Among our Members, there are a huge amount of
City Councils (e.g Bilbao, Barcelona, Valencia, A
Coruña, Vitoria-Gasteiz, Zaragoza,…), and some of
public companies of several City Councils (e.g
LIPASAM- Sevilla, EMULSA-Gijón,…). We are in
continuous contact with them.
There are also Provincial Councils as well (e.g
Bizkaia, Burgos, etc.), municipal communities or
consortiums (e.g de la Ribera, Comarca de
Pamplona, etc.), private companies (large, SMEs,…),
researchers at universities, etc. ATEGRUS keeps on
the organization of the Contest “Escobas de Plata,
Oro y Platino” every 2 years since 1987, that rewards
municipalities and companies for their efforts in street
cleansing and waste management and in improving
the environment, so we keep in contact with a lot of
administration, national and international city councils
and municipalities. We count with an important
contact with a lot of Latin American municipalities
(from México, Argentina, Chile, Perú, etc), being
México a very active country participating in this
contest.
We also have a lot of contacts of Latin American
institutions and organizations, due to our participation
in Al Invest programme (see Point 11. Of EOI).

It could be and we are sure that it will be a meeting
point for exchanging experiences, for presenting
different practical cases from the North and the
South, East and West…for all the delegates that
decided to register to the congress and attend the

Due to the geographical situation of Spain, and for its
close ties and relationships with Latin America, as
well for its proximity to Africa, Middle East, …and
obviously, with Europe.
There can be outlined how nowadays the waste
management in Spain is being a reference for many
regions and countries in the world: Malmö, Crete,
Israel, México, Holland, etc., among others, that have
come to make technical visits.
They are also interested in the way of being
structured the management at municipal, regional
(and autonomous communities) and state level.
Due to the area of the country, peninsular and insular
regions and autonomous cities, more than
500.000km2, with a population of more than 46
million of inhabitants, some places are more touristic,
others more urban or rural, coastal or interior areas
…and the waste produced could have different
qualities, characterization.
The waste treatment facilities, technologies, etc., are
being visited from professionals and experts in order
to know about the procedures and ways of work in
Spain.
Moreover, a lot of Spanish companies have projects
abroad, in Latin America, North America, Africa, Asia,
…, so, they have experience related with waste
management, and this Congress could be a good
showcase to the rest of the professionals all over the
world and also to exchange their knowledge with
them.

ISWA World Congress 2018 in Bilbao, Spain

1. The applicant
From ATEGRUS- Technical Association for Waste Management and Environment, the ISWA National
Member of Spain, we would like to present Bilbao to be the host city of ISWA World Congress 2018.
Bilbao is the capital of the province of Biscay in the autonomous community of the Basque Country, in
north of Spain.
Situated at sea level, surrounded by a range of mountains and strategically located along the Nervion
River, it is called “The Hole”, being the largest city of its autonomous community and the tenth largest
in Spain.
In 2010 Bilbao City Hall was awarded with the Lee Kuan Yew World City Prize, considered the Nobel
Prize for Cities, and in 2013 Mr. Iñaki Azkuna was awarded with the 2012 World Mayor Prize by The City
Mayors Foundation .
Bilbao, with a very warm, personal and urban character, is a conference city that counts with all the
equipment, venues and services needed for this congress, making this city ideal for its celebration.
It is a city that holds different kind of events along the year: concerts, shows, film festivals, sports
competitions, congresses, etc. (See Annex I)
Besides, Bilbao and the province of Biscay is one out of five best models of reference on waste
management in Spain.
ATEGRUS will work with a PCO company from Biscay on the organization and the celebration of this
event. They will play the role of the Technical Secretariat of the Congress.
The PCO selected have a lot of experience supporting the organization of events in the Basque Country
and counts with a quality system certified by the IAC under the UNE-EN-ISO 9001 standard.
They will support to the organizers, in this case, will be ATEGRUS: supporting the planning and
characterization of the event, supporting the presentation of alternatives, according to the possibilities
and requests of the organizer, and logically supporting the day to day management of the event.
They can accomplish the coordination and administration of the services, managing and updating the
congress website, sending the documentation, collecting money and payments administration, writing
up of lists, control of the participants and guests, the advertising, creation of the documentation, the
signs and stationery.., etc., among other tasks.
During the organization of the congress and the rest of the activities related (STC and Board meeting,
General Assembly, Social Tours, Technical Visits… ) we will be working in continuous contact.

2. The event: its mission and objectives
From its beginnings, ATEGRUS®, in all the activities accomplished by the association (congresses,
conferences, training courses, observatories, technical reports, sectorial meetings AL INVEST
Programme, assistance to Members,…) and like ISWA, there were established some objectives and
missions to follow, as it appears in the statutes.
Among them there can be outlined the promotion of the sustainable waste management, through
scientific, economic and social instruments.
ATEGRUS® is the leader association in this matter in Spain due to the quality of the professional
information related to the waste management and urban cleansing.
Other objectives that ATEGRUS follows are:
 Promotion of an international forum to exchange dates, information and experiences in waste
management, urban cleansing, clean technologies and renewable energies
 Organization working groups that go on in the scientific knowledge and experience

Organization professional meetings, seminars and conferences for the spreading of the
information
Development of training courses and qualification in the different aspects of the waste
management and urban cleansing
Publishing the results of the advances of last generation technologies in research and

Cooperation with the ISWA National Members as with other institutions which objectives and
activities are similar to the ATEGRUS ones
Promotion of the sustainable development through suitable waste management practices
Assisting the public administration, public and private sector in the solution of their problems
Establishing a close collaboration among the manufacturers of equipment goods, services
companies, engineering companies, research centers, university departments, technicians…,
in order to take advantage of their professional experiences
Stimulating the research, training and environmental awareness
Gathering together all the parts involved in the environmental management
Contributing to the progress and updating of the waste and environmental management
techniques, and also of urban and industrial cleansing
Contacting, through belonging or collaboration agreements, with those national and
international organization and associations related with the environment
In this occasion, we will follow and take into consideration all these points, among others, when
organizing this huge event, the ISWA World Congress 2018.
3. Schedule
As ISWA World Congress 2017, Baltimore, will take place in 25-27 September, this is by the end of the
month. So, due to this, the following edition hast to be in October or November. We would like to
schedule the World Congress in October.
So, for this case, there are 2 different dates that are being taken into consideration (from Saturday to
Thursday):
• 6-11 October 2018
• 20-25 October 2018
These are the weeks available in October 2018 by the proposed venue (see point 8 and Annex III).
4. ISWA World Congress 2018 in Bilbao Programme

From Monday to Wednesday: OPENING CEREMONY (ON MONDAY) AND PARALLEL SESSIONS
The programme will cover topics and themes of high current interest to developed, transitional and
developing regions.
There have been checked some priority topics for ISWA, for its STC, WGs, etc. (See Point 7.)
In any way, the goal is to elaborate a programme that represents information covering a wide

ATEGRUS® is the Spanish Technical Association for Waste Management and Environment, a nonprofit making organization, created in 1974. It is the only Spanish organization involved in all waste
management systems, urban cleansing and environment. Its members are municipalities, public

7. Involvement of ISWA members, the Working Groups and the STC in the event
In order to create the Scientific Committee, there will be invited representatives from the ISWA
Scientific & Technical Committee and Editorial Group of Waste Management & Research to be part of it.
There will be Special Sessions that will be selected from high-level speakers. They will have their own
specific conditions to participate.
Suggestions from ISWA will be welcome. For example, in addition to traditional presentations, there is
thinking about sessions involving an innovative format, such as interactive panel discussions.
At anytime it will be a very clear communication amongst the members of the Scientific Committee,
trying to keep regular conference calls.
Once the programme of the congress is decided, the parallel sessions established, with the different
presentations, the Scientific Committee should ensure that key ISWA representatives (president, STC
chair etc.) and speakers attending and speaking at the congress will their profiles highlighted on the
congress website. The website will be a very important tool to the correct development of the
organization of the congress.
Then, while establishing each parallel session, for the Chairs will be predominantly chosen well-known
ISWA members (NM, STC …), WM&R EG and Board members.

This Conference Centre and Concert Hall that stands in the heart of the city of Bilbao, was inaugurated
on February 19th 1999, and it is a very unique building; one of the flagships of the new Bilbao of the
21st century. It is a 53,000 m2 multi-purpose centre and was designed to host many different kinds of
corporate, financial, institutional, social and cultural events. The building offers a perfect co-ordination
of areas open to the public such as its Auditorium, numerous halls, meeting and board rooms, offices,
exhibition lobbies and services areas featuring warehouses, workshops, changing rooms, dressing
rooms, rehearsal rooms, etc.
Centrally located, it is very easy to reach walking or by public transport: underground and tram. It is
very well located, within walking distance from the city center, and with the option of a walk along the
riverside to the venue, with many attractive options in terms of leisure, gastronomy and shopping. Only
a few minutes away from the airport with superb road, railway and maritime connections.

9. The World Congress complies with the ISWA Standards for Sustainable Events
Bilbao is a cosmopolitan, open, welcoming, lively elegant and modern city, that in the last 25 years has

By bus: Bilbao – Airport: Line A3247 of Bizkaibus connects the airport to the city of Bilbao in
15 minutes. Opening Hours: BILBAO to AIRPORT buses depart from 05:25 to 21:55 every 30

very economical: Single ticket €1.45
By taxi: You can get the city in 10-15 minutes
By train: there is a project of e new line that will be connecting the airport to the city of Bilbao.
In 2012 the Basque government calculated that in five years there would be a train connection
between the Casco Viejo (Bilbao) and the airport, where the journey will take 9 minutes.

The conference programme will provide a detailed description on how delegates can arrive and depart
via public transport from and to the airport, and also how to move from the hotels in the city to the
venue centre.
Very important: with the accreditation there would be available for the delegates free public transport
(tram or/and underground) for 3 days of the congress.

The coffee breaks, lunches (buffet or boxes), Welcome/Farewell Cocktail and Gala Dinner, will be

care of the diet, with information of the menu, KM0 products, slow food,…, that suits with the ISWA’s

With this option the food waste will be reduced and the rest of the waste (boxes, cutlery,…) will be
made of recycled material or will be reusable.

11. Experience in organising/hosting major, preferably international events
ATEGRUS® regularly organizes seminars, conferences, technical visits, WG meetings, national and
international congresses, commercial meetings, awards, etc. Some examples are the following:
Conferences and seminars: Some of the main events organized by ATEGRUS® in the field of waste
management and other environmental issues are the following: Biological Treatment of Waste, Sanitary
Landfill, Beacon Conferences on Hazardous Waste, International Conference on Environmental
Disasters & Conflicts, International Symposiums on Recycling and Thermal Treatments: Waste to
Energy, Bioenergy, International Conferences on Beaches, Modern Urban Cleansing, Cities and
Sustainable Development: Energy Efficiency, etc.
Training courses: ATEGRUS® also organizes training courses in the field of waste management: Waste
legislation, sanitary landfill management, construction waste, biological treatments, etc.
Studies: there have been made some works such as the Observatories in Spain, on Sanitary Landfills,
on Biological Treatment of Waste, on Automated Waste Collection, on Wastewater Sludge Management
and on Municipal Cleansing Services and Waste Collection. The objective of this series of studies is to
get knowledge on the state of the art of some technologies of waste treatment and transport, as well as
verify the implementation of the Directive 1999/31/EC on the landfill of waste (and its corresponding
transposition into Spanish law) and analyze the evolution of the whole sector. The main results have

been presented in several conferences and articles. Some of the courses mentioned previously,
studies and reports were supported and co-financed by the Ministry of Environment and by the
European Union.
Organization of the Contest “Escobas de Plata, Oro y Platino”: every 2 years since 1987, that rewards
municipalities and companies for their efforts in street cleansing and waste management and in
improving the environment.
Awards: Bionergy Awards and the Ecoplayas Flags Awards.
Evaluation of Methodologies and Techniques for Waste Characterization and Elaboration of a
Hazardous Waste Characterization Guide, project financed by the Ministry of Industry (Program for the
Promotion of Technical Research), and made in collaboration with INTERLAB, the book was published
in 2008.
Legislation and norms: ATEGRUS® holds the Secretariat and Presidency of the Technical
Normalization Committee 134 of AENOR (Spanish Normalization Association), in charge of the
standardization of all waste management equipment in Spain.
In 1984 ATEGRUS® started with the organization of the “Congresos Latinoamericanos de Residuos”.
That have been always organized with the collaboration of another organisms also dedicated to the
conservation of the environment, in the common interest of the developing of techniques applicable to
the waste management.
Iberoamerican Waste Conferences in Spain and Latin America alternatively: Madrid (years 1984,
1992, 1994, 1996, 1998 & 2004), Buenos Aires-Argentina (years 1986 and 2001), Lisboa (1988), San
Juan de Puerto Rico (1990), Santiago de Chile (2003), Aguascalientes-Mexico (2007), Comodoro
Rivadavia-Argentina (2008).
In the 90s, ATEGRUS® noticed that the existing environmental problems in Latin America couldn’t be
solved with local means, so it was decided to create a net with the support of DG III of the European
Union, constituting the CODECOINME- Comité para el Desarrollo de la Cooperación Industrial EuropaAmérica Latina, partially financed by the UE through cooperation tool ECIP.
In 2000 ATEGRUS joined programme Al Invest. This Programme- is an economic co-operation
programme that aims to support the internationalisation of small and medium enterprises (SMEs) in
Latin America, in collaboration with their European partners in order to contribute to reinforce social
cohesion in the region.
Initially, the AL-INVEST Programme funded "business meetings" almost exclusively. However, in most
recent phases, the scope for funding has diversified considerably to include institutional building
activities for the network operators and training and technical assistance for the SMEs, among other
types of tools, constitute and integral approach to assisting SMEs.

In the 90s ATEGRUS® organized several events related with ISWA, such as the celebration of ISWA
World Congress in 1992, Madrid, and then an ISWA Annual Congress in 1999, Oviedo.
We also collaborate as organizers and in the promotion of other activities all over the world organize by
our Members, collaborators and/or associations we are members of, with agreements or good
relationship with ATEGRUS, etc.
Apart from all these activities, Bilbao, as the host city, has a huge experience in holding national and
international events. (See Annex I, point 12)
12. How ISWA and the waste management sector would benefit from this event.

The congress will be a very ideal occasion for the experts on waste management from all over the
world, public and private entities, environmental companies/associations, as well as professors,
researchers and students from universities, professionals of technological and research centres, to
exhibit and to make known and publish their works in these matters.

It could be and we are sure that it will be a meeting point for exchanging experiences, for presenting
different practical cases from the North and the South, East and West…for all the delegates that
decided to register to the congress and attend the wide offer of parallel sessions that will be available
for them.
Due to the geographical situation of Spain, and for its close ties and relationships with Latin America,
as well for its proximity to Africa, Middle East, …and obviously, with Europe.
There can be outlined how nowadays the waste management in Spain is being a reference for many
regions and countries in the world: Malmö, Crete, Israel, México, Holland, etc., among others, that have
come to make technical visits.
They are also interested in the way of being structured the management at municipal, regional (and
autonomous communities) and state level.
Due to the area of the country, peninsular and insular regions and autonomous cities, more than
500.000km2, with a population of more than 46 million of inhabitants, some places are more touristic,
others more urban or rural, coastal or interior areas …and the waste produced could have different
qualities, characterization.
The waste treatment facilities, technologies, etc., are being visited from professionals and experts in
order to know about the procedures and ways of work in Spain.
Moreover, a lot of Spanish companies have projects abroad, in Latin America, North America, Africa,
Asia, …, so, they have experience related with waste management, and this Congress could be a good
showcase to the rest of the professionals all over the world and also to exchange their knowledge with
them.
And why Bilbao? Bilbao is an ideal candidate to host the ISWA World Congress 2018, for being a
sustainable city that continually reinvents and evolves itself, being as an inspiration to cities
worldwide. The experience of Bilbao as a comprehensive "city project", executed through 25 key
developments or urban projects carried out in the last 25 years, has achieved a profound
transformation of the city (See Annex I, Point 13.). Some details from its most recent history:
Bilbao has suffered great and positive transformation in the last decades. Towards the end of the 20th
century, as a result of industrial restructuring, Bilbao has to make a radical change to its economy.
After years of economic uncertainty, the city recovers its dynamic nature and becomes a service city,
totally committed to environmental and urban regeneration. Industrial land becomes the space for
internationally awarded spatial transformation (Abandoibarra) that has positioned Bilbao as a powerful
tourist destination.
In addition to the brilliance of the Guggenheim Museum Bilbao titanium, the transformation of Bilbao is
environmental as well as urban, displayed in the recovery of the estuary, the soul of the city and silent
witness to its history, the backbone for communication and trade.
The clean-up of these estuary waters has enabled Bilbao and its residents to live looking towards this
waterway and for the most important urban projects to be built on banks that have become some of the
most sophisticated spaces in Europe, where buildings and works by the best architects and artists in
the world are found, magnificent riverside walks where you can also enjoy a host of leisure, sporting
and cultural activities.
Completing the strategic project for the transformation of Bilbao are the new bridges, the metro, airport
and tram. These infrastructures form an excellent mobility network, connecting Bilbao and its
neighborhoods with surrounding communities and also internationally.
Due to all this good and hard work, the city has received important awards and recognitions in the first
decade of 21th century, apart from the important and prestigious Lee Kuan Yew World City Prize and
the 2012 World Mayor Prize, there are some related with the environmental and urban aspects, such as
the “Prize for the Best Urban Practices”-2010, “European Prize for Regional and Urban Regeneration”2002 & 2006…

Apex Award for World's Best Congress Centre 2003
The International Association of Congress Centres (AIPC) awarded The Euskalduna
Conference Centre and Concert Hall in Bilbao the Apex Award for World's Best
Congress Centre 2003.
The award was handed over during the AIPC Annual Conference at the Rosengarten
Congress Center in Mannheim, Germany.
The AIPC is a not-for-profit trade organisation which was founded in 1958. Its
members include the world's leading Congress Centres. It currently has members from
49 countries on all five continents.
In 2000, the AIPC instigated the Apex Awards, which are now the biggest international
awards in recognition of the standard of service and facilities offered by the best
congress centres in the world.
These awards have acquired enormous prestige. Winners prior to Palacio de Congresos
Euskalduna in Bilbao include Melbourne (2000), Innsbruck (2001) and Vancouver
(2002).
Candidates for the award are assessed and shortlisted by the Department of Applied
Science of the University of Heilbronn (Germany). Nine different points are examined
and assessed.
The final score obtained by The Euskalduna Conference Centre and Concert Hall was
97.62 out of a possible 100. The average score of the 17 participating congress centres
was 89.64.
Quality management
In June 2001, The Euskalduna Conference Centre and Concert Hall obtained an ISO
9001 quality certificate following a strategic decision to implement a quality
management system based on the development and implementation of processes in
order to improve effectiveness and increase customer satisfaction.
ISO 9001 certification is a recognition of how important its management system is to
The Euskalduna Conference Centre and Concert Hall, which seeks to be a driving force
for society without thereby falling into deficit, and to make a positive impact on the
culture and economy of the Basque Country.
The quality management certificate acknowledges the centre's efforts to distinguish
itself clearly from other organisations in terms of the level of its facilities and to become
a benchmark for the sector. To that end, it must adapt to the needs of its customers and
must coordinate all its resources to prevent any interference in the simultaneous staging
of multiple events at the centre.
Quality must be the key factor in the satisfaction of Euskalduna customers and the
driving force that provides the necessary empathy with event organisers and visitors
alike.
Environmental management
In November 2005, The Euskalduna Conference Centre and Concert Hall obtained an
ISO 14.001 environmental management certificate, after implementing and developing
the procedures required to achieve rational use of resources and reduce the production
of waste from its activities.
Euskalduna and Valencia were the first congress centres in Spain to be awarded all three
quality certificates (ISO 9001, "Q" for Quality and ISO 14001).
ISO 14.001 certification is an acknowledgement of how important our society is to
EUSKALDUNA, and of the centre's commitment to responsible behaviour in solidarity
with the environment, so that it "adopts the measures necessary to ensure the right to a
healthy, ecologically sustainable environment as recognized in the Declaration of
Bizkaia on the Human Right to the Environment".
The environmental quality certificate recognizes "commitment to preventing
environmental pollution", "guarantees compliance with the legislation in force at any
given time", establishes "objectives and goals for progress towards continuous

Occupational health & safety
It was in February 2009 when the Euskalduna Conference Centre was awarded the
OHSAS 18.000 certificate in recognition of its optimum health & safety management
system implemented to prevent and monitor workplace hazards and to guarantee a
continuous improvement process to minimise them. It was the first conference centre in
Spain to be presented with this most outstanding award.
OHSAS 18.000 standards have been designed to be compatible with ISO 9.000 and ISO
14.000 management standards related, respectively, to the areas of Quality and the
Environment. Consequently, this makes it easier for firms to incorporate and implement
standards related to quality, the environment and occupational health & safety.
Some of the benefits that can be obtained from applying OHSAS 18.000 standards are
related to diminishing accidents involving workers by preventing and monitoring
hazards at the workplace, by reducing the risk of suffering major accidents and, finally,
by lessening material losses caused by accidents and unwanted operational shutdowns.
"Q" for Quality in Tourism
The Spanish Institute for Quality in Tourism (ICTE) awarded The Euskalduna
Conference Centre and Concert Hall its 'Q' with an award for quality in tourism in
October 2004. It was the first such centre in Spain to receive this prestigious certificate.
ICTE's quality regulations for congress centres have been developed since the institute
was first created in the year 2000. They are based on five service units identified with
the functions provided by congress centres: management, staging of events, catering,
hygiene and cleanliness, and maintenance.
The 'Q' for quality in tourism provides a rigorous, objective certificate, assuring that
winning centres and organisations are committed to continuous improvement in the
services that they offer.
ICTE is a private, independent organisation run on a not-for-profit basis, and is
recognized throughout Spain. It was set up at the initiative of the tourist sector with the
support of the Secretary of State for Trade and Tourism.
The certificate that it awards is a recognition for the efforts made by businesses and
tourist organisations to implement quality systems.
It is a badge of prestige for all those who hold it, because it demonstrates their
commitment to achieving full customer satisfaction and offering excellent service. It is
also a highly reliable benchmark, as the mechanisms used to assess whether or not
organisations meet the requirements of the regulations are independent of the sector
itself and are designed in accordance with intersectoral regulations.
