THE EXECUTIVE COMMITTEE RECOMMENDS THAT 0.85 hectares (2.10 acres), more or
less, of vacant land being Part of Lot 8, Concession 1 and designated as Parts 3, 11, 14
and 15 on a Draft Plan of Survey prepared by Omari Mwinyi Surveying Ltd., under their
Project No. 06-045-RS, dated May 21, 2013, City of Toronto - Scarborough Community

RATIONALE
The subject property falls within TRCA's approved master plan for acquisition for the Highland
Creek watershed as outlined in the approved Greenlands Acquisition Project for 2011-2015.
Through the review of Consent Applications B003/12SC, B005/12SC, B006/12SC and
B007/12SC as well as Zoning By-law Amendment Application 12 105496 ESC 44 OZ for
residential redevelopment, TRCA staff established the limits of the open space land (i.e. Part 3,
11, 14 and 15 on Draft Plan of Survey) which is located within the Regulated Area of the
Highland Creek valley corridor at this location.
TAXES AND MAINTENANCE
It is proposed that the lands be turned over to the City of Toronto for management.
FINANCIAL DETAILS
Funds for the costs related to this purchase are available in the TRCA land acquisition capital
account.

TOWN OF AJAX
Request for a Permanent Easement for a Splash Pad Outfall Structure,
Town of Ajax, Regional Municipality of Durham
Carruthers Creek, CFN 50660. Receipt of a request from the Town of Ajax
to provide a permanent easement for a Splash Pad Outfall Structure on
lands located to the south of Ashbury Boulevard and west of Audley
Road South, in the Town of Ajax, Regional Municipality of Durham.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region
Conservation Authority (TRCA) is in receipt of a request from the Town of Ajax to provide
a permanent easement for a Splash Pad Outfall Structure on lands located to the south of
Ashbury Boulevard and west of Audley Road South, in the Town of Ajax, Regional
Municipality of Durham;
WHEREAS it is in the best interest of TRCA in furthering its objectives as set out in
Section 20 of the Conservation Authorities Act to cooperate with the Town of Ajax in this
instance;
THEREFORE LET IT BE RESOLVED THAT a permanent easement containing a total of
0.014 hectares (0.036 acres), more or less, be granted to the Town of Ajax for a Splash
Pad Outfall Structure, said lands being located to the south of Ashbury Boulevard and
west of Audley Road South, being Part of Block 3 on Registered Plan 40M-2095 and
designated as Part 1 on draft R-Plan by ERTL Surveyors OLS, project #14041, in the
Town of Ajax, Regional Municipality of Durham;
THAT consideration be the nominal sum of $2.00, in addition to all legal, survey and other
costs to be paid by the Town of Ajax;
THAT the Town of Ajax is to fully indemnify TRCA from any and all claims from injuries,
damages or costs of any nature resulting in any way, either directly or indirectly, from the
granting of this easement or the associated constructions works;
THAT an archaeological investigation be completed, with any mitigative measures being
carried out to the satisfaction of TRCA staff, at the expense of the Town of Ajax;
THAT any TRCA lands disturbed by the proposed construction works be revegetated
and/or stabilized following completion and, where deemed appropriate by TRCA staff, a
landscape plan be prepared for TRCA staff review and approval in accordance with
existing TRCA landscaping guidelines;
THAT said easement be subject to approval of the Minister of Natural Resources in
accordance with Section 21(2) of the Conservation Authorities Act, R.S.O 1990, Chapter
C.27, as amended;

AND FURTHER THAT the appropriate TRCA officials be directed to take the necessary
action to finalize the transaction, including obtaining required approvals and signing and
execution of documents.

BACKGROUND
The Town of Ajax is constructing a splash pad at the Carruthers Marsh Pavillion as part of the
Town's Waterfront Management Plan. TRCA Restoration Services staff has assisted the Town
with plans for this water feature. The proposed splash pad will drain excess water into the
Carruthers Marsh area through natural drainage channels into an outfall structure. The Town of
Ajax has requested an 0.014 hectares (0.036 acres) permanent easement on TRCA-owned land
for the splash pad outfall structure to facilitate this plan.
The subject TRCA-owned lands were acquired from Runnymede Somerset Ltd. on December
20, 2002 under the Natural Heritage Lands Protection and Acquisition Project, 2001-2005.
Plantings
All lands to be disturbed by construction will be stabilized and, where deemed
appropriate by TRCA staff during their review, revegetated with native woody and
herbaceous plant material.
A plan illustrating the permanent easement is attached.
FINANCIAL DETAILS
The Town of Ajax has agreed to assume all legal, survey and other costs involved in completing
this transaction.
TAXES AND MAINTENANCE
The Town of Ajax will be responsible for all on-going maintenance of this easement. TRCA will
continue to be responsible for the taxes related to the subject lands.

THAT an archaeological investigation be completed, with any mitigative measures being
carried out to the satisfaction of TRCA staff, at the expense of the Regional Municipality
of York;
THAT the conveyance of land be subject to a landscaping plan, subject to the approval of
TRCA staff;
THAT the Regional Municipality of York is to fully indemnify TRCA from any and all claims
from injuries, damages or costs of any nature resulting in any way, either directly or
indirectly, from this conveyance;
THAT said conveyance be subject to approval of the Minister of Natural Resources in

BACKGROUND
The subject lands form part of a larger acreage acquired by TRCA from Fernbrook Homes
(McNair Creek) Ltd. on February 2, 2007, under the Greenlands Acquisition Project for
2006-2010 Flood Plain and Conservation Component, Don River watershed.
The Regional Municipality of York has conveyed lands to TRCA over the years for nominal
consideration of $2.00 and has requested that the TRCA lands required for the widening of
Bathurst Street, between Regional Road 7 and Teston Road, be conveyed for the nominal
consideration of $2.00.
In 2009, the Regional Municipality of York completed a Schedule "C" Class Environmental
Assessment Study for road improvements along this portion of Bathurst Street to accommodate
existing and future traffic requirements. Detailed design for the project is presently underway;
TRCA staff is reviewing the detailed design submission in this regard. The improvements
consist of a widened roadway to add High Occupancy Vehicle (HOV) lanes; on-street bicycle
lanes; median landscaping, boulevard trees and sidewalks; upgraded illumination and traffic
signals; upgraded storm sewer system and culverts; and utility relocation.
The subject TRCA property required for the conveyance is not located within the Regional
Storm flood plain nor the Regulated Area associated with a headwater tributary of the East Don
River located to the west.
FINANCIAL DETAILS
The Regional Municipality of York has agreed to assume all legal, survey and other costs
involved in completing this transaction.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region
Conservation Authority (TRCA) is in receipt of a request from the City of Markham to
convey lands for the widening of Main Street at the bridge across the Rouge River, City of
Markham, Regional Municipality of York;
AND WHEREAS it is in the opinion of TRCA that it is in the best interest of TRCA in
furthering its objectives, as set out in Section 20 of the Conservation Authorities Act, to
cooperate with the City of Markham in this instance;
THEREFORE LET IT BE RESOLVED THAT a parcel of TRCA-owned land containing 0.12
hectares (0.28 acres), more or less, required for the widening of Main Street at the bridge
across the Rouge River, said land being Part of Lots 9 and 10, Concessions 7 and 8, as
shown on plans entitled: MAIN STREET MARKHAM - HIGHWAY 407 TO HIGHWAY 7 PROPERTY REQUIREMENTS, prepared by McCormick Rankin Inc., dated January 28,
2014, in the City of Markham, Regional Municipality of York, be conveyed to the City of
Markham;
THAT consideration be the nominal sum of $2.00, in addition to all legal, survey and other
costs to be paid by the City of Markham;
THAT an archaeological investigation be completed, with any mitigative measures being
carried out to the satisfaction of TRCA staff, at the expense of the City of Markham;
THAT conveyance of the lands be subject to a landscaping plan, subject to the approval
of TRCA staff;
THAT the City of Markham is to fully indemnify TRCA from any and all claims related to

BACKGROUND
The subject lands form part of a larger acreage acquired by TRCA from John Irsingler on
August 6, 1976, under the Rouge River Flood Plain Lands Acquisition Project and from Michael
William Riley & Mary Anastasia Riley on September 17, 1993, under the Interim Greenspace
Protection and Acquisition Project, 1993-1995, Flood Plain and Conservation Component Rouge River watershed.
The City of Markham has conveyed lands to TRCA over the years for nominal consideration of
$2.00 and has requested that the subject TRCA-owned lands required for widening of the Main
Street at the bridge across the Rouge River also be conveyed for nominal consideration of
$2.00.
In 2010, the City of Markham completed a Schedule "C" Class Environmental Assessment
Study for the widening of Main Street, between Highway 407 and Regional Road 7, to
accommodate both existing and future traffic volumes. Detailed design for the project is
presently underway; TRCA Environmental Assessment staff is reviewing the detailed design
submission in this regard.
The subject TRCA-owned lands required for this project are located within the Regional Storm
flood plain and entirely within the Regulated Area associated with the Rouge River at this
location.

THE UNIVERSITY OF TORONTO PROPOSAL FOR LEASE OF LAND
Steeles Avenue and West of Goreway Drive, in the Mimico Creek
Watershed, City of Brampton, Regional Municipality of Peel, CFN 50696.
Proposal to lease Toronto and Region Conservation Authority-owned
lands located south of Steeles Avenue and west of Goreway Drive, in the
Mimico Creek watershed, City of Brampton, Regional Municipality of
Peel, to construct and operate a watercourse monitoring station and
associated equipment.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region
Conservation Authority (TRCA) has been requested by the University of Toronto (U of T)
to enter into a lease agreement for lands located south of Steeles Avenue and west of
Goreway Drive, in the Mimico Creek watershed, City of Brampton, Regional Municipality
of Peel;
AND WHEREAS it is the opinion of TRCA that it is in the best interested of TRCA in
furthering its objectives, as set out in Section 20 of the Conservation Authorities Act, to
cooperate with U of T in this instance;
THEREFORE LET IT BE RESOLVED THAT TRCA enter into a lease with U of T for
approximately 3 square metres, more or less, together with an access right-of-way to
construct and operate a watercourse monitoring station and associated equipment, said
land being part of lot 15, Concession 7, located south of Steeles Avenue and west of
Goreway Drive, in the Mimico Creek watershed, City of Brampton, Regional Municipality
of Peel.
AND FURTHER THAT the lease with U of T be premised on the following general terms
and conditions:
(i)
The initial term of the lease will be five years, with one renewal option for an
additional five year period, at the sole option of TRCA;
(ii)
The lease rate shall be a nominal sum of $2.00 per annum;
(iii) U of T shall be responsible for any and all approvals required for the construction
and operation of the watercourse monitoring station and associated equipment;
(iv) U of T shall be soley responsible for any and all costs associated with the
construction and operation of the watercourse monitoring station and associated
equipment, as well as all legal and survey costs;
(v)
U of T shall be responsible for any and all agreements required from adjacent
owners for access to TRCA-owned lands;
(vi) Any further terms or conditions as deemed necessary or appropriate by TRCA staff
and solicitor;

AND FURTHER THAT an archaeological review shall be completed by U of T, with any
mitigative measures being carried out to the satisfaction of TRCA, all at the sole expense
of U of T;
AND FURTHER THAT authorized TRCA officials be directed to take the necessary action
may be required to implement the lease, including obtaining needed approvals and
signing and execution of documents.

On September 1, 2013, TRCA entered into an agreement with the University of Toronto to
design and construct six new gauging stations at various locations in the Mimico Creek
watershed, in accordance with sites chosen by U of T. Work was to include ground truthing, all
liaison activities with participating municipalities (Brampton, Mississauga and Toronto)
regarding permission and access to municipal land (where applicable), station design, station
construction, installation of monitoring equipment (provided by U of T), as well as any required
training.
The objective of this project is to implement a water quality/quantity monitoring network in the
Mimico Creek watershed area for the purpose of advancing water monitoring research, stream
restoration technologies, improving data dissemination and analysis techniques.
Each station is designed to operate remotely and collect data from the creek during wet and
dry weather. Fully automated, a combination of an autosampler and level sensor are housed
inside a single enclosure at the top of the creek's bank. In some cases, the enclosure will
require the construction of a small concrete foundation at grade and offset approximately 10
feet from the creek bank. TRCA staff will ensure that the proposed station does not obstruct any
ongoing operations in proximity to the site.
Following this initial agreement, TRCA was approached by U of T with a request to install one
monitoring station on TRCA-owned lands located south of Steeles Avenue and west of
Goreway Drive, in the Mimico Creek watershed, City of Brampton, Regional Municipality of
Peel.
U of T has agreed to fund construction, operation and decommissioning of the proposed
station and has established an on foot access point from an existing parking lot on the east
side of the subject lands. The subject TRCA property is landlocked and U of T will be
responsible for obtaining all necessary agreements with the owners of the adjacent
properties for access to the TRCA lands.

As U of T has agreed to share all data collected by this network of monitoring stations with

Founded in 2011 by Mark Cullen - expert gardener, radio and television host, and Toronto Star
Columnist - Trees For Life (TFL) is a voluntary partnership of organizations and agencies whose
shared mandate is to protect and enhance the urban forest in the Toronto region. The
long-term goal of TFL is to achieve 40% tree canopy cover in urban areas. Trees for Life
partners have committed to achieving this goal by leveraging existing resources and raising
new funds in support of tree planting, maintenance and public education efforts.

TRCA currently participates in this partnership as a Steering Committee member together with
the following organizations: Local Enhancement & Appreciation of Forests (LEAF), Landscape
Ontario Horticultural Trades Association, Ontario Parks Association, Toronto Botanical Garden,
Ontario Urban Forest Council, Forests Ontario, City of Toronto – Parks, Forestry & Recreation,
Compost Council of Canada, Toronto Parks and Trees Foundation, and Tree Canada. TRCA is
also providing essential capacity building and administrative support by serving as the
secretariat for both Trees for Life and GIO.
On behalf of GIO, TRCA was awarded a three-year Ontario Trillium Foundation grant in June of
2013. Funds received will continue to support capacity building efforts of both GIO and TFL, as
well as the salary for a full-time project manager. In December 2013 TFL hired a development
manager to further advance TFL’s fundraising and communications. Significant achievements
to date include:

a tree planting event at Archbishop Romero Secondary School involving students and
community members, at which over 80 large caliper trees were planted on school
grounds;

a fruit tree maintenance workshop that provided training and assistance to residents in
the proper care of the urban orchards found in their backyards; and

a fall tree planting event organized in partnership with TRCA, at which 150 early
successional trees and shrubs were planted at Tommy Thompson Park.
RATIONALE
GIO advocates for wide scale adoption of green infrastructure across the province, seeks policy
improvements at the municipal and provincial level to facilitate green infrastructure
opportunities, and encourages a shift in both public and private investment in support of
greater protection and enhancement of green infrastructure. TFL’s work supports GIO’s long
term goals while also providing short term successes in both on the ground projects and policy
areas.
TFL's efforts will directly support the fulfillment of TRCA’s 2013-2022 Strategic Plan objectives,
including ‘Rethink greenspace to maximize its value’, and ‘Build partnerships and new business
models’. This partnership also supports the objectives of multiple TRCA programs, including
urban forest studies and strategies, Sustainable Neighbourhood Retrofit Action Plans (SNAP),
Partners in Project Green (PPG), watershed plans and the Terrestrial Natural Heritage System
Strategy.
DETAILS OF WORK TO BE DONE
In fall 2013, TFL issued its first call for project proposals for tree planting, maintenance and
protection projects in the GTA. TFL has subsequently committed to supporting four of these
projects by identify and pursuing tailored fundraising opportunities. To date, two of the projects
have been successfully funded through in-kind support and private donations. TFL will
continue to fundraise for collaborative urban tree projects, prioritizing unique funding sources
and companies not currently contributing to urban tree programs. The benefits of the urban
forest will be communicated by TFL to donors, governments and the general public through its
online platform, public speaking engagements and access to media outlets. Future initiatives
include:

development of a set of common urban forestry metrics for measuring progress towards
TFL’s goal of 40% tree canopy cover;

development and implementation of a marketing and communication plan;
curation of tree-related events and stories on the new TFL website; and
pursuit of strategic meetings and partnerships with key provincial and federal
government officials.
FINANCIAL DETAILS
The Ontario Trillium Foundation grant now funds the GIO/TFL project manager position as well
as some additional staff support. TRCA will continue to provide in-kind support in staff time for
the development of the TFL website, as well as the participation of senior staff members in TFL
meetings. TRCA will also continue to provide office space and accounting to the initiative,
though TFL donations are no longer received through The Living City Foundation.

Valefield Contracting Inc. has requested, in writing, a one year extension to their contract with a
unit rate increase of 3.5% in year two.
RATIONALE
TRCA and Valefield Contracting Inc. have worked on numerous successful environmental
restoration projects with TRCA. There are a variety of efficacy benefits to be gained from
continuing to work with Valefield Contracting Inc. to implement the 2014 projects. The work
required is very specialized and there has been a lot of time invested with Valefield Contracting
Inc. to ensure that the work is being done according to the habitat requirements and outcomes
that TRCA's Restoration and Environmental Monitoring group requires.
FINANCIAL DETAILS
The value of this contract is estimated to be approximately $145,000.00, plus a 10%
contingency based upon a review of similar work in previous years. An increase or decrease in
workload will have an impact on the value of this contract. The contractor understands both the
potential cost and resource implications associated with potential workload changes. The
operated equipment is rented on an 'as required' basis with no minimum or maximum rental
hours guaranteed.

BACKGROUND
Toronto and Region Conservation Authority (TRCA) is working to establish native meadows at
Claireville Conservation Area owned by TRCA and Gatineau Hydro Corridor owned by Hydro
One.

The meadow within Claireville is a 3.4 ha area located west of Regional Road 50 just north
of Highway 407 in the City of Brampton within the Humber River watershed and the site is
being restored to grassland cover as part of Ministry of Natural Resources (MNR) Species at
Risk overall benefit compensation on behalf of Hopewell Developments, who has funded
the project. The site has been fully prepared to allow for optimal meadow establishment
conditions and native plant and grass seeding in 2014.

The Gatineau Hydro Corridor Habitat Improvement Project in partnership with the City of
Toronto and Hydro One is a 8 ha area within the Highland Creek watershed located north of
Lawrence Avenue, east of Bellamy Road. The objective of the project is to naturalize the
corridor with native meadow species and habitat structures. The site has been fully
prepared to allow for optimal meadow establishment conditions and native plant and grass
seeding in 2014.
RATIONALE
Ontario NativeScape (ONS) was established in 2013 as a division of Rural Lambton
Stewardship Network (RLSN). RLSN has been restoring native grasslands in southern Ontario
since 1994. This not-for-profit group is interested in seeing establishment of native grass
throughout Ontario and provides advice and services to non-profit organizations on a cost
recovery basis. The group sources seed from grassland stands and operates seed
cleaning/handling facilities, which allows for the planting of several hundred acres of native
grasslands annually. The organizations ability to source seeds from known stands results in
minimum weed seed contamination and maximum germinability. ONS guarantees their seed
and will re-seed unsuccessful areas if necessary.

ONS has considerable experience, expertise and the seed material to assist TRCA with the
establishment of native grass meadows. While ONS is not the only group that may be able to
provide seed to TRCA, they are the only one that will provide seed on a cost recovery basis.
They also have the most extensive native grassland seeding experience in Ontario and are the
only group to own and operate a specialized Truax seed drill, which is required in order to plant
individual wildflower seeds in rows. Finally, the projects are designed so that technology
transfer from ONS to TRCA related to native grass seeding and establishment on large areas
will happen as a part of the implementation.
For these reasons, staff recommends award of the contract to supply and plant native
grasslands at Claireville Conservation Area and the Gatineau Hydro Corridor to the Ontario
NativeScape as per Section 9.3.3 of TRCA's Purchasing Policy as follows:
The required goods and services are to be supplied by a vendor or supplier having
specialized knowledge, skills, expertise or experience that cannot be reasonably
provided by any other supplier.
TRCA has previously used the services of RLSN at both of these sites, as well as Bob Hunter
Memorial Park.
FINANCIAL DETAILS
The total cost for the projects will be $66,000, plus $6,600 contingency, plus HST.


BACKGROUND
Toronto and Region Conservation Authority's residential portfolio consists of 118 single family
dwellings located as follows: 41 in Toronto (with the majority in the Rouge Park), 31 in
Markham (all but two are in the Rouge Park), 15 in Vaughan (with three owned by the Ontario
Heritage Trust and managed by TRCA), two in King Township, five in Brampton, 11 in Caledon,
eight in Pickering, one in Ajax, one in Whitchurch/Stouffville and three in Uxbridge. One of the
homes in Brampton and one in the homes in Toronto are dam operator homes and staff is
required to live in these homes as part of their job duties relating to the operation of the
Claireville and G.Ross Lord dams. In addition to these two homes, four more are rented to
TRCA staff, for a total of six of the 118 homes rented to TRCA staff. All of these homes were
built many years ago, with 38 of these homes either listed on the municipal heritage inventory
or designated under the Ontario Heritage Act. In general, they are in fair to good condition.
These residential properties are located within conservation, open spaces and natural areas,
that were assembled under various TRCA projects. Of the total, 66 homes were acquired by
TRCA from the Ontario Realty Corporation as part of the Rouge Park and Bob Hunter Memorial
Park transfers in 2004 and 2007. The agreement for the transfer of the lands to TRCA by the
Ontario Realty Corporation has a condition that TRCA can not sell the lands. At Authority
Meeting #11/13 held on January 31, 2014, Resolution #A239/13, approved the transfer of
Rouge Park lands to Parks Canada, for the development of the Rouge National Urban Park. As
a result, a total of 68 of the 118 homes will be transferred to Parks Canada.

TRCA has in the past reviewed its holdings to determine if any lands are surplus. As a result of
these reviews, certain properties were declared as surplus and sold. The sale of these
properties included residential properties such as 147 Sylvan Avenue, Scarborough, 3203
Mayfield Road, Brampton, 527, 529, 531, 556, Rodd Avenue, Pickering.
As part of its rental portfolio management process, TRCA allocates a portion of the property
taxes to each rental account. This allocation is based on the Municipal Property Assessment
Corporation's (MPAC) valuation for the current tax year. For the 2013 taxation year the rental
portfolio's share of the assessment is $34,740,917 for 118 rental homes for an average value of
$294,414 per unit.
Rental Rates:
The Residential Tenancies Act, 2006 governs the management and rent rates for residential
properties in Ontario. Residential rental rate increases are set on an annual basis by the
Ontario Rental Housing Tribunal. This year the guideline for increasing rents is 0.8%. For the
prior two years the guideline was 2.5% and 3.1% respectfully. A rate can be increased beyond
the guideline when one of the following occurs: 1) a tenant leaves and a new tenant moves into
the unit, or 2) when capital improvements are undertaken on a rental property. The Act allows
the landlord and tenant to agree to a rent increase more than the guideline provided the
landlord will or has done capital work to the rental unit. TRCA has applied this increase on
several occasions when capital improvements were undertaken.
TRCA rental rates range from $471/month plus utilities to $1,924/month plus utilities, with an
average of about $1,212 per home. In addition, TRCA was required to assume the current
rental leases of the ORC properties at the time of the transfer, and the rental rates in 2004
ranged between $186 per month to over $1,500 per month, plus utilities. One home in the
TRCA portfolio is a life tenancy as part of the negotiations for acquisition, and as a result no rent
is collected.
Vacancies
When a TRCA rental property becomes vacant, staff research the market to determine rental
rates for comparable rental properties in the area. Based on this analysis rental rates are
adjusted accordingly.
Some of the factors that effect TRCA rental rates are as follows:
Location - While a lot of TRCA's homes are in natural settings, these locations also tend to
be isolated.

Utility Costs - With the older nature of the homes, the utility costs tend to be fairly high.

Marketing
For advertising rental vacancies, TRCA has over the last few years expanded its use of media
based websites together with rental publications. In order to reach a diverse audience across
the GTA, TRCA uses the services of Kijiji, craigslist, Renters News and 4Rent.Ca. These are not
solely web-based advertising resources, but they also distribute printed copies throughout the
GTA.

4Rent.Ca is also distributed nationwide. TRCA also advertises internally to staff via email
bulletin. Prior to using web-based websites, TRCA advertised in municipal local papers, but
found this to be expensive and not effective. From staff's experience, web-based marketing has
proven to be the most cost effective form of advertisement, with good results.
House Inspections
TRCA undertakes yearly house inspections to determine the condition of the homes, to
establish a maintenance schedule and to address health and safety concerns. When TRCA has
determined that a residential dwelling has reached the end of its useful life and it is no longer
financially feasible to rent it, the home is flagged. Depending on the condition of the home,
TRCA either terminates the lease and demolishes the dwelling or it is demolished when the
tenant leaves.
During the last two years two homes were demolished.
