(Scholarship recipients continued on pages 4 & 5) Around the Co-op 2 Over the Manager’s Desk Steve Haaven CEO One of the advantages in working for Wild Rice Electric has been the ability to work with a great bunch of people over the years. Recently three of those individuals retired whose combined careers totaled 104 years of service at the co-op. Gary Schoenborn (Apparatus Technician), John Simon (Lead Lineman) and Ken Otto (Line Superintendent) have retired in that order during 2008. All have served in numerous capacities at the co-op and were dedicated to serving our members in a professional manner. Best wishes to each of them and their families in a very well deserved retirement. We are pleased to welcome Ryan Omang and Nathan Zortman who are new to our line crew this past year. Also fairly new to the line crew is Adam Sweno who joined Wild Rice Electric in April 2007 and Brian Ose who transferred to the line crew from the warehouse just over one year ago. Welcome also to Dan Noll who replaced Brian in the warehouse. Please refer to the write up elsewhere in this issue of the Rural DeLight. Wind Turbines Renewable energy in Minnesota is being highly promoted. In fact the State requires 25% of the electricity delivered in 2025 to come from renewable resources like wind, biomass, solar and perhaps resources not known today. Today the renewable most highly considered is wind. Almost weekly we get questions about wind turbines. Wind generators are not new in fact they have been around for decades. Depending upon the size of the wind turbine State law require utilities, like Wild Rice Electric, to purchase excess electricity under established co-generation standards. The price paid varies dependent upon the size of the wind turbine as well as the classification of the account involved. Based upon the 2007 averages Wild Rice Electric will pay is 6.8 cents per kilowatt hour for residential accounts with smaller units. Smaller units defined as less than 40 KW in size. For larger wind turbines the price is actually determined by our wholesale power supplier Minnkota Power Cooperative based upon their avoided cost of furnishing wholesale energy. Presently that rate is 4.0 cents per kilowatt hour plus $21 of accredited capacity. Federal and State incentives are in addition and their may be other tax advantages. I encourage anyone interested to contact your tax accountant for the details. investment. Should your interest be in connecting to the electric distribution system or electric grid a number of requirements for safety, service quality and liability must be addressed. Besides purchasing the wind turbine I encourage you to consider costs for engineering, permitting, testing, construction, lightening protection, converters and enclosures. Before investing in a wind energy system you should check for potential obstacles. Some jurisdictions, for example, restrict the height of the structures permitted in residentially zoned areas, although variances are often available. Anyone interested in developing and installing renewable energy resources is encouraged to do your homework. A good place to start is by contacting the Minnesota Department of Commerce or checking their website at www.commerce.state.mn.us. Available is a host of information on wind resources. It is a good idea to hire an expert to monitor the wind characteristics in your specific site for a period of time of up to one year. Minnkota Power is involved in purchasing wind on a larger scale and does own and operate two 900 KW towers. Minnkota Power has entered into agreements to purchase 240 MW of wind from the Florida Power & Light at Langdon and Ashtabula Wind Farms and is looking for additional renewable energy to meet future State mandates. Another recommendation is to work with a reputable company and compare products. Talk to others who have constructed units to learn from their experiences. Check maintenance required and who can provide the service and at what cost. Wind power is not free and requires a sizable up front Wild Rice Electric does have a packet of information available designed to help in your planning and decision making process. Please call with any questions you may have. Plant the Right Tree Many of us are busy working in our yards during the summer months. When deciding where to plant trees please keep electric lines in mind. Avoid planting trees under lines that will grow into those lines. Trees growing into power lines are a major cause of serious and fatal accidents involving contacts into power lines. Unfortunately that is often children. During storms trees can blow into lines or have limbs break off and take lines down. Trees are a common cause of electric service interruptions. The Cooperative spends in excess of $330,000 per year on clearing right of way areas. You can help by planting trees under power lines that will remain short, even at maturity. Before planting remember to call Gopher State One Call 48 hours before digging. Harvest Safety With harvest just around the corner please keep safety in mind. The hustle and bustle of the fall season requires a significant amount of work to be done in a short period of time. When combining, hauling grain or working the fields stay away from poles and keep those overhead lines in mind when moving augers around the yard. If you have concerns about lines being to close to your bins we highly encourage you to contact us. Have a safe and bountiful harvest. 3 Buy - Sell - Service - Trade MECO Electric Grills... After hour calls are switched over to an answering service. If the lines are busy or your call is put on hold, please understand that numerous other consumers may also be calling to report the outage. For accurate response, please have your name, account number and location number available. 2. All consumers have self-meter reading devices commonly referred to as “Turtles” on their main meter and off peak meter, therefore it is not required that you read your meter each month. Wild Rice Electric does recommend that you compare the reading on the meter with the one on your billing. For billing purposes, the meter is automatically read by WRECI on or about the eighteenth of the month. Any differences should be reported to the office immediately. As a consumer, you will be held responsible for any usage unrecorded by the Turtle. If your meter has stopped, please report it immediately to the WRECI office. Your account will be adjusted after installation of the new meter. A non-registering meter does not exempt you from paying your average bill. Bills are mailed in order to reach the consumer on or about the first day of the month. Payment is due by the 12th and if not received by that date, a late fee of 1.5% or $1, whichever is greater, is assessed. One late payment will be allowed without a late fee. A night depository located at the front door of the Mahnomen office is available for bill paying. If payment isn’t received on a bill, the outstanding amount is included on the next bill. If payment still isn’t received by the due date, a late fee is assessed and a “Notice of Disconnection” is sent. The notice contains the amount due and the date of disconnection. An automatic payment plan whereby WRECI will debit your bank account on or about the tenth of each month is available. A copy of the bill is provided each month to the consumer. Contact WRECI office to sign up. 7. 8. 9. 10. 11. 12. 13. 14. 15. If you have been a consumer of WRECI for at least one year, you can take advantage of the budgetbilling program. Budget billing allows you to make equal monthly payments year-round regardless of the seasonal highs and lows. A fee of $25 will be assessed all returned checks and the account will be subject for disconnection. When it is necessary to come out and collect or disconnect an account for nonpayment, a charge of $40 will be made. If service is disconnected, all charges must be paid including the collection fee, a reconnect fee of $40, and a security deposit of at least $125 before service will be connected during normal working hours. Should a reconnect be requested after normal working hours, the reconnect fee will be $100. It is important to promptly notify WRECI of any change in address or if you are moving on or off your place. If you are moving off and WRECI is not informed whether or not someone is immediately moving back on, the electrical service will be disconnected. All consumers are required to become members of WRECI. There is no membership fee; however, completion of a membership form is required. A nonrefundable processing fee in the amount of $25 is required for each account requested. A member can request to have their meter tested for accuracy by sending in $20. The meter is sent to an independent testing laboratory and if it registers over two percent inaccurate, the $20 is refunded and the billing adjusted according. WRECI has trained personnel that will come out to your home to inspect and evaluate present heat losses and give you advice on what you can do to conserve energy, including approximate pay back time for the cost of recommended improvements. The fee for this service is $10 per inspection. Electric heating, certain agricultural production and some public entities are exempt from sales tax. To qualify for the sales tax exemption, an exemption form must be completed. Wind Energy – members can voluntarily purchase a block of 100 kilowatt hours of wind produced energy for an additional price of 50¢ per 100 kilowatt hour block per month. Contact Wild Rice Electric Cooperative for sign-up opportunities. Gopher State One-Call The Law says: O utage Report for June 2008 Call Before You Dig!
