During hundred and sixteen years of its existence, Cotton College has
established itself as one of the premier institutions of the country. The college has
made pioneering contributions in promoting higher education especially in the northeastern region. Over the years, Cotton College has emerged as a spirit of learning that
blends tradition with modernity, humanism with liberalism and nation building with
professionalism. Our college is a model institution of harmony, friendship and
integration.
Academic pursuits and passion for sports and culture are equally valued at
Cotton College. The presence of highly qualified teachers, a vast and well stocked
library, well equipped up to date laboratories, an indoor stadium with gymnasium,
activity hubs, counseling centre, sprawling playground and a disciplined environment
mark our efforts towards excellence. Our endeavour is to make our students inquisitive,
confident and competitive. We help them identify their aptitudes, hone their talents
and focus on their career choices. While guiding them for further studies and research,
we also prepare them for the job market. We intend to make our students nurture a
global outlook throughout their lives. At the same time, we strive to infuse a value
system among the students, which combines ethics and personal integrity in each of
their actions.
Cotton College, the only constituent College of Cotton College State University
(CCSU) is ever prepared to adopt itself to the changing global scenario. Keeping that
in view, we have taken an initiative to introduce new subjects of importance in the
world of today. As a first step, we have introduced Sociology, Psychology, Environmental
Science and Mass Communication as Elective subjects from this session itself under
the aegis of CCSU. I invite you all to explore the possibilities that Cotton College has to
offer and embark on a remarkable journey with us.
I take this opportunity to convey my immense pleasure at getting the privilege
and responsibility of serving this premier educational institution. During my tenure as
the Principal of this college, I have tried and shall continue to offer selfless contributions
to the best of my abilities, for the all round growth and development of this institution.
I strongly believe that our sound infrastructure, highly qualified and dedicated
members of the faculty and a group of young, motivated and dynamic students, coupled
with a vibrant ambience of the college campus will make Cotton College as one of the

With a heritage that goes back to more than a hundred years, Cotton College,
the premier seat of higher learning in Northeast India, unequivocally occupies the
pride of place among the institutions of its kind in the North-Eastern part of the
country. Having contributed significantly to the academic and cultural life of the region
the institution has not only withstood the test of time but has also carved a niche for
itself in the sphere of higher education in the country. Contemporaneous with
Murarichand College of Sylhet (now in Bangladesh) of the undivided India under the
British rule, Cotton College came into existence on 27th May, 1901 through the
untiring efforts of such magnanimous and illustrious sons of the soil like Late Manick
Chandra Barooah, Rai Bahadur Bhuban Ram Das and Raja Prabhat Chandra Barua,
backed by the unstinted support of the intelligentsia of the region of that time. However,
had it not been for the unreserved support and concern of the then Chief Commissioner
of the then Assam Province from 1896 to 1902, Sir Henry John Stedman Cotton,
K.C.S.I., the institution would not have perhaps seen the light of day. While the time
came, therefore, to express their sense of gratitude to the foremost popular ruler of
the province, the people of ‘Gauhati’ decided to name the institution itself after him.
The first admission took place on 17th June, 1901 with 37 students in the first
year F.A. Class and 2 students in the second year of the same course. The faculty was
consisted of only five members including Prof. Frederick William Südmersen (1871 –
1953), the first Principal of the college from 1901 to 1926. The other four faculty
members were Prof. Chunilal De, Prof. Indu Bhusan Brahmachary, Prof. Paresh Nath
Lahiri and Prof. Maulvi Abu Nasr Muhammad Oheed. Classes during the initial years
of the establishment of the College were held in the building which presently houses
Chemistry Department of the College. However, no girl student was admitted to the
course. It was only in 1929 that two girl students were admitted to the first year
Intermediate (Science) class of the College for the first time thus marking the beginning
of co-education in the history of higher learning in this part of the country.
The College was first affiliated to Calcutta University, Kolkata. It was under this
university itself that the institution developed into a full-fledged Degree College and
barring Persian, secured affiliation for the Honours course too in all the subjects
taught then. However, with the establishment of Gauhati University in 1948, it became
one of its original constituent colleges. Although Post-Graduate classes in certain
subjects like English, Economics and Botany were introduced in the College at different
points of time under Calcutta University itself, such classes had to be finally
discontinued as part of economy drive and also because of the establishment of
Gauhati University. It was only in 1969 that the Assam State Government decided to
introduce PG classes in Physics in the College on a permanent affiliation basis.
Subsequently, the benefit of PG classes was extended to other subjects as well and
finally on 17th October, 1992, the then Hon’ble President of India, Late Dr Shanker
Dayal Sharma, at a glittering function held in the premises of the College formally declared Cotton College as a PostGraduate institution. Cotton College has become the Constituent College of Cotton College State University (CCSU)
w.e.f. September, 2011 through the Cotton College State University Act, 2011. In 2011, Cotton College was reaccredited
Grade ‘A’ by the National Assessment & Accreditation Council (NAAC) with CGPA 3.39 and the University Grants
Commission (UGC) recognized it as a ‘College with Potential for Excellence (CPE)’ in 2005. The CPE status has been
revalidated in 2010 and again in 2015. The College is also recognized by UGC as a ‘Special Heritage College’, under the
scheme ‘Special Heritage Status to Colleges’ in 2015.
The present day College has an infrastructure built on a sprawling campus covering an area of about 34 acres in
Panbazar locality and about 6.4 acres in Rupnagar locality (second campus) of the city of Guwahati. The facilities include
a modern library well stocked with books, journals as well as rare manuscripts and with UGC INFLIBNET-NLIST e-journal
browsing facility; well equipped laboratories in different academic departments; a Central Instrumentation Centre; a full
fledged Department of Computer Science & IT; a well equipped Centre for Mass Communication & Journalism (named
as Dr Bhupen Hazarika Centre for Mass Communication & Journalism), a vibrant Placement Cell, a dynamic
Entrepreneurship Development Cell (EDC), a Foreign Language Programme Unit and a state of the art Bioinformatics
Infrastructure Facility (BIF) Center. In addition to these facilities, the College also has a hospital, a Career & Counseling
Cell, a Peace Station, a Guest House, separate hostels for girls and boys, quarters for faculty and office staff, an Indoor
Stadium with a modern gymnasium, a canteen, a coffee house and a State Bank of India ATM. All the Academic
Departments, Centers and the College office are connected with round the clock internet connectivity. In the year 2003,
an ‘Internal Quality Assurance Cell’ was established to look after the internal quality of the institution for continuous
assessment of academic excellence.
A ‘Board of Governors’ constituted by the Government of Assam sits from time to time to decide on the policy
matters relating to the academic and administrative activities of the College. Moreover, the Council of the Heads of the
Departments and the Staff Council are two empowered decision making bodies of the College.
The College Emblem
The official emblem of Cotton College was unveiled in the year 1933. The emblem was designed by Late
Mohendra Nath Deka Phukan, an ex-Cottonian. This emblem is just like a shield meaning the symbol of protection of

Assam. The shield comprises of two colours - orange signifying the sense of Tyaga wherein lies the
sense of renunciation and green symbolizing peace. The oval-shaped arc with eight corners reminds
us of the glory of Ahom kingdom. The blue colour is used to mean the clear and vast sky that
teaches us to widen our hearts embracing all. The hills in the emblem remind us of the Asomiya
people belonging to the plains and hills of Assam. The rising sun behind the hills symbolizes hope
and light. The sun also signifies that it is the dispeller of darkness. The lamp burning in the middle
is used to indicate the light of knowledge. The “Sarai” immediately below the lamp tells us of the
glory of ancient Assam. The stars indicate the path of progress beyond limitation.
The College Emblem gives us all that Assam has had and as such it makes us understand
that students in their alma mater must be invigourated with the meaningful ideas that can make
us great in the truest sense.
The motto
The motto of the college ‘ ¥ÂýמæðÙ ßðhà Ø×÷ ’ (Apramattena Veddhavyam), taken from the
Mundaka Upanisad signifies that knowledge in any field, must be attained with an unfaltering aim. In attaining knowledge
in proper perspective, without being perturbed by various anxieties-mundane or spiritual, one must be absorbed with
one’s goal in view. Remaining indifferent to obstacles or hurdles that may come along the way, one must pursue
knowledge with concentration and perseverance.
It is the avowed aim of the institution, therefore, to prepare the youth to remain resolutely fixed to their goal and
the ever changing values and perspectives of life so as to enable them to identify themselves as conscious, integrated
and wholesome human beings capable of meeting the challenges and opportunities of life in the noblest and most
disciplined way.

"Assam is the only province which has not got a college. Indeed it
does not have a high institution worth the name. A college at Gauhati with
a European Principal will be appreciated by the students than similar
private institution to which they generally resort.”
Excerpts from Manick Chandra Barooah's 'Representation' to the
Government submitted on 28th March, 1899, in which he argued
strongly for establishment of Cotton College and this ultimately
paved the way for establishment of Cotton College in 1901.

energies. I regard it as a great honour that my name should be associated
with a first-class college which I inaugurated at Gowhatty. It had made a
good start, even in my time; it has thriven since, and long may it flourish !"

produces but Dead Sea fruit of disappointment and embitterment."

A. Two year Higher Secondary (HS) Course in Science and Arts
Admission is given purely on merit and is subject to the Assam Higher Secondary
Education Council (AHSEC) regulations.

I. Higher Secondary (Science) [HS (Sc)] :
(i) English is compulsory.
(ii) A student must select one Modern Indian Language (MIL) or Alternative English. In the case of MIL,
facilities for study are available in the college in Assamese, Bengali, Bodo and Hindi only.
(iii) A student must select three/four elective subjects from the following list :
(1) Physics (2) Chemistry (3) Mathematics (4) Biology/Geography/ Statistics/Anthropology/ Geology/
Computer Science & Application (only for Day Shift).
II. Higher Secondary (Arts) [HS (Arts)] :
(i) English is compulsory.
(ii) A Modern Indian Language (MIL) or Alternative English. Modern Indian Languages taught in the college
include Assamese, Bengali, Bodo and Hindi only.
(iii) A student must select three/ four elective subjects from the following list :
(1) Economics (2) Political Science (3) History/ Mathematics (4) Logic & Philosophy (5) Education
(6) Geography/Anthropology/Statistics/Sanskrit/Arabic/Persian/Advance Bengali/Advance Hindi/Computer Science & Application.
Note : (i) In case of HS Arts, Anthropology is allowed only with Economics, Political Science, History/Mathematics.
(ii) In case of HS Arts, Computer Science & Application is allowed only with Economics and
Mathematics (Compulsory).
(iii) As per AHSEC regulation, a student offering Computer Science & Application as an elective subject in
Science/Arts /Commerce stream shall have to offer Mathematics and two other elective subjects, i.e.
such a student shall have four elective subjects.

General Rules of Admission in BA/BSc classes:




Students will be admitted purely on merit and as per the instructions of Cotton College State University.
Candidates will be selected on the basis of Standardization of Marks.
In the Degree course a student will have Core (Major) and Elective subjects and Compulsory papers.
Core Subject and Combination of Elective Subjects will be offered only on the day of admission and it is
subject to the availability of seats.
Eligibility: Passed in Higher Secondary or equivalent (10+2 standard) examination
Duration of the Course: 3 (three) years

Cotton College introduced Choice Based Credit System (CBCS) as per the instruction of the Cotton College
State University (CCSU).
Choice-Based Credit System and Continuous Assessment and Grading Pattern
Cotton College State University (CCSU) has laid the road map for a Choice-Based Credit System (CBCS) and
Continuous Assessment and Grading Pattern (CAGP) in a semester-based system for Cotton College and the
University. These are important components of reform in higher education in India, and are practiced widely in
our academic institutions. The CBCS and CAGP for CCSU have been recommended by the Academic Council
and approved by the Executive Council of CCSU. In a choice-based system, students are given opportunities to
pursue courses of interest across disciplines and faculties, in addition to their major subject of interest. While
choices that are offered are usually determined by logistic requirements and available resources, these will
increase with time as our infrastructure and capacities improve. The choices currently being offered at Cotton
College are listed in this prospectus. The number of credits in a course is closely related to the number of
teaching-learning hours; and the L-T-P (Lectures-Tutorials-Practicals) structure encourages students towards
self-learning or learner-centric approaches. The students have more opportunities to develop and nurture their
creative abilities, and be exposed to the methodologies of academic work. The credit system, in principle, also
enables the portability of what a student has learnt from one institution to another. Learning is a continuous
process. Frequent assessments aid this process and also reduce the emphasis on an end-semester examination,
thereby reducing the stress on both students and teachers. In the present scheme 20 per cent of the evaluation
will be in the first half of the semester, 20 per cent in the second half, and the remaining 60 per cent of the
evaluation will be based on the end-semester examination. This is essentially similar to what is being practiced
now. Grades (e.g. Ex, A, A-, B+ ...) are also part of educational reform and standardization and are used widely in
our academic institutions. For ease of grading, Ex corresponds to 90 per cent and above; and lower grades go
down in steps of 10 per cent. Grades reduce the obsession with small differences in marks, and are an excellent
indicator of the students’ overall capability, enabling one to identify good students across sciences and
humanities. For each student a transcript of his/her performance will be given for each semester along with the
Cumulative Grade Point Average (CGPA) for the major subject as well as for all the subjects taken together.

In the case of students with non-language Core (Major) subjects, they will have to study English and one MIL as elective and their
elective subjects opted in semesters I to IV shall be dropped from semester V. If a student does not have MIL in HS level, he/she
should retain one of the elective subjects of his/her choice.
ii)
MIL Core (Major) students will have to study English and retain one of the elective papers opted for in semesters I to IV whichever
he/she likes to retain.
iii) English Core (Major) students will have to study one MIL and one of the elective subjects opted for in semester I to IV whichever
he/she likes to retain.
iv) English Core (Major) students not having MIL in HS level shall continue their elective subjects till semester VI.

Admission Procedure
I.
Application for admission into the College may be made either ONLINE by logging into
www.cottoncollege.org.in on online payment of ` 250/- (Rupees two hundred and fifty only) or in
prescribed application form issued by the College Office on payment of ` 300/- (Rupees three hundred
only). An attested copy of the mark sheet of the qualifying examination must be enclosed with the
application form.
II.
Admission into the College is made strictly in order of merit and is governed by the college admission
rules. The Principal’s decision regarding admission is final.
III.
Any pressure or interference from any quarter for the admission of a particular student will result in
forfeiture of the claim.
IV.
Candidates are required to produce at the time of interview the original copies of (a) Mark sheet of the
last qualifying examination, (b) Age certificate (c) Character Certificate from the head of the
Institution last attended and (d) Caste Certificate wherever necessary. Students passing the qualifying
examination earlier than the current year will have to submit a gap certificate from the Head of the
Institution last attended or the Officer in Charge of the nearest Police station testifying to his/her
activities during the interim period. Candidates having more than three years study gap will not be
eligible for admission.
V.
All candidates must submit attested copies of (a) and (c) above at the time of admission. Students
belonging to SC, ST(P), ST(H), OBC or MOBC categories must also submit an attested copy of (d) in
addition to (a) and (c). Admission to the college and the hostels takes place on the same day unless
otherwise notified. Necessary payment for the purpose will have to be made on the same day as well.
Announcement regarding the commencement of regular classes will be made on the date of admission
itself.
vi.
Candidates, who passed the CBSE class-10 Final Board Examination (not school based) are
only eligible for admission in HS level. In this regard, at the time of admission, every student
will have to produce a certificate from the Head of the institution certifying that he/she appeared
the Board Examination.
A. Selection of Candidates for B.A./B.Sc (1st Semester) Admission
Students mainly from two boards, namely, Assam Higher Secondary Education Council (AHSEC)
and Central Board of Secondary Education (CBSE) apply for admission into the BA/B.Sc 1 st Semester at
Cotton College. Keeping the differences in the method of evaluation by different boards in view, a standardization
method worked out by the College is being followed:
The highest marks of AHSEC is standardized with the highest marks of the equivalent examination of
the CBSE where the value used for standardization is called Index Factor.
So, Index Factor (IF) = C/A
Where C is the total highest mark in CBSE examination and A is the total highest mark in AHSEC
examination.
Here, the standardized mark for a student of AHSEC is M x IF
Where M is the total mark obtained by a student in the last qualifying examination conducted by
AHSEC.

Marks calculation process for:
a) Admission in to Science Subjects:
M=Total marks of the best three science subjects of the second year qualifying examination
will be considered for the admission in to science stream.
b) Admission in to Arts Subjects:
M= Total marks of best three subjects of the second year qualifying examination will be
considered for the admission in to arts stream.
*** Subjects Physical education, Extra-curricular activities are not considered as qualifying
subjects for admission in to Degree classes at Cotton College.
** Students from the boards other than the AHSEC are treated as the same as CBSE students.
NO CHANGE OF COMBINATION OF SUBJECTS (BOTH IN ARTS AND SCIENCE STREAM) WILL BE ALLOWED AFTER
THE ADMISSION PROCESS IS OVER.
B. General Reservation Rules for HS and BA/BSc
a.
There is a provision for reservation of seats, as per Govt. of Assam rules [OBC/MOBC - 15%, SC - 7%, ST(P) - 10%
& ST(H) - 5%] for SC, ST(P), ST(H), OBC/MOBC candidates belonging to the State of Assam and in this respect
caste certificate issued by the competent authority under Govt. of Assam only shall be valid.
b.
(i) A few seats may be allotted in HS (day shift) & BA/B.Sc courses to the students having outstanding performance
in the field of Sports, Culture, NCC and Scouts & Guides. A relaxation of 10% is allowed in cut-off marks for B.A./
B.Sc admission. However, for OBC (MOBC)/SC/ST(P)/ST(H) candidates the relaxation is 15% of cut off mark.
Thus, if the cut off mark for admission in a particular class/ subject is 400 then the maximum relaxation will be
40 marks for general category and 60 marks for caste quota category students.
(ii) For each course [ HS (Sc) day shift and HS (Arts) & B.A. and B.Sc.] the maximum number of reserved seats are
as follows :
Sports = 5,
Cultural = 5,
NCC = 2,
Scouts & Guides = 1,
Other States = 5,
International = 2
(iii) Outstanding sports person/ cultural activist who represented the country in International meet will be admitted
directly without considering the cut off mark. However the maximum number of reserved seats in a particular
field will not be enhanced for inclusion of such candidates.
(iv) Sports persons will be selected from those disciplines which are recognized by IOC and BCCI and also such
sports which are included in All India University meets.
(v) In case of Cultural quota, candidates will be selected for their proficiency in the fields of Music (Vocal), Drama,
Debating and Quiz, Fine Arts and Sculpture. In case of music (instrumental) and Dance, candidates will have to
produce degree/diploma certificates from recognized institution.
(vi) There is a provision of reservation of 3% of the total seats for ‘Differently Abled’ candidates.
(vii) A Candidate seeking admission in any of the above categories (i to vi), must hand over personally to the
Convener of the admission committee concerned, a photocopy of his/her original application, submitted to the
office. Attested copies of the supporting documents as regards to his/her eligibility for consideration under the
concerned quota must be enclosed with this SEPARATE APPLICATION, which should be submitted in a cover on
which “APPLICATION FOR ADMISSION TO HS/B.A./B.Sc COURSE UNDER SPORTS/ CULTURAL/ NCC/ SCOUTS &
GUIDES/ DIFFERENTLY ABLED QUOTA SEATS”- must be clearly written. However, if the candidates, selected
under above-mentioned quota (except Differently Abled), do not participate in the respective events/activities
on behalf of Cotton College, they may forfeit their seats. They will have to give written undertakings in this
regard.
(viii) Interview/ Selection trial of such candidates will be held on date and time notified on the College notice
board. Candidates must appear and submit the original documents at the time of interview/ selection trial/
Medical check up (in case of Differently Abled Quota seats).

C. General Information
There are various committees viz. Admission Committee, Examination Committee etc. headed by conveners to
advise the Principal in the matter of admission, examination etc. respectively in the college.
(i) ATTENDANCE RULES
HS 1st Year
: Students who do not attend at least 75% of the total number of classes (Both theory and

practical classes separately) held in 1 year will not be allowed to appear in the annual
examination held by AHSEC.
HS 2nd Year
: Students who do not attend at least 75% of the total number of classes (Both theory and

B.A./B.Sc.
: Students who donot attend at least 75% of the total number of classes in each paper (both
theory and practical classes separately) held in any semester will not be allowed to appear in
the end-semester examination.
Attendence in a particular semester will not be taken into account in the subsequent semester.

The 75% class attendance is also applicable to all the self financing and/or add-on courses mentioned in the
Prospectus.

Students who fail to attend their classes for a certain period of time at a stretch on genuine, reasonable, and
acceptable grounds such as serious diseases or accidents and related treatment involving themselves and
members of their family, death of near and dear ones, academic/ sports/ cultural activities approved by the
College etc. must apply, in writing to the Head of the Department concerned for consideration of exemption of the
absence for the period, immediately after such absence. Application must be supported with testimonials/
documents wherever necessary. However, such applications will be considered if and only if the student has the
requisite 75% class attendance till the last date he/she has attended classes. Even for such cases the
actual attendance must not fall short of 50%.

CANCELLATION OF SEATS
Students failing to attend classes for 15 (fifteen) days at a stretch in the first month of commencement of classes
will forfeit their seats.
(iii) EXAMINATION RULES
The College Examination Branch Conducts all the College Examinations.

All students must appear in all the examinations conducted by the College during an academic year and attend
their classes regularly - the minimum attendance must be 75% of the classes held. Sick bed will be provided to
the sick students during all college examinations.

B.A./B.Sc.:
In each semester, students will have to appear in two sessional examinations.
Each sessional examination will be held as per the dates fixed by the Examination Branch of the college.
Students failing to appear in sessional examinations will not be allowed to appear in the End Semester
Examination.
However, if any student fails to appear in the sessional examination due to some genuine reasons, he/she
will duly apply to the Head of the Department concerned. and must appear in the sessional examination
within 20 days from the completion of scheduled dates of each sessional examination.
Each sessional examination will carry 20% of the total marks of the paper.
The suitability of the students to appear at the end semester examination with subject(s) having practical will be
decided on the basis of their regularity and performance in the laboratory work. Those found below standard will
not be allowed to appear in the end semester examination.
A student not appearing in any subject in any examination shall be deemed to have secured “ZERO” in that
particular examination.
Absence from the selection test examination shall mean detention but under special circumstances may be
considered on the merit of the periodical examination. No such consideration will be made in case of students
attending below 75% classes in respect of both Higher Secondary and Three Years (Six Semesters) Degree
Course students. Students declared as discollegiate are debarred from appearing in the test examination.
If a B.A./B.Sc student desires to discontinue Core (Major) course, he/she must take transfer certificate from the
College.
Result of defaulters on account of College, Hostel, N.C.C., Sports, Students’ Union, Library matters will be kept
withheld.
Re-admission of unsuccessful students will be governed by “College Admission Rules”.
Expulsion from any examination will lead to the expulsion from the College.
(iv) RULES FOR ANNUAL EXAMINATION OF H.S.

Students must appear in all the subjects of annual examination. Absence in compulsory subjects ie. English and
MIL/ Alt. English means failure in the examination. No medical certificate will be considered as per instruction
of the AHSEC.
A candidate will not pass in a subject if he/she does not appear in the practical examination. He or she must
pass in the theory and practical paper separately of each subject.
For all the College examinations in HS level, pass marks as laid down by AHSEC will be taken as standard for
selection test. Relaxations, if any, will be decided by the “Committee for finalization of results of selection test
examination”.
Unit tests are compulsory.

MAINTENANCE OF DISCIPLINE AMONG STUDENTS :
A.
Great emphasis is laid on discipline and character building of students and they are expected to maintain a high
standard of discipline. They are subject to the rules and regulations of the College and Hostels.
The student admitted to the College must abide by all rules and regulations as prescribed by the College
Authority. Violation of rules, unsatisfactory progress, irregular attendance, irregular clearance of college and
hostel fees, showing discourtesy to the teachers and staff members in any form, adoption of unfair means during
examination etc. are some of the offences which may make students liable for disciplinary action like termination
of scholarship, non-awards of college diploma, forced transfer and even expulsion from the College and hostels.

C. As per the UGC Guideline [no. F 1-16/2007 (CPP-II), April, 2009], all forms of ragging in hostels and the
college campus are prohibited. Ragging is considered as a cognizable offence under the law of the land and
ragging in all its forms is totally banned in the entire institution, including its departments, constituent units, all
its premises (academic, residential, sports, canteen etc.) whether located within the campus or outside and in
all means of transportation of students whether public or private. Punishable ingredients of Ragging are
(1) Abetment of ragging; (2) Criminal conspiracy to rag; (3) Unlawful assembly and rioting while ragging;
(4) Public nuisance created during ragging; (5) Violation of decency and morals through ragging; (6) Injury to
body, causing hurt or grievous hurt; (7) Wrongful restraint; (8) Wrongful confinement; (9) Use of criminal force;
(10) Assault as well as sexual offences or unnatural offences; (11) Extortion; (12) Criminal trespass;
(13) Offences against property; (14) Criminal intimidation; (15) Attempts to commit any or all of the above
mentioned offences against the victim(s); (16) Physical or psychological humiliation; (17) All other offences
following from the definition of “Ragging”.
The College Authority has set up an empowered ‘Anti-Ragging Committee’.
Following strong disciplinary action may be taken if any one is found to be involved directly or indirectly in
ragging :
Suspension from attending classes and academic privileges
Withholding/withdrawing scholarship/fellowship and other benefits
Debarring from appearing in any test/examination or other evaluation process
Withholding results
Debarring from representing the institution in any regional, national or international meet, tournament, youth
festival etc.
Suspension/expulsion from the hostel
Cancellation of admission
Rustication from the institution for period ranging from 1 to 2 years
Expulsion from the institution and consequent debarring from admission to any other institution for a specified
period
Fine ranging between ` 25,000/- and ` 1,00,000/Collective punishment : when the persons committing or abetting the crime of ragging are not identified, the
authority will resort to collective punishment.
Any form of sexual harassment may be reported to the College Authority by means of written complaints to be
filed in the ‘Sexual Harassment Complaint Box’, fitted near the cash counter of the College.
The courses of studies in Cotton College are full time courses. No student can take any other full time course
simultaneously.
Student Societies and Associations shall be subject to such rules and regulations as the College Authority may
prescribe from time to time.
Only those Societies and Associations recognized by the College Authority shall have the facilities of the College
premises.
Any notice desired to be pasted or circulated by the students anywhere in the College and hostel premises will
need the prior approval of the College Authority.
All powers of maintenance of discipline are vested with the Principal and his/her decision shall be final in all such
matters.
Departmental get together will be held in respective department on the same day instead of separate Freshers’
meet. Date of the get together will be fixed by the Principal.
(vi) CODE OF CONDUCT FOR STUDENTS

The guide line for Dress Code of Students in the College Campus :

Formal Salwar Kamiz with Dopatta or Mekhala Chadar or Saree or Formal Tribal Traditional Dress for girl
students.

Formal Trouser with Shirt or T-Shirt for boy students.

Mobile phone must be switched off over the plinth area of the College except in the Hostels and the Canteen.
Gossiping and loitering on the plinth area of the College is strictly prohibited.
Students must carry their Identity Cards on person while inside the College Campus.
Any violation of the Code of Conduct will invite strict disciplinary action extending upto expulsion from the College.
(vii) OTHERS
A. Students’ Travel Concession :
Students are entitled to Travel concession by rail or air on their way home from the institution and back during
vacation only.
B. Renewal of College Identity Card :
College Identity Cards are issued annually. Old identity cards are to be surrendered at the end of each academic
session for renewal. In case of loss of identity card, duplicate ID may be issued on payment of prescribed fees.
C. Renewal of Admission :

Students promoted to HS 2nd year classes on the basis of results of the H.S. 1st year declared by the college will
have to deposit college fees at the counter within two weeks of the declaration of results-the exact dates will be
notified by the Principal. All the above categories of students must get their college identity cards revalidated.

Students promoted to BA/B.Sc 3rd semester and 5th semester classes on the basis of results declared by
Cotton College State University will have to deposit college fees at the counter within two weeks of the declaration
of results. The exact dates will be notified by the Principal.
D. Admission of Unsuccessful Students :
HS 1st year and students detained in Pre-final/Test Examination or declared as discollegiate, are to apply for
admission along with the fresh applicants. However, they will not get any preference in respect of admission to
the College or to a hostel. Students detained in the same class for two consecutive years will not be admitted to
the regular classes of the College.
Students detained at the Pre-final / test Examination of HS 2nd year classes or declared as discollegiate, will be readmitted to the respective classes as regular students. They must attend regular classes and appear in the prefinal test.
Unsuccessful candidates of HS (Sc.) final examination who appear from this College shall have to attend requisite
number of practical classes. The same rule will apply to unsuccessful candidates of HS (Arts) final examination,
if they have Geography or Anthropology as a subject. Other unsuccessful candidates of HS (Arts) final examination
shall have to get their name enrolled as casual students and such candidates need not appear in the pre-final /
test examination.

The unsuccessful students of HS 1 year Examination of AHSEC can take admission as casual students just after

the completion of regular admission in HS 1 Year. This facility will not be extended to the same candidate who
st
fails to clear the 1 year HS examination in the subsequent year.
Unsuccessful candidates of HS Final Examinations of AHSEC appearing from this College shall have to enroll their
nd
names as casual students of HS 2 year class respectively as notified by the College Authority.





E. Hostel Facilities and Hostel Rules :

The College has three Girls’ Hostels and seven Boys’ Hostels, however hostel facilities for TG students is not yet
developed. These are all situated within and around the College campus. Hostel seats are allotted at the time of
admission on the basis of merit. Conduct in the hostel is governed by the ‘Cotton College Hostel Rules’, given
below. Hostels remain closed during Summer and Puja Vacations. Students are allowed to stay in the Hostel for
one session only. Hostel seats are limited. There are 110 seats in Boys’ Hostels and 66 seats in Girls’ Hostels.

Hostel seats are allotted on merit basis and stream wise. Students can not show preference for any particular
hostel. Hostel seats are generally allotted to HS (Day shift) students. However, after allotment of seats to HS (Day
shift) students the vacant seats, if any, will be allotted to HS (Evening shift) students on merit basis.

All boarders are to maintain strict discipline as per the Hostel rules. Violation will invite punitive action even to the
extent of expulsion from the hostel and the College.
Cotton College Hostel Rules :
A. Admission
1.
Admission to the Cotton College Hostels is made for ONE ACADEMIC YEAR only, strictly in order of merit, subject
to availability of seats.
On promotion to the next higher class, the admission to the hostel is to be renewed by filling up the Renewal
form subject to the fulfillment of the following satisfactory record of the boarder which includes – (a) regularity
in paying hostel dues, (b) good conduct and observance of the hostel rules and regulations, and (c) regularity in
attending classes in the college.
 Married students and local students of greater Guwahati will not be allowed to stay in the hostels of Cotton
College.
 Service holders are not entitled to any seat in hostel. Students dropping any final/test/promotion examination
will forfeit his/her hostel seat.
2.
Hostel seat will be allotted to the students by the college authority and transfer from one hostel to another is not
allowed.
Students who withdraw from one hostel will not be allowed to take admission in any
other hostels of Cotton College
3.
Boarders, admitted and allotted hostel seats, have to occupy their seats as per allotment made by the
Superintendent concerned. No mutual exchange of rooms will be allowed within the hostel.
4.
On the day of admission in the hostel, the parent/legal guardian as well as the local guardian must be present
to complete the necessary formalities.
5.
Any change of address or contact number of both the parent/legal guardian and the local guardian must be
intimated immediately to the Superintendent of the hostel.
6.
At the time of renewal of admission in the hostels, parents/local guardians must be present with the candidate
to sign the renewal form as well as the prescribed undertaking form.
B. Discipline
7.
Ragging is strictly forbidden: Any student found indulging in any form of ragging or harassment to fellow
boarders is liable for expulsion from the hostel as well as from the College. In this regard the guardian will have
to sign an undertaking at the time of admission/renewal as per the recent verdict of the Hon’ble Supreme Court
of India.

All boarders must remain in their allotted rooms during the study hours, as fixed by the Superintendent. As
decided by the Hostel Advisory Committee the following timings are to be followed strictly:
For Boys’ Hostels :

study hours and other odd times should be avoided. Anyone found indulging in these will be viewed desirously
and liable for punishment, which may include expulsion from the hostel.

The use of any music system etc. and other electric gadgets (iron, heater etc.) are strictly prohibited.
TV timing will be from 8.30 p.m. to 10 p.m. except on Sunday and holidays.

Visitors are not allowed inside the hostel rooms. Under unavoidable circumstances, the relatives of a boarder
may visit him/her in the Superintendent’s office room/visiting room. But, in no case girl visitors are allowed to
enter the boys’ hostel room, and the male visitors are allowed to enter the girls’ hostel rooms.
12.
Boarders are strictly forbidden to have firearms, explosive, dangerous chemicals and any other kind of arms in
their possession at any time under any context.
13.
No boarder will be allowed to have two wheelers/three wheelers/four wheelers etc., in the hostel premises of
Cotton College.
14.
Boarders are not allowed to manhandle the staff of the hostel or any fellow boarder. Violation of this will be
viewed seriously and such boarders will have to leave the hostel immediately.
15.
Boarders found taking or possessing any intoxicating materials and drinking and smoking in hostel premises will
be immediately expelled from the hostel.
16.
A boarder shall not be allowed to leave the hostel even for a night without prior permission of the Superintendent
Boarders found absent from the hostel without prior permission will forfeit his/her hostel seat.
17.
Dining hour in the hostel is to be maintained. In no case dinner will be served after 10 p.m. Boarders will have
to wear decent dresses while in the dining hall/hostel meeting/hostel office. Bringing any food items or any
utensils to respective rooms is strictly prohibited. Apart from this, cooking individually in hostel kitchen or in the
rooms is also strictly prohibited.
18.
Damage of hostel property will be seriously viewed and dealt with.
19.
Obscene posters are not allowed to be displayed inside the rooms or in any place in the hostel.
20.
Boarders found indulging in obscene movies; websites in their Laptops are liable to severe punishment like
expulsion from hostel.
21.
Boarders while leaving the hostel on the eve of summer and Puja vacations shall not lock the rooms on their
own nor can they keep their luggage and any personal belongings/materials inside the room during such
vacations.
22.
While leaving the room, boarders are required to see that the switches of lights and fans are switched off. Non
observance of it incurs considerable economic loss and this will be seriously viewed and dealt with.
23.
No boarder shall be allowed to stay in the hostel during summer and Puja vacations. However, if any examination
coincides with such vacations exception shall be made to the examinees only. They will have to take a written
permission from the Principal.
24.
Any sort of misconduct by any boarder within the hostel campus is liable for punishment deemed proper by the
Superintendent.
25.
Clearance from the Superintendent is a must before filling up of examination forms, obtaining admit cards,
mark sheet and pass certificate etc.
Monitors will be responsible for the maintenance of these hostel rules by the boarders of their respective
block. Any violation of the rules must be brought to the notice of the Superintendent immediately.
26.
No guest will be entertained in the hostel without previous permission of the Superintendent. Overnight stay of
any guests/guardian inside the hostel is strictly forbidden. Under no circumstances a boarder will be treated as
a guest. Charge, if any, is to be fixed by the Mess Committee, which is subjected to alteration from time to time.
27.
ANY BOARDER FOUND GUILTY OF VIOLATING ANY OF THE HOSTEL RULES WILL BE EXPELLED FROM THE
HOSTEL AND IT WILL INVOKE EXPULSION FROM THE COLLEGE.

Mode of expulsion: If a boarder is found guilty of any offence, the COLLEGE AUTHORITY will expel the boarder on
the recommendation of the Superintendent concerned.
28.
Mess dues for the first month as fixed by the Mess Committee should be paid at the time of admission.
29.
Mess dues and refund will be fixed by the mess committee of the hostel from month to month.
30.
Mess dues must be paid on or before 15th of each month. A fine of ` 50/- will be imposed for the late payment
of mess dues after 15th of the month. Failing to pay within the month the fine will be ` 150/- . Boarder failing to
pay mess dues for two consecutive months will forfeit his/her seat.
31.
Subject to availability of seats, non boarder Cottonians coming to the hostel for appearing any examination will
be charged a special establishment fee of ` 200/- per month or part thereof along with security deposit of
` 2000/- (refundable).
32.
Security deposit will be refunded after deducting any outstanding dues and charges of damage of any hostel
property by the boarder concerned during his/her stay. Withdrawal of hostel seat within the first two months of
admission is not permissible; any withdrawal within that period will lead to the forfeit of the Secutiry deposit
amount.
F. Hospital Facility :
Cotton College has hospital facilty for all the students, particularly for those residing in hostels under the supervision
of one Medical & Health Officer and one Pharmacist. The Cotton College State University is presently functioning from
the hospital building. However, as a stop gap arrangement, the hospital facility is being provided in a few rooms of the
SRB Boys’ Hostel.

History:
Dr Surya Kumar Bhuyan Library of Cotton College founded at the time of the inception of the college itself is
one of the oldest libraries in the entire north-east region. Initially it was housed in one of the two large halls
of a spacious single storied building. During 1909-1910, the library accommodated about 2000 books. By
1915, it reached the number more than 5000. During the next twenty years the number of books in the
library had more than doubled and reached the figure of 16891 in 1939-40. During the Quinquannium
(1907-1912), a librarian had been appointed. In 1913, the management of the library was rested on a
committee formed with the members from the faculties. When the volume of books started increasing, it
has been shifted to an independent building which was earlier used as Physics department. In 1950, Prof
Tirtha Nath Sarma, an eminent scholar joined the Cotton College library and served as Deputy Librarian till
1954 followed by Md. Azad Hussain who served the library till 1984. He was the first professionally qualified
person to serve the library. In 2001, the post of Deputy Librarian was re-designated as Librarian. In the year
1986, the Cotton College library glorified itself with the name of Dr Surya Kumar Bhuyan, a versatile genius
who served the institution in the status of Professor of English and also the Principal for few years. In 1992,
the then Honourable President of India Dr Shanker Dayal Sarma laid the foundation stone for a three storied
library building. The new library building was named as ‘Centenary building’ of the college and was officially
inaugurated by the then Chief Minister of Assam Sri Tarun Gogoi on 29th May 2001.

The Library is fully computerized. A database of 90,002 volumes of library collection have already been
created. The other databases created are – Users (faculty & students) databases, publisher database,
vendor database. Circulation function is fully automated. Books are bar coded. Computerized library
identity cards with bar codes are issued to users.
E-Resources
Since 2010, the UGC-Inflibnet has extended e-resource browsing facilities to researchers & faculties of
this college under N-LIST programme, through which 6,000+ ejournals and 1,35,000+ ebooks can be
accessed. In order to expand the horizon of e-Resource in the college, an e-Resource centre has been
opened in 2016 in association with Bibliotech Smart Library. This centre is entirely digital. The services
include providing millions of online e-Resources like academic journals, e-journals, e-books, magazines,
news papers, reports, reviews, biographies, primary source documents, non-print resources, trade publications, pamphlets, Govt. documents etc. to students, research scholars and teachers.

DELNET is offering Inter-Library Loan and Document Delivery Services to its member libraries. ILL requests
can be registered online for books
Facility for Readers with disabilities
Two computers are installed with screen reader software. These assistive technologies (software) support the reading, writing and learning experience of visually challenged/partially sighted students by
converting print or electronic text to sppech. Other facilities include Braille Books, Headphones, Audio
Books and Audio recording of textbooks (Assamese Language).
Film Show
There is film screening every week showcasing world classic to local variety, from full length feature films,
short fiction to documentary films of internationally & nationally famed film directors. There is provision
for individual viewing of films at any time, if desired in the library computers. Students donot have to pay
anything for that.
Library Publications: Two books have been published by the library. They are:
1. Descriptive Catalogue of Old Reports: It takes into acccount only Government reports published up
to 1950. These holdings totalling about 350 have got vast historical and academic value throwing
immense light on the system of administration in different sectors of Assam as well as in other parts of
India during the early period of British rule.
2. Language & Literature (listing up to 1950): It contains bibliographic details of books available in
Dr Surya Kumar Bhuyan Library on 4 (Four) subjects namely Assamese, English, Religion and Sanskrit. All
of these however are arranged in alphabetical order.

The teaching of Anthropology in Cotton College marked the beginning of new era in the study of social
sciences in this part of the country. The year of inception was 1947. It became possible due to the
initiative of late Lokapriya Gopinath Bordoloi, the first Chief Minister of the state of Assam. His vision was
to have all round development of different tribes and communities of Assam for which he felt the
necessity to have disciplined study of their problems. On his request, Prof. K.P. Chattopadhaya, the Head
of the department of Calcutta University had prepared a syllabus for the Intermediate Science (I Sc.)
Course and the department of Anthropology came into being on 15th December 1947 with 24 students
in the first year class.

The department has one Seminar library named as Prof. B.M. Das Memorial Library with about 600
books and more than 470 field reports based on field study conducted among various tribes and castes
of N. E, Region.There are three laboratories and one Cultural Museum in the Department. It is well
equipped with modern audio –Visual teaching aids like OHP, LCD projector (2nos.), Handy cam etc. It has
got five computers having internet connectivity.
Activities :
Anthropology department regularly organizes guest lectures, talks etc. on various anthropological issues
by renowned scholars, and get-together of anthropologists of this region. The faculties of this department
offer career counseling to students from time to time. The department organizes exposure visit and
field visit for students to various places of anthropological interest in India. Since 2011, the department
has been organizing a memorial lecture in memory of Prof. Bhuban Mohan Das, renowned anthropologist
of international fame, under the banner of ‘ Prof. Bhuban Mohan Das Memorial Trust’. Anthropology
department annually brings out its wall magazine named ‘Charachar’
A collection of rare and important books and journals of Anthropology belonging to the personal library
of internationally reputed Anthropologist Prof. B.M. Das, was donated to the seminar library of the
department by his wife Dr Manjumala Das on 22nd Jan, 2014 on the occasion of 6th death anniversary
of Prof. Das. This collection of books & journals numbering five hundred is a recent asset of the department.

The Department of Arabic and Persian was started in Cotton College from the very inception of the College
in 1901. Prof. Maulavi Abu Nasr Muhammad Waheed was the founder Head of Department who taught
all the three languages – Arabic, Persian and Urdu. This department has been playing a vital role in the
expansion of the higher qualitative education in the field of Perso-Arabic literature in the NE region in
general and Assam in particular. Initially Calcutta University accorded affiliation to Intermediate Course in
Arabic, Persian and Urdu in 1907. In the year 1909, the University extended affiliation to B.A. (Pass)
Course in Arabic and Persian. Affiliation to Honours (now called ‘Core’) Course was granted to Persian in
1924 by Calcutta University and subsequently to Arabic in 1966 by Gauhati University. The Post-Graduate
Courses in Arabic and Persian under Gauhati University was started in this department in 1992. The
department has also the provision of teaching in Urdu (Hindustani Language as MIL)

Assamese, as a vernacular language subject at college level was first recognized by Calcutta University
in 1907 as per the recommendation of the then Vice-Chancellor of the University, Prof. Ashutosh Mukherjee.
From the year 1909 onwards, Assamese has been taught in the Degree level. During those initial years,
Assamese was attached to Sanskrit department of the College and the teaching of Assamese was
entrusted to a graduate teacher of the Collegiate School, Guwahati who took it up in addition to his own
duties. In 1913, Prof. Satyanath Bora was appointed as a part-time teacher to teach Assamese. He was
succeeded by Prof. Uma Kanta Goswami in 1924. A full-time teacher post in Assamese was created in
1927 and Prof. Goswami was appointed in this post. Assamese as a second language subject at degree
level was introduced in 1939. In 1943, the Department of Assamese was established as an independent
department and Prof. Dibakar Goswami was appointed as the first Head of the Department. In 1979, PG
course in Assamese was introduced in this department under Gauhati University.

Activities :
Assamese department has the credit of already publishing as many as eight books on various subjects.
It has been organizing a series of Memorial Lectures annually since 2005 in memory of Dr. Hemanta
Kumar Sharma, a former Professor of the department. From the year 2009, the department has started
felicitating the students of Cotton College who secure highest marks in Assamese in HS, B.A. and M.A.
examinations with Dr Hemanta Kumar Sharma Memorial Award. Under the banner of ‘Asomiya Alochana
Chakra’, the department organizes seminars, lectures and other literary programmes from time to time.
In 2014-15, ‘Asomiya Alochona Chakra’ celebrated its glorious golden jubilee with a year long programme.
On this occasion, seminar on literature, language, culture, Ex-teachers-Students meet, cultural programme
etc. were organized. A souvenir named ‘Swarnalipika’ was also published during the concluding ceremony
of the year long programme. Moreover, Assamese department organizes academic and cultural tours
occasionally for the students of the department. The department also annually brings out its wall magazine
named “Writue-Writue”.

The teaching of Bengali language in Cotton College started in the year 1907-08 and in the same year a
hand written Bengali magazine entitled ‘ARUN’ was published by the Bengali students. Initially there was
not a separate Department of Bengali and it was run under the supervision of Sanskrit department of the
college. The teachers of Sanskrit department took classes of Bengali too. Prof. Ram Lal Kanjilal, who
joined in Sanskrit department in 1910, was officially given the additional responsibility of teaching
Bengali besides Sanskrit. It is worth mentioning that the study and teaching of Bengali language in Assam
was started from this Bengali department of Cotton College. Prof. A.T. Biswas, who joined in 1927, was
the first full time teacher in Bengali. In 1945, Bengali department got the status of an independent
department and Prof. Jatindra Mohan Bhattacharjee was the first Head of the Department. PG course
was introduced in Bengali department in 1992.

Bengali department regularly organizes literary talks and Kavi Sammelan. The department has an
association called “Banga-Bhasa-sahitya-Sanskriti Parishad”. The Parishad publishes one magazine
for students named ‘Sankranti’ and the century old research journal of the department named ‘ARUN’
every year. Moreover, three books have already been published by the Parishad (Luit Parer Gatha, Simanta
Prahari and Bijni Ranbansha). Bengali department annually brings out its wall magazine named “Udayan”.

The Department of Biotechnology was established in the year 2008. The B.Sc. Biotechnology courses
was introduced in the college from the academic session of 2008-09. This course was started in the
department as a self financing 3 year (six semesters) degree course, which was earlier affiliated to
Gauhati University. Since 2013, the course has been running under Cotton College State University as per
the rules and regulation framed by the same university. The department is functioning with three full time
faculties in addition to the in-house faculty pool from different allied departments. Biotechnology
department received financial assistance from the UGC in 2008-09 under the scheme Rejuvenation of
Basic Scientific Research in Indian Universities/PG Colleges. Recently the department received some
laboratory facilities under FIST Programme of DST, Govt. Of India.The department of Biotechnology has a
society called ‘Cotton College Biotechnological Society’ formed in the 2010 with an objective to
promote and popularize biotechnological studies among students.

The department is fully equipped with an independent Microbiology Laboratory and Tissue Culture
Laboratory. The general laboratory and two above mentioned laboratories have altogether 66 apparatus/
equipment to cater the needs of UG students. The department has one seminar library with around 150
books. The department houses the Bioinformatics facility centre as well as the Institutional Biotechnology
Hub. Internet facility is available in the department. An animal House is available in the department for
rearing of animals for research and students’ project works. The department also has a Solar Power
System to generate solar power. It also has a permanent mushroom demonstration unit for the use of
students, farmers and etrepreneurs.

The Department of Botany was established in Cotton College in 1927. It was the first Botany department
in the entire NE Region and Prof. Atul Chandra Dutta was its founder Head. The first year I.Sc. Class in
Botany was started on 22nd July, 1927 in a small corner of the old Physics Laboratory (presently Bhuban
Ram Das Bhawan) with a batch of 47 students. On 4th March, 1935, the department was shifted to its
new premises and till today it is functioning from there. 25th October 1936 was a remarkable day for the
department as Sir Jagdish Chandra Bose paid a visit to the department. In 1941, the department got
affiliation to start B.Sc. course in Botany. The PG course in Botany under Gauhati University was introduced
in this department in 1974. The Laboratories of the department have been recognized by Gauhati University
for carrying out Ph.D. research. Botany department has been receiving financial assistance from the UGC
since 2008-09 under the scheme ‘Rejuvenation of Basic Scientific Research in Indian Universities/PG
Colleges’.

Since 2000, the department has been organizing Prof. A.C. Dutta Memorial Lecture annually in memory of
Late Prof. Atul Chandra Dutta, the great legendary teacher and the founder Head of Botany department. Prof.

on the students who secure highest mark in Biology in HS

(Final) examination under AHSEC and 1 rank in Botany (Major) in TDC (Final) examination under Gauhati
University and also conferred to the Botany (Major) topper among the students of Cotton College since
2001. Some teachers of the department have developed a low cost module to study microorganisms at
school level in collaboration with the Assam Science, Technology and Environment Council and with financial
support from RVPSP, DST, Govt. of India. The DST has enlisted this kit as one of the major achievements of

observe and learn Microorganisms’ since 2005. Since 2006, Botanical Hobby Centre has also been
participating every year in the National Environment Awareness Campaign (NEAC) of the Ministry of
Environment & Forest, Govt. of India. In 2011, Botany department successfully organized the UGC sponsored
National Seminar on ‘Plant Resource Management and Conservation Strategies in NE India’. Department
also successfully organised the Annual Technical Session of Assam Science Society in the year 2014.

The Department of Chemistry, Cotton College was among the first few departments those were started in the
year 1901. Since its inception, this department has been functioning from the original 115 years old first
building of Cotton College. In order to cater the need of increasing number of students, in 2001 an additional
building was constructed by the side of the old building, which was named Harish Chandra Goswami
Bhawan. The B.Sc. Honours (now called ‘Major’) Course in Chemistry was introduced in 1913-14 under
Calcutta University. The Post-Graduate Course in the department under Gauhati University was started in 1974.
The Laboratories of the department have been recognized by Gauhati University for carrying out Ph.D. research
in 1998. Chemistry department received financial assistance from DST, Govt. of India under its ‘Fund for
Infrastructure Development in Science & Technology in Higher Educational Institution (FIST)’ programme.
The department has also been receiving financial assistance from the UGC since 2008-09 under the scheme
‘Rejuvenation of Basic Scientific Research in Indian Universities/PG Colleges’.

The department has one Seminar Library with about 1800 books and 6 research journals; 14 Laboratories
for students & research scholars, and is well equipped with modern audio-visual teaching aids like
seminar halls with LCD projectors, smart class room etc. It has got a separate Computer Room with 12
computers having internet connectivity. Chemistry department has an Instrumentation Room equipped
with UV-Vis Spectrophotometer, IR Spectrophotometer, Nephelometer, Flame Photometer and Cyclic
Voltameter.
Activities :
Chemistry department regularly organizes workshops, guest lectures, scientific talks etc. Since 2006, it
has organized two National level Workshops, one on ‘Computers in Chemistry’, sponsored by UGC and
another on ‘Green Chemistry’, sponsored by DST. A number of research and innovative projects have
been carried out by the faculty members of this department on useful fields such as utilization of sericulture
waste, development of water and soil testing kit, exploration of medicinal plants for antifertility drugs etc.
The department has been organizing a series of Memorial Lecture annually since 2005 in memory of Late
Soumendralal Mukherjee, an eminent Scientist. Since the year 2005, Prof. Jadulal Mukherjee Memorial
Awards, in memory of Late Prof. Jadulal Mukherjee, former Head of the Department, have been conferred
on the students who secure highest marks in Chemistry in HS (Final) examination and 1st rank holder in
Chemistry (Major) in B.Sc. (final) examination among the students of Cotton College. The department
under the banner of the ‘Cotton College Chemical Society’ publishes an annual magazine entitled
‘Molecule’, and regularly organizes seminars, workshops, quiz competitions, exhibitions & science
popularization programme. The Society has also released an educational CD ‘The Magic World of
Chemistry’. Chemistry department has formed an Alumni Association comprising of the past and present
students. The association gives awards to the best performers among the present students and also
supports those who wish to go to other institutes for higher studies. The department also brings out its
wall magazine named “The Clarion” annually, which includes, in addition to the regular features and
creative writings, glimpses of scientific discoveries and new inventions. The department celebrated the
“International year of Chemistry 2011” by organising a National Seminer entitled “Frontier Area of research
in Chemistry”.

The Cotton College Computer & IT Education Center inaugurated on 30 July, 2003 is located at the first
floor of the Students’ Day Home of the college premise initially. The North Eastern Council, Shillong, had
funded the Center. In the year 2004, this Center was upgraded to a full-fledged department with the
appointment of one regular faculty. In 2006, B.Sc. (Major) course in Computer Science was introduced in
the department. Computer Science & IT department has also been receiving financial assistance from

The Department of Computer Science & IT has three state of art computer laboratories with 100
computers, having round the clock internet connectivity. The department is also having a well equipped
digital laboratory with 17 numbers of microprocessor kits. The department also has two digital multimedia
projectors as well as smart class room for carrying out various student activities like class seminar,
project presentation, lectures by faculty members, and resource persons from Industries, universities
and IITs. The department has a Seminar Library for the use of students.
Activities:
Department of Computer Science & IT performs various activities. The department regularly conducts
the following activities:

Arranging Guest lectures by resource persons from reputed institutions.

The department brings out a wall magazine, ‘Bytes’ with the collective efforts of the students and
teachers of the department.

Field trips are arranged for the BCA as well as B.Sc. students as a part of their syllabus.

Special remedial classes are arranged by the teachers for the students from time to time.

Career counseling is given to the students on regular basis.

The department actively takes part in the process of campus recruitment done through the
Placement Cell of the college. In the session 2015-16, IT gaint “WIPRO” has recruited 19 nos of UG
(BCA and B.Sc. Computer science) students from the department

Students with excellent performance are especially awarded by the department. Moreover, Students
having 100% attendance are also awarded special certificates by the Cotton College Computer
Science Society (CCCSS).

Reconnizing the importance of research and development in the area of software development
and for creation of highly qualified manpower in this field, the deparment has had an industrial tieup with rediff.com for student projects in 5th and 6th semesters since the year 2015 onwards.

The Department of English has been an integral part of Cotton College since 1901, the year the college
itself came into being. For more than a century now it has been playing a pivotal role in contributing to the
academic and cultural life of the entire northeastern region of the country. Prof. F.W. Südmersen, founder
Principal of Cotton College also taught English initially for two years. Prof. Narendranath Roy, who joined
the college in 1903, was the first full time teacher of the department. From the session 1913-14,
Honours (now called ‘Major’) Course in English was introduced under Calcutta University. An M.A. course
in English (Group-A) under Calcutta University was introduced in Cotton College in 1914 marking the
beginning of Post-Graduate education in Assam. However, with the close of the session 1932-33, the
M.A. classes in English were abolished due to economic depression. But PG classes in English were reintroduced in 1979 under the Gauhati University. Currently all classes are being conducted under Cotton
College State University.

Language Laboratory established in the college with a fund provided by the University Grants Commission
under CPE Scheme to facilitate the learning of the English and other languages so that the students can
develop effective communication skills in these languages.
Activities :
The English department organizes workshops, guest lectures, talks etc. regularly. The department
publishes a departmental journal entitled ‘Negotiations’ and another student journal entitled ‘Voices’.
The literary association beginning with the erstwhile “Shakespeare Society” and “English Association”
have for several years now held activities in theatre, film and cultural fields bringing together academics,
students, activists and researchers from time to time. Recently scholars from the US and academics
from South Asia as well as from campuses across the country, have delivered special lectures and
conducted workshops on various literary subjects and genres. The Department is also distinguised for
producing students who have also earned top positions in the civil services examinations in recent
years. The Department organised a National Seminar on ‘Reading the Ramayana: Text and Context’ in
Fabruary, 2014.

The Department of Geography was established in the year 1959. On 19th August, 1959, the department
was started with ‘Commercial Geography’ as one of the subjects of Pre-University (PU) Course. Prof. Tirtha
Nath Borkataky was the founder Head and the lone faculty in the department till the opening of the
degree course. This department was upgraded to a Degree Department in the year 1961 and in 1962,
Honours (now Major) Course was started. The subject was taught in both Arts & Science streams. From
the session 1984-85, PG Course was started under Gauhati University. The Laboratories of the department
have been recognized by Gauhati University for carrying out Ph.D. research. 19 scholars have already got
Ph.D. degree working in the department and presently, there are 39 registered Ph.D. scholars in this
department. Geography department has received the financial assistance from DST, Govt. of India under

The department has one Seminar Library with 1091 books and 4 Laboratories including one Remote
Sensing & GIS Laboratory with 18 computers and one Server having up-to-date GIS & Image Processing
software as well as internet connectivity, 1 plotter, 3 scanners and 4 GPS. Geography department is well
equipped with modern audio-visual teaching aids like OHP, LCD projector etc. It has got photocopying
facility too. The Disaster Awareness Unit of the department generates awareness through extension
activities for the schools, colleges and community at large.
Activities :
Geography department regularly organizes guest lectures, talks etc. by renowned speakers of National as
well as International repute. The department under the banner of the ‘Cotton College Geographic Forum’
regularly organizes Seminar and Quiz competition for college students in collaboration with Assam Remote
Sensing Application Centre. The department has organized one AHSEC sponsored Refresher Course in
Geography for HS and Junior College teachers. The 52nd Annual Technical Session of Assam Science
Society was held in this department in 2007. In 2009, a UGC sponsored National Seminar on ‘Changing
Face of Geography and Challenges Ahead’ was organized by the department. In 2010, an IGU Commission
International Seminar on ‘Land Use, Bio-diversity and Climate Change’ has sucessfully been organized by
the department. Geography department also brings out its wall magazine named “Dharitri” annually.

Geology department of Cotton College was established in the year 1959 as an Undergraduate Department
under Gauhati University. Prof. Hare Krishna Gayan was the founder Head of the Department. Initially the
department was opened in a small outhouse belonging to Zoology department, Cotton College. It was
later shifted to the present Anthropology department of Cotton College for a short period and was finally
shifted to the first floor of the Union Hall (now called Kalaguru Bishnuprasad Rabha Prekhhagriha) where
it now occupies almost the entire building except the auditorium. At the initial stage, only B.Sc. (General)
course was offered by this department. In the year 1963, B.Sc. (Honours) [now called ‘Major’] course was
introduced in this department while the department attained the Post-Graduate status in 1986 under
Gauhati University. Geology department has received the financial assistance from DST, Govt. of India
under its ‘Fund for Infrastructure Development in Science & Technology in Higher Educational Institution
(FIST)’ programme. The department has also been receiving financial assistance from the UGC since
2009-10 under the scheme ‘Rejuvenation of Basic Scientific Research in Indian Universities/PG
Colleges’. The laboratories of the department has been recognized by Gauhati University for carrying out
Ph.D. research.

Geology department regularly organizes guest lectures, talks etc. by renowned speakers. Since 2004, the
department has been organizing a series of Memorial Lecture annually in memory of Late Dr Nalin Ch.
Baruah, a former teacher of the Department. Since the year 2006, Dr Pabindranath Datta Memorial gold
medal, in memory of Late Dr Pabindranath Datta, a former teacher of the department, has been awarded to
the student who secures 1st rank in Geology (Major/Core) in B.Sc. (final) examination. From the year 2011,
Dr Pabindranath Datta Memorial silver medal has also been awarded to the student of Cotton College
having Geology (Major/Core), who secures highest aggregate marks in subsidiary subjects in B.Sc. (Final)
examination. Since the year 2015, students of the department started organizing one day long geo-fest
named ‘Dematrix’. The department under the banner of the ‘Cotton College Geology Club’ regularly organizes
exposure trips for students. Geology department also brings out its wall magazine named “Prabah” annually.

Hindi writers of modern period. It has got one computer having internet connectivity. Hindi Department is
a part of the multimedia Language Laboratory established in the college with a fund provided by the
University Grants Commission under CPE Scheme to facilitate the learning of Hindi language besides
some other languages so that the students can develop effective communication skills in these languages.
Activities :
Hindi department regularly organizes guest lectures, talks etc. on literary issues by well known speakers.
In 2006, the department has organized one National level Seminar cum Kavi Sanmelan in collaboration
with the Sahitya Academy, New Delhi. The department under the banner of the ‘Cotton College Hindi
Sahitya Samiti’ has published two volumes of the departmental annual journal entitled ‘Ankur’. It also

The Department of History, Cotton College synchronizes its existence with the establishment of Cotton
College itself in 1901. Since then the department has been associated with the noble task of imparting
education in its own discipline and has shown exemplary performance both in teaching and research.
Prof. Paresh Nath Lahiri was the first teacher of this department who taught History besides Sanskrit. At
the initial stage, only HS and B.A. (Pass) courses were offered by this department. From the session 191314, B.A. (Honours) [now called ‘Major’] course was introduced in this department under Calcutta University

Activities :
From time to time the department takes students to the Assam State Archives to familiarise them with
primary sources for their Projects and Dissertations. The department organises field trips for students in
and around various archaeological and historical sites such as Ambari Excavation site, Assam State
Museum, Department of Historical and Antiquarian Studies etc. It has also been conducting talks delivered
by eminent scholars on various topics pertaining to history. Moreover, historical films are shown to
students to kindle their interest in the subject. History department has been holding Dr Lakshmi Devi
Memorial Lecture annually.

The Department of Mathematics was started in Cotton College from the very inception of the College in
the year 1901. Prof. Indu Bhusan Brahmachary, an eminent scholar was the founder Head of this
Department. Initially, the subject was taught in the Intermediate level and in the year 1910, Calcutta
University accorded affiliation to the department to teach Mathematics at Degree level. From the session
1913-14, Honours (now called ‘Major’) Course in Mathematics was introduced under Calcutta University.
The Post-Graduate Course in this department under Gauhati University was started in 1974. Mathematics
department has received the financial assistance from DST, Govt. of India under its ‘Fund for Infrastructure

The Department of Philosophy, Cotton College is one among the few departments with which Cotton
College started functioning in the year 1901. Prof. Indu Bhusan Brahmachari was the first teacher of the
department who taught both logic and Mathematics. This department has the distinction of being one
among the first six departments of Cotton College that offered Honours course in the B.A. Class from the
session 1913-14 under Calcutta University. The department has been teaching Post-Graduate classes
since the session 1992-93 under Gauhati University. At present post-graduate classes under CCSU are
also taught by the faculty members of the department.

connectivity. It also has a collection of e-books covering various philosophical disciplines.
Activities :
Guest lectures, talks etc. are organized in the department on a regular basis. Several talks on topics of
philosophical importance have been organized by the department. The department has so far conducted
two fifteen-day long Refresher Courses for the subject teachers of Logic and Philosophy in the HS Schools
and Junior Colleges in the years 1999 and 2000 in collaboration with AHSEC. In 2010, the department
has organized two National level seminars, one sponsored by ICPR and another in collaboration with
the Centre for studies in Civilization, New Delhi. A UGC sponsored national seminar on Trends in Analytic
philosophy was organised by the department in April, 2013. The department, under the banner of the
‘Philosophical Forum’ brings out a wall magazine named “Darshan Jyoti” regularly. Dr Jagadish Patgiri,
Associate Professor of the department regularly brings out the journal named ‘Manavayatan’.

The Department of Physics, Cotton College was one of the few departments with which Cotton College
started its epic journey in 1901. Also, one of the first five founder teachers of Cotton College,
Prof. Chunilal De belonged to this department. Physics classes during the initial years were held in the
Assam type building which presently houses the Chemistry department of the College. In the year 1909,
the department was shifted to Bhuban Ram Das Bhawan (formerly Old Curzon Hall). In 1958, Physics
department was shifted to its present building. It was the first department in Cotton College where Post
Graduate course was introduced under Gauhati University in 1969. The department of physics is the
pioneer in the field of research in this part of the country. Stalwarts like Dr H.C. Bhuyan, Dr S.M. Mali,
Dr P. Shyam, Dr G.C. Deka, Dr K.D. Krori - all carried out their research works in this department. Dr K.M.
Pathak, former Vice-Chancellor of Tezpur University was a scholar of the department and who later
became the first recipient of the Ph. D. degree from Gauhati University. Physics department has received
the financial assistance from DST. Govt. of India under its “Fund for Infrastructure Development in
Science & Technology in Higher Educational Institution (FIST) programme”. The department has also
been receiving financial assistance from the UGC since 2008-09 under the scheme ‘Rejuvenation of

Activities :
Physics department organizes student seminars, guest lectures and workshops at regular intervals. The
umbrella society for such activities is the ‘Physical Society of Cotton College’. The Physical Society is an
organization of the faculty of the department and B.Sc. students, who offer Physics as their Core subject.
Some recent activities of the department are :
 Year 2015 marks the hundred years of one of the greatest moments in the history of science: The
birth of Albert Einstein’s General Theory of Relativity. Department of Physics, Cotton College celebrated
the centenary year of this event with almost a year long programme starting in November 2015 and
ending in March, 2016.
 The Department of Physics and Interdisciplinary Climate Research Centre (ICRC), Cotton College
hosted the 1st International Conference on Climate Science on the theme “Frontiers of Climate Research
to Enhance Cooperation of Climate Information and Services for Sustainable Development Planning in
North East India” on 7th and 8th March, 2016 in Sudmersen Hall, Cotton College.
 The Department of Physics, Cotton College in association with the SPIE, IITG Student Chapter organized
a day long optics outreach programme on “Feel the Light” on 6th February, 2016 in Sudmersen Hall,
Cotton College.
Interdisciplinary Climate Research Centre (ICRC) : The ICRC is housed in Physics department. The
mission of ICRC is to increase scientific and public understanding of the causes and impacts of climate
change through fundamental research, effective education and outreach. The Centre integrates and
leverages key collaborations in area of climate change research, which is inherently multidisciplinary.
Instruments Development and Service Center (IDSC) : The IDSC is a joint project of the Department of
Physics, Cotton College and the Assam Science Technology & Environment Council (ASTEC) and is housed
in the department. The Centre designes and fabricates low cost laboratory equipments and laboratory
kits. As the name suggests, it specializes in servicing of laboratory equipments.

The Department of Political Science was established as an independent department of Cotton College in
the year 1962. Initially, it was the part of an umbrella department known as the Department of Economics,
Political Science and Civics. Prof. Ashraf Ali became the first Head of the Department when it came to be
recognized as an independent department. The department attained Post-Graduate status from the
session 1985-86 under Gauhati University.



The Department of Sanskrit, Cotton College is one among the few departments with which Cotton College
started functioning in the year 1901. Prof. Paresh Nath Lahiri was the first Head of the Department. During
1907-08, the subjects Assamese and Bengali were taught as separate subjects in this department and
the teachers of this department took classes of Bengali also. The department has the distinction of being
one among the first six departments of Cotton College that offered Honours course (now called ‘Major) in
the B.A. classes from the session 1913-14 under Calcutta University. The Post-Graduate Course in the
department under Gauhati University was started in 1992.




The Department of Statistics was established in the year 1954. The Major or Core Courses (then called
‘Honours’) in Statistics was started In 1955. The Post-Graduate Course (under Gauhati University) was
introduced in the department from the academic session 1986-87. The department takes pride in its
students and has produced many ‘Best Science Graduates’ of Gauhati University over the years. Statistics
department has received the financial assistance from DST, Govt. of India under its ‘Fund for Infrastructure
Development in Science & Technology in Higher Educational Institution (FIST)’ programme. The

Statistics department under the banner of the ‘Cotton College Statistical Society’ regularly organizes

In the recent past, the department in collaboration with Applied Statistics Unit, ISI, Kolkata organized a
workshop for North Eastern region on “An Introduction to categorical Data Analysis and Survival Analysis
with Applications” in Feb, 2013; a talk on ‘Time Series Analysis’ by eminent Statistician Prof. Tata Subba
Rao, University of Manchester, U.K., in Feb, 2015 and a workshop on ‘Application of Elementary Probability

Zoology department of Cotton College was started in May, 1940 by introducing the subject in I.Sc. class.
Dr. K. N. Sarma was the founder Head of the Department. In Graduate level, the subject was introduced as
Pass Course in B.Sc. in 1942. The Honours (now called ‘Major’/’Core’) Course of Zoology in B.Sc. was
introduced in 1953. The Post-Graduate Course under Gauhati University, was started since 1974. The
Laboratories of the department have been recognized by Gauhati University for carrying out Ph.D. research
and 41 scholars have already got Ph.D. degree working in the department. Zoology department has
received the financial assistance from DST, Govt. of India under its ‘Fund for Infrastructure Development

Zoology Department regularly holds seminars, workshops, guest lectures, scientific talk etc. under
the banner of ‘Zoological Society of Cotton College (ZSCC)’. The ZSCC is an academic body

session 2010-2012, an International Seminar was organized by the department on ‘Bioresources &
Human Sustenance’. Besides these, the department has been organizing national seminars, popular

where students are given exposure to various kinds of academic as well as co-curricular activities

The one year Advanced Diploma in Mass Communication & Journalism (ADMJ) course was initially
conducted by the Entrepreneurship Development Cell (EDC), Cotton College under the banner of the
Media and Communication Study Center (MCSC) since 2005. In 2007, Department of Science &
Technology, Govt. of India sanctioned a Science Communication Project to Cotton College for five years to
introduce ‘Science Communication’ as a special paper in ADMJ Course. In August, 2008, the MCSC was
renamed as the ‘Center for Mass Communication and Journalism (CMCJ)’ and from January, 2008, the
ADMJ course is being conducted by the CMCJ at EDC. The centre was reamed as ‘Dr Bhupen Hazarika
Centre for Mass Communication & Journalism (BCMJ)’ in 2014.

Activities :
Dr Bhupen Hazarika Centre for Mass Communication & Journalism regularly organizes guest lectures, talks
etc. by renowned speakers on various topics. It offers career counseling as well as internship to students. The
students of the Centre regularly publish its Laboratory Journal entitled ‘Amar Mot’ & ‘Our View Point’ and
Video Magazine entitled ‘Dapon’ & ‘The Mirror’. Students are taken for exposure trips as well as field visits to
various places in India. They also perform street plays on various burning socio-economic issues. Since the
year 2014, students of the Centre has been organizing one day media festivel named ‘Confluence’. The
students of BCMJ bi-annually bring out a wall magazine.

History :
The Bioinformatics Infrastructure Facility (BIF) Center is established in the Cotton College in June, 2008
with the financial support from the Department of Biotechnology, Govt. of India, New Delhi. The objective
of the Centre is to provide infrastructural facility for utilization of Bioinformatics for understanding, study
and development of Life science and different branches of Biological science. The target area for providing
service is the in-house as well as outside and guest students, faculty and research scholars of Biological
and allied branches of science.
Facilities :
The Center is equipped with two high capacity Broadband independent servers and connected
simultaneously with both BSNL high-speed Broadband Internet connections as well as the Cotton College
website and is routed to ten independent PC terminals accessible to individual users either independently
or as batch activity. The setup is capable of functioning twenty four hours a day and is backed up with
uninterrupted servo stabilized power supply system.
Activities :
Along with the primary function of providing Bioinformatics Infrastructure Facility, the Center also holds
periodical workshops and training programmes for sensitization and exposure to Bioinformatics tools
and sites to the interested newcomers in this field as well as holding and organizing advanced training
schedules with interactive participation of National and Regional resource persons and practicing

The Institutional Biotech Hubs (IBT Hubs) was established in the Cotton College in October 2010 with the
financial support from the Department of Biotechnology, Govt. of India, New Delhi. The center is located
in the Department of Biotechnology of Cotton College. The centre is equipped with all necessary tools of
Molecular Biology. The objective of the centre is to provide infrastructural facility for utilization of tools of
Molecular Biology for understanding, study and development of life science and different branchs of
Biological Science. The setup is capable of functioning 24 hours a day and is backed up with uninterrrrupted
power supply system.

Co-Curricular & Extension Services
1. Internal Quality Assurance Cell ( IQAC)
The Internal Quality Assurance Cell (IQAC) has been set up in order to trigger action plans for quality
enhancement and quality sustenance of the institute. Accordingly the cell has been making untiring efforts
to motivate and guide the students, teachers and non-teaching staff of the college to achieve quality
excellence. Some of the most important quality events taken up by the IQAC are the introduction of Student
Feedback System and Extension Education Services in various forms benefiting the students of the college
as well as the society. The IQAC also publishes regularly a bimonthly bulletin entitled ‘Events’, which contains
all the happenings of the college mostly relating to the academic matters and achievements of students,
teachers and the office staff. This bulletin is also available online in the Cotton College website. From the
year 2008, the IQAC has been maintaining a Central Facility Center for extending technical support to the
students, teachers and staff of the college for modern teaching-learning system. Further, the IQAC has set up
a Computer Center in 2009 to provide internet facilities to the students, research scholars, teachers and
staff of the college.
2. Placement Cell
Cotton College has a Placement Cell, run by a group of teachers of the college. A large number of companies
conduct campus recruitment drives in the college. The companies that have visited the college campus
include State Bank of India, Cognizant Technology Solutions, Tata Consultancy Services, IBM-Daksh, Federal
Bank, South Indian Bank, HSBC Bank, Wipro Technologies, Infosys, HCL, Reliance Retail Ltd., SBI Life
Insurance and Vedanta Aluminium etc. A good number of students are recruited each year by these
companies.
3. Career & Counseling Cell
In the 11th Plan grant to Cotton College, the UGC provided financial assistance to set up a Career &
Counseling Cell. In 2010, the cell was set up and it regularly organizes several counseling programmes for
the students.
4. The Peace Station
Cotton College recognizes the importance of emotional well-being along with the need to excel in academics.
Keeping this end in view, it started the ‘Peace station’ in February 2013–a counseling centre where a
professionally trained counselor meets students, staff and teachers of the college every Tuesday and offers
free one on one confidential counseling. Peace station also organizes talks on diverse issues relating to
emotional health. It plans to widen its scope in future and, if feasible, begin counseling sessions on parenting
issues too.
5. Cotton College Research Council
Cotton College Research Council was set up in the centenary year of the college, 2001. The Principal is the
ex-officio Chairperson of the Council and the other office bearers are nominated by the Principal. It has a
mission and a vision of nurturing, encouraging and flourishing research activities in the college by organizing
seminars, workshops, conferences etc. It brings out an annual publication entitled “RJCC - Research
Journal of Contemporary Concern”, which is devoted to publishing refereed papers covering original research
work with contemporary relevance in the fields of both sciences and humanities. The papers submitted to
the journal are reviewed by a group of experts in the relevant fields and as per comments of the referees, the
editorial board takes decision for publication. Contribution of articles is not restricted to the college alone.
6. Entrepreneurship Development Cell (EDC)
Entrepreneurship Development Cell (EDC), Cotton College was set up in 2003 with financial grant from
NSTEDB, DST, Govt. of India. It is worth mentioning that Cotton College is the first non-technical college in the
entire country, where DST has set up such a Cell. Today, it is the only Govt. of India recognized EDC in the
entire State of Assam. Its primary aim and objective is to foster as well as promote entrepreneurial mind
set and culture among the students and unemployed educated youth of this part of the country. EDC is well
equipped with (a) Computer facility (17 PCs) with internet connectivity, (b) Video photography and editing
facility, (c) Digital Audio studio, (d) Library facility, (e) Class Rooms with all the modern projection facility and

(f) Photostat facility. In 2004, the Media and Communication Study Center was set up at EDC, which was
instrumental in starting the one year professional course viz. Advanced Diploma in Mass Communication &
Journalism (ADMJ). Presently also this course is being held at EDC and is run by Dr Bhupen Hazarika Center
for Mass Communication & Journalism (BCMJ), formed by the Cotton College Authority. Till date, EDC has
organized 8 Entrepreneurship Awareness Programmes (EAP), 8 Entrepreneurship Development Programmes
(EDP), 5 Technology based Entrepreneurship Development Programmes (TEDP) and 2 Skill Development
Training Programmes. EDC has also organized a UGC (CPE) sponsored Skill Development Workshop on four
trades. In 2010, EDC introduced career oriented skill development certificate course on ‘Video Production
and Editing’ with financial support from UGC, New Delhi in respect to the UGC scheme of ‘Introduction of
Career Oriented Courses in Colleges/Universities’. Already 9 batches of students successfully completed

7. Foreign Language Programme Unit
A Foreign Language Programme Unit was set up at Entrepreneurship Development Cell, Cotton College to
impart self-financing Certificate courses in Foreign languages. Presently six month Certificate and Advanced
Certificate courses in French and German languages are being conducted at this unit.
8. Language Laboratory
A multimedia Language Laboratory funded by the University Grants Commission under CPE Scheme has
been established in the college to facilitate the learning of Arabic, Assamese, Bengali, Bodo, English, Hindi,
Persian and Sanskrit so that the students can develop effective communication skills in anyone of these
languages. The prime objective of the Language Laboratory is to facilitate efficient teacher-student interaction
to teach and correct phonetic accents to be effectively used for an effective inter-personal communication
in the target language. The Laboratory will help the learners to learn any language very easily with audio and
video and the Language Departments of the college have been preparing a number of courses to be
imparted with the help of the facilities available in the Language Laboratory. Clarity software incorporating
language platforms for the teachers and the students have been installed to facilitate language learning.
9. Central Instrumentation Centre (CIC)
A Central Instrumentation Centre (CIC) has been established in Cotton College in 2010. As a beginning, CIC
has acquired an Atomic Absorption Spectrophotometer (Model : AA 240, Make : Varian VB, the Netherlands)
using a part of the grant provided by the UGC under the scheme ‘Rejuvenation of Basic Scientific Research
in Indian Universities/PG Colleges’. It will be used by the departments of Botany, Chemistry, Geology, Physics
and Zoology for various experimental works. In near future, CIC plans to procure (1) Scanning Electron
Microscope (SEM), (2) Vacuum Evaporation Unit (Coating) with accessories, (3) XRD, (4) XRF, (5) Differential
Global Positioning System (DGPS), (6) Total Station, (7) 42 inch Coloured Scanner, (8) Astronomical Telescope
(Compound Telescope), (9) High Speed Refrigerated Centrifuge (10) Automatic Weather stations, (11) UVVIS-NIR Spectrophotometer, (12) Fluorescent Spectrophotometer, (13) HPLC, (14) Monochromator, (15)
Fibre optics tool kit, (16) Ultra Probe Sonicator, (17) High Performance Computational System etc. Moreover,
UGC has provided a grant to the College for Maintenance of this Centre under the scheme ‘Instrumentation
Maintenance Facility (IMF)’.
10. Cotton College Womens’ Forum (CCWF)
The Cotton College Womens’ Forum aims at the advancement of women of the state of Assam in particular
and the women of the North-East in general. Various dimensions of women and children are the focus areas
of its activities. The forum is also carrying out research on women related issues of the North-East India.
CCWF has already undertaken some extension activities for underpriviledged children and women of remote
areas under the CPE scheme, sponsored by the UGC. The Forum publishes a journal named ‘Concerns and
Voices’, published annually dealing with women and children related issues.
11. Cotton College Social Responsibility Cell
Cotton College, which is one of the best educational institutions in the North-Eastern region of the country,
considers it to be its duty to serve and strengthen the society of which it is a part. In addition to providing the
students the state-of-the art equipments and specialized knowledge in the subjects of their choice, the
college has always been trying to inculcate in them a sense of social responsibility. Equipped with the active,
young and bright human resource, the college has constituted a ‘Social Responsibility Cell’ with
representatives from faculty, staff and students. The primary goals of the cell are - to prepare the students
to contribute positively to the community; to promote human values; to disseminate knowledge for the

benefit of the society and the environment and to work for the under-priviledged section of the society. The
cell organizes a number of outreach activities, such as conducting awareness camps, offering counseling
and remedial teaching for the weaker students, supplying educational stationeries to schools in the remote
and tribal dominated areas, providing relief during natural disasters etc. The cell has established tie-ups
with non-governmental organizations (NGOs) working in the areas of conservation of environment,
ecorestoration etc. to enable the interested members to undertake joint programmes. Moreover, the cell
has has constituted a women self-help group called JEUTI. The members of the group, mostly the unemployed
house wives of the college employees, are trained and offered with financial support to undertake income
generation activities such as meal box supply to offices, tailoring, weaving etc.
12. Study Centers for the Open University Courses
Cotton College has been conducting Open University courses under Open and Distance Learning System
from the session 2008-09. The Study Center of Krishna Kanta Handique State Open University (KKHSOU),
Guwahati was started from the month of February, 2008 with Bachelors’ Preparatory Course (BPP). Presently,
the Cotton College Study Centre of KKHSOU offers BCA, BMC and BA Courses in different subjects. It also
offers Post Graduate courses in Political Science, Assamese, English, Sociology and Social Work (MSW).
Moreover, a regular study centre of Indira Gandhi National Open University (IGNOU) has also been opened
at Cotton College in 2016 with M.A. courses in 10 subjects, Post Graduate Diploma courses in 3 subjects,
Diploma courses in 2 subjects, Certificate course in 1 subject as well as B.A./B.Sc./B.Com courses.

Scouts and Guides
Scouts and guides activity was introduced in Cotton College from the session (2002-03) in the wake of state
Government’s decision to make it compulsory for all educational institutions in the state. The “Cotton
College Ranger Team” is actively engaged in various community services.

NSS : Since 1982, NSS is functioning in Cotton College with a strength of 100 volunteers.
14. Student Aid Fund
In 1918, the Student Mutual Aid Fund was founded in Cotton College by Late Prof. L.N. Chatterjee, which was
later discontinued. The present day ‘Student Aid Fund’ was established in 1989 in order to provide some
financial assistance to students coming from economically weaker sections of the society. The Cotton
College Union Society donated a sum of ` 50,000/- to this Student Aid-Fund in the year 1988-89. This
amount has been kept in the Bank. The annual interest which is derived from this amount and the annual
collection of ` 100/- from each student is utilized for the purpose. The Aid-Fund Committee after taking into
consideration of all aspects determines the quantum of aid every year.
15. Blood donation
With the purpose of offering humanitarian service to the society, the Cotton College Union Society (CCUS)
has formed a “Voluntary Blood Donation Group” comprising Cottonians. The scheme came into effect from
4th December, 1991. Under this scheme, the Volunteers keep themselves ready to donate blood whenever
the need arises. However, the blood is provided only if the recipient fulfils the conditions formulated by the
Cotton College Union Society (CCUS).
16. Cotton College Woman Grievance Redressal Cell
Cotton College believes in gender equality & gender justice in all of its intervention & practices. Keeping
these principles in center, it is important to ensure an organizational climate is free from discrimination &
harassment with a particular focus on sexual harassment. For this Cotton College Woman Grievance Redressal
Cell (CCWDRC) is established in the college. The Cell is responsible for looking into any complaints filed by
students & staff about Woman Grievances at the college. The cell has been formed in accordance with the
University Grants Commission (Grievance Redressal) Regulations. Grievances Redressal cell is formed in
order to keep the healthy working atmosphere among the staff and students of Cotton College. To enlighten
the women students about their legal rights and to strive towards the empowerment of the women through
the promotion of gender amity and programmes concerning women welfare. To uphold the dignity of the
college by ensuring free atmosphere in the college by promoting cordial student to student relationship,
student to teacher relationship and staff to staff relations etc. This cell helps staff, students & parents to
record their complaints and solve their common problems and personal grievances. This cell makes every
effort to ensure that girls feel at home.

Societies, Associations and Forums
The Cotton College Union Society (CCUS) made humble beginning in the opening decades of the college. It is the
most comprehensive corporate body among the students of Cotton College. It is the General Body of the students of the
college whose membership is compulsory for every Cottonian. The office bearers of this Society are elected annually by
the Cottonians. The Principal is the ex-officio President of the Society. CCUS was first formed in 1919-20, and Late Tilak
Chandra Sarma was the first Student Secretary of the Society. However, in those initial years, office bearers of CCUS were
not elected, but selected by the college authority. The practice of election was started from the academic session 193435, and Late Pabitra Pran Changkakati was the first elected Student Secretary. From the academic session 1947-48,
the name of the post ‘Student Secretary’ was changed to ‘General Secretary’ and Sri Birendra Kr. Das was the first
General Secretary. From the academic session 1981-82, the post of Student Vice President was incorporated in this
Society. CCUS, although at the beginning, was only a literary society, at present; it has been playing
an important role in moulding the activities of the students in a manner calculated to build up
character and thus forming a filling supplement to the intellectual training received within the
class rooms. One of the most notable aspects of the year 1922, the first issue of “The Cotton
College Magazine” was published on 1st December, printed entirely in English under the editorship
of Prof. R. C. Goffin. In 1933, the name of the magazine was changed to the more euphonious
“Cottonian” and provision was made for student editors. Late Suresh Chandra Rajkhowa and
Late Maulvi Md. Raihan Shah were the first student editors (joint) of ‘Cottonian’.

The Cotton College Science Society (CCSS) was revived on 7 January, 2010 by some enthusiastic Cottonians with the
cooperation of the Principal and the faculties of the college. Its sole aim is to provide a common platform to all the
Cottonians to share and exhibit their scientific knowledge. The main objective of the Society is to disseminate scientific
knowledge by publishing magazines; holding symposia, seminars and discussions on original work, and on science
topics of public interest. As a part of its objectives, the Society publishes a monthly Science Bulletin and the first edition
of this bulletin was published on 21st January, 2010.
The Cotton College Teachers’ Association (CCTA) is the General Body of all the teachers of the College. Each and every
teacher of this college is the member of this Association. Office bearers of this Association are elected annually in the
general body meeting. For the current session, Dr Garima Kalita and Dr Arup Kumar Hazarika are respectively the
President and the Secretary of CCTA.
The Cotton College Karmachari Santha (CCKS) is the General Body of all the non-teaching staff members of the
College. Each and every non-teaching staff member of this college is the member of this Santha (Association). Office
bearers of this Association are elected annually in the general body meeting. For the session 2015-16, Sri Kamal Kumar
Goswami and Sri Chandradhar Das are respectively the President and the Secretary of the CCKS.
