IMPERFECT MARKETS VERSUS IMPERFECT INTERVENTIONS

The Cato Institute broadcasts a digital audio show, appropriately named The Cato Institute Daily
Podcast. One such show, published on January 9, 2014, asked an intriguing question: “Are
markets less bad than government intervention?”
The speaker, Jeffrey A. Miron, starts by saying we can all agree markets are not perfect; however
government interventions (taxes, mandates, subsidies, regulations, laws etc.) are not perfect either
because those interventions are enforced by imperfect people who usually have their own
agendas. So which is worse–the real-world market or governmental “fixes” to problems?
Miron’s argument goes something like this: Since no market is really perfect, what happens if you
make just one tiny adjustment, a nudge to move the market in the right direction? For example,
take the environmental clean air rules. Since manufacturing plants and cars do throw out noxious
fumes, there is a potential for air pollution. It seems reasonable to want to tweak the market just a
bit to reduce air pollution, as was done in the 1970s. Another example is the label requirements
on food. The 1906 Pure Food and Drug Act merely said companies must declare food and
medicine ingredients. How bad could that tiny nudge be?
Yet the Pure Food and Drug Act evolved over time into the FDA and drug prohibition and a host
of interventionist laws. So the intervention grew and grew and continues grow today.
Miron says the reason markets are less bad than interventions is that interventions never stay
small. Any entity–individuals, firms, non-profits, government agencies–all want to survive. One
way to survive is by getting bigger.

DISTRICT 1 SUPERVISOR GOES TO STATE CAPITOL FIGHTING FOR PIMA COUNTY TAXPAYERS Submitted by District 1 Pima County Supervisor Ally Miller When running for office, I promised to fight for the taxpayers of Pima County. Since being elected in 2012 to serve on the Pima County Board of Supervisors, I have kept that promise and remain committed to Pima County’s hard-­‐working taxpayers. I am now taking the fight to the Arizona State Capitol. To that end, I recently visited the State Legislature. It was a visit prompted by a newly introduced bill, SB1264, County Motor Vehicle Fuel Taxes, introduced by State Senator Steve Farley. Though the state is not willing to increase the state gas tax, which is currently 18 cents per gallon, Farley’s plan would permit counties throughout Arizona to impose a 3% fuel tax of its own. That is, a new county fuel tax in addition to the state and federal fuel taxes consumers already pay. This is an additional 3% per the cost of a gallon of gasoline. The county that appears to be the most eager to assess a new tax on an already struggling community is Pima County, which is currently among the nation’s poorest regions. Though gas taxes were initially imposed to generate funds for road maintenance, the tax dollars collected by the county would not necessarily serve such purposes. In fact, the language of the bill cites that “The county shall transfer the monies to the Council of Governments for the County” wherein The Council of Governments would then proceed to distribute the funds; however, the destination of the funds is not articulated. There is no language in the bill assigning the monies for the purpose of road repairs, new roads, mass-­‐transit, etc. Such an ill-­‐defined bill would leave tax dollars vulnerable to questionable use. Pima County already has a road fund; however, the problem in the county is the mismanagement of those funds, which have been used to pay off bonds as well as the salaries and overhead of the Department of Transportation. I gathered information from an April 2013 Gallup gas tax poll and personally delivered it to 20 of the bill’s sponsors. An overwhelming 66% of the American public is solidly opposed to new gas taxes. Clearly, a sound majority of Americans presented in the Gallup poll do not support increases in the gas taxes for their states, even when presented with promises of mass-­‐transit and infrastructure projects. There is also no evidence that such legislation is at all supported by the majority in any of the political parties or in any region of the country, and I am committed to making sure the voices of Pima County’s taxpayers are being heard above the political fray. Why Democrats Won’t Be Turning In Their Ballots
Democrat Party Elites Have Already Fixed the Primary Election By Avoiding Voter Input Altogether
PHOENIX – Robert Graham, Chairman of the Arizona Republican Party, commented on reactions to his lamentation yesterday that Senator Leah Landrum Taylor was dropping out of the race to be the Democrat's nominee for Secretary of State, denying voters a chance to select their party's nominee for another of the top spots in Arizona government.
“The Democrats are fixing their primary election by eliminating any choice on the ballot — and based on today’s field, Democrats have no reason to even vote in their primary,” said Arizona Republican Party Chairman Robert Graham. “Republicans, on the other hand, have a healthy amount of candidates for each and every top office, and the enthusiasm of voters supporting these Republicans is going to translate into a better turnout in the November election.
Graham noted that in the 2012 election the top statewide office was for a U.S. Senate seat, and while Republicans had a vigorous primary contest in that race and saw a 48 percent voter turnout, the Democrats fielded only a single candidate that had been recruited by President Obama. Other Democrats dropped out when Obama recruited Democrat Richard Carmona, who then lost to Jeff Flake. In the Democrat primary, only 36 percent of party voters participated.
"Removing choice from the ballot not only drove down Democrat participation in the primary, but it caused Democrats to fall far behind in the general election — with 83 percent GOP to 75 percent Democrat turnout,” said Graham. “Even Linda Valdez, one of the most liberal journalists in Arizona, recognizes the disastrous effect of the Democrats’ scheme to deny their voters a role in this election."
