MEMORANDUM FOR FIXED-WING UNIT COMMANDERS AND PERSONNEL
SUBJECT: TC 1-218 Aircrew Training Manual Implementation Guidance
1. Purpose. The purpose of this memorandum is to provide regulatory guidance to U.S. Army
fixed wing unit commanders, standardization personnel, and aircrews for the implementation of
the revised TC 1-218 Aircrew Training Manual (ATM) dated 29 April 2003.
2. Background. The C-12/RC-12 fleet has been the only Army fixed-wing aircraft operated
under a "light" airplane concept. As of late, the C-12 has been the principal training aircraft for
transition into larger, more complex, and jet aircraft (DHC-7, UC-35). The cockpit duty
organization and crew coordination for the C-12 needs to be aligned with the larger Army fixedwing airplanes.
3. Implementation Contents.
a. TC 1-218 ATM in hard copy or electronic media format.
b. DES PowerPoint class: TC 1-218 Implementation Guidance.
-
c. DOTDS/DES Memorandum TC 1-218 ATM Implementation Guidance.
d. Takeoff Landing Data (TOLD) Card Classes (3) in PowerPoint
4. Reproduction Requirements. The manual and training materials may be initially distributed
in electronic media format. Hard copy printing and distribution of the ATM will follow in 2003.
5. Implementation Training Timelines. MACOMs must implement new ATM procedures
training upon receipt of the implementation program, hard COpyATMs, and the new aircraft
operator's manuals on CD-ROM. Additionally, MACOMs must ensure subordinate units
receive implementation guidance and time lines so that all personnel are fully trained in the use
of the new ATM procedures. Deployed personnel need not be integrated into new procedures
training until they return to their units. Deployed units are not required to implement the new
ATM until return to home station.

6. Training. During the phase-in period both the old and new ATM will be used. Crews
awaiting training will continue to operate IAW the old ATM. Once aviators have been fully
trained (completed academic and flight training) they will ONLY fly with other fully trained
crewmembers and ONLY utilize new procedures. The implementation period will not exceed 90
days for each crewmember. Aviators who exceed the 90 day implementation period will be
administratively designated RL 3. Return to RL 1 status will be completed when TC 1-218 new
procedure training (academic and flight) is finished.
a. Academic training will be conducted prior to flight training. The academic training will
cover the PowerPoint TC 1-218 Implementation Guidance presentation. Upon completion of
academic training make an entry in the crewmember's individual aircrew training folder (IATF)
on DA FORM 7122-R-E similar to "TC 1-218 dated APR 03 academic training completed".
b. Flight training will be the final step in the implementation process for, most aviators. The
DA FORM 7120-1-R-E should be revised lAW TC 1-210 to correspond with new ATM task
numbers upon completion of new procedure training. Unit evaluators (IPs, SPs) should initially
train together. Flight training will focus on crew coordination and procedural differences and
consist of (as a minimum) a flight review of the following tasks with an SPlIP:
