Bobbing on the financial sea
Some time on Friday, the outcome of the Newark
by-election will be known. Then, political
commentators will turn their attention to the
general election next May.
For coach and bus operators, this is the start
of a real period of uncertainty (notwithstanding
which way the Scottish independence referendum
goes in September).
For coach operators, the effects of any changes
to interest rates and taxation on the disposable income of their customers
will feed through into holiday and day trip bookings.
On the other side of the coin, for bus operators, what will happen to
BSOG on all sides of the borders is an important concern.
In England, the government pledged to keep it unchanged until the
election. In Scotland and Wales, there are no such pledges, and another
change is not unlikely.
Then, again for all three countries, the subject of concessionary travel
reimbursement raises its head.
There has been increasing public volume over the funding of this, and
the direct effect that, together with other cuts in bus funding, it is having
on operators’ abilities to provide services.
As we report on yet another bus operator’s closure, it is clear that the
impact of government decisions had an unhealthy impact on the business.
Whether it was the straw that broke the camel’s back may never be publicly
known.
But, as operators try to establish what their operating budget might look
like for 2015-6, or even for their five-year business plan, it’s no comfort at
all that their business is at the mercy of politicians’ whims.
Bobbing around in a financial sea of uncertainty is no help to anyone.
Coach operators can take some comfort from their ability to diversify
into other sectors. The lucky ones may be in areas where corporate
contracts are available, in addition to the usual mix of schools, group travel
and private hire.
For others, there may not be as many opportunities to select different
eggs for the business basket.
So, it will take a strong nerve to hold out over the next year – or possibly
more – until coach and bus operators know what the impact of all the fiscal
levers that government and local authorities can pull will be.

Big Story | Electronic Bus Service Registration
The DfT recently published a consultation inviting operators’ views on electronic bus
service registration, and whether it should be made mandatory. Jessamy Hudson reports
on bus operators who have implemented it, and why more operators aren’t using it
In January 2012, we reported that
the Competition Commission
(CC) had concluded its investigation into the local bus market
(routeone, Big Story, 5 January
2012).
We promised that it wasn’t
the end – not even the beginning of the end.
The CC recommended
a series of remedies to the
Government to help open up
the market for commercial bus
services, mainly focusing on
multi-operator ticketing and
operator behaviour.
As a result, a consultation by
the Department for Transport
(Df T) was published in March,
exploring how to implement
the Competition Commission’s
remedies on bus registration. At
the same time, the Df T decided
to seek views on a related matter.
While the first part of the
consultation dealt with remedies suggested by the CC to
open up the market for commercial bus services, the second half
was involved with the question
of electronic bus service registration (EBSR) – making bus
registration digital by default,
a mandatory requirement;
and how to make EBSR more
accessible to small and medium
operators.
The consultation was sent to
bus operators, local authorities,
passenger transport executives
and EBSR software providers. It
sought views on the following:

The consultation closed
in May, and its results will
be published in the next two
months.
Errors decreased
Although EBSR was first
conceived in the late 1990s, and
introduced in January 2008, it’s
still the case that only 20% of
bus registrations are submitted
electronically – leaving much
room for human error, as the
DVSA and Traveline have to
manually copy data submitted
on paper into the database.
EBSR uses a file format
called TransXChange (TXC)
for reading and submitting data.
It improves data accuracy by
virtually eliminating human
error, because only one copy of
the data needs to be produced,
and this can be duplicated for
use by local authorities, the
DVSA, Traveline and others
– for example, software developers who wish to create a local
bus app.
It can also reduce staff workload, and the time taken to
process bus service registrations
and timetables.
However, EBSR is still
perceived by many bus operators to be too costly and complicated to use.
Understandably, most bus
operators will prefer to take a
back seat and see how it develops
before making an investment.
Who’s using it now?
Reading Buses implemented
EBSR in June 2013, using
Omnibus’ EBSR module,
which integrates with existing
Omnibus software.
Reading
Buses
uses
OmniTIMES to create timetables, and OmniMAP for route
maps. With EBSR it can now
include the intermediate stop
points as well as the required
mapping detail for routes.
Asked whether Reading
would ever go back to paper
registrations, the answer from
Operations Support Manager
Steve Bell is a resounding ‘no’.
“EBSR saves a lot of time,” he
says. “You enter your bus registrations just once, save them,
and then it’s just a case of repackaging them and sending them
to the DVSA when required.
There’s no photocopying maps
or posting forms.
“Usually it only takes 24-48
hours for VOSA to send back
confirmation. We can send off
registrations on a Friday afternoon and have the confirmation
by Tuesday morning.
Stagecoach is the only one of
the ‘big four’ bus operators to
have rolled out EBSR across its
entire group.”
“We have found that there are
a number of advantages,” says
Lindsay Reid, Senior Group
Communications
Manager.
“It allows us to create a single
source of data for registering
services that can also be used
to power external information systems with the minimal
amount of manual intervention
or re-keying by downstream
users, therefore reducing the
risk of error.
“EBSR exports the data in
TransXChange (TXC) format
which allows a richer and more
detailed export than the previous standard (ATCO-CIF).
“In addition, the DVSA’s
EBSR service is available 24
hours a day, which reduces our
dependence on postal services,
fax etc. and complying with
public counter hours at the
DVSA offices. When an application is made it is automatically
acknowledged by the DVSA

Initial costs are a concern for operators, but EBSR is good for efficiency
authorities, so they’re aware of
any changes as soon as they’re
made.
“As soon as the application is
accepted or rejected the local
authorities are also notified,
and we can download an official PDF to prove exactly what
has been accepted by the Traffic
Commissioner.”
No cash incentive
However, the return on investment can be slow to show itself,
and this is the prime reason
why uptake has been slow. “The
main challenge is probably the
initial cost of buying a system
that can produce TXC files,”
says Ms Reid. “So far the DVSA
has not given any cash incentive to operators to start using it
and, while the number of local
authorities that have software
that can import TXC has been
growing slowly, it has also been
restricted by spending cuts.”
“In terms of efficiency, it saves
time, and perhaps a little money
as well,” Mr Bell adds. “The fee
for electronic registrations is the
same for paper, but you could
argue the labour costs decrease
a little because there’s less admin
involved, and it takes less time.
“If you don’t already have the
timetabling software in place,
you’d have to make an investment in both, so for operators
who are still using an Excel
spreadsheet for timetables, it
could be costly.
“But it definitely makes a
difference.”
Mr Bell’s colleague Simon
Gold, Planning Officer, says:
“Because our timetabling and
maps are electronic already, we
simply package that software
with the EBSR module, and
it’s basically a click-through
process.
“You simply convert it into a
zip file, put it in the self-service
portal on the DVSA’s website,
and you get an e-mail back
within five minutes to half an
hour to say it’s been received.
Occasionally there may be an
error with the data, but the
EBSR module will generally tell
you what the problem is and
how to fix it.
“The DVSA will send an
e-mail back within 48-72 hours
to say it’s effective. We recently
had one back in just two hours.”
It is flexible

Mr Gold says this isn’t the case.
“Supporting documents can
be included,” he says. “You get
the option at the end to upload
PDFs, Excel spreadsheets, Word
documents – whatever you need
to.
“If you need to submit a variation for a particular service – for
example, a one-off service on St
Patrick’s Day – you can attach a
PDF relevant to that day. There
have been some worries that
EBSR doesn’t have the same
flexibility as paper registrations,
but you can do these things.”
Passenger Focus believes that
EBSR could bring benefits for
passengers. “Having timetables
in electronic form will make it
easier to provide better quality
timetable information to passengers via websites and apps,” the
independent watchdog says. “It
should also improve timetable
accuracy after a revision.
“EBSR should also provide
greater transparency about any
service changes that might be
proposed, so interested groups
and individuals can fully understand their impact.
“It should help inspire a good
debate about any changes and
a consideration of alternatives,
including encouraging replacement operators.”
EBSR sounds so simple and
natural – an obvious progression to the digital world – but
the cost of implementing it
cannot easily be recouped. But
be prepared for the outcomes of
the consultation, and the likely
eventuality of it being made
mandatory.

EBSR isn’t new, and in terms of digitalising operations it
makes sense. So the low uptake seems unusual – and, until
an incentive is offered to operators, set to continue. All the
answers to the DfT’s consultation will be published in about
two months’ time, but in the meantime, we’d be interested to
hear operators’ thoughts on the matter.

In brief
Citaro is winner
Mercedes-Benz’ Citaro was the overall winner in the 8th
International Bus Competition (IBC), which pitched it against the
MAN Lion’s City, Scania Citywide, Solaris Urbino 12 and VDL
Citea SLF 120. Collectively, the five buses account for 90% of
mainland Europe’s annual sales. In the week-long test, the Citaro
was in first place with 85%. Although it has a high purchase
price, its features outweighed this. In the tests it delivered
8.6mpg in urban driving and 9.2mpg in rural use.
Nat Ex and Rotala settle dispute
Rotala has reached an out-of-court settlement with National
Express Ltd (NEL) after a dispute. After the loss of two route
diagrams operated on behalf of NEL, Rotala started legal
proceedings against NEL for breach of contract and wrote off an
exceptional item of £364,000 in its annual accounts (routeone,
News, 30 April). Rotala has now announced that it has “reached
a full and final settlement with NEL of its claim in satisfactory
terms.”
Drug runner caught
A drug runner who was caught after a National Express coach
driver smelled cannabis, has been jailed by Derby Crown Court
for 14 months. Saeed Karsha, 24, was arrested after heroin and
cannabis were found at his flat on Foundry Court, Burngreave,
Sheffield. He pleaded guilty to possessing the drugs with intent
to supply.
Plug-in deal
Volvo is to supply three plug-in diesel-electric hybrid buses to
Hamburg later this year. They have a 10km electric-only range,
with Siemens supplying opportunity top-up charging at termini
via a fixed pantograph that lowers onto contact bars on the roof
of the bus, taking 6-10 minutes to charge.
EDL march warning
The English Defence League (EDL) is holding a demonstration
in Stevenage on Saturday (7 June), and Hertfordshire Police is
asking operators to assist with policing the event. It is asking
operators who have taken bookings or had enquiries for
transport to Stevenage to e-mail booking details to OPAxile@
Herts.pnn.police.uk
Lothian’s best year
Lothian Buses says 2013 was its most successful year with
£132m revenue (2012: £122m) and a net profit of £8.5m, up
7.8%. There were 115m journeys, up by 4m and the highest for
25 years. The company will pay a £3.3m dividend to its local
authority shareholders.
DfT agrees bypass
The £26.4m Crewe Green Link Road – a 1.1km dual carriageway
from the existing bypass on the A500 to the A5020 passing
under the Crewe-Stoke railway – has been approved by the
Department for Transport. It will provide a bypass for the town.
Eurotunnel barred
The Competition and Markets Authority (CMA) has provisionally
confirmed an earlier decision by the Competition Commission
(CC) that Eurotunnel should be barred from operating its
MyFerryLink service from Dover. Eurotunnel says the decision is
flawed.

Exit of private equity
fund 3i and replacement
by managers provides
clarity for holiday firm
Shearings Group’s management
team has completed a buyout
of the business with the backing
of Lloyds Bank Commercial
Banking. The terms of the deal
are not disclosed, but city analysts
suggest that it is no more than 10%
of the £200m the business was
valued at in February 2005, when
private equity fund 3i brought
Wallace Arnold and Shearings
together.
The transaction, led by CEO
Denis Wormwell – who joined
Shearings in September 2007 –
provides an exit for 3i and venture
capitalist Indigo Capital.
It also brings to an end continual
speculation about the ownership of the Group, which 3i has
been looking to disposal of for a
number of years.
As part of the deal, completed
late on Friday (30 May), a new
holding company has been
created to own Shearings Group.
Shearings has also renewed its
existing banking facilities with
Lloyds Bank for a further two
years.
Shearings runs 240 leased
coaches, 200 of which are under
four years old, under its National
Holidays, Shearings and Grand
Tourer brands, using 48 leased
and two owned hotels. It has 2,683
staff.
Its hotels are branded Bay
Hotels (mainly used by National
Holidays and aimed at a younger
market), with its Coast & Countrybranded hotels offering a quieter
stay and used by Shearings and
Grand Tourer customers.
The Coast & Country hotels
are also used for self-drive holidays
and by other operators. Shearings
will only say that these bookings
represent a “significant proportion” of the business.
Wigan-based Shearings recently
announced it had grown passenger
numbers by 2.6% to a record
1.05m in 2013, reflecting strong
demand from its core over-50s
customer base, generating sales of
£195m and profits (EBITDA) of
£5.8m. However, in the last three
years, revenues have been flat, with
pre-tax losses of £3.5m-£2.1m.
With gross assets of £52m, it has
debts of £7.8m, down from £20m
in 2009.
Bristol spearheads cycle
safety in trial by First
First West of England is testing
cycle safety technology on three
buses on the busy Gloucester
Road route in the city. It is part
of a trial funded by four West of
England local authorities.
The CycleEye technology
has been developed by Bristol
engineering company Fusion
Processing Ltd to reduce cyclist
collisions.
It uses radar and camera
sensors to identify when the risk
for the cyclist is increased due to
being in the vehicle’s blind spot,
and gives an audible alert to the
driver’s cab.
More than 3,000 cyclists were
seriously injured in Britain in
2012, the highest number for a
decade. Fatalities rose by 10%
to 118.
Cycling in Bristol has
doubled over the last 10 years.
Between 2008-2011 cyclists
were involved in over a quarter
of all collisions in the city, and
19 cases involved buses.

This is the second management
buy-out (MBO) in two decades. In
December 1996 an MBO, backed
by venture capitalists Bridgepoint,
was completed. In its present form,
Shearings runs 240 leased coaches, 200 of which are under four years old
Shearings is an amalgamation of
four separate companies: Smiths
Happiways, Shearings, National
Holidays and Wallace Arnold.
In turn, Smiths Happiways has
its roots in Wigan and a century
ago, in 1914, James Smith began
operating coach tours from Wigan
and Southport. The first tour was
to John O’Groats.
Smiths, Shearings and National
Holidays came together in the
mid-1980s and by 1990 were part
of The Rank Organisation, until
selling it to a management buyout
in 1996 backed by Bridgepoint
Capital.
Venture capitalists normally
expect a return within five years,
and in June 2004, Shearings Group
PLC planned to float on the Stock
Exchange, to raise around £100m.
However, just eight days before
its planned market launch, it
announced on 15 June 2004 that it
abandoned the flotation as it didn’t
think it would succeed.
Instead, in March 2006, a saleand-lease back deal of the then
39-strong hotel estate to Londonbased Moorfield Group raised
£110m, clearing most of Shearings
Group’s debt. The lease deal is for
25 years. At the time, then-CEO
John Slatcher told routeone:
“For the first time since 1996 we
are virtually debt-free. It’s a good
move that also gives us some
working capital.”
Shearings says that the latest
MBO does not involve Moorfield
Group as a part owner, nor has it
changed the terms of the lease.
In February 2005 venture capitalist 3i, then owner of Shearings
Holidays’ main competitor
Wallace Arnold, purchased a
controlling stake in Shearings.
3i merged the two competitors
under the WA Shearings brand,
adding nine hotels to the portfolio.
In September 2007 WA
Shearings was rebranded as
Shearings Holidays.

Firm closes as two
arrested in fraud
investigation
Due to financial issues,
Llanberis-based Padarn Bus
closed after the end of services
on Friday (30 May) with the
loss of 84 jobs. It has gone into
creditors’ voluntary liquidation.
The announcement came
a day after a man, 44, and a
woman, 28, were arrested by
Welsh Police following allegations of fraud at the company.
The firm had been in financial
difficulty for some time. In late
April, Baker Tilly Restructuring
& Recovery marketed it, with
the hope of a pre-pack-style sale
by 2 May. Although offers were
received, none were considered
suitable.
The firm owns its Llanberis
base.
It had a £3.6m turnover, with
a net loss of £152,000 for the
12 months to 31 December
2013. The position worsened
to a £778,000 turnover with a
£112,000 net loss for the three
months to 31 March.
Most of the 45-strong fleet
was subject to finance and
leases.
It ran 28 routes. Gwynedd
Council has re-allocated 10
tendered routes to Arriva Buses
Wales, six to Express Motors
and two to Gwynfor Coaches
and O.R. Jones of Llanfaethlu.
GHA Coaches of Wrexham
is running the summer-only
Snowdon Sherpa route.
Nine other routes in competition with other operators were
withdrawn.
The company was founded
as a taxi firm back in 1979 by
Dafydd and Darren Price, later
moving to coach hire in 1984,
with the name of the company
derived from the nearby Llyn
Padarn Lake.
In October 2005, it launched
its first commercial route, the
hourly 77 linking Bangor and
Bethesda, and quickly followed
with a similar hourly route 76.
It continued to be a small-scale
operation until 2009 when
Padarn Bus directors concluded
Firm’s extensive network was centred on Bangor, Caernarfon and Anglesey
a deal to buy KMP Coaches of
Llanberis, when Ken Williams,
the manager of the 34-vehicle
independent, announced that
he wished to sell the business
in 2007.
Padarn was interested in
buying KMP as Darren Price
had previously worked at the
company, but could not afford
to buy the whole of KMP. In
August 2008 Arriva Buses
Wales purchased part of KMP;
the remainder of KMP was sold
to Padarn in April 2009.
It was this deal that proved
to be the firm’s undoing as it
saddled it with debt, supplied
by government-backed Finance
Wales, which is also a shareholder in the firm.
Finance Wales was set up
in 2001 to invest in small and
medium Welsh business that
couldn’t get funding from
banks. However, it has relatively
high interest rates.
In January, Padarn Bus raised
fares, saying it “faced extremely
challenging economic conditions” including a 30% reduction in BSOG, 15% reduction in
concessionary travel reimbursement, and a “substantial reduction” in local authority support
due to budget cuts.

retendering.
It also advised on policies,
community transport and safety.
TAS’s involvement will lead to
a saving of more than £5.5m over
five years. It has also removed
duplication by packaging services
together and integrating school
transport services, to make the
most of vehicles and staff.
In particular, TAS advocated
moving from minimum subsidy
to minimum cost contracts, since
there are no commercial services
on the islands.
This provides ZetTrans with
the opportunity to introduce
integrated tickets and a series of
promotional products targeted
at tourists and other user groups.

Reading’s cat poised to
leap onto former GoAhead supported route
Reading Buses’ newest service –
route 3, launching on 16 June – is
designed to catch the eye with its
striking bold look and name The
Leopard.
Says Marketing Manager Jake
Osman: “It conjures up the image
of a big cat stalking between
Wokingham and Reading ready
to sweep up passengers waiting
for the bus.
“We are confident the new
Leopard 3 service is sure to catch
attention with its striking bold
look and name.”
The Leopard will run every 20
minutes between Reading and
Arborfield Garrison, with one bus
an hour extending to Wokingham
– the same frequency and route
as Go-Ahead-owned Thames
Travel’s former route 144, which
finishes the day before.
It comes as Reading makes a
bold move to convert the route
from partially subsidised to fully
commercial.
Thames Travel gained route
144 as a contract win from
Wokingham Borough Council
after Tillingbourne went bust in
March 2001, and subsequently
made it a commercial service
between Reading and Arborfield,
with the section to Wokingham
being contracted. Thames Travel
was bought by Go-Ahead in May
2011.
When the route came up for
re-tender, Reading Buses offered
to take the entire service on
as a commercial venture, and
was named as the winner by
Wokingham Borough Council.
In a change to its solid-colour route branding, Leopard is Reading’s new route
Reading Buses has invested
£1.3m in six new ADL/Scania
bio-methane buses for the routes
and a team of 15 specially-selected
drivers is being brought together
for the route.
Adds Mr Osman: “Our plan is
to run a really reliable service in
line with our standards across the
rest of Reading Buses.”
The new service also sees
the restoration of evening buses
(Mondays-Saturdays) between
Reading and Arborfield with
the last bus now at 2255hrs. On
Sundays buses will run every half
an hour between Arborfield and
Reading, compared with Thames
Travel’s hourly service.
Fares will be “broadly in line
with current prices,” but the fares
structure “may not be quite the
same” as Thames Travel’s service,
says Mr Osman. Reading’s drivers
will also be giving change, in
contrast to most of Reading’s
exact-fare-only policy.
In addition, it will be introducing an online £18 ‘Leopard 7
day’ ticket.

Changes to transport
funding are unfair on the
regions, say MPs
Transport infrastructure in
some parts of the UK may
get left behind under the new
system to be used from 2015 to
share out central government
money for local major transport schemes, warn MPs on the
Transport Select Committee.
Launching its report of an
inquiry that looked closely
at the new arrangements for
local decisions on transport
spending, Louise Ellman MP,
Chair of the Committee, said:
“Far less money is spent on
transport projects outside
London than in the capital.
“This inequality has gone on
for too long and has to change.
“For example, The Institute
for Public Policy Research
found that transport infrastructure spending is £2,500 per
head in London compared with
£5 per head in the north east.
“Even on the Government’s
figures, transport spending per
head in London is more than
twice that in the English regions.
“The Government has again
changed the system for distributing money to local areas for
major transport projects, with
much more emphasis now on
competition for funding. This
will not necessarily help regions
get a fairer share of transport
funding, and could make the
situation worse.
“Those Local Enterprise
Partnerships (LEPs), which are
well organised and resourced,
will have an advantage in
bidding for funds.
“Other areas may lose out as
a result.

“In addition, with greater reliance on competitive bidding for
funds, we will see more money
wasted on failed bids.
“The Government’s focus
on using competition to bring
in private sector funding for
projects could disadvantage the
regions, where there tends to be
less private sector money available compared with London.
“It is also unclear whether
the £6bn the Department for
Transport is contributing to
the Single Local Growth Fund
will all be used for transport
purposes.”
The Committee calls for the
new funding arrangements to
be reviewed by the end of the
next Parliament to ensure that
they are efficient and effective in
providing funding for the most
urgent transport priorities.

administration.
ADL met on Thursday
(29 May) and closed Custom
Coach’s Adelaide and Sydney
manufacturing operations. The
aftermarket operations continue
to operate.
Administrators Deloitte are
now operating the company and
hope to sell it as a going concern.

Secretary Scott Batchelor says:
“They announced to workers that
the company had been put into
voluntary administration and the
parent, ADL, no longer wishes to
pour money into the company.’’
Mr Batchelor says the company
still has contracts with the South
Australian State Government and
it also has private sales.
South Australian Transport
Minister Stephen Mullighan
said: “We are monitoring the
situation, and while all orders
will fill our demand through
existing contracts with alternate
suppliers.”
When ADL bought Custom
Coaches in June 2012 in a
‘multi-million deal’, ADL CEO
Colin Robertson pledged that
ADL would “invest in people,
processes and products” as it bid
to “turn a successful brand into a
great Australian business.” At the
time it employed 400 people and
had a 24% share of the Australian
market.

Euro Bus Expo 2014 has
waiting list of exhibitors
Euro Bus Expo (EBE) 2014 is
set to be a sell-out according
to show organisers, Expo
Management.
With five months before
the start of the show, there is a
waiting list for open stands and
fewer than 20 small stands left
unsold, which means that there
will be a full complement of 260
exhibitors when the three-day
trade show opens at the NEC
in Birmingham on 4 November.
“Demand has been particularly strong his year, with exhibitor bookings at 2008 levels,
which we would only normally
expect to see three months
further down the track,” says
Show Director Mark Griffin.
“Significantly, many of the bookings have come from companies
looking to exhibit at the show for
the first time.
“There are a number of
factors driving strong exhibitor
demand – the improvement
in the economy has certainly
translated into enhanced confidence, while the recent government announcement on a range
of measures to support ultralow emission vehicles (ULEVs)
is undoubtedly another boost
throughout the whole industry
supply chain.
“Five months out, more
than 240 exhibitors have made
EBE 2014 a key part of their
marketing activities and, in the
process, between them snapped
up nearly 95% of all available
space. I would therefore strongly
urge any organisations that are
thinking about exhibiting at
what will be the premier trade
show for our industry this year,
Demand for space by exhibitors particularly strong this year, say organisers
to contact the show team as soon
as possible to make sure they
don’t miss out.”
Euro Bus Expo 2014 will be
firmly focusing on the future
of passenger transport, and the
education programme at the
show will be highlighting technology and the environment.

hybrid, electric and gas powered
models from many leading

room. If this is refused or the
alternative, the driver should call
the local fire service and report
it.
“The Fire Service will visit the
hotel immediately if they believe
there is a fire risk to life, no matter
what time of the day or night it
is. They have the power to order
the hotel to take the bed out of
the room and not to use it again.
“They also have the power to
look at every room and remove
beds from any other ‘illegal
rooms’.”

Second round of funding
to provide clean fleets in
polluted areas
Transport Minister Baroness
Kramer has opened a competition to bid to for grants from a
£5m Clean Vehicle Technology
Fund.
Local authorities in England
can bid for funding to make
improvements to bus fleets
and other vehicles that will cut
pollution.
Local authorities must
submit bids by 25 July, with the
winners being announced by
early September.
Last year’s £7.3m Clean
Bus Technology Fund helped
modify 500 buses in 26 local
authorities’ areas.
This year’s scheme allows
local authorities to apply for
funding to improve other vehicles in their fleets, providing
they are used predominantly on
local roads with poor air quality.
Baroness Kramer said: “This
is our latest step in a major
programme of measures to
make our air cleaner.
“We are raising the bar and
making sure that the ongoing
trend of improving air quality
continues.
“This £5 million will mean
less harmful exhaust fumes
from buses, and other vehicles,
in some of our most polluted
urban areas.
“This funding will also secure
jobs and growth in the industries delivering the technology.”
The funding, up to a
maximum of £500,000 for
Baroness Kramer: ‘Funding also secures jobs in the technology industries’

TM abroad for six months and maintenance issues,
including no-paperwork mindset, lead to Burnley
operator being suspended until new TM is found
The one-vehicle national
licence held by Burnley-based
John Birkett, trading as Ribble
Valley Car & Commercial, has
been suspended until a new
qualified Transport Manager
(TM) has been appointed.
Deputy Traffic Commissioner (DTC) Patrick Mulvenna
was told that Mr Birkett’s current
nominated TM, his brother
Alan, had been abroad since last
October. Mr Birkett, of Sabden
Road, Higham, Burnley, had
been called before the DTC at
a Golborne Public Inquiry (PI).
At the outset the DTC wanted
to know why Mr Birkett’s brother
was not present at the PI.
Mr Birkett said that his
brother had been called out to
a family illness in Tenerife. He
had applied for the licence in
August and his brother went out
to Tenerife in October because
his father-in-law was ill. It was
still ongoing, though he did
come back occasionally.
He agreed that there was no
qualified TM with day-to-day
responsibility. He said that he
had applied for a restricted
licence to replace his present

licence. He had sought advice
from VOSA whether he was a
suitable applicant for a restricted
licence.
One of his main incomes
was from rental properties. The
vehicle was a minibus adapted
to carry three wheelchairs for
disabled children. It covered 54
miles a day, 184 days a year on a
school contract. He maintained
the vehicle himself.
The DTC said that he could
not deal with the restricted
licence application as it was still
being processed by the Traffic
Area Office. A Vehicle Examiner
(VE) who had carried out an
investigation in September
had reported that there was
no forward planning system,
that the vehicle had not been
inspected when it should have
been, and that there was no
driver defect reporting system.
Mr Birkett said that he had
worked for Robinsons of Great
Harwood for 17 years and when
away from base he used to telephone the garage. As a result
his mindset had been to do it
without paperwork. It was all in
his head. There were only two
inspection records missing, and
that was when the vehicle was off
the road for repair. Everything
was now well documented.
After the DTC had said that
there had been no first-use check
after the vehicle was purchased,
Mr Birkett said that he had
purchased it off his brother and
he just continued his brother’s
maintenance system.
The DTC said that Mr Birkett
had put the condition of the
vehicle at risk, affecting the
safety of passengers and other
road users.
Mr Birkett said that the
vehicle was certainly quite well
looked after. The VE had never
found anything wrong with the
vehicle apart from a bulb out on
three inspections. He had found
nothing wrong apart from a lack
of documentation and that was
all in place now. The safety of the
vehicle had never been an issue.
In reply to the DTC, Mr
Birkett said that perhaps he
should have taken action to get
a new TM by now. He agreed

expected his brother back by
March or April.
He agreed that he had changed
his maintenance contractor and
the inspection period without
notifying the TC, saying he

problem.
He said that he knew vehicles
and how to maintain them. He
had an HGV CPC and he used
to run lorries all over Europe.
Everything was being done, it
was just not being documented.
The TM situation had got
drawn out longer that anyone
had anticipated. There was an
operator in Nelson who would
act as his TM on a short-term
basis.
Delaying the suspension
order for six days, the DTC said
that the only positive feature
was that the vehicle had been
found to be in good condition
at the time of the VE’s inspection. The situation could not be
allowed to continue, but the risk
to public safety was not as high
as it might have been.
Finally, the DTC directed
that Alan Birkett is not allowed
to act as a TM in any Traffic
Area until he has attended a
PI to explain his absence and
the failure to notify the Traffic
Commissioner of that absence.
The DTC said he was extremely
disappointed that Alan Birkett
had not even contacted the
Traffic Area Office.

that they were a device to avoid
the more stringent financial
requirements of a standard
licence and the need to appoint
a Transport Manager.
Mukesh Limbachia, trading
as JML Minicoaches, and his
wife Nayna, trading as JML
Travel, of Stace Way, Worth,
Crawley; and Chandrakant
Limbachia and his wife
Pushpa, of Furnace Drive,
Furnace Green, Crawley,
had each sought a new twovehicle restricted licence at an
Eastbourne Public Inquiry.
Chandrakant and Mukesh
Limbachia were Directors of
Gatwick Links, which held
an eight-vehicle national
licence. That licence was to be
surrendered.

said that he and his brother
had decided to split the family
business. He agreed that he
had filled in all four application forms, because he was
the head of the family and had
better handwriting.
They were applying for four
restricted licences because
they did not want the extra
expense of a TM.
He worked for about 10
hours a week in property
letting.
He spent about 20 hours a
week driving a minibus. If the
applications were granted, the
intention was that a transport
consultant would check tachographs across all four licences.
Pushpa Limbachia accepted
that her knowledge of PSV
operations was limited at
present, and said that she
would rely on her husband to
help her out. She confirmed
that she would be working 10
hours a week on the licence if
granted, compared to 20 hours
a week at Gatwick Airport.
Mukesh Limbachia said that
he would be driving for around
20 hours a week and doing five
or six hours on other licencerelated work. He worked
about 20 hours per week in
property letting. His daughter,
the current TM for Gatwick
Links, was getting married and
he did not want her to have to
continue with the burden of
being a TM. The only way they
could have restricted licences
was by applying for four separate licences.
Nayna Limbachia accepted
that she did not have a thorough understanding of the
details of O-Licence management, but said that she would
learn from her husband and
the transport consultant. She
was also employed at Gatwick
Airport.
Refusing the applications,
the TC said that he had severe
doubts on whether it could be
truly said that these were four
separate applications for four
independent businesses.
The compliance record of
Gatwick Links did not reassure
him that the applicants were
ready to operate their own
licences without the benefit of
a TM.
He considered that the
applications were a device
to circumvent the normal
requirements for a TM.
‘Main occupation’ was not
defined in the legislation, but
TCs considered both time
spent and income derived
from the occupation.
In this case, the brothers’
income from property letting
clearly exceeded the likely
income from the PSV business, but in terms of time spent,
the PSV business was the main
occupation. Therefore neither
Chandrakant nor Mukesh
Limbachia
fulfilled
the
requirement in the legislation
that their main occupation
must be something other than
PSV operation.
Neither Pushpa nor Nayna
Limbachia appeared to have
any real knowledge of the
responsibilities involved in
operating a PSV O-Licence.
He was not satisfied that either
had a sufficient level of knowledge of the basic requirements
of a licence holder.
He was prepared to accept
that the two brothers wished
to go their separate business
ways, but that would still leave
two licences of four vehicles
each, each licence requiring
a TM. The claim that each
husband and wife pair would
manage entirely separate
licences appeared highly
unlikely, given each wife’s
reliance on their husband for
knowledge of the operation.

By now the political parties will be preparing their manifestos ready for the
general election next May. What will each party propose for coach and bus
policy? And who will have the guts to propose reform of the concessionary
travel scheme, asks our Westminster man? It needs to be done, and soon
Now the elections are over,
political minds will be increasingly focused on the preparation
of the manifestos for the next
general election – now less than
a year away.
This summer Labour finalises
the outcomes from its various
policy reviews, so we should
start to get some clarity around
its thinking on transport policy,
and bus policy in particular.
What might the three main
parties be proposing when it
comes to bus and coach policy?
For the Conservatives, I
would be amazed if they had
anything much to say at all. We
all know where they stand on the
issues. I guess the party might
be tempted to be more “market
radical” if they are encumbered
by a coalition with the Lib Dems,
although it’s difficult to see how
much more “market radical”
the party could be beyond the
current deregulated framework.
The Lib Dems seem to have
embraced the current deregulated/partnership
approach,
so it would be rather strange
if we suddenly saw a Lib Dem

manifesto advocating a stronger
regulated framework. Mind you,
the Lib Dems will probably be
spending much of the next year
sorting out their own internal
problems, rather than worrying
about the minutiae of transport
policy.
The real question is what
Labour might propose. Mary
Creagh is happily telling everybody that regulation is the
answer, although, sadly, her
thinking seems to be heavily
based on the views of her political advisers rather than the
people who actually matter – the
passengers – and the consistent
evidence from passenger surveys
which tells us very clearly that
the current system ain’t broke.
Her problem is that there is
simply no money to pay for the
additional costs that a regulated
regime would incur, and I have
been told more than once that
Ed Balls is making it clear that
he’s not prepared to unleash
the purse strings to pay for
this kind of policy. Perhaps we
will see some kind of political
compromise – a ‘regulationlite’ approach that just about
appeases the political imperative
but which also respects Ed Balls’
financial strictures.
But the real question is
whether any political party will
have the courage to reform the
current concessionary travel
system. This would need to be
done early in the new parliament, and every political party
knows full well that the system
is in urgent need of reform.

been quite effective in getting
derogations from the more
extreme elements of EU legislation. But it is quite possible that
UKIP will adopt a simple policy
of just blocking legislation come
what may, and that might require
different tactics to be adopted by
the Confederation of Passenger
Transport, and others, in their
engagement strategies with the
European Commission and
European Parliament.

no other for Ian Manning
Pack crisps next time
Motts Travel recently took the brave step of asking tour
drivers what their funniest moments on the road have been.
During an 18-35s tour of New Zealand in the 1980s, the
drivers decided that after a night in the hotel bar, they were
hungry. The nearest eatery was too far away to walk to, so
naturally, they piled onto the coach.
In the morning, the drivers were bemused to find the
coach wasn’t where they’d parked it the afternoon before.
Slowly they remembered their ‘munchies’ in the night, but
still had no idea where they’d left it.
They did what any good coach driver would do: they told
the passengers that they’d hidden it overnight, and the first to
find it would win a dozen ‘stubbies’.
Eventually the coach was found, parked very tightly, but
neatly, between two large trees. The drivers were delighted to
find it totally intact and undamaged.
Though they did admit they had a “helluva job” getting it
out again. No word on how much they’d had to drink in that
bar...

Ian ‘deserves nothing less’ after 11 years leading Stagecoach West
For those who missed it, the running day held on Saturday
31 May to mark the retirement of Ian Manning from his post
as Managing Director of Stagecoach West was a resounding
success (routeone, News, 30 April).
The ambitious programme, which saw 25 classic vehicles
replace their modern counterparts on Cheltenham and
Gloucester services for the day, was professionally organised
and a credit to Ian and the whole team at Stagecoach West.
The combination of Ian’s invited friends and colleagues
who drove and conducted the vehicles, with regular
platform staff also acting as conductors, gave the whole
event special meaning.
Aside from the usual contingent of bus enthusiasts, the
day captured the enthusiasm of the local population, with
many turning out especially just to ride the old buses –
making the occasion a commercial success too.
I am sure that Ian’s last journey at 2040hrs from
Gloucester to Cheltenham, behind the wheel of the only
remaining AEC-engined RML Routemaster, followed by
four fully loaded duplicates all from the 1950s and ‘60s will
linger long in the memory of all who were present, not least
Ian himself, who deserved nothing less.

Skydiving for Poppy Appeal
Tomorrow (5 June), our driver Phil and
myself are stupidly going to jump out of an
aeroplane at 13,000ft, with the parachute
not opening until 2,000ft (hopefully). This
will be done in Roses, Spain, on our coach
holiday.
But this is all for a good cause.
We are raising money for the Royal British
Legion’s Poppy Appeal, as this is the 100th
anniversary of the Great War, recognising
the invaluable work the appeal does for past
and present British servicemen.

10 years’ success for Mortons
Last month saw Mortons Travel Ltd of
Hampshire celebrate 10 years in the industry.
We marked this milestone achievement by
throwing a party for our staff and respected
suppliers, in addition to revealing a special
anniversary-liveried Optare Olympus 100seat tri-axle double-decker.
The 2009 vehicle has received the
cherished registration M10 ANV and had
its original livery adapted with new gold
insignia. The anniversary livery was due to
be applied to a new Van Hool TX16 coach
but unfortunately its delivery has been
delayed.
Founded with just one pre-owned
but highly desirable Van Hool coach in
April 2004, we now operate a fleet of 25
immaculate modern vehicles across North
Hampshire and Berkshire. Coaches are

new. Capacity is the name of the game at
Mortons, as most vehicles seat 57 or more
and operate alongside seven tri-axle 100-seat
double-deck coaches.
The key to our success has been a niche in
operating high-capacity vehicles, but backed
by key factors including first-class customer
service and attention to detail. The results
are evident, as 85% of our work is now repeat
business, with minimal advertising.
None of this could have been achieved,
however, without the input of our staff.
Customer care starts the moment the
customer’s call is answered. Employing the
right people has never been a problem, as
we pay an hourly rate way in excess of the
industry norm.
Owning and operating a coach company
was a lifelong ambition for me. Demand for
our services continues to grow, so the prime
expectation is one of continued success.

Getting into the community
Sussex Bus is starting a new community
engagement initiative to get out and about
into the local community and support new
development plans for the business. The
first of these activities was a Bus Surgery in
Burgess Hill, held last Wednesday (28 May)
at the old Barcena Bar.
We recognise that we need to get involved
with our customers and find out their
views on what they want from their local
services. The Bus Surgery at Burgess Hill
gave customers an opportunity to come
along and meet the managers and share their
thoughts.
This is the start of our community
engagement while we build a better bus
service for Burgess Hill and the rest of our
network.
In the interests of consistency we also
invited Metrobus and Compass Bus to the
event, so that customers could speak about
all services that may affect them.

Anniversary | Yourbus
Five years’
hard work
In 2009 Scott Dunn founded Yourbus, running
seven secondhand Dennis Darts in Nottingham.
From the start, he focused on one thing:
delivering a high-quality service. Now Yourbus
is a business on two continents that’s set to turn
over £35m this year. Tim Deakin discovers more

been content to keep Yourbus’
considerable achievements under
the radar. Based in Heanor, it
celebrated its fifth anniversary on
Sunday (1 June).
Yourbus embraces Scott’s views
on business in general: get the job
done properly, and don’t make a
fuss about it.
With that mantra in mind,
it would be easy for the rest of
industry to be unaware of what
Yourbus has accomplished since it
was founded in June 2009. It was
born indirectly as a result of the sale
of the Dunn family’s Dunn-Line
business to Veolia in 2006, as Scott
explains.
“Within a few days of the sale
I knew I wouldn’t fit in at a big
group,” he says. “But I had to work a
year’s notice with Veolia, and I also
had a three-year restriction on what
I could do elsewhere. That meant
I couldn’t found my own business
until 2009.”
Following his eventual departure
from Veolia, Scott spent some time
assisting his brother Simon, MD
of Rotala, and was particularly
involved in building up the
Diamond business in the West
Midlands. “We sold Dunn-Line

on 1 April 2006. On 1 April 2009,
I applied for an O-Licence of my
own. Yourbus started trading on 1
June that year.”
Starting strongly
The fledgling Yourbus was based in
Hucknall, and began by competing
with another operator between
Bulwell and Nottingham using
seven mid-life Dennis Darts. Scott
remained involved with Rotala at
this point, but as an engineer by
trade he was handling maintenance
of the Darts in the evening and at
weekends.
Growth came quickly, in both the
commercial and tendered markets.
From the outset a strong focus was
placed on delivering a high-quality,
friendly service. Before launch, the
Darts were refurbished and painted
into Yourbus’ distinctive magentabased scheme.
The first step change for Yourbus
came 18 months later, in the form
of National Express work. “It never
formed part of the strategy at the
start, but it was an opportunity that
we had to take,” says Scott, adding
that scheduled coaching also set
Yourbus up for the next stage in its
expansion, which was to come later.
“We had to buy 16 new Levantes

when the business was just 18
months old. We had about 20 buses
at that point; things were ticking
over nicely. We nearly doubled the
fleet, and it was a big change.”
Its speed of expansion meant
Yourbus had outgrown its Hucknall
base nearly a year before the
National Express work was won.
It bought two adjacent plots on
Heanor Gate Industrial Estate,
which were combined to form a
depot with a large parking area.
Heanor Gate remains the base
for Yourbus’ 94 vehicles, and it is
in many ways a textbook example
of a tight, efficient coach and bus
operating centre. “We’ve built
everything here,” Scott explains.
“I dug the foundations myself one
weekend with a JCB, and concreted
them and the garage floor.”

“We’ve also got one young guy in
the traffic office who only started
driving for us nine months ago. He’s
shown the initiative and he wants to
advance. This industry is wide open
to people like that.”

Facilities in the maintenance area
include waste oil salvage, which is
then used to heat the wash and fuel
shed during the winter. Rainwater
is collected for use by the two drivethrough washes, and all fluids can
be accessed only by using a vehiclespecific fob, allowing Yourbus to
identify any members of the fleet
which may be consuming more than
they should.
A rolling brake tester unit is
present, as is an air-conditioning
servicing unit, a spray booth and the
capability to rebuild all mechanical
units. At the time of routeone’s visit,
the engine from a Volvo B9R used
on National Express work was in
the process of being overhauled by
Yourbus’ engineers.
Being based in Heanor has its
benefits. “We’re a big employer in

the town, and we’re important to
local people,” Scott continues.
“The key thing for us is that we
want to be a local business, and have
staff who want to stay with us. If you
take local people, train them and
give them a steady career, they’ll
stick with you.
“We’ve grown during a recession,
which has allowed us to attract and
retain good staff.”
For the past two-and-a-half years
Yourbus has trained drivers to PCV
standards, and one demographic it
has been particularly successful in
attracting is the under-30 segment.
“We even have some drivers
under 21 working for us,” Scott
says, explaining that one is his son
Jack, 19, who balances studies at
Loughborough University with time
behind the wheel.
Express growth
By the end of 2011 Yourbus’
National Express commitment
had grown to 55 coaches. It added
outstations in Bradford and
Durham to accommodate fuelling
and layovers, and this rapid growth
had whetted Scott’s appetite for
more.
“By then we’d grown the business
and could buy new buses, so we
standardised all our commercial
routes on Mercedes-Benz Citaros,”
he explains. Today more than 40 of
the type are in the fleet. “The Citaro
is built like a car and is exceptionally
smooth for passengers.”
The Citaros are employed on
commercial routes based in Derby
and Nottingham, both easily
accessed from Heanor. The two
cities are well-served by established
and competent operators
Nottingham City Transport and
Trent Barton, and picking Citaros
reinforces an important competitive
point.
“We have to differentiate,” Scott
continues, which is why the Citaro
was chosen. All are fitted with Wi-Fi
as standard – making Yourbus the
first operator in the region to offer
it on all its commercial routes. He
adds that while the Citaro may have
a high initial purchase price, there is
little difference with other models
in respect to total cost of ownership.
High operational standards have
paid dividends, particularly more
recently. “Over the last nine months
we’ve doubled our passenger
numbers,” he says. “We’ve got
a graph to track volumes and it
continually rises.
“December was a very good
month, as it always is, but it’s
normally followed by a lull in
January and February. But we
grew in both, despite operating no
additional mileage. 2014 so far has
been exceptionally strong.” The
most recent figures, for mid-May,
show a weekly total of 130,000
passengers.
All in-house
It isn’t just maintenance and
painting which is handled entirely
in-house. As Marketing Manager,
John Everill is also responsible
for printed publicity and website

observer could be excused for
thinking production had been
handled by a third-party.
Part of Yourbus’ marketing
strategy is its Genie smartcard.
Genie can act as both a stored-value
card and a period pass, and can be
topped up on-bus in £5 increments.
A discount of 20% is offered to
Genie users buying single or return
tickets, and Scott is confident that it
has played a major part in Yourbus’
growth.
It hasn’t entered into a price war
with others, however. “We market
ourselves on quality and frequency,”
he says. “And because we do that, I
believe we’re growing the market as
a whole. The competition may have
lost out in the short term, but they,
like us, should grow over the long
haul.”
It has eyes on further growth later
this year. Ten Euro 6 Citaros have
been ordered for autumn delivery,
and will be for expansion, rather
than replacing older stock. They
will further reduce the average fleet
age, which is an industry-leading
three-and-a-half years.
To help celebrate Yourbus’ fifth
anniversary, the new Citaros will
carry a revised livery, based on the
existing magenta but incorporating
silver and white and designed
by John Everill. “All further new
vehicles will be painted like that,”
says Scott, who adds that it will also
be expanded across the rest of the
fleet in time.

“The new Citaros will enhance
some existing routes. The buses
they displace will be given a month’s
‘grace’ while we refurbish and
rebrand them, and then they will be
used to launch some new work.”
Four baskets
Expanding the commercial network
is the current focus. This follows
rapid growth of the National
Express arm of the business, but
there is one other part which makes
up the whole in the UK. That
is a tendered network operated
on behalf of Derbyshire County
Council, which takes Yourbus as far
as Ashbourne and Matlock.
Scott explains that the contracted
work forms almost a stand-alone
part of the business, one which has
a different emphasis.
“Tenders are operated on a cost
leadership basis. We have to be lean,
but we still run high-quality buses
on them in the form of a number of
Wrightbus StreetLites.
“They’re better on fuel, and
have low maintenance costs
because they’re modern. Tenders
are all about operating in a lean
and efficient manner.” Although
contracted services don’t enjoy
the Citaros and Wi-Fi that the
commercial base does, passengers
can still take advantage of the
discount offered to Genie smartcard
users.
Scott sees potential for ongoing
growth of the East Midlands
commercial network, and doesn’t

rule out expanding into other parts
of the country via acquisition – but
only if standards match. He isn’t
willing to compromise on quality,
and throughout routeone’s visit
stressed Yourbus’ commitment to
operating to the highest possible
standard.
One area identified as having
potential is a little further away.
Scott purchased Sydney, Australiabased Telford’s Group earlier this
year (routeone, News, 18 April), an
84-vehicle coach and bus operator
with a strong base of work.
Telford’s, he says, “is a really good
business which provides the kind
of opportunity we don’t see in the
UK.”
Entering the Australian market
has been on the cards for two years,
and Scott and his family have since
moved to Sydney. He spends one
week per month in England.
“Yourbus is stable. It’s more
important that I’m in Australia,
which is why my family and I
moved there. At Heanor I have
people in place that I trust to run
the business.” Scott’s main functions
during his monthly sojourns in
England are to oversee high-level
decisions and focus on growth.
“If we weren’t growing, I might
come back every two months. But
we are, and I need to understand
what’s happening. We have a video
conferencing system which allows
Heanor to communicate with
Sydney via Skype. All our phones
are ADSL, so calls between the two
are internal.”
Yourbus’ MD is Steve Ward, a
former Dunn-Line manager who
has been with Yourbus since day
one. “I’ve known Steve for 25 years,”
says Scott. “He’s part of the reason
we have a strong business: the good,
solid people who can look after
everything.”
There is much to be said for that,
and Yourbus has clearly been built
on a combination of hard work, the
right priorities, and a little luck, as
Scott is happy to admit. “I’ve been
lucky. I’ve been in the right places at
the right times, but I’ve also picked
the right opportunities.
“Five years ago, I never thought
we’d get this far,” says the man who
has built a group which, including
its Australian operations, is set to
turn over £35m this year. But while
the fifth anniversary of Yourbus
may give a brief opportunity to look
back on what has been achieved so
far, the focus is very much on the
future.

A paperless
solution
With on-board Wi-Fi a growing presence on
buses and coaches, the passenger experience
continues to develop through the adoption by
many operators of m-ticketing. Cory Varney talks
to those operators who offer m-ticketing, as well
as the providers behind the systems

Mobile ticketing, quite simply, allows
passengers to buy tickets for their bus
or coach journey through their mobile
phone, before showing it to the driver
for validation.
It means passengers no longer have
to worry about making sure they have
the right change or looking after paper
tickets – all they need is their mobile
phone.
It’s that line of thinking that led
First to adopt m-ticketing in March
this year, rolling it out across several
operating companies in the last few
months. To use it, passengers simply
download a free app, the First Bus
App, from Apple or Android and pay
for m-tickets as and when they need
to. Managing Director Giles Fearnley
says: “Research and feedback from the
First Bus App indicated a real appetite
among customers for alternative
cashless methods of payment.
“The one thing that people
never leave at home is their mobile
phone. We decided to pursue a
mobile ticketing option, confident
in the knowledge that it’s what our
customers want.”
Obvious solution
Safeguard Coaches is another
operator that offers m-ticketing. MD
Andrew Halliday explains why: “To

make it easier for people to access
our services, particularly younger
people who we’re trying to appeal
increasingly to – the mobile phone
generation really. It’s all a passenger
benefit, and that is how we see it.”
Gareth Stevens, Business
Development Manager for Cardiff
Bus, says offering m-ticketing
stemmed from improving the
passenger experience. “We’ve had
our Iff smartcard in operation for
a number of years and are always
looking to improve the number of
methods in which customers can pay
for their bus travel,” he says.
“In addition to looking at advances
in ticket machines to facilitate the
latest payment options, such as wave
and pay, m-ticketing was a natural
thing to consider.”
M-ticketing is operational across
the Go-Ahead Group. Group
Marketing Director Gillian Singh
says: “It was implemented as a
response to customer interactivity
with us, across the internet and e-mail.
It was an obvious step and an obvious
solution.”
Commercial Manager at Abellio,
Alastair Willis, says: “We introduced
m-ticketing to provide an easy and
convenient way for customers to buy
their tickets.

“We liked the appeal for the
younger market, for whom mobiles
are a part of their lifestyle. Having
your bus ticket on your phone could
help make the bus a more attractive
travel option.”
Commercial Projects Officer at
Lothian Buses, Stevie Chambers,
says customer research had shown an
appetite for m-ticketing. “We believed
with the right product set, m-ticketing
would encourage users to travel more
often.”
For Eastleigh-based Velvet, MD
Phil Stockley says: “As a new start-up
company in 2008, we were keen
to explore any customer service
initiatives that would help us appear
innovative and forward-thinking.”
The options
He says that the key benefits are
“reduced boarding time, a saving
in paper from ticket rolls, and
the opportunity for customers to
identify the products that suit them,
and buy them in the more relaxed
environment of their home or office.”
Alastair Willis adds that the main
benefits for Abellio are the ability
to introduce new ticketing products
which can be paid for using cards,
without the need to have a travel
shop. “It is also very easy to provide

special offers and new products,
without significant changes to ticket
machines.”
M-ticketing can also sit comfortably
alongside existing smartcard options.
Says Stevie Chambers of Lothian
Buses: “We believed that, with the
right product set, m-ticketing would
encourage users to travel more
often. Crucially, we didn’t want our
m-ticketing product to compete with
our already popular season ticket
smartcard, Ridacard. Instead, we
targeted m-ticketing at those of our
customers who currently buy Single
or Day tickets on-bus, with cash.”
The major suppliers of m-ticketing

Mobile Onboard’s Sales and
Marketing Manager, Katie Luckwell,
outlines why mobile ticketing is a
useful solution. “It’s there for the
passenger to save them time and
money, as well as reducing the time,
effort and cash-handling requirements
for the operator as well.”
Regarding installation, Katie
says: “With our solution, there’s no
equipment needed. Operators can
be set up in a very small amount of
time – if they wanted, we could have
an operator set up on mobile ticketing
in days.
“From receiving a sign-up pack,

all we need is their ticket description
and pricing and we can get them set
up. The set-up cost is very low, often
under £1,000.”
A useful feature of Mobile
Onboard’s system is that it does
not use a mobile app, nor require a
passenger to have a smartphone.
Wallet’s online
“All of our mobile ticketing is done
through HTML5 web app,” says
Katie. “As long as the passenger has an
internet-enabled phone, even an older
mobile, they can use m-ticketing.”
Passengers sign up online, which
only takes a couple of minutes, upload
a photo of themselves, buy their ticket
and then download it to their phone.
“It’s got a picture of the passenger
and all the ticket details, including
when the ticket was issued and when
it expires. It’s got security background
features and a 2D embedded QR
code.”
The driver checks the ticket’s
expiry date and validity and then lets
the passenger on.
“You’re reducing paper use,
potential litter and boarding times, so
it’s really very simple,” says Katie.
Another feature Mobile Onboard
offers is the ‘mobile wallet’, enabling
passengers to upload money to their
m-ticketing account and make ondemand ticket purchases.
“If you decide to catch a bus and
think, ‘I want to buy a ticket’, you
simply log onto your account and
the money is already there,” says
Katie. “You don’t have to worry about
putting in your credit card details
or your pin. You just buy your ticket
straight away.”
Other operators have chosen to
provide a mobile app from which to
buy tickets, including First and Arriva.
Corethree offers a range of solutions
for m-ticketing, and its solutions more
commonly include mobile apps for
buying m-tickets, such as First’s Bus
App.
Corethree’s systems typically take
8-10 weeks to deploy from a detailed
specification, says Richard Stevenson,
Product Specialist at Corethree.
Another benefit of m-ticketing is
the recording of passengers, Katie
explains. “Operators can see who
is buying their tickets. If you’ve got
passengers purchasing their tickets
from the driver, the operators have no
idea who these people are.
“With mobile, we have details of
people who are purchasing tickets,
so that every time a ticket is sold,
the operator will be notified of who
bought that ticket, their e-mail,

Passengers love it
The purpose of m-ticketing is to
serve the customer, to make their life
easier as well as appealing to a wider
demographic. A number of operators
cited the younger generation, but
mobile phone use has rapidly
increased among all age groups.
Feedback is positive, showing
that many customers have taken to
m-ticketing.
First aims to have all operating
companies introducing mobile
ticketing in 2014, with Worcestershire
and Aberdeen among the first places
where it has been launched.
“Demand so far has been really
encouraging and we’re very confident
that it will attract new customers to
the bus, and persuade infrequent
users to use the bus more often,”
Giles Fearnley says. “So far feedback
has been almost exclusively positive.
Young people especially seem to have
embraced the new technology, and
the number of users is growing at a
faster rate than we anticipated.”
Phil Stockley says that Velvet has
been delighted with the results so
far. “Customer feedback has been
extremely positive. They see it as a
modern and convenient way to buy
their travel.
“Around a third of our weekly and
monthly season tickets are now sold
on mobile. We have seen increases in
sales across our season ticket range.”
Cardiff introduced mobile ticketing
in October 2013 with day and week
tickets, before adding four-weekly
tickets in January 2014. “We have
seen a very positive take-up and
move to payment via m-ticketing,”
says Gareth Stevens. “The trade up in

purchases to four-weekly tickets has
been very encouraging.”
Andrew Halliday says response at
Safeguard has been positive: “There’s
an increasingly committed core of
people who are using it, so they are
obviously liking it.”
At Go-Ahead, Gillian Singh says:
“It has been received well. We have
had tweets and feedback with people
saying they like the simplicity of it. All
operating companies have had very
positive feedback from customers.”
The mood is similarly positive at
Abellio, as Alastair Willis explains:
“We have received very little customer
feedback, which is often a good sign.
We have not seen any problems with
the use or acceptance of the tickets.”
At Lothian, Stevie Chambers says:
“Much of our customer feedback
has been overwhelmingly positive.
We’ve definitely seen an impressive
uptake of mobile ticketing. Usage has
exceeded our expectations.”
Aside from customer response,
mobile ticketing also appears to have
seen a positive response from drivers.
Phil Stockley says: “They like the
saving in boarding time and transfer
of sales off bus, and the fact that they
do not spend too much time on peak
period buses fiddling around with
ticket sales from the on bus machine.”
Says Giles Fearnley: “It makes the
lives of our drivers a little easier –
boarding times will be quicker, for
example. In addition, as more and
more people begin to use mobile
ticketing, our drivers will worry less
about handling cash.”
Cardiff’s Gareth Stevens says:
“I recently drove myself and I was
pleasantly surprised by the number
of people who boarded with a mobile
ticket and how simple the whole
process was.”
At Lothian, Stevie Chambers says:

Phil Stockley of Velvet says: “The
beauty of the system provided by
Mobile Onboard is that it requires
no capital investment; it’s a ‘no-lose’
situation.”
As for First, Giles Fearnley says:
“M-ticketing is great news for
customers; it speeds up boarding
times, customers need not worry
about carrying cash or the correct
change to pay for bus travel, and
customers now have the opportunity
of purchasing bus tickets in advance.
“I know that the ability to
plan ahead and confirm travel
arrangements in advance is a real
benefit.”
Mobile ticketing is on the way to
proving a worthwhile investment for
Cardiff, according to Gareth Stevens.
“It hasn’t quite paid for itself yet, but
it won’t be long. We expect to issue
our 50,000th ticket soon. The fact
this means cash is taken off the bus
is yet another positive feature to help
reduce the cost of the operation.”
Alastair Willis of Abellio says:
“The initial investment was very low
for the development of the product
and level of use. Its part in reducing
passenger board times has been a
good investment.”
At Safeguard, Andrew Halliday
feels the flexibility of mobile ticketing
is a big benefit for operators.
Safeguard offered a 10% discount
for December and January, something
Andrew says was easy to do through
mobile ticketing. “It’s better than
having to reconfigure all the ticket
machines. All we need to do is tell
Mobile Onboard, and they set it up
for a predefined period of time.
“As long as we tell people what the
voucher code is, they can use it – it’s as
simple as that. It’s very flexible, more
so than paper ticket machines.”
Lothian has seen a return on their
investment in just six months, says
Stevie Chambers. “We launched
mobile ticketing in November last
year, and have sold over 500,000
tickets.”
Stevie adds: “For operators,
m-ticketing offers far more flexibility
than any other form of ticketing
media, the prospect of which we’ve
only now just begun to explore
commercially.
“We’ve got plenty more ideas up
our sleeve for how we take m-ticketing
forward.”

Competition continue to flood in as operators
show interest in seeing their scheme crowned
the best in its category in this year’s contest.
It matters not what type of PCVs you
operate: the entire industry is welcome to
participate. There are three categories: coach;
bus; and minibus/minicoach, and operators
may enter as many as applicable.
If you haven’t done so already, taking part is
easy – and completely free. It takes just a few
seconds to enter, giving you a chance to win
one of the prizes provided by competition
sponsor Goodyear. It will reward the winner
of each category with a free set of tyres from
the Goodyear Dunlop range for the vehicle
concerned. All operators taking part will also
receive a goody bag, supplied by sponsor
Goodyear.

Entering the routeone Livery Competition is
simple. Full details were published in the issue
dated 2 April, but all you need to do is e-mail
a suitable image for each of the categories you
wish to enter to Editor Mel Holley, at mel.

Postal entries are also accepted, and you
should send them to Mel Holley, Editor,
routeone, Unit 4 Minerva Business Park,
Peterborough PE2 6FT. All pictures will be
returned after the competition closes.

when entering. Each operator should enter

carefully! Photographs should be authorised,

It has a nine-litre Scania Euro 5 engine
developing 360bhp which drives through a
two-pedal automated Opticruise gearbox.
Coventry-based Harry Shaw bought
the first Irizar Century-bodied Scania
produced, in 1993, and still finds it a
good buy today, says Director John Shaw.
“We do like the Scania Irizar Century
combination, as it’s a great workhorse.”

is a Mercedes-Benz Sprinter with 16-seat
Ferqui Soroco bodywork, supplied by

It has air-conditioning, double glazing
and a large boot, and was exhibited at the
UK Coach Rally.
Added to the Berkshire-based Horseman
Coaches fleet are four Panther-bodied
Volvo B9Rs, supplied by Plaxton (01909
551166).
The 12.6m, two-axle coaches have 53
seats with three-point belts, and a centre
sunken toilet is provided, with a fridge
and servery above. They have been chosen
based on successful operation of earlier
Panthers, including five delivered in 2013.

Horseman: “We have purchased nearly
30 new Panthers since 2006 and they
have been well tested throughout our
operations.
“They have proved attractive to our
customers and thoroughly reliable, and
therefore we didn’t hesitate to order
another four.
“We have a good working relationship
with Plaxton, built up over many
years. We find it flexible to deal with,
and its products are both reliable and
competitively-priced.”

Seven Mercedes-Benz Tourismos have

Cognitive skills given to 23
Nottingham managers
A total of 23 of Nottingham
City Transport’s managers have
received training to develop their
thinking skills, with the outcome
being a shift in their ability to think
positively and critically.
The three-day programme was
designed by Avenham Associates
and provided a set of thinking tools
based on well-established research
in cognitive psychology. Managers
involved in driver training, IT,
engineering, catering, marketing,
HR and garage management took
part in practical demonstrations
on various themes. Those
participating were tested before
and after the programme, and a
significant improvement in their
critical thinking was identified.
Two thirds of those taking part
showed convincing improvements in reasoning and weighing
up arguments.

says: “The course made me realise
that thinking critically is an important part of my role. I’d recommend it to any manager.”
