300. If you need
to add the property owner, it’s
$350. If it’s a non-motorize
event, it is $50. If you need to
add the property owner, it’s an
additional $50.
She has a club again this
year balking at paying the bill.
The club said they turned it
over to the fair grounds to pay.
It is the clubs responsibility to
pay, period.
Old business
PNW Storage Unit
Bonnie and Arlene spent
a couple of days down at
the storage unit and took
inventory of only equipment,
like monitors, printers, etc.
What do we want to do with all
of this inventory? To dispose
of equipment but it will cost us
- $25 or more per piece. Don
would like to know if any of it
is any good. Dorothy said her
and her husband can evaluate
whether it is any good. We
can also talk to Bates or
Clover Park to see if they want
it. As for the old software, it is
obsolete and so destroy. The
keyboards are still useful if
they want them.
Back to Treasurer Report:
Kathy had Dave and Frogg
help her move the money to the
correct categories. So, Kathy
reviewed the changes for the
board.
The main problem
was the way the money was
changed from one bank to
another. We have moneys
that are unavailable because
they are dedicated funds but
if the calculations are correct,
we have determined what we
would have available to use
for Association business this
year. One thing is that we
have not received all the bills
for Trail Jamboree. We will be
close to the max by the end of
the year.
Kathy asked if she has
approval to get an accountant.
Stan said that the office could

Kathy has not got prices but
all felt it should be necessary
– like what Frogg did. Kathy
will get prices and let everyone
know. Carol made the motion

Inventory
Each
officer
needs
to go thru and send the
Secretary a list of all the
PNW items you have,
including the Officer Book.
IAD and Washington State
Director have already done
it. Suggested by Don, there
needs to be a system, like
numbers on the equipment.
It had been done by Ruby in
the past.
New Business
Membership Issue
There is a lot going on the
Web site about what is the
PNW is doing for the members,
and then Alan’s survey came
out after that.
Apparently
we need some internal PR
about what the Association
‘upper echelon’ is doing for its
members and what is the $35
doing for them.
Arlene went out to other
websites and found out what
their membership had to pay
and what it bought. We give
way more bang for your buck.
Washington Trails Assn. has 6
categories – hiker pays $35 (1
shovel or a grub hole), back
packer pays $50 (a pulaski or
a pair of loppers),trekkie pays
$100 (invitation to a guided
hike), and so on. They don’t
have a scholarship fund, no
insurance available or anything
else. Mountaineers are $73
a member plus a spouse is
another $53 ($126 a year).
Sierra Club - $25 initiation
fee plus $39 a year and a
spouse costs $10 more. The
members need to know this.
Carol will send the information
out to someone and they will
do the pie chart.
There are 2 questions
being asked. First – what
does the PNW do? Second
– what do you do with my
money?
What the Arlene
shows is that we are paying
people to go to land matters,
going to RAC meetings, etc.
Some of this won’t show
on a pie chart. But with the
numbers in the Association,
when Arlene goes and talks
to the Land Commissioner or
DNR, she has x-number of
members behind her. How
do we communicate this to
the membership? Because of
our Tax Status, we can’t hire
a lobbiest but we can have a
legislative advocate.
Survey
We talked about the
survey and have decided that
we want to go ahead with the
survey. It should be on the
website and in the Tri Power.
We decided to open it up to
non-members and just have
a box that indicates whether
they are members in or not.
The suggestion was – put it
in all the 4-wheel drive shops.
Have the members that are
questioning, get them involved
with the process also. It will
be hard to limit the on-line vote
to 1 per IP address – this is a
problem.
