Dr. Frank Claudy, current Chair of the MEDIC EMS Board
of Directors officially retired from the Board on September 29, 2011. Dr. Claudy was a member of the Board of
Directors for 13 years, and served as Chair since 2008.
EMS Week Display at Northpark Mall  MEDIC EMS Annual Bowling Tournament  Jill Cawiezell’s Dr. Claudy was instrumental in guiding MEDIC EMS in
becoming the premier emergency medical service in the
State of Iowa. Some of the accomplishments during Dr. Claudy’s tenure
include ACE accreditation for MED-COM, the successful co-location of
MED-COM to the SECC, and the adoption of many safety initiatives including
power cots, the bariatric
transport system, tire chains for
icy road conditions, and stair
chairs with treads.
Dr. Claudy’s community vision,
foresight and leadership will be
missed in the coming years. We
wish him the very best in his future endeavors.

Davenport (riders, Bix runners,
spectators, and support vehicles), a
significant planning effort was necessary to prepare for the potential
community and public safety challenges.

Meets the RAGBRAI in
Davenport, Iowa
History was made in Davenport,
Iowa, on July 30, 2011, when the
39th RAGBRAI ended in Davenport,
which was the very same day as
the 37th legendary Bix 7 road race.
The combination of these two large
events was deemed to be the
“largest single sports participation
day” in the history of the state of
Iowa.
The RAGBRAI, short for the
“Register’s Annual Great Bicycle
Ride Across Iowa” last ended in
Davenport in 1982. RAGBRAI participants kicked off their 2011 ride in
Glenwood, with riders dipping their
tires into the Missouri River. After
overnight stops in Atlantic, Carroll,
Boone, Altoona, Grinnell and Coralville, the riders ended their week
long journey in Davenport, logging
478 total miles, and averaging 60 to
70 miles each day.
RAGBRAI registration is limited to
8,500 week-long riders and 1,500
daily riders, but entries typically exceed the number of riders allowed,
in addition to the “bandits,” or unregistered riders who join in the
ride. With an estimated additional
100,000 individuals in the city of

event came off without a hitch.
Davenport’s Captain Dave Struckman oversaw the public safety planning with Chief Bart Howard, all under the watchful eye of Joe Taylor
of the QC Convention and Visitor’s
Bureau. A myriad of details were
attended to, ranging from long term
parking, lodging, traffic, media coverage, shuttle transportation, and
route integrity, as well as safety and
security.
To assure EMS readiness for this
event, MEDIC EMS enlisted the assistance of four other agencies that
provided valuable mutual aid, including Buffalo Ambulance, Genesis-DeWitt Ambulance, GenesisIllini Ambulance, and Trinity Ambulance Service. Seven ambulances
were staged on the RAGBRAI
route, in addition to another fourteen for the Bix 7, for a total of 21
dedicated event ambulances. With
higher than normal temperatures, a
total of forty-one Bix 7 related dispatches occurred over a two hour

period, resulting in twenty-five
transports. There were no dispatches for the RAGBRAI
event, with riders ending their
journey in Davenport on a positive note. This combined
event required the assistance
of 94 EMS personnel.

President Obama visits the Midwest
MEDIC EMS was honored to be a part of the Presidential Motorcade during his visit to Iowa and Illinois
on August 16th and 17th. We met the motorcade in Peosta and accompanied the President on his stops
through Iowa. The next day we accompanied the President on his tour of Atkinson and Alpha in Illinois.
President Obama stops in LeClaire to sign a few autographs on his way to
Davenport, where he spent the night during his 3 day tour of the Midwest.
2011 Airport Disaster Drill
MEDIC EMS sent 3 ambulances to assist in an area wide
Disaster Drill at the Quad City Airport. With over 40 triaged
patients actually transported, this was a very accurate simulation of plane crash scenario. The MABAS system was
employed and the Scott County Emergency Communications Center was also involved in dispatching the Iowa
Quad Cities response.

“Change is intensely personal”
As you have seen, the layout of the
garage at Post 2 has changed. The
goal of the re-design was to improve
the flow of equipment/products that
you use on a regular basis to increase
the efficient use of your time and the
valuable garage space. There is also
strong consideration being made to
making changes to our schedule. The
goals here are to enhance our delivery
of care to our customers, and provide
shifts that meet the needs of our staff.
Change is inevitable.
Change for the right reasons is THE
goal.
Mr. Jonathan Washko, a recognized
leader in EMS system design and development, teaches the values of the
EMS Success Triad. He believes that
in order to be the very best of the best
in providing pre-hospital emergency
medicine, successful companies continually strive to maintain a balance
between; Patient Care, Employee WellBeing and Economic Stability.
Patient Care in the Success Triad is
composed of three parts; Response
Times, Clinical Performance, and Customer Service. As I shared with you at
the last Education Day, we have been
gathering feedback from our customers for the past year. I am happy to
report that the most recent survey
results showed increased scores in
the area of Medic Assessment in
ALL of the questions. Also, in the
area of Overall Assessment, scores
increased in 5 out of the 6 questions.
Great job!! MEDIC EMS is widely
known to excel in providing outstanding clinical care. An upcoming
CCP class will expand our ability to
provide this service to our hospital
customers. We are also taking the
lead as we develop the ability to
transmit 12-lead data wirelessly to
the ED, further decreasing the doorto-balloon time. In the area of response times, as we continue to
gather data, we will be making enhancements to our deployment plan
with the goal of getting the highest
level of care to the patient in the
shortest amount of time.
Employee Well-Being is comprised
in part of; Retention, Health/Safety,
Schedules, Compensation, and Family. We strive to be the employer of
choice in our area for pre-hospital
EMS and take pride in our continued
success in maintaining a very low
full-time employee turnover rate.
MEDIC believes so strongly in safety

Balancing workload through the design of our schedule is critical. As
mentioned previously, we are examining various schedule types and
designs. In the coming weeks, we

On July 1, 2011, the International Academies of Emergency Dispatch formally awarded accreditation as
an Emergency Medical Dispatch Center to MED-COM, the dispatch division of MEDIC EMS. MED-COM
is the 150th center in the world to be awarded this highest distinction for its comprehensive implementation and compliance with the Medical Priority Dispatch System (MPDS) and its associated “20 Points of
Excellence.”
The Medical Priority Dispatch System is the world’s most widely-used 911-type pre-arrival instruction
and dispatch-life support protocol system. With scripted telephone instructions for CPR, relief of airway
obstruction, bleeding control, and childbirth assistance, the “MPDS” has been credited with helping to
save thousands of lives. In addition to requiring proper system oversight, medical control and quality improvement, MPDS accreditation demands careful protocol compliance and certification for all MEDIC
EMS System Status Controllers.
Earning this Accreditation is voluntary and involved completing a detailed self-study and analysis. This
accomplishment demonstrates to not only every individual within the dispatch center, but also to our
community as well as to the world, that MEDIC EMS is compliant with all international practice standards
for Emergency Medical Dispatch.
A special thanks to our Medical Director, Dr. Richard Vermeer, and our Board Chair, Dr. Frank Claudy,
for their support of our accreditation efforts. Special recognition to Janelle Christy, MED-COM Quality
Supervisor, Jill Cawiezell, MED-COM Education Supervisor, Vikki Habben and Brenda Clark, EMDQuality Auditors, and our excellent staff of System Status Controllers that worked very hard to earn this
accomplishment for MEDIC EMS!

The American Red Cross Honors
Lifesaving Champions
The American Red Cross of the Quad Cities Area held a “Breakfast of Champions” on June 3, 2011.
The event was to honor area lifesavers during National CPR and AED Awareness Week. Joe Collins
and Andy Jeys responded to a cardiac arrest in the Donahue area. On this call the combination of bystander CPR, the Donahue Fire Department providing excellent response and care utilizing an automated defibrillator, and the ALS treatment provided by Joe and Andy, (including Hypothermia treatment)
achieved a very positive outcome. The patient was in a normal cardiac rhythm and breathing on his own
by the time he got to Genesis East, who continued Hypothermia. The patient was eventually released
from the hospital with a great outcome.
Ann Kappeler, Chief Operating Officer, American Red Cross of the Quad Cities stated, “This is a perfect
example of how the Chain of Survival is supposed to work with terrific teamwork and a terrific outcome!”

9-11 Memorial Procession
Never Forget…..
September 11, 2011, marked the tenth
anniversary of 9-11, one of our nation’s
most significant tragedies. In remembrance of this event, Chief Mark Slagle
and his team from LeClaire Fire organized a Scott County-wide processional
involving all Scott County Public Safety
agencies, a trip that spanned 125 miles.
Chiefs and Directors from all Scott
County agencies signed memorial flags
that were presented to each department in memory of those who lost their
lives. A special thanks to Chief Slagle
and LeClaire Fire for their hard work in
organizing this event, Gloria Fitzpatrick
of the SECC for the creation of a very moving video memorial of the day, and numerous others for their efforts in facilitating this great memorial. We greatly appreciated the support and
attendance of Dr. Frank Claudy, our MEDIC EMS Board Chair, at this event, as well as Mike
Arp and Dusty Mizer who spent the day driving our ambulance in the processional. Kurt
Lange and Dennise Blair also did a great job by helping to host a planned processional stop
at our Eldridge Station. Thanks to all who made this day a very memorable event in Scott
County!

Quality and Education Update
Davenport Fire received a grant to place one
LUCAS 2 device on each of their engines and
trucks in the City of Davenport, and MEDIC
EMS has received a grant and has placed one
on each of the Eldridge and LeClaire Ambulances. In late July, DFD began using the LUCAS 2 in Davenport. In August, MEDIC EMS
implemented the LUCAS 2 mechanical CPR
devices into the EMS system in rural Eldridge
and LeClaire. Genesis has also added one of
these devices in both the East and West
ED's. Adding the LUCAS 2 device will allow a
patient in cardiac arrest to receive almost
perfect CPR minute after minute where human CPR begins to become less effective as
time goes on. It will also allow staff to remain
more secured in seatbelts while transporting
patients rather than standing up in a moving
vehicle to provide chest compressions. The
Scott County EMS system anticipates seeing
an increase in cardiac arrest survival rates as
mechanical CPR is added in conjunction with
pre-hospital hypothermia induction and the
great care that staff provides.
The following graphs show the number of
cardiac arrests since January of 2009 (top
graph) has remained consistent while the
number of patients discharged alive from the
hospital (bottom graph) has continued to
steadily increase. For the calendar year of
2011, the number of arrests is 77 and the
number of patients discharged alive is 12.
The discharged alive percentage is 15.5% The
number of patients with a return of spontaneous circulation is 29, which equates to 37.6%.
Patient care reports (PCR) are audited at
100% of all patients who were transported
and those who refused transport. Currently
for the year, PCR's are 98.11% compliant in
regards to completeness and adherence to
medical protocol. Keep up the good work!

We will be changing over to an adjustable cervical
collar, the “Stifneck Select” which comes in adult
and pediatric sizes. The collar sizing method is
identical to regular Stifneck collars and they are
easily adjusted to the proper size.

We will also begin using the “Multi – Grip Head Immobilizer” with the
new style pediatric board. The Immobilizer is a one piece X-Ray transparent, adjustable restraint. Simply roll the cylinders outward, place
Multi-Grip under the patients head, roll the cylinders inward and put the
straps in place.
These new items will go into place after the October education dates.
Change happens by listening and then starting a dialogue with
the people who are doing something you don't believe is right.

Senior Voice and File of Life Honors Scott
County First Responders on October 20, 2011
Senior Voice will honor the First Responders of Scott County at a dinner sponsored by The Riverboat
Development Authority, The Scott County Board of Supervisors, and the Senior Voice organization. The
File of Life Program was one of the first and one of the best to be offered by Senior Voice. The cooperation between First Responders and the use of the File of Life, has made emergency situations less
stressful for the senior community. MEDIC EMS has always been a big supporter of Senior Voice and
the File of Life is a handy tool to readily get important information and expedite patient care.
Senior Voice would like to thank everyone that has made the File of Life program a resounding success.
The dinner is on October 20th at the Knights of Columbus Hall on West 35th Street, Davenport. Social
hour is at 5:00 p.m., dinner at 6:00 p.m., followed by awards at 7:00 p.m..

Tom Tucker Retires
after 16 years with MEDIC EMS
Tom Tucker retired from MEDIC EMS Transportation Division on Friday, April 29, 2011. In 1995, Tom was the first
Transportation Division Employee; his job responsibilities
ranged from driving the Dialysis Shuttle, to the Genesis
Intercampus Shuttle, and finally to the Courier.
Tom was a well known and loved face amongst our customers and will be missed by many. Good job and good
luck in your retirement Tommy!

The annual MEDIC EMS picnic was held at Bettendorf Middle Park Lagoon and it was a lot of fun. Brian
Leonard and Shane Peitscher won the coveted Bag Toss Championship with a heart stopping win over
Mike Stegall and Stevie Valdez. The kids enjoyed the Bouncy House and the food was great. We hope
everyone had fun and we will see you next year!

Jill Cawiezell
25 Year Anniversary
Jill Cawiezell celebrated her 25th Anniversary at MEDIC EMS on September 15, 2011. Jill became a
dispatcher in 1991 and a Supervisor in 1995 when the second dispatcher was hired. In 1992 the dispatch center officially became “MED-COM” at our current headquarters, and the physical location of dispatching until the move to the SECC in March of 2011. Jill has been there since day 1 and states “The
dispatch center started in a small office at our West quarters with a radio, a pen, and a paper log. When
post 2 was built we moved there and began using computers to track the rigs. It has been exciting
watching it grow into the modern state of the art facility it is now.” Jill Cawiezell has been an integral
part of that growth with her hard work and dedication. We couldn’t have done it without her!

Jeff Doerr is Selected as
New Metro Supervisor
MEDIC EMS is pleased to announce that Jeff Doerr has been selected as
Paramedic Division Supervisor in our Metro Operation. This promotion
was effective September 5, 2011; Jeff completed Supervisor Orientation
and will be assigned to “B” Shift.
Jeff was hired on April 20, 1998, initially starting as a staff Paramedic. He
became a Metro Paramedic Division Supervisor in 2001, holding that position for three years until he changed to supplemental status in order to pursue an EMS teaching position near his home. Jeff returned to MEDIC EMS
in a full-time Paramedic role in May of 2011 in our Eldridge Operation.
Please take an opportunity to congratulate Jeff as we look forward to
working with him in his new position. Congratulations!

A lot has been going on in the world of Information Technology/Systems (IT/IS). With the successful move to SECC MEDIC EMS has almost doubled its IT infrastructure. This increase allows us the ability to have enhanced disaster recovery capabilities. This past summer we have
been working on our State of Illinois data extract validation for TabletPCR. State of Illinois requires each agency to go through a validation process to ensure that ePCR data being sent to
the state is of high quality and meets their submission requirements. In August we have successfully met all requirements for Illini Ambulance data submission and we are waiting for
enough trips to submit our final validation for MEDIC EMS.
Presently, we are testing a new device called the Titan II. This device plugs into the data port of
the LifePak 12 and provides us the ability to transmit 12 Lead EKG using the ambulances wireless access point. Presently, Genesis Medical Center is working on installing the Medtronic
LifeNet System that will be receiving this information.
In the next few months we will be replacing our CF-19 Toughbooks with an updated version.
This new version will be based on Windows 7 with an i5 core processor. We are also looking at
outfitting the devices with solid state drivers which will increase performance. With the new
Toughbooks we will be experimenting with document scanners in the field. Our expectation is
these scanners will facilitate capturing images of documents (e.g. facesheets, med lists, physician orders, etc.) directly to the chart.
In closing, within the next few months we will be upgrading numerous systems: Crew Scheduler, TabletPCR, RescueNet Dispatch & Billing CAD, Inform and various backend software. Prior
to the upgrades we will send out notices to notify every one of expected downtime and any
changes in the software. Remember to submit Informs if you have any issues and check your
emails for any notices about pending upgrades or changes.

Heart Walk 2011
MEDIC EMS was again heavily involved in the 2011 AHA Heart Walk. MEDIC Teams walked with canine assistance, and our ambulance provided
standby for this event. The weather was threatening but we avoided any major downpour. Thanks to all the MEDICs that participated this year!

National Emergency Medical Services
Week, a celebration to honor approximately 750,000 EMS providers
nationwide who deliver lifesaving emergency care, was on May 16 - 22, 2011. This year’s EMS
Week theme, “EMS: Everyday Heroes,” spoke to the dedicated response to emergencies 365
days a year, 24 hours per day. Activating 9-1-1 and starting CPR are things a bystander can do
to save someone’s life. The first few minutes after a life threatening injury or medical crisis are
the most important.
Iowa emergency medical services (EMS) workers respond to provide critical lifesaving services throughout Iowa. Access to quality emergency care dramatically improves survival and
recovery of those who experience sudden illness or injury. EMS provides immediate access to
health care through an organized system of response, treatment and transportation. In Iowa,
nearly 13,000 certified EMS providers are dedicated to saving lives, providing comfort and care
by responding 24 hours a day, seven days a week. Annually, EMS providers respond to over
240,000 calls for assistance from the public.
“EMS providers are the critical link in providing emergency health care to the citizens and visitors of Scott County", said Jerry Williams, Fleet/Community Relations Manager at MEDIC EMS.
MEDIC EMS had an ambulance on display at Northpark Mall on Thursday May 19 through Saturday May 21, 2011. There was EMS equipment on display; and “Mikey Medic”, a robotic ambulance educated the children with an explanation of the 9-1-1 responses from the EMS community here in Scott County.

I would like to thank everyone who came out to the mall to celebrate EMS week 2011 with us. As usual Mikey was a big hit with
the kids and we answered a lot of questions about EMS. Hopefully
it will help make the EMS experience a little less frightening to the community. We received a lot
of “thanks for all you do”, from mall patrons which made us feel good. Thanks to Kevin Lange,
Chuck Gipson, Bud Wye, Jim Rutledge, Leah Zwonitzer, Brandon Askew, Brenda Clark, Bert

 Noah Cawiezell and Jerry Williams and Noah Cawiezell were on fire, they bowled tremendously! I was
carried by Noah with a second place finish. Thanks again to Jill

Operation Prom Night
at North Scott High School
MEDIC EMS, Eldridge Fire, Davenport Fire, Scott County Sheriff,
Iowa State Highway Patrol, MED-FORCE helicopter, and Eldridge
Police worked together to help North Scott High students learn
about the dangers of drinking and driving. The Operation Prom
Night scenarios simulate a collision involving a drunk driver and
subsequent rescue of the victims.
This is a long standing program of the Davenport Fire Department
who helps other local fire departments stage this program. MEDIC
EMS has been happy to assist them with the hope that it lowers the
number of prom goers that drink and drive.
