Refining ‐ PEDC is developing a greenfield 35,000 bbl/d heavy oil refinery complex in Qeshm Island. ‐ PEDC is a majority stakeholder in a 60,000 bbl/d condensate refinery project Petrochemical Power ‐ In Petrochemicals, PEDC’s general strategy is establishment of complexes with emphasis on value creation over petrochemical value chains. ‐ PEDC have already obtained approval and secured the feedstock for establishment of a Butyl Rubber complex in Bandar Imam special zone, ‐ PEDC is developing a polyolefin elastomer complex in Kerman province, ‐ PEDC is also commencing a gas to polyolefin complex in Chabahar free zone area ‐ Parsian development is the largest ambitious of the group, the complex is a large propylene and propylene derivatives’ park. ‐ PEDC is a major shareholder in Khoy and Orumiyeh combined cycle power plants with a total capacity of over 1300 MW. Introduction to Petrochemical projects 1- PARSIAN PETROCHEMICAL COMPLEX Parsian Petrochemical Complex-Location Parsian is located at 40 km toward the east of Assaluyeh, Parsian is developed by a special zone authority called: South Energy Intensive Industrial Zone (SEIIZ). Parsian is envisaged as the third Petrochemical zone, which is being developed by private sector based on policies implied by Iran National Petrochemical Co. (NPC). Given relative proximity to Assaluyeh, Parsian is selected as an extension site for continuation of petrochemical development in southern coastline of Iran Main advantages : – Proximity to Assaluyeh provides easy in‐land and marine access to varieties of feedstock – Access to developed logistics infrastructures; i.e. two intl. airports (Lamerd & Assaluyeh), transit roads and existing service jetty, – Parsian shoreline has an exceptional water depth comparing to other ports all over the Persian Gulf, – Parsian Zone is adjacent to the existing natural gas trunk pipeline, 8 4/5/2016 PEDC’s Roles in Parsian • PEDC’s approach toward development of Parsian is rather deliberated; • According to an agreement between NPC, SEIIZ and IMIDRO(*), PEDC should involve in two different undertakings : – Master infrastructure development for Petrochemical industries within the Parsian zone, – Equity Investment in a petrochemical value chain, • As the infrastructure developer; PEDC will be responsible for the following activities: – Accommodate the master plan for the entire petrochemical park – Land preparation activities, development of access roads, corridors and green belts – Development of common facilities and primary utilities – Development of the legal framework governing the park’s management and administration – Qualification and hosting of third party investors, who will involve in petrochemical projects • As the Equity investor; PEDC will involve in development of a petrochemical value chain, in line with plans and policies advised by NPC. (*) : IMIDRO is a subsidiary company under the ministry of Industries and Mines which acts as a driving force for development of Industrial projects all around the country. (**) Ethylene Vinyl Acetate co‐polymer (EVA) is also a thermoplastic elastomer which has a wide range of applications in car industries, medical uses and household applications. 15 EP(D)M applications Automotive 16 Introduction to Petrochemical projects 3- SINA CHEMICAL PLANT, CHABAHAR FREE ZONE Development of Petrochemical zone in Chabahar • Chabahar is Iran's southernmost city, Lying on the coast of Oman sea, Chabahar is Iran’s largest port sited at the east of Strait of Hurmoz. • Chabahar is a free trade zone featuring import and export custom duty exemptions and free trade facilities • Two operational jetties connecting Chabahar to international waterways, have a total loading capacity of over 6 million tons of bulk and container cargos • Iran-Pakistan gas pipeline lying in a close proximity of Chabahar, turns Chabahar to be an advantageous site for development of gas based petrochemical projects. Mahshahr Assaluyeh Chabahar 18 Petrochemical zone in Chabahar Negin Mokran Development co. a non‐governmental entity is developing a master plan and infrastructure for a large petrochemical zone in Chabahar. PEDC acts as an investor and already committed direct investment in a chemical plant within the zone. Sina Chemical Industries Development Co. is a wholly subsidiary of PEDC, assigned to the envisaged project. Mahshar is one of the strategic center for producing and export of petrochemical products. The Zone is featuring comprehensive infrastructures and easy access to land and sea routes, Direct access to the feedstock resources, utilities and harbor facilities together with free zone incentives are other salient features of Mahshahr Petchem zone.
