The main purpose of the Resolution is the creation of conditions to ensure uninterrupted power supply to state-owned objects of strategic importance in the field of telecommunications and communication. Implementation of the Government Action Plan • Draft Law “On foreign broadcasting system of Ukraine” was unanimously supported by the Cabinet of Ministers of Ukraine and the Verkhovna Rada Committee on Freedom of Speech and Information Policy. • Doctrine of information security of Ukraine and Concept of information security of Ukraine were developed within the framework of the Expert Council under the Ministry of Information Policy of Ukraine. • Simplification of accreditation and stay of foreign journalists in Ukraine. The Government supported the draft Law “On Amendments to Article 5 of the Law of Ukraine “On legal status of foreigners and stateless persons” and the corresponding Resolution of CMU. International broadcasting multimedia platform of Ukraine 1 October, at 12:00 pm, the launch of the Multimedia foreign broadcasting platform of Ukraine was held. Yurii Stets: “We did it, the launch of the Multimedia foreign broadcasting platform of Ukraine was held. “UATV” channel was introduced instead of satellite “UTR” TV channel. The channel broadcasts from three satellites: Amos 3, Azerspace 1, Galazy 19, as well as on its own YouTube channel. The channel provides information in Ukrainian, Russian and English. Updated “Ukrinform” delivers news in Ukrainian, English, Russian, Spanish, German and Chinese. Now we will inform the world that Ukraine is not only about depressed regions, corruption and poverty, but also a European country that seeks to reforms”. New draft law “On international broadcasting system of Ukraine”, developed by MIP, will be the legal driving force of the International broadcasting multimedia platform of Ukraine. This regulatory document was signed by the President of Ukraine on 28th December 2015. International broadcasting multimedia platform of Ukraine The draft Law “On international broadcasting system of Ukraine” is a basis for the foreign broadcasting reform, which is why well-known media lawyers, members of the Committee on Freedom of Speech and Information Policy, experts of the National Television and Radio Broadcasting Council and public activists were involved in its development. The experience of the US and EU countries was used, including such effective and quality broadcasters as Voice of America and Deutsche Welle; also freedom of expression and adherence to journalistic standards were enshrined. MIP vision is not just about international broadcasting channel, but about modern media platform, that by using all means of communication will deliver the truth about Ukraine. The law will allow to engage community organizations, public leaders, foreign missions with the content filling of such International broadcasting multimedia platform of Ukraine. This document is for qualitative reforms: international broadcasting, information policy and information security. International broadcasting multimedia platform of Ukraine Minister of Information Policy of Ukraine Yurii Stets: ”International broadcasting reform of Ukraine is a top priority for our Ministry in terms of hybrid war, in conditions when it is almost impossible to see the true news about Ukraine abroad. We just have to give the world the opportunity to receive news not from Russian television, but from the native UATV”. Minister Yurii Stets during October and November presented the International broadcasting multimedia platform of Ukraine to the ambassadors of Canada, Australia, Egypt, Turkey, Cyprus, Israel, Greece, Bulgaria and other countries, as well as to the leadership of the Ukrainian World Congress. The goal is to launch the international broadcasting channel worldwide as soon as possible. Expert Council on development of the Concept of information security and promotion of Ukraine’s information space The Ministry of Information Policy of Ukraine established the Expert Council on development of the Concept of information security and promotion of Ukraine’s information space. Yurii Stets and Sergii Danylenko were elected as ECMIP cochairmen. The Expert Council consists of the representatives of MIP, relevant committees of the Verkhovna Rada of Ukraine, NGOs, and media lawyers. Protection of political system of state from external destructive impacts Prevention of Threats to Process of Meeting Infrastructure and Technology Needs Protection of telecommunication and automated data transfer systems Protection of state administration system Protection of information or data secured by the state (state secrets, personal data, intellectual property) ECMIP runs its activity under the auspices of the International Renaissance Foundation and OSCE Expert Council on development of the Concept of information security and promotion of Ukraine’s information space In July the Expert Council held the first stage of public discussion of the Concept. Cooperation of ECMIP with the partners of the Ministry - the International Renaissance Foundation and OSCE made it possible. Meetings with public activists, representatives of media and communications specialists were held in Kyiv, Mariupol, Odesa and Chernivtsi. The Concept was translated into English and sent to international expert organizations for analysis. Co-chairman of ECMIP Sergii Danylenko: “The Concept of information security is socially important document that applies to everyone, because every citizen of Ukraine is a consumer of information”. Expert Council on development of the Concept of information security and promotion of Ukraine’s information space The second phase of discussions started in August, and was supported by OSCE Representative Office in Ukraine. “Within the second phase the members of ECMIP held roundtable discussions in Kharkiv, Ternopil, Zhytomyr, Uzhhorod and Sievierodonetsk, after what the Expert Council will carefully process all proposals and will make the corresponding changes to the draft Concept “- said Advisor to the Minister Dmytro Zolotukhin. During the regional discussions many proposals for amendments in terminology of the document and key areas of its implementation were received. Proposals were carefully worked out in the framework of ERMIP, and amendments to the draft Concept were made. Expert Council on development of the Concept of information security and promotion of Ukraine’s information space Office of OSCE Project Coordinator in Ukraine also assisted in public discussion of the draft Concept. Minister of Information Policy of Ukraine Yurii Stets, Senior Officer of OSCE Project Coordinator in Ukraine Jeffrey Erlich and OSCE Representative on Freedom of the Media Dunja Mijatovic held a joint briefing on the cooperation of the Government of Ukraine and institutions of the Organization for Security and Cooperation in Europe. In particular, it was announced about further joint initiatives of the Ministry of Information Policy and OSCE Project Coordinator in Ukraine. Senior Officer of OSCE Project Coordinator in Ukraine Jeffrey Erlich: “This is a very positive step and, even, I would say, a new day for democracy, when the Ministry involves public and media community so openly to discuss such an important documents”. Expert Council on development of the Concept of information security and promotion of Ukraine’s information space Additionally, in late August the Ministry of Information Policy of Ukraine held a discussion of the Concept of information security of Ukraine with the representatives of expert organizations of Kharkiv, Dnipropetrovsk, Lviv, Poltava, Chernihiv, and Odesa via video conferencing. Yurii Stets: “If such a concept of information security of Ukraine was adopted 24 years ago, the information war would have fewer consequences.” The Minister during questions from each region gave clear answers to the comments on the document and promised that the document of ECMIP, with all the remarks collected during the public discussions together with expert community in the regions of Ukraine, will be implemented by the end of this year. Expert Council on development of the Concept of information security and promotion of Ukraine’s information space Members of the Expert Council under the MIP and the Minister of Information Policy Yurii Stets held a working meeting with Professor Dr. Katrin Nyman Metcalf, Tallinn Law School at Tallinn University of Technology, who at the invitation of the Office of the OSCE Representative on Freedom of the Media developed the analysis of the Concept of information security of Ukraine. Professor Katrin Nyman-Metcalf said: “There are no fundamental differences in the vision of the document. The problem and the goal to which it is concluded are clear. Only exposition needs an adaptation, and a consensus will be found. You must always keep the discussion to improve the legislative base in the field of information and communications. Quick solutions of threats’ problem in the information field do not exist”. Developed materials of the draft Concept also became the basis for another strategic document – Doctrine of information security, which reflects all the main aspects of the public discussions. As a result of joint work, the Ministry has transferred for further adoption two documents: Doctrine of information security to NSDC, Concept of information security of Ukraine to the Cabinet of Ministers of Ukraine. Yatsenyuk Commission on Ensuring Stable Operation of National Television and Radio Broadcasting From the first days of the Commission the problem of shutting off the power supplies to television towers that interrupted broadcasting of TV, radio programs and digital streams not only in ATO area, but throughout other regions took place. May 25, the Prime Minister of Ukraine signed a resolution No. 317 “Ensuring sustainable functioning of stateowned objects of strategic importance for economy and national security in communication and telecommunications during special period” on the proposal of MIP. This resolution introduced a ban on shutting off the TV towers and other objects of TV and radio broadcasting system. Commission on Ensuring Stable Operation of National Television and Radio Broadcasting As part of the work implemented by the Commission on ensuring stable operation of national television and radio broadcasting, there is a regular monitoring mission of the MIP in Donetsk and Luhansk regions. Representatives of agencies forming the part of the commission effected the erection of the television tower on the Karachun Hill, which provided full coverage of Kramatorsk and surrounding areas. The first channel to start its operation was (Public Service Broadcasting) Ministry of Defense of Ukraine Ministry of Internal Affairs of Ukraine National Council of Ukraine on television and radio broadcasting Broadcasting State Service of Special Ukrainian State Centre Radiocommunications Communication and Information of Radio Frequencies & Television Concern Protection of Ukraine Commission on Ensuring Stable Operation of National Television and Radio Broadcasting During its visit to the ATO area, the monitoring mission constantly verifies the existence of licensed Ukrainian channels on air, as well as unlicensed media of terrorist organizations (DPR and LPR). The monitoring mission works both along the entire line of clashing (Shyrokyne, Volnovakha, Pisky, Popasna, Shchastya, Stanytsia Luhanska) and in other large settlements (Mariupol, Kurakhove, Selidove, Krasnoarmiisk, Dzerzhynsk, Artemivsk, Kramatorsk, Sloviansk, Sviatohorsk, Svatove, Novoaidar, Rubizhne, Lysychansk, Sievierodonetsk, etc.). Commission on Ensuring Stable Operation of National Television and Radio Broadcasting The Commission worked out legal documents to install Polish television equipment in ATO area, which was launched in April. Legal procedure on transfer of technical equipment and analog TV transmitters for Ukraine from Lietuvos radijo ir televizijos centro (Lithuanian producer) to restore broadcasting of Ukrainian channels along the confrontation perimeter and in ATO area was completed. Commission on Ensuring Stable Operation of National Television and Radio Broadcasting At the request of MIP the programs of the first channel NRCU on medium, ultra-short and FM waves were restored. Shutting down of Ukrainian Radio transmitters occurred due to cuts in funding from the Government and uncoordinated decision of NRCU to save on broadcasts. This happened almost not for the first time in many years of activity of old Ukrainian broadcaster. Because such an approach during actual war is not unacceptable, Yurii Stets addressed to the State Committee for television and radio broadcasting with a request to resume broadcasting in previous capacity, which was done the next day. Prime Minister of Ukraine supported developed by MIP draft instruction which will prevent the recurrence of such a situation in the future. Commission on Ensuring Stable Operation of National Television and Radio Broadcasting 9 September, BRT Concern put into service a television transmitter power of 200 watts to broadcast programs of Donetsk RSTRC on 30th television channel in Volnovakha. 10 September, BRT Concern put into service a television transmitter to broadcast programs of the First National of the National Television Company of Ukraine at the 12th TV channel. 24 September, an analog TV transmitter power of 5 kW received from Poland was activated. It is used to broadcast television programs of Luhansk regional broadcasting company. The activation of the transmitters was carried out in the framework of the Commission to ensuring stable operation of national television and radio broadcasting, which was established under MIP pursuant to the decision of the Cabinet of Ministers of Ukraine on 10 March 2015. BRT Concern used transmitters received from the Republic of Lithuania to resume broadcasting, and antenna-feeder path was made with backup materials. Commission on Ensuring Stable Operation of National Television and Radio Broadcasting 15 September, during the regular meeting of the Commission on Ensuring Stable Operation of National Television and Radio Broadcasting the question concerning the broadcasting restoration of the Crimean Tatar TV channel ATR was discussed. The meeting was attended by: the National Television and Radio Broadcasting Council of Ukraine, the Concern of Radio and Television broadcasting, the Ukrainian State Centre of Radio Frequencies and CEO of ATR TV channel Lyenur Islyamov. Commission made a decision to allocate analogue TV transmitters to restore broadcasting of the Crimean Tatar TV channel ATR, and also proposed 4 hours of radio broadcasting on medium waves on a frequency of 549 khz. The Commission also allocated 5 transmitters for the TV channel IRTA, which has already started their installation. Commission on Ensuring Stable Operation of National Television and Radio Broadcasting 28 September, a briefing in ATO press center (Kramatorsk) for representatives of Ukrainian regional media (Odesa, Kherson, Kharkiv, Rivne, Donbas, etc.), with the participation of Advisor to the Minister of Information Policy of Ukraine Oleksandr Brygynets and members of ATO Staff in the Donetsk and Luhansk regions was held. Later, Advisor to the Minister visited with journalists the Karachun Mountain where the Tower locates. Oleksandr Brygynets: “We run this TV tower to restore broadcasting of Ukrainian TV channels. Now, in the framework of the Commission on restoration of TV and radio broadcasting under MIP, projects on building of new TV towers in the liberated territories were worked out”. At the end of the visit, journalists and representatives of ATO headquarters, and Oleksandr Brygynets honored a memory of heroes - members of anti-terrorist operations, who died during the liberation of Sloviansk. Commission on Ensuring Stable Operation of National Television and Radio Broadcasting 23 October, the United States transferred to Ukraine the fist in a series of shipments of broadcast equipment to help improve Ukraine’s technical capacity to broadcast into the eastern Ukraine. Three FM radio transmitters for Donetsk TRC to broadcast Ukrainian TV channels in the east of the country were received. “The equipment donated by the USA Government today will significantly increase Donetsk TRC’s ability to reach a bigger audience, and will help to improve the quality of its radio programming”, Deputy Minister Tetiana Popova said. Commission on Ensuring Stable Operation of National Television and Radio Broadcasting In the framework of the Commission the following telecommunication equipment was received: • 9 analog TV transmitters were received from Poland: 5 were set, 3 are preparing for installation, 1 is on standby. • 15 transmitters were received from Lithuania: 9 were set, 2 are preparing for installation, 3 are on standby, 1 is in repair. • 3 FM transmitters were received from the United States, which are planned to be placed in ATO area. Cost of the received equipment is approximately 10 million UAH. In particular, antenna-feeder path was made with materials provided by the broadcasting company. Also two FM- broadcast transmitters were put into operation for broadcasting TRC «Hromadske Radio» in Donetsk region: Krasnoarmiisk station (500 W, 99.6 MHz) and Kramatorsk (250 W, 103 2 MHz) of Donetsk branch of BRT. By decision of the National Television and Radio Broadcasting Council of Ukraine in Svetlodarsk a program of DonTRC is aired instead of program «TET» as more important for audience. LAUNCHED BY MIP TOGETHER WITH BRT CONCERN In Shyrokiy a television transmitter to broadcast programs of Luhansk RSTPC on 25th channel was installed. The first six sets of satellite TV with installed Ukrainian package were received by military of 24 “Zalizna Brugada” (“Iron Brigade”). General amount of sets that were installed: in Sector A – 45, Sector B and C – 80, Sector M – 55. Commission on Ensuring Stable Operation of National Television and Radio Broadcasting 10 December 2015, during a workshop with representatives of the Presidential Administration of Ukraine, the Ministry of information policy of Ukraine with the support of the OSCE project Coordinator in Ukraine, a presentation of the ways of countering Russian propaganda to regional state administrations was held. “With the support of MIP, on the east of the country, the regional state television was put into operation in 10 settlements: 7 – Donetsk TRC and 3 – Luhansk TRC. The channel “IRTA” is active in 6 localities. Three private channels (“5 Kanal”, “1+1”, “Ukraine”) and one public (the First National) were launched in Volnovakha. 20 analog television transmitters were set. Commission on Ensuring Stable Operation of National Television and Radio Broadcasting 30 December, during a briefing Advisor to the Minister of Information Policy of Ukraine Oleksandr Brygynets in Kramatorsk said: «BRT Concern, pursuant to the decision of the Commission on ensuring the stable functioning of the National Television and Radio Broadcasting system under the Ministry of Information Policy of Ukraine, has launched a digital package with 6 Ukrainian TV channels that can be available also in Donetsk. Now residents of Donetsk, Volnovakha and surrounding areas have access to the Ukrainian TV in digital format». “Embedded journalism” Project The “Embedded Journalism” program started up in May initiated by the Ministry of Defense, the General Staff of the Armed Forces, and the Ministry of Information Policy. A sample taken as basis for this program were the standards applied in the work of Western journalists during armed conflicts, particularly, in Iraq and Afghanistan. A reporter is attached to the headquarters of one of military units and stays on battlefield positions. He or she does not participate in combat operations, though is subordinated to a relevant officer and lives in the same conditions as the rest of the soldiers. “Embedded journalism” Project “We need to capture immediately the information from the front line — this is a kind of chronicle of events. This requires creating conditions for journalists while embedded in a combat zone. MIP together with the MoD launches the Embedded Journalism project designed to solve this problem. We are absolutely aware of the risk in this case and demand the reporters to have an insurance policy and certificate of special training completion. Unlike foreign reporters, there are very few Ukrainian journalists having relevant documents”, Deputy Minister said. Mykhailo Shtekel, participant of the project: “Program «Embedded journalism» for me began with a helicopter flight from Kramatorsk to the north of Luhansk region almost to the very positions of 92th separate mechanized brigade, which was to become the only topic of my work for about a week”. “Embedded journalism” Project Initiated by the Ministry of Information Policy of Ukraine and the Ministry of Defense of Ukraine, the five-day training for mobilized journalists was held at the Military Institute of Taras Shevchenko National University of Kyiv. During the training the future press officers have not only mastered a new profession, but also improved their professional skills. Mobilized journalists attended a course of lectures given by leading local media experts, information technology specialists, military correspondents and press officers, as well as teachers and academicians of the Institute. “Embedded journalism” Project Today, Ukrainian and foreign journalists successfully work with the military in ATO area under the «Embedded journalists» project. The journalists of BBC, CNN, Washington Post, London Evening Standard, The Independed, Newsweek, France Press, Polsat, Daily Signal, Hanslucas, Цензор.НЕТ (Tsenzor.NET), Радіо Свобода (Radio Svoboda), Інтера (Inter), Business Ukraine, Новое время (Novoye Vremya) participated in the project. It should be noted that taking care of the safety of journalists MIP agreed on the insurance for Ukrainian journalists with associations of insurers: Insurance Business Association, the League of Insurance Organizations of Ukraine and the Ukrainian Insurance Federation. Program of ensuring journalist work in ATO area Working group on elaboration of proposals on sanctions against media representatives was established under MIP. In particular, it is about reconsideration of sanction list approved by NSDC in the part concerning journalists. Working group includes deputies of Ukraine, members of the Committee of the Verkhovna Rada of Ukraine on Freedom of Speech and Information Policy, the members of the Expert Council under the MIP, and the Chairman of the Public Council under the MIP Olha Skrypnyk. Yurii Stets: “Journalists, who follow standards of the profession, should not be subject to sanctions. Sanctions will be applied only to so-called representatives of the media that, in reality, are representatives of the FSB involved in destabilizing the country”. At the first meeting members of the working group decided to submit proposals, including ones from NGOs for MIP development within the shortest possible time. They will be processed and submitted by the Minister for discussion at the meeting of the NSDC. Program of ensuring journalist work in ATO area The Committee of the Verkhovna Rada of Ukraine on human rights, national minorities and international relations and the Committee of the Verkhovna Rada of Ukraine on freedom of expression and information policy unanimously supported the draft law “On Amendments to Article 5 of the Law of Ukraine “On Legal Status of Foreigners and stateless persons “(regarding the grounds for issuing temporary residence permit to representatives of foreign media). The draft law provides for implementation of clearly regulated, transparent and effective procedures of issuing certificates. The draft law was developed by experts of the Ministry of Information Policy of Ukraine at the request of journalists of international foreign media, such as a representative of the British news agency “Reuters” Serhii Karaziya, the largest news agency in the USA “Associated Press” Dmytro Vlasov, and the third of the major news agencies in the World “Agence France-Presse” Anna Tsukanova. Anna Tsukanova was delegated by the journalists to direct collaboration with lawyers of the MIP on a draft law. Program of ensuring journalist work in ATO area The discussion on issues related to journalists’ work in ATO area, initiated by MIP, precondition of which was the «flash mob» of journalists in social networks against restrictions, was held. The event was attended by war correspondents of Ukrainian media who work in ATO area, the Ministry of Defense of Ukraine and the General Staff of the Armed Forces and public media organizations. The working group was established on the results of the meeting. Deputy Minister Tetiana Popova: «The first step towards achieving understanding between journalists and military was made. Today’s discussion was very productive. All participants are open to dialogue, so soon, together we hope to reorganize journalists’ work in ATO area». Program of ensuring journalist work in ATO area 9 October, the Verkhovna Rada of Ukraine was unable to vote for a Resolution regarding the unimpeded activity of media in pre-election period. Therefore, the Minister of Information Policy of Ukraine Yurii Stets announced about the submission of relevant regulatory document to the Government, because this is a fundamental point of MIP team — freedom of speech and support of the Media. 13 October, during a meeting of the Government, the Minister of Information Policy of Ukraine Yurii Stets addressed to the members of the Cabinet of Ministers of Ukraine to vote for a similar resolution, which will protect journalists from illegal inspections. Prime Minister of Ukraine Arseniy Yatsenyuk and the Government members supported this important initiative. Program of ensuring journalist work in ATO area The Ministry of information policy of Ukraine jointly with the OSCE project Coordinator in Ukraine and the Ministry of defense of Ukraine has begun a series of trainings for military commanders concerning the work with journalists. 30 November, Deputy Minister of information policy of Ukraine Tetiana Popova gave a lecture at the first workshop for the military in the framework of the project. In particular, she told about the basic rules of journalists’ work in the ATO area, about the types of open and closed information for disclosure, as well as the work rules of military with journalists. The programme includes 5 trainings in different cities of Ukraine with the aim of establishing coordination and work of media representatives and military in ATO zone. Also MIP of Ukraine jointly with MoD and the General staff of the Ukrainian armed forces have prepared a text-book on work with journalists. Program of delivery of printed press to Donbas There is a joint MIP and MoD press center created and actively running in the ATO area under control of the MIP Advisor to Minister Oleksandr Brygynets. The newspapers are delivered to the most troublesome spots of ATO area out of reach for regular delivery service by MIP employees. Advisor to Minister of Information Policy Oleksandr Brygynets brought fresh edition of the “Special Issue for Donbas Residents” newspaper (circulation 60 000), also the “Zoloti vorota” (“Golden Gates”), and some other civil newspapers. Program of delivery of printed press to Donbas Over the time of the anti-terrorist operation, more than 1,000,000 copies of “Ukraina Yedyna” (Ukraine is United) newspaper were distributed. There were 75 bilingual issues (Ukrainian and Russian) published. Both military and civilians in the ATO area received the news and other useful information about their personal social rights and important governmental initiatives. Program of delivery of printed press to Donbas With the support of the Ministry of Information Policy of Ukraine issuing of the newspaper «Special Issue for Donbas Residents» was resumed. On 1 October 26th issue of the newspaper was printed and distributed thought out the military perimeter of ATO zone. Circulation is 20 000 copies. «Updated Special Issue was increased to 8 pages, and in spring there were just 4. We also attracted for cooperation leading journalists of Donbas, by increasing the level of trust of the local population, as well as popularity of the publication», - said Deputy Minister Tetiana Popova. Special Issue has already received a negative feedback from the authorities «NPR». Crimean peninsula information support campaign “Crimea is Ukraine” “As time passed, world leaders gradually began forgetting that Crimea was illegally annexed by Russia. In order to return Crimea back to the global agenda, it was decided to bring the “Crimea is Ukraine” social campaign, that was implemented beyond the borders of our country”, said the Minister of Information Policy of Ukraine Yurii Stets. In early March the MIP developed a social media campaign that demonstrated Ukrainians’ stating that «Crimea is Ukraine». This campaign is aimed to show that the issue of the peninsula still remains in priority list for Ukrainian government. It took a week to get the outdoor advertising and promo campaigns started; in a month advertisements were placed in capitals of European Union, USA, Canada, Australia and other countries. Crimean peninsula information support campaign “Crimea is Ukraine” As part of a nationwide social campaign “Crimea is Ukraine”, over 2,000 advertising boards all over Ukraine were used for this purpose. During the period of campaign audio materials were aired by national radio stations. The broadcasting of videos and packshots “Crimea is Ukraine” was deployed both on national and regional television channels. Crimean peninsula information support campaign “Crimea is Ukraine” Social campaign materials were placed in Canada, Poland, Germany, Australia, and other countries by the support of Ukrainian diaspora. As a result — in early June the Germany made a loud statement that Crimea was annexed illegally and Russia must refuse from the occupation of the peninsula. Crimean peninsula information support campaign “Crimea is Ukraine” Ministry of Information Policy developed and implemented a social campaign “May 18 All of Us Are Crimean Tatars” to commemorate the 71st anniversary of the deportation of Crimean Tatars. The campaign became a thematic continuation of social Campaign called “Crimea is Ukraine”. According to Minister of Information Policy Yurii Stets: “At a time, when Crimean Tatars are banned to organize mourning events is Crimea, we had to demonstrate that they have support here on the mainland, on the main square of our country. This day we all feel like Crimeans”. The ministry developed, produced and distributed 150 subjects “May 18 All of Us Are Crimean Tatars” in the underground and on outdoor advertising boards, as well as graphic materials for social networks and printing. Crimean peninsula information support campaign “Crimea is Ukraine” Social campaign “Two Flags – One Country” was initiated to commemorate the Day of Crimean Tatar Flag celebrated on 26 June, which emphasizes the autochthony of two peoples— the Ukrainian and the Crimean, as well as their common destiny within one country. The basis of the advertising story originates from a concept created by a well-known Crimean Tatar artist Rustem Skibin and his student Feride Kurtmamedova. It contains the emblem of the Crimean Tatar people — taraq tamga — identified with the falcon that soars, wings spread. Social campaign materials were distributed by means of Ukraine Information Army, outdoor advertising operators, state regional and national TV channels. On the first day of the campaign on two Youtube channels the video was watched by more than 12 000 users. The campaign has become a joint project of MIP, Commissioner of the President of Ukraine for the Crimean Tatar people, Mejlis of the Crimean Tatar people, and ATR TV channel. Crimean peninsula information support campaign “Crimea is Ukraine” Newly-appointed Advisor to the Minister of Information Policy of Ukraine Emine Dzheppar filed an appeal to the Prosecutor’s Office of Crimea (Kyiv) regarding the fact of searches at premises, where ATR television channel was located, at homes of former general director of TV channel Elzara Islyamova and her deputy, Crimean journalist Lilia Budzhurova, in father’s house of owner of TV channel, Edem Islyamov; and in regard of the opening of a criminal case against the owner of ATR Lenur Islyamov. “Searches at homes of former management of the channel, seizure of documents, computers and telephones, intimidation of ATR owner’s family, which lives in the Crimea, all of this can be qualified as a violation of the inviolability of homes and abbrochment. Crimean peninsula information support campaign “Crimea is Ukraine” Earlier, the Ministry of Information Policy of Ukraine appealed to the Ukrainian editorship of “Radio Svoboda” with a proposal to produce radio programs for the First channel of Ukrainian Radio. It has been proposed that such programs will be one more step towards securing the inhabitants of the occupied Crimea by objective, unbiased information about the situation on the peninsula, in Ukrainian mainland and in the world in general. In September, the Ministry of Information Policy of Ukraine, the State Committee for television and radio broadcasting of Ukraine and the Ukrainian editorship of “Radio Svoboda” have presented at the Cabinet of Ministers of Ukraine new radio project - a joint project of “Radio Svoboda” and the First channel of Ukrainian Radio - “Radio Krym.Realii”. Crimean peninsula information support campaign “Crimea is Ukraine” “Radio Krym. Realii” airs every morning and evening on “The first Ukrainian” radio channel on a frequency of 549 kilohertz. Ukrainian radio signal covers at least 70% of Ukraine. Broadcasting is made in Russian, Ukrainian and Crimean Tatar languages. There are news and author programs of well-known Crimean journalists among the programs. Currently, the Ministry of Information Policy of Ukraine and the Ukrainian editorship “Radio Svoboda” conduct further negotiations to transform the studio of “Radio Krym. Realii” into a fully-featured radio station. Total number of readers for these resources is about 1,000,000 social network users. During two days of the conference, leading experts in the field of media, representatives of international organizations and European governments discussed issues of the safety of journalists, journalistic ethics in covering conflict, coordination of the media work in conflict, propaganda and information war. Series of international diplomatic and expert meetings June 17-20, the team of the Ministry of Information Policy of Ukraine had a working visit to NATO Headquarters as part of the Road map of Partnership Program on NATO-Ukraine Strategic Communications. Partnership Program is a long-term initiative aimed at the development of capacity of Ukrainian authorities in the field of strategic communications. The partnership has been concluded between the National Security and Defense Council of Ukraine and the NATO Public Diplomacy Division. NSDC will act as the main coordinating body within the Partnership Program, while MIP will actively participate in practical implementation of the Partnership objectives under the terms of the regulation on the Ministry of Information Policy of Ukraine. Series of international diplomatic and expert meetings During June, the Ministry of Information Policy actively held official correspondence with management of the social network Facebook, in which MIP cited examples of blocking of Ukrainian users, which were made unreasonably. Also were cited examples of double standards concerning locking accounts in Russian and Ukrainian segments of the social network. June 17, the Minister of Information Policy of Ukraine Yurii Stets and Deputy Minister Artem Bidenko met with Director on Facebook Public Policy in Scandinavia, Central and Eastern Europe and Russia Thomas Christensen and Head of Facebook Public Policy Sector in CEE Gabriella Czech. Facebook representatives confirmed starting the dialog with Ukraine’s representatives on more thorough and balanced approach to monitoring of Ukrainian FB segment. They assured that any monitoring and analysis operations with regard to Ukrainian segment take place in the operational office of Dublin (Ireland) based on the principles of political indifference and social network standards. “I am sure that apart from me, the opening Facebook office in Kyiv is desired by all Facebook users in Ukraine”, the Minister reported. In the final session, chaired by the Commissioner for European Neighbourhood Policy and Enlargement Negotiations Johannes Hahn, Tetiana Popova made a speech on strategic communications and violations of journalists’ rights in the Crimea and the east of Ukraine. During working visit MIP representatives visited the National Council of digital media, held negotiations with Director of Concern responsible for broadcasting, radio and television communications in Latvia Maris Rutkis on the possibility of receiving transmitters to restore broadcasting of Ukrainian TV channels. They also held a meeting with the Minister of Georgia on European and Euro-Atlantic Integration David Bakradze and his deputies. During the Riga StratCom Dialogue conference the representatives of the Ministry of Information Policy of Ukraine delivered the report and provided closing remarks. Series of international diplomatic and expert meetings Yurii Stets, the Minister of Information Policy, participated in Forum of Ukrainian Young Diaspora «Odessa 2015». During a welcoming speech the Minister said: «Support from all over the Diaspora inspired us to fight on the Maidan. So today we have to use this powerful resource to influence governments in the countries inhabited by ethnic Ukrainian. We are consolidating efforts to promote Ukraine in the world». Forum «Odessa 2015» gathered Ukrainian youth from 30 countries of the Ukrainian diaspora, including Ukrainian youth organizations from Kazakhstan, Serbia, Russia, Romania, Latvia, Moldova, Bulgaria, Croatia, Spain, France, Poland, Germany, Czech Republic, Japan and other countries. Series of international diplomatic and expert meetings 10-11 September, Advisor to the Minister of Information Policy of Ukraine Dmytro Zolotukhin made a speech on «Information war: the experience of Ukraine» in Vilnius. During the conference, Dmytro Zolotukhin presented materials, which demonstrated Ukraine’s experience in the information war. Advisor to the Minister told about the project for journalists, bloggers and civic activists with the support of the European Endowment for Democracy fund (EED) in Ukraine that is to be launched. The main goal of the project is to inform journalists and bloggers of OSINT-techniques that are used by experts of Bellingcat, BBC and OCCRP. Within the framework of the project, trainings on how to find and process information from open sources, and, with its help, how to check the fake news, how to expose corruption mechanisms and create unique content for the benefit of local communities, will be conducted. The first training for local activists and journalists was held in Kharkiv in cooperation with the Kharkiv anti-crisis Infocenter. The Institute of post informational society, that implements this initiative, is a partner of the Ministry of Information Policy of Ukraine. The next regional trainings for journalists is planned to be held in Kramatorsk, Sievierodonetsk and Mariupol. Series of international diplomatic and expert meetings 13-19 September, in Lisbon, the NATO conference of communications experts on NATO adaptation to the communication challenges of the changing information society was held. Advisor to the Minister on Strategic Communications Alina Frolova was invited as NATO partner representative. During the conference Alina Frolova participated in several panel discussions on the challenges communications specialists face in the world of hybrid wars, and made presentations dedicated to trends of information war against Ukraine, and a progress that was achieved by Ukraine in the development of national strategic communications. During panel discussions devoted to communication challenges of the partner countries and members of NATO, participants expressed support to the position of Ukraine in countering Russian propaganda only through truth and objective information, and praised the efforts of the government and public sector, aimed at the development of state system of strategic communications. Series of international diplomatic and expert meetings 23-24 September, Advisor to the Minister of MIP on ensuring TV and Radio Broadcasting Oleksandr Brygynets participated in the East Ukrainian Forum “Recovery through dialogue” in Sievierodonetsk, organized by the OSCE Project Coordinator in Ukraine, civil society and local communities in the region. Oleksandr Brygynets: “Todays interaction of the authorities, public and activists is important for Donbas. It is also important that OSCE acted as a coordinator and a counselor to solve important issues in the region”. During the forum Advisor to the Minister Oleksandr Brygynets also told the participants (representatives of the media, public authorities, NGOs) that one of the most important issues for the region today is information security. “We must not create additional conflicts, but rather regulate them. These message I also address to media”, - said Advisor to the Minister. Series of international diplomatic and expert meetings 24 September, the Minister of Information Policy of Ukraine Yurii Stets and Advisor to the Minister on Strategic Communications Alina Frolova held a meeting with a delegation from Georgia. The Minister spoke about Ukraine’s experience in countering information aggression, MIP activities, presented the Multimedia foreign broadcasting platform of Ukraine and suggested to unite efforts in providing access to alternative sources of information for Russian-speaking population worldwide. In turn, Deputy Georgian State Minister Mariam Rakviashvili shared developments on promotion of European values, the strategy of the Ministry for European and Euro-Atlantic integration on information support of the occupied territories. Representatives of the Georgian delegation stressed the importance of the current visit to Ukraine, which will contribute to bilateral cooperation and exchange of experience aimed to support and develop dialogue between Ukraine and Georgia. The participants agreed on further coordination of efforts to implement joint communication projects. Series of international diplomatic and expert meetings 19 November, 2015, the Deputy Minister of Information Policy of Ukraine Tetiana Popova spoke at the World Forum for Democracy session “Freedom of Information in the “Era of Terror” at the Council of Europe. The event gathered leading politicians, experts and representatives of the public sector to discuss key problems of democracy around the world. During her speech, Tetiana Popova told about the harassment of journalists’ rights and violation of the freedom of speech in the occupied Crimea and Donbas: “Russian invasion started with seizing TV towers and switching off Ukrainian TV channels. Thus local people were forcibly deprived of their right to obtain information from Ukrainian media. Today the Ministry of Information Policy of Ukraine is working on the restoration of Ukrainian broadcasting in the occupied territories. However, due to lack of necessary equipment, high TV towers on our territory, the process of moving towards this direction is rather slow”. Series of international diplomatic and expert meetings 20 November, 2015, the President of Ukraine Petro Poroshenko and the Ukrainian delegation, which included the Minister of Information Policy of Ukraine Yurii Stets, had an official visit to the Vatican City State. Yurii Stets commented that the meeting in the Vatican confirmed the interest about Ukraine and Ukrainian people: “It was important for Ukraine during these difficult times to hear the words of support from the representatives of the Vatican City State. It was even more important for me, as a Roman Catholic, that the Vatican supports our country with a prayer”. Yurii Stets also noted that by expressing its support for Ukraine the Vatican seeks to help bringing peace on Ukrainian land. Communication campaigns of the Ministry For the first time in the history the Ministry of Information Policy of Ukraine implemented large-scale social campaigns to support reforms of Government and current challenges. The mobilization, decentralization, energy efficiency, free services for the population, antiseperatism were made by involving different media, with no state spending and the most effective contact with the audience. Communication campaigns of the Ministry Over 200,000 mobilization brochures (particularly, regarding social rights of those mobilized) and more than 1,000,000 flyers of patriotic content spread. They were distributed in military registration and enlistment offices, hospitals, state institutions, and public places. Over 4,000 billboards and more than 1,200 light boxes were placed all over Ukraine. TV and radio commercials were placed on almost all national radio stations and more than 120 regional radio companies. Thousands of calls regarding mobilization received on a hot line indicated on these boards. Communication campaigns of the Ministry Support for displaced persons, including a call for tolerance to their problems. Campaign partners were the UNHCR, USAID organizations, as well as diplomatic mission of the British Embassy and the European Commission. The campaign started on 19 June at the World Refugee Day, and was massively placed on television, in press and on outdoor advertising. The purpose of social campaign is to support displaced persons and facilitate their integration into society. Communication campaigns of the Ministry Together with the Ministry of Justice of Ukraine, MIP placed a social campaign of new on-line services to the public. 150 light boxes in Kyiv and broadcasting of commercials on all regional TV channels is the result of coordinated and efficient work of the two Ministries. Ministry of Information Policy developed 7 communication poster designs which are placed on 600 billboards and 200 light boxes in 24 regions of Ukraine and Kyiv. 3 radio commercials were placed on national and regional radio stations. 20 000 of A3 posters are distributed through RSAs, on bulletin boards in hospitals, universities and cities. 2 500 of A4 posters were placed in regional transport connections. Communication campaigns of the Ministry In May-June 2015 the Ministry of Information Policy has implemented an information campaign that encourages citizens to install counters for heat, water and gas. The campaign is part of the program “Government Initiative of Energy Independence of Ukraine”. The main objectives of the campaign are: • To explain to the citizens of the country that only installation of counters will help them to save on paying utilities • To call to use the summer months to prepare apartment or house for the new heating season MIP Social Responsibility MIP Management used its salaries for printing guidance on overcoming combat stress and its psychological consequences (A6, 3000 pcs), on the work with the military, prone to alcohol abuse (A5, 200 pcs.), feedback questionnaires on «Psychological preparation to military to warfare» training (A4, 2000 pcs.) and report on ongoing group work (A4, 250 pcs.) MIP Social Responsibility Ministry of Information Policy of Ukraine joined a number of presentations of “Airport” novel by Serhii Loiko: the true story of the events about the Donetsk airport, about “cyborgs” and Ukrainian will to victory. 5 September, on the territory of 169th Training Centre of the Armed Forces of Ukraine (Desna, Chernihiv region) the author of the “Airport” novel Serhii Loiko handed over books to the soldiers - members of the antiterrorist operation in Donetsk and Luhansk regions, with the participation of the Deputy Minister Tetiana Popova. The event was held with the participation of famous “cyborgs”: the commander of the Land Forces Training Center “Desna”, Major-General Oleh Mikatsa and Mykhaylo Kucherenko, 74th separate military reconnaissance battalion. Well-known journalist Michael Schur, who works with the “Embedded journalism” program, also got an autographed copy of the book. The first session was held in Lviv. The Forum touched the issue of the need to create a common information space embracing historical memory, science, and culture of Ukraine and becoming one of the factors to resist the military conflict stirred up by the Russian Federation. Similar issues were discussed at the UkrainianLithuanian Conference “Joint Counteraction to Russian Propaganda”. The participants reached an agreement that Lithuanian Seimas MPs would support MIP initiatives and engage experts from countries participating in the conference to develop the Concept of information security of Ukraine. “Open government” Program Minister of Information Policy of Ukraine signed a Memorandum of cooperation with the President of the World Congress of Ukrainian youth organizations Myroslav Hochak. The purpose of signing is cooperation in the development of information society in Ukraine, spreading the information about Ukraine in the world and protection of the national information space. President of WCUYO Myroslav Hochak after signing said: “World Congress of Ukrainian youth organizations aims to consolidate and coordinate the efforts with MIP by providing information about Ukraine in the global media space”. “Open government” Program Deputy Minister of information policy of Ukraine Tetiana Popova and Advisor to the Minister on ensuring TV and Radio Broadcasting Oleksandr Brygynets took part in the Western Donbas Forum «Recovery through dialogue» in Krasnoarmiisk, organized by the OSCE Project Coordinator in Ukraine, Donetsk regional military-civilian administration and Fund of reforms support in Ukraine. The goal of the meeting is to inform foreign media on progress in implementation of Governmental reforms, particularly in the state defense complex. “Open government” Program Ministry of Information Policy of Ukraine and Workshop “Korpunkt” signed a Memorandum of cooperation aimed to spread media literacy in Ukraine. Memorandum provides for raising the level of journalism in Ukraine and stimulating the production of new television formats. The Workshop will conduct recruitment and organize training courses on “Journalism”, “Anchorman”, “Operator” and other. In turn, the Ministry of Information Policy will provide students the opportunity for practical training on the basis of the Multimedia foreign broadcasting platform of Ukraine. We are pleased with the fact that young people who are going to learn from the best in the final part of this training will become a part of foreign broadcasting multimedia platform of Ukraine. It will be useful to us, to the “Stop terror”, and to society to spread their information as much as possible”. Deputy Minister of Information Policy of Ukraine Artem Bidenko during the roundtable meeting addressed the representatives of the Ministries’ press services: “Monitoring and analyzing the critical remarks about the ministries one can correct the mistakes efficiently and cover the work of central authorities from a more positive point of view, as well as react to criticism in a timely manner. In addition, one of the ambitious tasks facing MIP is to develop the concept of reforming sphere of public communications together with the Secretariat of the Cabinet of Ministers and National Security and Defense Council.
