WHAT THIS PLACE NEEDS
IS YOU.
Dear Friends,
The best part of being involved with United Way of Westmoreland County is that we get to
witness the great things that happen every day because you give, you volunteer, you care
to make a difference, you choose to Live United. While it would be easy to focus on what is
wrong in our community, United Way advocates like you continue to devote your resources,
time and energy to focus on how we make this place—the communities in Westmoreland
and Fayette Counties—a better place to live.
United Way of Westmoreland County works in our community by following some simple
wisdom:
Start where you are—United Way first seeks to understand the community’s needs and
strengths. We work in partnership with health and human service agencies, public and
private organizations and the community at large to develop a deep knowledge of what is
important and how we can improve community conditions.
Use what you have—United Way then marshals the strengths and resources of people in
our community to address our most important needs, such as improving educational opportunities, increasing financial stability and enhancing health and independence. We
raise critical funding that we invest back into our communities in targeted ways to create
measurable results.
Do what you can—Although the financial resources are critical, it is not enough to just
raise money. United Way also mobilizes the caring power of communities by engaging
volunteers. This past year, we connected hundreds of volunteers to programs and services
throughout our community, providing hands-on support to help our neighbors.
In 2014, we started where we left off last year; we used what we had (and leveraged more
resources), and we did what we could to improve lives. This annual report will highlight
just a few of the great things that happened, both with stories and photos. Please know
that it is your support that creates the good work you will read about in these pages. This
place needs you, and we are glad you are here.

2013-2014 Impact Report
Because United Way is an organization that looks at big picture community
programs and long-term solutions, it’s sometimes difficult to present our
results in one simple story. As an organization, we do many things: fund
partner programs, assess the needs of our community, run our own programs,
establish community level goals – and more. But what do the results of this
work look like?
To answer that question, we’re pleased to present our impact report for
the 2013-2014 year. This report details the number of people we helped
through our funded partner programs and our own internal programs. In
total, we helped over 120,000 people in Westmoreland, Fayette and Southern
Armstrong Counties.

our community thrive, making it a stronger and safer place to live, work and
raise a family.
To all the donors, volunteers and advocates who made this impact possible:
Thank you.

United Way works with partners across the human
services spectrum to develop long-lasting solutions
to community problems. Our partners join in our
vision of advancing education, income and health.
Partners receive support through United Way's
Impact Fund for one or more programs related to
education, income or health. To receive support,
their program must demonstrate effective and
efficient impact.
achieving great things together: more opportunity & brighter futures

Each year, we bring members
of our community together to
lift up thousands of people. We
focus on education, income and
health – the building blocks for
a good, quality life – and bring
together the best partners to
improve lives. Here's how.

Meet Jamie. Jamie is a child who
wants to succeed. All he needs
is an opportunity.


A good early education puts
Jamie on the right path.

Jamie's parents find jobs and
save more of their hard-earned
money.

Healthy foods help Jamie focus
in the classroom and he misses
less school because of quality
healthcare.

Jamie earns his high school
diploma, which opens doors to
more opportunities.
Jamie helps build a stronger
community. We all win!
the anatomy of change
How community level goals and individual champions
will shape the next era of United Way.
Human anatomy is a marvel of planning and structure; from the hair on your head to the
tips of your toes, your anatomy brings together hundreds
of thousands of cells, bones, muscles and more to make
you, you.
taking strides towards a
stronger community
Similar to the human anatomy, a construction blueprint
dictates the structure of a building. It provides the plan
needed to turn a pile of wood, concrete and nails into a
school, a home or a hospital.
But what does the anatomy - the structure and plan - of
community change look like?
United Way is successful in getting results because we're
focused on lasting solutions, not short-term charity. We
know that if we're going to create real change, we can’t fool
ourselves with quick fixes. That's why we're dedicated to
looking at the big picture, the whole person and the whole
situation.
But long-lasting, big-picture change doesn't happen over
night. To create this type of change, we need to understand
the anatomy of community change. We need a succinct
plan and plenty of manpower; the plan will guide us, while
the people will help us accomplish the work necessary to
transform an ambitious goal into unprecedented change.
In the following pages we will highlight some of the goals and the individuals that make up
our anatomy of change.
13
establishing a community level
goal in education
The Background
United Way of Westmoreland County began 2014 with a strategic planning
session that brought together board members, staff and volunteers. It was
time to review, reassess and refresh our course for community change.
During this session, we took a close look at our work in education, income
and health, including both our successes and areas for improvement. But
between our presentations and conversations, one idea stood out from the
rest: A strategic focus on education could form a potentially game-changing
foundation, one that would impact our other areas of focus and affect our
community at large.
With a strong start in education, the group consented, young people were more
likely to succeed throughout their academic career, pursue higher education,
get a good job and live a financially stable and healthy life. A strong start in
education could help alleviate the need for supportive services later in life.
And in a way, this focus on education could turn the entire community change
conversation on its "head."
Rather than just counting the heads of those served, it was time to establish
a big picture goal that would aptly measure community-level change.
The Goal
It's often said: Until third grade, a child learns to read; after third grade, a child
reads to learn. Indeed, after third grade, an educator's aim is for children to use
their reading comprehension skills to learn new material.
Research shows that proficient reading skills in third grade are a tell-tale sign
for later success, because children who read at grade level are more likely to
graduate from high school. In turn, those who graduate from high school are
more likely to pursue further education and/or get a job.
14
Thus, United Way's first community level goal was born.
We want to increase the number of third graders reading at grade level across
our service area. Specifically, at the end of 2017, we want 88% of students in
Westmoreland County and 77% of students in Fayette County reading at grade
level - an increase from today's levels of 83% and 72%, respectively.
The Future
As we continue to make strides in education, income and health, we will work
to establish community-level goals in each of our three focus areas, and revise
those goals to reflect changing community needs.
Community level goal in education
88% of students are reading at grade level by the end of third grade in
Westmoreland County and 77% of students are reading at grade level by the
end of third grade in Fayette County by 2017.
Shining a spotlight on our
community champions
Laurie Connors, Donor
For most people working at a college, fall signals the start of classes and the hubbub of students returning
to campus. But for United Way loyal donor Laurie Connors, fall
signals something else: The start of the United Way Campaign at
Westmoreland County Community College (WCCC) – and with it,
the hubbub of being an Employee Campaign Chair!
Laurie is a staunch advocate for United Way, giving of her time,
talent and treasures to further the mission of an organization she
feels passionately about. Laurie began her close relationship
with United Way almost as soon as she began her job as the
Coordinator/Human Resources at WCCC. After beginning her
position, she was given materials about United Way and all the
work we do in the community – after that, she was hooked. From
that first interaction, she knew that she wanted to get involved.
For the past 10 years, Laurie has co-chaired the WCCC United Way
campaign. She has also been involved in many other aspects
of United Way, volunteering as a loaned executive, member of
the grant allocation committee and as a regular at Day of Caring.
United Way recognized Laurie in 2009 as a co-recipient of the
Westmoreland Award, for demonstrating not only a giving spirit,
but a commitment to advocacy and volunteerism.
When asked what inspires her to give, Laurie said that the combination of all of her experiences with
United Way continues to spur her involvement. Further, she says that knowing her support – as both a
donor and volunteer – changes the lives of others in our community is a very humbling and rewarding
experience.
As a consistent donor to the Impact Fund - supporting partner agencies and programs like Faith in Action
and Mothers Making More - Laurie says she knows she is supporting the critical needs of our community.
She remembers the first time she heard Faith in Action and Mothers Making More recipients speak about
16
how their lives have been changed by United Way sponsored programs; it brought tears to her eyes
and a smile to her face, knowing what a difference our local community has made in the lives of these
individuals.
Looking forward, Laurie hopes our community will continue to invest, support and grow the United Way
building blocks of education, income and health. She hopes all of our neighbors, friends and family
members can have knowledge and access to the resources and services that are available to them in our
region and that we can build strong, thriving neighborhoods for all.
United Way of Westmoreland County is fortunate to have a loyal and dedicated donor like Laurie Connors,
who truly embodies the spirit of “Live United.”
Cary Ferrence, Volunteer
Cary Ferrence was a newly retired English teacher in 2011 when she heard that the Alle-Kiski Faith in
Action program was looking for volunteers. The timing couldn't have been better: Cary was seeking
something meaningful to do with her newly acquired free time.
Faith in Action was the perfect fit.
Having spent the last 41 years working with children and teens
in the classroom and as a Girl Scout troop leader, she was used
to helping people and being part of a community. So Faith in
Action was an easy transition for Cary; the program introduced
her to a whole new group of people who needed someone with
her caring attitude and friendly demeanor.
Today, Cary has become a star volunteer – always ready to drive
an older adult to a doctor's appointment or make a friendly visit.
“Some of the people I have met have had their driver’s licenses
taken away and they are left feeling trapped in their own homes,"
she says. "I am happy to be able to help them get out into the
community.”
Most of the time, Cary says, the people she helps just want
someone to talk to and spend time with - and she is thrilled to be
the person who shares their memories and hopes for the future.
While Cary still maintains her responsibilities as a trusted driver, she now also chairs the Alle-Kiski Faith
17
in Action steering committee, helping with programming, fundraising events and working with the other
Faith in Action sites to develop a long-term plan.
together to decrease the number of people in our communities living in poverty.
Part of that critical collaboration is WHC's partnership with United Way. Since becoming a United Way
One of Cary's biggest gratifications in volunteering with Faith in
Action is simply knowing that there is a program like this to fill
an important need in the community.
like flu shot clinics. United Way has also helped WHC increase its visibility and offered opportunities for
networking and service optimization, Weaver says.
“Some of the people I have helped are not much older than me.
I am glad to see that there is a program like this to help them
when they need it.”
Moving forward, we look forward to meeting the health and wellness needs of our region's un/under-
Wesley Health Center,
Partner Agency
Amber Hill, Service Recipient
For over 20 years, Wesley Health Center (WHC) has served as a
safety net for residents of Southwestern Pennsylvania, catching
those that fall through the cracks of the traditional healthcare
system. WHC is a free clinic that serves the un/under-insured of
our region with skill, expertise and compassion. Since opening
its doors, WHC has not only transformed the look of its facility
and its organizational capacity, but has changed, uplifted and
improved the lives of thousands living in Westmoreland, Fayette
and Greene Counties.
Over the past several years, improvements to the clinic have
transformed WHC from a single-family home to a modern and welcoming medical facility. WHC extends a
warm, welcoming and expert hand to those who may be seeking medical care for the first time in several
years, or those who are financially unable to maintain health insurance.
"Without question, the majority of WHC patients would be unable to afford health care services anywhere
else," said WCH Executive Director Marilyn Weaver.
Though low income remains an underlying issue for many of WHC's patients (in 2014, WHC served 410
people; more than half were living below the poverty line), the look of their typical patient is changing:
more are now single, working and earning a higher average income than patients of years past.
"Many of the available jobs are part-time, minimum wage positions without benefits," Weaver said.
To combat the underlying issues of unemployment and financial instability, she says, we must all work
18
partner agency, WHC has been able to consistently keep its doors open five days a week and has
expanded services to include retinal screening, oral care, laboratory needs and free screening programs,
insured together, while also advocating for solutions to underlying causes, like unemployment and
poverty. And ultimately, collaborating to create a better life and community for all.
2011 was a rough year for Amber Hill. Shouldering the responsibilities of a mother of two and tackling
law troubles, she knew she needed change. Enter: the Welcome
Home Shelter in Greensburg.
Welcome Home provided residence for Amber and her children
while she figured out what to do next. But what began as
temporary home for Amber turned into a total life transformation.
Since her time in the shelter, Amber has gone back to school and
graduated with an Associates Degree in Human Services. She
has also been accepted into Seton Hill University, where she will
study for her bachelors degree.
"Because of the help I received at Welcome Home, I wanted to be
able to do the same thing for somebody else," Amber says.
"I was given a second chance at a better life because of Welcome
Home, if I never would of found the shelter my life would be a
disaster. I would probably still be making poor decisions and still
getting into trouble with the law and I wouldn't have gone back
to school."
Today, Amber says, her dream is to see more shelters like
Welcome Home serving our community, and to see families and communities come together as one.
"That's what Live United means - living together as one, prospering as one, together."
