Editor’s Note
Welcome to this issue of FMC. HKIFM recently embarked on the promotion of 10-year anniversary event -2010
Excellence in FM Award (EFMA). This prestige award is in recognition of those FM organizations and companies
who can demonstrate professional services to the public and client for the long term interest of the community in
foster FM value. It is my earnest hope that you and your organization will take part in this meaningful event. The
winners and prizes of the award will be announced in the HKIFM annual dinner in November 2010. The deadline
of application and nomination is on 30 July 2010. Please refer to the flyer and application form in this issue.
On the strength of the solid foundation, which it has built over the years in communications and researches by the
HKIFM, we will strive for continuous efforts in making HKIFM visible to the community. One of the tasks is to
conduct regular web-based opinion survey. The upcoming survey topic is the management of tree and landscape
to reduce the inherent risks from FM operational perspectives. The survey findings will share with the upcoming
media gathering. Do spend one minute to complete the questions.

Hong Kong and Macau IBM Maximo Users Group. Within IBM he is currently responsible for developing and managing
IT Service Management Strategy and Enterprise Asset Management solutions. And, he has a particular focus on helping

Building on the success of last year’s conference on urban renewal strategy, RICS Hong Kong is organising an annual
event which provides experts’ insights to the global implications and draws experience from professionals and players of

Mrs Carrie LAM JP, Secretary for Development, Hong Kong SAR Government
Mrs Carrie Lam has been appointed Secretary for Development of the Hong Kong Special Administrative Region Government since 1
July 2007.
She joined the Administrative Service in August 1980, and rose to the rank of Administrative Officer Staff Grade A1 in September 2006.
Mrs Lam had served in various bureaux and departments. She was Director of Social Welfare from August 2000 to October 2003,
Permanent Secretary for Housing, Planning and Lands (Planning and Lands) from November 2003 to May 2004, Director-General, Hong
Kong Economic and Trade Office in London from September 2004 to March 2006. She was Permanent Secretary for Home Affairs before
her appointment as the Secretary for Development.

The Regeneration of London's Waterfront: Lessons for Hong Kong and other World Cities
Mr Greg CLARK, Senior Fellow, Urban Land Institute Europe, Middle East, Africa, India
Greg Clark leads courses on the development of London world-wide. He recently acted as lead advisor on the OECD Review of the
London Olympics. He has led a number of investigations and studies on the Thames Gateway and Waterfront Regeneration in London.
He is a Member of the Mayor’s Promote London Council.
From 1988 to 2007 he held a variety of professional posts including: Lead Advisor on City & Regional Development, Office of the
Deputy Prime Minister, UK Government, Executive Director of Strategy and Communications, London Development Agency,
Managing Director, Economic Development, at Greater London Enterprise, Chief Executive of the London Enterprise Agency: ‘One
London’, and International Programmes Director at the London Docklands Development Corporation.
In 1995, he was elected as a Harkness Fellow and spent 18 months in US Cities as a research fellow at Columbia University, New York
City. From 1996 to 2000 he oversaw reviews of urban development in 24 European Cities. He has led comparative studies and
assessments of London and New York, British & Spanish Cities, UK & Canadian Cities, UK & Chinese Cities.

Mr Philip HARCOURT MRICS, Head of Development Solutions, Colliers CRE Group
Philip Harcourt, Managing Director, EMEA, has over 30 years of real estate development and investment experience in the United
Kingdom and overseas, including work in Latvia, the Ukraine and Serbia. Mr Harcourt has extensive experience in the development,
valuation, and disposal of large-scale mixed-use and residential development sites, both greenfield and brownfield, and has advised on
schemes throughout the South-West United Kingdom, including the proposed Bristol Arena.
In addition, Mr Harcourt is advising on: a major 270-acre waterfront mixed-use regeneration scheme in Riga, Latvia; a mixed-use retail
and residential scheme in Warsaw, Poland; a 1,000-acre mixed-use development in Kyiv, Ukraine; and a waterfront development in
Belgrade, Serbia.

Joan Busquets is the first Martin Bucksbaum Professor in Practice of Urban Planning and Design at the GSD. Prior to joining the GSD
faculty, Prof Busquets was Professor of Town Planning in the School of Architecture at the Polytechnic University of Barcelona from 1979
until 2002.
A world-renowned urban planner, urban designer, and architect, Prof Busquets served as Head of Urban Planning for the Barcelona City
Council during the formative years, from 1983 to 1989, and in the preparations for the Barcelona Olympics in 1992, including the New
Downtowns for the City program and the improvement process for existing neighborhoods. In 1969 he was a founding member of the
Laboratorio de Urbanismo in Barcelona and undertook a long-term study of squatter settlements in Barcelona and other Southern
European cities, for which he received the Spanish National Award for Town Planning in 1981, winning the award again in 1985 for his
masterplan for Lerida's old town. Prof Busquets has participated in strategic urban planning and design for the cities of Den Haag,
Lisbon, Marseille, Rotterdam, Singapore, and Sao Paulo—most involving public-private partnerships—having also completed projects
for the modern center of Trento, Italy; Villanova, Spain; and for housing in the Maquinista development of Barcelona.

To discuss One2Five®, which is an online diagnostic solution founded on years of management
consultancy experience specializing in climate change for improving business decisions around energy, water,
waste and carbon management.
The tool considers ten key business areas known to impact on an organization’s ability to achieve business
improvement. The tool is delivered in a facilitated session where business executives participate in an open discussion forum. One2Five® benchmarks business performance internationally against 2,500 other businesses who
have benefited from this tool. Benchmarking is performed under International Standard Industry Classification
(SIC) codes. This provides you with a clear picture of your competitive position against industry peers.
Ben Heraud (BSc, Accredited NABERS Assessor)
Ben has been working extensively within the energy consulting arena for the last 6 years and is currently
employed by Energenz Consulting as Principal Energy Consultant. Prior to moving to Hong Kong, he worked for
Energetics in Australia as a Senior Energy Consultant. During this time Ben developed energy efficiency strategies
for some of Australia largest most well known companies including Woolworths Ltd and Integral Energy. He is an
energy efficiency expert in the commercial sector having conducted hundreds of detailed energy audit assessments. Ben is also an accredited facilitator for One2Five and has delivered a number of facilitated workshops at an
executive level.
