Dear Mr. Fournier,
It is my pleasure to present you with this annual report,
which outlines the operations and achievements of Champlain
Regional College during the 2005-2006 academic year.
The College personnel have excelled in responding to the
needs of our three communities for post-secondary education
in English. Champlain Regional College has accomplished the
objectives it set for this year as well as those determined by
the Ministry. All of our operations have been carried out in conformity
with the laws and regulations governing colleges in Quebec.
I trust that the attached report fulfils Champlain Regional
College’s obligations in this matter.

Message from the Director General
It is with a great deal of personal pride that the results of the
2005-2006 academic year are outlined in this report. The College’s
achievements in all areas of activities are a credit to the hard
work and dedication of the Faculty and Staff at all locations.
It is noteworthy that the financial stewardship of the College
has once again left us in a financial situation whereby we have
met our commitments and generated a surplus that can be used
for strategic acquisitions as they may arise.
Overall, it is evident that our strategic orientations have placed
us in a position whereby we can and do respond in a proactive
fashion to the demands that shape our future. With our focus
on the quality of the learning environment, the success of our
students will continue to be of utmost importance to Champlain
Regional College.
As we look to the future with our conviction that excellence
in operation is the result of proper planning, a number of major
policy revisions were undertaken in such areas as Psychological
Harassment, Faculty Evaluation and the Assessment of Student
Achievement.
In closing, I would like to reemphasize Champlain Regional
College’s preoccupation with the fundamental values that have
established the tradition that has become the basis for our
optimism in the future of our College. As outlined in our new
Mission, Values and Vision Statement, we are firmly committed to
the ongoing quest to be active partners in our communities and
to serve the needs of our students to help ensure their success.

Message from the Director of Studies
During the 2005-2006 academic year, academic operations
at Champlain Regional College were under the leadership of the
Director of Studies, Mr. Bertrand Daigneault. A valued colleague
to all in the College and a close friend for many, Bertrand retired
in the summer and was succeeded by Mr. Stephen Tribble in
August 2006. This report was prepared by the new Director
of Studies.
The 2005-2006 academic year was a busy one, with program
evaluations, policy revisions and program updates being the
order of the day.
The Commission d’évaluation de l’enseignement collégial
(CEEC) visited all three campuses for program evaluations and
also made a presentation at our administrative office for their
strategic planning initiative. Our three existing Policies for the
Evaluation of Student Learning (P.E.S.L.s) are being incorporated

into one learning policy for the whole college and renamed the
Institutional Policy for the Evaluation of Student Achievement
(I.P.E.S.A.). Consultation and adoption of this policy is scheduled
for 2006-2007. Meanwhile, plans were initiated for the evaluation
of the three P.E.S.L.s in conformity with the CEEC’s operation
for next year. Finally, program updates and revisions occurred
on all three campuses and in Continuing Education as part of
Champlain’s mandate to better serve our clientele.
In conclusion, and on a personal note, as the new Director
of Studies, I am looking forward to developing new initiatives
in preparing our students for the future while building on
Champlain’s long established tradition of excellence.

Vision
The College values:
Champlain Regional College is a public,
English-language, post-secondary institution
that provides pre-university and technical
college-level education and training, primarily
in English, to learners in both Regular Day and
Continuing Education programs. The College,
through its unique multiregional structure,
responds to the needs of diverse linguistic and
cultural communities and contributes to the
educational and socio-economic development
of the regions of Quebec served by Champlain
– Lennoxville, Champlain – St. Lambert and
Champlain – St. Lawrence.

Student Success
The student success indicators would suggest that our three campuses are
maintaining positive achievement rates in terms of first-semester success,
third-semester retention and graduation rates. Greater fluctuations in the
graduation rates in technical programs should be considered in the context
of small numbers of students enrolled in these programs, relative to overall
program enrolment on each campus. However, continuing efforts to
eliminate these discrepancies by targeting specific initiatives in the future,
particularly in technical programs, will be developed.
The breakdown of student success expenditures indicates that, at both
the campus and college administration levels, funds were principally
allocated to pay for salaries for personnel directly involved in student
success initiatives. With respect to student success additional funding,
including recognition for student involvement, the College recognizes
that it has much more work to do in successfully integrating the
additional funds into student success projects and efforts to recognize
student involvement.
