Electric Cooperative - 69th Annual Meeting.
Who can attend? All Wild Rice Electric Cooperative members and any guests they would like to bring,
young and old - all are welcome.
Why attend? Because knowledge is power - especially now during these economical times of struggle
that we are facing. At the annual meeting you will not only get updated on the Cooperative’s previous
years’ business, but you will also receive critical information on what is happening in legislation and how
it will affect you and your electric rates. You will also receive information on what you can do to help
make sure that your voice and concerns are heard. Your rates will continue to go up, but to what extent will largely depend on what happens at the state and federal legislative levels. It can’t be stressed
enough on how important your voice is right now! Al Tschepen, vice president of Planning and System
Operations for Minnkota Power, will also be there as the guest speaker to share with us on future power
supply. Minnkota Power is Wild Rice Electric’s wholesale power supplier and what happens at Minnkota
has a great impact on what you pay for your power. You will want to hear what the future looks like for
power supply.
What else can you expect? Along with the update on your electric cooperative, there will be the following available:

2008 ended with cold weather, but
no snow. The snow was earlier in
the winter season and caught many
farmers with crops in the field. If
you drive around the area, you
will notice a large amount of corn
still in the field. As I write this
article there are reports of farmers
combining corn and the yields are
very good, but the conditions are
not what you would call ideal for
this combining. Another problem
that showed up from the abnormal
weather, which occurred during harvest season, was the fact that grain
dryers were still in use when two
of the cooperatives peak days occurred. These unexpected kilowatt
demands will probably raise the
cost of power to the cooperative
from its power provider during the
next year.
The cooperative was able to
finish most of our new construction, with the exception of some
underground projects, before the
cold set in and the ground started
to freeze. The cooperative’s income
was down because of the controlling that was done by the Power
Supplier reduced our sales. This is a
double-edged sword, because when
the Minnkota controls the heating
loads the Cooperative loses sales.
But by controlling Minnkota saves
all the Cooperatives money and it
helps to keep rates down over the
long run.
As in 2007, this past year
grain bins were the hot topic. The
Cooperative’s crews built new
or upgraded twenty-one bin sites
throughout the project. Of these,
eight were three phase sites. The
construction that was employed to
build to these sites was four miles
of single or two phase overhead to
three phase overhead, four miles
of single phase overhead to three
phase underground, and four plus
miles of single phase to two phase
overhead and one mile of single
phase overhead to two phase underground. There also were some tie
lines built to increase load carrying capacity in the system to help
in serving the larger loads. They
were nine plus miles of three phase
underground and three plus mile
of two phase underground along
with two plus miles of single phase
underground The crews worked
on four road jobs along with a pole
replacement schedule, outages and
vacations.
The cooperative had another
good year with 168 new services
built. To build these new services,
the crews constructed 14.5 miles
of primary line and 1.4 miles of
secondary line. The majority of
the primary lines built this year,
10.6 miles were underground with
the consumer sharing in the cost
of the build. Overhead construction did amount to 3.9 miles for
new services. The majority of the
secondary builds were underground
with the consumer again sharing in
the cost of construction.
The cooperative did not have an
independent meter testing company
come into the area to check meters
in 2008. The cooperative instead
sent meters into May Engineering
who were able to test 86 meters
during the year and installed Turtles
in all but 2 of the meters, which
were considered obsolete or not
usable. The Turtle is a device
that reads the meter and reports
to its respective substation and
the Cooperative can then call
out to the Substation and download the readings collected to a
computer in the office. Wild Rice
Electric has the devices installed in
our entire Substation areas and the
Cooperative is now billing consumers by Turtle readings except for
our larger services which are read
by our meter personnel.
This past year the cooperative had
an independent contractor in to test
poles in the areas east and southeast
of Audubon. They tested 2,642
poles and rejected 443 of them.
This is about 16.7 percent. This
percentage is the worst that we have
encountered since we started testing
poles. This is due to the fact that
the area tested was some of the oldest in the project with poles dating
back to the late forties which were
treated with a product that made the
pole very hard on outside. These
poles are automatically considered
bad when an inspector runs across
one.
Operations was also busy during
the past year. Along with general tree trimming and reclearing
there was again a concentrated effort by an outside brushing contractor to trim trees on some of the
lakes that we serve. Carr’s Tree
service using a hydro-axe, mowed
28.25 acres of right of way for us.
They also sprayed approximately
50.58 acres of right of way. Our
crews were able to clear approximately 60.6 acres of right-of-way in
various parts of the project.
Other accomplishments during the year were 637 meter, 634
transformer, 146 meter loops and
122 secondary wire changes. There
were also 324 disconnections and
176 reconnects, as well as 22 services retired during the year. There
were 720 poles replaced for system
improvements. The crews also
installed 189 guy guards and 155
rental lights in addition to the major construction that was noted
earlier in this article.
If you have any plans to add
major electrical equipment or
put up new buildings, that may
require additional electrical service,
please keep us informed so that we
can plan accordingly. Grain bins
appear to be something that may be
a major reason for construction on
an existing site or a new site again
this year. If you are considering
building on a completely new site,
contact us so that we can check
into the availability of service to
the site. Too often we are contacted about service at the same
time that service is desired. There
is normally a lead time needed for construction, especially
during the summer months. If any
of this construction will need to be
heated, think electric heat. Electricity is a viable heating source
and it can be very economical. We
are always ready to answer your
questions about heating or any other
electrical problem.

Al Tschepen to speak at
Annual Meeting
Alvin Tschepen is vice president of Planning and System
Operations for Minnkota Power Cooperative, Inc., located
in Grand Forks, ND.
Tschepen joined Minnkota in June of 1977 as a planning
engineer. He was later named director of Planning and
System Operations in July 1988, and was promoted to vice
president in October 1999.
Tschepen grew up on a family farm near Bisbee, ND, and
graduated from Bisbee High School. He earned a bachelor
of science degree in electrical engineering from North Dakota State University, Fargo.
Tschepen and his wife, Sandi, reside in Thompson, ND. The couple has three adult children and four grandchildren. He is a member of the Knights of Columbus and St. Jude’s
Catholic Church.

Larry Sollie is co-owner of
Sollie Realty, Inc., in Fosston,
where he has been a Real Estate Broker and Appraiser for
20+ years. Prior to becoming a
Broker he was employed in the
Bio-Medical Electronic field at
Meritcare Hospital, Fargo ND.
Larry has served in numerous
Officer, Board and Committee
positions in various aspects
of his Church, Real Estate,
Appraisal, Cooperative, Community Fund and Sportsmen’s
organizations. Larry has been a
member of Wild Rice Electric Cooperative since 1987
and has served as a District
1 Director since 2006. Larry,
his wife Carol and their three
daughters, Keisha, Karina, and
Kylie, live in the Northeastern
part of District 1, near Lengby,
MN.
Ralph Woehle grew up on a
small farm south of Bagley,
Minnesota. As a child, he
learned to appreciate the local
coop’s electrical power in his
one-room school. Electric
power did not arrive at the
family farm until he was a
teenager, when Ralph was
old enough to remember the
heavy burden it lifted from the
daily chores. Electricity and
late night study made college possible for Ralph, and
he attended the University of
North Dakota in the 1960s. He
recently became a semi-retired
professor from that University,
and now lives near Lengby
with his wife Carolyn. Now,
Ralph works mostly from
home, using computer services provided and powered by
cooperatives, so he is always
home for visits by any of their
eleven grandchildren.
Mark Habedank grew up in rural Twin Valley, Minnesota and
after high school he attended
the University of Minnesota,
Crookston and North Dakota
State University. Mark farms
near Twin Valley and has been
a member of Wild Rice Electric
Cooperative since 1983, and
a member of the board since
1996.
Mark and his wife, Rhoda,
have two sons, Kai, age 12 and
Isaac, age 9. They are active
members of the Wild Rice Lutheran Church and enjoy music,
the outdoors and traveling.
Russ is involved in a family
farming operation which raises
row crops, small grains and
feeder cattle. They also own
and operate Okeson Offtrail
Sales which sells primarily
Polaris recreational machines.
Russ is also presently serving
on Minnkota Power Co-op
board and Lund Lutheran
Church board. Russ and his
wife Carol live a few miles
northeast of Detroit Lakes and
have four grown sons.

occupied much of Ralph’s
career, and he has been an
administrator as well as a
teacher and researcher. He

those in attendance at
the 69th Annual Meeting for Wild Rice Electric Cooperative, Inc. on
Saturday, March 28th
at the Mahnomen High
School gymnasium.
They will be playing
a variety of ethnical &
cultural music including Blue Grass, Cajun,
Polkas & more. Their
entertaining music will
include instrumental
selections and vocal
selections.

RESOLVED, that the Board of Directors has reviewed the Bylaws of the Cooperative, and proposes revision thereto in order to address and redefine the directorship qualifications of this governing document;
RESOLVED, that at the March 28, 2009 Annual Meeting, the board of directors, upon unanimous approval, hereby submits to the membership for their consideration an amendment to Article III, Section 2,

Co-op Etc.
H eating Sales Tax
Exemption
With the start of another heating season, we would like to
remind our residential consumers who have electric heat as
their primary heating system, that their electric bills are exempt
from Minnesota sales tax from November through April. If
you qualify, as determined below, and have not signed a tax
exemption certificate previously, please contact our office for
details. All certificates signed previously are on record, and
no refiling is necessary. Portions of the sales tax law, which
exempts tax from the sale of residential heating fuels, are listed
as follows:
Electricity sold for residential use to consumers who are
metered and billed as residential heat is exempt from the sales
tax for the billing months of November, December, January,
February, March and April.
But, if two meters are in place, and one is used solely or
primarily to measure heating, then only the power going through
that meter is exempt from the sales tax. Electricity measured by
the other meter—for lights, appliances, the barn, etc.— is not tax
exempt.
The “billing month” is the month the bill is dated regardless of
when service is rendered.

or other multiple dwelling units with more than four (4) units and
having one central heating plant do not qualify for the exemption
as they are not metered and billed as residential users.
“Residential user” is a residential customer using heating
fuel for general household purposes and includes apartments
containing less than five (5) units, fraternity houses, sorority
houses, and rooming houses. Apartment units, co-op apartments
and condominiums that have their own meter for heating
purposes are “residential users” regardless of the number of units
I the building.
When electricity is exempt as a heating fuel all other gas or
electricity used through the same meter is also exempt for the six
(6) month period.
These fuels must be delivered to the residence to be exempt.
Sales on firewood are exempt as residential heating fuel whether
delivered or picked up by the consumer.
A summer home or cabin is considered a residence and
delivery of the above fuels for residential heating use is exempt.
Travel trailers, motor homes, or other recreational vehicles are
not considered as a residence so their use of fuel oil, propane gas,
and LP gas is not exempt.

view the Cooperative’s web site go to www.wildriceelectric.com. After
hour calls are switched over to an answering service. If the lines are
busy or your call is put on hold, please understand that numerous
other consumers may also be calling to report the outage. For accurate response, please have your name, account number and location
number available.
2. All consumers have self-meter reading devices commonly referred
to as “Turtles” on their main meter and off peak meter, therefore it is
not required that you read your meter each month. Wild Rice Electric
does recommend that you compare the reading on the meter with
the one on your billing. For billing purposes, the meter is automatically read by WRECI on
or about the eighteenth of the month. Any differences should be reported to the office
immediately. As a consumer, you will be held responsible for any usage unrecorded by the
Turtle.
If your meter has stopped, please report it immediately to the WRECI office. Your account
will be adjusted after installation of the new meter. A non-registering meter does not exempt you from paying your average bill.
Bills are mailed in order to reach the consumer on or about the first day of the month. Payment is due by the 12th and if not received by that date, a late fee of 1.5% or $1, whichever
is greater, is assessed. One late payment will be allowed without a late fee. A night depository located at the front door of the Mahnomen office is available for bill paying.
If payment isn’t received on a bill, the outstanding amount is included on the next bill. If
payment still isn’t received by the due date, a late fee is assessed and a “Notice of Disconnection” is sent. The notice contains the amount due and the date of disconnection.
An automatic payment plan whereby WRECI will debit your bank account on or about the
tenth of each month is available. A copy of the bill is provided each month to the consumer. Contact WRECI office to sign up.

If you have been a consumer of WRECI for at least one year, you can take advantage of the budgetbilling program. Budget billing allows you to make equal monthly payments year-round regardless of
the seasonal highs and lows.
A fee of $25 will be assessed all returned checks and the account will be subject for disconnection.
When it is necessary to come out and collect or disconnect an account for nonpayment, a charge of
$40 will be made. If service is disconnected, all charges must be paid including the collection fee, a
reconnect fee of $40, and a security deposit of at least $125 before service will be connected during
normal working hours. Should a reconnect be requested after normal working hours, the reconnect
fee will be $100.
It is important to promptly notify WRECI of any change in address or if you are moving on or off
your place. If you are moving off and WRECI is not informed whether or not someone is immediately moving back on, the electrical service will be disconnected.
All consumers are required to become members of WRECI. There is no membership fee; however,
completion of a membership form is required. A nonrefundable processing fee in the amount of $30
is required for each account requested.
A member can request to have their meter tested for accuracy by sending in $20. The meter is sent to
an independent testing laboratory and if it registers over two percent inaccurate, the $20 is refunded
and the billing adjusted according.
Electric heating, certain agricultural production and some public entities are exempt from sales tax.
To qualify for the sales tax exemption, an exemption form must be completed.
Wind Energy – members can voluntarily purchase a block of 100 kilowatt hours of wind produced
energy for an additional price of 30¢ per 100 kilowatt hour block per month. Contact Wild Rice Electric Cooperative for sign-up opportunities.

During the month of January the crews built 0 miles of primary and 45 feet of secondary
and service wire to serve 3 new consumers. They upgarded the services of 10 consumers
to increase their capacity, while retiring 0 services at the owner’s request. The crews also
changed out 44 poles that were due for replacement, installed 0 association and 6 rental
Street Lights, 22 Guy Guards and 4 MOV arresters on the underground system. They also
worked on brushing, line patrol and line surveys.
