Nine Years of Vodacom
On 29 March 2014 Vodacom marked nine years of its existence and operation as the first consulting company of
this type in Montenegro. During the past nine years, Vodacom has successfully implemented nine infrastructure
projects with a total value of Euro 35.5 million that involved construction of a total of 104 km of water supply and
sewage networks in Bar, Herceg Novi, Kotor and Tivat, and ensured connection of 13,515 households to water
supply and 5647 households to the sewage network. Infrastructure projects are being implemented in accordance
with
FIDIC standards as evidenced by the successful application of international construction standards in
Montenegro.
There are three on-going projects to build water supply and sanitation infrastructure i.e. 34, 2km of water and
sanitation network in southern part of Tivat, with installed 83% pipelines by late May; 33 km of water and sanitation
network in Herceg Novi with completed 65% of works; and wastewater treatment plant (WWTP) also in Herceg
Novi with completed 45 % civil works. The total value of current projects in Herceg Novi and Tivat is Euro 37 million.
. Within these projects around Euro 50 million will be invested in the construction of around 90 km water and
sewage network and WWTP in Bar. Infrastructure projects in Bar and Ulcinj have reached a final stage of tender
procedures for the selection of contractor, implementation consultant, and capacity development consultant for
the PE “Water and Sewerage” Ulcinj.
In parallel with implementation of investment projects, from 2007 to 2012 Vodacom supported international
Consultants in implementation of three capacity development projects of local water utilities totalling Euro 4
million. These projects enabled public water utilities in Bar, Herceg Novi, Kotor and Tivat to begin modernisation
process through improvement of business planning, leak detection, introduction of GiS, updated accounting
policies and procedures, hardware and software equipment and other measures aimed at raising their
performance efficiency. Upon the completion of the institutional support project in 2012, Vodacom independently
continued its support to public water utilities in Bar, Herceg Novi, Kotor, Tivat and Ulcinj.

Tender procedures in Ulcinj
Water Supply and Sanitation Adriatic Coast V encompasses implementation of investment Project to improve
situation in the water supply and sanitation sector in Ulcinj, and a Capacity Development Project for the PE “Water
and Sewerage” Ulcinj. This investment is estimated at Euro 20 million. KfW supports these Projects by providing a
loan under favourable conditions: 1.8% interest rate, 5 year grace period, and 15 year loan repayment period.
In the PQ procedure to select the Implementation Consultant in Ulcinj there were 11 bids from the regional and
international reputable companies. The best 5 that have met the PQ standards have been shortlisted (Fichtner
Water and Transport GmbH from Stuttgart, FR Germany, Hyrophil IC GmbH from Vienna, Austria, Lahmeyer GKW
Consult GmbH from Mannheim, Germany, IncoWest Ingenieure + Architekten from Worms, FR Germany and Igr AG
from Rockenhausen, FR Germany). The successful bidder will be tasked to carry out preparatory works for the
project, prepare design and tender documentation and manage construction supervision. Submission of bids by
the shortlisted bidders is underway, and the deadline is 2 June 2014.
Tender evaluation committee composed of representatives of the Municipality of Ulcinj, ViK Ulcinj and Vodacom,
and supported by KfW tender agent, has evaluated technical proposals and shortlisted three of a total of five
submitted bids on the tender to select Capacity Development Consultant for the PE “Water and Sewerage” Ulcinj.
Financial bids of these three shortlisted companies have been opened as well. KfW has provided its no objection
for the Evaluation Report, and the successful bidder will be invited to contract negotiations to be organized in the
first half of June 2014.

Sludge Management Strategy for the Montenegrin Coast
KfW provided a grant to finance assignment of a British expert, Mr Jeremy Hall, to update management strategy for
the sludge to be produced from the future WWTPs on the Montenegrin Coast.
The first version of this document for the coastal region was produced by Mr Hall in December 2009 and presented
to municipalities and competent ministries. Five years later it was estimated that changed circumstances and facts
that may affect the sludge management strategy have to be taken in consideration. Thus KfW opted for financing
the update of this document. Sludge will be the final product of the work of WWTPs, and it could be usefully
employed in accordance with relevant legislation.
Mr. Hall proposed to dry the all sludge produced in the future WWTPs by solar technology for additional sludge
treatment.
The updated strategy will be available by mid-July 2014 in English and Montenegrin, and it will elaborate the most
acceptable option for sludge management and disposal.
Within the Water Supply and Sanitation Adriatic Coast the following WWTPs projects are underway: construction of
the WWTP for 65.300 PE in Herceg Novi, preparing the detail design for the Joint WWTP for Kotor and Tivat for
72.000 PE (construction will begin in early 2015), and tender procedure for WWTP (68.600PE) in Bar. WWTP for
Budva was commissioned in May in Budva.

Regular Visit of KfW Mission
Representatives of German Development Bank (KfW) have paid their regular annual visit to Montenegro from 19 to
21 May 2014 to verify the implementation of the Project.
The first day of the visit was intended for the meeting in the Municipality of Bar and the Municipality of Ulcinj. As
for Bar, tender procedures to select contractors have reached their final stage, and contract negotiations with the
first-ranked bidders have been completed. It is planned to conclude contract for the construction of WWTP, and
construction and rehabilitation of the water supply and sewage network in the near future.
In Ulcinj, there were discussions about conditions to be fulfilled by the ViK Ulcinj in order for KfW to provide its no
objection for the next stages in the Project implementation. KfW, ViK Ulcinj and the Municipality of Ulcinj have
agreed about the next steps required to enable Project implementation and improve situation in the water supply
and wastewater sector in Ulcinj.
The second day of the visit representatives of KfW and Vodacom met the representatives of the Municipality of
Tivat in Tivat and discussed about the completion of the on-going contract with the company “Ludwig Pfeiffer“,
beginning of the construction of the Joint WWTP for Kotor and Tivat, as well as future investments in Tivat that will
be financially supported by KfW.
In Kotor, there was a meeting with representatives of the Municipality of Kotor and ViK Kotor to discuss about
progress and performance improvement of the ViK Kotor. In addition, they discussed about future investments in
Kotor that will be financially supported by KfW, as well as about the beginning of the works on the construction of
the joint WWTP for Kotor and Tivat.
The third day of the visit, 21 May 2014 representatives of KfW and Vodacom visited Herceg Novi and met with
representatives of the Municipality of Herceg Novi and the Company for the construction of water and sanitation
infrastructure in Herceg Novi. They discussed about the works on the construction of water and sewage network
planned by the beginning of the summer tourist season. There was also a discussion about the progress made in
the construction of the WWTP.

Project Progress in Herceg Novi
The on-going projects in Herceg Novi include the construction of 33 km of water and sewage network, 13
pumping stations and a sea outfall, and WWTP.
Within the Project to construct water and sewage network a total of 65% pipeline has been laid.
Below is the percentage of completed works:

- Sea outfall in Meljine 94%,
- Coastal collector Josice – Kumbor 44%,

There are intensive works in Herceg Novi to conserve the construction site before the summer tourist season.
Asphalt works in the area of Kumbor are in progress, section in Djenovici will be asphalted on 20 and 21 June, in
Baosici it is planned to put both layers of asphalt on 18 June. Asphalt works in Bijela are planned for 26 and 28
June. The section from Josice to the Delfin Hotel in Bijela will be completed by 16 June.
The Contractor continued construction works on the pumping stations Bijela West and Zelenika and effluent
pipeline in the vicinity of the pumping station Meljine Roundabout.

Works on network construction are being carried out by the company "Celtikciouglu" with subcontracting companies "Semper"
from Niksic and "Millennium" from Belgrade. Supervisory services are provided by Dahlem. The project amounts to Euro 18.522
million, of which Euro 13.049 million is KfW loan, Euro 2.394 million is the own contribution of the Municipality of Herceg Novi, Euro
2,923 million is funded by the Government, while Euro 0.156 is KfW grant.
In parallel with the execution of the works on the construction of water and sewage network in Herceg Novi, there
is an on-going implementation of the Project to construct WWTP for 65.300 PE. A total of 45 % construction works
have been completed. Concrete works for all four SBR basins are completed and preparations for the beginning of
construction works on retention basin, compressor station, the unit for measuring the effluent flow, sludge
thickening and UV disinfection are underway.
The contractor is the consortium Mass Gintas, Engineer is the company Dahlem, while Vodacom is the Project Executing Agency
(PEA). The total value of the Project is Euro 8,838 of which Euro 6,304 million is KfW loan, Euro 1,198 million is the own contribution
of the Municipality of Herceg Novi, and Euro 1,336 million is funded by the Government.

Project Progress in Tivat
The on-going project in the southern part of Tivat involves construction of 17,6 km of sewage and 14,6km water
network with 6 bigger and 6 smaller sewage pumping stations. A total of 83% pipeline was laid by late May. Below
is the percentage of completed works:

Activities in May were focused on testing of installed pipelines, reinstatement of surfaces, preparatory and asphalt
works.
The contractor is the company Ludwig Pfeiffer from Germany; Engineer is the company Dahlem, while Vodacom
manages the entire Project. The Project amounts to Euro 9,491 million. It is financed by KfW loan totalling Euro
5.544.000€, KfW grant in the amount of Euro 156.000€, while the remaining amount is the contribution from the
Municipality of Tivat.

Project Progress in Bar
In Bar, tender procedures for the construction and rehabilitation of the water supply and sewerage network and
WWTP are in progress. Both these tender procedures have reached the final stage, contract negotiations with the
successful bidder have been completed and it is expected that the contract signing will be scheduled for the
upcoming period during summer. Within the Project for the construction and rehabilitation of the water supply and
sewage network Vodacom, the Municipality of Bar and ViK Bar are intensively working on securing conditions for
issuing construction permits. In May, there was a meeting among representatives of the Municipality of Bar, KfW, ViK
Bar and Vodacom to discuss about the course of implementation of the Projects, problems identified and their
overcoming, as well as activities for the upcoming period. The Project encompasses construction of 33.4 km of water
and sewage network and 4 pumping stations, with the construction of new sea outfall Sutomore.
Over the three month period Vodacom, representatives of the Ministry of Sustainable Development and Tourism, the
Municipality of Bar and ViK Bar continued to work on securing the preconditions for the construction of the WWTP.
The issue of ownership and construction permit for a part of the site of the future WWTP is still outstanding. It is
planned to construct the WWTP for 68.600 PE with reconstruction and upgrade of the current sea outfall.

Celebration of World Water Day
Vodacom is traditionally promoting the World Water Day held globally on 22 March. This year, Vodacom opted for a
video clip entitled "Each Drop Counts" with the aim of endorsing the value of water resource, its irreplaceability,
and the urgency of its rational use.
This year, World Water Day slogan is "Water and Energy". However, Vodacom wanted to continue with the
campaign "Each Drop Counts" which aims to send a message of the rational water use. This video clip added a
video format to the campaign "Each Drop Counts".
The 1.18 minute long clip was filmed at the pool in Kotor. The author is Dusan Vulekovic and protagonists are 10 and
11 year old children from water polo club "Primorac" Kotor, who have kindly taken their time together with their
coaches to participate in this video spot.
Activities performed on the occasion of the World Water Day are supported by the Ministry of Sustainable
Development and Tourism.

The Chinese are 'spreading' in the ocean
In recent decades, cities and urban areas are facing the rapid spread of their territories and are occupying free
areas. Therefore, the Chinese company CCCC has requested "AT Design" to design the oceanic metropolis.
Called the Floating City, the proposal of the design bureau entails laying sixangle modules in the water giant which
will create the infrastructure required for the operation of the underwater city – from the transportation network
made up of yachts and submarines to floating hotels and entertainment centres.
The city is designed to be self-sustaining, and will have animal and plant farm, as well as a waste disposal system.

Plastic plague the oceans
Our oceans are one big garbage dump receiving trash from all over the world, from the smallest particles to
enormous parts of waste. The search for the MH370 aircraft has cast new light on the extent of pollution in the
seas. Even if the smallest floating part of the aircraft was found in the sea, the families of passengers on Flight
MH370 could receive answers on the many open issues in connection with the disappearance of the Malaysian
Airlines aircraft, which missing from early March. However, distressing uncertainty about what had happened to
the plane continues, because everything that has been found so far during the search in the Indian Ocean was just
trash: plastic scrap, fishing equipment, or other floating objects.

The experience of the United States: What should never be privatized
