The latest update results from the SEIS Country Visit of EEA Representatives to Italy (Torino, 23-24 September 2008). Date: 12 June 2009 Page 7 of 32 ITALY National SoP Report rev 12_6_09 2 Details of the SEIS related activities and components 2.1 Organisation of the technical work The Italian Environmental Information and Monitoring System (SINA) is a nationwide cooperating network among the main institutions having competences on environmental data acquisition and management. The scope of SINA is: to provide policy makers with high quality, relevant and timely data/information on state of environment and trends; to ensure public access to data/information; and to promote integration of environmental concern into policy cycle. The main objectives of SINA are to develop a sound understanding of environmental phenomena based on the following frameworks: x MDIAR (Monitoring-Data-Information-Assessment-Reporting) chain, and x DPSIR (Driver-Pressure-State-Impact-Response) indicators. Reporting Responses Drivers e.g. Industry & Transport e.g. Clean production, Public transport, Regulations, Taxes Information etc. Assessment Information Data Monitoring Pressures Impact e.g. Polluting emissions e.g. Ill health, Biodiversity loss, Economic damage State e.g. Air, Water, Soil quality The architecture of SINA network (SINAnet) resembles the EEA/EIOnet model, in order to attain the following objectives: x to take advantage of experiences, organisational and technical concepts, standards and tools developed in EIOnet framework; x to promote the Italian participation in European initiatives aiming at building an effective European environmental information system; x to ensure a better integration between the European environmental information system and the Italian one, thus streamlining data flow between European and Italian Systems. SINAnet is based on the following nodes: x the National Module, operated by ISPRA; x the Regional Focal Points (PFR); x the Environmental Protection Agencies (ARPA/APPA) ; x the Main Reference Institution (e.g. Universities, Research Centres, National Institute of Statistics, River Basin Authorities, etc.). Acting as the Italian front-end organisation for EEA/EIOnet (i.e. the Italian National Focal Point and the National Reference Centres), ISPRA ensures a seamless connection of SINA and Regional environmental information systems (SIRA) to the European information and observation system. also promoting interaction with other environment related information systems. The Italian network meets in plenary three times a year; technical working groups are established on voluntary basis to address specific topics. Organisation of – or participation in – conferences and launch events of special products and services are intended to raising environmental awareness, as well as promoting stakeholders’ participation. SINA strategy and implementation projects are based on the SINA Development Programme approved in 2001 by the Permanent Conference among State, Regions and Autonomous Provinces, where objectives, architecture, main players and start-up funding were established. Since then, most of the budget for financing operation and development of SINA has been made available by each network component (i.e. ISPRA and PFRs), as part of the yearly institutional budget; co-financing may arise from different European sources, e.g. structural funds, research programmes and so on. Although a specific SEIS Implementation Plan has not been adopted yet, SEIS components are being developed as part of different multi-annual Subventions signed between ISPRA and MATTM. Date: 12 June 2009 2.2 Page 11 of 32 ITALY National SoP Report rev 12_6_09 Overview of SEIS related activities Since 1999, SINAnet has promoted and carried out analyses regarding data/information reporting obligations and related technical aspects. Among others, the air quality field represents the first pilot of “raw data-to-reporting scheme”; the data providers’ community, research organisations and EPA’s network were all involved in streamlining the entire MDIAR chain, making the best use of IT tools. BRACE system (the Italian Air quality reporting system) was developed by the National Topic Centre on Air and Climate Change, an ad-hoc Consortium of EPAs and thematic IPRs financed by ISPRA for supporting the development of thematic data/information standards necessary to harmonize data collection, processing and reporting procedures. Besides the Air quality topic, five NTCs were established on water, soil, waste & contaminated sites, ionising and non-ionising radiations, nature conservation and bio-diversity. This experience proved to be very effective in promoting a common understanding of environmental information systems building blocks, at the same time developing relevant IT&C infrastructures and standards. The SINAnet National Topic Centres lasted until 2004, when a different arrangement of technical WGs were established within the EPAs’ system; these groups were discontinued in 2006. In the last few years, progresses have been made mostly in the following fields: in the frame of WFD implementation, the Italian component of WISE is being built as the new generation dataflow system, integrating diverse reporting obligations pertaining to water (quality, quantity, pressure, responses…). Near-real-time monitoring of tropospheric ozone concentration is a pilot project for new type of decentralized data information systems. Both projects are part of SEIS Implementation Plan adopted by EEA/EIOnet, as “quick win” or technical pilot projects. Besides these two, SINAnet has declared interest in participating in other projects concerning air emissions, land cover, integrated assessment, Reportnet enhancement, interlinkages between SEIS and INSPIRE/GMES. Integration between SEIS and INSPIRE looks very promising as regards the process for setting rules of metadata, catalogues, infrastructures and interoperability of systems. At national level, in fact, this process is promoting a close cooperation among MATTM, CNIPA and SINAnet. On the other hand, integration between SEIS and GMES will imply a significant participation of EPAs’ network, as far as the in-situ component is concerned. Date: 12 June 2009 Page 12 of 32 ITALY National SoP Report rev 12_6_09 2.3 Data and information flows Most of data are transmitted electronically and analogue transmission is extremely unusual; however, this does not imply that different systems are connected and interoperable yet. Moreover, several electronic data flows are not standardized and are collected by e-mail or no-structured format. Great effort should be done to connect and integrate different data flows and to implement common reference databases. The major data sources, derived from monitoring network and in-situ measurements, are the regional EPAs. Spatial data sets derived from cartographic authorities in Italy at national and regional level and, sometimes, are acquired from private sector. Spatial data are obtained also from earth observation activities. PFRs are the main data sources at the regional level and are in charge of collecting, documenting and making available environmental data through the SINA network. ISTAT, the National Institute of Statistics is in charge for national statistics data and cooperate with ISPRA and other organizations within the SISTAN, the Italian Statistics System. A large part of data sources has metadata managed directly from the main data sources, the PFRs, who have usually regional catalogues of metadata and replicate a subset of information, relevant at national level, on the SINAnet catalogue of data sources (FONTI). The national catalogue is available with different access policy and to public through the SINAnet portal (www.sinanet.apat.it) as well as to PFRs and main public organizations through the private area (www.fonti.sinanet.apat.it). The project started from EEA initiative and the software is completely open source. It contains geographic data sets, environmental monitoring data sets, documents, tools, projects, people, etc. For classification and indexing (key words), the GEMET (GEneral Multilingual Environmental Thesaurus, is adopted. This repository will be managed by CNIPA and will be the main intersectorial catalogue in Italy. Date: 12 June 2009 Page 14 of 32 ITALY National SoP Report rev 12_6_09 Recently, Piedmont Regional Focal Point and ISPRA are testing the share of environmental data and metadata present in each Catalogues through interoperable services. This activity aims at evaluating how much effort is required to assure environmental data and metadata sharing, using INSPIRE compliant national and regional spatial data infrastructures, also assessing the SDI adaptability to the environmental issues. Data models are rarely described by means of UML and have normally ER diagram. Reporting activities will benefit from full implementation of SEIS concept (report once, use many): this, in fact, will streamline the data flows at every level, at the same time reducing the reporting burden to the source level, and improving the overall quality of data and information Only few information flows are automated and SEIS is an important driver to evolve toward the real-time data collection and integration. EEA project Ozoneweb and its extension has been the main initiative concerning near real time environmental data collection in Italy. Its extension, the project Near Real Time Air Quality, is also being developed to assure a national coverage of all air quality components (not only O3 and PM10) and to implement a common infrastructure to share monitoring data between ISPRA and PFRs. Nevertheless spatial information is the more structured and integrated sector and, through MAIS system, the SINAnet spatial data infrastructure, it is possible to share spatial data/information in a multistandard and multiserver platform, within the SINAnet network. More than 200 map services and 500 data layers are published on MAIS. A new data integration system, covering all monitoring data and indicators, is being implemented an will be released during the beginning of 2009. This design assumption was necessary considering the administrative structure of the Country, where 21 Regions and Autonomous Provinces have their own responsibility in most of the environmental related decision-making. For this reason, Italy was among the few front runner Countries participating in the EEA/Eionet who decided to run national data repository by their own; since 1998, ISPRA has been therefore keeping the National Focal Point server under operation, functioning also as data repository for the priority data flows established either by EEA/Eionet and the EU Commission. An update of the SINA Development Plan is underway, taking into account – inter alia – new EU Directives, Communications, Strategies and research programmes. The objective is to make SINAnet the reference institutional environmental network, bringing together relevant partners, infrastructure, contents products and services. More details on MAIS, the SINAnet geo-portal, are provided below. MAIS was developed in order to permit the SINAnet partner (Regional Focal Points, mainly Regional Environmental Agencies or relevant Authorities with competences on environmental monitoring and information) to publish raster and vector cartography directly within the SINAnet architecture, independently by the Date: 12 June 2009 Page 20 of 32 ITALY National SoP Report rev 12_6_09 kind of service protocol offered and technology used. The shared data, on the INSPIRE principles respect, physically keep remaining on the provider’s server without requirement on hardware or software modifications by the provider’s information technology. In order to make easier to the users the data recovering, the Catalogue of Data Sources software was interconnected to MAIS. The MAIS and Catalogue combination permits a multiserver and multistandard SDI platform, able to integrate spatial information produced and managed by servers disseminated on the territory in a virtual database and to access to different server typologies. Keeping the above mentioned philosophy on data sharing, significant updating are going to be applied to the SINAnet SDI. Adopting mainly open-source technology, both for the system architecture and services providing, a new system is being renewed, MAIS+, in order to match and converge to the most important worldwide initiatives (INSPIRE, SEIS, GEOSS) as well as Italian laws. MAIS+ reuses European Environment Agency software, it is used by ISPRA and Regional Focal Point of Veneto and it is freely available with an open source licence. The publishing workflow is integrated in the Plone CMS and it is easily customisable in different systems. The main features are the following: Possibility to publish PFRs data within the SINAnet architecture; The data publication does not require HW or SW modifications on the servers of the data providers; The data provider has the whole control of the published data; Each data provider gets the usage statistics of the shared information; Users accessing the SINAnet are able to browse synchronous data coming from different remote servers as, for example, thematic cartography of different regions or comparing regional cartography with the national one; Access to different archive is transparent to the user, who does not distinguish the data sources; The research engine module is based on the metadata in the SINAnet catalogue of data sources. SINAnet is not the unique portal for environmental information; there are, in fact, other portals for different environmental fields, administration and level (national, regional, local, etc.). For instance, there are ISPRA specific media monitoring online services, regional portals, MATTM portals; however, rarely they link to each other or use common components. Among other service developed for monitoring-to-reporting, it is worth of mention the ”Annuario dei dati ambientali” , the system developed for publishing the yearly report on state of environment, based on a core set of indicators; this service also includes an on-line database. Date: 12 June 2009 Page 21 of 32 ITALY National SoP Report rev 12_6_09 2.5 Use of standards SINAnet network is moving toward a Service Oriented Architecture and new systems are being developed with XML/SOAP technology and web services to share environmental information. Existing systems and information flows are often based on ftp csv file sending or http upload. ISO 19115 standards are used for metadata catalogue. WMS 1.1.1 is the GI related data standards used on operational services. SINAnet architecture is based on a national standard defined in 2000. The architecture is founded on a shared and cooperative system where PFRs, through the standard shared module (Modulo Comune – MC), provide access to environmental data from heterogeneous regional systems. Date: 12 June 2009 Page 22 of 32 ITALY National SoP Report rev 12_6_09 2.6 Obstacles The outcomes of recent SINAnet plenary meeting (May 2008) and SEIS Country visit in Italy (September 2008) are presented in Table 3, as the base for outlining major weak points, problems and obstacles related to the organisational set-up for follow-up of technical issues. Take advantage of the opportunities offered by information and communication technologies to improve environmental information sharing and access to environmental information (information sharing and access) 8. Improve participation of science and research in partnership with SINAnet, functioning as the network of networks (networking) 9. Accelerate the legislative reorganisation of the water sector, in order to simplify the system of transmission and data exchange, fully implementing the Water Information System for Europe - WISE (legislative simplification) 10. Ensure an ordered transition from one to another environmental data transfer and exchange system (technological innovation) 11. Promote, where appropriate, data collection and publication systems in real time mode (timeliness) 12. Rebuild former working group among Regional Focal Points to develop instruments, products and services to strenghten the membership of the SINA network (cooperation) 13. Formalise a new institutional agreement between State and Regions to establish SINA network as part of the national infrastructure for the implementation of the INSPIRE Directive (INSPIRE implementation) 14. Promote in the SINA network the use of open source for application, instruments, models etc., starting from the framework agreement signed by the Italian EPAs’ network (reduction of operational expenses) The necessary follow-up actions to cope with the issues raised are presented in the priority diagram (Figure 11); the diagram summarizes the results of a questionnaire submitted to the PFRs at the last SINAnet plenary meeting (May 2008). Date: 12 June 2009 Page 26 of 32 ITALY National SoP Report rev 12_6_09 2.8 Good practices The development of the national environmental information system in Italy requires the development of four pillars: partnership; infrastructures; contents; products and services. The IT aspects of each pillar is developed taking into account proven technology and good practices; special attention has been paid to technical development of tools within Eionet. Few examples are the following: CIRCA service is running on the Italian NFP server to manage the SINAnet working groups; the national catalogue (FONTI) was developed based on EEA/EIOnet CDS project, including the Gemet multilingual thesaurus; Ozoneweb XML schemes and GIS viewers are the sources for developing national standards and applications; Zope/Plone software and template are used for web publishing. In order to foster the good practices among SINAnet partners as much as possible, ISPRA has recently launched a 5-year Framework Agreement within the Italian EPAs’ network to develop an “Open Source Centre” of environment related software, tools and knowledge. This initiative will build on the experience of other national open source/reuse projects, first of all the project launched by CNIPA in 2004.
