Governor’s budget a good start for WWRP

legislative session, lawmakers
have an opportunity to finally
restore funding for the Washington Wildlife & Recreation
Program (WWRP), the state’s
primary tool for conservation,
farmland preservation and
trail and park improvements.

Over 100 wildlife habitat, park and working farm
projects hang in the balance this year.
The group’s report finds
that protected lands - such as national parks,
monuments, and wilderness - are providing
western states with a competitive economic
advantage that helps create more jobs (especially
in service industries like high-tech) and higher per
capita income. In Washington State alone, outdoor
recreation supports 115,000 jobs and adds $11.7
billion to the state economy.

From developing trails near Yakima, Spokane and
Wenatchee, to restoring the Seaview Dunes near
Aberdeen, conserving Kitsap forests, building an ice
rink in the Methow, saving farms in the Skagit or
creating parks in Clark County, these WWRP projects
will protect valuable land, improve opportunities for
recreation businesses to thrive and have a positive
effect on Washington state’s quality of life.

In December, then Governor Gregoire released
her capital budget, including $65 million for the
WWRP grant program. While falling short of the
Coalition’s request to restore the WWRP to $90
million, Gregoire’s budget represents a growing
understanding by lawmakers of how Washington’s
economy and conservation are inextricably linked.
“Governor Gregoire’s budget clearly illustrates her
deep appreciation for the role that land and water
conservation plays in our state’s economy,” said
Legislators and newly elected Governor Inslee will
consider Gregoire’s recommendations as they put
together their budgets over the coming months of
legislative session. The Coalition will work with
these policymakers to ensure that Washington’s
great outdoors and natural heritage receive their
fair share of funding in the state’s capital budget.
Together, we can ensure that our kids and
grandkids will have a better Washington.

He spent his whole life watching
other children, independently
swinging on swings and sliding
down slides.
He was never able to join them,
until now.
At the WWRP-funded Sehmel Homestead Park, Dave
was able to slide independently for the first time.
It took Dave, a Kitsap County
resident, over four decades to have this experience because he had to drive over
fifty miles to and from the nearest fully accessible park in Gig Harbor.
No one should have to wait until their forties to be able to use a slide on their own!
Thanks to your support of the Coalition, Bremerton will have the much-needed
legislative funding to renovate Evergreen Rotary Park to ensure access for all
members of the community.
Your support goes farther than ever before. State and federal budget cuts threaten
future funding for parks, wildlife areas and working farms. All of the funding
the Coalition secures in Olympia and DC goes directly to projects you care
about like the Evergreen Rotary Park, so the Coalition relies on donations from
members like you for our operations.

Proposed projects at risk in your community
State and federal projects would improve trails, parks and protect habitat and working farms
State and National Parks
Farms
Cape Disappointment
The breathtaking views of the Seaview Dunes area along
the Long Beach Peninsula are at risk of development. A
WWRP grant would enable the preservation of the area.
Cowiche Basin Rangelands
Funding from a WWRP grant will preserve a Yakima
Valley cattle operation for future generations. The ranch
supports the local economy and is also home to important
habitat where endangered and threatened species occur.
Mount Rainier Access
One of the main routes into Mount Rainier National Park
from the Seattle area would be greatly improved with an
LWCF grant. These improvements will increase access to
one of Washington’s most iconic parks for the nearly two
million people who visit the park every year.
Hedlin Farm
Skagit County will be able to protect 55 acres of
important farmland east of La Conner. The farm
provides critical winter forage for migratory birds and is
adjacent to some of the best estuary habitat in the Skagit
delta. The grant would keep the land in farming forever.
Trails
Robinette Ranch
Funding would ensure that the 110 acre rangeland is kept
in organic production and managed holistically to support
the sensitive ecological features, such as shrub steppe and
ponderosa pine habitat, that the property supports and that
is critical for migratory birds and other vulnerable species.
Cross Kirkland Corridor
The 5.75 mile rail trail will be Kirkland’s first recreational
trail, providing new recreation opportunities for the area.
Ferry County Rail Trail Improvements
Improvements to the rail trail in Ferry County will upgrade
it to be multi-use and ADA accessible, providing critical
recreation opportunities and attracting visitors to the area.
Parks
Chehalis Pool Renovation
The Chehalis Community Pool is the only seasonal pool
in the region and the state of disrepair it is in puts it at
risk of being closed for good. Matching WWRP and
LWCF grants would pay for upgrades to increase safety
and make the pool more cost and energy efficient.
Hunting/Fishing
Merrill Lake
A WWRP grant will protect unique habitat between
Cowlitz County’s Merrill Lake and the Kalama River.
The project will also secure public access, protect fish and
wildlife habitat, and prevent conversion to subdivisions.
Winthrop Ice Rink Expansion
The rink, built with the support of a WWRP grant two
decades ago, will use another WWRP grant to improve the
highly popular rink. The addition of refrigeration will allow
it to be open to members of the community year-round,
and new restrooms and a changing area will be built.
North Willapa Bay Development
This project will create public recreational access to North
Willapa Bay, one of the most pristine estuaries in the
United States. Hiking, bird watching, fishing, hunting,
kayaking and more will all be available to the public.

“As worthy programs get slashed in
the Great Recession, the [WWRP] has
survived and garnered bipartisan support
in Olympia. Numerous of the state’s blue
herons owe their survival to the beaches
and lagoons it has saved. A lot of kids
use the playfields it has underwritten.”
“As noted by Bill Riley, 2010 president of
the Washington Realtors, ‘Realtors look
at this as a necessary part of our quality of
life mission. It’s just like infrastructure, like
water, bridges and roads. This is the best
time to buy land in the past decade. If we
underfund this program, we’ll miss out.’”
“Since its foundation in 1990 by former
political rivals and Washington governors
Dan Evans and Mike Lowry, the Coalition
has provided more than $618 million for
more than 1,000 projects across the state.”
“In the Spokane area alone, the WWRP
has provided more than $16 million for
conservation and recreation projects.
Ranging from the Little Spokane River,
Quartz Mountain, Antoine Peak, Mount
Spokane and the Centennial Trail,
WWRP grants have helped maintain a
high quality of life in this area.”
“In Washington State, officials said
outdoor recreation supports 115,000
jobs and contributes more than $11.7
billion per year to the state’s economy.”
“These voters overwhelmingly say public
lands are good for the state; two-thirds
reject the idea that we have enough and
don’t need more; they say that public
lands are good for the economy; and they
overwhelmingly believe we have a moral
responsibility to care for these lands. In fact,
a solid majority say that public lands are one
of the best things our government does.”
