Your health and wellness destination
At Dubai Healthcare City (DHCC), we define ‘destination’ by the strategic
partnerships we have forged since 2002 to bring together a wealth of services in
healthcare, medical education and research, pharmaceuticals, medical equipment,
wellness and allied support.
The DHCC, a free zone located in Dubai, and comprising Phase 1 and Phase 2, is
home to a robust community of internationally-recognized names in healthcare
and medical education, giving patients and professionals access to leading
specialists and thought leaders in the field.
Phase 1, dedicated to healthcare and medical education, covers 4.1 million square
feet, and Phase 2, which is dedicated to wellness, will cover 19 million square feet.
Development in Phase 2 is underway.
Under the auspices of our founder, His Highness Sheikh Mohammad Bin Rashid Al
Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, we aim
to meet the demand for high-quality, integrated healthcare in the region.
For more than a decade, we have operated in Healthcare, Education and Research,
Investment, and Regulatory. Each division represents our continued momentum
towards making Dubai Healthcare City ‘Your health and wellness destination’.
Regulation and licensure are handled by the Center for Healthcare Planning and
Quality (CPQ), an independent regulator overseen by Dubai Healthcare City
Authority (DHCA), the governing body and regulator of Dubai Healthcare City.

Dubai represents a welcoming mix of vacationing, living and business
environments. A tourist haven, it offers the widest of attractions from
luxury urban spots to rugged mountains and tranquil beaches – all

Milestones
2002
His Highness Sheikh Mohammed Bin Rashid A l Maktoum, the Vice
President and Prime Minister of the UAE and Ruler of Dubai launches
Dubai Healthcare City (DHCC) on November 5.
2004
The Center for Healthcare Planning and Quality (CPQ), Dubai Healthcare
City’s independent regulatory body, is launched.
2005
Belgium Medical Center, the first clinic, opens.
2006
The Center for Healthcare Planning and Quality (CPQ) becomes a member
of the International Association of Medical Regulatory Authorities
(IAMRA) – a first in the region.
2007
Dubai Healthcare City enters the Guinness Book of World Records for the
largest awareness ribbon made of flowers in support of breast cancer
research. The ribbon was 28.71 m (94 ft 2 in) long and 19.68 m (64 ft 6 in)
wide and was made of 105,000 pink carnations.
2008
Dubai Healthcare City receives the Dubai Quality Award from His
Highness Sheikh Mohammed Bin Rashid Al Maktoum in recognition of
business excellence.

2009
The Center for Healthcare Planning and Quality (CPQ) receives
accreditation from the International Society for Quality in Healthcare
(ISQua) for its Outpatient Clinic Standards. The Society is the only
organization to 'accredit the accreditors'.
2010
The Center for Healthcare Planning and Quality (CPQ) hosts first
Complementary and Alternative Medicine (CAM) Conference.
2011
His Highness Sheikh Mohammed establishes Dubai Healthcare City
Authority (DHCA) by royal decree to oversee DHCC, appointing Her Royal
Highness Princess Haya Bint Al Hussein as Chairperson.
2012
Dubai College of Dental Medicine (DCDM), formerly Dubai School of
Dental Medicine opens, offering postgraduate diplomas in collaboration
with the Royal College of Surgeons of Edinburgh.
Khalaf Ahmad Al Habtoor Medical Simulation Center (KHMSC) is
operational, offering high-fidelity patient simulators to help health
professionals practise life saving skills.
2013
Dubai Healthcare City is home to a thriving healthcare community of
4,000 healthcare professionals, two JCI-accredited hospitals, more than
100 medical centers, and more than 180 support services.
His Highness Sheikh Mohammed bin Rashid Al Maktoum inaugurates the
Mohammed bin Rashid Academic Medical Center on June 10.
Dubai College of Dental Medicine (DCDM), formerly Dubai School of
Dental Medicine, welcomes second batch of students on September 1.

administrative support, licensing and furnished, ready-to-use
office spaces, First Steps alleviates the burdens of process for
organizations wishing to set up in Dubai, and fosters their
growth until they are in a position to expand into a larger

The Business Center facilities at Dubai Healthcare City include:
• Executive Desk: perfect for companies that require minimum
space to complete office work such as email, browsing, printing
and making phone calls. Clients are eligible only for one visa.
• Executive Office: a full-fledged furnished office environment
available in different sizes and with a capacity to accommodate

Licensing Requirements
Minimum Capital Requirements
FZ-LLCs incorporated in Dubai Healthcare City are required to
have minimum paid up capital of AED 50,000 for Commercial
and AED 300,000 for Clinical. Branch establishments have no
minimum capital requirements.
Licensing Options
Dubai Healthcare City Authority (DHCA) approves the
establishment and registration of companies in Dubai
Healthcare City and regulates all related procedures and
matters. Dubai Healthcare City Authority offers a choice of
commercial license options.
- New Incorporation of a Free Zone Limited Liability
Company (FZ-LLC)
A FZ-LLC is formed, as a separate legal entity, with shareholders
as individuals and/or entities. Each FZ-LLC is required to have at
least one director. There is a minimum paid up capital
requirement of AED 50,000 for Commercial and AED 300,000 for
Clinical.
- Branch of an Existing Foreign/UAE Company
A branch of a foreign company or a company in the UAE is not a
legal entity separate from its parent but is considered a place of
business that forms a legally dependent part of the parent
company and conducts all or some of the operations inherent in
the parent’s business. No share capital is required.
Licensing Regulations
Commercial licenses issued by Dubai Technology and Media
Free Zone Authority are subject to leasing a facility within the
Dubai Healthcare City and the license is valid only for operating
a business inside the Free Zone territory. Licenses and permits
are for a period of one year and are renewable on an annual
basis.
Commercial licenses and permits are issued to all businesses
registered within Dubai Healthcare City to allow specific
approved business activities in compliance with the Dubai
Healthcare City Licensing Regulations.

Steps for Setting up in DHCC
Regulation and licensure of all healthcare professionals and healthcare operators is handled by the
Center for Healthcare Planning and Quality (CPQ), an independent regulator overseen by Dubai
Healthcare City Authority (DHCA), the governing body and regulator of Dubai Healthcare City. The
