Cart deliveries are scheduled in Sugar Creek on October 31st. Residents will receive the standard cart size of 95 gallon for garbage and 65 gallon for recycling unless you preordered a different size. Once you receive the new cart you can start using immediately or use your old cans until December 5th. For half the subdivision, pick-up days will change; howeve the schedule has not been finalized. Sugar Creek will continue with the off-curb service program. Containers must be placed in front of the garage. This service will be billed annually in your regular assessment. For most residents, the off-curb pickup remains an optional service. Please inform the SCHA office to indicate if you prefer not to receive off-curb pickup service. SUGAR CREEK GARDEN CLUB NEWS What a wonderful respite we have had this past week with the fantastic temperature drops and lower humidity. My water bill for this past summer looks like the national debt! Seriously, it is still hard to believe we have had no rain for such a long period of time and some say it will go on yet. We have been trying to curb our watering to the twice a week, evening schedule Sugar Land has asked homeowners to work on. The lawn still looks good except for a couple of brown patches and they are on the mend. I took out the summer left-overs and I’m beginning to think about plants for the fall. When the weather cools down a bit more I will put in some alyssum, pansies and snapdragons to name a few of the plants soon to be available. It is so nice to see the different colors and types of flowers that change with the seasons. The neighborhood yards look pretty good, all things considered. Hang in there with the rest of us, do a toe-tap or two for rain and most of all, don’t stop, don’t give up, keep trying!!! Mary & Kelly Stewart RE/MAX Southwest 281-782-2111 832-724-4402 www.MaryAndKelly.com Surface Water Rate To Increase Residents will notice in their water bills starting January 1st Sugar Land’s surface water fee will increase to $1.42 per 1,000 gallons of metered water; 66 cents above the current rate. The increase is necessary to fund the City’s conversion to surface water supplies and meet the Fort Bend County Subsidence District’s 2013 mandate that 30% of total water use must come from a non-ground water source. Water and wastewater rates remain unchanged. An average residential utility bill for 11,000 gallons of water usage will increase by $7.25 per month. Each year, rates are adjusted to reflect increasing costs of providing utilities to customers. All expenses are paid through the fees charged to customers each month. No property tax or sales tax dollars support the utility system. The $69 million surface water treatment plant, which is being built near Voss and Burney Roads, represents more than 10 years of planning and is Sugar Land’s largest and most complicated capital improvement project. Construction on the surface water treatment plant is underway and is expected to be completed by mid 2013. Sugar Creek Women’s Association “HOLIDAY TREASURES” Charity Boutique The Sugar Creek Country Club Women’s Association continues its longtime tradition of sponsoring their spectacular annual boutique, “Holiday Treasures,” on Thursday, November 3rd at the Sugar Creek Country Club, 420 Country Club Blvd. The public is invited to shop from 10AM to 4PM for a $5 admission fee. The proceeds from this fee will be given to a local charity. Along with many returning vendors, a number of new vendors have been added this year. Among the 40 vendors will be Bob Wolf Creations– Hand Crafted Stone Jewelry, Specialty Handbags, Social Butterfly Collection, Silpada and The Pearl Lady. Shoppers will be able to choose from a variety of items including jewelry, children’s toys, clothing, handbags, foods, specialty gift items, home decorator selections and holiday decorations. In some situations, these deed restrictions are superseded by federal, state or local law. During the last session of the State Legislature, several property laws were voted in and will revise our Deed Restrictions. This information is provided to update our residents on changes to the architectural standards. The following are subject to SCHA Architectural Committee approval. 1. Flags and Flag Poles: no more than one (1) of each United States of America, State of Texas and an official or replica flag of any branch of the United States armed forces may be displayed. Flagpoles must be approved by the SCHA Architectural Committee. 2. Solar Panels and Storm/Energy Efficient Roof Shingles: must be approved by SCHA Architectural Committee prior to installation, must be installed parallel with existing roofline and not project over the ridge of the residence. 3. Religious door and entryway displays: prohibited are displays that a) threaten public safety, b) violate Federal, States or local law, c) contain language, graphics or other display that is patently offensive to a passerby, and/or d) extends past the entryway of the residence. SCHA retains its current policy of religious and holiday displays commencing after the 30th day before the holiday and up to the 10th day after the holiday. 4. Political signs: one or more signs advertising a political candidate or ballot item may be displayed after the 90th day before an election and up to the 10th day after said election date. Neither of these bode well for our future. Please continue to use common sense regarding water usage and observing health and safety issues. Dulles Avenue construction is progressing and completion is still projected for the second quarter of 2013. If you can use an alternate route, please do so to avoid Dulles. The Brand Lane design continues and, hopefully, Fort Bend County will have all issues resolve in the near future. From day one, the numbers of lanes and drainage have been a concern. Hopefully those issues have been resolved. During design line of sight, problems have arisen at Brand and Ludwig as well as two environmental issues. We will continue to encourage the County not to let the contract expire until Dulles is completed. We feel this will reduce even more congestion. Stafford has successfully received bids for garbage service at a “reduced” rate from the current contract. The recommended terms of the contract is for three years. We have received a request from your HOA to allow Stafford residents in the Sugar Creek subdivision to avail themselves of the new contract. Sugar Creek residents will be able to continue with their back door service as in the past under Stafford’s new contract. The City of Stafford and SMSD School Board have approved the budget and tax rate for the 2011-2012 school year. Great strides are anticipated in the upcoming year regarding academics and facilities. The City of Stafford expected to have its new budget in place by October 1st. No layoffs, reduction in services, or programs were anticipated. City of Sugar Land Drainage Improvements The City of Sugar Land is currently preparing Final Design plans for the construction of Sugar Creek Phase II drainage improvements. One of the key objectives of this project is to alleviate severe street ponding within the Sugar Creek subdivision that was observed during past rain events. The Sugar Creek Phase I project which was completed in 2009 included new storm water storage facilities within the Riverbend Country Club (RBCC) to facilitate Phase II improvements. The proposed Phase II improvements include the installation of new storm inlets and storm sewer outfall (pipes) at many locations within the watershed. These improvements will route excess storm water runoff from the streets ultimately to the storage facilities within RBCC. The Phase I and II projects were conceptually identified in a comprehensive study that was completed in 2005. The City has retained Dannenbaum Engineering Corporation (DEC) as the prime consultant to carry out the scope of the Final Design. DEC and their sub-consultants will be performing boundary surveys, field investigations, etc. to identify potential easements (narrow strip’s of land) for the installation of pipes to facilitate this project. The consultants may require access from some homeowners and/or private property owners to facilitate this work. DEC and their sub-consultants will be contacting these property owners as required. The Phase II project is at the design phase and no construction work is planned in the near future. The City is seeking assistance from homeowners and private property owners to allow access for the City’s consultants to facilitate this important project.
