Security Report Issues for Discussion -­‐  Speed – Speed tables, speed bumps -­‐  Dogs -­‐  Golf Carts -­‐  Beaches -­‐  Incident Report Incidents Report-­‐ May and June •  Unregistered golf cart – this weekend an adult was driving around in an unregistered golf cart. Going too fast for us to see who it was. •  Pig on beach – Pig unleashed. Owner from New Seabury. Total disregard. Pig pooped on beach and owner threw it in the ocean. That's class right there. I called the Police. Never saw them come, though I can't be sure they didn't. •  Runner peeing on someone's yard – a resident reported she watched a woman jogging (she sees her all the Lme) and the woman actually stopped, went into a yard thinking the owner was not home (but they do have security cameras) and the woman peed on her lawn. Incidents Report-­‐ May and June •  During weekends in months of May and June, on average, 8 people per weekend seen walking dogs on beach (unleashed and leashed) between hours of 6am-­‐9am. •  One report of a dog owner on beach who had a large unleashed dog jump on a woman and the owners showed complete disregard, with no apology. Incidents Report-­‐ May and June •  Kids parking at community house – a received a report that there were cars parked at the community house last weekend. A load of 20-­‐
something kids got out with coolers. The Poppy resident went over and said you can't park here and pointed to the sign. They looked at her and said, it's not like we don't live here. And she said that doesn't maHer, you can't park here. She said, “if you live here, why do you need to drive?” They said “we live in Bright Coves and we park here all the Lme and no one ever stops us.” She repeated, “you can't park here” and said, "what , are you going to report us?" Then proceeded up the street to the beach. Blatant disregard. They don't care. They le^ their cars under the basketball hoop. Incidents Report-­‐ May and June •  Speeding – I have been in shock how fast people are driving. I witnessed a truck coming over the hill at Jeep and nearly take out a 4 year old on a bike who was crossing Shore at Alma. Screeched within 10 feet of killing this child. •  Not picking up dog poop – a woman with two dogs and a stroller jogged by, let her two dogs poop on someone's lawn, and then jogged by a second Lme. Never stopped. Did it right in front of tons of people watching. •  Cars parked on the road — On average, a dozen or more cars each weekend parked on the road overnight. Incidents Report-­‐ May and June •  Beach fires and trash on beach – 36 beer cans and trash picked up one morning, around a sLll burning bonfire. •  Report of mulLple cars with young people at beach bonfire. esults Survey Objec5ves •To learn what issues are important to Popponesset Homeowners •To determine prioriLes for PBA Board 2013 Survey Results Background and Respondent Informa5on •Online Survey tool called Survey Monkey Link Provided in President’s LeHer in April •Survey data fielded and compiled (pro bono) by independent researcher •Online Survey also emailed to all PBA Homeowner’s who provided email address (400+) •Homeowner’s given 3 weeks to complete •226 respondents Demographics •  Respondents skewed female at 55.2 % •  Age of respondents was primarily those over 45 years old. •  36.4% of the Respondents have a dog, and 13.8% have a cat. Length of Ownership LOO is down •  Almost ½ of home ownership in Popponesset is 26+ years. •  This number is down from the 2006 survey where those who owned their homes 26+ years was 53%. Primary Residence Primary Residency is Flat •  Homes used as a primary residence is at 21.6% , which is fairly flat to 2006 at 22%. Time Spent in Popponesset Length of Time Spent in Popponesset •  Those that live in Poppy full Lme-­‐-­‐ 23.8% v.s those that spend less that 4 months in Poppy -­‐-­‐ 48.1 %. Usage/Rental Info •  21% indicated that they rent their homes out for some of the summer, with a slight majority for 4-­‐12 weeks, very closely followed by 1-­‐3 weeks. •  63% of those currently renLng out their homes state they are planning now or in the future not to rent. •  10 % state they plan to sell their Popponesset home at some point. •  Conversely, 19% state they plan to sell their primary residence and move to Popponesset at some point. •  23% state they plan to sell their primary home and reLre to PopponeseH, with 28% of those planning to do this by 2018. Usage/Rental Info •  51% say they have or will plan to pass their Popponesset home on to their children. “No plans for transfering or selling property” “..will never sell house with the help of God” “Our POP home is a family home for us to get away to for a long weekend and for the summers. It is a place to relax and catch up with good friends. I plan to have it in my family for many years to come & for my children to purchase their own summer homes there someday. It is our "happy place!" Goals and PrioriLes Homeowners were given a list of issues/prioriLes within 4 categories (Beach, General and Security, Community, and Quality of Life and were asked to rank them in terms how strongly they agreed or disagreed with the statements. •  The top 5 most agreed upon statements were: # 1 Trash and Beach LiHer is Well Maintained (98%) # 2 Road Maintenance should conLnue to be a priority (96%) # 3 InsLll a policy to make all dog owners responsible for cleaning up a^er their pet (92%) # 4 CommunicaLon of news and events is saLsfactory (90%) # 5 EffecLve Security for the Area is Provided (87%) Goals and PrioriLes Goals and Priori5es •  The boUom 3 statements (meaning they disagree with these): Our community should be gated in the summer (31%) Implement a fair policy to allow dogs on beach (37%) More programs should be offered for adults (42%) •  Compared to 2006, the major difference was “on street parking being monitored” as a priority. It did not come up as one of the 5 top agreed statements Goals and PrioriLes Goals and Priori5es– Special Notes •  This year we added in quesLons about dogs which was not in the 2006 survey. •  In addiLon, compared to 2006, CommunicaLon was seen as saLsfactory and in 2006 there was an agreed upon statement that a newsleHer or web page would provide beHer communicaLon. •  In the disagreed area, there was a difference in the dog policy (again because it wasn’t included in 2006) . •  Also in 2006 there was a disagreement that PBA bylaws should be changed to be in August. It was not strongly disagreed with in the 2013 survey. Of note in the general comment secLon, there were many comments about changing the meeLng to August. Most Important Priority When asked to rank the most important issue to them, the most frequently menLoned item was : •  # 1 Most Important (Anything to do with the beach) –

seaweed removal maintenance of the stairs beach access jeHy and seawall maintenance beach access monitoring •  In 2006, the seaweed removal was the most important item, followed by road maintenance and effecLve security. While it appears those issues are sLll important (ranked #2 and #3) the beach came up so o^en on #1 #2 and #3 that it appears that is overwhelmingly important. It could also be an indicator that roads and security have improved. Most Frequently Used Services Homeowners were given a long list of items to rank for usage (non-­‐user, light user, frequent user and heavy user). •  The most used services (Heavy and Frequent) were: 1. Popponesset Beaches (93%) 2. Running/Jogging/Walking (81%) 3. The Popponesset Marketplace (74%) 4. Biking in and around Popponesset (59%) 5. The Spit (53%) You Provided Thoughts and Insight Respondents were given an opportunity in two areas to provide open-­‐ended comments and the respondents provided more than 100 comments. They were coded and a few areas and themes emerged: #1 Concerns with safety/security/rules enforcement #2 ProtecLon and passion for our beaches #3 Desire to preserve the Quaintness of Poppy #4 Interest in Management of PBA Finances #5 CommunicaLons Comments #6 Other #1 Concerns with safety/security/rules enforcement
“Security at night with kids on beach and beEer monitoring of speeding. Speeding is an issue…” “Figure out a dog policy. I have a dog. I wish I could take the dog on the beach from 5am -­‐7am. Or I wish there was a dog park. Or some recogniKon that the dog is part of my family too. I always pick up my dog's waste. More policing of the dog owners who are disrespecNul, or signs of some kind. But I feel penalized for the others who don't take care of the dog poop. I would just like a limited Kme with my dog on the beach early AM and off season and wish it wasn't a crime to do so.” “Address parking issues, towing of cars is desperately needed. There are simply too many Kmes we cannot, or have considerable difficultly, using our driveway. Having to confront the owners of illegally parked cars is stressful and not what we come to Poppy for. Why is there a reluctance to tow cars?” #1 Concerns with safety/security/rules enforcement
“In the 35+ years I've been summering at Popponesset I've never seen a problem with non-­‐residents crowding the beach so I really don't understand spending money on flags and security patrol” “Where I live I see dogs on the beach frequently, not leashed, allowed to run free. Especially, see this a_er 5:00 pm or before 9:00 am, very upsecng.” “one area of concern is drivers who speed on shore rd. work with Mashpee pd for more patrols of shore” “There is no need to have 2 security people at the end of Wading Place and it is a disgrace to see a Mashpee Police Car running and sicng there. 1 security person is OK with the ExcepKon of July 4th” #2 Protection and passion for our beaches
“Popponesset is all about the Beach....when excess seaweed needs to be removed that should be the priority.” “Work with organizaKons and authoriKes towards the development of a long term soluKon to save Popponesset Bay and the Spit.” “there is an imbalance of the new bigger houses being built and the impression of owning the beach they are insKlling on some of the beach roads...this should be addressed if possible on any roads like Kim Path, Dean Hollow etc..” “I want to contribute to the SPIT restoraKon, can you keep it posted on PBA site and plea members to contribute. “Keep it simple, keep Popponesset pure, as it was 20 years ago.” “I don't want to see too many high tech changes I would like to preserve the community to be as it is and had been. “Keep the cost within reason when you address the needs of the PBA. Major undertakings should be by vote of the dues paying members only.” ”Road cost should be by bid on a spec for any of the required expenditures.” “ How many residents are not paying dues/assessments?” “Yearly contribuKon too much for elderly people on fixed income.” “PBA dues should be focused on maintaining the beaches & roads. Less use of our funds on events at the Community House. We come to Popponesset to enjoy our family & friends so we don't want/need of the programming that we have to pay for with our dues. Maybe you can do "pay as you go" events & acKviKes?” #5 CommunicaLons Comments “Need beEer "push" communicaKon w/e-­‐mail. I know not everyone has it, but most do and it would reduce costs for mailings. Look at how helpful the FB page has been to residents!” “I would like to see the website updated frequently -­‐ the addiKon of a FB page has greatly helped with news of the community. Many of us are only down in the summer and without these things, we have no way of keeping track of what is going on in the community. “ “I check out the PBA website a lot.....especially in the winter, would be nice to see weekly pictures, notes from seasonal/ year round residents, updates (from Marketplace, Mashpee Commons) that may effect Poppy.” “BeEer communicaKon to new homeowners so they know what the associaKon is all about. A welcome to Popponesset kit or basket.” “Is there an email list??? Or a Facebook page??? There should be, and it should be updated on a regular basis with what is going on -­‐ that's the easiest way to communicate these days :)” Other “I would suggest an addiKonal play structure at the community center -­‐ the one that is there now is small and cannot accommodate all of the children that come in the summer.” “Would love PBA to look into beEer cell service for the community. Cell phone service is so spoEy that it forces owners to maintain land lines for emergencies. “ “Try to get a broader representaKon involved with the board.” “Resign and appoint all new board members every two years.” Other “Have beEer project for the children to do at cra_ day, instead of handing them a item and say color it or paint it, poor value for the money. Enough people there to do something more creaKve.” “Provide soccer and Lacrosse for the kids.” “We appreciate the community pot lucks during the winter months. Pot luck dinners have been successful. I highly encourage the board to co-­‐host 2 PBA pot luck dinners in June and Sept, a_er the home owner meeKngs.” Summary/ImplicaLons •  Overall improvement in security (beach, speeding, etc…) is the biggest area of concern and suggesLons. It’s also where are biggest budget is. •  You can see, someLmes there is passionate polarizaLon and it’s tough to please everyone. (ex. Example, so many people want to lighten up on security but so many others want more security and enforcement (dog issue and storage of items on beach as examples). •  Some of this is driven by the personal implicaLon/proximity, but it suggests the need to think more holisLcally so that all interests are fairly represented (ie, it’s 100% important to that 36% vs. another issue that is 100% important to a different 36%) It is a Community a^er all. –

Dogs on beach Drop offs Speeding Fires on beach •  With a self-­‐projected increase in holding on to homes and reLring here, there may need to be future planning for more year round services. •  CommunicaLons is seen as saLsfactory and trending beHer than in 2006, but people are sLll unaware of things that have been communicated and sLll want to know more about what is going on with the PBA. ex. We have a website, facebook page, email blasts and comment indicated they don’t know that ex. All large financial decisions are presented to the community for vote and comment indicated they didn’t know that ex.
