Accreditation 2007
The staff at Northumberland Hills Hospital is busy
preparing for the voluntary Accreditation Survey with
the Canadian Council on Health Services Accreditation.
The CCHSA is a national, non-profit, independent
organization whose role is to help health services
organizations examine and improve the quality of care
and service they provide to their clients.
Quality improvement is a key principle of CCHSA’s
accreditation program. Safety, as it relates to patient care,
culture, communication, medication use, workforce /
work life and infection control are key components of
the upcoming accreditation. Health care organizations
will be judged against a set of national standards.
The Canadian Council on Health Services Accreditation
has approximately 350 health services workers who act
on the Council’s behalf conducting the accreditation
survey. The Accreditation process occurs every three
years and is one of may processes used to evaluate
quality of care in the hospital industry.
The accreditation survey will occur in March 2007. The
surveyors will meet with nine teams comprised of staff,
physicians and volunteers. Our services will be evaluated
based on four quality dimensions: responsiveness,
system competency, client/community focus and work
life. In addition, three focus groups made up of patients
and their families, community partners and staff will be
interviewed by the surveyors to assess the hospital’s
performance in a number of areas.
The Accreditation process gives staff and physicians
the opportunity to assess the quality of our services and
to identify opportunities for growth. There is a great
deal of collaboration across the hospital and on the
interdisciplinary teams. Northumberland Hills Hospital
is looking forward to the accreditation process and
the surveyors’ report. The final report will focus on the
hospital’s strengths and weaknesses, which will enable
NHH to make continuous improvements for our patients
and maintain our high quality of care.

Message from Joan Ross, President & CEO
While Local Health Integration Networks (LHINs)
may not yet be a household phrase, the role of the
LHINs is much better understood by the community
after the Community Engagement session held at
the Best Western on May 15. The Central East LHIN
representatives genuinely wanted to hear from the
participants at the session.
One issue that was raised during both the
day and evening sessions was the question of
whether there are plans to consolidate services
in one geographic area or another. People asked
specifically whether the Cobourg area was going
to lose services through consolidation. The
representatives made it clear the LHIN does not
have a plan at this stage to consolidate services.
LHIN representatives spoke of a change to patientfocused funding where the funding follows the

patient rather than provider-focused funding.
The province requires each LHIN to submit an Integrated Health Services Plan by
October that will be an early framework for developing a more detailed plan of how
and where services will be delivered.
As a partner in the Central East LHIN, NHH will continue to work with both our partner
health care providers and LHIN representatives to improve the health care service for
our community.

The smile that greets you at the door; a helping hand in
the day surgery clinic; a cheerful presence as you browse
the gift shop...all of these and many more, are the faces of
the Northumberland Hills Hospital volunteers. Many faces,
many jobs, many caring souls.
“We have an outstanding group of people who just love
to be here,” says Patricia Fenner, president of the NHH
Auxiliary.
The hospital auxiliary provides a variety of services
in a number of areas throughout the hospital which
complements the professional staff as they provide care to
patients. Auxiliary members also raise a significant amount
of money to help the hospital purchase high tech diagnostic
and treatment equipment.
“Our two main purposes really support one another as well as
help the staff and patients of the hospital,” says Ms Fenner.
A successful recruitment drive over the past several
months has added to the 377 active members already
giving of their time at the hospital. With the addititonal 144
associate members, the auxiliary is set to move the service
forward and meet the ever changing needs of a health care
environment.
“It’s hard to say enough about these lovely people,” says Joan
Ross, NHH president and CEO. “What they do is extraordinary.
Without them, our hospital would limp along, but certainly
not operate as well as it does with their support.”

Medical Technologists - On Guard For You

There are many members of the Northumberland
Hills Hospital healthcare team; some we readily
recognize, many we don’t. Medical laboratory
professionals are members of the team who
work on the frontlines of disease detection and
diagnosis, but few patients know the important
and lifesaving work they perform each day.
The nation’s third largest group of health
professionals, medical laboratory technologists
and technicians, perform sophisticated medical
tests on body tissue and body fluids, and interpret
results. Eighty-five per cent of physicians’ diagnosis
and
treatment
decisions are based
on those test results.
At NHH, six fulltime and six parttime
technologists,
as well as three fulltime and five parttime technicians (lab
assistants) work to
collect body tissues
and fluids, and detect
and diagnose diseases.
Three other employees who
work in the laboratory help
keep the administrative
part of the process running
efficiently.

Making the Shift
to Shiftwork
Helping Workplaces Adjust to Shiftwork
Focus of NAOSH Week Events
Helping shiftworkers make the shift to their work schedule
is a key message recently shared amongst local workplaces,
including Northumberland Hills Hospital.
Members of the Greater Peterborough Area Client Service
Health & Safety Council participated in North American
Occupational Safety & Health (NAOSH) Week, April 30 to
May 6, with several local events. While the week marked
the importance of promoting overall workplace health and
safety, this year’s focus was to assist organizations cope with
shiftwork.
Studies show that shiftworkers face challenges due to
their work routine, which in turn may disrupt their work and
home life.
At Northumberland Hills Hospital displays on various
topics of interest for its staff members who work shifts
were organized. The displays related to shiftwork and its
impact on physical activity, sleep, nutrition and caffeine
use. Many staff took advantage of the opportunity to
learn more about how shift work can affect them and
their families. NHH will continue to work with its partner
organizations to provide information for its employees
and assist them in developing a good work/life balance.
Good News for Charities
– and You!
When the Conservative government
introduced the 2006 Federal Budget in
early May, one of the long-awaited and
hoped for policies was announced – the
elimination of capital gains tax on gifts
of appreciated securities to charitable
organizations. This validates the invaluable
role the charitable sector plays in ensuring
that our communities remain strong for those
who depend on them. This also opens up
significant opportunities for individuals to
plan their giving later in life as well.
An example of what this means to the
donor would be: for those who purchased
shares of a stock at $30/share, and the
current price is $80/share, if the shares were
donated to a charitable organization, the
donor would pay no tax on the $50/share
gain, whereas before, there would have
been 25% tax to pay on the gain.
Due to this new ruling, it has been estimated
by economists that in excess of $100 million
dollars in additional funding would be
provided to various organizations across
Canada. This increases the opportunities
for individuals to make an impact on their
communities while saving on their tax bill.

Philanthropy is a more personal decision

Multiple Services Working Together for Patients at NHH
Emergency Services
inspiring strength, dignity and compassion
One of the most familiar areas of a hospital to the general public, the Emergency Department consists of a team of
nurses, family physicians and other medical specialists and professionals providing unscheduled care on a 24 hour
basis to patients presenting to the department.
A special and recent addition to the department is the Fast Track service which is open Monday to Friday 1-6pm for
those patients presenting with problems that would be categorized as non-urgent. This service alleviates congestion
in the main emergency area and allows patients with non-urgent needs to be seen in a more efficient and timely
manner.
Emergency department physicians also have access to mental health consultations from the Lakeshore Community
Mental Health Services staff Monday to Friday 8 a.m. to 9 p.m.
Ambulatory Care
Perhaps a lesser known department is that of Ambulatory Care. This service consists of family physicians and
specialists in the areas of Internal Medicine, Obstetrics and Gynecology, Ophthalmology, General Surgery, Cardiology,
ENT, Plastics, Pediatrics, Rheumatology, Nephrology, Orthopedics and Urology who provide care in a clinic-like
setting.
Physicians provide consultations, treatments and assessments including minor procedures. Pre-operative
assessments and education are also provided in this service by nursing staff and anesthetists.
Dialysis
A 12 station satellite service of the Peterborough Regional Dialysis Program, NHH provides haemodialysis to stable
patients over two runs ( soon to be three) a day. Patients are able to enjoy this much needed service closer to their
homes, avoiding the trip to Peterborough.
A Renal Insufficiency and Nephrology clinic is also provided through the regional program with the aid of
Nephrologists, Dieticians, Social work and Nurses.
Chemotherapy Oncology & Haematology
This service provides systemic therapies to patients referred from major Oncology centres such as the Kingston
Cancer Centre, Durham, Princess Margaret, etc. bringing chemotherapy closer to home. Patients requiring assessments
and treatments with blood and iron products are also supported in the clinic by the Nursing and Internal Medicine
staff.

Diabetes Education
Education by Nurses and Dieticians of patients,
families and professionals in individual and group
classes ensure that members of the community
have current knowledge in managing diabetes.
Services are delivered during the week and on
some weekends, both in the hospital and in other
communities to make it easier for individuals to
access the service.
Lakeshore Community
Mental Health Services
Located in the community, the multidisciplinary
teams of this program, provide services to the
seriously mentally ill, in individual and group
formats. Crisis Intervention services are also
available 8 a.m. to 9 p.m., Monday to Friday, and
are complemented by the Four County Crisis
Service that is available 24 hours a day, seven
days a week.
Specialized areas in this program include Case
Management, Early Psychosis Intervention, Housing
Support, and an Assertive Community Treatment
Team that brings services into the community and
clients’ homes. There is close collaboration with
other programs in the district and across the four
counties (HKPR) such as Four Counties Addiction
Services, Psychogeriatric Services for the Elderly
out of PRHC, Kawartha Sexual Assault, the Health
Unit, and Court Diversion services.
The Northumberland Hills Hospital is
participating in the Safer Health Care Now!
Campaign: Medication Reconciliation. A
2005 Canadian study found that 53.6 percent
of the study population had at least
one unintended discrepancy.
Most of the discrepancies,
46.4 percent, consisted of the
omission of a regularly used
medication.
Medication Reconciliation (MR) is
a process designed to prevent medication
errors at patient transition points. It includes:

Cobourg’s finest modern office facility, the

with a state-of-the-art patient
bed and medical equipment.
There is also access to life-saving
technologies such as cardiac and
arterial monitoring, CT scanning,
respiratory ventilation and
pressure support, non-invasive
ventilation, laboratory, x-ray and
nuclear medicine.
Surgical Service
The surgical program provides
a range of surgical services
including general surgery,
gynecology, ophthalmology,
orthopedics, otolaryngology,
plastics, urology, and dental/oral. Day surgery
and inpatient surgery is provided for adult and
pediatric patients. Pre-operative consultation is
available as required for patients who will be
undergoing an operative procedure (i.e. a nursing
consultation, a telephone consultation, and an
anesthetist consultation).
The Surgical Service Team includes nurses
specifically trained in operative and perioperative
care, general surgeons, a gynecologist, and
ophthalmologist, anesthetists, visiting surgeons
(ENT, Plastic, Urologist, Dental/Oral Surgeon,
Orthopedic) Booking staff, CSR staff, pharmacy staff,
support staff, hospital volunteers, and others.
The Intensive Care Team includes registered
nurses specifically trained in critical care, family
physicians and specialists in internal medicine,
general surgeons, anesthetists, respiratory therapists,
physiotherapists, occupational therapists,
pharmacy staff, a social worker, dietitians, support
staff, hospital volunteers, and others. Patients and
their families are involved in planning and decisionmaking as part of our team.
Our goal is to meet the needs of acutely ill
cardiac, medical or surgical patient’s requiring
intensive interdisciplinary care.
The Intensive Care Unit includes six private
rooms (including one with negative pressure
isolation capabilities). Each room is equipped

2A Birthing Suites
The maternal newborn program provides
services to mothers, significant others and their
newborns. A team of obstetricians, general
practitioners, midwives, anesthetists, nurses
specifically trained in obstetrical care, respiratory
therapists, pharmacy staff, allied health care
workers, dietitians, support staff, hospital
volunteers, and others provide family-centred
care.
The team is a proud participant of the MOREOB
Program. MOREOB stands for Managing Obstetrical
Risk Efficiently. Intrapartum and postpartum care
is provided in six labour, birthing, recovery,
postpartum (LBRP) rooms. Prenatal patients and
postpartum patients requiring a longer stay or

during periods of high occupancy are cared for
in four adjacent rooms. A pre-admission service
is provided to mothers, which includes a review
of the individual birthing plan, and a tour of the
birthing suites.
The maternal newborn service has a strong
established link with Public Health and Home
Care for continuity of care (i.e. prenatal education,
postpartum follow-up, and breastfeeding
support, etc.) The service also participates in
an integrated program with Markham Stouffville
Hospital to provide an infant hearing-screening
program.

The medical surgical inpatient care unit,
including six telemetry-monitored beds, two
pediatric beds, three with negative pressure
isolation capabilities is provided within two
medical/surgical units totalling 55 beds. Pharmacy
services include medication reconciliation, clinical
consultation, pain and symptom management,
drug admixture program and management of
the PYXIS drug administration system to name a
few. Access to technologies such as ultrasound,
cardiac monitoring, CT scanning, laboratory, xray and nuclear medicine is a vital part of the
medical/surgical program.

MOREOB Program
EMERGENCY DEPT. “FAST TRACK SERVICE”
The Northumberland Hills Hospital is a proud participant of the MOREOB
Program. MOREOB stands for Managing Obstetrical Risk Efficiently.
MOREOB is a continuous patient safety improvement program for
physicians, midwives and nurses. It is provided within the hospital setting
over a three year cycle and focuses on promoting a patient safety culture
within the obstetrical environment.
May 15, 2006 was the official launch of MOREOB Module 2. This Module
is more in-depth than the initial part of the program and focuses on “Working
Together”. Some of the elements of Module 2 are listed below:
Environmental Scan
The Environmental Scan is performed annually and is completed by the
Core Team Members. Each hospital is able to benchmark its services’ goals
and outcomes with hospitals of similar size.
Skills Drills
The three skills drills provide participants with hands-on experience and
better prepare them to recognize and anticipate problems.
Emergency Drills
There are six emergency drills that address the most common expected
obstetrical emergencies. The drills are audited and deficiencies or possible
problems can be recognized in a ‘rehearsal’ situation.
Improving Communication (CHAT)
The CHAT tool is a template to ensure that appropriate patient information
is conveyed in a timely manner during the patient’s process of care.
C - Context (What is my major concern? What is happening?)
H - History (What are the essential facts?)
A - Assessment (What do I think is happening?)
T - Treatment option (What do I recommend should be done right now?)

on duty 24 hours a day, and provide a range of personal services.
Not all patients who come to the Emergency Department at Northumberland
Hills Hospital need urgent care. For those individuals, the wait to see a
physician could be long, as patients who do have urgent health care needs
are seen first. The NHH Fast Track service strives to help alleviate the wait for
all visitors to the ER by diverting non-urgent patients. A part of the Emergency
Department, Fast Track operates between 1 and 6 p.m., Monday to Friday.
Patients coming to the Emergency Department with non-urgent health
problems, MAY be directed to the Fast Track service after being assessed by the
Emergency Triage Nurse. Operating like a walk-in clinic, patients who are sent
to Fast Track will then wait to be seen by the physician covering the service.
This means potentially shorter wait time IF your health problem is determined
by the trained Nurse to be non- urgent.
