THE HOME BUILDING industry continues to be greatly affected by global, national and
regional economic influences; your association and you as members are responding to the
current challenges with determination, vigor and aplomb. The positive impact of such mindsets has helped to sustain the residential building industry through what is a significant and
protracted slump.
The perceptions,
visions and policies
that steer the future of
home building are not
exclusively controlled
by our industry and the
means by which you
are able to effectively
exercise positive
influence is through
continued membership
and participation with
the association.
Within our membership, the creativity being
exercised to ensure consumers are motivated to
consider our industry’s product and services is
remarkable. This was clearly exemplified by many
hundreds of innovative submissions entered into the
2008 SAM Awards. Whether home designs, renovations,
advertising or even new products and ideas, some of
the most inventive and thought provoking concepts
ever submitted were the rule. It is our intent that the
promotional tools to which SAM Awards finalists and
winners are provided are well utilized. The SAMs bring
positive consumer awareness to those companies
but the program is also a valuable illustration of our
industry’s continued vitality, despite the adverse picture
frequently painted for the general public.
A spring installment of the RenoMark™ Renovation
Tour was reintroduced joining the regular fall tour on
the Association’s busy event and promotional calendar.
A record nine homes were featured by RenoMark™
members, who used the opportunity to further their
business targets but also this program’s brand of
integrity and consumer assurance.
Our Association’s collaborative work with the Urban
Development Institute - Calgary to positively influence
the well-recognized Plan It Calgary initiative has born
a positive impact upon the public’s perception of the
process and its goals. A Growth and Planning Study
poll commissioned by the Plan It Calgary Industry
Champions Committee from NRG Research Group
has helped to amplify the voice of public sentiment
at the planning table. Our partners at the City of
Calgary are listening and responding to our concerns
as an industry. Plan it Calgary will continue to be a
priority on the Association agenda for some time and
we continue to have a place at the table as this vision
for our city is defined and refined - that in itself is a
significant win.
This is far from the extent of our Association and
membership’s involvement with legislative plans and
matters. The Calgary Regional Plan and Provincial Land
Use Framework will in turn, further define the blueprint
from which our industry will be expected to follow. We
are monitoring and when appropriate, participating in
policy development with issues from the Construction
and Demolition Waste Management Programs to green
building code or energy efficiency requirements.
We are also working to inform and educate you
regarding changes in building codes such as those
regarding High Intensity Residential Fires in a timely
fashion with all the available information. A recent
Builder Breakfast presentation on the topic brought
three levels of government agencies to provide some
insight to 500 of our members. The breakfast, hosted in
partnership with Professional Home Builder’s Institute
and Alberta New Home Warranty opened a dialogue
with representatives of Alberta Municipal Affairs, City of
Calgary Planning and Development Approvals and the
Calgary Fire Department. Points were clarified, some
questions answered and others were introduced. All
of the challenges of implementation were not solved
and more dialogue will be necessary to find means
of absolute compliance. The significance of bringing
members and legislative administrators together to
ensure the ramifications of the Alberta code changes are
fully grasped by all involved is immeasurable.

Industry Leadership Tackling
Plan It Calgary

PLAN IT CALGARY, the long term land use and mobility plan developed by the City of Calgary
should be of paramount concern to each and every member of our Association.
CHBA - Calgary Region has been working in
partnership with UDI-Calgary since early 2008
responding to the recommendations of Plan It
Calgary in a Joint Response Report and most recently
developing our response to the Draft Municipal
Development Plan and Calgary Transportation Plan
which were released on March 9th.
We were extremely fortunate to contract Dennis
Little, who recently retired from the Alberta New
Home Warranty Program, to lead our Joint Response
Committee, spearheading research and taking on the
task of liaison with the City of Calgary. Shael Gelfand,
Peak Communications has provided invaluable
guidance with our overall communication strategy
throughout this process.
The CHBA - Calgary Region and UDI-Calgary boards
of directors realized early on that this project was
going to require a huge effort on the part of industry.
Together we were successful in pulling together a
fantastic team of volunteers and staff. Below you
will find a complete list of the Committee members
and I want to personally thank each volunteer and
staff member for their contribution to this effort. The
Champion Committee has been meeting weekly for
almost a year. Many of these meetings have stretched
more than 3 hours. The overall value of the time
volunteered to this one project is mind boggling.
Many entire days were spent at City Hall, attending
standing committee meetings, council meetings, and
meetings with politicians and city managers to ensure
our voice was being heard.
We have provided balanced information during
the process to our members, our politicians and to
the general public. We have encouraged discussion
and debate through our breakfast meeting featuring
guest speaker Randall O’Toole, a Cato Institute Senior
Fellow working on urban growth, public land, and
transportation issues and our May dinner meeting
speaker, David Seymour of the Frontier Institute, and
other speakers yet to be announced.
You may be wondering what role you have to
play in this ongoing debate. We would ask that
you take the opportunity to reinforce the following
key messages whenever you might find yourself
in conversation with members of administration
or your elected officials. Remember that the latest
information can be found at www.chbacalgary.com.
1. The Industry Supports Sustainability
We have increased densities over the last 10-15
years; in fact, we have been ahead of the City on this
issue. We have recently brought forward innovative
suburb designs such as McKenzie Towne and
mixed use areas such as Seton. We have developed
programs such as Built Green™ and improved energy
efficiency in new homes. The industry continues to
push towards greater sustainability.
2. The Industry Supports Balanced Growth
The industry agrees that intensification of the
inner city will happen over time. People’s preferences
and consumer demand will determine how and
where this intensification will happen. Increased
regulation and population percentage targets are
misguided and unwarranted. A balanced approach to
growth in both new and established communities is
necessary to ensure a variety of housing types remain
affordable and available for all citizens.
3. Most Calgarians Aspire to Live in a SingleFamily Home
The recent survey results by NRG Research Group
reinforce the work of other renowned institutions,
such as the Royal Bank of Canada (RBC), which
continually find the majority of citizens want to
live in a single family home. This has not changed
significantly over the past 50 years, nor do we expect
it to in the next 50. The targets contained within
the Plan It document seek to significantly alter the
housing choices available to all Calgarians by focusing
primarily on multi-family housing forms, and mostly
within the activity nodes and corridors.
4. Plan It is the Product of a Boom Cycle
The targets and assumptions in Plan It do not
accurately reflect the reality of Calgary’s long term
economy and is a reactionary plan to a short term

THE WORLD IS changing; you can see it every day. While change is a fact of life, we all know that
some changes create positive benefits and others do not.
Our industry has changed, too. In some cases,
this change has occurred by design and in other
cases due to economic uncertainty. For example, our
industry has adopted One Voice — One Industry as
one of the primary tools that CHBA-Alberta utilizes
to deal with various regulatory issues confronting
homebuilders. Under this program, we have been
able to increase our government relations and
technical review activity.
Unfortunately, our industry is in a less healthy
financial position than we were a couple of years ago
when OVOI was first approved. As a result, we have
cut back our administration dramatically and CHBAAlberta now operates with about half the staff we
had just one year ago.
While we have cut back, special interest groups
have not reduced their efforts to continue to lobby
for changes in the way homes are built and the way
home builders and trades operate. Governments at
all levels are also moving forward with a number of
regulatory changes in response to environmental,
social, and economic concerns. Unfortunately, as
we all know, what may seem like a good idea to fix
one concern, can result in creating problems in other
areas.
Our industry does not need to look any further
than the recent code changes introduced by the
provincial government in response to the High
Intensity Residential Fire (HIRF) recommendations.
These code changes — introduced despite our
objections – ignore the affordability impact on our
customers, as well as long-standing and hard-learned
good building practices. Is marginally improved
fire resistance really worth incorporating building
practices that could greatly increase the danger of
mould and rot?
One issue on the immediate horizon is the Alberta
Government’s consideration of recommendations
on Residential Construction Practices (RCP), drafted
by Parliamentary Assistant and MLA for Edmonton
Castledowns Thomas Lukaszuk. Mr. Lukaszuk’s action
plan was drafted in response to several homes in
Calgary that were built in a manner that caused
mould and rot problems for the home owners. The
document contains recommendations for changes
to how our industry operates. Some of the initial
discussions with our office had very far-reaching
recommendations around warranty, training,
inspections, and building practices. Despite our
ongoing efforts, the homebuilding industry had been
blocked from participating in the drafting of the
document. We should all be very concerned about
this and we will keep you informed of our efforts to
address this issue.
We also have municipalities dramatically
increasing fees, levies, inspections, and development
requirements, all of which increase the cost of new
homes thus making them less affordable. Also, there
is a strong push to open the Municipal Government
Act (MGA) to provide increases in municipal control
and additional taxation options. This has been
delayed for the moment, but it remains lurking in the
shadows. We will continue to monitor this issue and
keep you informed of any changes.
Green building practices are also getting
increased attention in the Legislature. This has been
building momentum over the last few years. Our
industry has a very good story to tell. We are one of
the few industries that have improved our practices
to such a degree that we would easily meet the
Kyoto requirements. We also have introduced an
outstanding program, Built Green™, that is industrydriven, voluntary, and cost-effective. As this program
grows, we will become even more progressive in
environmental practices. With such an excellent
program already in place, we had hoped to partner
with the Alberta government on green building
initiatives. However, Alberta Environment Minister
Rob Renner is planning to announce a rebate
program that is based on EnerGuide ratings and not
Built Green™ certification. We are disappointed by
this decision but are now focused on how we can

integrate the government’s initiative into our own
industry’s BuiltGreen™ program.
CHBA-Alberta is also anticipating there will be
more legislation to support green building codes on
the horizon. We are working through various channels
to ensure we have industry representation at the table
when recommendations are being discussed.
On a more positive note, we are working
successfully with various parties including
government, municipalities, and the Alberta
Construction Association to develop a solution for
the disposal of construction waste. The desire of
environment groups, and at least some people in
government, is to reduce construction waste by 75%;
in other words that no recyclable material goes to the
landfill. This is a valiant goal but the implementation
and practical application of such a goal is difficult.
Through our collaboration with various stakeholders,
we are currently seeking ways to cost effectively
implement an aggressive recycling program with the
proper infrastructure and markets to ensure success.
This update is an overview of the immediate
challenges that lay ahead. The potential impact of
each of these issues is thousands of dollars per home,

Bowling Night Out!
AMAZING FUN WAS had with friends and colleagues at the Chinook
Bowladrome on Saturday, February 21, 2009.
Twenty-two teams prepared for four games of bowling with a pregame warm up snack of chips, veggies and fruits in the Party Room.
Energies were high and competition friendly as teams squared off on Low
Score Bowling, Bingo Black Out, Computer 3-6-9 and just plain old bowling.
Many great door prizes were awarded throughout the night and
pizza was delivered for our bowlers who worked up an appetite. CHBA
- Calgary Region would like to extend a warm thank you to the Chinook
Bowladrome for hosting our event this year and for the generous door
prize donation.

Calgary Home Builders Foundation
Completes 11th project!

AS A CHARITABLE entity, Calgary Home Builders Foundation is approached with requests for
charitable work and charitable funding from other groups on an ongoing basis. In May 2008, the
Association for the Rehabilitation of Brain Injured (ARBI) submitted a request for help with a much
needed renovation.
Before
At the time, the Board of Directors of the CHBF
was looking at the feasibility of doing some smaller
projects between the larger projects like Bob Ward and
Inglewood Residence. A ‘small projects’ committee
chaired by Bill McFarlane, past president of CHBF, was
struck and after careful consideration, CHBF agreed
to take on the renovation of ARBI’s kitchen. It also
seemed fitting, as the first project completed by
CHBF back in 1986 was at ARBI as well.
Brain injury can happen to anyone, at any time,
in an instant. ARBI offers rehabilitation services
to its clients. And with long-term therapy and
support survivors can experience positive life
changes. The kitchen facilities at ARBI were in
much need of a facelift, lower countertops, and
installation of specialized wheel chair accessible
equipment would make teaching these important life
skills easier for ARBI’s clientele.
With the help of Shane Homes, who donated
their staff and acted as project managers for the
renovation, the kitchen reno commenced.
Calgary Home Builders Foundation is creating
a video of the project which will culminate with
a cooking class for their clients to show off their
newly-acquired skills! We hope this project will
bring awareness to the work the CHBF does in our
community.

IN THIS ISSUE, we are excited to share some of the things we have been doing in the Building
Regulations Division here at the City of Calgary to respond to the recent changes in the home
building industry.
While there has been a decline in the number
of Building Permits for new houses, known as the
Single Construction Permits (SCP), demand for
Residential Improvement Permits (RIP’s) covering
projects such as additions/renovations, basement
development, garages, and decks are as strong as
ever, as homeowners take advantage of financial
incentives from various levels of government and
home builders seek new revenue streams.
This new focus for permit activity has provided
an opportunity for us to revaluate the way we do
business on a number of different fronts, and to
help get ready for the next wave of new home
construction.
New People, New Skills
The Building Regulations Division, along with
a number of other areas in The City of Calgary,
is a “cost recovery” unit and is funded by the
fees we charge. This means our budget is tied to
industry activity, and we’ve responded by making
adjustments to our staffing.
To complement this, an increased emphasis
has been placed on improving our core team of
personnel. In addition to hiring professionals to work
in-house, a variety of training initiatives have been
undertaken to improve our skills and the level of
service we provide.
Earlier this year, Building Regulations staff
members were provided the opportunity to attend
the R2000/Built Green Training Course. The training
provided an excellent opportunity to evaluate these
two programs as well as some of the new practices
suggested in the CHBA Builder’s Manual such as
the Airtight Drywall Approach for vapour barrier
construction.
One ongoing piece of training that has proven
to be very successful is a cross training initiative
between Plans Examiners and Field Officers so that
they have the chance to ‘walk in the other person’s
shoes’ for six months. Although this particular
training never stops, it does take a back seat in
the busier times. It is a proven way to enhance the
close coordination between office and field staff as
a means of streamlining the permit and inspection
processes for everyone involved.
New Information, New Technology
In addition to these basic training initiatives,
we are also using this opportunity to update our
information resources, in terms of the content as
well as the ways it is being shared and accessed.
Improving the quality of, and access to, information
is part of our desire to assist the homebuilding
industry in a timely and consistent manner.
As always, we are incorporating new information
so that our internal knowledge base is as
comprehensive as possible. We have recently added
the latest revisions to the Alberta Building Code and
new documentation on Secondary Suites.
Another part of this exercise involves clarifying
and updating existing information, such as
consulting with the authors of the AHITC Guidelines
for Residential Tall Wall Construction and Foundation
Lateral Support. This is being done to verify the
conditions for which the reports were intended to
apply and help identify areas that are outside the
scope of these documents.
With updated information and training materials
in hand, the next step is to ensure they are readily
accessible to our entire staff. This is where a major
initiative has been launched to redefine our internal
technology resources in an effort to save time and
do more with your permit dollars.
We will save time by restructuring our internal
web site so that it can be easily updated by any of
our staff as opposed to only a few with technical
knowledge, and provide a better way to facilitate

being realized through web-based
project collaboration and conferencing
technology, reducing the need for Field
Officers to travel downtown to attend
presentations, meetings, and training
sessions.

WHILE THE INDUSTRY continues to adjust during these increasingly challenging times, there
may be at least a little good news to share as a result of this downturn. It seems our municipal
government is using this market imposed slowdown to take a critical look at existing policies and
procedures. We are hearing phrases like ‘consumer-focused incentives,’ ‘streamlined processes’ and
‘timely response’ being thrown around as concrete starting points from various business units in the
City instead of the wishful thinking we have all engaged in over the past few years. We are seeing

stakeholder feedback sessions on topics ranging
from affordable housing to environmental building
practices, we take part in the land use bylaw
sustainment group with City staff, and we have
been asked, on various occasions, to present to
Standing Policy Committees. We also invite City
staff to sit on our internal Association committees
to provide their insight, hear some of our key
concerns from the field and ensure our members
are working together in a productive manner with
their counterparts at the City.
All of these efforts require a focused approach
and a high degree of follow up. In order to achieve
any level of success we need considerable member
input. We must do our homework first to
ensure we can speak to the issues at hand.
Our committees are the most effective
vehicles we have to discuss and debate
the concerns of our industry and
establish our priorities as we
move forward. We recently
started the Inner City Builders
Council to bring together
those individuals that could
address the specific challenges
facing this ever growing segment of our membership.
This group has provided input on the new land use
bylaw, Plan It Calgary and a host of other items.
In that same spirit, I am pleased to announce the
start of another new committee at CHBA - Calgary
Region, The Sustainable Builders Council. This
group made up of builders, designers, trades and
suppliers will oversee a number of initiatives including
the City’s proposed green building project, provincial
code changes, construction waste diversion programs
and more. We are pleased to offer our members many
ways to get involved and deal with the issues that
matter most to them.

With the groundwork laid by our
committees, we then work in partnership
with City administration to shape policy,
identify potential obstacles to proposed
changes and help develop new initiatives
that industry can support. This typically
occurs either through myself, as a conduit to
the opinions and needs of CHBA – Calgary
Region members, or through the large
number of volunteers that donate their time
to attend various stakeholder meetings
and provide their expertise on behalf of
the Association. As primary stakeholders
in the process of how Calgary develops, it
is particularly important that industry can
clearly illustrate whether the City’s goals are
feasible, what the market forces are telling
us and what barriers could exist to achieving
the desired outcome. This is not only
reflected in our work on the Plan It Calgary
initiative but in many other areas as well.
We don’t always agree with our
partners at the City and that is to be
expected. We see ourselves as providing
education and practical information to
those individuals charged with planning
and governing our city. Our goal in
discussing any process change or new
initiative is ultimately the recognition by
both administration and city aldermen
of the degree to which municipal
government policy will either positively
or negatively impact this sector. CHBA
– Calgary Region represents over 700
companies with thousands of employees.
The residential construction and land
development industry is one of the major
economic drivers in our municipality. So

Safety During The
Economic Downturn

DURING THIS TIME of economic challenges there have been numerous changes made to
“weather the storm,” so to speak. The most notable of those changes is the reduction of the
workforce.
The construction industry has been hit
extremely hard in terms of having to reduce their
personnel numbers. Despite all of the layoffs,
one thing that has remained a constant is the
importance of an effective health and safety
management system.
I can validate this based on my personal
experiences with my employer, as well as
conversations that I have had with fellow safety
practitioners in the homebuilding industry. My place
of employment has been affected like every other
business in the province.
When the cutbacks initially took place, I spoke
to many colleagues and they all echoed that when
they spoke to senior management, they were
told safety is an “important component of our
business”. This is a huge validation for the entire
safety profession. With that being said, some of

my colleagues are integrating other tasks into their
positions which allows a company to sustain a safety
program even during these tough economic times.
Some organizations are looking at other cost
saving measures by conducting in-house training
which would have been previously out-sourced;
potentially saving the organization thousands of
dollars. Another thing that companies are doing is
ensuring that they are purchasing safety equipment
in the most cost-effective manner. Measures such
as these show flexibility among organizations in
maintaining an effective safety system.
In closing, I would like to thank the members of
senior management of the organizations within the
industry for recognizing the importance of safety.
We have truly evolved as an industry! I am confident
that we will be prepared to move forward with our
safety initiatives when the market improves.

ON APRIL 18TH, twelve hundred industry leaders, luminaries and supporters donned
their finery for a high-style gala celebration saluting this years’ industry achievers, SAM
Award finalists and announcing the 2008 winners.
The 22nd Annual SAM Awards Gala held at the Telus
Calgary Convention Centre saw 61 awards presented to
representatives of virtually every sector of Calgary and area’s
home building industry. “Topping at 590, the number of
entries submitted in the twelve categories hit record levels
and all were of exemplary standard,” observed Norm Mross,
CHBA – Calgary Region President, “the finalists in each category
are fine examples of our industry’s best so to actually take the
