Consideration for Product Specification
Under BS EN 124:1994
Since the inception of BS EN124 in 1994 the UK population and standard of living has
transformed significantly with the introduction of multiple car families, people carriers,
4x4’s and the dramatic increase of articulated vehicles commuting goods.
Such traffic condition changes have had a compounding effect on road surfaces and
cover and grating topped services. The main causal elements being increased
weights, frequency or intensities of traffic and ultimately the increased dynamic loads that
are subsequently applied to the ironwork and their supporting structures.
Shortfalls of the Standard.
Whilst BS EN124 provides a general guide to material composition, design and stability and
sets out parameters for the classification of loadings and product applications, it provides
little guidance on the performance of products in situation or instruction on installation
materials to be used. As such, this Standard should be classified as a minimum performance
specification as it does not adequately accommodate the situation as detailed above.

Product selection based purely on BS EN124 is no longer a simple affair and is more crucial
than ever before as weak specification affords uncertainty for organisations involved within
Construction and Merchant industries. This specification ambiguity provides the
opportunity for inferior products to be used to commercial advantage in areas which
require higher specification products. We draw attention to the BS EN124 clause:
“whenever there is any element of doubt as to whether a product is wholly suitable for a
given application, then a stronger class of product should be selected”.
Situational identification and response.
The Company’s vast experience in the design, manufacture and supply of access covers
and frames has enabled Peter Savage Limited to identify this developing situation and
position and engineer its products to accommodate this and provide clarity for specifiers,
construction and merchant companies.
There is a direct correlation between the number of failed ironwork installations and the
type of bedding materials/practices used to install them. Resultantly, Peter Savage recommends that specific appropriate bedding mortars are specified in conjunction with the
specification of the ironwork.

Ultra™ is the highest specification and is suitable for F900, E600,
all D400 applications and should be used whenever there is any doubt
or demanding or problematic areas. Ultra™ conforms to BS EN124,
additionally meets HA104 recommendations and features the patented
A.M.P’s (anti-movement pockets) as standard.
Integrity™ conforms to BS EN124. Certain Integrity™ products feature
A.M.P’s making them superior to other competing products.

Specifier choice
Situation analysis.
When specifying a product, its intended installation site should be considered along with its
specific situation specific variables to determine the type of product to be used.
Factors for consideration should include:

Areas which feature these factors include but are not limited to: Traffic Lights,
Roundabouts, Traffic Calming, Dual Carriageways, Trunk Roads, Main Arterial Routes,
Bus Lanes and Narrow Lanes. Additionally, housing estate ‘through roads’ could witness increased volumes of traffic in light of diversions or
maintenance, therefore possible/future traffic implications should also be considered. In all of these circumstances and in the instance of
any doubt a higher specification product such as Ultra™ should be sourced.

Installation Materials
As previously identified, the installation process and quality of materials are vital for the longevity of ironwork installations.
Suitable installation products should be specified alongside Peter Savage Limited products.
For traffic applications Peter Savage Limited do not support the use of sand and cement mixes. All traffic applications should be installed
using appropriate high performance bedding mortars that are compliant with the current version of HA104 such as Envirobed or other
BBA approved. If the bedding material depth is greater than the maximum depth prescribed for the required product then an appropriate
product should be used to infill this gap, such as appropriate proprietary packing materials.
Installation Process
Ironwork is the final element in the construction process of an access chamber or gully-pot
and therefore, it is of paramount importance that the substructure is sound and the
appropriate bedding materials detailed above are used.
The chamber/brickwork must be of an adequate size and strength to fully support the
frame, cover & expected loading. In the case of brickwork all joints must be full
and pointed. This should be inspected prior to every cover or grating installation.
In order for any of the Peter Savage products to perform as intended, their frames must
be fully supported and properly bedded. Any voids beneath the frame must be filled and
pointed.

BS EN124 is a minimum Standard which states the material composition, design and load performance
of access covers and gully gratings in order to achieve specified load criteria to suit predefined types of
applications. As a minimum specification, the performance of products that only meet this standard
may not be suitable for all application types and traffic intensity within the predefined loading category.
Whenever there is an element of doubt as to whether a product is wholly suitable for a given
application, then a stronger class of product should be selected.

“The premature failure of chamber top and gully top installations has been shown
to be a major contributory factor to the annual maintenance budget of UK roads”
Highways Agency HA104
Highway advice note HA104 sets out procedures and defines
materials which will provide the best possible performance of
chamber top and gully top installations in trunk roads and motorways.
It’s recommendations may be applied to other roads and traffic
conditions, as appropriate. All advice given in this document supersedes
advice given in the Preferred Method 7, and complements all relevant
guidance and standards provided in the Manual of Contract Documents
for Highway Work (MCHW) and (BDMRB).
Put simply, this means that any specifier, contractor or body executing maintenance or remedial work, or any contractor or body executing
work to build, modify or extend a highway should follow the guidance laid down in this Highways Advice note.

and excel in complex modern road applications with ever increasing loads and traffic dynamics.
Savage Ultra products provide a high quality solution that surpass non HA104 products in terms of performance and whole life costs.
Savage Ultra products fully comply with the Highways Agency Advice note HA104 where applicable. This forms part
of ‘Design Manual for Roads & Bridges’ (DMRB) volume 4, section 2, part 5, which came into force in August 2002.
Savage Ultra products feature AMP’s (anti-movement pockets), a patented design which gives maximum
opportunity for the frame to key with a suitable bedding /fixing material, helping to prevent lateral movement.
The majority of Savage Ultra products fully comply with BS 7903:1987.
Crucially, many recommendations of BS7903 have been incorporated within HA104.
Savage Ultra products fully comply with BS EN124:1994. Additionally, Savage Ultra products are manufactured to
achieve a safety test of +10% over BS EN124 test loads.

Specification - BS7903 & AMP™
British Standard BS 7903:1997
BS 7903 is a British Standards Institute guide to the selection and use of gully
gratings and access covers for installation within the highway. This particularly
important standard is relevant to the performance required of access covers
and gully gratings.
“This standard is not a substitute for BS EN124.”
“Although BS EN124 purports to be a performance standard, it is not yet comprehensive
enough in its requirements for product performance. It also incorporates certain minimum
dimensional requirements, which being minimum, may not necessarily ensure that the
product is fit for its purpose in all traffic conditions.”

Access covers and gully gratings are advised under the BS 7903 recommendations
to have a depth of insertion (deepest part of cover/grating immediately adjacent to the
frame) of not less than 80mm.
Under traffic conditions this increases the cover grating security within the frame. The
standard also recommends the solid bedding width of frames shall be no less than 75mm
all around, which gives improved frame bedding for longer and safer performance.
BS7903 & AMP™
Additionally, gully gratings under BS 7903 improvements denote units are manufactured
with a much larger waterway than specified in BS EN124 and therefore offer significantly
improved drainage of surface water.

AMP™ Patented Technology
This UK patented product design is another Peter Savage Limited innovation which has
been specifically developed in order to help secure access covers and gully gratings in situation and prevent the premature failure of chamber top and gully top installations.
The AMP™ (anti-movement pockets) are located on the mating face of product frames,
which, when combined with a solid flange as per BS 7903, AMP™ gives maximum
opportunity for the frame to key on to a suitable bedding/fixing material to prevent
lateral movement during trafficking, whilst spreading the load to achieve a frame bearing
pressure (under load) of less than *2.1N/mm2 as requested by the Highways Agency in
HA104.

Grade 500:7 Ductile Iron
Ductile iron products from Peter Savage Limited are manufactured from
grade 500:7 material as it provides superior weight to strength ratio and
allows a more robust product than cast iron.

Invented in 1943 by Keith Millis, ductile iron is achieved through the
combination of carbon, silicon, manganese, magnesium, phosphorous, sulphur
and iron. The blending of these elements changes the molecular graphite
structure from flakes as it is in cast iron (grey iron) to form nodules or
spheroids. The sharp edges present in cast iron flakes create stress
concentration points within the metal matrix allowing it to crack and become
brittle, whereas the rounded spheroids inhibit the creation of cracks and
provides the enhanced ductility that gives the alloy its name.

• A bar of ductile iron is produced and machined to receive a
45o v-notch and is then supported by its ends on an anvil and
struck on the opposing face to the notch by a pendulum to
analyse the material’s degree of ductility.

• Tensile tests are carried out through machining a test sample
from each pour to specific dimensional tolerances according to
the standard ISO 1083. Once achieved, the test bar is fitted
within fully calibrated test equipment by its ends and then
pulled in opposing directions. This test measures the material’s
elongation and yield point to determine it’s tensile strength.

Benefits
The average cost for a Local Authority to replace a standard grating is approximately £300-£350 per grating. This excludes the cost of any traffic management
which could raise the cost to circa £1500-£2000 per grating and would result in
traffic disruption.
The Phoenix™ Grating has an integral renewable cassette grating which if stolen
can easily be replaced. Furthermore if this part is stolen the reduced aperture
compared with a standard grating means less chance of vehicle damage and
associated claims.
• Cassette replacement time approx 15 minutes compared with 2-3 hours for
standard grating replacements
• Low weight Cassette deters theft due to reduced weight.

Benefits
Slip formed drainage channels are becoming more prominent on UK highways and
motorways partly due to their capacity to quickly remove large volumes of surface
water and because they offer a significant reduction in the number of catch-pits
that may be required due to their hydraulic performance. The V-MAX® range

Benefits
RetroMAX™ drainage gratings have been specifically produced to alleviate
common problems associated with grating replacements for local authorities
and highway maintenance companies, due to their large over-base size.
The RetroMAX™ product footprint spreads applied loads away from possible
crumbling gully faces to a firm bedding area. This prolongs the life of existing
gullies and dramatically reduces replacement times for maintenance
personnel. The oversized designs also offer superior drainage capacities over
standard gratings allowing them to help alleviate localised flooding.

Installation Guide to Best Practice
The installation process and quality of materials used for installing
are critical to the longevity of all ironwork installations.
The majority of premature failures of ironwork occur as a result of the wrong specification product
being used in the wrong location, inappropriate materials used for bedding or as a result of poor
workmanship. If the correct product is specified and installed using approved performance related
materials and manufacturers best practice guides are followed, the product will perform as intended
and result in the reduction of chamber top and gully top issues that are a major contributory factor to
the annual maintenance budget of UK roads.

To ensure the best installation the following procedure should be followed:
1. Identify the type of installation location and traffic conditions
2. Select the appropriate specification product/s
3. Inspect the chamber and sub-structure
4. Excavate, clear & repair
5. Install product - following manufacturer guidelines.

Ironwork is the final element of an access chamber or gully-pot and therefore it’s of paramount
importance that the substructure is of sound construction. Inspection should be carried out regardless if
the project is new-build or maintenance and remedial work carried out as necessary.
4. Excavate, clean and repair
4.1 Cut through the full depth of any bound layers of pavement construction around the frame
with a circular saw or similar apparatus. Remove material between the position of the cut and the
frame to reveal the frame and the full width of the chamber wall along all edges.

4.2 Extract the ironwork using a suitable lifting device to reveal the bedding material beneath.
4.3 The frame supporting structure should be inspected for structural integrity and all old bedding
material must be carefully removed. If the previous bedding material was a polyester resin type it
will be necessary to remove the underlying top course of the frame supporting structure and
rebuild the structure as necessary to suit the depth of reconstruction. The supporting structure
must be of adequate size and strength to support the frame, cover and expected loading.
The surface of the supporting structure must have adequate strength to resist the imposed
loading. If the structure is brickwork, all joints must be full and pointed. All inadequate or
unsound portions of the structure must be removed and newly exposed surfaces cleaned
and prepared for reconstruction.

4.4 Bedding layers greater than 50mm thick should be laid in two stages. The first layer should be
no thicker than 40mm and must be covered with a proprietary packing material whilst the mortar
is workable. Uniform contact between materials is necessary in a composite bedding layer, and the
proprietary packing material should be tamped down to ensure even contact with the bedding.

5. Installation
It is considered good practice to wet the bedding area before applying the bedding mortar as this will
assist with a positive bond between the two surfaces. Additionally this process should be repeated when
the frame is lowered into position.
For traffic applications Peter Savage Limited do not support the use of sand and cement mixes.
All traffic applications should be installed using appropriate high performance bedding mortars that are
compliant with the current version of HA104 such as Envirobed or other HA approved. If the bedding
material depth is greater than the maximum depth prescribed for the required product then an
appropriate product should be used to infill this gap, such as suitable proprietary packing materials.
5.1 The bedding material must be placed on the chamber immediately after mixing. It should be
placed at a depth approximately 5mm greater than the required bedding thickness and spread
across the full width of the chamber wall. Deep trowel marks in the bedding should be filled and
the surface of the bedding floated to an approximately even finish.
5.2 The frame should be lowered onto the bedding as soon as possible. The frame must be placed
on the bedding so that all webs of the frame are fully supported by the frame supporting structure.
The webs must not overhang the internal faces of the frame supporting structure.
There must be no voids in the bedding beneath the frame. Special care must be taken in the
vicinity of the cover seatings. Where units are fitted with sealing plates, care must be taken to
ensure that the access cover frame is fully supported by filling the frame/sealing plate sub-frame
void with epoxy resin/suitable rapid set mortar.

5.3 The frame must be carefully tamped down to the required level and slope. This can be
achieved to the Specification requirements by placing a straight edge over the frame webs and
surrounding carriageway or other level control points as appropriate.
5.4 Any holes within the frame must be infilled with bedding material and the flanges of the frame
enveloped by a minimum thickness of 10mm of the same material. A greater thickness may be
applied provided that sufficient depth is left available for placement of any surfacing layers.
5.5 Exposed surfaces of the bedding around the outside of the frame must be floated to fill any
voids and remove any loose fragments, and the exposed surface of the bedding material inside the
chamber must be pointed to a smooth finish.

5.6 For traffic applications, a concrete collar of a minimum width of 300mm should be formed
by mixing enough rapid set high strength concrete such as QC10/QC10F (flowable) or similar HA
approved to achieve a minimum depth of 30mm. Lay/pour the concrete around the ironwork and
allow to set.
5.7 The cover should be placed in the frame by a mechanical lifting device, or suitable lifting keys
after the bedding material has sufficiently set.
5.8 No surround material must be placed in contact with the frame until the bedding has achieved
sufficient tensile and compressive strength.
5.5
5.9 The installation should not be opened up to traffic prematurely. Ensure the bedding mortar
manufacturers instructions are carried out and sufficient curing/setting time is permitted before
trafficking.

Iron Surface Oxidisation
Dispelling the rusting myth...
The scope of standards relating to iron castings does not extend to painting or coating
requirements or capabilities of products such as channel gratings, access covers or gully
gratings.
Products produced from cast grey or ductile iron do not generally require coating for
corrosion protection purposes in ‘normal’ environments and therefore any paint or powder
coat finishes are applied purely for aesthetic purposes on delivery of the items and are not
designed to protect the exposed surface of these products.
As our ductile iron products are made from grade 500/7 material, any oxidization is limited
to surface areas, regardless of any coating which may or may not be present. Ductile iron
will not degrade like mild steel due to its composition.
The paint process is therefore only designed to give the products an “as new” look and is in
no way required for corrosion protection purposes. Indeed, many manufacturers, ourselves
included, will on occasions produce these same products and sell them “fine cast”
i.e. completely uncoated, if required.
Black Coated Iron
The only difference is that such products will more quickly take on an oxidized surface
appearance as the material is exposed to oxygen and moisture, although this will readily
disappear if the products are trafficked and “polished” by regular foot traffic or vehicle tyres
as seen below.

Unfortunately preventing cast iron products from oxidizing is virtually impossible without a
dedicated corrosion protection system and maintaining the ‘as new’ look provided by the
transit coating will either require constant trafficking (as above) or re-painting at regular
intervals.
