UPDATE ON PROPOSED SOUTH TEXAS LNG PROJECTS
The Sierra Club and SaveRGVfromLNG believe that the proximity of an LNG
plant within the Space X Launch closure area is a terrible idea.
LNG officials say the Texas LNG terminal site is located approximately 5 miles
from Space X and due to the distance between the two facilities it is “highly
unlikely” that a Space X project would affect Texas LNG operations.
In a related article, Point Isabel Independent School District board members,
on Tuesday evening, September 20th, rejected the Rio Grande LNG Application for a 10-year tax abatement in a 5 to 2 decision. They rejected a similar tax
abatement application for Annova LNG in September 2015. The LNG plants
face stiff opposition from environmentalists, fishermen, shrimpers, local physicians, and community groups.

The University of Texas
- Rio Grande Valley is
constructing a research
facility for the School of
Earth, Environmental
and Marine Sciences
in our back yard. The
temporary office buildings now being installed will eventually be
converted to permanent research laboratories that will be manned
by university staff and graduate students. According to Doctor David
Hicks, director of the department, the site will serve as a staging area
for hydrographic research.
Currently two marine-going vessels are operating from the dock
located there, monitoring the health of our local coastal waters, measuring environmental indicators like salinity and oxygen content. One
of the ships also serves as a platform from which university scientists
dive to examine the fitness of natural and artificial reefs in the gulf.
Restoration of the Bahia Grande and evaluation of beach management practices on South Padre Island are examples of the areas of
research being conducted by Dr. Hicks, under whose auspices undergraduate degrees in Environmental Science and Marine Biology
are being offered. It will be interesting to watch the development of
our neighboring research facility in the months to follow.

The Red Tide Returns
An article in the San Antonio Business Journal on September 16, 2016 by Sergio Chapa, stated that officials with two federal agencies, the Federal Energy
Regulatory Commission (FERC) and The Federal Aviation Administration (FAA)
are looking into whether Liquid Natural Gas (LNG) Terminals and Space X
would make good neighbors. Three LNG Companies, Texas LNG, Rio Grande
LNG, and Annova LNG, plan to take natural gas from the Eagle Ford Shale
region south of San Antonio, liquefy it, and export it overseas.

The dreaded red tide has returned to
South Padre Island, with high cell concentrations and fish kills reported at
Isla Blanca Park and the Sea Ranch
Marina. Those with respiratory ailments might want to avoid the island
as lung irritation is a prominent feature
of the red tide phenomenon. For more
information on the algal bloom itself,
refer to a previous article in last year’s
newsletter. If you wish to follow the

Welcome New Owners
Three owners spoke at the August Board Meeting on Agenda items:
• The owner of Lot 142 stated he was not satisfied with repairs done to fix a sink hole on Lot 141.
• The owner of Lot 222 was concerned about the condition of Lot 184.
• The Owner of lot 284 wanted to be notified prior to having her canal dredged.
President Waller welcomed the audience and stated the dredgers were getting set up and should
be moving mud within four or five days.
GM Wooten gave his report:
• He presented the past due condo fee report and the building permit report.
• He announced that in an effort to save water the Welcome Center would be handing out dye
packs that folks could drop into their toilet tanks to see if their tanks were leaking into the toilet
bowl.
• He also announced that three AC’s needed to be replaced in the Rec. Hall. He arranged to
replace one under warrantee and was getting bids for the other two.
• He continues to work on a problem with the Post Office returning mail that is addressed to the
old P.O. Box. He asks that owners please use the new address:

VP McBride made a motion to approve the July 2016 Minutes – AT Champion 2nd – Motion
passed unanimously.
Committee Reports were as follows:
• D & E Committee stated all events for the winter of 2016-2017 were set.
• Pool Committee said plans were made to recover all non-blue chairs & repair all broken furniture.
• Golf Committee is asking to be notified if anyone was preparing to excavate for a new house
because the new retaining wall on the golf course ponds needed to be back filled with dirt. They
also want to run a 2 month special during September & October to stimulate play during these
slow months. $10 for adults and $5 for children. The board approved.
• Safety Committee said the Atlantic is very active this time of year and needs to be watched carefully.
• Finance Committee had nothing to report at this time.
• Articles & By-laws Committee said the planned meeting with PD Swink & his finance associate
was changed until Aug. 24th. The committee would finalize any changes to the Declaration & ByLaws after that meeting.
• Infrastructure Committee said they need to get the topography done before they can move on.
• Dredging Committee had nothing new to report.
• Management Committee said they would have something to report at the next Coffee.
• Access Committee had nothing to report at this time.
• Insurance Committee had nothing to report at this time.
Bridge Board President Mac Sweeden asked everyone to be patient with the new bridge operators. Three out of the four operators were new. He asked everyone to report any unsafe conditions.
VP McBride made a motion to accept the bid from SPI Pest Control to do monthly mosquito
spraying for a year at the rate of $51,310 - Dir. Weaver 2nd – motion passed unanimously.
VP McBride made a motion to pay SPI Pest Control by 12 equal monthly payments over the
course of the year - AT Champion 2nd – motion passed unanimously.
VP McBride asked Mgmt. cold patch the pot holes at the guard shack.
Dir. Long again discussed the use of chlorine tabs & shocking of the pools. He said it appears
the system is not functioning properly and not producing chlorine. He was concerned that we are
spending a tremendous amount of money on chemicals. GM Wooten said he was working on
replacing the sensors and had called another company to take a look at our systems.
Dir. Long again discussed the Rec. Hall doors needing some adjustment. He said due to the
illness of FM Zamora he was not able to work with him to get the doors fixed so they would stay
closed. It was agreed that he would work with GM Wooten on this.
VP McBride announced he was forming a committee to look into a new Website for LIV. He said
we are currently paying monthly fees for input that could be done in-house & would like someone
from the Rental Office to be on the committee
Charles Ortiz, District Engineer for the Laguna Madre Water District (LMWD), explained what he
& a structural engineer from the LMWD thought needed to be done to replace the pipe & supports
along the bridge over canal E. The board thought using mud to support the cradles would shift like
the current piling had done and damage the seawalls. They asked Mr. Ortiz if the water district
was willing to pay for the damage. They suggested using concrete pilings and Mr Ortiz said he
would convey their concerns to his board.
Dir. Weaver made a motion to start collecting $85 per month per lot, starting Jan. 1, 2017, for
60 months to go into an infrastructure fund. AT Champion 2nd for the sake of discussion. It was
determined this motion was premature as it had never been discussed by the board or by the
Infrastructure Committee. Dir. Weaver tabled the motion.
The board went into Executive Session at 10:35 AM to discuss management and personnel.
They returned at 11:25 AM.
Dir. Weaver made a motion to adjourn – Dir. Long 2nd – motion passed unanimously.

LIV Homeowner Capt. Mike Kreider has suggested testing our toilet tanks for leakage. If
just 10% of our village toilet tanks are leaking, it could result in thousands of gallons of
water & dollars literally down the drain.
Testing is as easy as dropping a tablet into
your toilet tank. You can pick up a pkg. of
“potty pills” at the Welcome Center and test
your own toilets for free. If the dye leaks into
the bowl from the tank (without flushing) you
have a problem and should replace your flapper valve and
try it again.

September Board Highlights
Facilities Manager Armando Zamora recently had surgery and the board would like owners & renters to keep him in their prayers.
The meeting was delayed until microphones were set up and operational. Three owners spoke on items on the agenda. Larry O’Quinn from
lot #142 spoke about the sink hole on Lot #141 until it was determined that it was not on the agenda. He then asked when dredging would
commence and Pres. Waller said any day now. Helen Sansone, Lot #627, asked if the Board had plans to reduce some or our losses. They
responded they were working on it & waiting to hear some suggestions from mgmt.
GM Wooten took questions from the board about repairing the treadmills and replacing a remote control in the workout rooms. He said the
treadmills were working now & he would replace the remote. When asked about the status of street repairs by the Guard Shack he said that
the rain prevented him from getting it done this week but would shoot for next week. Sec. Gunderson wondered why there were orange cones
around the hot tubs but GM Wooten didn’t know. Sec. Gunderson also wanted to know how long the Grill would be closed. GM Wooten said
he was working on licensing. Sec. Gunderson requested a tour of the kitchen & wondered if it was being cleaned while the Grill was closed.
GM Wooten said it was being cleaned and he was working to find jobs for the former Grill employees within the village. He also assured Treas.
Regalado that the employees were licensed to handle food but was planning to send them to a special class on food handling at his expense.
When the Treasurers report came up Treas. Regalado continued with her concerns about the Grill costs being way over budget & asked for
suggestions to cut costs. Board members had many suggestions including finding someone to lease it, combining it with the Pro Shop, or
charging a $10 monthly fee to owners that could be redeemed at the Grill. Asst. Sec. Wernecke made a motion to form a committee with Board
members Wernecke & Champion and owners with restaurant experience. Bob & Karen Gillespie, Jim Thorpe, and Donald Wernecke volunteered to be on the committee. It was mentioned that the new Aramark Dist. Manager, Bob Nuanes, had restaurant experience through Aramark
and hopefully could help.
The Golf Committee wanted to thank FM Zamora for finding dirt from a construction site to start back filling the retaining walls on the ponds.
More dirt is needed. They were also concerned about the weeds on the greens and GM Wooten assured them that when he gets his license he
would supervise the treatments.
VP McBride plans to have the next Access Committee meeting October 12 at 2 pm in the upstairs Board room. Everyone is welcome to attend.
The Amendment & Infrastructure Committees plan to hold off a presentation until October to clarify some changes so that everyone understands.
An owner sent a letter to several Board members and our attorney explaining that he didn’t believe he should have to pay for dredging because
he lived on an inside lot. The Board and our Attorney agreed that according to Article 10, this project was considered maintenance and therefore
should be shared by all 1024 owners.
The Management Committee was arranging to talk with a couple of other Management Companies to discuss their costs & services.
After an executive session to discuss Personnel, pending litigation and enforcement actions Director Asbury suggested he put a committee
together to do a survey of owners to define amenities and service areas in the park. He asked VP McBride and Jennie McBride to be on his
committee.
Beach Alerts!
Along with the Red Tide, there is also a “high bacteria alert”. It is recommended boaters & beach goers are very cautious at this time. Texas
Beach Watchers have reported the water in this area has high amounts of bacteria. According to an article in the Valley Morning Star on Thursday, September 29th, this often happens after a good rain. It is the first time in at least six months that high levels of bacteria have been found

“LIV TRAVELGOERS”
Lynn Louise Olive, age 68, of Post Lake died
Wednesday, August 24 at Aspirus Langlade Hospital under the
care of LeRoyer Hospice.
Lynn was born on August 27, 1947 to the late Roy
and Jane (Easson) Elsmo in Racine, WI.
On October 4, 1969 she was united in marriage to
Robert Olive at Holy Communion Lutheran Church in Racine.
Lynn was a graduate of Lutheran High School and went on
to earn an associate degree in Marketing, Transportation and
Distribution from Gateway Technical College.
As an ambitious business person, Lynn began
working for Bartz Cartage from 1966-1972. She was also
employed at Zahn’s Department Store from 1969-1974. Along
with her grandmother she owned and operated Arlo Associates. Lynn later became owner and vice-president of Raemarc,
Inc. from 1974-1999.
She resided in Racine until 1977 and then moved to Waterford
until 2002. Upon retirement, Robert and Lynn moved to Post
Lake and enjoyed winters in Port Isabel, TX
Lynn was active in Racine Kenosha Women’s
Traffic Club, Delta Nu Alpha, National Management Association, Parish Highlands ATV Club, Wolf River ATV Club, and
American Legion Post 498 Auxiliary. She was an avid basket
weaver, did beading, and crafted jewelry. Lynn and Bob enjoyed boating on Lake Michigan, fishing, traveling.
Survivors in addition to her husband Robert include,
a brother Marc (JoAnne) Elsmo, 2 sisters, Joan (Tom) Herman,
Deborah (Brian) DelCampo all of Racine, 2 brothers-in-law,
James (Diane) Olive of East Troy, 3 sisters-in-law, Kathryn
HohnHorst and Betty Boetcher both of Racine, Mary (Walter)
Henning of Rochester, WI, her niece Elizabeth (Ben) Thomas,
her nephew, David (Andrea) Elsmo, her great niece Josie
Thomas and in the Olive family she has many nieces and
nephews and their families.
Her extended family includes Judy Winsall, Bekki
and Gene Baas, Linda and Lonnie Keckhaver, Bill and Nancy
Moll, Teri and Jon Stonner, Keith and Kris Blanchard, and
Kathy Raduenz
Lynn was preceded in death by her parents, mother-in-law and father-in- law, sister-in-law Charlene Boetcher
and a brother-in-law John Boetcher.
A gathering in memory of Lynn and to celebrate her
life will be held on Saturday, September 10 from 1:00 PM until
4:00 PM at the Elcho Clubhouse. A memorial service will take
place at 1:30 at the Elcho Clubhouse with a time of celebration
to follow. Reverend Dana Schindler will officiate.
Memorials in Lynn’s name may be directed to The
American Heart Asssociation and St. Luke’s Medical Center
Tribute Fund.
