WELCOME TO THE 2016 BALL SEASON!
Welcome to the 34th year of operations for the SLOPITCH.com family of leagues.
This year we have made a few changes to our slo-pitch programs. The NCSPL format was adjusted and
now is a Mens Recreational League only. Additionally their season was extended from 30 to a 36 games
with no gaps. The ONSPL continues to be one of the largest slo-pitch leagues in Ontario and the OCRSPL
has grown so much we needed to split it into two divisions.
We are also happy to have Don Mantha take on the role of our Umpire in Chief (UIC) for the upcoming
season. Don brings a wealth of slo-pitch knowledge and experience to our program and we excited to
have him involved with our program.
Like last season, each league will be getting its own website for upcoming events, schedules, game score
entry and standings. More information on the websites will be sent out to all members late April.

Unchanged from last season, the ONSPL, NCSPL will operate under the SPN (Slo-Pitch National) guidelines
and rulebook while the OCRSPL will again operate as an SPO league (Slopitch Ontario).
The SLOPITCH.com sponsorship program continues to be a great success! The league proudly supports
our local community through the designated Ottawa Special Olympics Softball athletes. Teams, individual
players and business sponsors all benefit from the discount program available to carded league members.
Sponsorship is provided to all registered league members.
2015 brought in a new partner late in the season and they are back again for 2016. Live 88.5 in
combination with the Ottawa Senators Foundation worked with us to put one of the largest tournaments in
Ottawa. This year on July 23rd we encourage everyone to come out and meet a few NHL players, play
some ball games and help us raise some money for a great cause.
As always we will endeavour to visit all teams during the regular season and encourage feedback from
league members anytime by phone or by emailing us at [email protected].

Reminders for a great Season
Team rosters must be completed online, please consult your league constitution for direction and
deadlines.
SLOPITCH.com requires that each player on your team abide by the League’s code of conduct, and
respect City of Ottawa By laws.
Parking is restricted to designated areas only. Umpires will not commence game play if vehicles
parked are out of bounds.
Garbage: Teams are responsible for picking up after themselves and using designated receptacles.
City Alcohol policy forbids drinking on or around the bench area. By-law officers will be doing the
rounds of the diamonds, and offenders will be ticketed. In addition, the league may lose the use of
the field where the offence took place, so please be careful.
No Drinking and Driving!
Remember, get a buddy to drive! Stay alive and play ball!

LEAGUE CONSTITUTION 2016
For the Ottawa Coed Recreational Slo-Pitch League

The Ottawa-Coed Recreational Slo-Pitch League will follow the Softball
Canada rule book with the following additions, exceptions and explanations:
The OCRSPL Umpire Constitution (OUC) has been included in your packages and form part of the
Player and League Constitution. All OCRSPL League-specific rules are explained in the Umpires
Constitution regarding game and specific ground rules for diamonds that are in our inventory. As there are
a number of important rule changes, please read the content of the following references carefully.
1. Official Game Ball. The “Worth Optic Yellow Hot Dot” is now the Official Game Ball. The home
team must provide one new, and one used softball to the Umpire before the start of each game.
The best ball will be used at all times (subject to the umpire’s discretion).
2. The Home Team will provide the bases. Use of a SAFETY BASE is mandatory and is to be
provided by the home team. Failure by the home team to provide all bases will result in forfeiture of
home field advantage. If neither team has bases, the game will be deemed a double default. The home
team will also provide the Strike Zone Mat.
3. A complete team roster must be completed online as part of the team registration. TWO steps are
required: 1. Team Captains add players to their team roster during initial team registration. 2. Each
individual player receives an automated email (triggered when they are added to the team roster) with
a link to accept the team placement and individually register. BOTH steps must be completed.
Roster changes may be made up until Monday 20th Jun-2016. The roster must be completed with a
minimum of name, valid email address, address, and telephone numbers (home and work numbers for
team captains and coaches).
Any team caught using an illegal player during the playoff tournament will be ejected in accordance
with Rulebook. A team may initiate the investigation of a player’s eligibility by filing a formal protest
in accordance with the Constitution.
4. Uniform Rule: During the game, all team members should be wearing matching uniform tops with
different, clearly visible numbers. There is no penalty for failure to conform to this rule.
5. All OCRSPL teams were required to pay a $100 Default deposit at the beginning of the Season.
Teams that default a game will forfeit $50 of that deposit for the first offense and another $50 for the
second offence. Should a third offense occur, the team will be subject to removal from the league
without the possibility of a refund of its league fee and default deposit. Teams that were the recipient
of the default victory will receive from the league $50 in lieu of being able to play their regularly
scheduled games.

Note: A default is awarded when one team cannot field a team of eligible players. A default is not
awarded if a game was called due to an ejection or injury.
Teams that know beforehand that they will be unable to make a scheduled game must notify the league by
no later than 12:00 noon of the day that the game is schedule to avoid the default fee penalty.
6. Any Protests must follow the SPO guidelines and be provided in writing accompanied by a $150.00
bond which will be refunded if the protest is upheld. Protests will not be accepted in which an
Umpire’s judgment is questioned (i.e. ball/strike, fair/foul, safe/out).
7. Rain Out Notifications
a. If games are being cancelled by the league or city, notification will be sent before 4:30pm on
game day. (Web & Social media)
b. If you have not received notification teams must show up to the diamond and the umpire will
determine if the field is safe for play.
c. Failure to show up at the diamond will result in a default if the umpire declares the field safe
to play.
d. If the umpire determines that the field is unsafe for play, the game will be recorded as a rain
out regardless of who is at the diamond.
e. For late games; if the umpire determines at the early game that the field will be unsafe for the
remainder of the night, SLOPITCH.com will do our best to notify the teams of the game
cancelation and not to come to the diamond.
8. Makeup Game Policy: Any Rained out regular season games will be made up on predetermined rain
out weekends. Games that are lost will automatically be rescheduled to the next available time slot and
are considered regular season games. Failure to show up for any regular season game included
weekend rain out games will result in a default.
Rain out dates and diamonds will be determined and posted to the schedule as required.
9. The league playoff schedule will be established based on league standings as they are at 24 hours
after the completion of the last scheduled regular season game. The standings will be computed based
on winning percentage.
a. Refer to Annex A – Standings Determination for Tie Breaking procedures.
10. The Recreational League playoffs will begin September 6th and may extend until September 20th.
Teams must be available to play all scheduled playoff games, no game time accommodations will be
made for any reason.
11. The original score sheet must be signed by the Umpire immediately following the game and returned
to the teams. The winning team is responsible for reporting the score to the League through email at
[email protected]. In the event of a tie game, both teams should report the score. In the event of a
rained out or rain shortened game, (less than 5 innings played) both teams should report the result. The

game result must be reported within 48 hours. Failure to do so will result in no points being awarded
for the game and both teams being awarded a forfeit.
12. In general all players will respect City of Ottawa By-laws. Parking is restricted to designated areas
only. Umpires will not commence game play if vehicles belonging to players on OCRSPL teams are
parked out of bounds. Teams will be responsible for picking up garbage after themselves and use
designated receptacles.
13. In the event of serious accidents requiring medical care at a hospital, dentist etc., the Team Captain
must advise the League by phone at 613-783-2000 extension 307 by 10:00 am the day following the
accident and follow up with a detailed written report, within 24 hours, faxed to 613-783-5162 or
delivered to iFathom Corporation offices at 900 Morrison Drive, Suite 204, Ottawa, Ontario. K2H
8K7 by hand. This is important in the case of claims under our insurance policy.
14. Division Structure, for the 2016 Season there will be 14 teams consisting of a 6 team top division and
an 8 team lower division (divisional names subject to change).
*OCRSPL reserves the right to change the division of play for any team that it feels is best suited for a
specific division regardless of game scores or standings.

UMPIRE CONSTITUTION 2016
For the Ottawa COED Recreational Slo-Pitch League

NOTE: For the purpose of consistency, the pronoun “He” will be used for any gender references.
The items below are specific rule interpretations to ensure consistency from one umpire to the next within the OCRSPL:
1)
BATTING LINE-UP the Modified unlimited batting OR Substitution and re-entry rules
are permitted. At the start of the game the team captain will declare their selected batting
line-up rule to the home plate umpire. The score sheet must show everyone that is present
at the start of the game but if someone shows up late, then the team captain MUST
IMMEDIATELY approach the home plate umpire and announce the player will be added:
i) To the bottom of the line-up, if the team has opted to use Modified unlimited batting, OR
ii) As a substitute, if the team has opted to use Substitution and re-entry.
A player cannot be added to the line-up / used in the game if that player arrives
after the beginning of the 5th inning (first pitch of the top of the 5th inning).
Note: The MODIFIED UNLIMITED BATTING rule should not be confused with the Re-entry
Rule. This means that a team captain has the option to use everyone on the bench in the
starting lineup AND as described above add a player to the BOTTOM of the line-up.

COED PLAYER RATIOS
Teams are not required to carry an equal number of males and females in the batting line-up
but cannot have more than 2 males batting back to back. Teams must field a minimum of 4
girls defensively at any time, thereby maintaining a minimum 5:4 ratio and a maximum 6:4
ratio (men to women). For example: if you have 4 women, you can have a maximum of 8
men.
a. DEFENSIVE SUBSTITUTION
As there is no limit to how many batters are allowed in the line-up, based on the ratios in rule
2. Players can freely substitute defensive positions at any time provided players are in the
batting line-up maintaining a minimum of 4 women on the field at all times.
3)
INJURY, EJECTION OR SOMEONE HAVING TO LEAVE EARLY
a. Regular Season: Teams MAY COLLAPSE the order only in the event of an injury; therefore
there will be NO AUTOMATIC OUT even if the injury brings the number of that team’s
players to nine (9). If a player leaves the game for any other reason (ejected or has to
leave early), that person’s place in the batting order WILL become an AUTOMATIC OUT or
a forfeit if an ejection brings the number of that team’s players below ten (10).
• All Teams: MAY START with nine (9) players and receive NO AUTOMATIC OUT. The
rule with respect to COLLAPSING a line-up (as applicable 4.a above or 4.b below) would
still apply.
b. Playoffs: Teams CANNOT COLLAPSE the order and pull someone out of the line-up, at any
time, regardless of whether there is an injury, an ejection, or if someone has to leave the

game early. The place in the batting order of the player who has to leave the game WILL
become an AUTOMATIC OUT or a forfeit if an Ejection brings the number of that team’s
players below ten (10).

PLAYER EJECTION AND SUSPENSION
a. In the regular season, any player ejected from a game must leave the park immediately
and will not be allowed to participate in any further games that night. An ejected player will
receive an automatic additional one night suspension from the league.
b. In the playoffs, as above, any player ejected from a game must leave the park
immediately and will not be allowed to participate in the completion of the game. An
ejected player will receive an automatic additional one game suspension from the playoffs.
c. Ejections/suspensions may be subject to further disciplinary action by the
disciplinary committee. SPO Tournament Operating Rules and Guidelines (consult the SPO
handbook http://slopitch.org) will govern conduct. Suspended players names (in the
regular season) will be published on the League web site, for Team Captains and Umpires
to be able to access. All suspensions automatic or otherwise must be served consecutively
and cannot be deferred in any form.
5)
FORFEIT TIME
There is a forfeit time of 10 minutes after the scheduled game start time. Umpires must begin
play once each team has at least 9 players.
6)
TIME LIMIT
NO NEW INNING will start after 1 hour and 20 minutes has elapsed from scheduled game
start time (not to be confused with the actual game start time, e.g. if the game’s scheduled
start time is 8:00pm and the game actually starts early at 7:45pm then no new inning will
start after 9:20pm).
7)
TIES STAND
Ties will stand during Regular Season and Playoff Round Robin games.
8)
GAME FORMAT
Games will consist of a maximum of 9 innings.
9)
SCORING AND MERCY RULE
Mercy Rule is 15 runs after 5 innings. If the home team is up by 15 runs or more after 4½
innings, or any complete inning after, the game is over. Mercy rule is in effect for all games.
10)
MAXIMUM SCORING
There will be a maximum of 7 runs scored per team per inning with the exceptions of any
inning deemed “open” by the umpire. An Umpire will declare an inning open when he or she
feels it could be the last inning to be played in the game. In any inning where the mercy rule
applies, a team is allowed to score enough runs to bring them inside the run spread (e.g. a
team that trails by 22 in the 5th inning will be allowed to score up to 8 runs to get inside the
15 run rule).

11) HOMERUN RULE
The Homerun Rule is the Match +2 Rule. No team can be ahead of the opposing team by
more than 2 Homeruns. If a team is +2 in Homeruns, then any subsequent batter to hit an
untouched ball over the fence is automatically OUT.
12) FOUR BASE AWARD
Any fly ball that is touched by a defensive player that lands over the outfield fence is
regarded as a deflected ball over the outfield fence. This constitutes a FOUR BASE AWARD.
This is enforced regardless of whether the ball was deflected before the outfield fence or after
the ball has gone over the fence. Any Four base award will also be subject to the Walk-Off
Rule.
13) WALK-OFF RULE
OCRSPL will employ the “Walk-off” rule on home runs and four base awards; i.e. the home
run or four base award hitting batter is not required to run any of the bases.
14) CHECK FOR ILLEGAL BATS
Check the bats to make sure they are all legal. Mostly, look for pronounced dents and missing
tape on the handles to ensure safety.
In addition, the umpire may also suspect that a bat is illegal based on performance/sound
etc., for this reason The umpire at their sole discretion has the right to remove any bat(s)
from any game for any reason at any time during the game.

15) USE OF A STRIKE ZONE MAT TO ASSIST IN CALLING BALLS AND STRIKES
a. Legally Pitched Ball: The pitched ball should arc min. 6 feet but no more than 12 feet
above ground.
b. The Strike Zone Mat will be placed on ground, completely covering the existing home plate.
c. Strikes and Balls: A strike is a legally pitched ball that hits the strike mat or the batter
swings and misses or fouls. All other pitches are considered balls.
d. Illegal Pitch: When a pitch is very low, then the umpire should call “illegal pitch” and it is
an automatic ball. The batter has the option of swinging at the ball and if contact is made
the hit counts. If the batter swings and misses it shall be still counted as a strike.
16) COED - HOMEPLATE SAFETY ZONE
In all COED divisions, when crossing The Scoring Line a base runner may not enter The
Homeplate safety zone. If the base runner enters the Homeplate safety zone, the base
runner will be called out.
The Home plate safety zone is designated as the batter’s box on the 3rd base side of home
plate. It shall be 3 feet in width and extent 4 feet forward of the Scoring Line and 3 feet to
the rear of the Scoring Line.

17) COED – FEMALE BATTERS
No outfielder may make a force out either directly or indirectly on the batter-base runner at
first base. The intent of this rule is to ensure player safety; any attempts to circumvent the
intent this rule may result in team or player penalties.
If a female batter hits the ball to an outfielder, and if a defensive line consisting of an arc
175 feet from home plate exists, no outfielder (minimum of four) is allowed in front of the
line until the ball is hit.
OR
If a female batter hits the ball to an outfielder, and if a defensive line consisting of an arc
175 feet from home plate does not exist, no outfielder (minimum of four) may make a force
out at first base either directly or indirectly (i.e. via a relay to an infielder or another
outfielder). The four outfielders must stand in the outfield. The Infield is determined by the
umpire.
If in either instance the rule is violated, the team batting has the option of taking the result of
the play or an award of one base to the batter and all runners.
18) COACHES AND CAPTAINS GROUND RULES
At the Coaches and Captains Meeting, go over ground rules: time allotted, mention the
profanity rule, substitution rule, homerun rule etc.
19) INCLEMENT WEATHER
In the case of inclement weather, unless the league has posted that games will be rained out
before 4:30pm on the league website, all teams are required to show up at their regularly
scheduled game. The umpire will wait until the full grace period has expired and if both teams
have enough players to play and the umpire feels that the field conditions are unsafe, he/she
will call a rainout by notifying both team captains at home plate.
Note: If one of the teams does not have enough players to field a team and the field has been
determined to be playable, default wins will be awarded to the team that did have enough
players.
20) All other rules are governed by the SPO Handbook and Softball Canada rule book.

SPECIFIC GROUND RULES FOR SOFTBALL DIAMONDS
CARLINGTON PARK #3
1)
Net in Left Field
a. Any ball that hits the net or post and comes back onto the field of play is live and playable.
b. If the ball gets caught in the net, the batter will be awarded a ground rule double.
c. Any ball that goes between the top of the fence and the net is a ground rule double.
DUMAURIER EAST
1)
Gully in Left Field
a. ANY fairly hit ball that rolls down into the gully regardless if the defensive player makes an
attempt on the ball or not is a ground rule double.
DUMAURIER WEST
1)

Gully in Right Field
a. ANY fairly hit ball that rolls down into the gully regardless if the defensive player makes an
attempt on the ball or not is a ground rule double.
b. Any thrown ball that makes contact with the light fixture is out of play.
Small Tree down the Left Foul Line
a. Any ball flying into the tree that is played by the defensive player and is caught will be
called an out AND players on base will advance one base because the call will be as if the
defensive player caught the ball and carried it out of play.

1)
Parking Out of Bounds
a. In general all players will respect City of Ottawa By-laws. With respect to parking, this is
restricted to designated areas only. Umpires will not commence game play if vehicles

Homerun Run, Ground rule Double:
As a cycling path surrounds the entire outfield at the Greenboro ball diamond the following
will apply:
a. Any ball that flies untouched onto or over the cycling path will be considered a home run.
The homerun rule will apply.
b. Any touched or untouched ball that bounces or rolls onto or over the cycling path will be
considered a ground rule double.
c. Any ball that is touched in flight and lands onto or over the cycling path will be considered
a ground rule double.
d. Any ball that makes contact with a light standard located in the field of play will be deemed
a ground rule double.
LYTLE Park (Fallowfield)
1)
Homerun Run, Ground rule Double:
As a walking/cycling path pass through the right outfield at the ball diamond the following will
apply:
a. Any ball that flies untouched onto or over the walking/cycling path will be considered a
home run. The homerun rule will apply.

will be considered a ground rule double.
c. Any ball that is touched in flight and lands onto or over the walking/cycling path will be

STANDINGS DETERMINATION
REGULAR SEASON
The following criteria will be used to determine the rankings of teams during the
regular season.
1) WINNING PERCENTAGE
Winning Percentage is calculated as followed:
Pct = Wins + (0.5 x Ties) / Games Played.
2) HEAD-TO-HEAD RECORD
Head-to-head only applies if all tied teams have played each
other. Head-to-head record is not incorporated into the
website divisional stats.
3) WINS
If still tied, the team with the most wins will receive the higher
rank.
4) LOSSES
The least amount of losses does not apply when determining
playoff seedings, but may apply during the regular season.
e.g. An 0-2 team will be ranked higher than an 0-4 team.
5) RUN DIFFERENTIAL
Run Differential is calculated as followed:
RD = Runs For – Runs Against
6) RUNS FOR
The team with the most runs for will receive the higher ranking.
7) RUNS AGAINST
The team with the least runs against will receive the higher
ranking.
If teams remain tied, a coin toss will decide the higher ranking.
