everly Hills is a great place to live and call home. As you may know, last
year we were recognized as one of the “Best Places to Live for Suburbanites” (58th out of over 11,000 U.S. suburbs assessed), and this year our home
prices continue to rebound. Area realtors will tell you that demand for homes
in Beverly Hills outweighs supply – reinforcing the fact that families move to
Beverly Hills to stay.
Indeed, the state of the Village is strong. We are making great strides to rebuild our rainy day fund. We have continued to add to our fund balance since
passage of the 2010 Charter Amendment. Upon passage of the 2010 Charter
Amendment, the Village Council pledged to restore the Village’s Fund Balance
to 20% over five years. Thanks to an improving economy, consolidation of Village services and reductions in Village expenditures, the Village achieved this
goal in three years as opposed to five. Our pension fund is fully funded and we
continue to work on fully funding our retirement healthcare obligations. Our
good financial position is not the result of luck, but because of hard work, good
planning and community involvement. We are, indeed, fortunate to have informed, educated, and involved residents.
Looking back on the major accomplishments in the past year, the Village
Council, along with our administration, started 2013 by making a large
capital investment to replace our 25-year-old ladder fire truck with a state-ofthe-art new ladder truck. I have no doubt that this truck can last for 25 years
also. We negotiated new four-year contracts with our Public Safety and Command Officers that will reduce our future legacy costs, and we moved our Public Safety and Command Officers’ pension management to the Municipal
Employees’ Retirement System (MERS). MERS manages approximately $3.5
billion in investments for over 800 Michigan municipalities.
None of this would have been possible without hard work from our administration and Village employees along with the cooperation of our Public Safety
and Command Officers. These accomplishments are major changes that will
have a positive impact on the finances and future budgets of the Village for

years to come. I would be remiss if I did not thank the Village administration,
employees, Public Safety Officers and Command Officers for their dedication
and service to the Village.
However, as a Council, we cannot rest on the success of the past. The Council that is now assembled brings vast knowledge in very diverse areas. We are
continuing to work through our goals for this term. This year we will continue
to look for consolidation of services, control and reduce legacy costs, finish
the plan for the Southfield Road Corridor improvement and update our capital investment plan. I want to thank the Council members for working together
to move our Village forward!
Accomplishing these goals will help us maintain the current level of services
that you have come to expect and make the Village the “Best Place to Live”.
However, services will not define our community nor change it. Our community is defined by you, the resident, that makes Beverly Hills a great place to live
and the events that bring us together. I consider it an honor and a privilege to
be given the opportunity to lead the Council, and I look forward to seeing you
around town and at our signature events throughout the year: Winter Family
Fun Day, Memorial Day Parade and Carnival, and Halloween Hoot.

GRASS RECYCLING...
As the lawn is mowed, let the clips fall back on it. Tips for best results:
• Keep the mower blade sharp
• Cut the grass high - cut as often as necessary
• Keep the deck of the mower clean
• Cut when grass is dry
Grass recycling can reduce the need for
one fertilization application each
season and also saves time.
Location of the SOCRRA Compost Site: 1741 School Road, Rochester Hills. (Located
north of M-59; just west of Dequindre Rd.)
Availability of screened compost: SOCRRA compost is returned to SOCRRA member
communities for distribution to residents and for community gardening projects.
Compost may also be picked up for free at the compost site at certain times (usually
Saturday mornings). For information on times, call the office at (248) 288-5150 or
www.socrra.org (go to “Hours”).
Materials used to make SOCRRA compost: Leaves, grass clippings, and other yard waste
material collected from SOCRRA communities); plus woodchips.
Process at the compost site: Once at the compost site, yard waste is mixed and shredded,
achieving a 2:1 ratio of leaves to grass clippings. The mix is placed in windrows (long
piles) and turned periodically to allow aeration and natural moisture addition. After
decomposition, the compost is screened to remove sticks, stones and other debris. The
screened compost is then stockpiled for curing.
Characteristics of SOCRRA compost (as analyzed by Midwest Laboratories):
pH: 7.8 (alkaline, like many soils in Southeast Michigan)
Total nitrogen: 0.94%
Phosphorus (P): 0.14%
Potassium (K): 0.32%
Recommendation for use: Mix SOCRRA compost with native soil on a 50-50 basis.
SOCRRA compost is an excellent amendment and top-dressing for all gardens and
lawns, and has been extensively used by local gardeners and some landscapers in
Southeast Michigan.
Benefits of compost for healthy soils and water quality:
• Increases water-holding capacity of sandy soils • Improves soil structure and tilth
• Enhances the permeability of clay soils
• Restores microbial populations
• Slowly releases nutrients to plant roots
• Prevents soil erosion
• Suppresses certain soil-borne diseases
• Binds heavy metals carried by
• Degrades oils, pesticides, and other
storm water runoff
soil contaminants
REMEMBER! Collection begins at 7:00 a.m. and containers
must be removed by 7:00 a.m. the following day.
Yard Waste Collection begins Monday, April 7th (thru Dec 9th).
Visit SOCRRA’s web site for answers to frequently asked questions about yard waste and composting: www.socrra.org.

COMMUNITY OUTREACH
The Beverly Hills Department of Public
Safety is continually searching for ways
to better serve and connect with the
residents of the Village. Over the years
the department has instituted several
community outreach programs that have
built and strengthened relationships
throughout the community, disseminated
information, enhanced services and actively
sought out persons in need.
ADOPT-A-SENIOR
Adopt-A-Senior is a program instituted
in Beverly Hills by the Beverly Hills
Public Safety Officers Association with
assistance from the Birmingham Area
Seniors Coordinating Council & Center
(BASCC) which is a nonprofit serving
adults 50+. The purpose of the program
is to assist and befriend those senior
citizens who are in need, but have missed
other outreach programs. If you know
of someone who may be in need of this
program, please contact Officer
Bob Fisher at (248) 540-3400.
BASCC Executive Director is
Renee Cortright, please email:
[email protected] or
www.bascc.org. Mrs. Cortright can
be reached at (248) 203-5273.
BASCC offers transportation,
Meals-on-Wheels, minor home
repair and outreach services.
KNOX BOX
What happens if you need assistance
inside your home, and you are not able to
get to the door to let that assistance inside?
Normally when officers respond to an
emergency call and the location is locked,
forced entry must be made. Making forced
entry into a building not only results in
damage to the occupancy but delays
emergency crews in getting to those requiring assistance. To help with this problem
(getting help to those in need) your Beverly
Hills Department of Public Safety has
begun a program of purchasing and disseminating Knox Boxes. Homeowners
purchase the Knox Box through the BHPS
department (if they can afford it) and when
they are done using it we ask the homeowner to donate it back to us so we can
distribute it to people who cannot afford it.
A Knox Box is a small, secure box that
contains a key to one of the doors of your
house. If you are familiar with the type of
device used in real estate to allow access to
realtors, this is something like that but
much more secure. Every Knox Box in
Beverly Hills can be opened with a key
kept by the Beverly Hills DPS and no one
else. For more information on the Knox
Box program, contact Officer Robert
Fisher at (248) 540-3400 or
[email protected].
FIRE INSPECTION AND QUESTIONS
The Public Safety Department has two
State Certified Fire Marshals who can
answer any questions with regard to fire
inspection, fire alarms, CO2 alarms and
security questions. Captain Chris Yanosy
and Officer Robert Fisher can be contacted
by telephone at (248) 540-3400.

VILLAGE WOMAN’S CLUB OF BEVERLY HILLS
The Village Woman’s Club of Beverly Hills sponsors
fundraising events and returns the proceeds directly to
community projects and programs that help students,
seniors, and Villagers of all ages. Past projects include the
entrance to Beverly Park, a bench, basketball court, the
annual Halloween Hoot, flagpole and pond dredging at
Beverly Park, pavilion landscaping and thermal imaging
equipment for the Public Safety Department. In 2011 the
club donated a bench to the Beverly School playground
renovation. We have monthly meetings and sponsor cultural events such as cooking classes and landmark tours.
Annual dues are only $25. Contact Eileen Abood at
(248) 642-9344 or e-mail at [email protected].
LIONS CLUB OF BEVERLY HILLS
The Lions Club of Beverly Hills sponsors the Memorial Day
Fun Run and Walk and raises funds for many charitable
causes, including the Leader Dog School in Rochester,
through various fund raising activities such as White Cane
Week in April and Candy Cane Sales in December. We support the Halloween Hoot held at Beverly Park and participate in the Memorial Day Parade. Each year the Lions Club
offers a scholarship to a graduating high school senior who
lives in Bevery Hills. Annual dues are $75, and you must
be sponsored and approved for membership. If you are a
high school graduate at least 18 years old and are
interested in joining the Lions Club, please contact
Gary Valentine at (248) 540-3983. Meetings are held

BALDWIN LIBRARY
Since 1961 the Village has contracted
with the Baldwin Public Library (City of
Birmingham) to provide library services for
Village residents. Through this contract
Village residents also have reciprocal privileges at a number of other libraries in the
area, although not the Bloomfield Township
Public Library. In 1992 the Village negotiated
with the Baldwin Library Board of Trustees
to extend its contractual arrangement
indefinitely, instead of having to renegotiate
every three years. Each year, the Village pays
Baldwin an amount equal to 1.077 mills as
adjusted by application of the Headlee
Amendment. In the 2013/2014 fiscal year
the payment is estimated to be $447,368.
The Baldwin Public Library offers a full
range of services, all of which are available
to the residents of Beverly Hills, including:
• Books & Magazines
• DVDs, video games, music CDs
and books on CD
• Downloadable audio books, music,
magazines and e-books
• Homebound service for those who
cannot get to the Library
• Computers with Internet access
• Programming for all ages including:
author visits, book clubs, storytimes,
Learning in Retirement, computer
classes, teen programs, etc.
• Online databases, such as Consumer
Reports, Value Line and Mango Languages
(both in the Library and from home)
• Interlibrary loans
• Large print books
Several Beverly Hills residents serve as
officers on the Executive Board of the
Friends of the Baldwin Library and actively
work to improve the quality of library services. The Beverly Hills Village Council has an
appointed liaison who regularly attends
Baldwin Library Board meetings and facilitates communication between the two bodies.
The Baldwin Public Library provides the
Beverly Hills Reading Center located at the
Village office. The Beverly Hills Reading
Center consists of titles in hardcover and
paperback. There is also a Baldwin book
return box at the Village office. Visit

BIRMINGHAM BLOOMFIELD
COMMUNITY COALITION (BBCC)
Since 1994, the Birmingham Bloomfield
Community Coalition (BBCC) has been
working to raise awareness and mobilize
the community to prevent the abuse of
alcohol, tobacco and other drugs, with a
focus on our youth. As a research-driven,
evidenced-based, community-serving
organization, BBCC strives to provide
timely, useful news, information, programs,
activities, and events designed to keep parents, youth, schools, and community members “in the know” and provide opportunities to participate in substance abuse prevention efforts. BBCC also has a prevention plan approved by its peers and the
Office of National Drug Control Policy and
a goal of weaving substance abuse prevention efforts into the fabric of our community. One of the most active sectors is
BBCC’s Youth Action Board (YAB) a group
of volunteer public and private high school
students who meet to plan and organize
safe, fun, substance-free events (such as
the ever popular Band Jams and Movie
Nights), develop CHOICES: Youth-led
Dialogue Day, create targeted prevention
campaigns, develop their leadership skills,
and serve as positive role models. The
Coalition also collects survey data that
highlights the extent of substance abuse,
hosts meetings to educate and mobilize
leaders throughout the community, and
promotes campaigns, such as: “Parents
Who Host, Lose the Most,” and “Be A
Parent, Not a Pal.” Call (248) 203-4615 or

everly Hills is a great place to live and call home.
